The significant increase over a 12-month period has been driven by “people predominantly from Auckland relocating, buying holiday houses and retiring in Mangawhai,” according to registered valuer for QV, Jeff Robinson. “Mangawhai is well ahead and that includes both sections and houses. It’s basically a 25% lift in value. Being close to Mangawhai, Kaiwaka has seen a similar increase, whereas Paparoa and Maungaturoto are a little bit less with a 15–20% increase in residential value. Towards the west coast, Dargaville and Ruawai have seen 10–15% lift in residential values.” Mr Robinson said that even though the west was still fairly slow in comparison to the east, house values had started to lift slightly. Dargaville Ray White Real Estate agent, Jean Johnson said Dargaville was only a small portion of the Kaipara area experiencing this increase.
“I wouldn’t think we would be making a major dent in this increase report. Our prices are affordable compared to other regions and most of our buyers are from out of town. In the last 12 months, we have experienced this buyer change,” she said. Down the road at Dargaville First National, agent John Powell believed the report was not a true reflection of all house values throughout Kaipara but as long as net migration from Auckland remained it would mean more ‘blue collared’ workers would continue to move to areas like Dargaville. “We are selling more properties. In the last year we sold 63 more properties than the year before — that’s really significant. My biggest concern for Dargaville is the future of residential development. No one is building subdivisions so how do we grow?” Both agents agree that buyers are predominately from Auckland, while
Mangawhai Barfoot & Thompson manager, Saull Hinton, agrees his markets are fuelled by the Auckland property market. Mr Hinton predicts the increase in property values in Mangawhai, Kaiwaka and Wellsford will continue because of the demand at present. “The new motorway will push prices again because it makes these areas accessible and will knock (travelling) time off,” he said. “I know you can’t get tradesmen in Mangawhai, they are that busy, so that tells you the demand is definitely there. It’s a great option for the elderly people moving up and selling their house in the Auckland market. It allows them to move with money and then spend locally — it’s a natural drift north.” In 2016 there were 244 building consents issued by Kaipara District Council for new dwellings in Mangawhai. ¢

The 33rd Kaiwaka Sports Association Sports Awards were held last Wednesday evening celebrating local talent and sporting contribution in the area.

KSA manager, Cheryl Anderson said: “This year we had 33 nominees, our highest number yet. The standard was quite outstanding, particularly in the junior category, with many achieving to a regional or national level.” Junior Sportsperson of the Year was awarded to 17-year-old Shuntel Rika who was nominated by the Otamatea Netball Club for her achievements, including being selected for the Northern Zone U21 invitation squad. Cullen Curtis took away the title of Senior Sportsperson of the Year and was nominated by the Kaiwaka Touch Club. As well as achieving a high level in motocross, Cullen was awarded
for his success in the ATV North Island Champs, Nationals and Internationals competitions. Service to Sport winner Mike Peeni was a stand out winner with his contribution to rugby, including coaching the Otamatea Hawks U16 team who were undefeated winners of the Southern Districts Cup. The Greg McRae Memorial Trophy for sporting excellence and contribution to sport was won by Tamati Abel. Tamati was praised for being a ‘talented all-rounder’ with achievements in rugby, league, cricket and athletics. Emcee for the evening was John Markby of More FM. ¢

Paparoa robbery Inspector Justin Rogers from the Northland police confirms that they are investigating the ram raid of the Paparoa petrol station — which included the theft of an RSA poppy donation box. At around 12.55am on Wednesday, April 26, a car was driven through the front of the GAS Alley Petrol station in Paparoa. CCTV footage shows four offenders getting out of the car and trying to break open a cigarette cabinet. The offenders were unable to break into the cabinet so took the ANZAC donation box on the front counter and fled. Police carried out a forensic scene examination at the
petrol station. The vehicle was towed for forensic examination. Enquiries are ongoing to identify and locate the offenders. “To try and smash into a business and take someone’s livelihood is bad enough, but here we have offenders who have no respect whatsoever — even for our veterans — and I would go so far as to say it is just downright rotten,” said Inspector Rogers. “I would appeal to the people involved; have some mana and come forward — you will be caught and you have been caught on camera, get yourself some form of dignity while you still can and do the decent thing and give yourself up.”

LETTER TO THE EDITOR Mr Gent told your paper that he and Peter Wethey only stood on the basis of an undertaking from the minister that the government would look after the litigation. Other candidates in that same election received no such comforting words from the government. Many of your readers won’t care about that, but alarm bells might ring about government interference in what are supposed to be independent
elections. Mr Gent says that he wants no part of the litigation, but he thinks it’s OK for the ratepayers to pay for it. Do we need another election, on a level playing field? The government can’t ‘help’ Mr Gent. It was precisely because it set up Winder’s engagement illegally that he had to be terminated. Putting in another Crown Manager won’t fix that. Bruce Rogan

was appointed as Crown Manager three months before the local body elections. Thus all candidates would have been aware of the appointment and its purpose.

Mayor’s Message Crown Manager (CM) You will have read by now that the Government has disestablished the CM role. This is due to uncertainty around the process used to appoint the CM at the time that Kaipara returned to an elected Council. This issue is one for the Government to deal with, not Kaipara District Council (KDC), but affects us hugely. The thinking behind the appointment of a CM was to allow the new Council to concentrate on the future and not get bogged down in litigation related to past decisions. At a very pragmatic level, it also meant new (and learning) Councillors did not have to get an in depth understanding of issues, some of which date back to 2013. The CM was Peter Winder, who was also one of the three Commissioners. Mr Winder also handled legal matters for the Commissioners, and his appointment provided continuity. Although the CM made decisions related to legal matters for Council, ratepayers have and will continue to foot the bill. The amounts are substantial for a district the size of ours. Councillors and myself have had an assurance from the Associate Minister Jacqui Dean that the decisions made by the CM to date are legal and will stand. Of course, ultimately, it is only a Court that can make that absolute determination should Government be challenged in that regard. Council’s view of this matter is simple. We all stood for the role believing we would not have to personally deal with historic legal matters. We believe Government gave us that commitment and should honour that. The Minister has pledged to provide us with future support. We are now waiting to see what form that will take, and whether it will be acceptable to us. I will keep you updated. Below are our (ratepayer) costs incurred to date. These costs of course make no allowance for the huge management distraction that occurs during these types of proceedings. Otamatea 3 Day Camp On a more positive note, I was invited to attend and judge at the above Camp held on Paparoa Station Road. It was fantastic to see 200 children being children: making huts, getting covered in mud, horse riding and a myriad of other activities supported by good Christian values. The logistics of running such a camp (which has been going for many years) must be daunting. To all those adults who pitched in, you are the people who make Kaipara the great place that it is. I guess your greatest reward is that the children, particularly from the city, will remember the experience for the rest of their lives. Meeting with Me I have days at Dargaville where I meet citizens who wish to make an appointment. ANZAC Day On behalf of Council, I was honoured to attend the dawn parade at Maungaturoto and the midmorning service at Dargaville. Other Councillors and Officers attended services throughout the district. Our Vision The Kaipara vision is currently “Kaipara — where it’s easy to live”. As the start of the next 10 year planning cycle, we need to first consider if this Vision is still appropriate for us. If you have any thoughts in this regard, please have a chat to your local Councillor.

However, the latest ‘leavings’ have posed something of a dilemma for the couple. “We had a chap from Sweden, who camped down on the beach front of the camp, and set up a plywood windscreen, or so we thought. We noticed he was painting it and assumed he was merely toning up his camping site.”
Supermarket’s front door deliveries From Monday May 1, the Dargaville Countdown supermarket is providing an online shopping delivery service. For the first month the store is offering free deliveries then there will be fees between $8.75–$15.75 per delivery, depending on how much you spend. “A lot of people have been asking for it and the click and collect has gone better than we expected,” said customer service manager Teresa Barnes. The delivery service will run from 10am–8.30pm and will be divided into two time cycles —
morning and evening. Customers will select what time they will be home. The service will run in Dargaville Monday to Saturday mornings. In Ruawai it will run Wednesday and Friday evenings and Monday mornings. For Baylys beach it will run Tuesday mornings and Friday evenings and for Te Kopuru it will run Monday evenings and Wednesday mornings. During six weeks over summer, it will run to Kai Iwi lakes.

In fact, the touch of paint turned out to be a two-day operation, and when the visitor was packed up to leave, he presented his creation at the camp shop. It was a triptych — three panels made up of plywood sheets nailed to frames, and intricately covered in ‘modern art’. “It has what might be a signature on one panel, or something like a trademark, but after gifting us with this, he departed with little more information.” At present, the artwork is housed in the Kenny’s garage, as they ponder its eventual fate. “It sort of smacks of a Banksy,” said Andrew, “but perhaps in a very different art form.” ¢

Manage my Health is a new app now available through the Dargaville Medical Centre that enables users to stay in contact with health professionals, check test results and book appointments via their smartphone or computer.

More than 700 patients from the Dargaville Medical Centre have now signed up to the time saving service says Kaipara Community Health Trust CEO, Debbie Evans. “The app allows a patient to select which doctor you want to see and shows the availability of appointment times right at your fingertips. Test results are also available if you wanted to monitor a cholesterol problem or want to take a look out of interest.” The app not only shows personal medical history but also alerts a patient when a health appointment is due. Dr Cathy Hurd from Dargaville Medical Centre said patients can benefit by being able to request online prescriptions, book appointments and by using the email system. “The email system has been a great way to communicate with patients with chronic illness if someone has questions about their health between appointments. Rather than having to phone in and wait for their call to be returned,” she said. Dargaville SeniorNet secretary, Heather Cashin said SeniorNet would be willing to help members or newcomers navigate the app. “I think it’s excellent. Often when going to the doctor you come

The Warfare Officer on the navy inshore patrol vessel HMNZS Hawea was 11 years old when two career advisors from the NZDF visited Dargaville Intermediate School to talk about life in the military. “They spoke about life in the defence force which I thought was different and exciting. It stuck in my head and in my second-to-last year in high school I decided to join the navy,” said Midshipman Wills. The Hawea left Auckland last week for Fiji, where it will help patrol the South Pacific country’s territorial seas and Exclusive Economic Zone over the next six months. “I had not travelled outside the country before I joined the Navy in
July 2015 but since then I’ve had lots of opportunities to travel and learn, without having to incur thousands of dollars in student debt,” she said. As Officer of the Watch, Midshipman Wills will help ensure the safe navigation of the ship over the 2,590-kilometre journey to Fiji. “Our deployment to Fiji is the first time I’m going on an operation overseas and I’m so excited. It’s going to be an awesome learning opportunity for me. “I’m undertaking a navigation course later this year and the operations we will be conducting in Fiji, such as manoeuvring the ship and launching our sea boats will help me gain practical learning experience.” ¢

We are very grateful for the support we have had from Northland’s local bodies (including the Northland Mayoral Forum) NZ Chambers of Commerce Northland, Northland Inc and Northland Federated Farmers throughout this process.

Apart from the methodology flaws, this latest decision from the EA to start again because of significant errors in its cost benefit analysis, highlights serious uncertainty over the rationale for the whole proposal. Northpower, along with a number of other interested parties, had pointed out these errors to the EA. The proposal was a highly theoretical approach to solve a problem many argue does not exist, and adds significant complexity to an already highly complex electricity wholesale market.

Winter is nearly here, and smart residents of the Kaipara are preparing now to weather the storms and cold that the season will surely bring. A little forward thinking can make all the difference to not only your home but also your health as the nights grow longer. A quick check around the home is vital as the last of the late autumn sunshine arrives. Take a look at weathertightness before drips, leaks and draughts encourage condensation and the growth of respiratory-disease causing black mould. Rust around the nail heads keeping roofing iron attached should be attacked while the sun shines, treated with rust kill and covered with roofing silicon. If there are major problems, roofers should be alerted sooner rather than later as their schedules become very busy this time of the year. Similarly, ill-fitting windows and gaps in glazing putty should be addressed by a local glazier. Firewood famously ‘warms you twice’, so a good dry stack provides exercise

as well as inexpensive heating later on. Make sure you have had your fireplace inspected and your chimney cleaned to keep onside with your insurance and prevent disaster. For those looking to new heating options, now is the time to assess the installation of heat pumps, gas fires and fireplaces — there is a lead-in time for such aspects of the job as council paperwork and consent. Leaving it too long to choose a supplier may mean a long wait that stretches into the cold months. Perhaps this is also the year to look into heat transfer to warm other areas of the home with excess fireplace heat. Finally, it’s good to look to your own health as the coming cold weather tests you immune system.

Wild weather has heralded the start of the cold season, and all across the district people are opening up their sheds and garages to reach for their chainsaws. Whether big or small, these versatile tools are all capable of cutting chores down to size — but not without danger if used incorrectly. After all, those rapidly moving blades are designed to slice cleanly through tough wood. Having something in the way should a cut go wrong is not just sensible advice, it’s a necessity. As with most power equipment, the first place to start is from the top. Protect your head from flying wood chips with a combo of eye protection and a mesh mask in one. These can be purchased attached to a hard hat if the work you’re doing involves bringing down whole trees or tree limbs. A pair of earmuffs will protect your hearing from the inevitable loud noise of
chainsaw use at close quarters. Gloves with plenty of grip and steel-capped work boots are also a must, protecting the extremities. Ask any professional forester, though, and they will tell you that chainsaw operator’s chaps are a real lifesaver. If the worst happens and a cut goes wrong, the likely path of the saw is down toward your legs. Modern chaps contain a layer of fibrous material designed to instantly bind up the chain and its sprocket mechanism, stopping it before it can chop through. In this way they are

even tougher than leather, and are highly recommended even for the simple task of filling the wood shed. The final aspect of chainsaw safety is the saw itself and being familiar with its use. Know your chainsaw and how to sharpen and tension its chain. Keep it in good order, well oiled and clean so that electrical points and switches don’t
become fouled with sawdust residue. If you have any doubts — or if the saw is hard to start, runs raggedly or cuts sluggishly on the first time out of the shed this autumn — don’t press on. Ask for advice and a tune up from your local small engines specialist and have an easier time prepping for winter’s fires. ¢

As baby boomers reach the golden years, their retirement is increasingly made more interesting with technology, the Internet and smart phones keeping them connected with family and friends across the world. But with this comes the opportunity for the unscrupulous, and nary a week goes by without a story of an unsuspecting Internet user being scammed, some by offering opportunities to earn thousands of dollars a week. The Department of internal Affairs offers anti-spam advice, and for upto-date information on scams running in New Zealand, visit the Ministry of Consumer Affairs Scam Watch website. The most common scam to watch for is the so-called Nigerian fee. This long-running scam offers you a percentage of millions of dollars in exchange for an up-front fee and letting the sender use your bank account to transfer the funds from where they are currently held. The Nigerian letter has many variations, and despite its name can come from anywhere in the world.
RIVERVIEW REST HOME AND VILLAGE
The Riverview Resthome and Village was established over twenty years ago by the Maungaturoto Community Charitable Trust Inc (MCCT) to serve the Maungaturoto District. Originally set up as a sixteen-bed Maungaturoto Rest Home, the complex has evolved alongside a residential area adjacent to the rest home which offers thirteen rental units. Fourteen ‘own your own’ units have been added over time. A medical centre, operated by Coast to Coast Health, provides convenient onsite care for all residents.
Prize notifications tell you that you have won a prize in a lottery you haven’t entered. But you have to pay money to the operators before they will release the money. Phishing attacks use ‘spoof’ emails and fraudulent websites designed to fool recipients into divulging personal financial data such as credit card numbers, social security numbers, bank and other account usernames and passwords. By hijacking the trusted brands of well-known banks, online retailers and credit card companies, phishers are able to convince up to five per cent of recipients to respond to them.
Do not forward hoax emails. Take a common sense approach when you receive strangely worded or sensationalist emails in your inbox — if you think the email is a hoax it probably is. Do your friends a favour and don’t pass them on. Unless the email is from a known and trusted source, do not open attachments or click on links, as these can infect your computer with malicious programs. Think twice about emails from trusted sources but are ‘forwards’ of joke or chain letter types, these can also be dangerous. It boils down to common sense. If in doubt, leave it out. ¢

Conservation awards entries open Rural groups in the Kaipara have a week in which to enter the annual Green Ribbon Awards, which recognise outstanding contributions toward protecting and managing New Zealand’s environment. The farmland foreshore planting surrounding the Kaipara Harbour is a good fit for the awards according to the Department of Conservation, which is calling for individuals, groups and organisations who are getting involved and making a difference to enter this year’s awards, with a closing date of May 10. Groups can enter the awards themselves or be nominated by others. DOC says there are many people in the district who are working hard on conservation projects for the environment. Environment Minister Dr Nick Smith and Conservation Minister Maggie Barry say the awards recognise outstanding contributions by individuals, communities and organisations to protect and enhance the environment. “Previous years have showcased an impressive array of initiatives making a difference to our natural assets and wildlife,” Dr Smith said. “The 10 categories include biodiversity, resilience to climate change, waste minimisation, caring for freshwater, coastal and ocean protection, leadership, philanthropy and partnerships, and the Supreme Winner category.” Information can be found at greenribbonawards.org.nz, including how to enter. The Topp Twins came to town last week and a packed Dargaville Town Hall of young and old were treated to much laughter and wonderful music.

“Shocked” by comments she read, Simone decided to create not only a safety ride near her home in Paparoa but she also rolled it into a national campaign and event. “The goal is to try and get as many riders out on the roads on the same day. We’ve got 10 rides around the country confirmed now and another two to four in the pipeline. At this stage it looks like we will have 300–400 riders around the country participating,” she said. Those wanting to attend the events need to be dressed in high visibility gear, wear a hard hat and appropriate footwear. The 6km ride in Kaipara will set off from the Matakohe Saleyards along Tinopai and Metcalfe Roads.
A support vehicle in tow will collect horse manure along the way and walkers are welcome to join too. “We don’t want to give people any excuses to get upset at us. We don’t want to go through main streets and highways, we just want to raise awareness of horses on the roads on the outer suburban streets and country roads. “We’re not wanting to hold up traffic, we just want to be seen.” Simone says it’s important for drivers to slow down when approaching horse riders on a road and allow at least two metres between the horse and vehicle. The ride will begin at 10am with registration taking place beforehand. Contact Simone on 021 738 346. ¢
p Jools and Lynda Topp as ‘Camp Mother and Camp Leader’
This was just their second show in Dargaville after their first appearance more than twenty years ago. Lynda and Jools Topp started of their two-and-a-half-hour show with their characters Mavis and Lorna, the bowling ladies. This was followed by Camp Mother and Camp Leader, their most loved and well known characters. Then there was an interval with tea, coffee and cake, supplied by ANZAC theatre volunteers. Act two started with Ken and Ken, before the show ended with the twins as themselves.
The twins often interacted with the crowd during the show (just ask Warren Bryant from Dargaville Carriers) by asking them questions and quickly responding with witty one-liners. The show was full of laughs as much as there was singing, with the twins performing old and new material. It was great to have these New Zealand icons in town and we can now look forward to their upcoming fiction film, featuring the Ken and Ken characters. Entitled ‘The Long Drop’ the movie is currently in the funding stages. ¢
