It will be something of a red letter day for the community, when it welcomes back general practitioner, Lyn Mitchell, who will host one day a week at the Paparoa Medical Centre, which had been reduced to a nurses’ clinic on two days a week. “The Paparoa Medical Society and the Kaipara Community Health Trust have been working together for the past four years with Coast to Coast Health Care to ensure doctor services were reinstated at Paparoa,” said the CEO of KCHT, Debbie Evans. “From Tuesday, June 5, Dr Lyn Mitchell will be available for appointments at every Tuesday clinic at Paparoa. The chair of the Paparoa Medical Society, Bill Smellie said “it’s great to have Lyn back as this will save people without transport having to travel to Maungaturoto to see a doctor.” A shortage of rural doctors across the country made the Paparoa position difficult to fill, and Dr Mitchell, who has  Paparoa Medical Centre Committee. The group departs on June 23, for ten days “The aim of the programme is for students to raise funds for the trip in a way that contributes directly to the community,” says the deputy principal of DHS, Takiri Pumipi. “Rather than parents providing the funds for the trip, the students are working hard to earn the money. Kaipara teams sail Pub charity boost for club away with honours

3

The Maungatoroto JMB Club has received a donation of $2,500 from the charitable trust, Pub Charity

The R. Tucker Thompson Te Tai Tokerau Tall Ship Challenge saw top honours go to the two teams entering from the Kaipara district. The challenge, sponsored by Northpower and Top Energy, is a competition to find out which school team can demonstrate they have what it takes in terms of leadership, initiative and teamwork The seven-day voyage aboard the tall ship departed from Marsden Cove and finished at the R. Tucker Thompson home berth at Opua Wharf. The weather made for a challenging voyage up the coast from Whangarei to the Bay of Islands, particularly as they rounded Cape Brett in rough seas. But offsetting these were memorable visits to Mimiwhangata, Whangamumu and snorkelling at the stunning Poor Knights Marine Reserve. The teams were set a number of challenges throughout the voyage to test both physical and mental skills and willingness to participate, including ‘Safety at Sea’ procedures such as man overboard and emergency at sea drills. They were required to work together to ensure they completed the challenges in a safe and responsible way. Otamatea High School had the lead for most of the voyage, however in the final 24 hours a strong surge from Nathan Mullen and Christine Cochrane saw the pair from Dargaville High School snatch the trophy from the hands of their closest rivals. The two lines companies sponsored two-student teams. Top Energy sponsored Opononi Area School, Kaitaia College and Whangaroa College while Northpower sponsored teams from Dargaville High, Otamatea High and Pompallier College.

 Maungatoroto JMB Club say thanks to Pub Charity

 Christine Cochrane and Nathan Mullen show off their trophy

In presenting the trophy, Northpower reminded the youngsters that safety was their highest priority, with safety at sea no exception. Top Energy reinforced their commitment to supporting youth in the area and in particular their water safety sponsorship.

“The funds were much needed to purchase new training equipment,” says committee member, Jill Wilson. “With the grant, we have purchased new balls, agility poles, training ladders, drink bottles, kicking tees, tackle suits and 10 new jerseys. This equipment will be used by the whole JMB club, including the midgets, the under 9’s, the under 11’s and the under 13’s.” explains Jill. “We wish to say a big thank you to Pub Charity. It is a great avenue for clubs to tap into for funding and it is not widely known about,” says Jill. Pub Charity is a charitable trust committed to supporting Kiwi communities through funds raised in gaming machines in hotels and taverns. The JMB which is based at the Country Club in Maungatoroto, plays against teams from Wellsford to Ruawai. They

also have three Dargaville under 13’s in the competition this year. Jill says, “we have a really strong committee, a new president and our numbers have grown to over 70 members.” “As with most clubs we rely on donations and fundraising and the costs can be considerable, such as the power for operating the night lights and the purchase of new uniforms and equipment. There is only so much money you can raise from raffles and sausage sizzles.” They have also obtained a recent grant from the ASB Community Trust which enabled the club to install floodlights in the grounds. “We are now able to hold games on Friday nights which means that parents can have the weekends free. The fields have been reshaped and regrassed and are looking great.”

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

Undersea turbines a long road  by Paul Campbell

The apparent hiatus surrounding the Crest Energy plan for an undersea electricity farm off the Kaipara heads continues, with the company pretty close mouthed on its intentions now it has resource consent for experimental turbines. But on the other side of the world are some clues to what’s happening on the Kaipara. This whole undersea power idea is really still so experimental, we are not likely to see cables snaking ashore at Pouto any time soon. Why? Let’s look at Scotland. This month, an underwater turbine that is set to be used in Scotland’s first

and only consented tidal power project has successfully completed an initial testing period in Orkney, and is providing electricity for homes and businesses on the island of Eday. The 1MW power generator was installed last December. Project spokesman, Keith Anderson, says the concept of generating electricity from the natural movement of the tide is still relatively new – “and test projects like this are vital to help us understand how we can fully realise the potential of this substantial energy source.” No doubt, Crest will be following the Scottish trial closely. It involves

a turbine developed in Germany. The HS1000 tidal turbine is seen as one of the world’s most advanced designs and a prototype device has been generating electricity in Norway for over six years. The design is based on a mixture of technology used in traditional onshore wind turbines, subsea oil and gas production and in hydro-power plants. “The 1MW pre-commercial device is an important step in our staged strategy for developing reliable and cost efficient tidal energy converting devices and power plants. The tests being carried out so far have confirmed the design basis for the technology and given comfort concerning the device’s capacity,” Andersen said. “We are still early in the testing programme with endurance, availability and reliability being the most imminent factors.” “The whole point of this device is to test that it can produce power, and we believe it can, and to show it’s robust and can be maintained.”

More significant is that the list of companies involved in this work has been transformed from a collection of relatively small and little-known concerns, bravely struggling with the elements and unconvinced investors, to a roll-call of some of the biggest names in engineering and energy. Rolls Royce and Kawasaki Heavy Industries are among the giants now exploring the development of tidal power. The BBC has been reporting on the Scottish project, and provides an interesting observation: ‘This must be a little like the pioneering days of steam or aviation: the earliest creations have passed the first credibility test and now the big powers of industry are getting interested. If this particular industrial revolution does take shape, and these machines multiply across the ocean floor we’ll need a new word to describe them. ‘There is no rush however: deployments on this kind of scale are at least a decade away, probably more’.

Locals focus on the future  by Kim Munro

Business owners, investors, stakeholders and other interested parties have been gathering with a common goal to increase economic development and the number of visitors to the Kauri Coast region The Dargaville Business Association recently hosted a presentation by Karen Remetis from the Town Centre Development Group. Ms Remetis told an audience of close to 40 people, that the focus in developing the area should be on the uniqueness of the region and developing experiences that are not found elsewhere in the world. In terms of economic development, she emphasised the importance of strategic planning for the development of the town centre. In particular, it was recommended that a separate rating for businesses be implemented to enable the local commercial centre to undertake improvements and marketing initiatives. Another meeting hosted by the Kauri Coast Promotion Society, saw a similar turnout recognise that tourism is a vital economic factor and that Dargaville should be promoted as the visitor

A tourism forum that was held at Waipoua Lodge and chaired by Northland MP Mike Sabin, was one of several recent industry meetings providing an opportunity to share thoughts and focus on ways to grow the industry, including regional branding, growth opportunities, barriers and obstacles to development and ideas for increasing tourism numbers.

Kaipara Lifestyler increases circulation Kaipara district’s weekly community newspaper, the Kaipara Lifestyler, has expanded its circulation. It is now finding its way into the homes of urban and rural Wellsford and Te Hana residents. This new distribution channel has seen the paper’s weekly circulation increase to over 10,600 many travel to Wellsford and Te Hana for their business requirements,” says Allan. The Kaipara Lifestyler has been delivered to urban address in Wellsford for some time now, and in answer to many requests we are delighted to increase our distribution to all urban and rural homes in Wellsford and Te Hana.’’ With the inclusion of our four farming publications, our company contracts to have just under two million papers delivered a year, however, errors in distribution do occur from time to time, so please let us know if you do not receive your copy.”

Dargaville acts as the hub of the western region of Kaipara while Wellsford acts as the service centre to the eastern seaboard of the district. As close neighbours, Te Hana and Wellsford are very much part of the Kaipara community,” explains NorthSouth Multi Media Managing Director, Allan Mortensen. “The area is a major service hub for many of our readers so they are interested in what’s on offer there. Healthier homes

Healthy Homes Tai Tokerau is giving priority for free house insulation to families that hold, or are eligible for, a community services card and have children aged 0 to 15 years and to 65 plus years who suffer a health condition from living in cold, damp houses. The programme has been designed to improve the health and  Healthy Homes Tai Tokerau installer on the job wellbeing of whanau through creating a warmer drier home environment. “This targeted health programme has been running since the beginning of the year and is a two-year initiative. We need families to put their hands up now and take advantage of the programme,” says CEO Kaipara Community Health Trust, Debbie Evans. “If you are a tenant your landlord can apply for the programme on your behalf if you have a health condition. They will be asked to make a financial contribution of $500 which is approximately 13% of the cost. This is a significant incentive compared to similar programmes that have been offered.” The Healthy Homes Tai Tokerau Retrofit programme has been running since 2008. The installers are qualified technicians who undergo training and are accredited and audited. It is a Northland-wide programme which has insulated over 200 homes in Dargaville, 40 homes in both Ruawai and Te Kopuru, around 30 homes in Maungaturoto, approximately 20 homes in Paparoa along with a number of homes across the Kaipara district. Letters to the editor Pioneering spirit

The KDC Debt

As a peace loving senior citizen (I sympathise with the Mangawhai residents and their drainage problems and rates rises), but I am heartily sick and tired of the complaints of the many ratepayers and residents associations. First they call for the mayor’s resignation, now it is the deputy mayor as well. If they resign where will we be? Whoever took over would have the same problems to face and would they also be asked to resign? Whose fault is it that the economic crash caused the Mangawhai boom to fail? The same happened up north at Cable Bay and other places around the country. Whose fault is it that our country has been devastated by earthquakes and other disasters that have put central government into great debt and there is no money there to bailout suffering districts? Where is the spirit of our pioneers who faced many hardships and worked to better themselves and the places where they live? Why can’t we all work together for the good of all, instead of always looking for someone else to blame? Eighty plus years of living have taught me that the attitudes constantly cropping up in the media will not improve the situation, only make it worse.

I think that business as usual is not good enough. They need to take drastic action to cut spending If central government will not reign in council spending, then the council must become totally open and accountable to the ratepayers. A summary of the audited accounts for the last two months could be included in the rate demands, along with a figure for total debt. The CEO position should be elected, not appointed. Rate increases should not exceed 10% percent per year.

Unearthing the spirit of ancient kauri  by Andy Bryenton

“I make jewellery for giants,” says Te Hana sculptor and visionary Kerry Strongman, standing proudly beside an intricately carved kauri figure eight feet tall. “There are millions of carvers in stone, so I had to find a point of difference” That point of difference — combined with the kind of measured, patient skill which sometimes sees him wait years for a piece of timber to weather and reveal its secrets — has seen Kerry’s creations earn worldwide acclaim, with customers as far away as China and the Netherlands embracing his unique style of sculpture. Kerry’s medium varies, but a large proportion of his works are hewn from swamp kauri — the naturally preserved heartwood of forest giants

felled millennia ago by some natural cataclysm. Deep layers of swamp kauri have waited beneath the earth for up to 70,000 years to see the light of day again — which is why a brief wait of a mere four of five years in the spacious workyard of The Arts Factory doesn’t seem like too long by comparison. When the form within the wood is made plain to the artist’s sight the first steps are taken with pencil and chainsaw, roughing out curves which will come to graceful life under the hands of Kerry and his fellow artisans John and Michael. Fractures and imperfections are often healed with the application of kauri gum and resin to create glistening golden veins through the textured timber. Images and influences from the Maori tradition blend with spiritual figures and forces of nature in the works which stand in the Arts Factory yard and gallery — curved hooks, swirling spirals, vigilant manaia and great Haast’s eagles share space with Olmec and Native American faces, and other forms which blend the mythologies of many nations. “Each piece has a story, and

we want to give the person who buys the sculpture a sense of that,” says Kerry. A recent addition to the Arts Factory staff is accomplished dancer Anita, formerly an exponent of ballet in Europe. She adds dance to music and sculpture to bring these unique stories to life, imbuing Kerry, John and Michael’s finished works with added meaning. “We work to inspiration, not to commission. It’s the same way sculptors worked during the renaissance,” says Kerry. His latest masterpiece, an immense sculpture featuring a family of tuatara, is headed out to China soon, and it glows warm redbrown under the gallery lights. Pieces like this can be years in the making, and the finished product is breathtaking. If you’re travelling through Te Hana, stop by and take a look at this living, breathing artistic workshop and gallery. You’ll find the spirit of the renaissance is alive and well in this corner of the Kaipara, where the soul of ancient forests finds new form.

“ Each piece has a story, and we want to give the person who buys the sculpture a sense of that”

“The most important function of my art is to provide people with a moment – a brief breath in time – to experience a sense of freedom and peace. The thing about most decisions is that they inevitably contain a hint of compromise. In the motoring world this especially true — if you want a reasonably priced vehicle it’s usual to have to go without certain luxuries. If you want the power and practicality of an SUV you’re doomed to pay at the pump. And if you adopt the latest in technology you’re bound to have to compromise on style. Or comfort. Or price, again. The thing is, nobody seems to have told the folks at Mazda. Why else would their new CX5 (already one of the most coveted things on wheels mere weeks after its launch) offer a sensible price, taut, bold styling, under-the-hood muscle and a full suite of creature comforts — all underpinned by one of the most exciting advancements in automotive engineering this decade? The attractive little SUV even comes with a design philosophy — something usually only indulged in by the likes of Pagani or Bentley. Mazda have always been innovators

FieLdayS SaLe iS now on

— they brought the rotary to the masses in the form of the exciting RX7 and RX8, and when everyone else knew that the roadster was dead they went and designed the MX5, the most popular roadster ever. Mazda have done it again with the CX5 — redefining the SUV as a family friendly, comfortable, responsive and eco-conscious 21st century vehicle. And they haven’t compromised on power to do it — I recently drove the CX5 Limited 2.2 Diesel AWD model, and it felt crisp, responsive and powerful off the mark. The petrol model has an amazing compression ratio of 13:1, and boasts 6.4 litres per 100kms. The diesel is clocking 5.7 litres per 100kms, and it’s all due to that aforementioned innovation — Mazda’s Skyactiv system. The CX5 is new from the ground up. Cruising the river with Daisy With experienced Kaipara skippers John Hansen and Dave Selby at the helm, Daisy recently took passengers on a 3 ½ hour cruise exploring the Northern Wairoa river to Tangowahine Departing Dargaville at 1.30pm, the group motored along the river at a leisurely pace, giving passengers time to take in the scenery while John and Dave pointed out landmarks on the way. Daisy, originally a flat-bottomed houseboat, has been converted to accommodate 25 passengers with a viewing platform and a fully licenced bar. The cruises are typically one to three-hours to a number of destinations including Tokatoka, Te Kopuru, Tangowahine and Kellys Bay as well as evening cruises and business or sports group outings. “Cruises are available on demand and we are totally flexible as long as it is safe,” says skipper, John Hansen.

“We’ve been running the Daisy cruises for over two years and we find that many locals, as well as tourists, are keen to get out on the river. They’re inquisitive because the river is such a big presence in the region and there’s so much history associated with it. The river was an economic lifeline for the region, particularly for kauri timber milling,” explains John. Despite the river’s unique colour, which is due to tidal movements and deforestation, the river is a healthy ecosystem. “We occasionally see a bore, which is a wave that comes up the river when the tide is turning and believe it or not, we have also seen the odd seal and even a pod of killer whales.”

Farmers of New Zealand clearly recognises the seriousness of the crisis the district is facing and has come to the view point that little will be achieved by berating and belittling the council The current Draft Long Term Plan has been prepared in haste and is fundamentally flawed. It has become a focal point for protest and division. The Council needs to withdraw the plan, re-engage with stakeholders with the expressed viewpoint of harnessing and redirecting the communities’ energy into charting a new way forward. If the Council does withdraw the plan we would be prepared to work constructively with them on finding workable solutions. If the Council is not prepared to withdraw the Plan, then Farmers of New Zealand will mount a legal challenge to its standing. Farmers of New Zealand will be inviting the other protesting groups to join our challenge. One of central planks of the challenge will be our contention that the Council has proposed significant, major, rating changes without due regard to their net impacts on the social and economic wellbeing of Kaipara residents and ratepayers. The Local Government Act 2002 Section 14(1)(c)(iii) states when making a decision , a local authority should take account of — the likely impact of any decision on each aspect of wellbeing referred to in Section 10. Kaipara District Council appears to have totally ignored this basic requirement.

Keeping your farm working this winter Redline Dargaville have a new manager — John Moolenschot joins a team famous for going above and beyond the call of duty to keep local agri-business moving, but he’s quick to point out that Redline’s success is a team effort. That’s never more true than at this time of year, when the cold and wet of winter test the mettle of agricultural machinery. Wise farmers are getting their tractors and machinery serviced now to avoid breakdowns in the colder months, and increasingly they’re turning to Redline for parts and service — both areas in which John’s new colleagues excel. Queenie Hobson, Vanessa Ledingham, Glen Stevenson, Mark Hansen, Matt Hall and Piyall Fernando make up the Redline Dargaville team, and they’re all experts in their field. As the local suppliers of big names like Case tractors and Kuhn farm machinery they’re proud to support the rural sector that makes up a huge part of the Kaipara’s economy. On behalf of the wider farming community we’d like to offer a warm welcome to John — we hope that you enjoy the hospitality of the Kaipara. And remember to stop by and visit Redline if you’ve got questions about agricultural machinery on your mind — the team there will be sure to have what you need.

Players spread their wings The enthusiastic thespians of the Otamatea Repertory Theatre based at Maungaturoto are heading to the bright lights out of town over the coming weeks, presenting four one-act plays in Whangarei, Mangawhai and Dargaville The ORT On Tour programme is being undertaken to travel even further afield, with theatre stalwart, Maura Flower, having won selection to the New Zealand Theatre Federation regional championships in Whakatane in August with her first play, Coupon Fiesta, which will tour along with three other offerings — The Play, Time Flies and The Open Window. “It was wonderful to have Coupon Fiesta chosen and it would be even better to see it go through to the national championships,” said Maura. “With the task of getting cast and crew to the regional event, it’s hoped their tour will raise the necessary funds. “The play is based on my experiences in running the Four Square shop in Paparoa for many years and is set in the 1990s when things were a little different than today. I won’t give away too much more than that.” The four plays will be staged at

Whangarei — at the Old Library on Saturday June 2, at the Village Hall in Mangawhai on Saturday June 25 and at the Little Theatre at Dargaville on July 6, with all performances at 7.30pm.

THE DARFT LTP DO YOU KNOW YOUR PROPOSED NEW RATES? Go to this website http://www.kaipara.govt.nz/Your+Council/Rates.html?id=Xi6aLQhi&mv_pc=s enter your Rates demand reference. Check new rate. Many increases are 40% to 50%, some are 300% or more! What will the impact be? The burden is too high. Check then the possible impact of changes through the submissions process. If say $1 million was moved back from targeted rates, then with 12,000 ratepayers, the general rate component would increase by $1,000,000, divided by 12,000 = another $83 per year increase. If $3,000,000 was moved then the increase would be $250 per ratepayer..

Can you manage that on top of what you have, examine your worst case? DO YOU KNOW THE PROVISIONS FOR HARDSHIP? Section Eight Rates Remission: Extreme Financial Hardship Objective Remission may be given in cases of extreme financial hardship — when the ratepayer has no assets except a low value property which will not realise sufficient funds to pay at least 50 percent of the outstanding rates, and where the ratepayer relies on supplementary benefits. Written confirmation must also be provided from the ratepayer’s budget advisor.

Does this mean if rates owed are $2,000, then unless your property is worth $1,000 or less you are ineligible? Is that sufficient help? CAN YOU MAKE SUBMISSIONS BEFORE THE CHANGED RATING POLICY IS ADOPTED? Council has posted details with over 400 pages describing the Draft LTP, and held meetings as close as 15 days from closing date to ensure Ratepayers are informed, with time to study and consider these massive changes. YOU NOW HAVE ONLY DAYS TO MAKE A SUBMISSION For that reason please complete and return the submission form herein. WHAT WILL BE THE IMPACT IF THE DRAFT LTP IS ADOPTED? A complete revision of the way rates are struck will be adopted in haste at a level where the increase in rates will have disastrous direct, and also indirect unintended consequences for all people in Kaipara.

WHY HASN’T COUNCIL DONE THIS? Simply because accounting systems have been inadequate, management has ignored warnings, acted illegally or outside of their requirements to get ratepayers approvals, have not declared details of or managed major contracts properly, and have failed to take responsibility and make adjustments for some years. Arguably this quick fix draft LTP proposal may defer Council and Councillors facing their responsibilities. IF SUBMISSIONS WON’T CHANGE IT MUCH WHAT CAN I DO? The draft LTP is not only arguably most unsuitable but it is arguably illegal or deficient in many precedent obligations. There are therefore legal arguments that where rates have been set ultra vires or illegally then ratepayers have no obligation to pay them. This applies to many ratepayers at Mangawhai. It may be that the deficiencies in the Draft LTP apply to all ratepayers. What is clear is that if the Draft LTP is withdrawn there is no basis to change the rating system. There is also the position that upon awareness of improper illegal conduct by Council that further support suggests one could be “Accessory to the fact” and furthermore there is a moral argument to act against proposals to the extent needed to prevent unnecessary damage to people lives. HOW THEN CAN I ASSIST STOP THE LTP? KCRA and many others are of the opinion the leaders of Council must be changed? That the Councillors must then make a difficult decision and withdraw the draft LTP. Recognise if these events do not happen the last resort is a DISTRICT WIDE SHORT SHARP RATES STRIKE. This would then inevitably force change in Council and probably the intervention of Government via a Commissioner or Statutory Manager and in due course fresh elections. For more details see Kaipara Concerns website: RATES STRIKE go to http://www.kaiparaconcerns.co.nz/293713/html/page.html for more details. IS THIS RESPONSIBLE OR SELF DESTRUCTIVE? KCRA has considered this long. Member resolved to seek solutions with the least disruption, as ratepayers responsible to and for Council and its legitimate debts. We have reason to believe substantial debts may have been incurred “Negligently” or without satisfying “the Duty of Care” required of Councillors. KCRA believes full forensic enquiries are required as it may be as much as $30 million of the debt is not our debt and we need not in due course meet say $1,500,000 per year interest and $3,000,000 in debt reduction to clear this over 10 years. KCRA has reluctantly concluded this Council is blocking such discoveries, deals too often in ‘Public Excluded’ and if the Mayor and Deputy do not resign then the re are legal and moral and practical considerations ratepayers must assess, and a massive rates strike is probably the only way to stop the draft LTP, bring about the leadership changes, retaining ratepayer input into Kaipara District Councils’ Council. If the precedent requirements to resumption of paying rates are not promptly met it is the present Mayor and Deputy most responsible, and present Councillors for consequences. HOW CAN I MINIMISE MY OWN RISKS AND DAMAGE TO COUNCIL? Firstly we need a massive number of submitters - form attached. Secondly KCRA needs your approval via free membership to continue leading the efforts to restore good governance and financial solvency to Kaipara District Council. Thirdly we need funds to convey the message, and take appropriate actions. Donations minor to major please. Fourthly we will assist and liaise with other C&R entities and invaluable resources like Legal Eagle to set up a Trust Account to receive withheld payments and to ensure their prompt release to Council on the satisfaction of just two simple demands. Fifthly we will assist with standard letters and representation that since the situation has been brought about by Councils inadequacies, a condition of forwarding all withheld rates instalments is the waiver of penalties and that no discriminations or further actions against ratepayers is to follow. The rates strike is proposed from 20th June instalments until the following demands are met. 1) Both the Mayor and Deputy resign and withdraw totally from Kaipara District Council. 2) The draft LTP is withdrawn in its entirety. 3) Rates payments received within 30 days of satisfaction of these two requirements attract no penalties or any further action from Council. RECOMMENDATION TO RATEPAYERS 1) Complete immediately a submission, cut, complete, and post OR go online to KCRA.org.net and complete online. 2) Confirm by free membership your approval for the changes sought to the Leadership of Council. 3) Confirm your support for no or only minor rates increases. 4) Confirm your support for a Rates Strike and willingness to withhold One instalment if necessary. 5) Consider how best to support KCRA, as a helper, provider of funds or whatever you consider you can contribute to these essential changes.

Late submission on Long Term Plan 2012-22. Complete and return immediately! To: Kaipara District Council Private Bag Dargaville or c/- KCRA Box 362 Dargaville. Name:

Address:

I am a ratepayer/resident in the Kaipara District. I am making this submission in this capacity. I wish to be heard in respect to my submission. I am making this submission having lost confidence in the Kaipara District Council. I reject the draft Long Term Plan: 1. The basis of rating has changed beyond all recognition from the past. Any significant change in the basis of rating MUST be presented to the public in a statement of proposal and consulted. This has not happened. 2. The council MUST disclose to ratepayers its performance against its previous year’s annual plan in an annual report that MUST be published by 31 October. This has not happened. I therefore contend that there is no valid draft plan to comment on. 3. The council has developed this draft plan ignoring many provisions of the Local Government Act. Your attention is drawn to the four purposes for which Local Government exists. 4. Council is required to be financially solvent at the time it releases its Long Term Plan. The auditor general is required to verify that Council is apparently solvent. This has not been proven. 5. This proposed plan would destroy the social and economic fabric of the district. 6. I propose that this plan be abandoned. The rates increases proposed in this plan are utterly unsustainable, and I will not pay them. 7. I propose an interim Long Term Plan. Individual rates should not exceed what they were last year (plus CPI adjustment) until a lawful plan to set new rates has been put in place, subsequent to the findings of the investigation into council finances that is currently under way.

In addition I request that: 1. Under no circumstances should Kaipara District Council stand as a guarantor to the Local Government Funding Agency. 2. I do not support the increase in councillors from 8 to 9. 3. Kaipara Citizens and Ratepayers Association Inc. may speak on my behalf as a member. Wellsford

Putting the WOW in Wellsford A bright and breezy booklet extolling the virtues, attractions and activities in and around Wellsford is spreading the word to locals and visitors that there’s heaps to see and do in the district The Wonders of Wellsford publication evolved around the Rugby World Cup when local resident, Julie Hawkes — “I am the tourist who never went home” was vice-chair of Wellsford Promotions, a group of volunteers working together to co-ordinate and develop opportunities for the town. “Living in Wellsford has taken me on a journey of enrichment. I have joined many voluntary committees and been actively involved in organising events for the town both through my employment and voluntary interests. “After travelling the world and settling in Wellsford, I recognised the enormous opportunity the vibrant and embracing community had to share its identity and character with New Zealand and the world! “Wellsford Promotions have responded to the Auckland Unleashed Spatial Plan with a document titled ‘Uniquely Wellsford’ which outlined some of the strategic advantages of Wellsford’s position both in terms of geographical location, only one

hour from Auckland and Whangarei, but also offering affordable accommodation and business rentals. “It also highlighted the great potential in local historical stories that are yet to be marketed and shared with the world and the town is a central hub to a multitude of regional attractions of North Rodney and lower Northland — beaches, parks, recreation activities, specialist food outlets and much more.” Julie said that at the time of the World Rugby Cup “there was a golden opportunity to make a relationship with the new Auckland Council, to work together with them and be recognised for the potential we can offer. The Rugby World Cup Promotion included Wellsford adopting Canada, a Town Tidy Up, which saw the old railway station painted and repaired by volunteers, and project funding for a town brochure.” To enable the project money to provide the maximum numbers of copies — 15,000 — Julie gave her research, writing, editing, photography and design skills to create the brochure, allowing

the entire budget to be spent on the publication printing and distribution of the booklet.

“My thanks go to my husband for his continued support, and the support of our family business, which donated my expenses and a lot of my time to complete this project,” she said. ‘With the basic content in place the consultation process began. The Wellsford Promotions Committee worked in collaboration with the key contacts for each topic to evaluate and finalise the content, then the design work began.” The result is a booklet that is vibrant and colourful, with snippets of interesting information and photos that leave the reader wanting to find out more. Topics include places and names, the Albertlanders settlement and history, food, transport, industry, adventure pursuits and many other facets of Wellsord and district’s life. “The vision was for this publication to be a strategic tool. Something that enabled residents of Wellsford, and neighbouring districts as well as regional stakeholders, to see beneath the surface. To recognise the value of this historic country town and the potential for rural historic experience.” Wellsford Promotions is distributing the WOW booklet.

NEW STORE

NOW OPEN

Wellsford’s newest destination for keen gardeners is owned and operated by Janice McGillivray. Her hard work and determination shows in the transformation of Home & Garden Wellsford (the new store on Worker Rd replaces the old store of the same name), and the spirit of money-saving do-it-yourself shines through. You’ll find DIY hardware and tools for the home handyman, the plants, products and knowledge to create a thriving vege garden, a home brewer and distiller section, supplies and advice for home cheesemakers, and vital pet essentials. Janice is proud to announce the all new Home & Garden Wellsford is open for business. Stop by for a chat.

kaiwaka Kaiwaka sits at the crossroads of the Kaipara — in ancient times this narrow point between the upper reaches of the harbour and the waters of the east coast was a portage place for waka, and today it also sits across the main highway across the Brynderwyns and into the north. As you’d expect from a town built on such foundations, there’s lots to see and

do around Kaiwaka. At night the town is illuminated by thousands of tiny lights picking out rooftop sculptures and signs, and by day you’ll find an eclectic mix of speciality stores open for business selling everything from Dutch cheeses to Parisian fashions and all things in between. Kaiwaka is still famous for its kai, with cafes catering to travellers on the

highway and locals alike. Here you’ll find the work of talented local artists complementing some good old fashioned culinary skills — but as mentioned before, art and creativity aren’t just kept on canvas here. A town beautification project has seen several murals commissioned and new gardens constructed near the state highway bridge, and another new mural

(donated by the local co-op) adorns the local cheese shop. There’s more planned as time goes by, expanding Kaiwaka’s reputation as the ‘gateway to the north’ — a role the town was proud to fulfil — correct during the Rugby World Cup. Stop for a visit next time you’re passing through, because this town is full of surprises. Take the time to explore and you’ll be pleasantly surprised.

Turning waste into power  by Julia West

KAIPARA LIFESTYLER May 30 - 2012

A lifelong connection with the Kaipara

A Mangawhai businessman wants to see waste wood from demolition and construction sites turned into electricity for the national grid

Local real estate agent (and well known Dargaville personality) Julie Morresey has been a resident of the Kaipara’s capital all her life, and there are few who have a better knowledge of the area

Peter Fredricsen who owns Materials Processing Limited has has spent the last two years working on a four-stage gasification project which will turn wood waste into biofuel. “In effect, we can harness what we’d otherwise be throwing away,” he said. “The technologies have been in commercial use since World War II and are used extensively in developing countries to fuel local heat and power plants. In the last decade there has been a global revival of interest as a way to reduce C02 emissions and find alternatives to fossil fuel. All waste is a lost opportunity.” In collaboration with researchers and engineers, Mr Fredricsen has built a gasifier in Kinleith using salvaged, recycled and refurbished industrial equipment to keep the development costs low. “The first stage of the project has been completed with wood waste chipped, shredded and fed into the plant where it produces syngas which is already being used to fuel the plant. “The next stage is to produce bio-coal which

Often to be found behind the counter of Dargaville’s Mags & More Lotto shop, Julie is getting back into real estate with the local branch of Ray White, re-energising a career that spans over 15 years of practical experience. She’s joining forces with her friend and colleague Jean Johnson to bring that experience to bear on the local real estate market and offer both buyers and sellers the benefit of her extensive local knowledge. “I enjoy selling homes because it’s about making my customers happy,” she says. “Many of them find the perfect home and don’t ever want to move on again!” Julie is no stranger to the agricultural sector either, with her Paddyvale Romney and Angus agri-business a byword for top stock. Now this familiar Dargaville local is adding yet another skill to her portfolio of talents — one which is sure to be just as successful.

 Peter Fredricsen — waste to power

has similar characteristics to coal but is created from biological mass. It has almost twice the energy density of wood sawdust pellets and bio-coal production will be up and running by the end of this year.” Next year will see Stage 3 kicked into action with the aim of selling electricity to the national grid. “As carbon taxes go up and electricity and waste costs continue to rise rapidly, the demand for renewable energy in on the increase.” he added.

A walk in the night forest  by Kim Munro

WHAT’S HAPPENING Flower power at the market Regular stall holder, Stephanie Barnes from Star Gardens will be adding colour to this Thursday’s market with flower arranging demonstrations. A florist by trade, Stephanie will be focussing on vase arrangements utilising her home grown family of protea flowers, including leucadendrons as well as the stunning bird of paradise.

Recently a number of enterprises and investors in Kaipara tourism were invited to experience the Waipoua Forest Footprints’ tour and an overnight stay at Waipoua Lodge concluding with an industry discussion forum It was dusk when we arrived at the forest to meet the Maori guides from Footprints, a Te Roroa inspired initiative. Led along the trail via torchlight by Matiu and Bill, we stopped to listen to the cries of kiwi, morepork, scratchings of nearby weta and spine tingling Maori waiata, folklore and legend. As we approached our destination our guides sang out a haunting Maori greeting to their ancestors, the giants of the forest. Standing in the dark gazing up at the magnificent silhouette of Tane Mahuta was a humbling experience. Gargantuan in size, the largest living kauri tree in the world, Tane Mahuta has a girth of 14 metres and stands over 51 metres high. It is almost incomprehensible that this giant was around at the time of the Bronze Age. Yet, unlike thousand year old archaeological relics, they are still living. This, to me, was the real magic. We were greeted back at the Lodge by our charming hosts Fran and Ian Farrant. An exclusive forest retreat, the Waipoua Lodge deserves its reputation for great hospitality and cuisine. Nestled on the edge of the forest, the ambience is luxurious but completely relaxed. This beautiful old kauri lodge has been lovingly restored and is home to a fascinating mix of Kaipara history including museum pieces depicting the history of kauri logging. The forum the following day was hosted by Fran and Ian and included Northland MP, Mike Sabin and other

Also featuring at this week’s market will be Cheese on Wheels with their delicious selection of specialty cheeses including goat cheese, wasabi cheese as well as gouda and edam. Another newcomer to the market on Thursday will be Roy Hamilton with his manuka-smoked organic rock salt. The market is held every Thursday in the Ad Focus carpark from 2.30pm to 5.30pm. The stalls are brimming with fresh local produce such as locally smoked bacon, Pahi oysters, mussels and smoked fish, as well as a huge range of locally grown fruit and vegetables and free range eggs. Enquiries to Debra van Leeuwerden Ph 09 439 8824.

On the Upside Down of the World The Auckland Theatre Company is performing On the Upside Down of the World on June 7 at the Dargaville Town Hall. The play is based on the memoirs of Ann Martin, a crippled English woman who arrived in New Zealand in 1841, the young wife of New Zealand’s first Chief Justice. Intrepid, intelligent and possessed with a great sense of humour, she set about learning te reo, established a makeshift hospital for Maori on the beach at Judges Bay and dared to dream of all that was possible in this brave new world. This is a Creative Northland promoted event. Tickets $10, available at the Kaipara District Council or phone 09 439 3123 for bookings.

stakeholders. It provided an opportunity for those in the tourism sector to come together to share thoughts and focus on ways to grow the industry within the region. Key areas discussed were the branding of the region, opportunities for growth, barriers and obstacles to development and ideas for attracting new tourists. It was agreed that the Kauri Coast offers unique opportunities and experiences that are not found anywhere else in the world and the focus must be on keeping the environment pristine and the experience real.

Visit the Skydome Observatory at Baylys Beach on Wednesday June 6 to witness Venus passing across the Sun, a daytime celestial event that takes place less than once a century. Interestingly, Captain Cook who was sent around the world to observe the 1769 Transit of Venus, went on to discover New Zealand in the same year. The observatory will be open for viewing from 10 to 5pm in half hour slots. Two large telescopes will be set up with safe solar filters. Adults $10, members and under 18 years $5. Phone for bookings 09 439 1856, 021 075 1228 or email astronomy@igrin.co.nz.

Free Kaipara farm field day A free on-farm field day will be held at Aoroa Farms, Pouto Road, Dargaville on Friday June 1 in partnership with the Integrated Kaipara Harbour Management Group. The day will host dairy farmers, landowners and anyone interested in on-farm practical solutions to restoring the health and productivity of the Kaipara Harbour.
