Kaipara ratepayers face huge increases under the proposed Long Term plan, prompting a call for council’s leaders to resign Kaipara District councillors adopted their 2012–2022 draft Long Term Plan for consultation at a meeting in Kaiwaka last Friday and submissions must be received by May 30. But after weekend meetings, the Kaipara Citizens and Ratepayers Association has called for Mayor Neil Tiller and Deputy Mayor Julie Geange to step down. “They should be ‘gone by lunchtime’,” said association president, Ron Manderson. “Those responsible have to go.” He added that a “short, sharp withholding of rates” would underline the call. “We know the debt will have to be paid, but not with those responsible still in charge.” Mangawhai residents met on Sunday and a show of hands indicated a large number of them have already stopped paying rates over the huge cost of the town’s Ecocare sewage scheme which ballooned to $58 million. If the proposed Plan goes ahead, the average rate increase is 31% across the district with some sectors having to dig even deeper. It contains a number of stringent measures aimed at addressing the council’s financial position, and includes a district-wide levy to bail out the Mangawhai scheme. “In the past council has lived beyond its means, using debt as a way of financing operational costs that should

At present Kaipara has a debt of $85 million, $58 million of which is attributable to the Mangawhai Community Wastewater Scheme that was completed in 2009. This equates to $4,395 per capita and is currently the highest in New Zealand. He said there “are steep rate increases proposed for Mangawhai.” Residents connected to the scheme will need to pay a total of $19,720 including GST over a 10-year-period. In practical terms this means most existing users will be paying around $1,344 each

To ‘ease the burden’, every ratepayer in the district, including those in Mangawhai, will pay a levy of $37 towards the scheme.

New home for students

Te Hana Community Development Charitable Trust is again providing facilities for students undertaking the Certificate in Small Business Management course this year. Delivered by Multiskill on behalf of Te Wananga Aotearoa, the course is designed for people with a business idea they want to explore or those wanting to improve their existing business. This year’s class consists of 20 students ranging in age from 18 to 65

and people come from as far afield as Snells Beach, Matakana, Mangawhai and Maungataroto. The classes are facilitated by Vicki McInnes, an ex Mangawhai resident who brings her own business experience to the class along with tutoring skills. Vicki is proud of the fact that last year her students had excellent attendance and everyone who completed the course gained the qualification.

After fire destroyed the former Paparoa Bowling Club rooms, a group of students working towards their Level 2 National Certificate in Horticulture were without a classroom. They had been using the clubrooms, which had become a community centre dubbed Arty Farties, and used for a variety of activities by local groups.

When the students returned from holidays they were devastated to find a bare patch of ground. With the fire debri already cleaned up, they were offered the use of the nearby sports centre for the rest of the course. “It’s a great gesture and a great relief,” said course tutor, Heidilind Luschberger.

Prime Minister, John Key, came to Kaipara last week with the succinct message that New Zealand’s points of difference need to be promoted on the Internet and in other digital media formats to attract the tourist dollar. He told a gathering of MP’s and local government, tourism and business movers and shakers at the Matakohe War Memorial Hall that he would heed concerns that the enhancement of tourism opportunities they sought would be referred to his officials for action. The chair of the Northland Tourism Development Group, Jeroen Jongejans, asked Mr Key if he could speed up making Waipoua Forest a kauri national park, and the creation of a marine park off Tutukaka, along with world heritage status mooted for other attractions. Mr Key said he would get officials to look into the Waipoua hold up. He added that following the Christchurch earthquake, Auckland was now the hub for overseas tourists, and this was on Northland’s doorstep. The meeting was hosted by The Kauri Museum, and CEO Bet Nelley, said visitors were its lifeblood. “This museum has always had a different model from most — our visitors have always paid to visit — it has never been funded from tax revenue or ratepayers’ money. The operational costs have always had to come from the tourism dollars. Tourism is critically important to us.”

She added the museum had always had to strive to be innovative in order to survive. “It is community owned, with a big input from around 80 volunteers. It is an important business to this very rural area, particularly in terms of the economic return that it brings to the district and to the west coast. “Over the years, in order to encourage visitors to come here, we have had to work extremely hard at marketing, promotion and presentation of outstanding displays, as well as to provide a quality customer service, 7-days a week, every day except Christmas Day. This is tourism. “But the reality is the global economic downturn and the ripple effects on tourism, has had an impact on numbers. Cruise ships have certainly hurt our coach trade, while the external challenges of more museums continually coming on stream in Northland, naturally puts pressure on those that already exist. It is challenging for us to compete with funded museums. “A big opportunity for Northland is Auckland — just down the road. Our visitor comments tell us we are being ‘discovered’ by families driving north. She also noted the opportunity for growth in tourism from Japan and other Asian countries and addressing Mr Key, said: “We need help to make this happen Sir. We need your help.”

Australians gathered to give thanks for their scarifies. At Hakaru, in Maungaturoto, Matakohe, Ruawai and other places, Kaipara people gathered in churches and halls. At Matakohe, a large crowd attended a march to the graveside of former Prime Minister, Gordon Coates, and wreathlaying ceremony, before attending an indoor service jointly held by the museum and the Paparoa RSA. “It seems that as each year passes, more and more young people are turning out for Anzac commemorations,” said Paparoa RSA spokesman, Bill Ponsonby. “And that is so good to see.”

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

Sailors’ life not so easy  by Brian Eastwood

Landlubbers watching the sailing ships surging down Kaipara Harbour in timber export days would often have felt a little envious. There they were, those lucky sailors heading off for other ports, on another cruise and with not very much to do The reality was different. Tall ships had miles of rope and cordage with hundreds of blocks and tackles to care for, sails to be repaired and changed according to the weather, paint work to be washed, new painting to be done and decks to scrub. An old salt, F.F. Eagar, once wrote that some people thought that once a ship set off with her sails up, the crew had little to do except sit down and watch her go along.

‘I have been asked many times what a sailing ship does at night — there seems to be a hazy idea that they stop for the night. Others ask if we have to go aloft at night or in rough weather. I tell them the dirtier the weather, the more work there is to do on the yards’. “What if you fall,” I was often asked. Alas, many a fine sailor in carrying out a necessary order does fall and is seen no more. Often when a man falls overboard especially at night,

it is impossible to save him’. Even well worked ships such as Kaipara’s legendary schooner Huia lost men. In May 1883 her first mate apparently fell asleep, lost his balance and went overboard twenty miles out from Wanganui port. Sailing ship hands never slept more than four hours at a stretch, often less if their watch was called out. Starting at noon, there were seven watches in each twenty-four hours. Crew was divided into two groups sharing five watches of four hours turn about, with two watches of two hours each. Another old sailor told how some companies sometimes kept their ship’s crews at work for as long as twenty- two continuous hours. Ships loading at Kaipara mill wharves often took on deck loads of timber. An author writing about shipping matters of those days, Frank Buller, pointed out the danger of deck loads. ‘Timber is a notoriously light cargo and however you pack a ship she will ride high above her loading marks. So there is a temptation to supplement the cargo by taking a large quantity on deck and that makes a frightful danger to life at sea’. ‘I know of few more miserable jobs than that of a seaman on a deck loaded vessel. It is nothing short of murder to make men handle sails on the uneven surface of a deck load often covered with ice. More, the timber laden ship is scarcely ever balanced and it makes her

so tender that the carrying of sail is an operation of great risk.’ ‘The average sailor is no saint when in port but remember he has been cooped up for three or four months on the ship with the same routine day after day with even his food served out to him by pounds and ounces and water carefully measured’. Buller wrote that he often heard people speak contemptuously of the windjammer and the sailors, but he knew that Australia and New Zealand owed their early prosperity to those same sailing vessels and their hard working crews. Kaipara certainly did.

The Kauri museum at matakohe has become the first museum in the world to receive a carbon-zero certification of it’s overall use of energy, after being audited by cemars, the certified emissions measurement and reduction Scheme The certification of being ‘carboNZero’ is part of an international programme, with almost 100 Cemars certified organisations around the world. “To take our museum further forward and to answer those long distance travellers who find the story of the demise of the kauri tree sad, it became our goal to be the first museum in the world to be certified carboNZero,” said museum CEO, Bet Nelley. “We continually want to demonstrate excellence. We need to avoid accusations of greenwash. To be a leader, we need integrity and best practice. In my opinion, there is no longer a debate about sustainability — in the present climate, or should I say the new normal, we all need reduced costs and efficient use of resources by being leaner and meaner. “We decided that being audited by Cemars and certified carboNZero, would draw attention to our levels of energy for our business. Kaipara backs economic summit Plans for two Northland summit meetings in June and July in search of an overall economic plan for the region have the thumbs up from the Kaipara District Council. “It’s a fantastic idea,” said Mayor Neil Tiller. “In order for Northland to succeed, it needs to pull together and it is good to see the focus being placed on this fact.” The main guest speaker at the June conference will be Deputy Prime Minister and Minister of Finance, Bill English, and the July conference will host the Minister for Economic Development, Steven Joyce. Northland MP, Mike Sabin, said the objective of the meetings was to develop a “cohesive, overarching plan” to better enable the region to achieve its economic potential. The summits will include representatives for agriculture, horticulture, aquaculture, minerals, power generation, tourism, forestry, marine, and IT based industries as well as Iwi groups, regional and local councils, Enterprise Northland and health and education providers.

“Northland has unfortunately gained the reputation for social and economic underperformance, Mr Sabin added. “The core focus of the summits will be to ask those sector groups to identify the factors that will most assist their particular industry to grow and what the major impediments are standing in the way of achieving that growth. “We have the potential, the people and the know-how, we have just struggled to have a wholeof-region approach and plan capable of delivering the outcomes we need, which I hope this process can address.” Also at the June summit will be the Minister of Energy and Resources and Minister of Housing, Whangarei MP, Phil Heatley, and in July, Minister of Maori Affairs, Dr Pita Sharples. The gatherings will be held at the Copthorne Hotel, Waitangi on June 6 and July 10. Thanks to Michael and Catherine Collins (proud new owners who consider themselves custodians of the hotel for the community) the grand old building is about to undergo a careful restoration, bringing it back to the look of its glory days. Indeed, a return to those nights of

he Hobson County Council clerk wrote that he was directed to request the Dargaville Borough Council to allow the control of the bridge recently erected over the Awakino Creek by Mr. Finlayson to be vested in the County Council. He also asked that the Borough Council agree to accept liability of half of its maintenance. He pointed out that the bridge is the connecting link between the Borough and the County at Awakino and was erected under the supervision of the County engineer and is of a class equal to the County bridges. — Approved.

wine, dine & entertainment Mouthwatering ideas for duck shooters Duck season is nearly upon us, so we thought we’d share a surefire duck recipe which is certain to please. Best prepared after a hard day’s hunting (by someone who wasn’t up at 4am with the dog in the back of the ute), there are few things more satisfying than tasting the rewards of one’s own sharp shooting… crispy skin duck with balsamic marinade The perfect dish to introduce the flavour of wild duck to those who have never enjoyed it – succulent slices of crispyskinned breast meat marinated in tangy vinegar. •

4 duck breast halves

5 tablespoons balsamic vinegar

salt and pepper, to taste

extra balsamic vinegar, for drizzling (optional)

Directions: Score (lightly slice) the skin of the duck in a tight diamond pattern. Be careful not to cut through to the meat – you should only break the skin. This will ensure that the skin becomes crispy and tasty when fried. Pour the balsamic vinegar into a shallow dish, just wide enough to fit the breasts in one layer. Add the duck, with the meat facing down and the scored skin (and the fat) facing up. Cover the dish and allow the duck to marinate for 20 minutes at room temperature – not in the fridge. Heat a non-stick pan over medium-high heat. Add the marinated duck fat side down and cook until crispy. This should take about 5 minutes... you’ll see the skin turn golden. When the duck is cooked carefully drain the rendered fat from the pan and wipe the outside of the pan of any overspill before placing it back on the stove Turn the duck breasts over and continue to cook: about 5 minutes more for rare, 8 for medium rare, and 10 minutes for well done. This is a guideline only – your duck may be smaller or larger, or of a thicker cut. Remove duck from the pan to a cutting board and slice thinly against the grain. Serve immediately, with optional balsamic vinegar for drizzling, or alternatively a hoisin or honey soy dipping sauce.

Despite the unseasonably sunny weather there’s finally a chill in the air these recent mornings, and during the evening the thoughts of many Kaipara folk must be turning to hot roast dinners, hearty soups and the other delights of winter cuisine. It’s a change in the air that’s not lost on our local eateries either — all of them have just what you need to get going in the morning despite the temperature, and there are of course plenty of fine establishments here in the north which promise a good night out no matter what the weather. Take the Aratapu Tavern for example — not only is their popular menu just perfect after a cold autumn day (especially a huge plate of ribs or a pizza built from local ingredients then cooked to sizzling perfection), you’ll also not find them wanting when it comes to music and a warm welcome of an evening. Similar praise could be given to the Ruawai Pizza Bar, who have been steadily garnering a reputation for their own take on Italy’s finest export. Forget the Ferraris — a piping hot pizza is the very epitome of the Mediterranean dolce vita — well, it is if you can make it as well as these guys can! This is the perfect time of year to indulge in that most civilized of starts to the day, the hot breakfast — and they don’t come much better than the heaping platter of bacon, eggs, toast and all the trimmings you’ll find at the Horseshoe Café in Dargaville. Pair up this feast with a hot coffee and your morning will look a whole lot brighter. We’ve said it before and we’ll say

The gas-free hatchback marks a first for the automotive giant who hope to convince even the most stubborn disciples of high-octane power that this is the way of the future. The Focus Electric is confined to North America right now, but it’s a sign of things to come. Fourteen years is a long time in the auto industry — not quite so long as it is in the world of computer technology, but things can move very fast in the competitive world of cars. Just compare the vehicles of 1975 to those of 1990, for example, and you’ll see what we mean Fourteen years is also a long time to keep people’s attention with an automotive concept — but that’s just what Toyota have managed to do with the Prius, the hybrid car which has developed the love-it-or-hate-it reputation of marmite, along with a more than casual acquaintance with Hollywood’s A-list. All while providing fuel economy figures better suited to a motor scooter — a neat trick indeed. Now Toyota have brought forth a smaller, lighter, less expensive and (some would say) more attractive hybrid to fill the compact car niche. It’s called the Prius C (short for City), and it certainly takes stylistic cues from the likes of the new Yaris rather than the liftback Prius of the last few years. With lighter and more efficient batteries there is a definite sense that the Prius C is just a normal car — without the expensive thirst. It can quietly cruise on suburban streets in purely electric mode, but when it needs a little boost the synergy drive system (as it’s called) draws power from an efficient little petrol engine. Just like its bigger, older brother, then — but the C is not only smaller and more nimble around town, it’s also cheaper to buy. And therein lies a big part of the little car’s attraction. Hybrids represent a whole new form of automotive technology, and as such early adopters have paid more. Now the Prius C can give you the satisfaction of saving a small part of the planet — along with a quoted 22.5 kilometres per litre of petrol — for roughly the same price as another, petrol-only super mini. Sure, it’s not bargain-basement, but think of the price at the pump. The original Prius is still very much the darling of ecoconscious celebrities, and the new C model is bound to have a broad appeal to city drivers who don’t want a fast car (you can’t pretend that the southern motorway is the Nurburgring

Book review . . .

A bird’s eye view of farms

As a child I recollect my father would often take time at night to sit with me out in the back yard and try to answer my questions about the world. He was continually baffled by the incessant questions which I threw at him. The main one being “But Dad where does it all end?” Meaning the edge of the world. He never managed to provide a suitable answer. To this day neither have I. Now I have another question provided by the book, To The Ends of the Earth. Where did it all start, for New Zealand at least? This new book offers the theory that an ancient race from the other side of the world settled our shores many years before Maori arrived. I am not an expert on ancient history and will never profess to be. After having diligently and I might add, very patiently, read and in some cases reread the contents, I have reluctantly arrived at some disturbing conclusions. It was apparently written by a committee of people and quotes endless other writers and publications, all no doubt experts in their various fields. All driven and obsessed with a desire to expound their collective theories and provide answers. It appears to be a controversial book and I cannot successfully list the questions that ‘Ends’ fails to provide answers for, in the space available for this review. I vividly remember a childhood school bus outing and I remarking to my science

teacher “Look at all those newly shorn sheep in that paddock.” The succinct reply to which was “Well on this side anyway.” Sometimes all is not what it seems. I used to be a proud possessor of a coin with a Roman head underneath which was embossed 723 B.C. It was the source of many a discussion on the ‘coin’s’ authenticity until it was turned over to read ‘T.J. Jones. Coppersmiths’. In closing, there are repetitions in this book, which more careful proofing may have addressed. It spoiled the flow and I should add that ‘artists’ impressions’ don’t provide facts to my satisfaction. Conlusion: All in all, an excellent read as far as an historical ‘Who dunnit’ is concerned. It will certainly provide lively discussion for years to come.

But now Northland Bayleys country property specialist, John Barnett, has done the hiring and flying on the buyers’ behalf, with a new video option to showcase rural properties. “Videos of houses in the residential sector are not so new and I wanted to step outside the square and offer similar promotion options that make that whole farm assessment stage a lot simpler for potential buyers,” he says. He combines the skills of a video producer with his appreciation of what farm buyers look for. He now recommends that vendors utilise a helicopter overview video as part of their marketing campaign, easily accessed via the internet. Mr Barnett said he was increasingly aware that the amount of time invested in a farm purchase itself represented significant additional investment, on top of the actual purchase price. “Farmers are like everybody else. They are time starved, with busy operations, families to consider and staff to manage, yet have to give a new farm purchase the consideration and evaluation such a

major investment demands.” Farms bring their own peculiar demands on time, often requiring significant travel to visit. Occasionally a buyer may then decide that the property was not really what they were looking for. “We are basically providing that first visit, without a potential purchaser having to leave the armchair. “It is hard though to hide much from a chopper flying over and we aim to be very honest in the portrayal of the property.” Overseas buyers are increasingly looking to New Zealand rural properties as a viable investment in uncertain times. Barnett believes the videos will play a big part in helping them to decide on a closer look. The costs of offering these virtual tours varies between properties, based on the type of farm and where they are. Mr Barnett says the rural sector is beginning to see strong level of buyer enquiry again. “If anything we are struggling for listings. The interest is there and good properties are in demand.

LEARNING ASSISTANCE

Learner Licence Course

We will be offering this course to youth aged between 16 – 19 yrs. Course days are Wednesday, Thursday and Friday, 9am – 2:30pm. The tuition is free but a licence fee will apply.

The two pass Reconnaissance convey will travel over the roads. Residents will be advised of the times and day by letter and there will be signs on the roads. The convey will have a lead and sweeper cars plus roving officials supervising road behaviour. The Police will be in attendance. Cars used for the Reconnaissance will have identifying numbers on both rear side windows plus the windscreen and headlights will be switched on. Residents may travel in the same direction as the reconnaissance cars during this period of closure.

To assist residents to enter or leave their properties during the day, on stages used twice (Mititai and Girls High School), they may follow the “Sweeper Car” when he clears the road after the first special stage has been completed. To identify residents they will be given a “Residents Car Pass”.

Years 11, 12 and 13 parent interviews are scheduled for 12 – 6pm, Wednesday 9 May 2012. It is important that parents and the school work together with our young people to support them to succeed. On the afternoon of Wednesday 9 May 2012, we are asking that you take time to come with your son or daughter to meet with the Vertical Form Teacher (VFT) for 15 minutes in their respective rooms to discuss goals, progress and next steps to help your child succeed this year and into the future. During Academic Coaching sessions, senior students have already had the opportunity to develop a long term Personal Education Plan (PEP) and a medium term Education Plan, and to evaluate what they think they will achieve in 2012. Each subject teacher has also recorded credits gained to date and an estimate of the credits that students are currently on track to achieve. All of these and an attendance printout will be available at the meeting. The focus of the discussion will be around what students need to achieve to reach their goals and
