p Kaipara people flocked to the races on Friday as the Dargaville Racing Club held its November meeting. The highlight of the nine-race programme was the Dargaville Cup won by Classic Rock. Racing club secretary Basil Smith says the rain stayed away during the races. Although attendance was slightly down on last year, on-track turnover was up by 20%. The club’s next meeting will be in April 2015.

The pool has operated at a loss since it opened in 2011, with usage figures and gate income below budget, combined with higher-than-expected costs for heating and water. The council has budgeted for the pool to cost ratepayers $250,000 in the 2014/15 financial year.

While the pool is located on council land, it is owned by the Kauri Coast Community Pool Trust. But earlier this year, the trust advised the council it wished to withdraw, saying that as a body made up entirely of volunteers, it did not have the resources to own and operate a significant asset.

The council then approached Sport Northland which owns Whangarei’s Aquatic Centre to see whether it would adopt a similar role in Dargaville, with the hope that its marketing and promotional skills could lead to an increase in patronage. continued on page 3 …

Organiser Ron Morgan says although the amount raised was down on last year, it was still a pleasing result. The best price was an aggregate of $397 received for a box of antique dolls. Mr Morgan says Lions have already started collection for the 2015 auction.

Dargaville teen Ariana Hutchins has received one of the highest awards in the Guiding movement.

Ariana, 17, a year 12 student at Dargaville High School, received her Queen’s Guide Medal at a ceremony at Taita Marae in Kaihu earlier this month. She’s been in Guiding ever since she joined Pippins when she was six. To get her medal she had to complete 12 interest certificates and do 40 hours of community service. “The last part was attending a Queen’s Guide residential camp in Wellington.” Among her certificates is one in technology. Ariana did hers in astronomy, observing the night sky from the Baylys Beach Skydome. She also did a certificate in Kiwiana, researching the origins of Anzac, pavlova and other kiwi icons. Ariana says her efforts had a strong environmental focus. “I increased my environmental awareness, including looking at global awareness and how rubbish affects the shoreline. I did a clean-up at Wellington’s Bay.” For her community service she volunteered

for Kaipara Hospice, took part in the pink ribbon collection for breast cancer and made Christmas decorations for Dargaville Hospital. Ariana is delighted that her hard work has resulted in a good outcome. “I’m happy I’ve got it. My family is very pleased.” Her achievement is the more meritorious given that Dargaville has no active Guiding unit and she has had to do everything without help from local leaders and guides. “I’ve done it all by email, phone and correspondence.” She keeps comprehensive log books, listing all the tasks and exercises she’s completed to qualify for each badge. Ariana still has something to look forward to. She will travel to Auckland next year to receive a certificate from Governor General Sir Jerry Mateparae. In 2015 she will return to Dargaville High before deciding her future. “I’ve been thinking about joining the army. I like its leadership and team work.” ¢

However, Sport Northland chairman Chris Biddles said its board recently decided not to pursue the matter any further. “The council is considering other options. There’s no point in us putting time into it when the council is pursuing other options.” However, Mr Biddles says Sport Northland would look at the matter again if circumstances change and it was asked to do so. The council says discussions with Sport Northland were informal, as the council does not own the pool. The discussions did not result in any change. Pool trust chairman Vern Stevens says the trust will continue in place for the 2014/15 summer. Trustees

have prepared a long-term proposal for the future governance of the pool and will forward it to the council. He hopes the council and the trust will reach an agreement. “Whatever is decided, the pool will continue to operate.” ¢

He spoke about his involvement with Sport Northland over the last two decades and what he hopes to achieve during his term. As chair of the Kauri Coast Community Facilities Society, Chris

also spoke about the proposed Sportsville project, which will see the development of sport and recreation facilities at Memorial/Rugby and Selwyn Parks. Brian’s Gym and Fitness Centre will host the Tink Matich Memorial Bench Press Contest on Saturday, November 22, at the Dargaville Fire Station.

A rewarding, challenging and fun role could be waiting for you if you have three hours a week to spare.

Anthony ‘Tink’ Matich was a regular at the gym and the annual competition marks the anniversary of his untimely passing two years ago. “Tink was a member of our gym who trained hard consistently and made exceptional progress in his workouts, inspiring many other young men to train hard and achieve their goals,” says Brian. “He was tragically killed in a car accident on November 11, 2012, and as the bench press was his favourite lift, we decided to hold a bench press competition in his memory. “Last year, we had 12 women and 22 men competing — some just to

take part and others competitively. We also had T-shirts printed and sold them on the day, with all proceeds and entry fees going to the Dargaville Fire Brigade. “This year we are expecting members of the Northland Powerlifting Association as well as locals to take part. Entry is open to all who wish to have a lift and again, any proceeds will be donated to the local fire brigade, as they played a huge part in rescuing the others involved in the crash that killed Tink.” Weigh-in from 10am, lifting starts 12 noon. Entry fee is $10 and all new lifters and spectators welcome. ¢

Volunteers are the lifeblood of the Citizens Advice Bureau and the Dargaville & Districts CAB is in urgent need of some new recruits. “It’s only three hours a week — or, if we have enough volunteers, three hours a fortnight, from 10am to 1pm,” says volunteer Jocelyn Payne. “You get to work with a lot of people and it’s fun and interesting. “We get people coming in with all sorts of queries from information on the Sale of Goods Act and dealing with returns, to complaints about services or needing help with a telephone call.” Caryl Franklin has volunteered at the CAB for four years and says it has been

Kauri Coast Care Home has just had their 18 month check by the Ministry of Health auditors. This means that for two days, many aspects of the care and services provided by Kauri Coast were looked at in depth, with an independent auditor’s eye. There were no findings – “something we are very proud of” says Rik Walstra – Manager. “It is a credit to the staff and the management team who have worked so hard here over the last 18 months, and a reputation I am proud to carry forward for our residents and members of the community”.

Four employees of the former Hobson County and Dargaville Borough Councils are organising a reunion dinner for Labour Weekend next year. An initial committee of Trevor Donald, Alison Black, Don Elliott and Charlane White has been established, and they are keen to hear from the many other permanent staff and councillors, who were employed by the former local authorities. “We had our first meeting several weeks ago and decided to see how much feedback we get, then we can take it from there,” says Charlane. “As far as I know, Joanne Talijancich and I are the only former staff members still employed by Kaipara District Council but I’ve talked to several people so far who are interested in coming to the reunion. “Our main priority at this stage is to put it out there and ask that people get in touch.” In 1989 there was a major reform of local government in New Zealand and numerous borough and county councils were amalgamated into larger districts, while the number of cities was reduced. Residents welcome lower beach speed limits u by Colin Patterson

A Baylys Beach residents’ group has welcomed approval of a 30km/h speed limit near vehicle entrances to Ripiro Beach. The lower limits were recommended by a working party set up by Kaipara District Council. They were formally endorsed by council commissioners last month and will go into effect once a bylaw has been passed and appropriate signs erected. Baylys Beach Society secretary Graham Jones says there have been “heaps of complaints” about unsafe driving of vehicles on the beach. “People have said to us they won’t go

on the beach or take their children there because it’s too dangerous.” He says trail bike riders are the worst offenders. “They make a hell of a noise. People go to the beach for rest and recreation, not for motorised mayhem. That’s where the problem is.” Mr Jones says the working party met with residents at a forum to discuss the situation. Most people said the problems with vehicles on the beach

were worst closest to the entrances at Baylys and Glinks Gully which are the two most popular. Therefore lower limits targeted at areas closest to those entrances make sense. “We’re happy with that.” However, he says lower limits are only a start. “The police have said they’ll enforce them. Let’s see how they respond. “The new limits won’t be any good unless they’re enforced.” ¢

Three year old Crew Boakes owes his life to the Northland Emergency Services Trust electricity rescue helicopter on not just one, but multiple occasions. Crew has a condition called Tuberous Sclerosis, which means that benign tumours develop on his brain and cause seizures that can restrict or stop his breathing altogether. There is no cure for Crew, but he takes considerable medication to manage his seizures as much as possible and reduce the frequency of them. However, from time-to-time Crew’s seizures are so severe that he requires emergency airlift from his home town in Dargaville to Whangarei Hospital or Starship Hospital, where lifesaving treatment can be provided, as was the case on the 23rd of June 2014. “We were almost expecting one of his seizures, because he was run down with a cold and high fever,” says Crew’s mum Kirsty Boakes. “When the seizure started, we phoned 111 for the St John ambulance to come, which took us to Dargaville Hospital. Crew was deteriorating before our eyes, so they actioned the Northland Emergency Services Trust rescue helicopter.” The treatment that Crew required was both immediate and delicate, and not something that could be performed, to the extent that he required, at Dargaville Hospital. “On arrival at Whangarei Hospital, Crew was taken straight to the Intensive Care Unit, where the staff intubated him, before his airways were compromised and loaded him with endless anti-seizure drugs,” recalls Kirsty. “Seven hours later, his seizure was finally under control. By then Crew was safe enough to fly again, as he was in an induced coma and on life support for his breathing, so the rescue helicopter came from Auckland with a qualified team that were able to transfer Crew onto Starship.” Twelve hours had passed since they called Emergency Services and it was another week before Crew recovered from pneumonia and could return home from Auckland. A student-led initiative has been set up to encourage Northern Wairoa teens to seek help.

Although 12 appliances came from as far away as Whangarei to fight the Logan Street blaze at Robertson Plastics, there was little they could do to save the building, although thick firewalls prevented it spreading to neighbouring property. “It’s gone. It’s just steel and concrete,” said owner Noel Robertson. He is talking with his insurers and says, “I doubt we’ll rebuild. I’m too old to start in business once again.” Mr Robertson has been in the plastics business for 45 years and

his company specialised in bathroom fittings. He says the factory stored chemicals, fibreglass resins and hardeners, all of which were highly volatile. “We’re gutted. We’re just trying to get our equilibrium together.” Mr Robertson says the next order of business will be to clear the site and await the outcome of discussions with his insurers. “Then we’ll probably sell the property.” Dargaville police are investigating reports some nearby properties were broken into during the blaze. ¢

The Ask for Help programme has been set up by Dargaville High year 10 student Jay McLaren-Harris. “The aim is to encourage youth to ask for help. We’re starting small within the school. Then we’ll move into the community. It’s about young people helping young people.” Jay says he wants to develop links with groups active in helping young people and have resources available for young people who need help. “We get the information and the information comes to them.” He says the programme is still in development. “We hope to have an

As Christmas shopping gets underway, with just a few short weeks to go before the big day, the folks at Dargaville’s Westpac Bank are preparing to spread some cheer in the community. Last year’s Secret Santa gift-giving event at the main street bank was a big success, with locals leaving a swag of presents under the festively decorated tree in the Westpac branch. But this year branch manager Tim Dow and his team have plans to bring seasonal joy to even more people — especially those who are most in need. Like last year, the rules of the game are simple. A collection of Christmas trees will go on display in Dargaville early next month as the festive season moves closer. The display has been an annual event in Dargaville since 2008 and is organised by the Northern Wairoa Lions Club. Organiser Lynn Trounson says the display started because Lions at the time felt there were no Christmas displays in Dargaville. This year’s display will feature 30 trees and will be held at Fosters on Victoria St from December 4 to 6, which is the lead-up to the annual Dargaville Christmas Parade. Mrs Trounson says admission prices have deliberately been kept low to make the event accessible. Admission is $2, except for primary-school children who pay $1. Younger children are free. She says the Lions have asked the community to supply trees for the display. “Hopefully there will be some from the schools.” Santa will be making guest appearances each morning. Mrs Trounson says any profits from the event will go back into the community. ¢

A look at sharemilking disputes Herd owning sharemilking agreements have been very common in the New Zealand dairy industry for 100 years. These particular 50/50 herd owning sharemilking agreements are not statutory agreements like the Sharemilking Agreements Order 2011. The Sharemilking Agreements Order 2011 provides the opportunity for an individual to become a sharemilker without owning the herd, working for a dairy farm owner. The right of set-off where a dairy farmer can instruct the dairy company to withhold milk proceeds owing to the sharemilker under the terms of the contract is one of the very important clauses that is in both sharemilking agreements. Lately it has been announced that Federated Farmers have deleted the setoff clause from their 50/50 herd owning sharemilking agreements. The statutory Sharemilking Agreements Order 2011 still retains the set-off clause. However, while still retaining this clause the dispute resolution process clauses must be strictly followed and it is only after the dispute has failed to be resolved by conciliation that the farm owner is entitled to withhold the sharemilker’s proceeds to the value of the claims as follows: (a) The farm owner must notify the sharemilker in writing of the intention to retain the sharemilker’s payment; (b) The farm owner is not entitled to retain or deduct from any one payment due or to become due, to

the sharemilker more than 75% of any such payment; (c) All money deducted from the sharemilker will be paid into the farm owner’s solicitor’s interest-bearing trust account to be accounted for on request by either party. The farm owner must be very careful to follow the rules strictly as set out in the Sharemilking Agreements Order 2011. If the farm owner withholds more money from the sharemilker than the

amount the farm owner is claiming, then in the absence of extenuating circumstances, the arbitrator must award interest on that money at a rate of 8% per month or part of the month compounding, This equates to 96% interest per annum. If the farm owner withholds only the amount being claimed and the farm owner’s claims are subsequently not awarded in full, the arbitrator must award interest at a rate of up to 5%

Quarter of a century for King of the Kaipara Twenty six years on and still going strong, the King of the Kaipara fishing tournament is back again for 2014. King of the Kaipara is organised by experienced fisherman Mike Nola and has become known as the fishing event on this side of the harbour. DRAFT POLICIES FOR CONSULTATION: Early Payment of Current Year Rates Policy Rates Postponement and Remission Policy Council has signalled that a comprehensive review of rating policies is due as part of the Long Term Plan 2015/2025 process. There are currently 19 rating policies ranging from stating payment options for ratepayers, to providing situations where ratepayers may be entitled to a rates remission or postponement. The existing policies have, to some extent, been developed as required over time. This has led to a lack of a cohesive framework. Council is reviewing and assessing these policies for relevance, consistency, whether the current wording meets the objectives of the policies and whether there are gaps or policy considerations. Submissions are now being invited in respect of Kaipara District Council’s Draft Early Payment of Current Year Rates Policy and Draft Rates Postponement and Remission Policy. These documents are available now and can be viewed at the Dargaville Library and on Council’s website www.kaipara.govt.nz. Copies are also available from Council offices (42 Hokianga Road, Dargaville and Unit 6 The Hub, 6 Molesworth Drive, Mangawhai) or by telephoning 09 439 3123 or 0800 727 059
