Significant issues such as wastewater, civic buildings, CCTV security and infrastructure growth are addressed. ‘Kaipara District is changing,’ reads the preamble to the LTP document. ‘Since our last Long Term Plan, we have a newly elected council and are delivering significant projects for our community, including a capital works programme in 2021/2022 that is twice the dollar value of previous years.’ Expenses for 2021/2022 are listed at $50.8 million. The LTP outline goes on to identify that the KDC has similar growth challenges as many other larger councils and additional challenges resulting from a previous lack of investment in infrastructure. For the first time, Kaipara residents can read about the proposed solutions to these challenges and their costs. The LTP proposal contains seven major points, which were made public two weeks ago in this publication. Homogenisation of wastewater charges, the demolition or reconstruction of Dargaville’s civic hub, relocation of the Mangawhai library, potable water supply and reticulation, climate change response, waste minimisation and a targeted rate for CCTV security coverage in Dargaville. New to the documents released March 1 is a breakdown of what this will cost in rates revenue. Rates will be limited to an average rise of five per cent per annum. Still, that average includes drops for some and rises for others outside this percentage.

The LTP proposal document includes a section titled, What does this mean for your rates, in which sample properties in different Kaipara municipalities and subregions are listed next to land values. This table indicates that, should the LTP be adopted verbatim, some homes will see reductions in their total contribution to the KDC’s coffers, while others will see significant increases in the coming year 2021/2022. Analysis of the table on page 59 of the LTP proposal shows that a large part of this change comes down to rapid rises in land valuations delivered to individual homeowners last month via mail. Local real estate professionals consulted on the issue agree that the land valuation figures are within the parameters we have seen on recently issued GV reports. These professionals consider that the highest percentage change in these projections representing a sample of calculations, is for a residential home in Ruawai, which would see a 37% increase in one year or $500 or more in rates. Using the same mathematics, one sample Mangawhai home drops by 11.72% for the same period. Te Kopuru residents may expect increases of up to 22.5%, with approximately $200 of this increase, and any increases made in Dargaville and Glinks Gully, coming from the homogenisation of wastewater charges. Mangawhai wastewater costs for each household would drop from approximately $1,300 to $1,051.

Of course, these sample calculations have been made based on what have been unprecedentedly high land valuation increases in a volatile market. Residents can estimate their likely rate increases (or potential decreases) from the figures presented, but every property Kaipara wide will be different. Nevertheless, such a spectrum of rate hikes and falls across the region is all the more reason for ratepayers to analyse and make submissions on the LTP document, taking a deeper look at where that revenue will be deployed to enhance civic amenities. Te Kopuru coaches say that the Paralympians were extremely supportive and encouraging of their young team, meeting with them and allowing them to watch their training regime and attend photo shoots. p While Dargaville’s field days may have been unfortunately curtailed by Covid-19, other community events were able to proceed under level two, enticing patrons to engage with local business. One such event was Dargaville Sewing and Curtain Centre’s annual pop-up craft market and festival, where new sewing machine technology from Janome was demonstrated, and crafty, cool and creative ideas were shared. With sewing promoted as the new ‘mindfulness’ hobby, promoting relaxation and ‘de stressing’, many new hands are picking up the thread.

Pahi wharf upgrade to begin

Construction work for the Pahi wharf upgrade is set to start in April, including upgrading the current wharf, a new gangway and pontoon, with work expected to take 12 weeks.

Details around the further roll-out of vaccines against Covid-19 in Northland and the Kaipara are to be released during the coming weeks, according to the Northland District Health Board.

“The renovation will allow the wharf to better cater for a wider range of boats, including passenger ferries, oyster boats and charter operations, as well as recreation,” says Kaipara Wharves infrastructure delivery manager Mark Bell. The project is part of Kaipara KickStart, led by Kaipara District Council and funded by the Provincial Development Unit, to grow the district’s economy and increase community wellbeing. Until recently, the wharf has been owned by Pahi Boating and Fishing Club, which hosts the annual Pahi Regatta. District councillors have now approved the purchase of the wharf for a nominal $1,000 plus GST. Club commodore Darren Shepphard is delighted the council has taken ownership of the wharf, ensuring a collaborative relationship with the Pahi community to look after and maintain the facility. “The wharf is home to the regatta every Auckland Anniversary Weekend, as well as being heavily used all-yearround. We can’t wait to see this undergo a much-needed upgrade so that it can better accommodate a wider range of boats and uses,” Mr Shepphard said. The upgrade is second off the ranks to be completed. “The Pahi wharf upgrade follows on from the Dargaville pontoon, which was

completed in October 2020. I am looking forward to helping deliver another vital piece of infrastructure for our Kaipara community,” said Mark Bell. Mayor Dr Jason Smith says: “The wharf upgrade is another piece of the Kaipara KickStart work coming to life, and will bring real, lasting economic benefits to our community. I am pleased to see the well-planned physical works begin soon. “Vaccinations have already begun for border workers from Northport and Opua Wharf who were vaccinated at nearby community-based testing centres as the Covid-19 immunisation programme started rolling out,” says Medical Officer of Health Dr Catherine Jackson “They included a range of people, such as customs workers, marine pilots, data entry operators and other staff who work on the border at Northport to screen/manage vessels arriving into Marsden Point.” With vaccine details imminent, Kaipara is still counting the cost of the week-long Covid level three lockdown in Auckland, with the cancellation of the Northland Field Days having the most significant impact on the local economy, as well as a ripple effect elsewhere in the district. At publication time, Auckland remained at level two, while the rest of the country was at level one. A new community case in Auckland involving an Air New Zealand crew member and an airport supermarket visit was not expected to lead to a change in alert levels.

No smoke without fire

LETTER TO THE EDITOR With a lot of banks closing in Dargaville, I hope your paper is following it. Why can’t all the banks be put into one building and separated? It’s bad enough there are no more cheques as an older person and disabled — I need these things. I don’t drive very far, and not at all after midday, due to the medication I take. I wrote twice to my bank with no reply (BNZ Wellsford), which is also closed. I’m also dyslexic, so I need to be face-to-face with tellers. With

repairs needed in my home, I need cash to pay for them, and Whangarei is too far away for me to drive to. I look forward to reading your paper, as I do every week, to see any updates, same with our new wharf in Pahi when it happens. There’s a vintage-looking caravan causing a stir at market days and car parks around the west Kaipara, with visitors enthusing about the big flavours on offer within. Meet Smoken Daggers, an idea that’s bringing the gourmet burger trend out of the big city. The idea is the brainchild of Ryan Clark and Max Campbell, two chefs who say they made the move out of necessity but now are having fun with the concept. “We were both hit hard by the first Covid lockdown and decided that this was a way that we could best use our skills. Kaipara District Council has begun a review of local electoral boundaries to ensure rapid growth recorded in the district is reflected in elected representation and to accommodate a new Maori ward.

Maungaturoto’s community-driven initiative to create a riverside park alongside the town’s 150th-anniversary wharf on Bickerstaffe Road is “moving to the next level,” says project coordinator Carol Moorehead after a major working bee last weekend.

“Councils are required to review electoral boundaries every six years, but growth in Kaipara has required that we revisit our representation arrangements now. The decision to introduce a Maori ward also triggers a representation review,” said general manager, engagement and transformation, Jason Mariss. “Each elected member should represent about the same number of people, within plus or minus 10 per cent. Using our updated population data, the current Kaiwaka/Mangawhai and Dargaville Wards are well outside the limits, and the remaining West Coast/Central and Otamatea Wards are very close to the limit. On the field for the shield Baylys Beach gardeners united

Alfred Ernest Harding’s life spanned an era of massive technological change and social progress. The chairman of the Hobson County Council, and notable Dargaville resident, contributed many things to society. However, his support of rugby gave us a trophy that’s still contested today. Harding was only a boy when rugby was first brought to this country in 1870, but this put him in the demographic who took to the game with the most enthusiasm. While he was also noted as a keen cricketer, it was his family’s donation of a contestable shield to be played for by local rugby teams, which will be remembered this Friday. The Harding Shield was first contested in 1914 when all our sub-unions were affiliates of Auckland. For 2021, it will once again come out of retirement. Northern Wairoa took the shield in its first year, before the first world war stopped play, with most fit and healthy young men enlisted to fight. In 1919 Whangarei wrested the shield from Northern Wairoa, starting a run of unbroken defences that lasted until 1926. In that year, Northern Wairoa struck back and reclaimed the trophy for themselves. During the years, Hokianga, Otamatea and the Bay of Islands have all tasted victory

in Harding Shield challenges, as has Rodney, who was the last to take the shield home in 1964. In those early days, when rugby was a pastime rather than a profession, the hard-working men who formed our local teams could rarely get away to Auckland; a trip of several days via muddy roads or steamboat. For some of those early greats, who will be honoured this year as ‘players of the century’ by their clubs, winning the Harding Shield was the peak of their career in the game. By the 1980s, the challenge competition for the shield had gone into recess, returning briefly for the 100-year anniversary of its inception. However, this year the shield has been restored, and while a planned match to have been played for the classic trophy was postponed by covid, it’s still a fine tribute to the centennial of the game in Northland that it is once again back up for challenge. ¢

Business advocacy and advisory group the Employers and Manufacturers Association recently came to Dargaville with the assistance of the Dargaville Community Development Board, hosting a two-day health and safety representatives training course. The course, run at the town’s Sportsville complex by EMA Consultant Sheree Camilleri, was extremely well received by participants representing several local companies, with the consensus expressed that it was convenient not to have to travel to Whangarei or Auckland for upskilling. “With Kaipara District in growth mode, EMA will look forward to more opportunities to further assist locals in their learning and training in Dargaville,” said Simon Poppleton, the EMA’s regional manager for Northland.” His senior colleague, EMA chief executive Brett O’Reilly, agrees that there are challenges to tackle as a business community. Mental health advocate Cat Levine has her sights set on another schools tour after her Big Feelings Tractor Tour visited 20 schools in Northland last month, finishing up in Dargaville, Ruawai and Paparoa before heading home to Auckland and a level three lockdown.

Kaipara camping grounds are experiencing an influx of travellers over the fine weather, and Pahi Beach Holiday Park is no exception. With accommodation at a premium, local homemaker, Gaewyn Pook has found herself a new vocation.

“That made for a proper rest break, actually,” said Cat. “Now plans are underway for the next event.” She was first involved with her father’s Great NZ Tractor Trek, where 15 tractors drove from Bluff to Cape Reinga while raising funds and awareness for hospice in 2019. Last year another Tractor Trek for mental health was cut short by the Covid pandemic. “Following the great result in Kaipara and north, we are looking at a trek through the middle of the island next, from New Plymouth across to Hawke’s Bay,” Cat said. “The original route from Bluff to Cape Reinga just took too much logistical organisation, so the shorter courses are more productive.” Cat speaks about mental health at schools along the chosen trek route. “I have spoken to over 10,000 children in the past year, conveying crucial messages about how to take care of our mental health and wellbeing.

Robert Muldoon, ex-prime minister and Rocky Horror Show narrator was known for two things. The first was his ‘think big’ philosophy, and the second was his bright blue Triumph 2500 motor car. Muldoon had a bee in his bonnet about manufacturing things in New Zealand. Hence his choice of a car with a British badge, but one that was built locally. The colour matched his politics, of course. A few decades on, it looks like he had a point. Our ‘rock star economy’ is looking more like an ageing karaoke singer, delivering low wages and reliant, for better or worse, on selling raw materials from the land. Take a look at our biggest exports, and you’ll see how that breaks down. More than 28% of our total exports were in just three commodities last year; dairy, eggs and honey. That’s a total of $14.74 billion worth of pancake ingredients. Meat was next, clocking in with 14% of exports, logs and timber accounted for 7.9%, and our orchardists raked in 6.7% for fresh fruit and nuts. Cereals and grains brought home 4.3%, and it’s at this point that we finally reach the first manufactured product on the list, soft drinks and alcoholic beverages. New Zealand sends in excess of 60% of our top exports out the door, therefore, without doing much

to them apart from harvesting them from nature. “Great, green, good! Go, the farmers and foresters!” you might say. Nevertheless, there are a few problems with just being the South Pacific’s storehouse of raw materials. Firstly, although we currently beat the world in many farming fields, competition is coming on strong from nations where there’s no minimum wage, no government checks and balances, and no health and safety, let alone greenhouse gas emission laws. Manufacturing things here would also make us less isolated if there were to be a global pandemic, for example. In Muldoon’s era, we were even quite good at it. We don’t want to get into a race to the bottom of wages and working conditions against the developing world or even Communist China. What we should be doing is what our rocket scientists and superyacht designers, our John Brittens, Weta Workshops and Burt Munros have been up to — innovating, to beat the world with brains instead of literal brawn. ¢

Fire season change Fire and Emergency New Zealand is moving the Kaipara District from a prohibited fire season to a restricted fire season at 8am Friday, March 5. Principal Rural Fire Officer Myles Taylor says while the fire risks in the district have reduced, Fire and Emergency still want Kaipara people to be careful when considering lighting an open-air fire.

“People will need a permit to light an open fire in a restricted season,” he says. “Go to checkitsalright.nz and follow the instructions. There is a lot of fire safety advice there to help you reduce the risk of a fire starting or getting away on you. “If a permit holder’s fire does get out of control, they need to call 111 immediately,” Mr Taylor says.

The branded van with its driver Barbara Fowlie is a familiar sight both at Dargaville Medical Centre and hospital and across in Whangarei, where many locals must travel for specialist appointments, a free service provided by the Kaipara Community Health Trust. “As a citizen unable to drive now, I am very appreciative of the flexibility and professionalism of the health shuttle service,” says regular passenger Dave Silby. “The whole town, and the wider region, should know about this initiative and use it.” The health shuttle service runs from Monday to Friday as a pre-booked service, which is where Te Ha Oranga comes in, arranging a timetable that fits in with people’s medical appointments. “We’re so grateful for the assistance from Te Ha Oranga in making our passenger bookings,” says KCHT CEO Debbie Evans.

“We can’t praise their team enough, alongside that of our driver and all those who have supported the health shuttle to get the service to where it is today, helping people every day in such an important way.” Ms Evans notes that it’s a pertinent time to remind the community that this valuable free service is available to all, breaking down transport barriers to receiving treatment. KCHT don’t charge a fee but donations are greatly appreciated to help with running costs. “Sometimes, you are not aware of community initiatives like this until you really need them. However, we want to both promote the health shuttle as a success in our community and tell people, who may not be regulars, that it’s there for them too.” Those in need of the health shuttle should call 09 439 3013 to book in advance. ¢

The plan is in from the central government; no new natural gas connections to the network or bottled LPG connections after 2025. Ailing gas heating and hot water systems may have to switch to electricity or biomass when replaced, and existing natural gas supplies might be phased out as early as 2050. The story of natural gas begins millions of years ago, with the mass extinctions that ushered out the dinosaurs. The end of that story looks likely to be written by government legislation, starting in the present day. Proponents are in favour, for green reasons, preventing what is being called the Anthropocene extinction, the climate shift that could wipe out life as we know it. Detractors point to the almost universal use of natural gas for barbecues, restaurants, welding and more. The end of gas is part of the Climate Change Commission’s report on how New Zealand could go carbon neutral by 2050. While many of the suggestions made in the report are focussed on agriculture and transport, the gas phaseout came as a shock to small businesses in the hospitality industry, where 95 per cent of restaurants are gas-powered. It’s also prompted a rethink by building firms looking at future-proofing their designs, and consumers considering the end of califonts, gas hot water heaters and gas fires, gas ovens and hobs.

“We can’t continue to postpone what we need to do to reach our goals,” said Prime Minister Jacinda Ardern. “The government will not hold back,” she reiterated, saying that future generations should not foot the bill for current inaction. The cost of this is estimated at one per cent of our national gross domestic product each year, or roughly $2 to $3 billion. However, those in the gasfitting industry, those who supply gas to homes and restaurants, and those who sell heating, cooking and water heating appliances will feel a much bigger shake up coming. Already gas products have seen a dip in sales, based only on the revelation that there’s 29 years to go before the tap is turned off. That, to some, is a price being paid today for blue sky (or green) promises tomorrow. ¢

The Ford Ranger has been New Zealand’s favourite ute for so many years now that it’s hard to remember a time before it was on the scene, changing the perceptions of motorists about having a ‘truck’ as their daily driver. However, before the Ranger came to these shores, Ford had already convinced their core market that driving a big, rugged and V8-powered pickup was perfectly sensible on a daily basis. The United States market first met the F-150 right after the second world war, when Ford was retooling its factories from producing tough, hardy utility trucks for the war effort. Lessons learned in keeping the army going through European snows and Pacific-theatre heat, mud and sand all went into the new pickup. So far as love stories go, the resulting match was a rival for anything penned by Mills & Boon. Through fourteen generations of upgrades, the Ford F-150 has become the single best selling vehicle in US history, walloping the Model T and Mustang. One is sold, proverbially, every 15 seconds. It’s literally featured on T-shirts with pictures of flags and eagles, as American as baseball and July 4. How, then, does such a quintessentially American beast sit with the New Zealand public? Bear in mind that this is a ute on a scale even bigger than the Ranger and the Everest, Ford’s largest offerings in the Kiwi market thus far. It turns out we can’t get enough of this five-litre V8 powered, 400-plus horsepower workhorse.
