Winston’s win finds local support “I will set about to ensure the promises that were discussed in the campaign are delivered,” is Winston Peter’s pledge in his first week as the MP for Northland, and a straw poll of local reaction to his election is generally favourable.

Community feedback for council
Dargaville and the wider Kaipara form a “vibrant community of resilient people” according to deputy prime minister, Bill English who visited the town and the offices of NorthSouth Multi Media, publishers of the Kaipara Lifestyler, last week.
by Ann Morgan
From left: Allan Mortensen, Deputy Prime Minister Bill English, Ray Avery, Deb Wright and Neil Clement outside the NorthSouth Multi Media office
Mr English took time out from campaigning in the Northland by-election to talk to publisher Allan Mortensen, general manager Deb Wright and to meet many members of staff. “He was accompanied by Hawke’s Bay MP Todd Muller and the local National campaign manager, Neil Clements,” said Ms Wright. “They were all enthusiastic about what we were doing as a locally-based national publisher, with six regional rural newspapers covering both the North and South islands, and where we are heading, and that translated to the wider town and district.” Mr English said he was impressed with what he had seen and experienced on his wider walkabout in Dargaville. Mr Mortensen took the opportunity to lobby the finance minister. “I said we would like to see the government put more effort into systems and services to make the town become more self-sustaining.” In an interview with the Kaipara Lifestyler Internet TV channel, KLTV, Mr English said he’d been impressed by his stopover. “I’ve met some very resilient people and running a business in the Kaipara
is something you’ve got to be pretty committed too, particularly at a time when the dairy payout is down. Also, businesses here are often dealing with external pressures — the Internet and so on — but the people I’ve met are very committed and very capable, and that’s what keeps a town and the surrounding district serviced.” He added that there were opportunities for jobs in the district. “But rather than bolt on something that doesn’t work in the local culture here, particularly around primary production, growing of tourism is where the opportunities are to create jobs.”

Kaipara District Council held a week long community planning exercise giving the community the opportunity to have their say on what they want and need in the area.
Acting chief executive Jill McPherson with John Vuletich at the idea’s wall in the KDC popup shop
“We created the pop-up shop as a place for people to come and discuss their ideas,” said community facilitator Darlene Lang. “There was no agenda, it was simply two questions, what do you like and what do you want to change.” Acting chief executive, Jill McPherson, said it was a great way to engage with people. “The community don’t want much, they are very happy. They want the footpaths and roads to be good and to beautify the area. It is clear they want to get involved and do things
THE
themselves with our backing and they don’t expect everything on a plate. “There is plenty of enthusiasm and people just want to get on with things. “Our financial situation is slowly improving but there are priorities like roads and we need to get the basics right for the community first. We feel bad saying there isn’t the funding for projects but we need to be careful with rates. “The suggestions have made us think of other ways to do things that the council can get behind and help the community with.”

ANZ Bank has delivered dreams to the Northern Wairoa Cricket club and Dargaville High School Cricket teams as part of their ‘Field Your Dreams’ initiative, unveiling new club facilities.
Fourteen-year-olds Cheyanne Craft, Holly Anderson and Jessika Grigg shaved their heads on Saturday, March 28, during the Kaiwaka Primary School Gala Day to raise funds for Shave for a Cure, which supports Leukaemia and blood cancer patients and their families. “The event went really well,” said Holly’s mum Cheryl Anderson. “I’m really proud of the girls. They raised around $2,000 in total. They were a bit nervous. As teenage girls they are fond of their hair but feedback from the crowd was that they look great.”

The Dream Big plan enabled Dargaville High School to move an existing prefab building next to the cricket nets and close to the wicket on the school grounds. “Sport Northland initiated this as a way to link up the school and the club,” says Head of Sports, Curtis Gaylor. “It will give the team a bit of an identity and we can host visiting teams properly as we now have changing rooms and hot water available.” Principal, David Bargh says the facilities will be a place Northern Wairoa Cricket can call home. “I really want a great relationship between the school and the club where there are positive outcomes for both parties.
“It means our students, who are keen on cricket, can have a central focus point. “It also means some of the club members will be able to coach students where they can see they are a part of something, because there is a physical entity to it.” The facilities have been named the Ross Condon Pavillion, after a life member of the cricket club. Dion Nash, ex-New Zealand cricketer and a former Dargaville High School student added: “This is how you truly sponsor something. This is how you get into the community and ten years from now who knows what will come out of this. It is by planting these seeds that things will grow.”

Planning ten years ahead
• Whangarei District Council proposing a 9 per cent rate increase next year, Just three years ago the Kaipara District and then falling, with debt increasing Council was known as the poorest to $160 million by 2025. performing Council in New Zealand at getting its Plans and Annual Reports • Far North District Council proposing done on time. This year we jumped up average rate increases of around 6 per to second best - the second Council in cent for each of the next three years, New Zealand to get its Draft Long Term with debt increasing to $140 million by 2025. Plan out for consultation. The formal feedback period for our Draft Plan closed last Friday. Over the past month we have held community meetings throughout the District, to explain and hear feedback on this Draft Plan and to meet members of our many communities. Thank you for your engagement.
Road works catch up
In April we will be hearing from those who have indicated that they wish to provide verbal feedback. We will then consider the matters that have been raised, and prepare to get the Long Term Plan finalised. We will formally resolve to adopt a final Plan on 30 June 2015. This will then set us on the journey that takes us through the next ten years – from July 2015 to June 2025.
With this money to hand, we have been catching up with the deferred work. Thus you may have observed much more work underway on our Council roads than is normal. Our capital works programme is now approximately eighty percent complete. Next summer we will be fully up to date.
In a financial sense, we have forecast average rate increases in Kaipara of 3.67 per cent annually for the next decade. Our Council’s debt requirement is forecast to move down to $60 million by 2025, from its peak in 2012 of $80 million.
In 2013, we deferred several million dollars of road works when a large number of property owners were withholding their rates. Most of these property owners have now brought their rates up to date.
Rate Arrears We are pleased to report that the number of property owners holding back on paying rates as a protest over matters past has decreased significantly. We have lodged notices in the District Court against most of those still holding back, and of these, forty-two have filed statements of defence. The District Court will hear the first of these at the end of June.
This is a good financial outlook for Kaipara. It compares with our On another, though related matter, neighbouring Council proposals, as inspite of our many requests to the follows: Mangawhai Ratepayers and Residents Association to withdraw their Appeal • Auckland Council’s average rate against the High Court decisions in revenues forecast to increase 3.5 per 2014 around the Judicial Review, they cent annually, with debt increasing. are continuing with their Appeal. This will be heard in August this year.

The poll aftermath will see Mark Osbourne back at his old job. “My immediate future is back with the Far North District Council. I am a strategic asset manager and will carry on in that role. In respect of 2017, it is a party decision who will be the candidate but if I can make a positive contribution I would enjoy the privilege to be the Northland candidate again if the opportunity arises,” he said. After the vote, Dargaville’s Manuel Tohu, was hopeful for the future. “Now that Winston is in, we might get something done for our area because the government hasn’t been taking any notice of Northland at all,” he said. Jo Duder from the Shoe Box: “I am really happy Winston won, he ran a really good campaign and it will make National sit back and think about this area. I think there will be more positivity around the area.” Simone from Witch clothing added, “Good on Winston, it will give National something to have a whinge about.”

Anneke, from Moa: “I think it was the right result, Winston won’t be able to magically fix things but there was no other choice but to send National and Labour a message. “They don’t deserve our votes, they have had a chance for years and years to do things here and they haven’t.” Selwyn Graham: “A lot of the things that were put forward by the district council and the regional council got squashed but hopefully Winston will put them forward again,” while Jill Spence added: “I don’t know if Dargaville will benefit but it’s a shake up. “I hope what Winston says will work. It wasn’t what I hoped for but I am happy with it anyway.” Rounding out local reaction was Saeed Hoque. “I think there is healthy competition. Sometimes change is good. I’m hoping there will be benefits for Dargaville, such as more funding and economic development. It is good to have different viewpoints.”

Anne’s vision — to create a community garden and to help children develop their skills through craft — was finally realised when she and Sue Clayton, together with a handful of volunteers, set up the Community Connexions Arty Farties Inc charitable trust. The community garden is now a reality, benefiting 30 needy families in Paparoa and supplying fruit and vegetables to the Maungaturoto food bank. “What began as a vision has now become an essential part of survival for many families,” says fellow volunteer and PR officer, Alwyn Morgan. Anne also teaches children to be creative and gain confidence in their own abilities at the Crafty Kids Club and runs a beginners patchwork class, which sees the young — and not-so-young — learn sewing machine skills.
“All of these activities are designed with the aim of encouraging people to become self-sufficient.” Sunday Club encourages people to view the gardens and enjoy a cuppa once a week. Many bring a cake or biscuits and assist with watering, picking and sorting the fruit and vegetables ready for delivery to the food banks the following day. “Two years ago, the Arty Farties’ building was firebombed and totally destroyed — enough to discourage most from pursuing a dream — but Anne has pressed on undeterred and now has a thriving enterprise to honour the original vision that was the source of her inspiration.” For additional information, phone Anne on 09 431 6229.

The feedback was positive with many comments on how easy it was to find the venues because of the beautiful bright red flags showing the way. “We are looking forward to the next trail in September.” Above: Mangawhai artist Rebecca Clist with her fine arts painting on display at Ann Marshalls gallery during the Mangawhai art trail.

“We were thrilled with the turnout with all tickets sold, and a great day was enjoyed on the Kaipara harbour,” said club commodore, Mike Donald. The post competition prizegiving and hangi saw Mike (left) with Lee Healey, presenting the Robyn Healey Memorial Trophy for the heaviest snapper caught by a club member, to local stalwart, Barry Mockett. There were also prizes for the heaviest kahawai, gurnard, shark and stingray, and goodies galore for the youngsters on the boats. “We re-invented the contest a year ago and this year proves it is going from strength to strength,” said Mike, who hails from Maungaturoto Auto Centre. “We’ve already had return promises, and club membership inquiries are welcome.”

Fun for young and old in April There’s fun for the whole family this April in Dargaville, kicking off with something for the kids, and finishing up with a rare treat for the grown ups. Bunny business The month kicks off in fine fashion with what has become a yearly tradition — the annual Easter celebration for Kaipara kids and their families at the Aratapu Tavern. Last year saw a festive day of easter egg hunting, bunny costumes, games and fun, and this year promises even more. Expect prizes, a lolly scramble and plenty of Easter
enjoyment from 12 noon on Saturday the 4th. Kiwi music legends Perhaps the biggest entertainment news we’ve seen for the last year or more — Kiwi music legends Herbs will be playing a single live show in Dargaville, on no less an occasion than the ANZAC centenary eve. The iconic reggae combo penned some of
the nation’s most enduring hit songs, including ‘Long ago’, and team-ups with Dave Dobbyn ‘Slice of Heaven’ and Annie Crummer ‘See what love can do’. This may prove to be their last tour ever, so the chance to catch up with Herbs at the Northern Wairoa Hotel on a holiday weekend is absolutely unmissable. These heavyweights of the local music scene have won three album of the year awards, topped the singles
chart, and provided the soundtrack not only to classic local movies and television shows, but also to political events of great significance, such as their massive support of our anti-nuclear stance. It’s fitting that on the eve of the ANZAC day centennial, this band, famed for their peaceful stance, will play beneath the shadow of the Rainbow Warrior’s masts.

Preserving outboard history by Ann Morgan
Stuart McCully was the oldest contestant in the Northern Wairoa Boating Club Seagull race on the weekend and at 91, he won the John Kerssens Memorial trophy in the poker run event. He is no stranger to boats, the water or the motor. He collects and restores outboard motors and gets out on the water when he can to enjoy the freedom they bring. “I was restoring old cars as a hobby but as I got older the parts were getting
too heavy for me,” said Mr McCully. “I had my original outboard from 1970 and I was given a couple of others as well so I started fixing them and my collection grew over time to more than 60 different motors. It’s a good hobby and has kept me active.”

“I can generally get the Seagull motors up and running but others I can’t because they get corroded so I just pretty them up to hang on the rail for display. “The Seagull is Englishmade and they are an amazing motor. They are long lasting and reliable. “The secret to a motor lasting longer is simple — service them regularly and make sure you stand them upright after use so the salt water can run out before laying them down. Many have been seized because the salt runs into the combustion chamber and they rust,” he said.

Getting vehicles back in shape by Andy Bryenton
Dargaville panelbeater Peter Fowlie has seen a lot of change in the trade over his years behind the tools. Starting out as an apprentice at the age of 15, Peter came up through the ranks the old fashioned way, committing four years of his time to studying what was then still called ‘coachbuilding’ — a term reminiscent of custom supercar makers like Bertone in Italy. Here in New Zealand, panelbeating and coachbuilding meant keeping cars which are now classics — such as the HQ Holden and Chrysler Charger — in top condition. Leading was still used in the absence of fillers, and often whole panels were re-crafted by hand, meticulously hammered into shape to ensure a perfect fit. These days, more often than not, panels can be sourced inexpensively to replace any which have suffered damage. But one thing remains the same — when the worst happens, people like to know that their precious vehicle is in the best hands. Peter has operated his Dargaville workshop for close to two decades, and is a trusted figure in the local auto trade. He still takes the same exacting
approach to every job, as he learned during his days as an apprentice. But he’s also taken change in his stride, adapting to the new materials and design of modern cars to provide a full service. Equally at home fitting a new bumper to a late-model van as he is carefully restoring a custom panel on a 1970s classic, this skilled technician has quietly built up a loyal clientele. And while one can’t help but feel a little bit of sympathetic pain when looking at the dings, dents, scratches and scrapes waiting to be smoothed out, the finished product — old or new — is always immaculate. Many of these repairs are able to be covered by insurance, but Peter still receives calls to appraise full restoration jobs, where his ‘old school’ skills are an invaluable aid. Technology moves fast in the automotive trade, but some things stand the test of time. Driving away with your damaged car looking like new still puts a smile on people’s faces, techniques notwithstanding.
Freewheeling three-wheeling
Peter is equally at home working on modern cars like this late-model Holden as he is getting to grips with older vehicles now considered classics

It’s not a ‘steampunk’ fabrication for an episode of Doctor Who — this Morgan three-wheeler is a tried and true roadgoing design, remade with a more powerful S and S v-twin engine from a design first pioneered in the time of the Red Baron. Indeed, the original Morgan three-wheeler was meant to evoke the image of those ‘knights of the sky’ in their early biplanes and triplanes. But the new version — coming from a company which is still renowned for building powerful sports cars with wooden frames — is thoroughly modern, if a little cramped, under that wonderful vintage skin.

New force in Kaipara farming by Andy Bryenton
After an extensive period of renovation and upgrades, an unassuming building on the approach to Dargaville is now home to a new branch of a dynamic Northland rural support company, bringing new expertise and new products to the aid of Kaipara farmers. “It was important that we used the services of local tradespeople during our renovation,” says Northland Farm Services owner and manager Bronwyn Shaw. “Not only have they helped us do a great job getting ready for our grand opening, but it was also a chance to build bridges, meet the locals and establish ties with the community.” That kind of hyper-local attitude has seen the company, which Bronwyn and husband Garry bought over 25 years ago, become a familiar name to farmers both here, and in their Whangarei base
of operations. Strategically allied with big names in farming, such as Waikato Milking systems, the Northland Farm Services team reasoned that the time was right for an expansion. The company’s level of expertise is formidable, covering all manner of important facets of the rural industry. From effluent systems to valves and pump fittings, milking systems through to water filtration and irrigation, there’s a wealth of good advice to back up the stockpile of product in their new Dargaville branch. consideration right now is the issue of water exclusion — one which is set to come under increased scrutiny from industry giant Fonterra in their ongoing push for quality management. But in designing, sourcing and installing all manner of on-farm systems, Bronwyn’s team — headed up by new Dargaville store manager Denise Trumper — reckon they have the territory covered from start to finish. With the paint dried, the signs going up, and a showroom full of top-flight
products ready to hit the field, Northland Farm Services plan for further expansion in the near future, replacing their rotation of technical staff out of Whangarei with newly trained and accredited locals. The challenges of today, and of tomorrow, will be all the more simple to overcome with a top team on call. “After all, dairying is cyclical,” says Bronwyn. “We have seen the ups and downs over twenty five years, and we are here to help farmers get through.”

Real estate figures First National has released figures showing there was a 40 per cent rise in sales volume in Northland in February, with volumes rising by 89 per cent in Kerikeri and by over 50 per cent in Whangarei City and Otamatea County.
Dargaville’s Apparelmaster team promise a sharp new look for staff in 2015
As businesses construct their new budgets for a fresh fiscal year, it’s a good time to assess the image they portray to their customers. This is especially true in hardworking, often messy trades such as engineering and auto repair, where oil, dirt, dust, grease and other fluids can quickly make a mess of even the most assiduously laundered pair of overalls. Add in high-vis workwear, heavy duty trousers and shirts to the mix, and the cost of buying and laundering a whole operation’s worth of garments suddenly

looks a little daunting. Apparelmaster have a timely solution, with their range of options to kit out a full team in extremely durable uniforms, creating a crosscompany image that’s sharp and low maintenance. Every day the machines at their busy central Dargaville branch are working hard to keep our regional workforce looking neat and ready for anything. At the same time, they can ‘dress up’ offices, retail showrooms and forecourts with fresh new mats, and provide sanitary roller towels for hygienic bathrooms.

The median price across the region fell by $6,250 (−1.9 per cent) compared to January, with prices rising 13 per cent in Whangarei County and 10 per cent in Whangarei City, but falling across the rest of the region. Compared to February 2014, the median price fell $17,000 (−4.9 per cent) with prices rising 11 per cent in Otamatea County and eight per cent in Whangarei City but falling elsewhere. in January to 72 days in February. The number of days to sell eased by one day compared to February 2014. Over the past 10 years the average number of days to sell during February for Northland has been 72 days. REINZ Chief Executive, Colleen Milne noted that, “buyer interest is strong for the lower priced homes, both from first home buyers and investors. Overall vendors are realistic about price expectations, although listings remain tight. “The market remains active with good attendances at open homes.” The trend in sales volumes is now falling, with the median price trend and days to sell now easing. The overall trend for the region remains easing.
