The manufacturing company took home the highly coveted NDSL Ricoh Northland Excellence In Business award for a large business last week, beating a packed field of competitors. “This dedicated team, along with the adoption of LEAN processes, has seen a dramatic increase in productivity in challenging times in the industry,” said the panel of judges who voted on awards winners. Mark and Zelda Jeffries bought the business six years ago, and he ascribes their winning trajectory to a great team, as well as a philosophy of constant improvement and systems innovation. The judges mentioned LEAN, a way of analysing processes developed by automakers Toyota in the 1960s.

Mark says this way of assessing the smart way to organise workflow was a huge boost. “When Zelda and I bought the business, one of the main things that stood out for us was the quality of the team. That’s been of the greatest importance,” says Mark. “This award recognises the professionalism which is present in Ruawai.” Supervisors Julian Caine and Raymond Marychurch were there at the gala reception to receive the award, and they, too, placed great emphasis on the team culture that has seen Portstar Plastics thrive. “It’s a remarkable achievement for a small-town business with a resilient attitude,” says Julian. “Without a whole

The threat of a return to water restrictions, if a predicted El Niño summer delivers dry weather, has prompted the Kaipara District Council to look closely at its drought management plan, amid calls for action on supply. A year of wetter-than-usual weather cancelled the need for restrictions in early 2023, but statistics prove that this was an anomaly. Councillors and mayor Craig Jepson recalled previous seasons of restrictions, hosepipe bans and six-week waits for water tankers. “A long history and data proves it, if you are a betting person. There is going to be a water crisis in this district,” said councillor Gordon Lambeth. “We have to look at this seriously. We have had an anomaly this year, and we can’t forget the previous years and decades and what we’ve gone through.” The drought management plan sets out the triggers which would see water use restrictions clamp down and also addresses the needs of major industrial water users who are linchpin employers in communities such as Dargaville and Maungatūroto. With predictions of a dry summer to come, discussion around the council table turned to securing a new supply for west Kaipara. Councillor Ash Nayyar expressed disappointment that two options already discussed had not been actioned. These are a potential upgrade to the Opanake Road dam, owned by the KDC, or a

connection to the Te Tai Tokerau Water Trust’s new reservoir near Glinks Gully. Mr Nama indicated that even with an immediate decision, both options would be roughly a year away from coming online, meaning that this summer, at least, it is prudent for the council to have its drought management plan ready to put into action. ¢

A second plan to utilise Three Waters-related Better Off funding has foundered due to a consultation breakdown with iwi affecting schemes to improve parks and recreational facilities in Mangawhai and Kaiwaka. Following the perceived failure to engage with Te Kuihi and Te Roroa over funding for a Dargaville town hall annexe rebuild, councillors agreed to change up their plans at a late-October council meeting, eschewing a diplomatic solution to work through these groups’ concerns. Instead, the council approached east Kaipara iwi Te Uri O Hau for approval of a parks improvement programme. However, confirmation has since been received from iwi that those projects were also not supported. “Te Uri o Hau Settlement Trust wrote to the council advising that it would not support the reallocation of the funding to these projects, and as such, the funding for these purposes was lost,” said deputy mayor Jonathan Larsen. Mayor Craig Jepson said while it was disappointing not to receive iwi support for the reallocation, the funds were still being used to benefit Kaipara communities. “While the new council would have preferred the funding to be used on projects that could be funded now, we know the community hubs have been long desired by the community. This will

allow us to get them shovel-ready and prepared for any possible future funding opportunities,” says Mayor Jepson. Without iwi support, the plans revert back to an original proposal to design two community hubs with libraries and purchase land to build them. The two hubs are for Dargaville and Mangawhai, with the question of funding to build them still open to creative suggestions. ¢

Buying property ‘off the plans’ offers an enticing opportunity to get on the property ladder or acquire a brand-new home in a developing area. That involves buying a property either under construction or yet to be built. Such purchases can encompass landonly options or complete house and land packages and are commonly used in apartment complexes and largescale developments. ‘Off the plans’ transactions offer potential benefits, such as more time to save while your home is being built and a brand-new home at the end, but they also come with inherent risks, including uncertain timeframes and, these days, a significant risk of delays. As settlement approaches, buyers often face a tight window to finalise everything, including their finances. Bank finance offers typically remain valid for less than 12 months, while ‘off the plans’ agreements typically span about two years, which means your finance offer may expire before settlement, and you’ll need to reapply. With stricter lending laws, rising interest rates and market fluctuations, banks are increasingly likely to decline previously approved applications. Steps you can take to protect yourself when buying ‘off the plans’

1. Seek legal advice early Developers can be eager to get purchasers to sign on the dotted line, but it’s crucial to seek legal advice promptly. Engage an independent solicitor, not one affiliated with the developer, to review the agreement and any associated plans. Developers often use their own agreements, favouring their interests, and your independent solicitor will be wellplaced to identify clauses of concern and propose additional conditions. A due diligence condition is vital to ensure your lawyer can thoroughly investigate resource consents and land covenants that could affect your plans or property enjoyment. It’s also wise to research the developer’s reputation and track record to ensure they are reputable and complete projects as promised. 2. Protect your deposit Ensure that the deposit is held by an independent stakeholder, like an agent or a solicitor’s trust account. This safeguard prevents the developer from accessing the deposit prematurely, especially if they lack the necessary consents or financing. Ideally, any interest earned on the deposit should be credited toward the purchase

price (you will often need to negotiate this into your agreement). 3. Include a protective sunset clause A sunset clause sets a date by which the obligations of the developer must be fulfilled. If this date is not met, either one or both parties can cancel the contract. Surprisingly, not all ‘off the plans’ agreements include a sunset clause; if they do, they might only provide a right of cancellation for the vendor. Ensure the agreement includes a sunset clause that allows you to cancel if significant delays persist. 4. Understand your finance approval Before ‘going unconditional’, have your lawyer review the written finance offer from your bank. Many finance approvals contain expiry dates and conditions that must be met before becoming unconditional or before funds can be drawn down. In a worst-case scenario, where your finance falls through after you’ve gone unconditional, you stand to lose more than just your deposit. The vendor could sue for specific performance (meaning you have to perform the contract) or cancel

the agreement, forfeit the deposit and sue for damages for any loss on resale that exceeds the value of the deposit. If you find yourself in this situation, it is worth consulting with your lawyer as there may be further options available to you, including discussions with your bank, finding another lender, assigning or on-selling your interest under the agreement, or negotiating with the vendor for contract release. Buying ‘off the plans’ can be rewarding, but it demands careful consideration and proactive measures to protect your interests. “We are a community-based not-forprofit centre which operates under the Early Childhood Education Collective Agreement. For many years, we have been campaigning for better pay, working conditions and support for teachers,” said Family Link Childcare Centre manager Hana Takulua. “In 2020, the Labour government committed to begin implementing pay parity for early childhood teachers. On Wednesday, November 8, we joined up to 100 community-based centres from Whangārei to Dunedin to strike as negotiations have stalled due to the government not offering the level of funding needed for nonprofit organisations to function. It is the first time in my 31-year career as

an ECE teacher that has happened.” The payment agreement happened in stages and went into full parity on November 1 with only one instalment to be paid on December 1. Labour announced free childcare hours to two-year-olds in May this year. Those hours will be abolished from March 1 2024. Hana was part of the ECE Caucus group with the New Zealand Educational Institute in 2003 that campaigned for it. “I am passionate about it. It is already a difficult career for people, and it is going to mean that people will want to move on if they are not going to be paid. It could mean a severe increase in parent fees, which will ultimately mean that parents could be unable to pay when the free hours stop.” ¢

Last Sunday, family and friends of Norma Dorothy Neal met at Dargaville RSA to celebrate her birthday, commemorating 100 years.

New branding, fresh highway signage, flags, hosts and guides in staff uniforms and a warm welcome greet visitors to The Kauri Museum for the new summer season just getting underway.

Norma Neal was born on November 7 1923, with only a slight delay between her actual centennial celebration and the gathering of five generations of her family to honour the occasion. Those relatives arrived in large numbers. Norma has two children, eight grandchildren, 19 great-grandchildren and two great-great- p Norma Dorothy Neal (centre right, seated) celebrated her 100th birthday at the Dargaville RSA amid family and friends grandchildren. A local artist has once again secured victory in an annual competition supported by Resene and Keep New Zealand Beautiful.

Roading is consistently a major issue in ratepayers’ surveys, and the total cost for the next three years of roading work in Kaipara looks set to top $163 million.

Last year, Dargaville artist Micaela van den Berg was a prize-winner and received assistance in bringing her giant mural of native birds to life on the wall of Dargaville’s library. Panel fine tunes waste scheme

A panel made up of mayor Craig Jepson and councillors Eryn Wilson-Collins and Mike Howard has weighed the merits of 70 submissions on Kaipara’s proposed new waste minimisation plan and made changes accordingly.

The performance finale of Stephen Briggs’ adaptation of Terry Pratchett’s Guards! Guards! was fully booked, with local residents gathering to enjoy the show directed by Jamie Gray.

While most citizens were content with writing in their ideas about how we deal with waste, four addressed the panel directly, either in person or through a video link. From their feedback, councillors and the KDC’s infrastructure operation team were able to recalibrate some particulars of the plan. Five core areas stood out, with recurring themes in public submissions. The most important, due largely to delays in implementing a new waste regime, appears to be urgency. “Thirty-four per cent of submissions were received around the need for more urgency in implementing changes. Under the draft waste management plan, new service implementation was indicated to start from July 1 2026, with organic collection potentially not starting until a commercial composting facility was established,” said infrastructure team leader Donna Powell. That could be brought forward with the timeframe now dictated by the adoption of the 2024 Long Term Plan. Other issues raised included the provision of an organic waste service and diverting food waste and

biodegradables to compost rather than landfills. Environmental protection was another core concern, as was the possibility of a waste-to-energy plan being established in Kaipara. Debate on this matter sits outside of the waste minimisation document and will be part of LTP deliberations. Suggestions from the public also included better education about recycling and waste minimisation options in the home, collaboration with other councils and groups, and diverting as much waste from landfills as possible. ¢

Kevin Friedrich has returned to Dargaville for Christmas, coming home to celebrate the festive season with friends and family and host a concert full of Yuletide favourites. “It’s a classical variety show of the kind we have very much enjoyed putting on since 2008,” says Kevin. “It has proven to be a great means of bringing the community together, featuring new artists, and, of course, supporting the Dargaville Museum as they continue to tell the stories of the western Kaipara.” He has brought with him an instrument with an interesting past. This political figure was born in a town famed for its accordion makers, Tulle. Renovations can be stressful, although sometimes do-it-yourselfers find gems from years gone by or presents from previous occupants. Whether it is a hidden safe or even a secret room, some renovators discover trinkets, notes or keepsakes from decades ago. Some people intentionally leave behind time capsules for the next owners to find, while others are perhaps accidental items carelessly forgotten about. Artwork, weapons, newspapers and war medals are common examples found online.

One renovator found a wooden box with items significant to his Victorian home. It included the original blueprints, tools used to build the structure and supply receipts. The house owner framed the belongings to display the history of their home. One couple located in Ellerby, England, was fortunate to unearth 260 gold coins in the soil under their kitchen floor. The rare coins were dated between 1610 and 1727, equivalent to about NZ$100–$200 when they were in use. The haul was worth more than $500,000 in 2019. There have been significant dates of old newspapers left behind, including a front-page headline of Hitler becoming the ‘New German Kaiser’. Food items are another popular find — preserved fruit, vintage McDonald’s wrappers from the 70s, fizzy drink cans and sometimes unopened bottles of 120-year-old scotch. Humourous souls have even left farewell mementoes, such as human foot bones wired together and hidden under some floorboards. When the new tenants discovered the seemingly gory find, the police were called. Upon further investigation, the police found it to be

Sometimes, life gets on top of people, which is why it is good to do an inventory of what needs to be done and make a plan. New kitchen cabinets can provide extra storage space for Christmas feasts with the family and be a great talking point as people gather for a feast. Carpets are an often overlooked task. The general rule is that they require replacement every 5–15 years, and the frequency often depends on factors like

foot traffic, stains and odours. It also gives a fresh new look to the home, and occupants can be assured that they are clean and in good order. What needs to be done in the bathroom? New tap fixtures or shower heads can add improvement to the room. Have a glance outside, too. What needs some love to make the property more pleasant to use? Perhaps it is a gazebo or a fenced spa area. If there is unused space on the property, and with a hot summer expected, it might be an ideal time to begin planning a sleepout or shed. When people are in the throes of renovating, it provides an opportunity to to check for leaks, damage, insulation and other features. I have always looked at it and thought it was an interesting place. The only thing I know about Northland is from having taught the history of it. I knew about the gum diggers and kauri trees and that the region was a tough area to farm,” says Cam.

One thing Cam knows well is the history of rural aviation in New Zealand. In the 60s, he wrote an extended research paper on the topic. “Growing up, I wanted to be a farmer and pilot. I knew the Miles King family who had Rex Aviation (aka Rural Aviation Limited). It was rural aviation, so I was always fascinated by that, and I accompanied a top-dressing pilot in Taranaki and observed what they did and how they did it. “Farmers in the trenches in the first world war would see the the Tiger Moths dropping bombs on enemy trenches. After the war, some people wanted to do that with fertiliser and seeds. Many people were sceptical, but some farmers who fought remembered what they saw in the war and let them give it a go. For them, it was the thrill of doing it. A great expression is that ‘they flew in top dressing or seed cropping with nothing on the altimeter except the maker’s name’. That is how close to the ground they had to be. If you didn’t hit the ground with your wings as you were flying along, you were too high.” Cam says the technique was more known in the US because of the vast flat areas and that we couldn’t do that in New Zealand.

“In the hill country, pilots would fly in with big stacks of batons, fencing wire and strainers hooked under the wings and drop them on the land. The fencers would then go up the hill, pick up the items and

begin working without having to drag it all. The pilots would then fly in with fertilisers and bring the pasture up — that is how we got from a few million sheep to 60 million sheep.” ¢

Horticulture’s place in cabinet u by Andy Bryenton

The advocacy group for New Zealand’s fruit and vegetable farmers says that a new ministerial position is needed to boost their sector and, in turn, the entire rural economy at a time of fresh international trade opportunities. The incoming prime minister is being urged to appoint a Minister of Horticulture to the cabinet, with Horticulture New Zealand (HNZ) in full support of this move. Horticulture New Zealand chief executive Nadine Tunley says that not only would a ministerial voice for orchardists and crop farmers reap dividends for the export economy, but it would also unlock more affordable healthy food options for New Zealanders at a time when the cost of living is high. “Many New Zealanders are struggling with the cost of living, which is putting pressure on food budgets. With the right policy and regulatory settings, growers can provide a reliable and resilient supply of fresh fruit and vegetables and contribute positively to New Zealand’s food security,” said Ms Tunley. “We are also confident we can increase exports and double farmgate revenue by 2035. We need the government to recognise and understand the importance of horticulture and create and maintain the conditions for our industry to thrive, and in doing so, lift the overall health, wellbeing and economic recovery of New

The five areas this prospective ministerial portfolio would cover are fundamental and recognised across the fruit and vegetable industry. A new minister could spearhead water storage initiatives, which have been led in Northland, for example, by the nongovernmental Te Tai Tokerau Water Trust. Water storage for irrigation provides certainty for growers. It has created amazing success, for regions such as Kerikeri in the Bay of Islands. Now new dams are rising at spots such as Ngawha and Poutō. A Minister of Horticulture could also serve as a voice against regulatory costs and excessive red tape in the industry, affecting everything from employment relations to the availability of skilled immigrant workers, freshwater farm planning, and Good Agricultural Practice (GAP) certification. Additionally, HNZ board chair Barry O’Neil says a huge work programme underway in partnership with the government to increase resilience to

climate change and adaptation, which must continue to be one of the new government’s priorities. ¢

“All members are highly knowledgeable and respected in their personal capacities. Together, they form a diverse group representing different sector viewpoints,” said DairyNZ chair Jim van der Poel. The goal is to develop a single independent breeding worth using genomics that will be delivered by the New Zealand Animal Evaluation Limited. An operating model has already been proposed. Members consist of Dairy Holdings chief executive Colin Glass, Synlait co-founder John Penno and Tatua Co-operative Dairy Company chair Steve Allen. Also on the team are New Zealand Ministry for Primary Industries chief science adviser John Roche and Massey University farm and agribusiness management professor Nicola Shadbolt. “It’s impor tant for our farmers and the wider sector to know New Zealand is following international best practices in genetic gain. Following the recent consultation, we want to ensure

there is a sector-wide consensus on whether the current rate of genetic gain is sufficient. We also want to ensure that our systems effectively manage and communicate animal evaluation information and are fit for purpose,” Mr van der Poel says. The collective will seek a way for the industry to forge forward with the best genetic gains practices. After a stakeholder engagement process, the group’s recommendations are planned to be ready by May 2024. “It is dairy farmers who benefit from the sector being world-leading.
