p Dargaville Library is reopening to customers between the hours of 10am and 1pm, Tuesday, Wednesday and Thursdays for book borrowing only. Those more than 70 years old will be given priority access. “Our focus is keeping our customers and the team safe. So, we will be limiting the number of people in the library at any one time, and the computers won’t be available at this stage,” say Dargaville’s librarians. “We are a public space, so we must follow the government guidelines with regards to contact tracing. A click and collect or ring and request service was put in place to enable people to get fresh reading material without accessing the library. That service will continue to be available exactly as it is now.” Almost 2,500 books were returned during a four-day period and getting them processed and reshelved had a huge impact on the staff’s ability to reopen the library to the public. There are still more than 4,000 items checked out to customers so the team is taking the reopening in slowly and in stages to ensure they can deal with these volumes. The librarians say that they appreciate people’s patience and understanding during this time.

p Two young budding Paparoa-based entrepreneurs sisters Alysha, 10, and Jordyn Edlin, 7, took up the challenge of learning the value of money from selling pine cones collected and stockpiled during the lockdown. The idea grew after a walk into a pine plantation to obtain a significant amount of pine cones and earn some pocket money. “We had many discussions about planning, stockpiling, how many pine cones to a bag, the cost for each bag, who we could get the paper bags from, time to allow them to dry, the best time to sell them and where to sell them. They took pre-orders and sold more than half of their stockpile,” says mum Trudy Edlin. “It was awesome to see them learn about the concept of having to put hard work in to get the desired result. In this case — pocket money and well-earned ice cream after selling out.”

p Kaipara District’s children returned to school last week after almost two months of online education from home. Kaiwaka School students were pleased to be back in a classroom learning environment. “At Kaiwaka School we are really pleased to have most of our children back at school. Classrooms are busy getting back to normal after online learning with a focus on the arts and wellbeing. At playtime the school has a happy, calm feeling as the children explore the playgrounds,” says principal Sharlene Tornquist.

Upcycled uniqueness  Wellsford grandmother and designer Margaret Fafeita moved to Wellsford with her husband two years ago. She creates bespoke designs made upcycled wool products. She says her creations were inspired by her three grandchildren Kassius, Sierra and Mia (not pictured). “I make one-off woollen adult and children’s jackets made from upcycled New Zealand woollen blankets. The jackets are fullylined with good-quality fabric — made with care and love. I also make bibs, baby sheets, blankets and hanging shelves. My sewing is my sanity — I throw all my love, care and emotions into them,” Margaret said.

‘Treat water like gold’  by Paul Campbell

Kaipara is still firmly in the grip of drought conditions, and the Kaipara District Council wants consumers to treat the scarce resource “like gold” as it also warns of possible acute water shortages next summer. Waters and waste manager Donnick Mugusto and his KDC team have been monitoring water levels across Kaipara, and he says these are still critically low despite some recent rain. “The rain we’ve had is only surface deep, and we’re still in one of the most severe droughts on record,” he said. Water restrictions have remained at level four, which means no outdoor water use, including hoses, water blasters and sprinkler systems. “We are encouraging people to take shorter showers, turn taps off while brushing their teeth and insert a bottle in their toilet cistern to reduce the amount of water flushed down the drain.” Brief periods of heavy rainfall have been followed by dry conditions and cold southerlies, and much more rain will be needed this winter to get back to healthy waterway levels. “The dry winter in 2018 preceded by a dry year in 2019 were the perfect set-up conditions for the drought,” says Mr Mugusto. ”Although the rain we’ve had has been welcomed by farmers, most of it has been in the wrong place for our aquifers. What little we have had within the catchment has resulted in temporary surges in supply, that do not last. “We need rain in the streams and tributaries that feed into our large water supplies.” Baldrock Dam, a supplementary source of water on the east coast is at

the lowest the Water Team has seen, and the Kaihu River, where the main Dargaville supply is drawn, quickly drops back to drought levels following rain. “We’ve been advised the dry weather will continue a while longer. The council is already urging people to think ahead to next summer and consider their water storage options to protect against possible acute water shortages again next year.” The KDC also works closely with the Northland Regional Council in managing water sources and a long-term solution to water storage is currently being considered for Dargaville. According to the NRC, river flows for this year are currently tracking 40 to 47% below normal levels across all the main centres in Northland. 

Kaipara opposition to landfill ramps up Ngati Whatua chair, Dame Rangimarie Naida Glavish, says that on March 26, Auckland Council notified applications for a Plan Change and Resource Consent for the proposed landfill. “The Crown, in particular Auckland Council, cannot be allowed to embark into dirty deals, through operating under stealth and under the guise of Covid-19 — it is an insult to our intelligence as iwi partners.” The Kaipara Harbour, “faces its greatest environmental challenge to date with the prospect of millions of tonnes of Auckland’s waste that will end up polluting our waterways. We are asking why is it that antiquated methods are being proposed, which are destructive for the environment when there are proven, environmentally sound alternatives? Waste Management NZ, who are the applicants, can give no guarantees that toxic leachate and other pollutants will not find their way into the Kaipara Moana. The Crown is using underhanded tactics to speed up resource consent processes without the correct checks and balances.” Northland MP Matt King says he is aware of the iwi concern. “It’s important that the correct procedure is followed

and a substantive consultation process occurs. It does concern me that this may not be the case over such an important process.” Kaipara District Council has also made a submission opposing the landfill resource consent and the plan change notified in March. Kaipara kaitiaki, Mikaera Miru, says the landfill issue is “the little guy versus the state knocking on our door. We have to deal with the challenge, and we have a strategy going forward. Being personally involved with opposing this landfill from the beginning has been an eye-opener to me. I believe we will see better outcomes for the environment and people when there is sincere and meaningful consultation with iwi, hapu and community.” Alan Riwaka adds: “The iwi continue to research waste solutions that will have less impact on our environment. We have initiated discussions with providers who have alternative options such as marae-based waste and education services and waste to energy technologies.” Auckland Council has been approached for comment on the consultation, with no response at the time of print. 

Art comes out from lockdown

The Citizens Advice Bureau has been helping people in New Zealand for 50 years, and during Covid-19, although all bureaux were closed, clients have been assisted with the impact of the lockdown by phone calls, email and live chat on the website. Now, as level two clears away restrictions, the Dargaville branch is back in action.

As the coronavirus heads hopefully towards level one, almost two months of home-grown art is expected to appear on gallery walls across Kaipara District, and leading the way is Mangawhai Artists who are holding an exhibition, which opened on May 21.

The manager of Dargaville’s Citizens Advice Bureau, Wendy Koloi, says although face-to-face service ceased during alert levels four and three, through phone and email the team have been able to help people with a wide range of situations, many of them exacerbated by the coronavirus pandemic. These include employment and tenancy issues as well as budgeting and helping people understand their rights on these topics. “It’s been a time of real stress for so many people in our community, and the CAB is here to help everyone regardless of their issue or situation,” says Wendy. “At this time there has been a lot of confusion over whether it is legal

for employees to be asked to take a pay cut, be made redundant or asked to use annual leave, for example. It doesn’t matter what your question is, CAB will help, and if we can’t help you directly, we’ll find someone who can.” Citizens Advice Bureau is once more able to provide a face-to-face service during alert level two, with physical distancing and extra hygiene practices put in place. “We have great information on our website cab.org.nz, including up-to-date information about Covid-19 related issues. “If you can’t find the answer on our website, give us a call on 439 6100 or send us an email: dargaville@cab.org. nz or call in at the bureau, 37 Hokianga Road (the Town Hall complex).” 

The event is dubbed Frame of Mind and features six artists running for two weeks from that date. “It’s great to see art and activity back in the gallery,” says Mangawhai Artists member, Wendy Leach. “While some of the work was planned or in progress before the lockdown, the period in itself was for some of our number inspirational, but for others a bit claustrophobic — there were opposite effects. “For me, it was positive to make use of that uninterrupted time. There was a nice silence around Mangawhai.

Relief package details due Looking for local interest The implementation of a relief package for Kaipara businesses affected by the Covid-19 shutdown is on the agenda for this week’s online meeting of the Kaipara District Council, which has allocated in the region of $700,000, or some two-and-half per cent of rates, to assist business recovery in the district. The Kaipara Mayor’s Task Force for Economic Support and Recovery has now completed Zoom meetings with main street businesses in Kaipara, from Mangawhai to Dargaville. “We are now in the process of bringing all that information together for a plan of action,” says Mayor Jason Smith. “Some key findings have been that business people would like to work together towards recovery by having shop local promotions, for instance. They are interested in knowing what the other communities are doing with a view to cooperating together.” Dr Smith said the council meeting would be confirming details of its Covid-19 hardship package, which may also assist sporting and community concerns. INFORMATION AND UPDATES FROM PENNY SMART NORTHLAND REGIONAL COUNCIL COUNCILLOR FOR KAIPARA WARD Covid 19: We are getting there

It is with a lighter feeling that I am writing this month due to us now being in Level 2 of the Covid19 response. Really nice to see Kaipara come alive again after such a subdued period in level 3 and 4. Our communities have done an excellent job of working under the constraints and restrictions of Level 2. We are not there yet but we are certainly getting closer. Councils around the North are certainly in the midst of scenario planning. Keeping our communities fully informed and included in our plans will be a priority going forward.

NORTHLAND REGIONAL COUNCIL’S ANNUAL PLAN

As a council we firmly believe that if the land is well, if the sea is well, the people will thrive. Under normal circumstances the ability of NRC’s portfolio of investments to subsidise rates, works in Northland ratepayers favour. However this is not currently the case due to the global and national volatility of market economics due to Covid19. Now more than ever we need Northlanders to continue to pay their rates when due or make alternative arrangements for payment through their local councils.

Deliberations on NRC’s Annual Plan took place on the 6th of May and were done with our four well beings top of mind (environmental, economic, cultural and social). As Northlanders we are all aware of the urgent work on water quality, pests, flood resilience and climate change needed and that these things will not wait for us to emerge from COVID19 or any other emergency in the future.

NRC staff and councillors are all looking forward to the new ‘working normal’. This will entail some of us having a split of working remotely and in the NRC offices. Holding more meetings remotely within Northland and outside of has many pluses; lower emissions, travel safety and time saved, less sick days and stress to name a few. Face to face meetings will always be important to build and maintain relationships. However a mix of the two moving forward will, I expect, be the new norm and will work well.

FUNDING COMING FROM CENTRAL GOVERNMENT

Early indications are that all regions will receive and hugely benefit from new Government funding of both shovel ready infrastructure projects and environmental job creations projects. In response to the Central Government’s call for “shovel ready projects”, NRC has lodged four applications to ‘Crown Infrastructure Partners’ and if funded, will provide an opportunity to advance significant projects at pace and scale that will directly support our region’s economic recovery. Those projects include; • Kaipara Moana Remediation Green Infrastructure (in partnership with Kaipara Uri, Auckland, Kaipara and Whangārei councils); • Awanui Flood Scheme Upgrade; • Panguru Flood mitigation • Expanded Northland Water Storage Scheme. Collectively representing a total project spend of $179.7 million. NRC also put in 26 applications for the ‘Green’ or ‘Environmental Employment Creation Projects’, which will directly result in much needed jobs and equally important improvements to our environment. These projects are expected to happen at scale and at pace. Two projects have had approval already; dealing with wilding pines which also includes other nuisance trees along stream banks and further funding for Predator Free this time in the Bay of islands. The wilding pine control of $1million will be split between Kaipara and the Far North. NRC are also very encouraged with specific mention in the budget for remediation of the Kaipara Moana which is another of the 26 projects put forward. Further announcements are pending in the next week or so.

NRC OFFICES ARE OPEN AGAIN

The Dargaville, Whangarei, Waipapa and Kaitaia offices are now open again. They will be practicing social distancing so things may be a bit different. Most NRC field work has now resumed, there will be some catching up to be done regarding monitoring and consenting.

LOOKING FORWARD

One topic that seems to have been discussed lately is what we can learn from this covid-19 experience. Do we want to go back to how things were? What are the consequences if we keep going down that path? During lockdown places around the world saw fish return to rivers and smog free cities, can we make this our new normal? We live on a planet with finite resources. Something needs to change in the way we consume if we want to avoid these resources running out and ecological disaster. Like Covid-19 these issues will only be solved if we all come together. If we all start to buy one less plastic packaged item per week, buy seasonal, locally grown produce more, buy second hand as much as we can, grow our own vegetables, fly and drive less for example, what difference would that make? As an NRC Councillor I continue to be optimistic for the future of Northland and am looking forward to being able to play our part in the Covid19 recovery. Rates leader pays council  by Paul Campbell

A decade-long saga over rates charges in Mangawhai, following an ill-starred wastewater treatment scheme that overran by many millions of dollars, has finally drawn to a close with ratepayers’ leader, Bruce Rogan paying $115,000 to Kaipara District Council. Mr Rogan and his wife Heather paid the court-ordered costs last week after they may have lost their home under the rating act if they didn’t pay. About 20 people from the town’s ratepayers association held a protest gathering in support of the couple at the KDC Mangawhai office. The money was made up of penalties from once-outstanding rates, now paid, and court costs.

The KDC Mangawhai sewerage scheme almost doubled in cost from $35 million to $63 million in 2006 without ratepayer consultation. Rates were raised to pay for the overrun, and this led to a community rates strike before government legislation intervened. For several years council was replaced by Crown Commissioners, before it was reelected in 2016.

Mark is 48, and he’s lived and farmed around the Northland region for 30 years. He has a partner, Jodie, and three children. He was selected by ACT last weekend. “I am standing to raise ACT’s party vote in Northland because I feel the rural sector has been let down by successive governments of both major parties,” said Mark. “The last two years have been particularly insulting to the rural

community. Now that we have been given back some respect through the Covid-19 crisis, I’d like to see that respect materialise in a better go for farmers in government policy.” ACT leader and MP for Epsom David Seymour says the party is growing its vote to get people like Mark into parliament this year. “Mark is a critical thinker and family man from the land — no Queen Street farmer. He will bring parliament an authentic rural voice.” 

p Ruawai-based equine veterinarian Janine Hames is still on the job and taking care of Kaipara’s horses and ponies around the district. Lifestyler caught up with Janine at a lifestyle property shortly after taking care of 10-year-old miniature horse Spirit’s dental needs. Janine says regular dental and hoof care for equines is an essential part of taking care of horses and ponies to maintain good health and wellbeing. Spirit’s owner said the miniature gelding was a lot better after receiving the essential treatment from Janine.

As I am in the over 70s age group and we were advised not to go out of our bubble I made this an extension of my bubble and worked over there in week four for about 30–35 hours cleaning it up and mowing the grass area. I have placed all the privets, etc that had been previously cut into a pile and put all the weeds in seven large wool bags, which I happily purchased, and naively thought that the council could take it away to the transfer station. However, I have since heard that there is no funding for this to happen! So, I went up to the transfer station on April 30 to see if they would allow it to be dumped free of charge as they are run by KDC if I could get somebody to take it up there. When I told them that it was privet and vines, etc from the roadside opposite my home, she said they couldn’t take privet to go in the green waste as it’s a noxious plant! It would need to go in the truck, and that would incur a cost as that goes to Whangarei, so no, they couldn’t take it at no charge. I happily cleared all this thinking I was assisting KDC in improving the look of the roadside for the beautification of Dargaville, especially as this is an area where a number of tourists park when going on the little trains. Roadside berm clean-up Early last year, part of Station Road was resealed, and the berm on the right side of the road was removed and sealed right up to the drain but on a slope, so when a passenger gets out they step into the drain unless the car is parked further out on the road, which is a no-no! Due to this, I put in a request to have several privets removed from across the road to allow cars to park over there. My request was accepted and the privets were cut down, and placed in a pile but never taken away. Naturally, kikuyu and other creeping vines took over, and the privets came back again because the stumps were never treated. Hence, the area that people could have used had got overgrown and really untidy again. Anyway, to cut a long story short when Covid-19 lockdown arrived, and the contractors couldn’t mow the grass and the privet was growing rapidly. I was getting more and more annoyed with the mess. So, in week four, I decided to give it a clean-up and thought it would be nice to plant some new trees over there for shelter (no expense to KDC). Also, three of the trees have got a very noxious vine climbing over them and will gradually kill them ( I have been in contact with Paul from NRC, but that’s another story).

Andrew and Michelle Togiavalu are part of a three-generation story that combines heritage, haircuts and coming home. The pair have gravitated back to their self-confessed ‘favourite place’ at Pouto after pursuing joint careers in barbering, handing down their successful shop in Whangarei to their family. It’s been an odyssey of upskilling and keeping up with trends during the years, as the barbering game has changed. From being a stalwart of the Kiwi street corner, where the striped red and white pole once meant a ‘man cave’ of sports results, political banter and soapy straight razor shaves, the barbershop has changed with the times, taking in influences from abroad, such as the soulful, community-hub barbershops of the USA. After all, jokes Andrew, barbers have changed their focus before; long ago in the age of sailing ships, barbers were also medical surgeons. Andrew is still the go-to guy for a proper hot shave; a technique, which has made a comeback along with neatly trimmed men’s beards. Michelle is an ace with the clippers and scissors too, taking care of the ladies in what is now a very modern and non-gender exclusive trade. The grace of long-term teamwork showed on a recent visit to their new Dargaville shop, as Michelle gave a lady customer a neat haircut, then stepped aside for Andrew to work his artistry with the precision clippers, forming a floral pattern. Uncertainty about people’s desire to get out and re-engage with the economy have been allayed by a week of steady shopping, and consumer confidence at level two, the importance of supporting local businesses in our regional towns is not being missed. Aside from the obvious benefits of local employment, local commerce and the support, which small to medium businesses show for community groups, there are other, more personal reasons to patronise the main street. A prime example in Dargaville is 100% McKay’s Electrical, part of the nationwide 100% group and a supplier of appliances, whiteware, electronics and technology for the home. When the world shrunk down to a collection of small personal ‘bubbles’, the team there were able to return at level three, a time when travel between towns and regions was heavily restricted. The situation brought home the importance, to many, about local service, knowledge and availability. Even with the doors open everywhere again, local knowledge is a prized commodity we often overlook. Getting real advice from someone who has a lot of experience in their field can be the difference between a good experience and a terribly bad one. Someone who knows their product well enough to

own the shop is a better person to talk to about important purchases than someone who works part-time after school, or indeed someone motivated by commission to only suggest the most expensive item on the shelf. In the world of technology, this can be a big factor; consider how long you’ve relied on your stove, fridge or washing machine. Moreover, the Covid crisis taught us that parts and products could be shipped from everywhere, even under emergency conditions. Our main street shops really do have the backup and range of the big box boys, in a world made smaller by the internet. On the flip side, many people who had bought things far away had to humbly request that their locals take care of parts and repairs, when the multinationals they’d bought from shut down completely. Of course, televisions, stereos, whiteware and the like are just an example. There are numerous purchases, which benefit from the deeper knowledge you’ll find in a

Some things will be done a little differently to keep everyone safe. A good example is how the medical team will help those with respiratory symptoms; if you’re coming to the doctor with symptoms such as a recent onset of cough, fever, runny nose, or sore throat, you will be asked to wait in the car while specific arrangements are made to see you. “Please make sure you have your cell phone with you, so you can ring Dargaville Medical Centre from the car park, after calling from home to tell us you’re on the way. If you do not have a cell phone please put on a mask and come to the front desk, they will take your name and registration number and arrange for a nurse to triage you in your car.” There will also be systems in place to make best use of the emergency appointment service. If you think you need to be seen on the day — please ring the medical centre first. You will be called back by a doctor or nurse and either given an appointment or advised to present to the emergency service. It provides an opportunity to get blood tests or other things done before seeing the doctor. Weekend and holiday clinics are now reserved for emergencies only. A reminder, if the emergency is extreme (such as major injuries), do not hesitate to call an ambulance on 111.

During level 2, starting on Thursday 14th May, Dr. Moss will be conducting clinics for face-to face consults. She will still be doing teleconsults if appropriate or if you wish, particularly if she feels that certain test may be required before your clinic visit. Most insurance companies have been covering telehealth consults during level 3 and 4. Doing it in two steps might incur an extra charge for a short follow up visit in addition to the procedure you come back for but it also means that we can work out if there are any investigations that would be worthwhile getting done before you come for that. The showroom is filling up with new tools, off-road adventure equipment, tractor parts, batteries and drums of oil. Out back in the workshop, vans and trucks branded with a big orange and black logo are being prepped to roll out. In the next service bay, a ‘secret project’ 4x4 is taking shape, all freshly welded four-inch exhaust and induction piping and custom bars. It is the new home of Garton Mechanical Services, open for business this week in central Dargaville. The company has come a long way since owner Kyle sold his custom-built BMW race car to fund an on-site diesel maintenance truck. Swapping a helmet and driving gloves for overalls and gumboots to, in his own words, offer better value for money to local farmers. Seeing that there was a gap in the market for a straighttalking, reasonably priced technical team taking on all kinds of agricultural machinery repairs and maintenance, he soon developed a following, and then a team to assist him. One mobile work platform became two, and now, 12 years later, GMS has taken over what was once the Randells building, following Can-Am’s move to Normanby Street. With a top team assembled, including four apprentices, coming up in

the diesel trade, the firm can boast more than a half-century of experience between them. That means a lot of expertise, delivering one of the core components of Kyle’s strategy — good advice. “I wanted to establish a company that gave farmers a fair deal, and where they could get a reasonable price as well as advice on simple things that can save money and time. We’re happy to drive out to help our customers in any conditions, but we can help with prevention as well as cures. Arm a person with the knowledge to do the small stuff, and if they do encounter a big problem, they will know who to trust and who to turn to.” It’s a good philosophy to build a solid customer base. It’s seen the expansion of the firm up to the point where a big central workshop and showroom wasn’t just a convenience for clients — it was a necessity. It also enabled Kyle to re-engage with his passion for horsepower, this time in the form of 4x4 off-roading. Soon the covers will come off a project that will

Served 41 Years and was chief from 1974-1998 (24yrs), president of both Northland Sub Association and Auckland Provincial. A sad loss for our Brigade and we would like all his family to know we are thinking of them at this difficult time.

Passed away peacefully at home on Wednesday, 20th May 2020 surrounded by his loving family in his 81st year. Dearly loved husband and best friend of Jill for 59 years. Adored Dad of Denise and Brian Croskery, Kerry and Paddy Erceg, and Carla and Mike O’keeffe. Loved grandad ‘G’ of Eilish, and Caolan, Alana, and James, Jayden, and Ashlee, Laura, and Luke.
