p A tourist waits in the new bus shelter outside The Three Furlongs Bar and Grill in Kaiwaka. Three Furlongs owner Jody Greig decided the old Totalspan bus stop did not fit in with the pub’s aesthetic so landscapers Stuart Ferries, his son Blane and worker ‘Tiger,’ shifted the old shelter to Settlement Road to be used as a school bus stop. The old stop was replaced with a concrete cattle underpass and decorated with plants. “The Kaiwaka Sports Association gave us a donation without us even asking and some local ladies also donated some of the plants, which really helped,” said Jody. Naked Bus, Mana and Intercity buses will continue to use this stop.

MP opens field days u by Ayla Miller

Northland MP Matt King opened the Northland Field Days on March 1 with a speech outlining issues he felt most important to Northlanders.

Long Term Plan consultation is open

u by Ayla Miller

Newly elected mayor, Jason Smith, attended his first council meeting last week where he and Kaipara District Council adopted the Consultation Document for the Long Term Plan 2018/2028.

p Northland Field Days vice president, Rachael de Vries, hands the microphone to Northland National MP Matt King who opened the Northland Field Days

A beef farmer in the mid-north and a former policeman, Mr King was elected in the general election last September. In his speech he also acknowledged newly elected Kaipara mayor, Jason Smith. “Jason has a big job ahead of him and I wish him all the best. I’d also like to acknowledge all the Northlanders who supported me to get into parliament,” he said. “It’s been hugely rewarding and I am proud to be your representative. Even though I am in opposition for the time being, I will do my utmost to support this province and represent you all. I’m developing good working relationships

with their government MPs in Northland and I know they have the best interests at heart — we just disagree on how we get there. “I see irrigation as one of the big areas where we can improve and futureproof our farming sector and I urge all interested parties to make applications to the government for the provincial growth fund. “This current government has policies radically different from us and I will do my best over the next two-and-a-half years to highlight the many proposed changes that affect you. I welcome your feedback, but I’m optimistic about our region and our prospects.” ¢

p Mayor Jason Smith attended his first council meeting last week in his new role

“We got through a very busy agenda,” Mayor Smith said. “This document is a very significant milestone for me, and it is now going out to the public. Council staff have been working hard to get the 250 page document prepared.” A Long Term Plan is produced every three years and outlines the council’s activities and priorities for the next 10 years. The document also covers how

work will be scheduled and funded, and invites community input on key issues and decisions. This aims to allow more time to consider projects, costs and options, review existing asset management plans and work programmes to assist in the LTP process. The plan is available on the KDC website kaipara.govt.nz. ¢

p Dargaville Library manager Lisa Salter with the new library system Kotui

The system dubbed Kotui is designed to offer customers fast and easy access. As the system changeover takes place, Kaipara libraries will be closed from Tuesday, March 13 to Wednesday, March 14. Kaipara District Council acting CEO, Peter Tynan, said training for the new software has been intensive. “We also want to thank our staff for their efforts and customers for their patience, as we adapt to the

new system. Because it’s a database that is nationwide, we’ll have better information about resources available to customers. “The catalogue is easy to use and an improvement on what we currently have.” Kotui is owned and operated by the National Library of New Zealand in conjunction with the Aotearoa People’s Network — Kaharoa. Currently 35 councils utilise the system. ¢

Committee member Dennis Hewittson says: “I fish in the competition each year. It’s always a fun family day out. At the end of the day we do a sausage sizzle and the spot prizes are handed out.” This year there are three six person tents up for grabs, as well as a first prize of $3,000 cash for the heaviest Kahawai. The second and third prizes are $1,000 and $2,000 respectively. “Even if the weather is bad, there will still be a prize-giving so it will be worth people coming along. If fish prizes aren’t won they will be drawn on ticket numbers,” Dennis said. “There is a children’s section with good prizes as well. Children up to the

age of 12 can enter this category. If they want to go in the adults section after the big cash prizes they need to buy a ticket.” Funds raised from the contest go to support Dargaville Primary, Dargaville Intermediate and Selwyn Park. The contest will be held on Omamari Beach and starts at 9am with the final weigh-in at 3.30pm. Low tide will be at 11am and prize-giving will be held at Omamari gap. Tickets are available on the beach, Nola Sports, Dargaville Hunting and Fishing and Inder Marine and Auto Parts and all enquiries can be made at kcsurfcasting@yahoo.co.nz or phone Debra Law on 09 439 0070. ¢

Tegel to consult on chicken farm Network News

Safety - it’s always about people Electricity networks throughout New Zealand are trying hard to ensure we work on our electricity assets in the safest way. That’s why Northpower is adopting new processes which may mean more work is done without the power on. While we realise power cuts are an inconvenience, it is a necessary safety move to keep those working around our assets and the public safe.

Testing after a shut down We are required by law to test each electricity connection point at a premise after a planned power shut down - simply to make sure it is safe for the power to be turned back on. p Kaipara Mayor Jason Smith talks to protestors outside the council building

Broiler chickens would be trucked to Tegel’s processing plant in Henderson, for slaughtering, packaging and distribution. Mr King will be the facilitator and says he’s organising the meeting with Tegel; so the public can get all the facts and information they need to make a balanced decision, when making a public submission about the project. “When there’s no information available, people fill that vacuum with guesses and outright lies. I want people to have the facts so people can judge for themselves.” Mr King says those feeling pressed for time to make a submission, can ask to make a verbal submission. “These submissions are heard within 90 days from the submission close date and this gives people a chance to prepare and gather more detail.” The Tegel meetings follow a protest of about 80 people outside the Kaipara District Council building last Thursday. Protesters also marched down the main

street on Monday. The group waved banners and held placards addressing a number of concerns including: the potential odour, air pollution and loss of jobs from neighbouring farms. Mayor Jason Smith, encouraged people to make their voices heard through submissions. “Many people are telling me they reject the proposal and many others tell me they support it. I am delighted people want their voices to be heard and are engaging with the process.” Protester, Lyn Vincent, has farmed near the proposed site for 50 years and is concerned her organic vegetable farm will lose certification if Tegel’s application goes ahead. “If this proposal goes through, the organic auditors have said we will be under close scrutiny and have a 99 per cent chance of losing our certification in the future. This will see all our workers out of a job. Tegel are telling us they will create jobs, however, we may have to unemploy more than they will ever

NORTHPOWER ELECTRIC POWER TRUST

DIRECTORS – NORTHPOWER LIMITED The Northpower Electric Power Trust is responsible for appointing suitably qualified people to the Board of Directors of the Kaipara and Whangarei based consumerowned electricity lines company, Northpower Ltd. Northpower is an electricity and fibre broadband network owner with more than 57,000 consumers in the Kaipara and Whangarei Districts of Northland. Northpower is also a respected multi-utility contractor to many of New Zealand’s leading electricity network owners in the North Island. Annual revenue is around $300m and the company employs 1150 staff. In making Director appointments, the Trustees consider the current make-up of the Board, the experience and skills of the directors, and any qualifications that would add value to the Board. Suitably qualified people who can contribute to the ongoing sound governance of Northpower Ltd are invited to indicate in confidence, their interest in being considered for a Directorship should a vacancy arise. Enquiries should be made to the Trust Secretariat, attention Julie Noel, phone (09) 438-3322. PO Box 1609 Whangarei All expressions of interest will be treated in the strictest confidence.

Service lines – what you need to know The powerline running from the street to your house is called a service line. Service lines on your property can be overhead or underground. This doesn’t include any Northpower-owned meters, relays and transformers. Property owners are responsible for the upkeep of powerlines, poles and underground cables supplying electricity to their property - the area of your responsibility usually starts at the property boundary. You should regularly check these to ensure they are in good condition, as you are responsible for repair costs. However, never touch powerlines.

Stewart was first charged with three counts of aggravated careless driving causing death, four of aggravated careless driving causing injury, and one of failing to stop to check injury after an accident. He pleaded not guilty to those charges in September 2016, before pleading guilty to amended charges earlier this month.

Fire restriction lifted Fire and Emergency have lifted the fire restriction, however, Principal Rural Fire Officer Myles Taylor asks people to remain cautious. “We were quite slow to lift the restriction this year because of the conditions. There are still some areas where people need to exercise extreme caution, such as at Pouto Point and near other large areas of forest,” said Mr Taylor. People are reminded they are responsible for their fires and its consequences.

• If wind exceeds 15km/h do not light a fire. • Don’t light a fire near vegetation or buildings. • Be prepared — have water and shovels nearby. • Make sure fire is fully extinguished before leaving. For more information visit havingafire.org.nz.

A fund that will support sustainable, community economic development and increase access to healthy food is now available for projects in the Kaipara.

The Dargaville Museum is now home to a new collection of kauri gum and family heirlooms, as part of the Peter Vodanovich Collection.

p Kim Ellice, Tracey Robson, Moana Erickson from Open the Curtains Trust in Kaitaia

The collection, plus other historical items, were presented to museum manager Maree Saunders by Rosalie Vodanovich, who inherited them from her parents. “My father came to New Zealand in 1913, from Podgora in Dalmatia. Most of the gum in the Peter Vodanovich Collection was done entirely by my father. After he died, I found in our garage a box of gum that had either been shaped and scraped ready for p Dargaville Museum manager Maree Saunders -left- and polishing, or was gum in Rosalie Vodanovich with some of the items Rosalie the raw just as it had come donated to the museum out of the ground,” said Mrs Vodanovich. cards with the first entries from the She also presented a photograph Gallipoli campaign. “It is full of jingoistic of the ‘Eternal Triangle’ in the Waipoua fervour and making what we know was Forest dated circa 1920s-30s, along a disaster sound like a heroic victory,” with a few items from her mother’s she said. Extra money and support from Te Puni Kokiri, Northland Inc and Manaia Health Primary Health Organisation (PHO) has enabled the Kai Ora Fund to be offered Northland-wide and now projects from Whangarei and Kaipara can apply. Thirty projects have been funded by the Kai Ora Fund in the past, which is a partnership between the Far North District Council and Te Tai Tokerau PHO. The Kai Ora fund aims to increase health and suppor t economic development in the region. “So much more can be achieved when we work together, not only are we able to combine our skills and expertise

and support more of our communities, we are more aware of each other’s organisation and better informed on what is going on in our region,” says chief executive of Te Tai Tokerau PHO Jensen Webber. A maximum of $5,000 is available. Examples of previous projects include a group who set up a regional community seed bank, and a marae who is working to plant fruit and nut trees. Community groups or organisations who wish to apply, information will soon be up on the Te Tai Tokerau PHO website tttpho.co.nz. The 2018 Kai Ora Fund is open until March 21, 2018. ¢

Charity begins at Ruawai Ruawai Lions are hoping for good support for the charity auction that has been their annual fundraiser for over 30 years, with all proceeds going to local, national and even international community projects. Beneficiaries range from a senior citizens’ Christmas dinner, to supporting local sporting groups, and disaster relief such as the Christchurch earthquake and the Edgecombe floods. This year, the auction is being organised by Jim Simpson and will be held on the March 17 at the forecourt of the Kaipara Kumara building in Ruawai. Jim’s wife, Dorothy, is a staunch supporter and advises punters to get in early. “People need to be there early so they can see what’s on offer. We will be starting off at 9 o’clock with a very large trading table where people can buy all sorts of little knick-knacks and bric-a-brac along with lots of fresh fruit, veggies and plants. Energy efficiency a matter of choice u by Andy Bryenton

There’s the perception that you have to build from the ground up to create a truly energy efficient home. With new technologies for simple things like refrigeration, lighting, cooking and water heating, consumer choice is making advances as swiftly as science toward reducing the average home’s energy footprint. The appliances you choose could be as vital to saving power as the addition of solar panels or a windmill. We’re familiar with the concept from the automotive world — an old, big-block carburettor driven V8 may only produce the same horsepower as today’s fuel injected, turbocharged inline four. All that noise and fury is wasteful, and it’s the same in the kitchen of your home, to use an example. A modern refrigerator doesn’t just look better — it’s also far more efficient at cooling and preserving food than that old ‘dinosaur’ you relegated to beer chilling duties in the 1980s. The same is true for all manner of appliances — so when renovating, it pays not to design your new kitchen or bathroom around existing fitments. Out with the old and in with the new might slash your power bill, as well as delivering better performance. Of course, when winter arrives our most crucial energy choices revolve around heating and drying — from clothes dryers to fireplaces and hot water systems. Here, too, choice is

what drives innovation. Conveniences such as gas califonts allow endless hot water without a huge power bill and are perfect for homes, with no need for a bulky indoor cylinder. Fireplace heat can be transferred and redirected through the ceiling. Heat pumps grow more efficient every year

at both warming and cooling. These alternatives — including the ever popular use of gas, photovoltaic solar panels and battery banks, wind and even micro hydroelectric turbines — are becoming less expensive as time goes by, and can be retrofitted to older homes with minimal fuss. ¢

ARE YOU PREPARED FOR WINTER? Home health a simple recipe u by Andy Bryenton

New laws, reports from top doctors and industry professionals, new technologies and new attitudes to how we build and live in our homes — healthier living environments are big news, a big issue, and a big problem if certain key factors aren’t addressed. Thankfully, for both landlords and homeowners, it’s easy to get the recipe right. This is the first winter following the passing of MP Phil Twyford’s Healthy Homes Guarantees Bill designed to slash the number of children sent to hospital each year with infectious and respiratory diseases, and to quash excess winter mortality, exceeding 1,600 per year. The new laws highlight two aspects of healthy homes, which the designers and installers of insulation and heating systems have known about for some time — damp and mould, coupled with costly heating and cold. Technology has raced to fill the gap, with modern insulation, efficient wood burners and heat pumps and ventilation systems and extractors banishing damp and mould. Historically however, those renting homes have not invested in warmth, and neither have some landlords. This will have to change — the new law makes it compulsory for rental properties to meet a set of strict standards. The government have begun an 18 month consultation

09 432 5030 process with landlords, tenants, scientists and building industry leaders to formulate the parameters of these rules. Nevertheless, the bottom line is that by July 1, 2019 rental properties must be either properly insulated or contain a heating source able to make the home warm and dry. All tenancies must meet the new standards by July 1, 2024. Grants will be made available

for heating and insulation. While this affects the roughly half of all Kiwi homes occupied as rentals, those who own their own homes are encouraged to follow suit, investing in a healthier place to live. The end result — fewer days off, lower medical bills, and a home, which is worth more on the open market thanks to its healthy credentials. ¢

ARE YOU PREPARED FOR WINTER? ADVERTORIAL

ADVERTORIAL

A world of colour choices

Modern insulation beats the chill

It’s a great time of the year to paint — still enough sun to cover the outdoors, still enough time to take care of the interior, and with longer days before the end of daylight savings in which to work on the weekends.

Many homes are poorly insulated, resulting in cold and sometimes damp issues and excessive costs running systems to combat the cold and dampness, such as vent and heating systems.

Most of painting is preparation, and the best way to prepare is to talk to the professionals. When it comes to sheer choice, and depth of experience, the name Kiwis trust in painting and decorating is Resene, and locally that means a visit to the paint department of Fosters Home Decorating. Proudly carrying the Resene name, this huge addition to the already impressive acres of furnishings and interior decor on display might just leave you spoiled for choice. Just a look at the huge array of handy test pots on display, shows how much there is to choose from. In fact, colour matching

and selecting vibrant feature wall colours to make rooms really flamboyant could be a long process, with literally hundreds of shades to consider. Then, there are all the tools of the trade, from classic rollers and brushes to electric airless sprayers, and all the other bits of kit you’ll need to prepare a perfect surface. For the seasoned veteran, it’s all there to pick up. And for the novice, the friendly team are there of offer good advice. Add value and a personal touch to your home — pick up a brush this March and get creative. A visit to the Fosters Home Decorating is the perfect first step to spark up your imagination.

If you’re here in the Kaipara for the lifestyle, we’re here for you.

We all know heat rises. As in the diagram — warm air rises, then cools when it makes contact with cold surfaces, such as uninsulated ceilings, walls and windows. Once cold, the air sinks to the floor and gets tracked back to the heating source. Then up it goes again as hot air, and on goes the convection current cycle, all within your home, making your home cold and drafty — even with everything shut. Home owners feel the cold and drafts mostly on the floor. Underfloor insulation will not solve cold and drafty floors. It will take the chill off the floor for feet, but it is important to realize that the priority when insulating your home from cold in winter and hot in summer, is to start from the top and work down. Ceiling and existing wall insulation, then good thermal drapes, followed last with floor insulation — that’s the priority. For insulation to work effectively, it must be properly fitted, with no air space or gaps. Jet Stream Max Glass Wool has none of the issues preformed insulation has. It is blown in, and nestles in to every nook and cranny. Jet Stream Max ceiling insulation has been developed overseas specifically for blowing in to difficult access ceilings.

It’s not to be confused with the old ‘recycled newspaper’ called Insulfluff, which deteriorates badly in time. There is also a lot of heat lost through walls. Most homes have ceiling insulation, however, a high proportion of older homes built before 1992 do not. Insulating walls has a remarkable improvement on retaining warmth. Pilkington Insulation’s CosyWall Insulation is the most efficient, effective and quick solution to insulate existing walls. Small holes are drilled in to access the wall cavities to insulate. Building wrap is not required for CosyWall Insulation, as this is a product developed specifically for walls without wrap, and it does not absorb moisture.

Building work not all hammer and nails u by Andy Bryenton

There are few documents so contentious in the building industry as the Resource Management Act 1991 — a piece of legislation, which some say is a recipe for red tape, which hinders progress in a country short on housing, but which others champion as a shield against environmental damage and rampant overdevelopment. The truth, as with most matters of politics, lies between these two extremes, but dealing with resource management is a vital part of many modern building and renovation projects, even on the scale of homeowners and lifestyle block holders. Almost every large-scale project — and several small ones as well — have been designated a status in the local council’s planning, according to their impact under the RMA. Some are always allowed, and do not need consent documentation. Others may require consultation and approval from council. Those with the most obvious detrimental effects on neighbours or the environment are banned entirely, and cannot ever be granted consent. In the Kaipara District Council’s own words, “A resource consent allows a person or organisation to carry out an activity that will use either natural

specialists such as fireplace installers can help you complete the correct permits for a wood fire, for example, or an effluent system designer can assist in gaining consent for such a system on the farm. As more people continue to move north to retire, and the new government states it aims to construct tens of thousands of new homes, two aspects of resource consent may need to change. The first, is the provision for the subdivision of land — currently critics of the status quo point out that only large-scale developers can afford to gain consent for massive commercial subdivisions, while smallholdings are hard to split up, freeing up bare land for new buildings. The second is the inevitable call to streamline the process and make it uniform, transparent and more affordable across the board. ¢

resources, physical resources or have an adverse effect on the environment.” The pros, then, are that sensitive areas are protected, and there is no automatic right for a landowner to site noisy, polluting, oversized or otherwise environmentally damaging undertakings where they would ruin the peaceful enjoyment of others. The flip side, however, is that some applicants find it costly and time-consuming to work through the resource consent process alone — in the same way that it can be costly and time consuming to fight your own battles in the legal system without a lawyer. An experienced builder or project manager is a good choice to help navigate through the technicalities of consent, as they have likely seen and filed for consent for most conceivable building, extension and renovation projects. Healthy practice in good hands u by Andy Bryenton

It’s been a busy schedule for Dr Cameron Allan in his Dargaville practice — our local chiropractor has seen literally hundreds of cases and helped scores of patients at his practice in Dargaville’s Edwin Arcade; improving the quality of life for his community via facilitating correction of spine and nervous system dysfunction, through chiropractic adjustment. As the man with the skills to care for and help facilitate repair of this ‘superhighway’ of connections within the body, he’s been much in demand. The good results he’s helped people achieve have seen more folks able to get back to work and play, without the spectrum of presentations cutting their enjoyment of life short. It’s been a great experience for Dr Cameron working in Dargaville, a ‘small rural town’, and one, which he won’t forget, as he hands over the care of his practice to the new Dargaville chiropractor, Dr Jens Duehr. Dr Jens also hails from the prestigious New Zealand College of Chiropractic, graduating a year ahead of Cameron.

Cameron and his wife have enjoyed serving the Dargaville community while his wife completed her chiropractic degree in Auckland. As life happens, they saw the birth of their daughter Scarlet towards the end of Cameron’s tenure in Dargaville, and with both Cameron and his wife’s families being overseas, it is time for them to move to Canada to raise their daughter with the support of the extended family. Our local chiropractor has met many wonderful people both as patients, neighbours and friends during his time here. “It has been an unbelievable experience being a part of the Dargaville community, and we have been accepted

and supported so graciously by you all. We would like to say a huge thank you to all of the ‘peeps’ we have had the pleasure of serving whilst practicing in Dargaville, as well as the really nice working relationships we have shared with the other professionals in town. “Dr Jens graduated a year ahead of myself, and is one of my dearest friends and colleagues. When I tapped him on the shoulder to ask that he continue to care for you all, he knew it was something himself and his family had to do. I believe you will be very happy with Dr Jens as we have a very similar skill set, and he has a few extra skills that I am sure you will find help you well. “ Dr Cam’s last week is this week. Practising from next week, starting with Tuesdays only is a new fully qualified chiropractor in town — but a very qualified practitioner in the chiropractic field in his own right. Ready for winter’s assault u by Andy Bryenton

It’s been a great summer for getting out on the open road — and it’s a certainty that many camping, boating and holiday trips have been enjoyed by people here in the Kaipara. Now the season has turned it’s time to consider armouring up for winter, with plans in place to keep your vehicles safe, secure and running right all through the tough part of the year. The change of seasons is a great time to be reminded to run a safety check — especially for those who are subject to only annual warrant of fitness checks. A lot can go wrong or begin to fray around the edges during a year, and a quick check-up, which can be done at home, may save more than just money. The electrical system of your car is about to take a massive surge in use as wipers, lights, demisters, heaters and more pick up the load. This puts

strain on the alternator and battery, so an autumn battery test and a quick check of the alternator and fuses is not a bad call either. Some electrical systems may have been left switched off all summer, so give them a test and make sure all is well. Finally, wet weather means mud and dirt for those who must use our many miles of local gravel roads. Along with a tyre check, that means it’s a good time to protect the underbody of your vehicle with a rust proofing agent — there are many on the market, using everything from
