The deadline for making submissions on the 2022 Northpower Limited Ownership Review has closed. In total, there were 131 submissions during the 2022 Northpower Ownership Review, of which 36 were dual submissions, making a total of 167 submitters, according to the Northpower Electric Power Trust (NEPT). All submitters were in favour of ‘Option A’, which is to retain the Northpower Ltd Shares in the Trust.

Kaipara and Northland will benefit most from this year’s budget from the major health spending signalled by the government, says Kaipara Community Health Trust CEO and Northland District Health Board member, Debbie Evans. “It is fantastic to see significant money being focussed on health in the new budget, and a modern hospital will immensely improve the day-to-day environment for both patients and staff. Thus, I am relieved that investment is finally coming to Northland to upgrade Whangārei Hospital.” She hopes improved facilities may also help attract health professionals to Northland. Kaipara Mayor Jason Smith says the future for Whangārei Hospital investment “stands out”, but “the hospital needs a billion-dollar rebuild, more than is allocated so far.” Dr Smith adds a budget call to report into the dry-dock for Marsden Point and into relocating Auckland’s port to the Manukau Harbour were also notable. “The dry-dock was one of The Big Five projects promoted by the three mayors of the north in 2020, and it’s encouraging to see it progressing here. “The Manukau port location report signals the government is still keen on any other idea than building on

A 65-year-old man has been charged with murder after a deceased person, believed to be missing Waimamaku resident Gaelene Bright, was found near Tāne Mahuta early last week. “A scene guard is in place in the area, and police will not be in a position to release any further details of the victim until formal identification takes place,” said Detective Senior Sergeant Kevan Verry. A formal rāhui was placed
on the site by local iwi, prohibiting access to the site until last weekend. Ms Bright was last seen on May 1 and has been the subject of an extensive search in the north Kaipara, southern Hokianga region.

Expect spot focus on the Kaihu Valley’s Aranga School and Taita Marae on SH12, also Tangiteroria School on SH14 and SH12’s Ruawai Primary and College where I was a pupil in a time before cars could travel legally at 100km/h. Public submissions are open from 17 May until 14 June at nzta.govt. nz/naklspeedreviews. 2 Also being readied for community engagement is the Exposure Draft of the new Kaipara District Plan, prepared over the last 18months and on the agenda for the 25 May Council Meeting. Available as an e-plan online from 6 June from the KDC website people will be able to “hover” over a map of their property and see what proposed rules apply there. Many new rules handed down by Government or Regional Council are included too. This plan also builds on all the great thinking, engagement and aspirations behind the Kaipara District Spatial Plan/
Ngaˉ Wawata. Explore the Exposure Draft e-plan and have a bit of a “tutu” with what’s there – it’s interactive and Council wants your feedback on what you see and think. This Exposure Draft is a non-statutory part of the process of making a new District Plan. We’ve added this to share Council’s preliminary thinking and get community feedback for the new planning rules for our part of New Zealand, made with locals in mind. 3 Coming soon Government is expected to introduce to Parliament the Three Waters legislation, specifically focused on new Water Entities not Councils to govern waters. Kaipara is one of the 31 Councils trying to get the Government to alter its course for these reforms. When the Bill is released this website www. communities4localdemocracy.co.nz will provide a toolkit for anyone new to submissions to be able to contribute easily to the Parliamentary process so we may have many voices of Kaipara people heard on this important issue. The Kaihū Valley Trail is going ahead in all sections other than those under approval from the Department of Conversation due to a change in concession processes. The Mangawhai Shared Paths continues focussing on intersections and pathways and awaiting resource consent from KDC for bridges and boardwalks. Four pavement crews are continuing with the unsealed roading network project, and the work in Te Kōpuru is almost completed. Contractor Ventia has a new design tool that is expected to speed up the project with refined workmanship. The company is working in the Dargaville and Kaiwaka areas. All other work is proceeding.
The Waipoua River Road project received a budget increase from the Ministry of Business, Innovation and Employment. Sealing was completed last month and now requires tidying up. The Kai Water peanut harvests are complete, and Northland Inc will be compiling a report surrounding the yield irrigation, challenges and what they have learned. This month the organisation will proceed to land clearing and spraying two sites for winter. The cover crops for site one will be ryegrass and clover for site two. The Kaipara wharves, Dargaville to Te Kōpuru stopbank and Raupo upgrade projects continue to be planned and processed. ¢

The Cornerstone Trust in Dargaville has launched a breakfast club programme for students, supplying a free breakfast and a secure environment for before-school preparation.
A Dargaville student has been awarded a $3,000 Northland Regional Council scholarship designed to provide a career springboard for future environmental leaders and champions.
The breakfast club was planned last year, and community support has seen it become a reality, with assistance from various business and community groups. Having received a Bachelor of Arts in Social Policy, with honours in her last year, Taiawhio is building on her knowledge through post-graduate study. A passionate advocate for preserving natural environments and native biodiversity and now experienced in working in local government as a

graduate planner and policy coordinator, she aims to continue working in the sector. “What I especially love about planning is exploring the ways policy implementation can directly enhance people’s wellbeing and how mahi tahi (partnership) can achieve positive social and environmental outcomes,” says Taiawhio. “Receiving this scholarship has been great encouragement — serving as a gentle reminder to keep persevering.” ¢

A forthcoming quiz night promises not only great prizes and brainteasing fun but also a chance to support many different good causes at once.
The public will have its say on plans for Dargaville’s Pou Tu O Te Rangi and Harding Park areas and the adjoining Mount Wesley Cemetery as a new management plan reaches its draft stage.
Dargaville’s Whānau Focus Centre combined many pro-social and charitable organisations in one building, providing care for many vulnerable sectors of the community. Its annual quiz night is a major fundraiser, allowing the group, including organisations like Kaipara Abuse Prevention and Alzheimer’s New Zealand, to continue a main street presence. “This is an opportunity to have some fun with your friends, but also a chance to support some very good initiatives helping people in our town,” says quiz night coordinator p Rachel Ashford. “Gather a team, grab a table, and pit your wits against Dargaville’s big brains, and the tricky questions of our quiz master the Horrible Headmaster.” For the second time, following a very successful event in 2021, the Horrible Headmaster will put in an appearance to host the Whānau Focus Centre quiz on June 11 at the Northern Wairoa Boating Club. The headmaster’s strict Victorian-era costume and insistence on harsh discipline are all an act.
The plan was split in two to cover the park and the cemetery areas, and outlines future upgrades and maintenance for both. Significant changes may include constructing a historically accurate replica pā site, twoway vehicle access, lookout sites with coin-operated binoculars and better amenities to promote mountain biking. “For some months now, the Pou Tu o Te Rangi Joint Management Committee, Harding Park Committee, Kaipara District Council, Stellar Projects, stakeholders in the park, and members of the community have been working to develop a plan for the park,” said Kaipara District Council infrastructure strategic planner Mark Schreurs. This report outlines future plans for the area, noting the layers of cultural significance inherent in the pā site of Pou To O Te Rangi, the pioneer cemetery and the site of Dargaville Museum and the heritage machinery club. One of the most ambitious long-term goals in the Reserve Management Plan to be presented to the council and submitted on by the public is a scheme to replicate the pā site.

A meeting was held in Dargaville last Wednesday to seek public ideas on solutions to environmental issues identified by a wideranging 2021 survey. The survey was undertaken by Te Rūnanga Papa Atawhai O Te Tai Tokerau/Northland Conservation Board. A special historical exhibition is planned for Ruawai, charting the rise of this Kaipara town from the efforts of those who won the land back from the sea to the people who have given it its unique character.
The Northland Regional Council’s offices in Dargaville have officially closed as the civic authority moves to its new home in the recently blessed and dedicated municipal hub on Hokianga Road.

arly New Zealand Banknotes dated before 1932 are currently fetching big money! This is according to Mr Tony Grant, author of the John Bertrand New Zealand Coin & Banknote Catalogue. Mr Grant is in Dargaville this Thursday on a buying trip for John Bertrand (Collectables) Ltd and would be very keen to see any of these issues. “We will pay at least $300 for any undamaged Ten Shilling or One Pound
banknote from a New Zealand trading bank dated 1932 or before. Denominations of five pounds and higher would be worth from $700. “Any banknote dated prior to 1900 would be worth at least $1000” said Mr Grant. Also purchased are any Reserve Bank of New Zealand pre-decimal issues, especially 50 Pound notes. All overseas banknotes are also wanted, especially early Pacific Island issues.
Collectors Need War Medals
urrently, throughout NZ and the world there is a big demand by collectors for war medals. These cover all wars right through from the New Zealand Land Wars and the Boer War, to the First and Second World Wars and the later Korea and Vietnam conflicts. New Zealand Servicemen and Women first served overseas in the Boer War in South Africa around 1900 and the war medals awarded for this service are needed by the buyers, as are any other Medals from early New Zealand and the New Zealand Wars. General service medals from both the First and Second World Wars will also be purchased, but as can be imagined these were awarded in fairly large numbers. “If a group of medals has any special award for bravery such as the Military Medal, Military or Flying Cross or other medals for Distinguished Conduct or Meritorious Service, these can add great value to a group” stated Mr Tony Grant, buyer for John Bertrand (Collectables) Ltd. “Many families have old medals, some dating back to early Imperial days, that they are not sure what to do with. These are better off in the hands of collectors who will look after them. We will be happy to look at any war medals whatsoever, just bring them in to venues” he said.

Kaipara Kōrero Kaiwaka wastewater works Work to improve the wastewater network in Kaiwaka begins this week. Our contractor, HydroTech Ltd is installing a new pump station beside the southern bridge on SH1, next to the Oneriri Road turn off. Until late June, Traffic Management will operate beside the worksite on SH1 and at the start of Oneriri Road. These sections of road will go down to one lane at night between 6pm – 6am. During the day, the turn-off shoulder beside Oneriri Road will close. Access onto the southern footbridge may be affected while the works are underway. If this happens, HydroTech Ltd staff will escort pedestrians around the worksite. The new pump station will support the flow of wastewater through the main line, which has previously relied on gravity to push wastewater through the network.

The Dargaville Community Development Board has had a busy start to autumn, with a long list of projects green-lit and working to create a more vibrant township. These include the Destination Dargaville Makeover Magic workshop series, which has proven very informative and well received by business owners who attended free seminars on many aspects of design, marketing and decor. The DDMM project has been extended a further six months, and many buildings in town are being given a makeover, fresh paint and signage. Discussions have been opened with four artists to create vibrant murals for the town, linked to local history and the recently formulated Destination Strategy, co-authored by a volunteer group of locals. Supermarkets are ‘freezing’ prices apparently to help struggling Kiwi families. True relief or public relations spin? Progressive Enterprises announced a ‘freeze’ on the prices of more than 500 items. While they branded these as essentials, the list included cotton buds, potato chips, many varieties of herbs and spices, lollies and wine. I don’t know about you but what would help me would be the staples, like meat, fruit, vegetables, bread and dairy products. Surprise, surprise, rivals Foodstuffs hit back with a rollback of prices to 2021 levels on a shorter list of items, but making deeper cost cuts. Once again, the list was light on fresh meat, fish and vegetables. The cost of living is so high, and reading that companies like this (which are the only major places we can get groceries) made a $430 million annual excess profit is vexing. To make that sort of profit, they pay their frontline staff and suppliers amounts which, in my opinion, are very low when weighed against executive salaries and dividends to shareholders. Progressive is Australian-owned, so those profits don’t even stay in New Zealand. When buying groceries in Australia, you are not paying GST on fresh fruit and vegetables. In fact, most fresh products that are Australian produced don’t attract GST. So the government over there got something right. If you were to ask any farmer across the country what they are paid at the gate, it bears no relevance to what is charged at the till. More competition would be ideal — the duopoly needs to go.

With massive moves announced just last week to make New Zealand carbon neutral by 2050, the focus has been on big-ticket spending and large policy changes to steer clear of climate disaster. However, the biggest changes are the little ones we can make in our own homes, say ecological experts. The good news is that many of those changes also save money, delivering a double advantage to those in the know. Here are the top five recommendations to save money while saving the environment you can achieve with no fuss and minimal investment. 1. Reusable containers cut down on landfill and costs. Using jars, boxes, bags and other containers which can be washed and reused saves on landfill, a pertinent issue in Kaipara with the threat of a huge new tip in the Dome Valley on the doorstep. Buying staples in bulk can cut costs, and packaging need not be disposed of in costly rubbish bags. If you have to buy items in their own packaging, use the threefold test. Is the packaging as minimal as possible? Is the packaging recyclable? Is the packaging itself able to be repurposed? 2. Compost everything. Compost gives you free fertiliser and saves on disposing of scraps. It’s easy to set up a compost heap, digestor bin or worm farm, and it will save big dollars with tip number three.
3. Grow your own. Food miles are a big carbon issue, and buying imported foods means more carbon output from ships, planes and trucks. Buy from New Zealand and in season whenever possible, as this also supports local farmers. Then again, it’s never been easier to grow your own garden at home, and cut down on food bills. 4. Share and barter. Community adaptation planning. What’s it all about?
We want our communities to be prepared for a changing climate. We know these changes are happening. We are seeing increasing storms, floods, drought and sea level rise across Kaipara and Aotearoa New Zealand. We also know that low-lying coastal areas will experience bigger changes. We are uncertain about how intense these changes will be and how soon they will start having an impact. To help our communities stay resilient we need to develop adaptation plans that can speed up, slow down or change course as needed. Working alongside communities we’ll create a long-term and adaptable plan on to respond to our changing environment. This will help us be cost-effective and sustainable in the long run. This year Council will start working with our Ruawai and Raupō communities on a pilot project for adaptation planning. Adaptation planning follows these five key questions:

They will decide the best mix of options (‘pathways’) and agree on signs to look for that will tell them when it’s time to move from one pathway to another. These are big decisions that need many different perspectives across all walks of life. A community panel can ensure that decisions are guided by this range of community perspectives. Council is now establishing the community panel for this project and we are hoping to have representatives from Mana Whenua and Tangata Whenua, residents’ associations or neighbourhood groups, businesses, farmers and more. We will also invite other organisations that have responsibilities in the area, like the Department of Conservation or Northland Regional Council. Community adaptation planning is a new journey with Council, community and our Mana Whenua partners. For decades, the Salvation Army has been there to assist Kiwis in need, and its Dargaville family store combines a recycling and upcycling ethos with compassion and giving. There are 30-plus initiatives that the Salvation Army fund and run in the north, including the Kaipara food bank, substance abuse counselling, emergency housing, preschool breakfasts, finance budgeting and emergency clothing, to name just a few. their family stores goes directly to helping the local community. The question for many Dargaville folks is, ‘what can I donate?’ “We are always in need of clothing,” says Salvation Army spokesperson Nick Garforth. “Between the four Northland stores, we take in around 250 tonnes of clothing a year. The Salvation Army always accepts donations into our store, or you can call 09 438 3623 to arrange a pick-up.” The family stores have been operating for more than 80 years, starting in Whangārei as what was then known as a ‘thrift store’. The Salvation Army now has four stores in Dargaville, Whangārei, Kerikeri and Kaitāia, with 17 staff and 50 volunteers. In a wider sense, the Salvation Army has been open in the north for more than 150 years, serving the local community. “In Dargaville, the family store is staffed by Jody, our team leader, and Lorainne, our retail operator,” says Nick. “They are assisted by five dedicated volunteers. All locals wanting to see a difference in their own community. “The passion to work in the stores and help create funding locally drives them.

The store could always do with more volunteers. All they must do is go in and register their willingness to be a part of this great community initiative.” Practical recycling to benefit good community causes has an upside for society and the planet. All of those tonnes of clothes and large amounts of homewares, toys, books and other household items are diverted from the landfill to be enjoyed and appreciated by new owners.
The money raised is poured into prosocial projects. It also has the knock-on effect of reducing the number of new items that need to be manufactured, often from plastic and in foreign nations with less comprehensive environmental protection laws than New Zealand. Making goods go the extra mile is another way of helping to save the planet. By donating your unwanted treasures to the Salvation Army you are accomplishing many different kinds of good. ¢

The government has announced sweeping climate change and clean vehicle legislation as part of 2022’s budget, allocating $1.2 billion earned from emissions trading credits to slashing the amount of polluting cars on the road. “This is a landmark day in our transition to a low emissions future,” said Prime Minister Jacinda Ardern. “The emissions reduction plan delivers the greatest opportunity we’ve had in decades to address climate change. We can’t opt-out of the effects of climate change, so we can’t opt-out of taking action.” Transport Minister Michael Wood is confident that between now and 2035, a ‘scrap and replace’ programme will see 181,000 of the nation’s most polluting vehicles traded in for electric and hybrid machines. The trial, beginning next year, involves 2,500 cars, and will see low and middle-income families receive up to $12,000 as a trade-in when they scrap their ‘clunker’ and embrace cleaner technology. That, combined with existing clean-car discounts, could put modern hybrids and some electric cars within the average person’s reach. “This is a historic day for climate action in Aotearoa,” said Climate Minister James Shaw. “Because of this work, New Zealand is on track to bend the curve of its emissions downwards for the first time in its history.” The devil is in the details, say, opponents including the far-right ACT party claiming this is a waste of money, and Te Pati Māori,
which opine that it’s not enough. With the word ‘families’ included, there are fears that the scheme may discriminate against singles, the elderly and childless couples, who are also hurting from high fuel prices and are part of the climate solution. The low-income tag also raises the issue of affordability; $12,000 is a superlative trade-in, but it is only a fraction of the cost of a new Tesla, for example. People struggling to put food on the table in lowwage jobs might not meet the finance criteria to repay the rest. Others fear that emissions testing to identify polluting vehicles may destroy the classic car and hotrod fraternity. These people operate cars from a less efficient era, but only for show and historic preservation purposes. Nevertheless, the new rules and possible trade-in discounts provide incentives to assist New Zealand toward net carbon neutrality, a goal the government believes can be achieved by mid-century. Jacinda Ardern calls this initiative ‘our nuclear-free moment’, a callback to the visionary policies of former Labour leader David Lange. Whether climate change can be sent to the same historical graveyard as French atomic testing remains to be seen. ¢

Consultation on proposed speed limit cuts across Kaipara began on May 17, with a narrow window for citizens to share their thoughts on plans to slow traffic and information on proposals notably hard to find. While a blanket speed limit drop to 80km/h was quashed by an outspoken backlash of public opinion, there will still be work done on reducing the speed limit around schools and marae,and through townships located along the region’s state highways. A detailed overview is available at the nzta.govt.nz website under projects/northland-aucklandspeed-reviews/proposed-speed-limits. “We’re covering 707 kilometres of state highway, and some of these corridors are quite extensive. We have taken a targeted approach and divided each corridor up into sections, and at this stage, we are focussing on schools and townships,” said Waka Kotahi transport agency spokesperson Steve Mutton. In Kaipara, this means rural schools such as Aranga School on State Highway 12, Ruawai College and Ruawai Primary School, and Tangiteroria School on State Highway 14. Other schools on the highway network are situated within towns and not in the zone of the open-road speed limit. Other areas may still be targeted for big reductions where the road is deemed unsafe. “We’re simply not creating enough rental stock to house everyone. With rents rising and mortgages becoming harder to get, it’s taking longer to save for a deposit,” says Infometrics’ principal economist Brad Olsen. “With broader inflation picking up, just keeping a roof over your head is a financial nightmare.” It is exacerbated by the fact that, since 2007, average rental costs have increased by more than 83%, while disposable income has risen by only 64%, numbers confirmed by Statistics New Zealand. Mortgage costs have gone up 42% in the same time, indicating profits for landlords. However, building consents are only just starting to catch up with a demand so keen that the number of families needing emergency housing has increased fivefold in the past six years. A repeal and replacement of the outdated Resource Management Act may help. Financial and economic giant PriceWaterhouseCoopers agreed. A report from this company notes that the new national policy statement on urban development will redistribute wealth from landlords to renters and first home buyers by reducing the cycle of reverse wealth
