The Kaipara District Council has taken legal action to recover unpaid rates in the wake of protests from Mangawhai ratepayers objecting to increases to pay for the town’s budget-busting wastewater scheme.

Those non-payers have now been issued with summonses to appear in court. Among them are Mangawhai Ratepayers and Residents Association chairman Bruce Rogan and his wife Heather.

If payments are not received, the court has the power to authorise the council to seize and sell property to recover outstanding rates. Mr Rogan said the High Court had ruled that the rates were unlawful, except that they had subsequently

been validated by parliament in a Bill sponsored by Northland MP Mike Sabin. However the association had appealed that judgement to the Court of Appeal. continued on page 3 …

Legal action begins on rates With a hearing date unlikely until next year, Mr Rogan said it would have been more appropriate for the council to hold off until an appeal court decision. Council chair of commissioners John Robertson said the High Court ruled the rates were valid and had declined to issue a stay of proceedings while the association pursued its appeal. “People who are ratepayers need to pay for the public services they

use. It is only fair to everyone else that people pay their rates.” Mr Robertson says about 200 property owners have been issued with summonses as a last resort. “We would prefer people pay their rates voluntarily. If they don’t, the council has no option. But if they pay up, that would bring the matter to an end.” Mr Rogan said he had ‘no intention of paying’ and was meeting his lawyer to prepare a defence. 

 New Sport Northland chairman Chris Biddles

Mr Biddles has been deputy chairman of Sport Northland for 12 years. But last week he was elected chairman after former incumbent Richie Guy stood down at the organisation’s annual general meeting. He is believed to be the first Kaiparabased chair of the organisation, although its chief executive Brent Eastwood was born and brought up in Dargaville. Mr Biddles is a nationally recognised breeder of bulls from his Te Atarangi farm on the Pouto Peninsula, about 20km south of Te Kopuru. His involvement with Sport Northland began in 1992 when he was part of a group that set up a Dargaville local committee. “We were five or six people in a room brainstorming ideas.” Mr Biddles was elected to the Sport Northland board in 2000 and became deputy chair two years later. At school Mr Biddles was interested in athletics, doing the long jump and the triple jump and being a member of the school sprint relay team. “I was a reasonable runner.”

He has also had a long standing involvement with the Southern Rugby Club. Mr Biddles says he wants keep Sport Northland focussed on what has made it so successful. “I want to continue to get Northlanders more active. I also want a reduction in obesity.” One of his first tasks in his new position was to present the Kaipara Sports Awards on Friday. 

Te Kopuru School’s ninth Multicultural Performing Arts Festival is fast approaching and organisers are keen to hear from people who wish to get involved.

 Te Kopuru School’s kapa haka group perform at a previous Multicultural Performing Arts Festival

The November 22 event provides an ideal opportunity for the community to come together and celebrate its cultural diversity and depth of talent. Principal Lee Anderson is keen to see a wide variety of performances at this year’s event and is extending an invitation to singers, bands and choirs, cultural groups and dance ensembles across the district to join the celebration. “We hope to expose the community, and our children in particular, to different cultures so that barriers

may be removed and positive values and attitudes may be established. It has always been well received and the community has given us plenty of positive feedback.” Stall sites are also available and provide local people with an ideal opportunity to promote their wares. Festivities will start at 10am and food and refreshments will be available throughout the day. Anyone wishing to perform or have a stall should contact the office as soon as possible. At the age of eight, Taylor Martinovich was diagnosed with Tourette Syndrome and what followed, was a lonely and confusing time for her family. Although one in 1,000 New Zealand children suffer from the paediatric neurological disorder, characterised by vocal and physical tics, there was, until recently, no organisation or support network for families to turn to. Fast forward eight years and 16-year-old Taylor, her mum, Robyn and sisters, Holly, 11, and Renae, 10, have just returned from the Tourette’s Association of New Zealand’s first national camp in Hanmer Springs, attended by 48 TS sufferers, as well as  Taylor Martinovich attended NZ’s first Camp Twitch in families and caregivers. Cancer centre becomes a reality  by Joanne Speechly

Northland has done it! It has taken three years and a whole lot of hard work but the Jim Carney Cancer Treatment Centre is officially open.

The state-of-the-art facility, based at Whangarei Hospital, will begin operating from mid November thanks to collaboration between Northland DHB and community fundraising initiatives, led by The Northland Community Foundation. The new centre will provide significantly more space, privacy, multidisciplinary meeting areas, designated areas for children’s treatment and room to grow for the future. Named after the late Whangarei businessman and philanthropist, the

Jim Carney Cancer Treatment Centre, is the result of a vision, which became Project Promise and raised over $3 million. Northland DHB funded the other $2 million needed to make the cancer centre ‘promise’ come true. An invitation-only ceremony was held last Friday to thank sponsors and was attended by Dargaville’s James Foster, representing Freemasons Northland, and Jill Ramsey, representing Northern Wairoa Lions club and Northern Wairoa Scottish Society. A public open day was held on Saturday. 

Young Zeke Hopkins is arguably the cutest cast member in Otamatea Repertory Theatre’s latest production, The Wind in the Willows. The talented fouryear-old is the youngest member of the Hopkins family of Ruawai. His mother Jess has the major role of Mole and siblings Zac and Jaya are in the chorus. Artists across a range of disciplines are getting ready to display their handiwork in Dargaville next week, as the 2014 Affordable Arts exhibition opens its doors. The biennial event brings together artists and artisans from west Kaipara, displaying a cornucopia of painting, sculpture, pottery and more at the Dargaville Town Hall. The event is curated and organised by the

staff at the Dargaville Library, with the kind assistance of the Kaipara District Council. It’s not only a chance to see some of the amazing creative skills of friends and neighbours, but almost everything on display is for sale, giving savvy collectors a chance to spice up their homes with unique, bespoke works. This year the Affordable Arts exhibition will run from November 19 to 22.

but one which is truly alive and well here in the Kaipara. Thankfully, the days are long gone when camping out meant three hours of dad swearing and struggling with ropes and pegs. Modern technology, gleaned from decades of outdoor adventures, has made camping under canvas as comfy and hassle-free as renting a motel. Even those who don’t go to extremes — packing the xbox and laptop — can enjoy insect free cool comfort on those balmy summer nights. Part of this comes down to modern tents — a far cry from their thick, airless ancestors. A look at the roll-call of Honda motorcycles through the years reveals a trophy cabinet of big names — Fireblade, CB750, NSR250 — even TV doctor Greg House couldn’t resist the ‘Repsol Special’. But now the Japanese auto giant has decided to scale things back a little, taking a leaf out of the four-wheeled supermini book. On the premise that more fun can be had at two thirds the size, they have released the new 2014 Honda Grom, a 125cc four stroke machine with all the features of their bigger road racers in a funky little frame. That doesn’t sound like a lot of mill, but modern compression and electronic fuel injection controlled by a cutting-edge computer mean that this little firecracker gives plenty of bang for a small amount of bucks. That’s both to buy (the Grom sits under the $5,000 mark brand new) and to run — as you can imagine, such a small bike sips petrol with a straw. Tucked down, flat out, the Grom will propel an adult sized rider to speeds which would just entice the boys in blue on the open highway. But it’s not

open-throttle stuff that gets the blood pumping aboard one of these diminutive machines. It’s the sheer handling finesse of a bike which weighs — and moves — like a steroid-infused BMX. Make no mistake — they really are racing them in Texas (check out the Grom Challenge at the Hallet motor racing circuit on YouTube). But this is a bike designed with attitude and freedom in mind. Learners and student riders take note — this is a bike you can literally drive into an elevator, park in your bedroom, fuel on loose change and throw about like a stunt rider from TV’s Nitro Circus — there are rumours on the internet of some of these bikes being retrofitted with grind pegs. Holiday highways beckon  by Andy Bryenton

With summer sunshine replacing winter rain, many folks are turning their attention to holiday preparations this spring, gearing up for a journey to scenic, seaside vacation spots. While the Kaipara district itself boasts many such natural gems, attracting tourists from all over the world, there’s still something to be said for hitting the open road, especially if all the comforts of home can come with you. Campers, RVs and caravans are all popular choices for holidaymakers, as evidenced by LTSA figures which show a growing number of Kiwis opting to get out from under canvas and slip behind the wheel of something more substantial. But this time of year, prior to loading up and heading for the sun, it’s a good idea to give the family ‘land yacht’ a thorough once over, for reasons of comfort and safety. Of course this begins with the power plant — that big diesel which lurks beneath most RVs, though some of the bigger American units are still driven by V8 petrol grunt. If you’re towing, it goes without saying that the brakes, transmission and engine of your tow car have to be in top order. As these holiday vehicles may very well have been in winter hibernation, it’s also prudent to check the tyres for pressure and wear, and give the battery a proper test as well. With the WOF done, it’s time for an electrical inspection — to legally hook up to many camping grounds’ facilities, a caravan or camper needs an EWOF, meaning that its onboard wiring is up to standard. Caravan and camper fires don’t just ruin holidays, they can be deadly, so a current electrical warrant is vital for peace of mind. It’s the same for the array of pumps, plumbing and gas lines fitted to most

recreational vehicles. With fresh water and wastewater piping similar to that of a full-sized home, there’s a whole lot to check, with nasty results if a fault goes unseen. Gas powers everything from stoves to fridges to water heaters in RVs and caravans, so any work on this sub-system should be appraised by a qualified gas fitter. It’s a lot of work ‘recommissioning’ a caravan or camper, especially if your presummer schedule calls for a complete refit or renovation of an older model. But the results are just so rewarding — a sense of freedom on the open road, the opportunity to stay in places where motels and room service are a distant memory, and the sure knowledge of a leak-free roof overhead should inclement weather strike. Taking the time now to make sure your ‘ship of the highway’ is ship-shape will mean a better holiday experience for the whole family this summer. 
