“When it does start raining, it might be hard to turn the tap off,” said operations director for Farmers of New Zealand, Bill Guest. “Based on average rainfall statistics we may have a lot of rain left to come — though it hasn’t been at all an ‘average’ season.” Metservice says it expects it will be at least mid-March “before we see any significant rain, or it could be a bit longer.” The drought was declared by Primary Industries Minister, Nathan Guy, while visiting the Dargaville dairy farm of Malcolm and Kylie Welsh last week, as weather forecasts revealed that there’s little rain relief in sight. Showers in the region last weekend did nothing to alter the situation. The official recognition of the big dry means that extra government funding is available to coordinate the work of Rural Support Trusts and in extreme cases there will also be Work and Income New Zealand payments available to farmers in severe hardship. Mr Guest said he remained cynical about such assistance. “Government assistance is basically a whole lot of platitudes such as counselling. You farm for the elements, particularly in Northland, and if you need to go to WINZ then the banks or various rural businesses are not supporting you and perhaps you shouldn’t be in farming,” he said. “If you farm on the basis that the

weather won’t be too dry or too wet — that there won’t be droughts — you are labouring under an illusion. We all need to farm on the basis of creating crops and supplements and the reality is that most farmers get on with it.” He said Farmers of New Zealand is able to offer professional advice and to provide consultants to assist farmers in their business. “We also have a register of those farmers with surplus supplementary feed, but this list is now rather thin.” Government drought measures include tax assistance on stock sales, rural support funding for affected

The local drought, with some farmers de-stocking and reducing milking, coupled with the dry weather across the country have raised fears for the country’s meat and dairy exports. Figures from Statistics NZ last week showed a trade deficit for January of $305 million as export returns fell sharply led by lower sales of milk powder, butter and cheese. Northland’s milk production was down 20 per cent in the past two months.

The Kaipara District Council held its February ordinary meeting at the Coronation Hall in Te Kopuru last week, the first of several to be held away from council chambers on alternate months across the district. Community engagement manager, Barbara Ware, says the meeting was well attended with 25 people turning out to sit in the public gallery and participate in an hour of question time following close of business. She said clarification was required at the beginning of the evening as some attending had thought the meeting was an opportunity to participate in the agenda. “The aim of holding ordinary council meetings out in the community enables people to see decision making at work and have face time afterwards with the commissioners and senior staff.” High on the agenda at the meeting was the tabling of a draft Local Government Bill. Under the draft bill, KDC procedural errors in setting rates that occurred between 2006/2007 and 2012/2013 will be validated in recognition that the services the rates paid for were still supplied and that, had the process been error-free, the same rates would likely have been struck. Unpaid rates and penalties for the years covered by the bill will still have to be paid. Commission Chair, John Robertson, said it was really important that previous council mistakes were clearly and publicly identified, but the draft bill intentionally does not cover possible errors made in council’s 2006 decision to extend the scope of the Mangawhai Community Wastewater Scheme. “We want to keep options for seeking redress on behalf of ratepayers open,” he said. The Auditor-General’s independent report into the scheme is due for release later this year. The finalised Bill will be introduced to parliament by local MP Mike Sabin and made available for public submissions via the select committee process. “I’m very hopeful that many people in Kaipara will get involved and have their say on what’s occurred.” The implications for Kaipara of the application by Far North Council for unitary status and Kaipara’s role, as an affected party, in the consultation process also featured on this month’s agenda. There has been an invitation from the Northland Regional Council and a suggestion from the Whangarei District Council that Kaipara collaborate with
them on public consultation exercises. Council resolved that as engagement in several consultation processes may prove costly and confusing for the public, Kaipara would support the Local Government Commission statutory process, subject to review should the LGC consult on regional reorganisation options that would affect the future of Kaipara District. Council also resolved to apply to join the Local Government Funding Agency as a guaranteeing authority in order to access cheaper loans. Wholly owned by central and local government, the agency has the same AA+ credit rating as central government. Following an ordinary meeting on March 25 in Council Chambers, the next community location is in Mangawhai at 10am on April 23, at the Mangawhai Club.

The project was initiated by Mikaera Miru, for Te Uri o Hau’s environmental arm, Environs, with assistance from the Northland Regional Council’s Environment Fund. “The idea is to get the grownups engaged in fixing up the local environment as well, through their children’s involvement,” he says. Tinopai School acting principal, Barry Garland, says it’s a timely project for the children. “Not only is it important that they participate in the care of their community’s
environment, but it fits perfectly with the topic we are studying in Terms One and Two — ‘Fresh water/Salt water’.” Stage one of the project begins at 10am on Saturday, March 9, with the planting of posts and erection of an electric fence. “The children will be able to play a more active role later in the year when we start planting natives,” says Barry. “Meanwhile, we invite all the adults to bring their tools along and assist.” See this on our Facebook page

Local Government Reorganisation In 2012, Parliament passed legislation that set down new procedures to be followed should an application be made to the Local Government Commission (LGC) for the re-oganisation of Local Government. On 18 December 2012, the Far North District Council lodged such an application. Their application asks that the Far North District Council be made a “unitary authority”. If granted, this effectively means that the Far North District Council would take over the responsibilities for their Council area from the Northland Regional Council. Such a move would have implications for the Kaipara District Council, the Whangarei District Council, and the Northland Regional Council. The legislation requires that before such an application can be further considered, the LGC must be satisfied that there is “demonstrable community support” for local government reorganisation in each of the affected Districts. The LGC met with us late February, to discuss this question. We made it clear to the LGC that we did not have the mandate to advise of the views of the people of the Kaipara on Local Government reorganisation in Northland. However, we did advise of the keen interest by Kaipara residents to engage in any discussion that might affect their Council. We also advised that we were exploring opportunities to gain efficiencies and expertise, and to lower costs, by sharing services with the Whangarei District Council in particular. We believe opportunities exist around administration and regulatory services like building consenting; and contract tendering and administration such as for road maintenance. Subject to the LGC satisfying itself over the “demonstrable community support” test, there will be public notification of the Far North District Council application, and a call by the LGC for alternative proposals from the public. The LGC will consider such proposals, and identify a preferred option that will promote “good local government”. The LGC will notify the public of this and call for submissions. The Commissioners will advocate strongly for the residents and ratepayers of Kaipara to be consulted as this process takes place in the months ahead. The LGC is required to keep us informed of their work, and their decisions. As an affected Council, we will ensure that we are heard, and that you are informed of any submissions that Council might make. With singer-songwriter Jamie McDell enjoying sunshine, surfing, swimming and diving it’s no wonder Mangawhai is her ‘favourite place on earth.’

Her debut album, Six Strings and a Sail Boat, has climbed the New Zealand top 40 charts and is now sitting at number 5 and includes her two gold singles, You’ll Never Take That Away, and Life in the Sunshine. “Making my first album is something really special to me and I’m so proud of it — if my music career doesn’t go further then that would be ok because this is such a huge achievement.” The album cover was photographed in the Mangawhai estuary where Jamie’s Dad taught her how to sail. She has been hailed as ‘New Zealand’s version of Taylor Swift’ and compared to singer-songwriter Jewel which she is humbled by. “I take that as a compliment — they both write all their own music and they’re really interested in telling a story.” Her inspiration however comes from listening to country musicians of her Dad’s era including Jimmy Buffett and John Denver. While she was born in Auckland, spent her childhood on a sailboat in the Mediterranean and now studies graphic design at the University of Auckland, she identifies Mangawhai as her home. “Auckland is a beautiful city but I’m always trying to escape it and head home to the beach — my Mum lives in Mangawhai, and my little sister goes to school there.” The 20 year old’s music career began through social media using youtube, facebook and twitter to gain exposure and when she was 16, she sent EMI
Music NZ her demo tape and never expected to be successful. “I had all these songs that I didn’t know what to do with — I was totally oblivious of what the industry was like and now I’ve got some loyal fans I really hope I can keep doing what I’m doing.” When she’s not making music or at the beach she is advocating to ban shark finning and other issues affecting the ocean. She says it has been a dream of hers to play at the Mangawhai Tavern and she hopes to set up a tour of her favourite places later this year. See this on our Facebook page

Horse trek for college funds by Sheri O’Neill
Mangawhai has a new Anglican Church at 9 Molesworth Drive.
Ruawai College PTA is holding an all-day horse trek on Saturday, March 16 to fund new sound equipment for the college. Trek leader Jeannie Hindmarsh says the trek will set off from the end of Hood Road in the Aranga hills and take a scenic route with views of Maunganui Bluff and the coast. “The views are awesome and part of the route will likely be along the beach, depending on tides.” The five hour trek includes what organisers describe as a ‘hearty lunch’, and Jeannie says riders are welcome to camp onsite on the Friday night prior, but must bring their own drinking water and evening meal. Riders under 16 years must be competent and accompanied by an adult rider, and helmets are compulsory for all riders under 18.

Around 40 bowlers from all over Northland played in a tournament recently organised by the Northland Kittyhawks who were fundraising for the Dargaville Stroke Group. “We’re here to have fun, we like to enjoy ourselves and we raise money for worthy causes,” says Kittyhawks president Des McLean, adding they organise around three tournaments a year with their next one in Kamo to fundraise for Project Promise. “It was through the generosity of several benefactors that the church was able to be built, including Rae Coulter who left a substantial bequest and Gerda de Boer and her family who gave a substantial sum,” said priest, Dianne Hawken. “Others have gifted time, money and materials. The parishioners are extremely
grateful to all who have contributed. “We would like the community to feel welcome in this place so we are having open Saturdays in March from 10am till noon. “The facility has a large kitchen and the church opens into the hall. It can seat about 140 so is suitable for weddings, funerals and other functions.”

New skate park planned Maungaturoto is setting out to raise $20,000 to build a world class skate park on land given to the community by the Maungaturoto Country Club to replace the current concrete pad on Bickerstaffe Road.

Since it began in January when 14 year old skateboarder Isaiah Ratima posted on facebook a wish for a new park, Project Sk8t has gained momentum. “I really enjoy skating and long term I would like to be able to enter competitions and skate all around the country and the world,” says Isaiah. His friends Goodwin Paikea, Sean Woodward and Daniel Woodward share Isaiah’s passion for skating and together the boys came up with designs and with the help of Isaiah’s aunty Brenda Ratima, Project Sk8t was born. “The vision has been theirs, the drive has been theirs. We appreciate all they are doing to help create an area that not only they, but our entire community can enjoy forever,” says Brenda.
Concept designer Richard Moore has offered his time and has created a 3D diorama of what the skate park would look like and if everything goes well, they could have the deepest bowl in the southern hemisphere. “It’s important that young people are given the opportunity to have ownership in their town and what better way than to be involved from the ground level up on a big project like this.” He adds that he likes to use as many recycled materials as possible and says “you don’t always have to pay millions of dollars to create something if your community gets together with donations and help.” Brenda says that if everything goes to plan it should be completed in the next six months. Fairy terns leave the nest by Sheri O’Neill
Pairs of New Zealand’s fairy tern population have nested at local beaches over the summer, including at Kaipara’s Mangawhai Spit, where three of their bumblebee-sized chicks have survived to become fledglings. Two others have also left the nest down the coast at Pakiri, and Department of Conservation advisor, Tony Beauchamp, says although a final census is yet to come that’s potentially five new adults in an endangered species currently numbering around 30 birds. DOC warden, Tahiroa Bishop, says the fairy terns mate for life and are fussy about where they nest; the only other known sites are at Papakanui on the Kaipara and Waipu, with an unproductive attempt also made this year at Te Arai. He spent all his spare time at the Mangawhai
site last year on DOC predator control, doing work experience through his iwi, Te Uri o Hau, while studying for a Bachelor of Applied Science. “At the end of the year I started as fairy tern warden at Waipu monitoring nests and protecting the sites from humans and dogs. It’s been awesome but frustrating too. It’s not possible to rear fairy tern in captivity, and they are so vulnerable in the wild.” The birds lay their eggs in a scrape in the sand just above high tidemark and the hatchlings’ chances can be slim.

Mangawhai’s Yellow Rose for Milly Milly O’Leary, founder and organiser of Kaiwaka’s St John Opportunity Shop, is this year’s local recipient of the Zonta Club of Mangawhai’s Yellow Rose award for significant contribution to her community. Zonta spokesperson Sue Poynter says Milly was nominated for her tireless work on behalf of St John, with the Opportunity Shop going from strength to strength under her management. “We are delighted to honour another local woman in this way,” she says. Milly set up the shop in 2010, wishing to give something back for past assistance St John Ambulance had provided to her son, who suffered severely from bronchial
asthma prior to his death seven years ago. Baroque indulgence a winning recipe by Andy Bryenton
When Kaiwaka local and aficionado of fine food Lia DeKoster set out to open a café in the small town at the crossroads of the Kaipara, ‘boring’ was never going to make the menu. From the funky retro-baroque chic of the décor to the flamboyantly eclectic range of taste sensations on offer, this culinary and artistic experimentalist has mixed pure personality into every aspect of her new business. Mormor’s café (the name comes from a European endearment, roughly translated as ‘gran’, or ‘mum’s mother’) is the result — a vibrant departure from the norm in terms of both atmosphere and experience. You won’t find Starbucks-clone décor or generic wraps and sandwiches here; instead the walls are covered with artwork reminiscent of a Parisian tea-house, the counters resemble those of an art-deco patisserie, and the proprietress herself (along with her good friend and assistant Chrissie) dresses to suit a Victorian ‘steampunk’ high tea. It’s a feast for the eyes which precedes a feast of the more literal kind. In keeping with the café’s name,
many of the recipes really do come down from granny’s cookbook. Two standouts are home-made pies served with relish instead of tomato sauce, and utterly decadent ice cream sundaes — chocolate fudge brownie and homemade salted caramel over honey and macadamia are just two examples. Overall, Mormor’s offers the kind of retro-inspired fusion twist on the café experience which is so popular in metropolitan centres worldwide. It’s a must-try for visitors to Kaiwaka, and plans to include live music, a more varied menu with vegetarian options, and fresh dishes using local produce promise even better to come.
