Council will be seeking community feedback before formally adopting the package at its next meeting. “We all want our businesses back up and running as soon as possible, so we’re moving quickly to get the funding support in place,” said KDC chief executive Louise Miller. “Businesses provide local employment and are essential to the economy. They also help to return the heart, vibrancy and confidence of the community. “Government departments and funding bodies are in a position to provide greater support, and we are focussed on what we can do to remove barriers to help businesses getting back on their feet. It is a real way to show leadership and support economic recovery. Every bit helps.” Council has also approved a rates increase for 2020/2021 by an average of 3.97%, rescinding a February decision on a proposed rise of 5.49%. Ms Miller said businesses or individuals are already making contact and entering into a payment plan and to have their penalties remitted. KDC’s general manager for sustainable growth and investment, Sue Davidson, says Kaipara has not been as hard hit by the pandemic as some other districts. “Many businesses have continued to operate successfully through lockdown; we are relying on them to pay their rates to continue to fund services in the short term.

“We will have good assessment criteria in place so we can be confident the public money is wisely spent, but we’re going to keep it simple, so the grants are easily accessible.” The financial package includes support for the hospitality and tourism industry to offset their food, health and alcohol licences. Under the proposal, grants would also be available for commercial and industrial businesses to offset their rates over the next year. Sporting and community groups could also benefit from a grant to offset their rates or leases and interest on loans could also be wiped for community groups. Funding for the initiative would come out of the 2019/2020 budget and would not impact on rates for the 2020/2021 year. “Falling interest rates mean we’ve paid less than anticipated in the middle of last year. We’ve also saved money on some of the infrastructure projects that have been deferred because of Covid-19.” The council is seeking feedback on the proposals to ensure they are targeting the right areas and councillors will review this at their May meeting and decide what the final package will include. The fund options will then be promoted, and applications accepted. Meanwhile, most fees and charges are to be held at current rates, except where costs to the council have increased, to further reduce barriers to

The Fight the Tip movement opposed to a massive landfill for Auckland rubbish in the Dome Valley, seen as a major pollution threat to the Kaipara Harbour, has failed in a bid to stop online submissions deemed necessary because of the Covid-19 lockdown.
Maungaturoto Riverside Rest Home’s $3.6 million dementia unit build has been put on hold in the wake of the coronavirus emergency, which has caused a delay in construction programmes across the country, causing a ‘domino effect’ for the building industry.
The submissions period closes on Tuesday, May 26, and Auckland Council says it does not have authority to pause the process despite cross-party approaches by MP’s Matt King, Marja Lubeck and others. “Considering the complexity of the applications and process, it seems undemocratic that it can only be accessed online or by writing to the applicant for copies of their substantial application on a USB,” said executive member, Michelle Carmichael. “That excludes anyone with limited computer knowledge. People are also generally not familiar with the process, so need additional support. It had been organised via a proposed public meeting to answer questions and provide advice, now unlikely to happen due to lockdown conditions. “Auckland Council says apart from government action the only other way this could be postponed is by the applicant. The fact that Waste Management refused to do this, in my opinion, shows the company’s interests will always come first. Any consideration of the community is clearly not a high
The project has been the subject of an intensive fundraising effort in the Kaipara community, which was expected to have boosted the coffers for a building start last month. However, planned fundraising events were also put on hold due to Covid-19. “Construction is now programmed to recommence in approximately two or three months,” said Maungaturoto Community Charitable Trust’s James Ewen. “Obviously, the pandemic threw a rather large spanner in the work programme and the fundraising programme too. Despite some rain early this week, Northland has been tipped into one of the most severe droughts on record, and there’s no quick fix for the serious situation the region is in, with fears for conditions next summer, says Northland Regional Council. “A dry winter in 2018 preceded by a dry year in 2019 were the perfect setup conditions for the drought currently gripping the region,” says NRC monitoring manager Jason Donaghy. “Storms and downpours are critical for the region this coming winter because this rain will determine how Northland’s rivers and aquifer copes with the following summer.” The council is already urging people to think ahead to next summer and give thought to storage options such as tanks and dams to protect against possible acute water shortages again next year. COVID-19 Level 3 How to wash your hands properly
Follow these steps to wash your hands properly: 1. Wet hands with running water. 2. Apply enough soap to cover wet hands. 3. Scrub all surfaces of the hands - including the back of hands, between fingers and under nails - for at least 20 seconds. 4. Rinse thoroughly with running water. 5. Dry hands with a clean cloth, single-use towel or blow-drier.
Why do it? Coughing or sneezing into your elbow catches the droplets and stops them getting onto your hands.
Tissues Put any used tissues in the bin or a bag immediately. Then wash your hands thoroughly. Then dry.
How it spreads Like the flu, COVID-19 can be transmitted from person to person. The scientific evidence confirms that COVID-19 is spread by droplets. When an infected person coughs, sneezes or talks, they may generate droplets containing the virus. These droplets are too large to stay in the air for long, so they quickly settle on surrounding surfaces. If other people touch these surfaces they may get sick.
Facemasks For most people facemasks are not recommended. Facemasks play an important role in clinical settings, such as hospitals. For people with symptoms of an acute respiratory infection, there may be benefit in wearing a facemask to reduce the spread of infection to other people.
Stay at home if you’re sick
If you have any of these symptoms, call your GP before you visit: • a fever • cough • shortness of breath • sneezing or a runny nose.

The symptoms are similar to other illnesses that are much more common, such as colds and flu. Staying home at Alert Level 3 Stay home whenever you are not at work, school, exercising or getting supplies. If you can work or learn from home, you should do so. People can extend their bubble to reconnect with close family and whānau, or bring in caregivers, or support isolated people. It’s okay to leave home to visit your extended bubble members.
Looking after others Kindness is an incredibly powerful way to show we are united against COVID-19. You can make a huge difference by: • checking in on older relatives or vulnerable people over the phone, to make sure they have everything they need • talking to friends, whānau and neighbours over the phone to see how they are and if they need support • dropping essential supplies, like food or medications, to those at home. You can leave them at the door. These kinds of connections and offers of help will go a long way to getting others through COVID-19.

After some uncertainty, rules for fishers and hunters are now in place for level three of the nation’s coronavirus countermeasures. Fishing from the beach and wharves and man-made structures is back on for Kaipara anglers, though fishing from boats is still off the agenda. Hunters are pleased that they have been able to negotiate a way to get outdoors at level three as well. Fish and Game, and hunting advocacy groups such as the New Zealand Pig Hunters Association, all swayed government opinion to allow hunting on private land with mates who are within one’s personal ‘bubble’ during level three. It comes after hunters put forward their own sensible suggestions for anti-Covid-19 measures when out in the field. One of the most important events on the hunting calendar, duck season’s opening weekend, would have just passed in any normal year. Instead, the government has liaised with Fish and Game and interested stakeholders to postpone the season until two weeks after the end of level three precautions. It sets the opening weekend for June 6 at earliest, allowing two weeks of level two freedom of movement for waterfowl shooters to gear up, stake out and prepare their maimais. The end of the season will also be extended.

“I know this is disappointing, but for many duck hunters, the social interaction around hunting is an important part of the activity, especially at opening weekend. The risks associated with groups of people coming together is too high,” said Conservation Minister Eugenie Sage. Fish and Game’s media liaison was equally focussed on making the season safe. “We appreciate that everyone wants some certainty around what we know is a national tradition and an important population management tool. Hunters should rest assured that we are doing everything we can in the circumstances to ensure we have a safe game bird season.” ¢
In more conventional times, the volunteers and supporters of Dargaville’s Combined Churches Food Bank would be accounted for as good sorts, going above and beyond to help the poorest in our community. Moreover, when disaster strikes, these often unsung heroes don’t quit. They rise to the challenge, as shown by their response to Covid-19. “Along with other food banks in our country the Dargaville food bank has been extremely busy in these strange times,” says coordinator Heather Cashin. “We have gone from perhaps 30 to 60 parcels needed per month, with more in demand. We are so grateful for our healthy under-70-year-old volunteers, who have come out of their bubbles to deliver food to needy people. Also, a big thank you to the volunteers who source and buy goods to replenish the shelves of our pantry, which empties so quickly. “It has warmed our hearts to see our bank account rise with so many of you taking the time to gift money into our account,” she says. “Thank you all — this is so helpful! With so many people recently out of work, there is a huge demand for
food parcels until we can get back to some form of normality. As the need will be ongoing for some time, we’re asking for those who are able to consider a small donation to feed those cast into financial strife by the coronavirus pandemic. Alternatively, there is a drop-off point for canned goods opposite the Lotto counter in Countdown Dargaville.” Heather says that the local food bank is grateful for the input of the Salvation Army in Whangarei, who support Dargaville regularly, but who have also been generously delivering parcels of their own to people in Dargaville. Paparoa School principal Simon Schuster says they have much to celebrate in terms of the current lockdown situation and the use of an online platform called Seesaw. “The lockdown has produced significant challenges to families and the country as a whole. One of the big challenges has been how to meaningfully educate children,” says Mr Schuster. “This is a great tool to share children’s work with families during school time but is also a great platform for creating tasks. Children can complete and share work with the teacher and children, parents and teachers can comment on the work. “Having this level of interaction has meant that children’s wellbeing is being supported and the class culture can be preserved even with no school attendance. We have had a significant proportion of students able to fully participate in our online distance learning. Those that have not, have been supported by hard copy material from school and the Ministry of Education, as well as a phone call home from their teacher once a week. “This time has been used to be more creative, and children are motivated by the opportunity to regularly share their work with their whole class. They have

We have seen an average maths age improvement of one and a half months during the lockdown using this online tool alone. Highlighting depth and diversity in the dairy industry, three women contributing to the dairy industry in very different ways are this year’s finalists in the Fonterra Dairy Woman of the Year award.
Brian Came grew up on a farm in Te Arai, is a truck driver and hobby photographer, who has an interest in nature and the surroundings he finds himself in across the country.

“My wife and I live in Te Arai and can see where my grandparents lived. We used to own the video store in Wellsford, and when we closed I secured a job as a truck driver and travel the country working for Leigh Fisheries,” says Brian. “I got involved in photography as a way to give up smoking. My friend’s son was a professional surfer, and I decided to take up surfing. Photography enhanced the experience. “I transport fish starting in Fiordland and work our way north. During breaks, I photograph scenery and other drivers’ trucks, which they would never get otherwise. “Photography is about that moment in time, and I decided to make a
timelapse photo of the night sky. I was extremely fortunate to get advice from photographer Mark Gee. He has phenomenal photos of the Milky Way, and pointed me in the right direction and I became fascinated. You can watch the colours change with sunrise or sunset by setting up a tripod. “As a boy, my grandparents told me stories of when they were young, and the scenery has certainly changed since then. Kaipara has stunning scenery and night skies with the harbour hard to beat. We need to protect it and take photos where we live because we don’t know how things will change, and future generations will be able to look back on our photos.” ¢
Ngai Tahu Farming Technical farm manager Ash-Leigh Campbell from Christchurch, Auckland-based microbiologist and biochemist Natasha Maguire and West Coast dairy farmer Heather McKay are all in the running for the prestigious dairy award managed by the Dairy Women’s Network being announced early this month. Dairy Women’s Network Trustee and a member of the awards judging panel Alison Gibb said the finalists have highlighted the depth and diversity of how women are contributing to the industry in New Zealand. “The underlying connection is the absolute passion that each one has for the dairy industry. With renewed respect for the industry we work in and the enormous challenges in the months ahead, there are exciting times in the leadership space when you see the calibre of the women coming through,” she said. Fonterra chief executive officer Miles Hurrell says the co-op is proud to support the award and its celebration of high performers in the dairy industry. “No other award in New Zealand recognises and encourages the

Sports are back to the forefront of many local minds as level three brings with it the freedom to once again get outdoors for some exercise and fitness. The advocates of cycling in the west Kaipara have been busy making plans and carving trails during lockdown, while safely in their bubbles, but now the public is being asked for advice on where the next cycle trails should lead. A survey has been sent out online to interested stakeholders and keen cyclists, asking their opinion on the best locale for the region’s next trail. Mountain biking as enjoyed a surge of popularity recently, alongside the rise of e-bike use for more senior riders. Trails vary from the vigorous and demanding to the purely scenic. “Kaipara Cycling in conjunction with Kaipara District Council and Sport Northland are seeking your feedback in order for us to determine what Mountain Bike trails the local community would like to see developed”, says the message attached to this recent survey. “This feedback will also assist in the planning of these and will be invaluable in seeking funding for future projects.” Funding has already been forthcoming for several cycling-related projects in the west Kaipara area, including a downhill track at Harding Park with assistance
from the Reserves Contribution Fund, a new pump track near the Selwyn Park skate complex, and the recent community-driven development of a cycle trail along Ruawai’s historic stopbank. p Wellsford student Gage Laughton has progressed his sporting ability during the years with kayaking to archery and boxing. “He was the under 13 New Zealand champ for recurve archery and has now changed to the compound bow, which has all the bells and whistles,” says his dad Lee. “As traditional archers, his grandparents introduced him to the sport and have helped get him to where he is today along with Attitude Archery. Gage is now in the under 18 age group at 13 years old and has three current archery records and one NZ archery title. It has become his winter sport along with boxing. At just above six feet tall boxing helps keep him fit for kayaking. He trains at the Wellsford club and did very well with his first fight against a 16-year-old. We have now created a full professional archery course on our farm with 32 targets. His Facebook page is Gage Forrest Laughton, and people can follow his progress. The NZ archery nationals kick off in June — it will be interesting to see how he goes with that.”

Look out for trees in lines and keep safe Level 4 – what we’ve been up to During the level 4 shut down, Northpower, as an essential service has had our hard-working teams out there keeping the lights on. At level 4 we have been attending to only essential or urgent work – that’s faults and other essential works that could not wait until after the lockdown period. We’d like to send a huge shout out to all those who have been affected with a power outage
over this time – thank you for your understanding and patience. We have had to adapt the way we do some things to ensure we maintain safe distances and to keep our staff and community safe.
A reminder as we head into winter that the biggest cause of unplanned power outages are trees in lines during winter storms and high winds.
This includes our teams working in their own bubbles – small crews separated from other crews. Their work bubbles have become an extension of their own family bubbles.
Level 3 – what you can expect from us Over the next few weeks our crews will be out and about undertaking more work on our network to ensure we keep the lights on and to minimise the risk of any unplanned outages as we head into winter. We are working hard to ensure minimal disruption – as we know many people will continue to work and school from home during level 3. in touch ahead of time so you can plan. Moving to level 3 also means we are now able to get back to work on customer jobs that were on hold during level 4. Our Network approved contractors will be back in action to inspect and liven Builder’s Temporary Supplies and new connections, and help our local electricians keep their jobs moving along. Kaipara District Council is supporting those who need it. Feedback on business support package Kaipara District Council is proposing a hardship package to assist those businesses that have been, and continue to be, significantly impacted by the national COVID-19 lockdown. It also offers some relief for community and sporting groups who are experiencing difficulties as a result of the pandemic. We need your feedback to gauge support for the proposal. We’ve made it easy to respond to the survey. We’re asking how much you agree with the following: Kaipara District Businesses: • I support providing a hardship grant to hospitality businesses to contribute to their annual food safety and alcohol related compliance fees charged by Council. • I support providing hardship grants to commercial and industrial businesses in the District to offset a proportion of their rates up to a maximum of $500.
• I support providing hardship grants to campground operators who lease council owned land to offset a proportion of their rates up to a maximum of $500. • I support funding of up to a maximum of $1,000 per business to hospitality and retail businesses in the Kaipara District to pay for professional advice on their business operations. Kaipara District sporting and community groups: • I support waiving rent payments for six months for community groups who lease Council property. • I support waiving the interest for six months on any loans Council has provided to a community organisation. • I support providing hardship grants to sporting and community groups in the District to offset a proportion of their rates up to a maximum of $500. The feedback period closes on May 17, then Elected Members will consider your views and make a final decision at the next Council meeting on 28 May. That will then allow staff to start getting help to those that need it most. Details of the final hardship package and how to apply will be available on our website after 28 May.
Other ways the Council is supporting those in need The business support package builds on initiatives the Council already has underway to help individuals and businesses that need it. It includes: • Providing options for payment plans and penalty remissions • Providing rates postponement options for those in financial hardship (refer to kaipara.govt.nz for policy) • Holding fees and charges at 2019 levels (except where costs to Council have increased)
• Seeking Government funding to accelerate capital projects and provide employment and long term benefits. • Mayoral Task Force to network, advocate for, inform, support and work with others to lead Kaipara communities (Kaipara.govt.nz/taskforce) • Reducing the previously-agreed average rates increase for 2020/2021 Annual Plan from 4.83% to 3.97%.

Building on Kaipara Kai (one of the interconnected Kaipara Kickstart projects made possible by the Provincial Growth Fund), the Kaipara Water project will further support valuable Kai opportunities. Property market reawakens While many property transactions were put on hold during Covid-19 alert level four, the Ministry of Business, Innovation and Employment has advised that settlements are allowed to happen under alert level three, provided appropriate safety precautions are followed. People with existing transactions with a settlement date set for level two, can now seek to negotiate a new settlement date under level three if they wish to move sooner, says Rebecca Merry, director of WRMK Lawyers in Dargaville. Both parties have to agree to any new settlement date. However, it’s important that buyers and sellers both make sure they are able to actually book a removal company to manage their move in line with safety guidelines and can maintain adequate physical distancing during the move and pre-settlement phase. Buyers and sellers also need to know how they are going to execute the documents required. “Planning ahead to know how you’re going to maintain physical distancing during the moving process, and to enable settlement, is important before you move your dates,” says Merry. “Think about how you will sign the necessary documents. Is your lawyer able to help you sign documents remotely? Do they have your files online? Can you complete your pre-settlement inspection with the appropriate physical distancing in place?” For those thinking about purchasing a bargain during alert level three, the Real Estate Institute of New Zealand has confirmed agents are allowed to conduct viewings by appointment only in level three, provided they have appropriate
safety plans in place. However, Merry warns that taking legal advice before signing any contracts is more important now than ever. “The conditions in sale and purchase agreements right now need to protect buyers in the constantly changing circumstances we find ourselves in, and provide for settlement dates that depend on alert levels. Buyers need to make sure their contracts provide for longer time frames to organise building inspections, get LIM reports and get finance approvals, as banks, councils and other providers deal with a pick-up in demand for these services again.”

We are now into our second, and I hope last week of level three restrictions. I can’t wait to go down to level two, or even lower if it is safe and practical. That is the time we and our country can get on the road to something approaching normality. The ‘road’ should be easier from that point. More retailers will open for in-store sales — businesses will be back to business. Terms such as essential services will be a thing of the past; checkpoints should be redundant. The last seven weeks, if we include the two weeks of level three, will continue to hover over us like a malignant spectre. Those weeks ravaged the economy of the country, and we won’t recover from them for a long time to come. However, recover we will, and I am already seeing signs of that. I am encouraged by the number of Kaipara businesses that have used their resourcefulness and ingenuity to reopen their doors, restore sales and take back staff. We have said frequently during this crisis that ours is a country built on SMEs (Small and MediumSized Enterprises). The resourcefulness and resilience of those SMEs will turn on the lifeblood of our towns and
communities. Talking of lifeblood, here too, I want to acknowledge the work of the agriculture sector. Characteristically, our farmers and their service industries have quietly got on with the job and have positioned themselves perfectly to take an immediate and major role in Northland’s recovery. For our part, we all need to be on that road to recovery — supporting our local businesses. We need to respect and adhere to the measures they have for our safety and theirs. We need to acknowledge and accept there will be product shortages for some time to come (and that it is not their fault). Above all, we need to buy local — to support our local shops, services and professions. In other words, it should be a road we travel together — a local road leading us to a common destination. The sooner we get going, together — the sooner we’ll get to where we want to be.

With full coronavirus lockdown ended, there are more cars on the road, and more people driving for all manner of reasons, whether it’s to deliver kids to school, to pick up vital supplies and tools, or even, as we’ve seen in recent days, to experience once again the luxury of takeaway food. Along with the freedom to move a little more, in ways, which preserve our ‘bubbles’ and boost the local economy, there are responsibilities as well. For motorists, this means a return to the necessity of having an up to date WOF and registration, after general lenience was shown for lapses during level four. Police were out in force in Dargaville on the second day of level three restrictions, for example, checking WOF deadlines and reminding folks to call a qualified assessor if they have missed the date.
