A heavy swell and big tides also led to “a number of close calls” over the weekend. “The boat was returning from a day out on the water at approximately 1.15pm and came unstuck with all four passengers being thrown into the strong current and surf,” said Mangawhai Heads Volunteer Lifeguard Service public relations officer, Tony Baker. “Due to the king tides, the current had made the entrance and surf conditions tricky with waves breaking hard onto the shallow sand bar. “Fortunately there were a number of surfers in the water, including local Colin Young, who managed to retrieve a number of the people. Isaac Johnston also responded from the surf club with a rescue board, and with local surfer Craig Freeman retrieved the skipper of the boat. Mr Baker said all four people rescued were very stressed, and after first aid there were concerns the skipper had taken on a lot of water and was struggling to breathe. “Lifeguard Jess Costello was called to assist and make a full assessment of the patient before a St John Ambulance arrived.” The NEST helicopter had also been alerted and as a precaution flew the patient to Whangarei Hospital where he was later discharged. “Later club members Murray Dix and Mark Vercoe

attempted to retrieve the overturned boat in the MHVLS Sea Rider,” Mr Baker said. “First attempts were futile due to the strong current and low tide. However, they managed to salvage the boat and tow it back into the harbour later in the evening. “Key areas for concern were the fact that none of the passengers onboard were wearing lifejackets, and although they had a lot of local experience, the dangers and challenges of crossing the Mangawhai Bar were too much for them on this day. “There were a number of other very close calls over the weekend due to the size of the swell and big tides.”

The Dargaville Little theatre had unprecedented success with its latest show ‘Grease’. All eight shows were sold out with a waiting list for more tickets and one more encore performance this Friday, June 2, sold out in less than 24 hours.

A reward is being offered by police for information about an armed robbery at the Dargaville Warehouse at 11pm on Sunday evening. A number of offenders armed with weapons threatened Warehouse staff who were working before taking off with jewellery and cash. Nor thland Police Detective Sergeant, Aaron Crawford said luckily no one was injured in the incident. Big River FM installed $22,000 worth of new equipment last Friday — an upgrade that will boost signal strength and be of significant value to the station going forward.

The Love Kaipara team want Dargaville to lead the way as New Zealand’s first plastic bag free town with the launch of their new BYO shopping bags and hope other towns will follow suit.

Station manager Anaru Tana says a direct benefit from installing the “brand new gear” is that it will stay solid for another 10 years to come and the older equipment it’s replacing will remain in storage as backup if required. “The new technology will improve the quality of sound for the majority of listeners and effectively double our power output,” he said. Fundraising for the costly equipment has been three years in the making with support and contributions from Dargaville and Ruawai Lions, Rotary, a trivia night at the fire station

and other community donations. To make the purchase possible the difference in funds was made up in lottery grants. Big River FM board member, Vern Woods said it was special that the upgrade had occurred during the 20th anniversary of the station. “We are grateful for all of the support from the community. Equipment is one thing but content is everything.” Overall Anaru said “with the all ups and downs along the way it’s very humbling to be in the position where we have brand new equipment.” ¢

The team will be outside Countdown on June 2 promoting a plastic free Friday — an initiative the Love Kaipara team hope to promote once a month going forward. Councillor and Love Kaipara project manager, Victoria del la Varis-Woodcock and her team have been busy designing and sewing reusable bags ready to sell this Friday. “Countdown has donated 300 reusable bags for us to give out which will be offered to shoppers and they will also be given the opportunity to buy our BYO bags for a gold coin donation. It’s a positive invitation to shoppers,” said Victoria. “The money raised will go towards purchasing new bags for giveaways as well as helping to finance the plastic-free Dargaville campaign.” The campaign is

based on a successful plastic-free bag strategy implemented on Waiheke Island with it’s local Countdown no longer giving out plastic bags. Victoria says the aim is to ultimately change shoppers’ behaviour. “Once you get into the habit of using your own bags you can really adjust to not needing plastic.” Dargaville Community Development Board manager Lorraine Davidson said on behalf of the Board she would like to endorse the initiative to make Dargaville the first plastic bag-free town in New Zealand. “Our environment is all about the great outdoors, the beach, lakes, forest, river and harbour, and this initiative is about protecting and enhancing our natural attractions for all to enjoy,” she said. ¢

Chief Fire Officer of the Maungaturoto Fire Brigade, Paddy Thornton, was awarded the Gold Star medal for 25 years’ service last weekend in the presence of his family and friends, fellow firemen, MP Winston Peters and Kaipara Mayor Greg Gent.

Kaipara residents have responded with a huge inventory of goods to raise funds for the Maungaturoto Rest Home dementia unit garage sale over Queen’s Birthday weekend.

Paddy has spent all of his 25 years within the fire service at Maungaturoto. “It means a fair bit, but in the sense it’s not just about me, it’s also about the 25 years as a member of a team doing what we can to serve our community in the best way we can,“ said Paddy. A sister from Perth and a brother from Brisbane arrived for the occasion as well as his son from Christchurch. Winston Peters who spoke at the evening said: “The thing about small fire brigades such as the Maungaturoto Volunteer Fire Brigade is that they reflect the spirit of a community.” He commended Paddy on his community work and initiative with St John. “Paddy was a key figure in implementing a scheme in which the brigade provides the local St John with a member to drive the ambulance. Prior to this a local ambulance would often not be available due to crew shortages.” Deputy Chief Michael Tovine said the recognition for Paddy was well deserved and a “pretty big achievement. “He’s been chief officer for the last 12 months and done an outstanding

“The response for goods and items to sell has been absolutely fantastic,” said organiser Albie Paton. “From Ararua to Kaiwaka we have received items or have been promised for delivery before the weekend. These range from a mobility scooter through to fridge freezers, vacuum cleaners, beds and mattresses and a huge selection of household furniture and appliances. “Then there are paintings, garden tools, fishing gear, bikes, watches, orchid plants, and even antiques.” Mr Paton said however that the garage sale crew are “very disappointed,

After the council sought community feedback, KDC community facilitator Darlene Lang said they felt it was important to connect the township with the Northern Wairoa River. “When Kaipara District Council engaged with the Dargaville community in 2015/2016, one of the most common suggestions from you was the importance of connecting the township with the Northern Wairoa River. “In response to this, council is now extending the footpath along the riverbank, from the Dargaville Wharf to the Band Rotunda Reserve. By providing this section of path, it will complete the connection from

the Dargaville Riverside Gardens to the Kaihu Bridge, allowing residents and visitors to better enjoy the river frontage,“ she said. Darlene said the extension would help with reconnecting the river and the community. Placemaking advisory panelist, Vern Woods said the path would give visitors and locals options of utilising the pathway which includes visiting the band rotunda which is “a unique piece to Dargaville.“ Local company Vuletich Construction has been contracted to carry out the extension scheduled to start on May 31 and be completed by the end of July. ¢

Last week some Kaipara schools celebrated ‘Pink Shirt Day’ to raise awareness to “stop bullying by celebrating diversity and promoting positive social relationships.” Dargaville High School’s head girl Jasmine Rae said that Pink shirt day started in 2007 after a boy in Canada was homophobically bullied for wearing a pink shirt. His classmates took a stand against that by wearing pink shirts to school the next day. “It’s about raising awareness in school,” said Jasmine. “It’s important because bullying is something that just continues to evolve everyday, especially with technology coming into the mix. It doesn’t just happen in school and people can’t just go home and be safe. Even adults can feel bullied — it’s something a lot of people go though.” ¢

The Kaipara District is experiencing soaring rates of broadband data usage thanks to the likes of online streaming services according to new statistics from Chorus. The statistics show Kaipara District households are consuming 40% more broadband data than last year — an increase that Chorus says is driven by surging demand for streaming services such as Netflix. The average Kaipara home used 98GB of broadband data on Chorus copper and fibre networks in April 2017 compared to 70GB in April 2016. “Typically, homes now have several connected devices at any one time, so we’re all using far more data and many of us are demanding faster and more reliable broadband speeds,” says Chorus network strategy manager Kurt Rodgers. On an average day in Kaipara, data usage on the Chorus network is at its lowest at 5am and begins to rise between 6am and 8:30am. Usage remains consistent during the day and jumps sharply from 3:30pm. “It is unlikely to be a coincidence that it’s the same time certain datahungry members of the family wander in from school. Household usage slows down again over dinner time, and from 7:30pm it climbs to the highest usage period of the day — between 8pm and 10:30pm — as people get through one or two Netflix shows, upload the

Mayor’s Message Roading Our largest single cost by far, the area that we receive the most complaints, the area that we have the most “catching up” to do, and an area that many ratepayers have very strong views around what should be done. We all have the same objective: to see ongoing improvements in our roading network and your rates spent efficiently. Council has to balance the tension of catching up in the roading area while continuing to lower debt... not easy! After much thought, we have decided to instigate meetings throughout the District on roading. The objective is to bring interested residents much closer to our decision‑making on roads and get local input into those decisions before they are cast in stone. We still have a lot of detail to work through but the concept is...We will hold meetings throughout Kaipara, in early July. I will attend and Chair all of them. Curt Martin, our General Manager of Infrastructure, will also attend. We will give attendees (open to all) an overview of Kaipara roading, followed by a more detailed look at what we are looking at doing in the particular area where the meeting is being held. We will seek your feedback on our plan and priorities. Sometime later, possibly early in the New Year, we will repeat the process for further feedback on what has been done and once again get your thoughts on priorities. We are thinking of dividing the District into communities of interest to continue engagement with you on issues. The meetings will be advertised in due course. A major community undertaking that involved over 300 locals painting stingrays on pre‑cut plywood. The best are on display. A great community initiative and well worth a visit. The talent is amazing. Mangawhai is certainly identifying itself as an artist hub. The newly painted toilets at Alamar Crescent and MAZ are also worth a look! Funding back to the community

Council has a number of ways that it gives money to community groups. In the past these have been ad hoc and the criteria not always clear. Cr Julie Geange is heading a sub‑committee that is working with staff to bring this under one umbrella and develop some very clear criteria against which applications can be judged. There is also a Mayoral Fund, which allows me to give $20k per annum on an even more ad hoc basis. I want this to cease and roll that money into the wider pool. Councillors will discuss the sub‑committee’s recommendations at our July meeting. In this whole space, we also have financial contributions for reserves. These are collected as sections are subdivided to fund capital improvements resulting from that growth. The collection of these funds is provided for in the legislation via the District Plan. Council’s current policy is to spend 60% in the community that it was sourced from and 40% on the District’s Premier Parks. It is intended to be spent within ten years of receiving it. At June 2016, the “pot” was $4.3m, with most of this not being funded currently. This is effectively a liability we have to deal with progressively. This money does not sit in a bank account, it has been used to reduce our overall debt balance until the funds are needed. So when I talk about core debt of circa $65m, within that is a contingent liability of around $4.0m for financial contributions for reserves. Hypothetically, if we paid it all out tomorrow debt would increase by around $4.0m. In round figures the funds levies are made up as follows: $1.1m assigned to Mangawhai (and growing), $840k for Premier Parks, $2.2m available generally with a few other minor balances. As part of the Long Term Planning process we will talk to communities about how they would like to see this money used.

Most farmers will know the history and meaning behind June first being labelled ‘Gypsy Day’ — not a reference to the Romany travellers of Europe, but a nod to the migration of farming families in early times here in New Zealand. Leading up to the traditional day of farm sales and new contracts, many families packed up their herd and all their belongings, walking the ‘long acre’ to greener pastures. Today that’s all been changed, but Gypsy Day is still a time for fresh starts. One of the most important comes with the new contracts drawn up for sharemilkers and new staff on dairy farms, which are equal parts home and business in the modern age. With the introduction of new employment laws this April, 2017 it is definitely a year for concentrating on the details when it comes to farming employment contracts. Amendments to the Employment Act 2000 mean that there’s new ground to cover, ensuring that all parties know their rights and obligations and understand the nature of particulars of the contract they are entering into. It may have an impact well beyond this week of change and new enterprises — indeed, contracts agreed upon now could form the basis for whole farming futures. One major change covers the issue of hours — which must be agreed upon early, rather than on the fly. This requirement for clear definition of hours means that if there is a requirement to be available in busy periods, such as calving, silage making time or harvest, it must be documented along with equitable compensation for workers. This may be difficult to predict in an industry at the mercy of Mother Nature, so good advice is key. This new nuance

The rise of the side-by-side UTV has been the success story of the 2010s when it comes to farm equipment — a new chapter in the story of agricultural mechanisation which began as the quad bike began to edge out its two wheeled equivalent on the land. Variants from the stolid and dependable through to the wild and racy have hit the market, but now Kioti, a company usually known for their small to medium sized tractors, have come to the party with something different. The Mechron 2200 appears, on the surface, to be another iteration of the tried and true recipe for a successful side-by-side off-roader — a combination of a low centre of gravity, a roll cage for safety, load tray for tools and chores, and a suspension setup designed to tackle uneven and rough terrain. The difference, however, lies beneath the bright orange bodywork, and only becomes apparent when all the panels are put aside. That’s when the heavy duty cradle frame is laid bare, and the design philosophy of the Mechron becomes clear — this is not an upsized quad bike platform made to accommodate a rollover protection cage, or even a small truck repurposed for off-road farm work. The Kioti is made by tractor engineers, with all the knowledge of exactly how rugged the farming environment can be plumbed in from the get-go. This means that while the Mechron 2200 may not be the fastest thing on four off-road tyres, its triple-cylinder, 22 horsepower diesel engine is a proven workhorse. Using diesel also means that the Kioti is compatible with the fuel type of its bigger brothers in the field, allowing farmers to utilise a single central fuel supply. Listening to what farmers want in a UTV, the Korean manufacturers have built their farm utility vehicle with a tight turning radius, room for three adult passengers and a simple hi-lo ratio CVT gearbox

Kaipara District Council Temporary Road Closure

NOTE TO DRIVERS ON UNSEALED ROADS: Unsealed roads require regular laying of maintenance aggregate. If tyres are low, road users can run the risk of punctures on freshly laid metal. The material we use is a standard product as per the maintenance contract specifications, and generally the use of heavier graded GAP 40 is applied in the winter to fix soft areas that arise due to moisture in the pavement, or in heavy build-ups to restore the structural integrity of pavement. This larger material is particularly prone to puncturing worn tyres, but is a necessary requirement during the winter months to ensure the roads are still safely traversable. An effort will be made to roll this product where it is applied in large quantities to mitigate this issue; however, it is not practical to apply this to every instance. Please take caution when travelling on freshly laid aggregate, and check the condition of your tyres - especially if you live on the unsealed network. This is not a problem isolated to Kaipara but is an issue on all unsealed networks. Thanks for your patience. PUBLIC NOTICE Broadspectrum NZ Ltd, Kaipara Branch is continuing their full network round of glyphosate roadside vegetation spraying. The spraying contractor of Broadspectrum NZ Ltd is performing vegetation growth control and roadside spraying alongside sealed and unsealed roads in the Kaipara District. Non official bags put in a Kaipara District Council collection area will be treated as illegal dumping and offenders could be prosecuted. Big planting day out

A craze that started in the United States and has been sweeping New Zealand is now happening in the Kaipara. ‘Old local’ Sarah Weber recently started the Mangawhai Rocks group on Facebook.

About 2,000 new shrubs and trees will grace the Kaipara Harbour shoreline if the efforts of a planting day set for June 10, at Marohemo are successful.

The concept is that participants paint rocks, put their name on the back, hide them in public places and put location hints on the group’s facebook page as they go looking for others. It all started when Sarah and her children were visiting some friends in Palmerston North who suggested that they go on a rock hunt. At first Sarah was a bit unsure about the whole idea, but “I kinda got hooked straight away” she said. When she got home, Sarah posted about it on a local facebook page to gauge interest. “I had such good

feedback from that, so I immediately set one up. Last school holidays we hid the first lot of rocks, and it’s built from there really.” Sarah said that the initiative for her is about “the excitement of finding something and exploring, getting out there and doing something different. It’s about the artwork as well as getting excited that somebody else will find your art.” The next big rock drop and hunt is planned for Queens birthday weekend. The project is under the auspices of Otamatea HarbourCare, a group that planted more than 16,000 shoreline guardians last year and aims for 20,000 this year. The plantings function to filter runoff and ultimately improve water quality, ensuring environmental security for marine nurseries. “We are having a planting day at the White Rock Hills property, Marohemo, and this will be helped along with a VIP presence,” said OHC secretary, Mark Vincent, who welcomes support from the public. “Those who have been involved in

previous years will know we have been honoured by the presence and support of Te Radar, not to mention part-time local, Paul Henry. This year our freshly-minted mayor Greg Gent, has committed to making time in his very busy schedule to come along and help out. “The planting site is just a couple of kilometres down Marohemo Rd by the bridge. “We will start at about 9am and finish with lunch provided by our hosts.
