Kaipara citizens are being asked to respond to a government survey on broadband, with chair of commissioners, John Robertson saying better service could boost the local economy. All four Northland councils are working together with Northland Inc. to produce a joint Northland-wide response to the government’s call for reaction to the rollout of ultra-fast broadband, improved rural broadband and better mobile coverage. Communities are asked to share their thoughts via a short online survey and to share their thoughts about what improved broadband and mobile coverage might mean to them. “Improved digital infrastructure is an important part of driving better
economic results for the Kaipara region. We encourage the community to take part,” says Mr Robertson. “Understanding the strength of consumer demand is key to the proposal, we need feedback from the community about ways they might take advantage of better broadband and phone coverage. “We’ll be contacting ratepayer groups and business associations over the next couple of weeks to discuss what these benefits might be.” The $360 million package in government funding is to extend
broadband and improve cell phone coverage across the country. In Northland, the funding has the potential to accelerate the delivery of high-speed broadband to more towns and faster broadband to rural areas, and improve mobile coverage along state highways and popular tourist areas to reduce ‘black spots’. The Northland Emergency Services Trust rescue helicopter received a cheque for $2,000 from the Northern Wairoa Lions and Polwarth Design. The groups held a fashion parade at the Commercial Bed and Breakfast to raise funds for this cause. Media personality Te Radar will be planting trees on a Maungaturoto dairy farm helping the Otamatea HarbourCare Society help support farmers by planting trees around waterways.
Newspapers published by Dargaville’s NorthSouth Multi Media as well as its staff have earned top awards at the annual conference in Queenstown of the New Zealand Community Newspapers Association.
“Our bluegrass band, Otherwise Fine, has played at the Warkworth A and P Show for the last few years. I knew to expect to see Radar there as MC and I thought I could invite him to attend a planting day,” said Otamatea HarbourCare Society secretary Mark Vincent. As it happened, Radar approached Mark for a chat and the invitation was extended for him to join the group on a planting day. “He was happy to oblige, and even suggested a date. The day is open to anyone who wishes to attend,” said Mark. People will need to bring their own spade, gloves and water bottle. New workshop in town

There are new owners at the mechanical workshop in Paparoa, next to the GAS service station. Lifestyle Auto’s owners Roger and Mary Price have lived in Paparoa for 10 years with Roger commuting to Auckland for the past year, before the opportunity came up to open his own workshop. “We have cleaned up the premises and rearranged things and are in the process of turning our business into a modern workshop. There is no office inside the door anymore, which makes things more visible for everyone,” said Roger.

“It was a great opportunity for the older students to hear inspirational speakers. They told their personal stories, encouraging teamwork, courage and resilience,” said teacher Marie Birkenhead. “William Pike, an amputee from the Mount Ruapehu eruption, spoke on passion with no limits and Darryl Sabin, who dreamed to be an All Black, told his story of how he played rugby after being told not to and came away with a catastrophic brain injury, which meant he had to fight for his life.”
The students also heard Phoenix Pule’anga, who was in the movie Born to Dance. He encouraged the children to make the most of life. “The best thing I had was peanut butter sandwiches without peanut butter,” said Phoenix. They learnt how the hardest part of any journey is to begin. “The children returned to school inspired to believe in themselves and aim high in life. To drive their passions to achieve and anything is possible, everyday is a good day, to follow your dreams.”

A visit with the prince

A shared love of music has kept Dargaville couple Lilian and Paul Howard together for 72 years on May 20.
Steve Guthrie from Dargaville was by chance at the Auckland Spinal Rehabilitation Unit when Prince Harry had a tour of the facilities. After a formal welcome, the Prince met and chatted with a number of the patients. Steve was able to demonstrate to the Prince the physiotherapy exercises he has been doing in rehab following an operation. He was using tabletop physio props to increase wrist strength prompting the royal comment, “a piece of Kiwi ingenuity.”
It was music that brought Lilian and Paul Howard together and music that has kept them together for 72 years
Paul grew up in Maropiu and Lilian was born in Ponsonby. The pair met in 1942 at a dance in Auckland and the next year they were married and went on to have 13 children. “I used to play guitar, ukulele and mandolin and Lilian was a singer. My cousin and brother and I made up a sort of orchestra and Lilian was our vocalist for a while,” said Paul. Paul worked as a river steam engineer for the Devonport Steam Ferry for the majority of their married life and Lilian
cared for their children, only retiring in Dargaville in 1984. Now 89 and 90 years of age, Lilian and Paul Howard are still going strong. They have over 50 great grandchildren and Paul says, “Living is a joy to us, we are lucky to have a family like we do. I always say I was one of the lucky ones, to bring up a family. It is a gift.” The couple celebrated their long marriage with friends, music and singing. “We had a good day. Lilian even sang again.”

A High Performing Council Organisation Soon after our appointment, the Commissioners tasked then Chief Executive Steve Ruru to prioritise matters around capping Council’s debt, fixing incorrectly set rates, and driving home accountability for past negligent decision-making and auditing. We were in crisis management, needing to first understand, and then put right Kaipara’s many challenging issues.

Beneath the Surface
What then do we mean by “high performing”, and who will be the judge on its achievement? The Commissioners and management meet in in June to define this precisely. I have set out my initial thoughts below. Your feedback would be appreciated, for the Council we govern is your Council. We know the purpose of local government. This is set out in legislation. In my view, to graduate from where we are today to being a high performing organisation, we must: • meet our legislative responsibilities, 100 percent. (The compliance test). • rank in the top 25% or above among our peers in terms of our operational performance. (The operational test). • be conversing with community groups in every town and village in Kaipara, (The engagement test). • honour consistently through dialogue and partnerships with iwi and hapu of standing, the spirit of the Treaty of Waitangi. (The Treaty test). • rank in the top 25% or higher against the expectations of our Kaipara constituency. (The service test). These are tough tests to pass. On the latter one for instance, Councils rarely are ranked well. Councils are often seen as barriers to progress,
We have begun our work to change. Over the past twelve months Council staff have developed a vision statement that they feel will meet your expectations. Over the past two months, we have consulted on this statement through our long-term plan process. The vision statement is:
Now it is time for the strategies needed to meet this vision. The building blocks are being put in place, including. • At a management level, Dr McPherson has now her full compliment of the executive leadership team in place. They are fully committed to the vision. They will lead the change process. • A set of values has been adopted by all who work at the Council, being integrity, teamwork and delivering value. • At a whole of staff level, a culture of customer service is being put in place. This is visible at the front offices in Dargaville and Mangawhai. It now needs to infiltrate the whole organisation. • A sense of urgency to implement the changes, to build momentum, is being encouraged throughout the organisation. Eighteen months is not much time to complete the tasks. • Enablers for high performance are being developed, new processes worked on, and technology applied. Likewise, barriers to change are being identified. There are already quick “wins” appearing. These are important – whether they be finding a process that is in place that has no purpose, or being recognised nationally for leading edge processes, as happened last month for our building team. Transforming an organisation is challenging, but for the staff and stakeholders involved, it can be most fulfilling. Kaipara citizens deserve a Council of excellence. Our goal is to help you achieve this.

Local musicians Olly Knox and Dan Collette are joining forces for New Zealand Music month, performing at the Aratapu Tavern on Saturday, May 30 from 7pm.

The singer-songwriters are well known amongst the local music scene but have not performed together for a while. Based in Dargaville, Olly also runs an event management company KP Productions which helps to promote and works with artists around New Zealand and internationally. Olly’s music is described as melodic and harmonious in style. As one listener explains “it’s like floating on gentle waves while the sun is sparkling on the water.” The internationally
renowned folk artist plans to record an album for release next summer. He has a new website and a remastered version of his 2011 album Crazy World, released online. “It is shaping up to be an exciting year ahead,” he says. Together with special guest and Aratapu regular Dan Collett the mix of acoustic, light hearted, country folk rock is set to create a relaxed atmosphere for the audience. ”It promises to be a night filled with good music and good vibes.”

Citizens Advice Bureau volunteers Neville and Mary find their volunteer work expands their minds and are keen to see others become involved
People would need to be available three hours a week between 10am and 1pm. “We currently have about 10 volunteers but ideally we would like more to cover shifts when people are away,” says managing coordinator Wendy. Due to the confidential nature of the job, volunteers and staff only go by their first names. CAB has been running for 36 years in Dargaville and assists with consumer affairs, legal advice, tenancy issues and much more. Long term volunteer Mary has been offering her time for 35 of those years and says: “It’s amazing. You get all this information and it expands your mind
tremendously. You become aware of so much happening in the community.” The bureau aims to represent a cross section of society. “It is open to everyone, every citizen. No question is too big or too small. If it isn’t something we know about, we can refer the question to someone who does,” says regular volunteer Neville. “Volunteers don’t need to know everything. They just need to know how to access information.” Training is once a week for seven weeks and includes computer skills. A new adventure of self driving converted golf carts along the unused railway line between Dargaville and Tangowahine is planned to be up and running on October 1. Fellow directors of Port Dargaville Cruises, Sue and Dave Selby and John Hansen have worked closely with KiwiRail to turn the unused tracks into a tourism opportunity. The Twin Coast Discovery Touring Route has been a key tool, aiming to increase visitor numbers and visitor spending across Northland. The revamp of the route is the lead tourism-related project within the Tai Tokerau Northland Regional Growth Study, and the first project to begin. It spans Northland Inc’s work in tourism, Maori economic development and transport. The sub-regional positioning workshops are the first phase of this project and Craig Wilson of Quality Tourism Developments will host the meetings. Representative of the Kauri Coast Tourism Development Trust and owner of Waipoua Lodge Ian Farrant says these discussions encourage the community to be involved with the future promotion of Northland‘s diverse tourism experience and to strengthen the western leg of the Twin Coast Discovery route. “The western Kauri Coast and Hokianga have key heritage features. The Zonta Club of Mangawhai have been empowering women in their community and internationally for five years this month. The club celebrated their fifth birthday on May 25 with past and present members at the Mangawhai Golf Club, the same venue they gathered in when the group began. Widely recognised as one of New Zealand’s best golf courses, Mangawhai was in exceptional condition for the Tom Bonnington Trophy event. Renowned for the quality of its greens, the course was immaculate in every respect. “For the first time in ‘The Bonnington’ history, an Elite Women’s division was held and played host to an outstanding field of golfers from across Northland, North Harbour and Auckland association,” said tournament director Stewart Speed. “This was an amazing success, a truly outstanding field of very talented women golfers who enjoyed every challenge this great course threw at them. The men’s White Tee division also attracted a strong field of local and visiting golfers.” Spectators took to the course, lending encouragement to all players and enjoying the precision of play. “With handicaps as low as plus four, this was a line-up possibly stronger than ever seen at a Women’s event at Mangawhai. Some had not played the course before and were somewhat apprehensive, having heard many tales of how Mangawhai is a relentless challenge, ‘unbeatable’ is a widely-used description, for all aspects of the game.” Sponsor Mike McGarry of Mangawhai’s A1 Coastal First National Real Estate was on hand to present prizes and spoke of his pleasure in being part of such a well-run and popular event. In preparing a will, it is important for a parent to appoint a testamentary guardian for children, to be confident that person of trust will take care of them should something happen. A testamentary guardian has all the rights and responsibilities of guardianship. These are set out in the Care of Children Act which specifies that a guardian is responsible for contributing to all aspects of a child’s development, as well as important matters affecting the child. It is important to consider who would be best placed to make these decisions. Most parents may want to choose someone whose views align with theirs on such matters. It is also sensible to appoint someone who is likely to have an ongoing involvement in the child’s life. If a parent is confident in the parenting ability of their child’s other parent they may choose not to appoint a guardian on their own death, if the other parent survives them. Instead, they can provide in their will that a testamentary guardian is only appointed if the child’s other parent does not survive them.
There may be reasons for a parent to appoint a joint guardian to exercise guardianship with the surviving parent on their death. This can be relevant for separated parents. If the child’s other parent has not been involved in his or her life, it may be prudent to appoint an additional testamentary guardian who knows both the parent and the child to allow for consistency of care in the child’s life following the death of a parent. The town of Dargaville has been the home of Ford vehicles for almost as long as the legendary automotive brand has been in existence. In 1920, with the Model T still the flagship of the blue oval marque, Ford opened their first dealership by the Northern Wairoa river, providing a new mode of transport to a town built on the backs of bullocks and shire horses, as well as sail and steam. Over the years Ford became part of the growing community, as the focus shifted from timber milling and gum digging to agriculture. Ford Populars and Prefects, the later Zephyrs and Cortinas, Escorts and Capris made up the transport for families, the first cars for local lads, and the test-beds for early dirt-track motorsport experimentation. Many a Windsor or Cleveland V8 has been torn down and rebuilt here, and even the local constabulary have rolled

out in Falcon and Sierra squad cars. Ford trucks served beside Kaipara-born soldiers in wartime. Fast forward to 1990, and the lineup from Dearborn, Michigan’s most famous company was a strong one. This was the year that Dargaville’s well known Ford dealer Lindsay West took the helm at his premises on Normanby St, and old ledgers of sales and deliveries from that year record a fleet of Lasers, Fairmonts and Telstars heading off the forecourt and onto the road. Twenty five years later those badges have changed to Fiestas, Territories and Ranger utes, but the same principles which inspired
Lindsay’s decision to get into business then hold true today.
