Following intense scrutiny of the finances of the Kaipara District Council by staff, and discussion among councillors advocating for citizens struck by inflationary pressure, a lower rates rise has been deemed possible for next year.

Council staff had already been working to reduce the rates rise when Councillor Victoria del la Varis-Woodcock tabled a motion to keep any speculative rates rise for the coming financial year below five per cent, seconded by Councillor Karen JoycePaki. Other elected members agreed in principle to the concept, noting that efforts were already being made to trim the total. Now it seems that the efforts of those staff have come to fruition. “A detailed review was taken of all support costs proposed in year two of the LTP. While the agenda item in question called for direction on how to spend the $16 million package, opinions around the council table ran hot, with the disbursement described as a ‘bribe’ by more than one elected member. Incumbent chair of the Northland Regional Council, Penny Smart, was the keynote speaker at Grey Power’s monthly Dargaville meeting for April, meeting the public and fielding questions on many topics.
p Te Kōpuru has another big project on the way. With the town’s 150th birthday late last year postponed by Covid-19 restrictions, plans are afoot for a pop-up museum. The town has a long history, having been established even before its bigger neighbour Dargaville. The pop-up museum event seeks to showcase paintings, photos, artefacts and antiquities along with all of their fascinating stories. Mayor’s Message Kia ora, Slashing next year’s rates by 2.27% looks to be on the cards for Kaipara District Council, following a Council Briefing last week where staff updated elected members on progress with the draft Annual Plan. In these inflationary times when prices of everything seem to be spiralling upwards the Council has been working to wind down the expected rates increase from the 7.13% indicated earlier in the Long Term Plan. Now we’re seeing an average General Rates increase of 4.86% for next year. Few Councils are cutting expected rates as Kaipara is seeking to do, and we’re pleased to be responding to the cost of living crisis while still keeping services maintained and rates down. Following on from recent commentary about the Government’s offer of $16.14m of community wellbeing “Better Off” funding, KDC has also recently considered how best to approach the funding package linked to the Government’s Three Waters Reforms. Our approach is to be well prepared rather than deny the opportunity outright which would be foolish. No-one would thank us for not being prepared, and doing the homework is part of being a trusted council. Knowing the Government will be proceeding with the Three Waters Reforms, and this funding is part of that, in the words of Irving Berlin’s old song “there may be troubles ahead ... but let’s face the music and dance.”
For now the important task is to prepare well with focused information for being able to make a $16.14m decision in a few months’ time. Before we could start on any such information gathering, a direction has been required of the Council. We want to focus on fewer rather than many projects. At present our direction is to work up the details towards making two new libraries, one for Dargaville and one for Mangawhai, both of which are included in the Long Term Plan and therefore already consulted upon. Fast-tracking two libraries would be greatly beneficial for the community across Kaipara, especially as libraries are no longer places of dusty old books but instead are vibrant community hubs for everyone, pointed towards a digital-savvy future. “I became a councillor with the intent to do everything I could for the natural environment,” said the regional council leader. She went on to outline the core areas that are governed by the NRC as opposed to municipal and district councils. Relevantly, many of these functions are about protecting the region’s ecology. The Department of Conservation’s annual report on how Kiwis engage with the outdoors has revealed that hikes, walks and nature rambles are top of the list. Of special interest to Kaipara was the combination of popular trends. The biggest drawcard in the outdoors was short, scenic walks within 2.5 hours of urban centres, near coastlines and beaches. “You don’t have to undertake a multi-day tramp to enjoy this country’s remarkable landscapes and heritage. Take a stroll through history, camp by the ocean, explore an island — find your own way into nature,” said Conservation Minister Kiri Allan. She presided over the 30th-anniversary celebrations for the Great Walks programme, a scheme promoting some of the most important hiking trails in the nation. Kaipara’s day walks and tracks are famous in their own right. Treks around Kai Iwi Lakes, down the Ripirō Coast, through the Waipoua Forest and along the Mangawhai coastline are regularly featured in tourist publications. Another aspect of the DOC report showing an uptick for Kaipara is camping.
One hundred thousand Kiwis spent time under canvas during summer, with Northland topping the list of preferred destinations and biggest bookings. The DOC report will help formulate tourist strategies for Kaipara. It also highlights areas of concern, especially a lax attitude to dog safety, littering and damage to ecosystems by off-road vehicles. ¢

One major daily newspaper in New Zealand has recently recorded its highest subscriber numbers in the past 19 years, a good indicator for the print media industry. It’s harder to get a handle on the readership of local newspapers that distribute free of charge, but statistics out of England last month point to an uptick in trust for locally produced news, by locals for locals. Print is also up in the ratings against what was once seen as its nemesis, social media. New Zealanders’ trust in social media as a news source, in both print and video formats, reached an all-time low last year, tanking at 14%. It means that a large majority or 86% of people, do not trust social media to report the truth. ¢

A series of free seminars and workshops for business people in Dargaville have proven to be a great success, with attendees calling them valuable, enlightening and a wonderful opportunity. Hosted by the Dargaville Community Development Board, the series has run for several weeks and has more in store. This year, the awards are open to good sorts of all kinds, putting in the time and effort to make sports clubs, charitable groups, local clubs and other organisations strong. Nominations of these, and the Kaipara Environment Awards, are open until May 31. These accolades recognise outstanding contributions to the
preservation and restoration of the Kaipara ecosystem. There are categories for youth, kaitiakitanga, business and industry, educators and the general public. Pouto Road section opens Awareness week for hospice

The first section of the newly sealed Pouto Road has opened in the largest such project in Northland in a decade, with 10 kilometres of new road made possible with a $5.05 million Provincial Growth Fund grant.

The road leads to Poutō Point, and is used for forestry, farming, the Poutō community and school. Kaipara Cycling is pleased to report that the construction of the district’s latest mountain bike attraction, the extensive complex situated on Babylon Coast Road, is progressing well.

It’s likely that a short loop will be open as a taste of things to come before the start of winter, should the weather cooperate. A new amenities block has been emplaced thanks to the generosity of the local Lions Club, too. Coming up next to raise funds for the project, Kaipara Cycling has arranged a quiz night on May 14, starting from 7pm at the Northern Wairoa Boating Club. Nature provides the world with many needs; although society has developed past foraging, there are still ways to take advantage of natural remedies. Food determines a lot in our lives. For some, it is about sharing a meal with the family, while for others, it is the benefits eating certain produce brings. We walk through the supermarket with labels and packages informing us that this is a superfood hoping to entice us to buy it. We know, in most cases, the good food choices from the ones less merciful to our health. Have you heard about the benefits of the humble onion? Your grandparents may have told you about onion syrup as a cough and cold remedy. There are various recipes for this old, unique method, normally consisting of cut onion and honey or molasses. They transcend throughout the ages as an ingredient and remedy. The history of onions for medicinal purposes can be traced back to ancient civilization. Roman author Pliny the Elder has this pungent lily as a cure for 28 illnesses from toothache to an upset stomach. Egyptians also implemented them as part of the mummification method.
In ancient times, the Egyptians, Greeks and Romans would use these bulbous vegetables for medicinal purposes that they thought enhanced vitality. Honey is known to have antibacterial features and can be used to treat wounds; it is also used for stomach, heart and blood health. It was used in Māori, Chinese, Greek, Islamic and Native American medicines. The Egyptians took advantage of this to embalm corpses and would place jars of honey inside tombs. Greek scientist Hippocrates would use honey and vinegar for pain relief. Molasses is a source of iron and a holistic remedy for constipation, stabilising blood sugar, and promoting hair growth. It was typically used as a cheaper way to sweeten food and drinks; however, it is more expensive currently. To boost your system, attempt adding items to your diet. Foods such as kale, honey, turmeric, beetroot, garlic, spinach and much more are known to positively
affect health. These ingredients can often be used together for a nutritious and tasty recipe. Onion syrup recipe 1 onion 1 cup of honey or molasses (brown sugar can be used if giving to children under one year old) 1 jar or small container Slice up the onion into even circles of about one centimetre in width. Put one slice at the base of the jar. Pour honey or molasses over the slice. Repeat this process until all slices are in the jar or container and covered. ¢

New toilet for Maungaturoto craned into place The project to install new toilets in Maungaturoto reached a milestone recently, as the new facilities were craned into place beside SH12 before dawn on Wednesday 27 April. Work is ongoing to connect the new toilets and construction is scheduled for completion in mid-May, followed by a formal opening for the facilities. Once completed, the toilet building will feature artwork that celebrates Maungaturoto’s natural environment.

Finding a plumber in the future will be easier thanks to an initiative taken by local firm Grant’s Gas and Plumbing, which has taken on a new apprentice to safeguard against future skills shortages.

Supply chain issues and a current lack of qualified professionals within many trades have led to long wait times for those building and renovating post-Covid. The clear road ahead lies with investing in youth who wish to turn their hand to construction and maintenance skills. “We’re proud to offer our plumbing expertise to the Dargaville High School building academy, and our new team member came up through that programme,” says business owner Roseanne Low. “It’s important to the town and the area that we have plumbers ready to keep up with future building needs, and this is a practical way we can pass on our skills.”
Young plumber Pharrell Chan Sau will undertake a multi-year apprenticeship course covering practical and theoretical work, spanning drainlaying, roofing, plumbing, fireplace maintenance and installation and even gasfitting. With these skills, he’ll be well placed to forge a career in the trades. With more qualified plumbers based locally, there will be less need to rely on out of town contractors to respond to Dargaville’s calls. Pharrell is out there learning with experienced plumbers Grant Low and Geoff Dodd on a daily basis, building on the skills learned at the DHS building academy and looking forward to a promising career. ¢

Poutō’s iconic dune lakes are in the spotlight with the discovery and spread of the aquatic weed hornwort and visitors, including duck shooters and eel fishers, are being asked to do their bit to stop the spread. The Northland Regional Council is working on a programme to eradicate hornwort from Lake Tutaki on conservation land and Lake Karaka and Lake Egg, both on private land — before it spreads to the other lakes. Hornwor t ( Ceratophyllum demersum) was thought to have been eradicated from Poutō lakes but was discovered in the last two years. Safer speed limits coming New speed limits are being set in Mangawhai and Kaiwaka following a review undertaken by the Kaipara District Council and the Northern Transport Alliance to follow the government’s Road to Zero national strategy. The area covered includes Hakaru and Kaiwaka West, including Oneriri Road and Oruawharo Road areas. The changes come into effect on Monday, June 13, once new signage has been installed by staff from NTA and their contractor, Ventia. “The government’s strategy aims to set safe and appropriate speeds on our roads with the aim of reducing serious harm and fatal crashes,” says NTA Speed Limits manager Shawn Baker. “We are focussing on the areas where lower speed limits will have the greatest impact.”
The recommendations on new speed limits were informed by 84 submissions from the community, and technical assessments required under the Setting of Speed Limits Rule 2017. The changes were confirmed by the Mangawhai and Kaiwaka Speed Limit Review Hearing Committee on July 15 2021. “We are not going to back down simply because somebody is not going to like it.” ‘Like it’ — they do not. The main opponents are shop, cafe and restaurant owners, who say that taking away parking will stop them from attracting customers. With a maximum engine size of 660cc, they sip fuel and rev up to 10,000 rpm like motorcycles

Honda’s latest electric hybrid vehicle comes with some new energy-saving tricks up its sleeve and a new tongue-twisting acronym to remember; e:HEV. It might just be worth remembering this collection of letters, as the designation stands for a fresh look at the hybrid concept, as tried, tested and proven by Hondas that have gone before and as the ubiquitous Toyota Prius. Honda’s Jazz e:HEV luxe performs a similar juggling act to their CR-Z, perhaps the most fun to drive hybrid of the first generation. With a 1.5-litre petrol engine and a brace of electric motors; it can deliver a massive range without fear of battery drain, and the kick of instant torque. However, it goes about making that power and laying it down in a very different fashion to the CR-Z or the Insight, Honda’s other early hybrid effort. In the new Jazz, the petrol engine is most often employed to charge the batteries, with smooth electric power delivery predominating. It extends the range vastly over battery-only machines. Moreover, because the petrol motor is only driving a generator and not trying to accelerate an entire car along the tarmac — it’s superbly efficient. The upshot is that the Jazz e:HEV uses petrol, but only in the same way as a hummingbird sips nectar. Figures of 2.4 litres for every 100 kilometres are talked about in the promotional materials, as the

little Jazz also applies everything Honda has learned about regenerative braking and kinetic energy recovery. At current prices, this could take you from Northland to Auckland for approximately $8, and that’s a bargain worth considering. Another bargain is the price in comparison to battery-only vehicles. The government will pay you just over $4,000 for choosing the Jazz e:HEV, and it’s only $35,000 brand new to begin with. That puts it on the radar of real Kiwis, who don’t have the budget of a Formula
One team or a portfolio of mansions. Everything else Honda could think of is included, and that, from a firm that makes jet planes and robots, is a lot of safety features, connectivity and toys. It even looks quite endearing, with an interesting two-tone interior. Although it’s a city hatchback and not a slick coupe, you can at least say it’s a hybrid from the stable of the NSX. If you’re in the market for a family car and really, honestly don’t need an SUV, then this could be the new front runner. ¢
