An extra briefing on contentious aspects of the proposed District Plan will allow councillors a final chance to discuss and compromise on issues as disparate as subdivision, rural zoning and environmental ordinances. The District Plan, which has not been updated since 2013, provides the framework for land use and conservation rules across Kaipara. “This motion is put by me with a heavy heart, as I believe in the Exposure Draft for the District Plan,” said Mayor Jason Smith at last week’s Kaipara District Council meeting. “This is an Exposure Draft, which is intended to be a ‘warts and all’ version that we seek early direction on. We don’t want to delay the process, and we are still on track for an April 2023 completion of the statutory proposed District Plan. “We want it in the hands of all Kaipara people as soon as possible. We just needed more time for all elected members to be satisfied we are ready to release it. “There is not a moment to lose, as the day is getting nearer when the government says ‘you are out of time’, and there are no more District Plans.” Mayor Smith referred to possible forthcoming changes to local government, which some fear may give powers to the government at the cost of local democracy. However, the motion he tabled was to postpone public consultation on the District Plan, and rework the multimilliondollar document, already years in preparation. Feedback was to have been sought from June 7 onward.

The need to do so was expressed by Councillor David Wills. He stated that in his personal case, he had felt frustration at ‘being presented with an outcome’ by staff and difficulty in achieving necessary compromises, especially with subdivision rules as they were proposed. In a counterargument, Councillor Victoria del la Varis-Woodcock said that she was similarly marginalised in certain aspects of the District Plan discussion but that public consultation was desirable and part of the democratic process. Councillor Karen Joyce-Paki and Councillor Eryn Wilson-Collins agreed that the unmodified draft should be presented for public scrutiny and engagement. The delay of this consultation, which is not statutory, may push the ability for citizens to have their say out until after October’s local body elections. A
‘no decision’ period of enforced council inaction applies during campaign season. Councillor Jonathan Larsen tabled an amendment, which would have seen the special briefing chaired by a non-council third party — Councillor Mark Vincent agreed with this proposal. However, Councillor del la Varis-Woodcock questioned whether the cost of such a professional would be met by the proposers of the amendment, which was voted down. At the end of the debate, it was decided by a division of six votes to three to postpone public submissions and convene in June to debate the points of contention in the District Plan. Unlike previous deliberations on District Plan policy, this debate will be in an open public forum, able to be viewed and attended by residents. ¢

Recent budget announcements from the government will boost local conservation efforts with pest eradication by the Department of Conservation and a focus on protecting three species found in Kaipara waters. “Budget 2022 funding will be used to boost DOC’s national predator control programme. This programme delivers increased sustained predator control, from 450,000 to 600,000 hectares per year, which protects highly threatened species across more than 1.7 million hectares of public conservation land,” said Conservation Minister Kiri Allan. A boost of $400 million will go toward the largest forest pest control roll-out in recent history. Bolstering pest and predator eradication in Waipoua Forest and other kauri-rich areas fit directly under this scope of work. The north p Kaipara forest is already the focus of a recent 1080 drop and the site of successful terrestrial trapping campaigns. Another tranche of funding will go into goat control. These feral animals have caused significant damage in the past to local flora, almost bringing about the extinction of some rare plants at Maunganui Bluff. Further funding will go towards protecting three species which are often seen in Kaipara waters or maritime skies. The black petrel, Māui dolphin and Antipodean albatross are all endangered, and have habitats including the east

and west coasts. Localised marine protection areas in the east may cover areas from Bream Head south to the tip of Coromandel. “Outside of the Covid response and the Jobs for Nature programme, Budget 2022 represents the single largest baseline investment in conservation and biodiversity in years, demonstrating this government’s commitment to protecting nature now and for future generations,” Kiri Allan said. ¢

From June 13, a raft of new speed limit zones will come into effect. Some roads are cut to 40km/h, while others have seen reductions from the old open road standard of 100km/h to acknowledge the risks of driving swiftly on unpaved surfaces. “These speed changes are the outcome of Kaipara District Council and Northland Transport Alliance’s speed review, triggered by the government’s Road to Zero National Strategy,” says KDC communications adviser Maia Renner. “Locals and visitors may have already noticed staff from NTA and their contractor, Ventia, installing new speed signs around Mangawhai p and Kaiwaka. These signs will remain covered until the new speed limits come into effect.” Amendments include new speed limits for Estuary Drive and Moir Point Road in Mangawhai, which will join the rest of the central Mangawhai area in being limited to 40km/h. Community feedback indicated that a uniform speed limit for this entire area was desirable, and similar engagement with locals has informed the rest of the speed review process.

The recommendations on new speed limits were informed by 84 submissions from the community and by technical assessments. The changes were confirmed by the Mangawhai and Kaiwaka Speed Limit Review Hearing Committee on July 15 2021 and publicised widely ahead of this implementation. A major name in the Dargaville automotive trade is set for a change, replaced by an equally respected brand with links to the Kaipara District. Marcel Motors will officially become Snow Bros Auto Dargaville on June 1, heralding a changing of the guard as long-time owner Marcel Grand passes the torch to incoming automotive expert Matt Hopkins. “We are local small business owners who work daily in our business and are committed to providing top-quality trusted service to all our customers,” says Matt. He started six years ago with a team of five and has grown the Snow Bros brand to a point where expansion was inevitable. Matt and his wife Nikita decided to branch out west, as his family has deep roots there going back into the area’s automotive past. “My grandfather Robert ‘Bob’ Hopkins ran the Dargaville High School tuck shop in the early 1950s before he moved to Ruawai where he owned the Caltex gas station and workshop, under the name of Meteor Motors, through into the 1960s,” says Matt. “My grandmother Elva Powick was from a farming family in the Arapohue area, so there’s a sense of homecoming to this move.” Snow Bros will offer Toyota parts and servicing in Dargaville, though it’s not their speciality in Whangārei. Dargaville is set to have its very own book club, as the Muddy Waters Gallery extends its remit beyond the visual arts and into the world of literature. Local author Geraldine Craw will host a series of monthly discussions. She will invite other writers to speak and discuss aspects of the craft. Every author, poet and wordsmith has a different method of approaching creativity through language and a lively discussion of new books, favourite writers and fresh ideas is expected. “I was volunteering at the art gallery on regular Wednesdays when it occurred to me that we could use this time to create something more than just a time to come and view the works on display,” says Geraldine. Now literature is being added to the long list of arts celebrated p at Muddy Waters. These include ceramics, oil painting, watercolours, toi Māori traditional arts and many more, with new classes being well patronised this year. The first author to speak at the book club will be Clare Matravers, author of the Sapphire series of novels. With a new book on the way, Clare is keen to discuss the creative process and how she comes up with her ideas for engaging fiction.

Projected rates rise drop as work continues on Annual Plan Kaipara District Council staff brought the final draft of the Annual Plan to a briefing in early May, presenting recent financial statements alongside a rates increase averaging 4.86 percent.

Some of the major projects planned for the 2022-2023 year include the District Plan Review, construction of the Kaihu Valley Trail, upgrades to protect existing stopbanks alongside the western side of the Northern Wairoa River between Dargaville and Te Kopuru, the continuation of work on Mangawhai’s shared path network, and a body of Climate Change adaptation and mitigation work.
The projected increase for the targeted water by meter charge has also come down slightly, from the initial projection of 17.74 percent to 14.16 percent, after negotiating and finalising operational contracts. The projected increase also reflects legislative requirements imposed by Taumata Arowai, the new

Work is progressing on the engineering options for the toilets, which will be situated at the end of the hall (near to the current block), and in a historic style that blends in with the nearby building. The technical team is still working through to refine the engineering options for the toilets and address the multiple constraints of the area. A fixture of many years, the Arcadia Road Rallysprint was postponed from early in 2022 due to Covid-19 concerns. Permission to utilise the rural road was only granted last week by the Kaipara District Council for a rescheduled run. The Hibiscus Coast Motorsport Club, event hosts, performed an organisational feat to have everything emplaced and ready for the green flag by 9.30am. “As the Covid pandemic continues worldwide, with it comes continued uncertainty in more ways than one,” said Northern Rally Sprint Series spokesperson Nikki Sim. “Fortunately, MotorSport New Zealand has implemented a Back in Motion Plan, aiding clubs, organisers and volunteers with event planning and management
guidance to allow the continuation of planned events in a safe and controlled manner.” With Covid worries behind them, a large contingent of rally drivers and their support teams turned out Sunday morning, using the field behind Paparoa’s community hall as a staging area. Many classic-era rally cars were on display alongside modern favourites, with iconic MKII Ford Escorts out in force. The Lions Club ensured that the drivers and their teams were well fed and stoked with hot beverages as the chilly morning delivered a cold and biting wind atop the Arcadia Road ridge. The road itself descends through forest and farmland, with plenty of tight, gravel surface curves to navigate at speed. ¢
p A dead great white shark, the likely result of fishing by-catch, was found at Tinopai last week
Te Uri o Hau and the Department of Conservation were informed recently of a dead juvenile great white shark being left at Tinopai. However, by the time they arrived on the scene, only its tail and liver were left. Authorities remind anglers that the great white is a protected species, despite its fearsome reputation. “A call was received by our DOC HOT number Sunday,” says operations manager Stephen Soole. “By the time staff were able to respond, we were advised that only the tail and liver remained.” “We were disheartened to hear that the shark was in the condition that it was found in,” says Fiona Kemp, Environs
Manager for Te Uri O Hau. “Contact was made with Te Uri o Hau Taumata kaumātua John Edwards from Ngataiwhakarongorua Marae to seek direction on tikanga.” It’s the opinion of DOC that the dead juvenile was the result of fishing by-catch by recreational anglers. Great whites are protected under the Wildlife Act. This means it is illegal to hunt, kill or harm white sharks. It is not illegal to accidentally catch one of these sharks, but it is illegal to retain it or any part of it or not report it. Any catch such as this must be reported to DOC or the Ministry for Primary Industries via sharks@doc.govt.nz or 0800 DOC HOT (0800 362 468). ¢

June 1 has become a day of moving and settling up new sales on Kiwi farms, following an old tradition that goes back into the dim depths of history.

In just two days, we will welcome new farmers and sharemilkers, along with their families, into the Kaipara District. They will arrive to find a wide-ranging network of rural support services at their disposal, from diesel mechanics to engineers, soil scientists to spreaders, veterinarians, electricians and plumbers. They’ll also find local townships with active business communities and a big emphasis on supporting local enterprise, alongside sports teams, clubs and charities. Gypsy Day has little to do with the real Roma people except its name. The moniker is no insult but rather a favourable comparison. It is a gentle nudge at the farmers and sharemilkers themselves, taking their whole household to the open road to move farms, in a way infinitely less graceful or ordered than the wanderings of the travelling folk in older times. Even earlier than the use of the term Gypsy Day, farms changed hands on June 1 in mediaeval England for a very important reason. Especially in the world of livestock, the most important resource for a farmer was hay. The productivity of
a farming area was measured by how much hay could be mown to tide cattle over the cold winters. June 1 was the traditional beginning of the hay harvest when peasants with scythes went into the fields to reap fodder for their animals, and before this harvest was the best time to buy a farm and assess its worth. The date was kept by the local priest, who would keep track of the calendar to observe important religious holidays and the phases of the farming cycle. While times have changed, and mowing the hay by a scythe is no longer a practice except at historical displays, the farming calendar remains the time clock of rural New Zealand. As the year goes by, those joining us now as new neighbours and colleagues will find help at hand to keep their quad bikes and utes running on cold p winter mornings. They’ll be able to call for aid during difficult calving seasons and summon professionals when it’s time to harvest with modern tools like power rakes and balers. The isolation of rural life has been diminished, with assistance never more than a phone call away.

This year, sharemilkers and new farm owners will be on the move for June 1, echoing those days of yore. In modern times, it’s also international milk appreciation day, which fits in nicely with this old farming tradition. ¢

The Kaipara District may be famous for its kauri and the boom-time of settlement and change which resulted from their gum and timber; however, the enduring wealth of this land is in farming. Before European times, the Māori people who came to settle this part of New Zealand found rich soils in the lands around the harbour. Peaks like Maungaraho and Tokatoka are the visible remains of a volcanic upheaval that laid down valuable minerals, and the rivers and streams leading into the harbour brought sediment and irrigation. Today, Ruawai is the kūmara capital of the world. In pre-colonial New Zealand, kūmara were a staple diet and represented wealth and security. It was a farming region long before the plough or the cow were seen on these shores, and pā sites guarded valuable tracts of land tended by industrious people. The spur to European settlement may well have been the giant kauri, with their allure of riches in wood, shipbuilding and gum. However, many settlers in Kaipara were convinced by more long-term plans
to put down roots and farm the land left denuded by woodsmen’s axes. It was the promise of farms that appealed to the people of the Albertland settlement, deep in the east of the harbour. When William Brame, a preacher, gathered his congregation to sail for New Zealand, it was not the short term gain of kauri riches he spoke of from the pulpit. The towns of Wellsford, Maungatūroto, Kaiwaka, Port Albert and Paparoa were founded by people who were locked out of land ownership in England. These settlers had a hunger for selfdetermination away from titled landlords. Though the conditions they found there were more rugged than they had been led to believe by the silver-tongued Brame, they persevered and established thriving communities. By the early 1900s, Tinopai, for example, had become the fruit basket of

Gypsy Week kūmara growers, was once underwater for half of each day. The former swamp was drained thanks to the back-breaking labour of hundreds of navvies. Diggers of mainly Dalmatian descent created canals, stopbanks and channels to reclaim the land, the same way the Dutch people had done in the Netherlands. In other parts of the countryside, farming took over from kauri logging as the great forests fell. What today would be counted as an ecological armageddon was seen as progress in colonial times, with towns like Dargaville founded to harness the economic power of the milling trade. Along the river at Te Kōpuru, Aratapu and Tokatoka mill towns developed a hinterland of paddocks and ploughed fields as bullock teams pulled out the shallow-rooted kauri stumps. Parties of gumdiggers gleaned this turned-over land for the amber gold, and the result was swathes of open pasture that looked as if the kauri had never stood there. By 1892, a sign of the times. The Arapohue Agricultural and Pastoral Show was first celebrated, proof that a farming community was rising in the wake of the forestry boom. With the broad river and harbour acting as a highway, small dairy factories powered by steam sprung up. Small boats carried the milk and cream to be processed in an era when most roads were still impassable muddy tracks all winter. The improvement of bloodlines and the growth in population saw a parallel rise
in drystock farming, which only became stronger with the advent of refrigeration. Today Dargaville’s meat processing plant, owned by Silver Fern Farms, is reckoned to produce some of the finest cuts in the world, and remains a valuable employer for the town. Automation saw dairying rise even further in the first half of the last century. Steam and then diesel was the motive power behind new, modern milking sheds for the dairy farmer and mobile tractors and stationary engines for milling, ploughing and shearing. During shearing season, sheep farmers would welcome gangs of shearers who ran their machinery from overhead wheels and belts, competing to handle record numbers of animals in a single day. That tradition remains, with Kaipara shearers still counted as formidable competitors on the national scene. Today, the Kaipara farming landscape is a mixture of arable cropping, drystock and dairy, with orchards and groves dotted among the rolling hills. A new push to irrigate the fertile soils of the Poutō Peninsula has seen enthusiasm for growing new crops such as avocado, peanuts and citrus, while forestry has shifted from kauri, now protected as a natural taonga, to pine.
