The first meeting of Kaipara’s newly elected district council was held in Mangawhai last week and mayor Greg Gent says he will continue to hold the meetings in different locations around the Kaipara throughout his term.

The Mangawhai Cadet Unit Skills Team have returned from the National Skills Arm at Arm victorious for the third consecutive year.

Cadet Warrant Officer Class Two, Caprice Howard, took out top female Required Fitness Level score and top shot overall. Mangawhai Cadet Unit has won six out of the nine years it has competed at the National Skills competition. “All of the competitors performed exceptionally well and their ability, attitude and determination to succeed was great to see. The competitors were all, without exception, fine representatives of the New Zealand Cadet Forces and can be proud of their achievements,” said Mangawhai Cadet Unit commander Rachel Elliot. “CDTWOII Howard was one of eight competitors in total. We are so very proud of her and her selection to be able to compete at this special competition. Caprice also achieved the top shooting score at this competition.”

Caprice was also able to attend the Trentham Military Camp for the Inaugural Cadet of the Year competition. This competition was run in conjunction with the Reservist of the Year competition with the cadets completing the same stands as the Reservists. Each cadet competed in shooting, first aid scenarios that simulated combat trauma, improvised cooking where chefs made delicacies from ration packs, problem solving and fitness testing with the physical training instructors. Each of them presented a prepared speech and competed in an exercise involving memory recall under stress exercises. ¢ OPENING NIGHT THIS WEEKEND!!

We met with chairperson of the Mangawhai Museum Christine Bygraves and a couple of her board members whilst we were over there to understand what they are doing. We also met with the Mangawhai Residents and Ratepayers Association.” Mr Gent says these meetings are an important part of understanding what the community expects from the council. “Part of our job as council is doing what we can for the community within the financial constraints that we have.” The council will meet monthly for the first year and after that will make a decision on how often is appropriate. Irish rugby Suzy searches players local connection for Kaipara star u by Ayla Miller

Former Dargaville resident 21-year-old Joseph Carbery has played his debut game as part of the Irish national rugby team against the All Blacks with a victorious start to his career. The family’s connection with Dargaville began when Joseph’s grandfather, known in the family as Joe Carbery to differentiate, moved from Ireland to Dargaville where he worked for a number of years as a veterinarian. Joe Carbery said it was at St Joseph’s School that his grandson first learnt his rugby skills before he moved to Ireland. “I’m incredibly proud. He has been immersed in rugby his whole life. Growing up in New Zealand has given him the skills to get onto the Irish Rugby squad. He has worked incredibly hard at what he does with his fitness and skills,” he said. “When he was here, and for a while when he first moved to Ireland, he dreamt of being an All Black but when you are in a place for sometime your loyalties develop more for your p Joseph Carbery, new standout Irish player, developed his early rugby skills in Dargaville team mates than to a place. “All he wanted to do was to play rugby Joseph plays the position of first at a high level and he is doing that. Suzy and Friends is a Sunday morning radio show hosted by Suzy Cato and produced by Auckland University of Technology radio lecturer Trevor Plant. “One child will have the chance to sit in behind a radio mic and co-host a radio show and have a bit of fun. They will get to share their comments, thoughts and jokes. Then we take a handheld mic and talk to the others individually and hear what they have to say,” said Suzy. The last time Suzy and Friends were in Dargaville, Lily Gorrie joined them in studio as the star. Trevor spoke to several young locals with the Suzy and Friends microphone and recorded a series of jokes and stories, and friends and family joined together for a photo and selfies afterwards. “We had such a cool time with the kids of Dargaville and Lily was a fantastic co-host,” said Suzy.

“Getting out and about and meeting our young friends would have to be one of the highlights of the show. I love giving kids a chance to experience something new, like being a radio announcer or TV presenter. “Last time we came to town they gave me a new experience — juggling and tightrope walking with Circus Kumarani. Ocean Shadbolt from Maungaturoto claimed the National D Grade Champion Women’s squash title at the Champion of Champions National Squash competition recently.

Rambling in Mangawhai

The Kaipara District Council have taken on board suggestions from the community and will strive to retain the simplicity and low-key feel of Alamar Crescent, Mangawhai, based off feedback given about the draft concept plan.

In July, council received 57 submissions regarding feedback on the concept plan. General manager community Venessa Anich, says the Council has been working with an advisory group made up of the Mangawhai Boating and Fishing Club, the Community Trust and a local resident, to find a solution. “Not everyone supported the proposed changes but there was agreement about some safety improvements. “We will continue to monitor the area and see if we need to re-assess any future improvements to ensure this is a well-functioning and desirable area for the public to enjoy. “There is a strong public desire not to over-develop the area, but to retain the simplicity and low-key feel.” Over Christmas and New Year, the area is a hub of activity but is not sustained throughout the rest of the year, therefore the council have been examining ways to manage this without developing expensive infrastructure.

Based on this feedback, the council plan to improve safety and visibility along Alamar Crescent by removing encroaching roadside vegetation and introduce a 30 km/hr speed limit. They will also work to improve signs at carparks to gain better use of the parking spaces, and in turn ensure more parking is available, and to provide safe and clearly marked pedestrian crossing access through the boat ramp areas as well as improved coastal walkway signage to guide walkers along the foreshore rather than Alamar Crescent. Mangawhai Boating and Fishing Club president Lloyd Redfern-Hardisty says the proposed plans do not address the issues of most importance from the clubs perspective. “It doesn’t really address the key issues which are parking and traffic management.” However these issues have been added to the Mangawhai Town Planning Advisory panels’ agenda which Mr Redfern-Hardisty says is a step in the right direction.  ¢

LETTER TO THE EDITOR It was disappointing to read that the Council, via the District Licensing Committee, has chosen to prevent the Dargaville Racing Club continuing their BYO policy at the Dargaville races. Kaipara is not a wealthy community and the racing club recognises this with their policies of free admission and BYO food and drinks make it a great day out that is affordable to everyone. I can perhaps accept the police objections as being national policy but

the local District Licensing Committee is in a position to, and should, take into account local circumstances. This is a case where local ‘consultation’, so favoured by our politicians would be genuinely helpful. Seeking the views of racegoers would be a good idea for starters, and a wake-up call for the committee to think about the people they have been appointed to serve. Robin Johnson Mangawhai

Response In reply to Mr Johnson’s letter, Kaipara District Council’s District Licensing Committee (DLC) operates as an independent statutory body, under the Sale and Supply of Alcohol Act, in line with all other territorial authorities in New Zealand. The DLC’s decision making-process is governed by independent appointees who are suitably qualified to administer the issuing of licences in line with the legislative framework. The DLC has not prevented the club from continuing its BYO policy. The DLC was asked to issue a special licence for the sale of alcohol for this event, and this was granted. Council and the DLC have also worked with the club to significantly increase the number of on course alcohol outlets in response to this issue. The prohibition on BYO alcohol is a statutory matter and always has been.

Neither the Sale and Supply of Alcohol Act 2012, nor the Sale of Liquor Act 1989 before that, permit BYO alcohol to be consumed at any event held under the authority of a special licence. This is a matter that has been extensively canvassed in case-law over many years and has been confirmed in an appeal of a decision to the High Court of New Zealand. It would be unfair to criticise the council, DLC or the agencies reporting to the DLC for taking a position that is consistent with the legislation. The council staff live in the area too and we have no desire to spoil anyone’s day at the races. The Dargaville Races were cut short during the spring meeting last week when the event was cancelled after three races due to unstable ground on the track. Dargaville Racing Club president Tim Antonio said the decision to call off the event was made by the stipendiary stewards in consultation with the club, jockeys, representatives and the judiciary committee and was announced around 2pm at the Awakino Point grounds. “We agreed the last thing we wanted to see was an injured horse put down or an injured or even dead jockey,” he said. The track had been examined earlier that morning and was deemed in good condition but became unsafe after the horses had run over an area of unstable ground. “After three races a patch around the 700-metre mark became potentially dangerous. “We are going to have to do some remedial work on the track before we race on it again. The good news is that NZ Thoroughbred Racing are offering us another date at some stage next year.” The date for the next event is yet to be decided on and Mr Antonio was uncertain if the club would reapply for a licence which would allow patrons to bring their own alcohol onto the grounds.

Despite the decision to cancel the spring meeting, Mr Antonio said he was pleased many patrons stayed on to watch Fashion in the Field and soak up the atmosphere regardless of the ban on BYO alcohol this year. Northland MP Winston Peters said the situation was “terribly sad. A lot of voluntary work has gone into this event. I am extremely disappointed. We need to examine what has happened and fix it.” Mr Peters said the new BYO rules cast a shadow over the future of the Dargaville races and said he would support the event in any way he could. “We won’t put up with this death by a thousand cuts any longer.” ¢

Santa will be at the Wellsford Country Show this Saturday as the two community events combine at Centennial Park, Wellsford. “We decided to combine the Santa Parade with the Country Show because the logistics of traffic in town has made it difficult, and it is time to come off the main road,” said organiser Stef Riley. “The two events fit perfectly for the community and by combining, it means the volunteers only need to help on one day. “People can fossick the farmers market and car boot sale then hop on Leabornes vintage bus, which is providing a free loop ride between the car park and the show.” The show includes vintage vehicles, the Westpac helicopter, the Ryco Bathurst race car simulators, trade sites

Welcome to Wellsford Wellsford wastewater plans As a result of revised population growth predictions to the area, a comprehensive upgrade of Wellsford’s wastewater treatment plant is in the process of being planned by Watercare. Members of the community say the existing plant has been at capacity for a number of years and they believe it has affected the town’s growth. Auckland Council forecasts have previously predicted the town will shrink over the next 35 years, however the updated growth model is predicting there will be a growth of 5,000 residents over that period of time. “The Wellsford Wastewater Servicing Project has been looking at a number of feasible options to provide the community with a reliable wastewater service that also caters for population growth,” said Ban Najim Aldin, a resource consent planner with Watercare. “In 2014, an ultra-filtration technology was added to the treatment process which has helped to improve the quality of the treated wastewater, however, further upgrades will still be required to ensure we can manage growth in the area which will likely see the population increase to 5,000 people by 2050.” An open day was held at the Wellsford District Community Centre recently where the community were given the Read the newspaper online
