Mayor Gent announced Otamatea ward councillor Peter Wethey as deputy mayor, a move designed to connect the east and west of the district. The eight newly elected councillors and the mayor were formally welcomed into the Dargaville Town Hall last Tuesday in a powhiri led by the council’s Maori Affairs Advisory Group. Mr Gent says as there are a lot of new councillors, and those that have served before wish to do things differently, they are taking time to understand the tasks ahead. “Our objective until Christmas is to get our heads around the issues we have and get an understanding of the business and issues in the community that are important to us. “After Christmas it will be business as usual. “We need to decide what is an appropriate level of debt and how fast

we get to that number. That is the challenge we have as we still have a large debt and we have to reduce it. We still have the same knife edge that we had before the elections. “I am looking forward to getting a good understanding of our starting position, improving the environment we all live in and seeing how we can do that

in Kaipara within the restraints of our budget.” Mr Gent says his work began long before the swearing in ceremony but is pleased with the position the council is in now. “We have already started meeting with groups who are doing great things and seeing how we can help our community,” he said. ¢

p Justices of the Peace from the Kauri Coast area gathered together recently to celebrate 65 years of being a branch and winding up as part of the Northland Association. Justices Jack Fannon (JP) and Len Lulich (JP QSM) have served 86 years between them. “JP’s have been in the Northern Wairoa for a long time and many people have been JP’s in the area. We will continue to keep an association with one another within the district,” said Mr Lulich. “We have a good comradery amongst ourselves and will continue to hold our social gatherings and still have JP’s nominated they are an important part of society.”

Organiser and singer songwriter Olly Knox said he was pleased with the turnout and hopes to continue to use the boating club as a venue for public events in the future.“It was a good night and just the right amount of people although there is always room for more. Keeping art affordable

Proudly celebrating Paparoa

In a move to make art more accessible for the community, Dargaville Arts Association will be hosting a Creative Affordable Arts exhibition this November.

The exhibition was first started by Dargaville Library approximately 10 years ago and this will be the first year the Dargaville group will be running it. Organiser Joyce Fischer says this exhibition will bring artists to Dargaville from all over the district and there will be work from artists who are part of Dargaville Arts Association. “In the past it has been a very popular event. The public have always supported it and it was sorely missed last year. We hope to have this event running every year. “It’s a community project which needs to continue to be supported because if it isn’t we won’t be able to hold it. Art needs to be accessible to

everyone because artists need to eat.” She says participants from all art forms are encouraged to showcase their work and the exhibition will take place in the town hall. Works are expected to range from painting, sculptures, photography, weaving, drawing, ceramics, wood, pottery and mixed media. The exhibition will officially open at 5pm on Wednesday, November 16 at the Dargaville Town Hall and will run until November 19. Kaipara farmers, John and Christine Pedersen of Parakao have won the Husqvarna North Island Farm Foresters of the year Award at the National Farm Forestry conference.

Dargaville aerobic gymnasts, Jaimee Mason and Grace Christey have returned home with two gold medals each from the NZ National Gymsports in Invercargill, with fellow Dargaville athlete Willow Clark coming fifth overall and qualifying for the finals.

A field day will be held on their farm to celebrate the achievement and this is an opportunity to see how they have used trees to illustrate wise land use. The Mangawhai Museum and Historical society have launched the second series of booklets describing the history of the Mangawhai area and surrounds.

The appropriately named Farming, Fun, Laughs and Food evening, hosted by Dargaville Vets provided just that, in an effort to boost morale after a tough season in the farming world.

The Dargaville Town Hall was filled with an estimated 300 people gathering for an evening of lighthearted socialising. Dargaville Vets manager Todd Skudder said the evening was all about getting farmers off the farm for a night out. “The purpose of the event was to let the farmers know there are a lot of local businesses who wanted to support them after the tough times they have had.” Comedian Jeremy Elwood, of TV show 7 Days fame, provided stand-up comic relief whilst the Dargaville Little Theatre entertained with a skit from

their upcoming production and Father Ted, whilst a local girl group Material Girls performed some catchy numbers. Following a highly successful fashion show with the same purpose last year, the vets decided to host another evening and encouraged people to dress up in their brightest colours with prizes for the best dressed man and woman. Dargaville High School Hospitality Academy students were in charge of the catering, and the meat and kumara were donated by Silver Fern Farms and Delta Produce respectively. “It was a feel good event and a great way to showcase the high school’s hospitality academy,” said Todd. ¢

“Stories from Mangawhai and Districts series two show different aspects of the area including Port Albert, Kaiwaka and beyond,” said Historian of Mangawhai Museum Bev Ross. “The subjects include animals of the pioneers, pioneering women, sports of the time, early transport, roads and bridges. There are 10 booklets in each series and it takes a year to produce each set.” Mrs Ross says she was approached to supply historical knowledge for newcomers to the district.. “I formed a group with people that are descendents of the early settlers and we meet and discuss information, and what one person doesn’t know another will.” One lady has been recording the voices of early settler

descendants telling their stories and she has transcribed the tapes. “All the research is kept at the museum. If people want to know more on a topic they can ask and we can show them what we have uncovered,” says Mrs Ross. There is a lot of hours of research involved. The team are elderly and they write everything on paper and Mrs Ross puts it onto a template. “That is what we do. It is a labour of love and everyone does what they can when they can and we keep it in the language of those who wrote it. We are capturing the talk of the time and how it was spoken.” The booklets are on sale at the Mangawhai Museum and can be purchased individually or in boxed sets. ¢

A group of people passionate about promoting water as the best drink gathered to open a new drinking fountain in Dargaville’s Taha Awa Riverside Gardens. The initiative is part of the Choose Water campaign and has been put together through partnership with Kaipara District Council, Dargaville Gardens Trust, Kaipara Community Health Trust and the Northland District Health Board. Debbie Evans of the Kaipara Community Health Trust says this is the first step towards making sure water is easily accessible for the community and encourage water as the best drink. “We want to make sure we are making the most of the spaces we have available and this is also the first step in adding to this garden which is also smoke-free.” There are also future plans to install shade sails over the playground. Ms Evans says creating a supportive environment to make healthier choices the easier choices has been the cornerstone of health promotion initiatives. “Additionally, using the bottoms-up approach where the community leads

Celebrating sporting success The annual Silver Fern Farms Kaipara Sports Awards will be held the Lighthouse Function Centre on Friday, November 4 to celebrate the success of Kaipara sports people. “This is the 9th year the Kaipara Sports Awards have been supported by Silver Fern Farms,” said Sport Northland’s Community Sport team leader Roxanne Kelly. “We really appreciate the partnership and the support given to Sport Northland over the years.” Sport Northland have received 83 nominations in 17 code categories, and of these 72 finalists have been named for the upcoming annual Silver Fern Farms Kaipara Sports Awards. Presentations on the night will include 28 ASB code awards, masters and youth achievement categories along with 13 volunteer or special awards. The Kaipara District Council Sportsman and Sportswoman Awards will be announced with the Silver Fern Farms Supreme Award being the final presentation of the evening. Many finalists have either competed at the Paralympics in Rio, won national titles or have competed at national and international level whilst two Northland Paralympians will be acknowledged at this year’s event. NORTHLAND RESCUE HELICOPTER 2016 APPEAL

Family still together thanks to Chopper Tim Harris knows what it means to be rescued by a Northland Rescue Helicopter. A few years back Tim, who comes from a farming background, was testing out his new motocross bike at a trail bike ride through Pouto Forest near Dargaville. The experienced rider lost control and hit a tree head-first, suffering a multitude of serious and complicated injuries that included a fractured skull, broken arms, a broken femur and more. The manager of Farmland’s Whangarei store admits he thought he was going to die. “There had been a paramedic on the site for the day of the ride, they were able to help me but I lay there thinking I was done for. It was only when I heard the rotors of the helicopter I knew I would be ok. It is a weird feeling – that first half an hour, you lie there thinking you are about to die and then you hear the helicopter arrive and you know you are with the experts, you are safe and you are going to be ok aynow,” he says. Due to the terrain and dense bush surrounding his crash location, Tim had to be winched from the accident scene into the helicopter hovering above, then taken to hospital for the urgent care he required. It took him more than two years to learn to walk properly again following the accident, and he reflects back on what was an extremely stressful and painful time in his life. “We are so fortunate to have this service in Northland; it covers some of the most rugged land in the country. Before my big accident, I had previously crashed off a bike and had broken some ribs – that day I had to be transported by ute to a doctors and then via ambulance to the hospital. It was a long and painful trip. I could not have imagined not having the rescue helicopter there the day of my big crash,” he says. “I urge people to support Northland’s Rescue Choppers.”

Remembering school days The 140th Arapohue Reunion saw a large crowd of former and current students gather to reminisce about school days over Labour Weekend. Celebrations began with a tipple and talk at the Arapohue A&P hall on Friday evening, followed by the official anniversary celebration and cake cutting on Saturday, with a dine and dance at the Northern Wairoa War Memorial Hall in the evening. Sunday saw around 60 people gather at the All Saints Church at Mititai before churchgoers joined other anniversary guests for a barbecue lunch and final farewell. During the official ceremony committee deputy Lyn Norris welcomed everyone and told some of the stories that contrasted with how schools are run today. Committee chair Raewyn Robinson said many former pupils had become successful people, and she thanked other school officials and committee members for their hard work. She said the committee was pleased with how the anniversary went overall. “We had a lot of praise from people who attended, with no hiccups, and I had a very good committee of 11 who

Proudly tobacco-free On the one-year anniversary of quitting smoking, Kim Robberts, the owner of The Dock Dairy and Takeaway on Awakino Road, Dargaville decided it was time to go tobacco-free too. Ms Robberts was acknowledged by Cancer Society Northland and Northland District Health Board with the presentation of a Tobacco-free Retailer Award for the courageous decision not to sell tobacco products. “We live on site, so security is a big issue for us. “There is very little profit in tobacco for such a huge upfront cost, so we have decided to invest that money into expanding the take-away side of the business and would like to offer healthier choices,” said Ms Robberts. Northland District Health Board Smokefree Advisor Bridget Rowse says, “this is an example of retailers putting the community first and getting

rid of tobacco products completely. These shops deserve reassurance that someone is noticing and applauding the stand they are taking.” Cancer Society Northland is encouraging other retailers to become tobacco-free. In Northland there are now 20 tobacco-free retailers, with 49 in total nationwide. Jim Callaghan — Health Promoter, Cancer Society Northland says, “it is young people who are most affected by tobacco but it is adults that must act. We need our community to stand up and say ‘our children deserve a tobaccofree future’. We need to get tobacco out of our community.” ¢

Dining & ENTERTAINMENT Concert helps athletes The Northern Wairoa Country Music Club are getting behind the Special Olympics team in Dargaville by donating proceeds from their upcoming concert to help the athletes reach their full potential. Whangarei woman Penelope Foote will perform as their guest artist. She has just returned from the 40th NZ Country Music Star Awards held over Labour Weekend at the Bethlehem College Performing Arts Centre, Tauranga where she won the 60 plus gospel and solo sections and overall veteran award. The Auckland born singer/ songwriter joined the Whangarei Country Music Club in 1981 and the same year became the senior female and overall winner of the Auckland Country Music Awards. Ever since, Penelope has been winning

competitions as a singer songwriter, and her talent has taken her on trips overseas and into recording studios. The Special Olympics Team in Dargaville is a sub branch of an organisation for people with disabilities that provide opportunities for athletes to reach their full potential in their chosen sport. The local branch offers swimming, athletics and football. The concert will be held in the Scout Hall, Onslow Street, Dargaville on Sunday, November 6 from noon to 4pm. New committee members needed The Northland Agricultural Research Farm at Dargaville is looking for new committee members. The farm is owned by all Northland dairy farmers and undertakes dairy farm systems research. Sean Bradbury has recently taken over as chair of the committee that governs NARF and is keen to get more farmers on board. Farm manager, Kate Reed, is in her first season on-farm, and is following in the footsteps of Karla Frost who won the Northland Dairy Farm Manager of the Year title 2016 and came third in the national competition. NARF committee chair Sean Bradbury says it is important

to have someone managing the farm that understands the research objectives. “We are really pleased with how Kate is doing. “Managing three farms and ensuring collection of the data we need takes good organisational skills.” The current research at NARF is comparing the three farm systems with differing levels of inputs. “Northland is very lucky to have a facility like NARF along with such an awesome group of committee members. There is no other facility like this in the

A message from the new Mayor of Kaipara On behalf of my fellow Councillors, I would like to thank you all for the support you have given us at election time. We enter a new and exciting time in the history of Kaipara. To those who stood and missed out also a thank you for being prepared to take on the role, please stay involved. Council We began our role formally on the 25th when we were sworn in. We dedicated that day to meeting senior Council staff and had a great session on how we would work together. The following day was also spent on induction and in the afternoon had presentations from Don Elliot and Andrea Hemmins from the Dargaville Museum followed by Peter Boyd from the Dargaville Business Forum. Monday will be spent in Maungaturoto following a similar theme, spending the morning understanding the workings of Council and the afternoon learning from our various community groups. In Maungaturoto there will be Don McKay from the Community Trust and Lisa Tolich, CE of the Kauri Museum. Any group who would like to present to Council, could you please contact Sean Mahoney at smahoney@kaipara.govt.nz or call Council. Our collective aim is to spend quite a number of days between now and the Xmas break understanding Council and our communities so that we can begin the new year "match fit"! Responsibilities Peter Wethy, Mangawhai, is my Deputy Mayor. I will value Peter’s experience and also being a resident of Mangawhai village will assist to ensue a strong link between east and west. Initially there will be two sub committees of Council, Audit, Risk and Finance (ARFC) and a Remuneration and Development Committee (RDC). I am very pleased to advise that Richard Booth (ex Commissioner) will Chair the ARFC for a period of twelve months. There are two reasons for this appointment, firstly, I would like to "institutionalise" having a non Councillor as Chair of this committee and secondly, it will assist us in the transition from Commissioners to Councillors. Richard will be paid at the same rate as a Councillor would be to do this job. The fee was agreed to by the Remuneration Authority at $5,371 per annum. The key function of the ARFC will be to spend time looking at the finances of Council to have high level of detail, overseeing both the statutory audit and any internal audit work, developing the risk matrix for the business of Council and overseeing our various treasury functions (borrowings in our case). We have also agreed to the outside responsibilities as follows • • • • • •

Training All Councillors have submitted to me areas that they see they will need development in. Individual plans will then be put in place overseen by the Remuneration and Development Committee. For all of us training will be ongoing, its a fast changing world!

Crown Observer I met the Minister Louise Upston in Wellington soon after the election and we had a very good discussion around this role. It’s an initiative that I strongly support . Our reality is that most on Council have had no Local Government experience and our Chief Executive (CE), Graham Silbey likewise is from the private sector. Barry Harris has been appointed to the role. Barry has been the CE of a number of Local Authorities so has great experience that we can draw on. I have worked with Barry some ten years ago and rate him highly. He is there for us if needed, will attend some, but not all meetings and will always be available to both Councillors and Management. It is important to note that he has NO decision making powers. Crown Manager Peter Winder one of our Commissioners, will fill this role. His responsibility is to deal with the various litigation that Council is involved in. He does have decision making power and does not need to refer to Council either around his decisions or the costs that will be incurred that Council has to fund. He will however keep us updated as necessary. From a personal perspective I very much look forward to putting this chapter in our history behind us. Its been expensive for ratepayers even though we have been successful. The future needs to be our focus now. Staff Numbers During the election a number asked me about the sharp lift in Council staff numbers. Back when I Chaired the Review of Council some 4 years ago my memory tells me KDC had around 50 staff. Today we have double that number. The reason.... back then virtually all Council services were contracted out, including, in some areas, overseeing the contractors. That has been changing and will continue to do so. Our roading team is a good example. back then we had 1.5 people "in house". Today that number is 12, being a mix of people from qualified engineers to administrators. Roading is the single largest expense item Council has and its largest function. I couldn't think of many business operations that would contract out their core function, that is largely because knowledge needs to be retained within the organisation not within contractor organisations, to retain market power. Although it’s not a good enough reason on its own, it does also ensure KDC employs a greater number of locals. Redhill Cemetery On Sunday I attended a celebration lunch, along with Councillors Andrew Wade and Anna Curnow, at the Coronation Hall to recognise the completion of a large project at the Cemetery. This is an amazing example of what a community can do with a visionary leader and a lot of innovation. I would like to acknowledge Des Subritzky for the huge effort he put into this project. I suspect Shirley, his wife's effort was very little less. In total between work in kind and donations a circa $70k project was done with no outside help. Well done to all those in the wider Te Kopuru area including a lot of past residents.
