A promise to serve all of Kaipara

The new administration was welcomed into the Lighthouse Function Centre by Dargaville’s traditional Dalmatian tamburica band. Then the occasion was blessed with an opening karakia by Jack Rudolph. Jason Marris, acting chief executive of the Kaipara District Council, paid his respects to the kaumātua and kuia present, and commended the hosts of what he described as a ‘powerful’ pōwhiri held at Oturei Marae earlier in the day.

As acting CEO, Mr Marris then commenced with the enchainment, officiating the position of mayor. Mr Jepson donned the traditional red and black robes, which hearken back to those of the post-mediaeval Mayors of London. The fur trim, a standard part of the mayoral attire, has been changed for Kaipara. Instead of farmed ermine, it has been replaced with possum, in a nod to the rural heartland of the district.

The mayor was then empowered to call his councillors to the podium, and each member swore a solemn oath to uphold the law and serve the people of Kaipara.

“Voters have rejected Three Waters. Voters have rejected legislation which divides us by race,” said Mayor Jepson, in his opening address. He went on to outline a broad economic policy of fiscal conservatism and attracting population growth.

“Nearly all economic commentators threaten that the global economy is heading into stormy waters. We must meet

this economic challenge by finding cuts in existing budgets. Our population density is too low, and we must attract people, along with their money and their talents.”

Mayor Jepson’s campaign carried this message of economic prudence and spreading the growth of Mangawhai across the whole district. Surveying the representatives of the district’s wards, he indicated that the team he has been given by the electorate inspires confidence.

“I am confident that the councillors elected here today have a diverse range of talents, equal to overcoming these challenges,” Mayor Jepson said. Of those councillors, he chose fellow

Mangawhai-Kaiwaka ward representative Jonathan Larsen as his deputy. Councillor Larsen has ample previous experience in office and served alongside former deputy mayor Anna Curnow during the Smith administration.

After confirming that all members were informed of the laws governing council business, the newly minted governing body went on to set times for their final meetings of 2022. These will take place on November 30 and December 14 in Mangawhai and Dargaville, respectively, carrying on the tradition of rotating meeting venues to cover the geographical width of the district. ¢

Unifying life energy

 Ming Ming Edgar from Aikido Kaipara and founder of Aikido Gonshinkai Sensei Michael Williams attended the recent National Aikido Goshinkai Seminar 2022 in Australia. The four-day event was held at Tweed Heads in New South Wales and had others from across the continent. He was the only New Zealander and blind person at the event. Aikido Kaipara Sensei Joe Hansen says that people were lining up to engage with him. Ming Ming has been training with the local dojo for five years and has his brown belt.

That was the scene as Dargaville came out to celebrate the grand opening of Kama’s Parlour on Labour Weekend. These include authoring part of the introduction to the 2015 Paris Agreement on climate change, working with the United Nations Convention on Biological Diversity and two decades of work alongside the NRC in a planning and regulatory capacity. Ms Shortland also served on the board of the $30 million Ngāti Hine Forestry Trust, a major contributor to the Northland economy.

The NRC’s chair is elected from within the group of councillors chosen by the public, so it is not directly equivalent to

a mayoralty. Council members picked Tui Shortland as chair when another candidate, Joe Carr, respectfully declined the position before the vote. This term’s deputy chair will be Jack Craw.

Councillor Shortland is from Te Haumai in the Bay of Islands and was one of two councillors chosen to represent the newly formed Te Raki Māori constituency. She acknowledges the support and mentoring of her elders in preparation for this role, in which she succeeds previous incumbent Penny Smart, who was also an NRC councillor for Kaipara. ¢

The

Waste Management Ltd plans a mega-dump for Auckland’s rubbish that was given resource consent in a split decision by hearing commissioners, which then became subject to a wideranging appeal.

It involves the Fight the Tip protest movement, which spread across the four years of opposition to iwi, councils, DOC, Forest and Bird and other groups and individuals all concerned at the impact on flora and fauna and the dump location in a watershed feeding into the harbour.

They say in the event of flood or leakage from the tip site the effect could devastate the environment. “We are back in court after a long pause in the case while Waste Management carried out iwi consultation,” said FTT executive member, Michelle Carmichael.

“Earlier court sessions made it very apparent that they had years ago failed to do that consultation in

sincerity. There are limited court sessions now available in 2022, so the case will also continue after the first quarter of next year.

“The next two weeks cover ecology, and Fight the Tip has one expert witness who focusses on the effects on the Kaipara Harbour. The bulk of ecology witnesses is being put forward by DOC and Forest and Bird. We wish them all well.” ¢

is high for the event, after two years of Covid related delays pushed the date back to May 2023. Organiser John Pickworth says that the appetite for designers and artists to get involved after this break is high, and the show, as planned, will provide a stunning backdrop for the wearable vision of contestants.

“Terri Donaldson is this year’s creative director, who is tasked with bringing the theme of the show to life, and she will be working closely with contestants to help bring their vision to the stage,” says John.

“With no expense spared on sound design, lighting and three-dimensional digital projection technology from AwhiWorld, the framing of the wearable arts will be amazing. Contestants will enjoy a high level of support to bring their creations into the show.”

The theme of the 2023 Wearable Arts is Down the Rabbit Hole, referencing Lewis Carrol’s classic Alice in Wonderland. However, while this theme ties together the presentation, the wearable arts categories are not tied to the beloved storybook; contestants will still represent either the theme of Reduce, Re-use, Recycle, Our Natural Environment or Avant Garde.

There are limited spaces left for entrants to step up and utilise this theatrical framing and audience interaction to best display their visions.

Club organisers say that numbers have doubled since the programme’s inception, which was the brainchild of the Cornerstone Charitable Trust. It’s proven especially popular with parents who must make an early commute to work and can be assured that their children will be well-fed and delivered to class.

“We’ve seen a big jump in numbers, but we have also seen some solid support from local businesses, The Warehouse and Silver Fern Farms,” says breakfast club co-organiser Lorin Hona.

“There is definitely a demand in the community for this kind of community group, and as we expand, I’m certain that other generous people will help us to keep up with demand.”

Parents, too, have given what they can to assist, with things like fresh freerange eggs joining the menu alongside Kiwi classics like Weetbix, toast, Milo, milk, and tinned spaghetti. Boxes of these staples arrive each week from the

programme’s supporters. Recently, The Warehouse donated a brand new fourslice toaster to speed up the breakfast queues. Appropriately, it’s bright red.

The breakfast club meets on Monday, Wednesday and Friday mornings from 7am during term time, and it’s free for everyone of school age, from primary through to high school seniors. The venue is Dargaville’s Lighthouse Church, situated on Normanby Street opposite the bowling green. ¢

The Department of Conservation’s Jobs for Nature programme was rolled out to mitigate the impact of Covid-19 on employment and benefit the environment, with many of the 4,000 jobs created landing in Northland. Locally, pest control, reforestation, conservation efforts, riparian planting and support of native species have all benefitted from the $1.2 billion programme.

“Since the programme began in July 2020, more than 2,000km of tracks have been maintained –more than the length of SH1. Seven thousand hectares of riparian planting protecting New Zealand’s waterways has been completed, which is equivalent to 7,000 rugby fields,” Minister of Conservation Poto Williams said.

Here, the Jobs for Nature initiative fits well with existing partnerships forged by DOC and ecological groups. Last year saw a formalised partnership facilitated between DOC and Te Roroa, doubling down on the mahi which has been put in to protect and restore a local taonga, the Waipoua forest. Two entire programmes, Te Toa Whenua and Taiororoa o Waipoua were seeded by this collaboration. Iwi

“Dargaville has traditionally been a very responsible town with fireworks, though there were some incidents last year,” says volunteer brigade spokesperson Jason Campbell. “We’d ideally like to spend the night at home with our families and not attend any call-outs.”

“Te Roroa and DOC have worked together in the conservation space for a number of years,” said Thomas Hohaia, chair of the Te Roroa Whatu Ora Trust.

“In some respects, the signing of this agreement formalises what we have already been doing for some time.”

Better yet, more than 1,000 people nationwide are in training to join the 4,000 who have received employment via Jobs for Nature. ¢

The call for care comes as fireworks go on sale, and it is doubly important this year due to the date of fireworks night. A weekend date means more people will be tempted to combine fireworks and alcohol, which is never a good idea. It’s also the first fireworks celebration since the end of Covid-19 restrictions, meaning there could be bigger gatherings than in the previous two years.

Fire services recommend five tips to avoid trouble with fireworks. The person lighting and setting up fireworks should be responsible, sober and 18 years old or older. Follow all the instructions on the packaging, and use as directed. Never point fireworks at people, animals or

flammable trees, bushes or structures. Also, it’s advisable to have some safety measures nearby, even if it’s only the garden hose or a bucket of water.

Along with a plea for responsible use of fireworks around people comes a similar warning from animal advocacy groups and farming organisations to keep fireworks away from horses, livestock and pets. Those with companion cats and dogs are advised to keep them indoors on Saturday, November 5 to avoid them being scared or startled by fireworks. ¢

Up until the current administration, the single focus of the Reserve Bank had been on stopping runaway inflation. In the 1980s, this economic effect, which saw prices and wages ascend in tandem through a feedback loop, was rampant.

The National Party has also signalled the ‘reset’ of Reserve Bank policy to focus solely on inflation rather than on maximising employment. They have included this in their five-point programme to curb the cost of living crisis assailing New Zealand.

“There’s always a human cost to this sort of economic mismanagement, and sadly we are seeing it play out across New

Zealand households as families decide whether to pay the rent or buy food,” says Mr Seymour.

Is a single-minded focus for the Reserve Bank the key to stopping inflation? ACT says yes, and agrees with National broadly on the need for tax relief as well. In coming the editions, we will look at the views of other parties on how New Zealand can buck international trends and curb inflation for good. ¢

“We were allowed to look at the programme by the organisers. There were already Samoan, Fijian, Rarotongan and Tongan items, and we decided to do Tavaloan dance because there weren’t any representatives for that island,” says group organiser Hehenga Anderson.

The group practised for about a month. Dargaville High School members already knew some of the dance from separate performances at the school, while other members were rallied by word of mouth from Ruawai College and Dargaville Intermediate.

“It was exciting for the girls, and they were extremely proud to represent their heritage and cultural identity on that platform in New Zealand. They felt like superstars. There was only one Tuvaluan in the group.”

The group has been recently established, and members descend from various Pacific Island nations.

“Our focus this year is to establish a group in Dargaville because we don’t want our young people to get lost by not doing something productive. We want to encourage them to dig deep into their pacific cultural dances as part of their cultural identity.

“We want to promote and encourage them. People of pacific descent are welcome to join. We practice at the youth space at Oranga Tamariki.”

Together, they brainstormed a band name, inspired by people trying to get into the school music room. In preparation for the competition, the band received guidance from Emily Looker from the musical duo Aro, funded by the New Zealand Music Commission.

“They had a Zoom meeting with professional musician Richard Hammond. He told them that no matter

what, have fun, but there is also hard work involved,” teacher Justine Vallance said.

The school received a $400 Rockshop credit for the win. Band members say they enjoyed the experience of working and creating music together. The nine-member band was put together by teacher Justine Vallance who ran auditions to showcase their skills. ¢

This year, the number of people in fulltime employment increased by 3.2 per cent to 2,270,000, while those employed part-time increased by 5.7 per cent to 567,000 people. That means fewer people are unemployed and looking for work. There are now 98,934 people receiving the Jobseeker Work Ready benefit from the government. This figure has not dropped below 100,000 for more than a decade.

It’s also 13,731 fewer than September 2021 figures. Notably, many of these job seekers are, in fact, receiving a benefit to top-up part-time employment, which doesn’t pay enough to subsist on. Add to this the very slow opening of the borders to skilled migrant workers, especially in niche industries, and it’s easy to see why many local businesses are committed to upskilling from within, training apprentices, or attracting staff from their competitors.

The interesting part is not that the old big-business doctrine of staff interchangeability and replaceability has been obliterated, even though a human resources manager who loses skilled

people in this environment is liable to be asked tough questions by the board. The fascinating aspect is that, even during a time of increased living costs, the best way to attract and retain staff seems not to rest on money.

Here’s an example. The recent 2022 Remote Work Report found 48 per cent of employees surveyed said they would consider quitting their job if their employers forced them back into the office full-time. Flexible work and no commute were worth more to them than remuneration. A Harvard Business School study last year revealed that employees value on-the-job training and upskilling more than a pay rise. The number one criteria for a ‘better job’, out of a Leeds University study, post-pandemic, was ‘a harmonious workplace’. A pay rise came in a distant fourth.

Quality cuts in a rural setting

Dargaville’s newest home-kill butcher has location, vocation and determination on his side as he sets out on a new endeavour.

Matthew Rendle has 10 years in the industry behind him as he turns the key on his new premises, situated only five minute’s drive from central Dargaville. However, the Awakino Point property, where he’s converted a large shed into a ‘miniature meatworks’ is surrounded by farmland and birdsong. That’s the difference he says he left the big city to pursue.

“I began in butchery with an afterschool job, cleaning up for a local shop,” he says. “Then I graduated to an apprenticeship through Pak‘nSave supermarkets. Now, I’m ready to go out on my own and put that experience to work, reducing the wait times for home kill in our area.”

Growing up on a small farm made Matthew appreciate the rural life, and when his parents moved to Poutō, he was soon convinced that Kaipara was the place to be. With their support he has transformed a large farm shed from the ground up into a meticulous and modern workspace complete with ranks of stainless steel machinery and large walk-in chillers.

The plan is for customers to be able to bring him sheep and cattle beasts ready to turn into everything from corned

silverside to succulent steaks, and of course, classic Kiwi sausages.

“If you can make a great banger, you have a customer for life,” he says, adding that barbecue and a more cosmopolitan cuisine scene are boosting the demand for boutique-style butchery.

In the future, Matthew has plans to introduce delicatessen-style meat production; a prosciutto slicer sits ready and waiting on the bench to assist. Right

now, beef and lamb are the focus, though pork and maybe game products are future considerations.

With home kill supporting a fresh perspective of hyper-local production and sustainable food cycles on farms and lifestyle blocks, demand for the services of a skilled local butcher is high. Matthew is ready to go right now. When we met to talk for this story, he was gearing up to put his new equipment through its

paces, making a string of fresh sausages for tomorrow’s dinner.

Poll says ‘put limits on carbon forests’

Beef + Lamb New Zealand and Federated Farmers have conducted their own extensive research and found that the majority of Kiwis want limits placed on carbon credit

The research commissioned by Federated Farmers (FF) and Beef + Lamb New Zealand (B+LNZ) found 54 per cent of New Zealanders support a limit on the amount of fossil fuel emissions that can be offset with new pine forests.

That figure covers not just rural citizens but those in large urban centres as well, the demographic most likely to not apprehend the magnitude of the economic crisis that carbon forestation could cause.

Almost two-thirds of Kiwis oppose foreign companies buying New Zealand farms to offset their emissions.

“New Zealand is currently the only country in the world to allow 100 percent offsetting of fossil fuel emissions within the ETS,” said Feds chief executive Andrew Hoggard.

“The European Union only allows 10 per cent and California eight per cent. Clearly, the New Zealand Government hasn’t woken up to this fact. We (FF and B+LNZ) also want to explore the introduction of further changes to the Overseas Investment Office, limits on whole farms being converted into exotics going into the permanent category of the ETS, and changes to the Resource Management Act.”

It comes as another study, by Orme Associates, proves that New Zealand lawmakers have created a loophole that is being exploited to our detriment.

A total of 52,000 hectares of land

was purchased by forestry interests in 2021, a 36 per cent increase from the previous two years and up from 7,000 hectares in 2017. This land, if forested for carbon credits, becomes of no benefit to the local economy. Credits are traded by foreign interests and will often go to offset ongoing foreign pollution, which is therefore disincentivised to stop.

It’s also much more than the 25,000 hectares a year of exotics that the Climate Change Commission has suggested are needed to achieve New Zealand’s climate change objectives.

“The scale of change is far in excess of what is needed, and the Climate Change Commission agrees with us on this. This will have significant long-term implications for rural communities and the wider New Zealand economy,” says B+LNZ CE Sam McIvor.

If limits were emplaced, carbon neutrality could still easily be reached, with forests planted where they could do actual good, for example, on erosionprone sloping land, the site of less than one-fifth of current planting. Opponents of the government’s emissions trading scheme opine that Kiwi farms may already be carbon neutral. Current legislation deliberately leaves out most carbon-

sequestering flora grown on farms from its calculations, which has angered farmers.

“We’re calling on the government to urgently work with us and other groups to develop and implement options before the effects on New Zealand’s food production and its rural communities become much worse,” Mr McIvor said. ¢

Private Plan Change PPC81 Dargaville Racecourse

Private Plan Change 81 (PPC81) was lodged on 21 February 2022 by the Dargaville Racing Club Inc.

The Private Plan Change seeks to rezone 47ha within the Operative Kaipara District Plan, contained in Part Lot 37 DP 7811 (NA692/361) and Part Lot 37 DP 27168 (NA689/300) on the corner of State Highway 14 and Awakino Point North Road, Dargaville for the purpose to provide for a viable and sustainable mix of land-uses on the former Racecourse site that complements and supports the growth of Dargaville and includes a variety of residential sites, a neighbourhood centre, light industrial area and public open space.

Submissions have been received by the closing date of 26/27 September 2022 from 18 submitters of which one was a petition. These submissions have now been summarised with the best interpretation of each submission. The submissions can be viewed on the Kaipara District website at www.kaipara.govt.nz/dargavilleracecourse under the Submissions heading at the bottom of the page. The Summary of Submissions can also be viewed in person at the Dargaville and Mangawhai offices and Libraries in the District.

Now is the time to make further submissions in terms of the requirements of the clause 8 of Schedule 1 of the Resource Management Act 1991 (“the Act”).

The Council has prepared the Summary of Submissions document to enable persons who may wish to make a further submission to see what the original submitter said in respect of any matter contained in their submissions.

Who can make a Further Submission?

Under the Act, any person can make a further submission if they

• Have an interest in the Proposed Plan Change greater than the interest that the general public has;

• The local authority itself.

What Further Submissions are limited to:

Under the Act a further submission can only be made in SUPPORT or in OPPOSITION of matters raised in the original submissions. No new matters can be raised.

Further Submissions should be set out in the same format shown on the Kaipara District Council Form 6. Form 6 can also be completed online at www.kaipara.govt.nz/ dargavilleracecourse under the Submissions heading at the bottom of the page.
