“We are in a pandemic and, though it might have seemed for most of the last two years that it was all happening to other people far away. It feels like we’re at the end of the beginning phase of the Covid story in Kaipara.” Dr Smith’s overview as this edition goes to print came as five confirmed Covid cases in Dargaville led to places of interest, including Sacred Heart Church, The Warehouse, Countdown and Silver Fern Farms. p More than four kilometres of pipe and an inverted mountain of peaty soil have been shifted, lifted and installed to complete stage one of the Te Waihekeora reservoir at Redhill, near Te Kopuru. The name refers to the life-giving nature of an abundant water source, waterfall or natural spring. When completed, Te Waihekeora will service up to 10 square kilometres of horticulture. It will provide a backup supply for Dargaville if Kaipara District Council elects to acquire shares in the scheme.

The Kaipara District Council continues to work on a new District Plan, the foundation document for growth in the region, with a focus this month on zoning changes. Zoning is an important tool to help promote activities from recreation to commerce and industry, and dictates just where certain kinds of structures can be built and where specific types of work are undertaken. It affects population density, house prices, job opportunities, sporting facility development and public access to beaches and forests, among many other aspects of civic advancement. “This review is an opportunity to ensure that the new District Plan enables economic and residential growth, whilst protecting and enhancing the things that make Kaipara unique and special,” said KDC Strategy, Policy and Governance manager Michael Day in his presentation to elected members last Wednesday. The new District Plan will contain provisions for the council to zone land for future growth, across various purposes. These include residential zones such as the successful new Twin Streams subdivision in Paparoa, commercial zones for shopping and hospitality enterprises, industrial zones for manufacturing and engineering, and public access zones for recreation. A new addition to the tools available in this space is the so-called special

purpose zone. Introduced along with the government’s National Planning Standards, this could allow the KDC to demarcate the Dargaville aerodrome as an airport rather than as rural land, for example. Special purpose zones could add flexibility to future developments on repurposed land or guarantee space for specialist amenities. Councillors will debate the balance between economic and population growth, public access to the outdoors and environmental concerns as they finalise a draft zoning policy to incorporate into the larger District Plan. ¢

As part of this, I have taken up the minister’s invitation to recommend

The Raupo drainage system, which has held back the sea and the Northern Wairoa River successfully for more than a century, is set to receive some upgrades to secure the area from possible climaterelated sea-level rise. The allocation of $2.5 million to a project to install modernised sluice gates, floodgates and supporting structures is a concrete assertion of the success of the system of canals and stopbanks crafted by a large workforce of labourers in the early 20th century. As the only representative of the Councils of the North on this national group, I predict it’s going to be a blast getting good outcomes for us up here. Getting on with delivering key projects around Kaipara District is a key focus for the Council right now. Delivery of the Pahi Wharf upgrade and then the commencement soon of construction for Pouto Wharf are some of the exciting physical projects on the water. On land there’s the sealing of Waipoua River Road and the major new shared path and roundabout developments

in Mangawhai taking place, as well as the PGF Roading improvements to the gravel road network across Kaipara. There’s also the crop water projects looking at water irrigation systems for growing more kai in Kaipara. We’re delivering on Growing A Better Kaipara. Looking more to the future, the District Plan Review is taking shape rapidly now. Having heard loud and clear the calls for more land for housing and industry, Council is preparing the way for more land to be opened up for development in the new Plan. A draft of the District Plan is on track for April 2022 completion, after which Council will be seeking feedback. On a final note, it’s sad to report there are now Covid cases in Kaiwaka and Dargaville, as well as in wastewater systems. Living with the virus among us will become the new normal. I have advocated for improved access to vaccinations for Kaipara people so no-one who wants those protections misses out. We’re told the virus is coming and there’s no way to avoid that now. It’s a complicated time but there’s much for which to be hopeful as we look forward to brighter summer days ahead. An exhibition detailing the history of Dargaville’s Victoria Street through the ages has uncovered a wealth of new facts and remembrances from the public.

p The public has added a wealth of information to the Dargaville Museum’s exhibition on Victoria Street, noting down memories to bolster knowledge of the busy business district

The Victoria Street retrospective, which has been emplaced at the Dargaville Museum for two months, invited locals to add their own notes to an extensive, photo pictorial timeline of the town, wrapped around three walls of the museum’s special exhibitions room. As the exhibit nears its end, more than 100 sticky labels have been added to the official information on display, chronicling what museum staff call ‘the social history of the town’. “This has been a valuable contribution,” said museum spokesperson Raewyn Sills, who worked intensively on this project with Lyn Trounson. “These memories will all be collated and go into

the archives to build up a picture of the main street over the decades. We’re looking for little personal stories and remembrances.” The names of shopkeepers, favourite dishes at restaurants, reminiscences of prices and long lost brands from the shelves all tie together with the pictures of Dargaville as it was, creating a jigsaw puzzle of historical notes. The entirety of the display will be taken down and kept for posterity, as all the details filled in by the public about shops long since closed and new ones opened, the owners of vintage cars parked in street scenes and relatives spotted shopping or working all add up. ¢

Dargaville set for a makeover u by Andy Bryenton

For the next 12 months, the Dargaville Community Development Board is looking to spruce up and brighten the outward appearance of Dargaville for the benefit of everyone. Staff at the DCDB say they are saddened by derisive feedback about the appearance of their hometown, apparent on tourism review sites and online media. Despite being listed as a friendly place, all too often, the DCDB say they field criticism of the rundown look of many local buildings. The Destination Dargaville Makeover Magic Project aims to change this. “In the first instance, we will be requesting retail and commercial businesses, especially those who service our visitor industry, to participate,” says DCDB spokesperson Sue Curtis. “The project will freshen up business facades and paint surfaces, and makeover interior design spaces, especially of businesses who serve our visitors and tourists.” Between the coming of the Kaihu Valley Trail and higher local tourism numbers, Dargaville could potentially welcome more than 60,000 visitors each year. The DCDB believes it is time to make ready for this. The project is also a boost for civic pride.

“We will be launching the Destination Dargaville Makeover Magic at the Lighthouse Function Centre on November 25, at 2pm and again at 5.15pm,” says Sue. “We are currently lining up a list of preferred suppliers who will provide discounts to project participants, such as a percentage off Resene Paint or cash sales trade discounts at Carters, for example. “We’re also connecting with industry experts to present workshops with pros like Resene Colour Consultants, Mille Design and NorthTec Hospitality.” ¢

Waipoua River Road works begin A blessing undertaken by Te Roroa last week marked the start of physical works on Waipoua River Road. Fulton Hogan will seal 1.5kms of the Waipoua River Road from State Highway 12 to the Waipoua Visitors Centre. Currie Electrical will complete most of the traffic signal installation. The works are expected to take three months and planned to be completed in March 2022. The project is part of Kaipara KickStart, led by Kaipara District Council and supported by PGF funding from Kānoa – Regional Economic Development & Investment Unit.

The steel structure will be used to connect the gangway that is currently being built by Bellingham Marine offsite.

The annual summer water quality tests carried out by the Northern Regional Council will begin next month at popular beaches, rivers and lakes to check for bacteria used to gauge the risks of contracting gastrointestinal and other infections.

Kaipara District Council has adopted a new Drought Management Plan (DMP), designed in concert with other Northland councils.

To commemorate the 150th anniversary of the founding of Te Kopuru, young performers from the region’s dance school are preparing a show that opens a window into 1871.

Dame Catherine Tizard, who died at age 90 and accorded a private funeral as she requested, with plans for a public commemoration to be announced, had a strong link with the Kaipara District.

Kings School of Dance has stepped up to add some ballet artistry to the Victorian-era themed celebration of Te Kopuru’s past. They’ve chosen to portray selections from two works that were the talk of Europe in 1871. It was the year of Te Kopuru’s founding and the heyday of renowned premier maitre de ballet of the St Petersburg Imperial Theatres in Russia, Marius Ivanovich Petipa. “If it wasn’t for people like him, we wouldn’t have ballet as we know it today,” says dance teacher Sonja King, reflecting on the career of the great French-Russian choreographer. “Because of the time period of 1870, he was a suitable choice.” Petipa crafted the definitive editions of classics like Giselle, Swan Lake and Coppelia, and created more than 50 more. These include Sleeping Beauty, The Nutcracker and Don Quixote, inspired by the tale of the eccentric knight of La Mancha. For the celebration, Kings School of Dance students are practising selections from Don Quixote and Coppelia. These two masterpieces by Petipa were released in 1869 and 1870, respectively. A new support group for members of the west Kaiapra’s rainbow community is gathering soon, to offer support for those who identify as LBGTQIA+.

A young Dargaville artist is one of four up-and-coming creative talents featured in an exhibition at Whangārei’s Geoff Wilson Gallery during November, representing perhaps the last alumni of Northtec’s applied arts programme.

Kumarani Productions, which places inclusiveness high among its values as an organisation, is offering a space and a supportive environment for members of the rainbow community at their Onslow Street premises. Summer Spruce up Wood-fired calzone quattro formaggi Wood-fired pizza ovens are a big trend in outdoor entertaining, but how about a fresh twist on an Italian favourite? This four-cheese calzone locks in the flavour and can be made from scratch to really impress your guests or family. Combine one cup of standard flour, two and a quarter teaspoons of baker’s yeast, one and a half teaspoons of white sugar, and three-quarters of a teaspoon of salt in a large mixing bowl. Prepare another bowl for later by drizzling it with extra virgin olive oil. Then add two tablespoons of olive oil and three-quarters of a cup of warm water to your dough before stirring thoroughly with a wooden spoon. Gradually add another cup of flour. You may need a little more to form the dough into an elastic, slightly sticky ball that is easy to work with by hand. It could take some careful stirring and sprinkling in additional flour until it becomes pliable. Now roll this ball of dough around in the bowl you prepared earlier so it’s evenly coated and ready to rise. Cover the bowl with cling film and set it aside. Allow the dough to rise for 30 minutes or until it has doubled in size. Now’s the time to stoke up your outdoor oven and get it up to temperature. Approximately 220 degrees Celsius is grand.

Once the dough has risen, move to a floured flat surface. Knead it by hand and smooth it out, then roll it into a ball and repeat the process five times. Now form the dough into a circle the size of a regular takeaway pizza using a rolling pin. Drizzle this base with olive oil, and use a pastry brush to give the whole circle an even coverage. Now comes the difference from mere pizza. Lay down a layer of tomato paste and crushed garlic on half of the circle. Then p Cheesy does it — a calzone from a wood-fired oven is a delicious twist on an old favourite add your toppings, making sure to use lots of stringy mozzarella, creamy olive oil and sprinkle with a little oregano brie, grated cheddar and sharp parmesan, before baking for 20 minutes. The result should be a pocket full of the ‘quattro formaggi’ of the title. Layer on smoked chicken, pre-cooked shelled delicious flavours, all mixed together with prawns, thinly sliced chorizo or salami, four distinct varieties of cheese; the best sliced capsicum, red onion and sliced part is that none of it can slide off the pitted black olives. Fold the dough up and crust as it does with a normal flat pizza. ¢ over the toppings, then fold over the edge and crimp shut with a fork. Brush with

Seeking protection from the harsh sun and a place to keep cool for some summer barbecue action? Look no further than an easy-to-install shade sail. There are plenty of options on hand for these versatile coverings that take their inspiration from centuries of cloth and canvas shelters constructed by civilisations as old as time. If the Romans could build a shade sail roof for the colosseum that could be opened and closed, fitting a fixed one to your home with modern tools should be a walk in the park. The first step is to select a shade sail that’s the right size and shape for the area you wish to cover. Measure out the space you want to shade using a tape measure and allow a little leeway for hooks and fixtures. One important factor is how the sun will hit the sail at different times of day, while another is the possibility for leaf litter and debris to collect on top if there is foliage nearby. It’s usual for one side of a shade sail to attach to your house; more on that later. The other corner or corners, depending on a triangular or rectangular shape, will most likely be secured to posts at the edge of decking or at one of the outer corners of your outdoor paved area. These may need to be installed just for

the shade sail project; use treated timber suitable for long years outdoors in the sun, and make the job easier by hiring a post hole borer. Set the pole in instant concrete to a depth of approximately one third its height; a three-metre pole would therefore have a metre in the ground. Allow for approximately 30cm of gravel under the post for drainage. Instant concrete needs no p It’s easy to add to your outdoor area by installing a shade sail. The weeds have grown, seedlings are still in the trays and badly in need of planting and the list of jobs to do in the garden is endless. However, that’s the pleasure and satisfaction of doing a bit each day that brings fruition to a thriving and beautiful outdoor space. Make the day-to-day gardening tasks an enjoyment rather than a groan-inducing long list of chores to get done when time is in short supply. Keep a daily diary in a notebook to record planting, weeding and other gardening activities; it will prove invaluable later on if you forget what went where. Now is the time to drought-proof your garden with a good thick layer of at least 20cm of mulch. Done now, it will prevent moisture loss from the soil and save a lot of watering later on. Mulch is perfect for the vegetable and flower garden, don’t forget to do the same around fruit and ornamental trees. It will also suppress any weeds from growing through. Indoors and out, there’s bound to be some plants in need of repotting. Potbound plants don’t do at all well if left — more often than not, they fail to thrive and eventually die. Airport home for rescue choppers debated u by Andy Bryenton

The Northland Emergency Services Trust, operators of Northland’s fleet of rescue helicopters, have been the subject of an extraordinary Whangārei District Council meeting this week, deciding the fate of their base. While the rescue choppers serve the Kaipara, having flown more than 1,000 missions this year alone to ferry the injured and ill to hospital, they are based in the jurisdiction of the WDC. The council received the recommendation that the entire operation should be moved from Kensington to the Onerahi aerodrome. District Development manager Tony Collins presented the pros and cons of the move to mayor Sheryl Mai and councillors, seeking approval for a shift from the stadium-adjacent current helipad to the less central airstrip, already utilised by commercial and private aircraft. Such a move is necessary due to an expiring lease and growing tension with the Kensington community about

the noise of the Sikorsky helicopters. A move would entail the WDC swapping the Kensington base for unused hangar space and land at the airfield, with St John potentially then using the Kensington facility as an ambulance station. However, the cost of the move would be borne by NEST, including, the council agenda notes, all resource consent and district plan changes. It would inevitably cut into funds raised to keep the choppers flying, or necessitate further fundraising to help the life-saving service into its new home. A decision on this matter is expected by the end of the month when issues around lease arrangements and move options necessitate a more concrete plan. ¢
