The NRC indicated a desire for the Taharoa Domain Governance Committee to enact the temporary closure of the Lake Taharoa boat ramp until October 31 2024, to protect the ecological, recreational and economic values of the lake that are threatened by the invasive gold clam, which gained a foothold in New Zealand waterways. The local committee which administers the lakes has voted in agreement, with the closure of the Lake Taharoa boat ramp now just one vote of open council away, as soon as their next meeting. “Prevention is better than cure as the gold clam has never been eradicated from an invaded location before,” said Lisa Forester, Jacki Byrd and Nicky Fitzgibbon, biodiversity and biosecurity specialists with the NRC.

“Proactive action is needed to prevent the clam from reaching the Kai Iwi Lakes. Boats, especially wake boats, are at the highest risk of spreading the clam. It is recommended that the committee close the boat ramp as a means of reducing the risk of the clam becoming established at Lake Taharoa this summer.” Ecological information was presented about the invasive clam and how it could spell extinction for fish and plant species found only in the dune lakes of west Kaipara. The pest can travel in the bilge and ballast water of boats, so a comprehensive cleaning and washing campaign with public education was discussed as one method to deter its spread. The KDC recommended the continuation of the status quo and
took into account the fiscal losses and disruption to camping, which would come from a closure. Bookings are already finalised for visitors coming to stay at the lakes this summer, many with boats. However, a vote of four to three means that the recommendation to go before the KDC is one of boat ramp closure, at least temporarily. It was noted that without changing the bylaw, which concerns watercraft on Lake Taharoa, an effective ban could not be enforced. The closure of the boat ramp would limit access by large vessels, but in addition to this measure, the application of a rahui by regional iwi was also discussed. Crucial to the closure will be the vote of the full KDC, which could come as early as next week. ¢

Tsunami protection renewed
Petition highlights climate debate
u by Andy Bryenton
u by Andy Bryenton
The Northland Regional Council is leading a roll-out of new, more effective tsunami sirens as an early warning system for the region, with Kaipara in line for upgrades.
A petition in opposition to the Kaipara District Council’s investigation of reallocating funds earmarked for climate change programmes has gathered significant local support.
Brendon Gray appeared before the Kaipara District Council as the spokesman for the NRC’s ambitious programme, which will see more than $300,000 worth of new tsunami alert sirens installed in Kaipara. These replace the current, outdated model of siren with a more robust version. “It’s a significant p Brendon Gray presented plans for a new tsunami warning network project, but the aim is to spanning Mangawhai to Ruawai provide better protection for at-risk communities,” said Mr Gray. intended that all of the sirens, which can “These sirens are just one tool in our stand more than two metres tall atop a toolkit, but they are very beneficial for robust metal pole, should be sited on isolated towns.” KDC land, avoiding private property. “At its October council meeting, Kaipara District Council requested a report from the chief executive on whether to continue with the Ruawai Climate Adaptation Programme and indicated that it may disband the community panel leading that work,” said community panellist and petition organiser, former deputy mayor of Kaipara Anna Curnow. “This opens the door to cancelling all of the climate adaptation work across Kaipara and would leave vulnerable communities with no support to plan for and address the very real risks faced.” Signatories to the petition were vocal in their support for continued climate change planning, with some calling cuts to climate action programmes ‘morally reprehensible’ and ‘non-negotiable’. The petition pre-empts round-table discussion on the issue at the next KDC meeting on November 29. “Step up to the mark, KDC councilmen and women, or step down,” said signatory Robert Eyre. Discussion around the council tables centred on the fact that such recoupments could be spent on practical works of infrastructure, designed to withstand or mitigate adverse weather events. “If the Ruawai programme is cancelled, then the people of Ruawai lose the ability to decide for themselves, in a proactive way, how they respond to climate change. The decision to cancel would also impact the other identified communities as they are unlikely to proceed under this council if the pilot is cancelled,” said Ms Curnow. ¢

Feeling the pinch? u by Pam Greenfield of YHPJ
No matter where you are in your business’s lifecycle, the current impact of post-Covid inflation, paired with attempts at curtailing it, is starting to take effect. Whether perceived or actual, there is a general feel of the coffers being squeezed. Most industries are facing significant challenges, whether in rising costs or retracting revenue streams. In some cases, there’s a combination of both. So, what can you do? Proactive decision-making around finances is essential. Should one expand, downsize or invest in machinery? Accounting system data needs to be both up-to-date and reliable in order to help answer these questions. Once that integrity has been established, patterns from the past, paired with potential scenarios in the future, can form a plan. Creating good habits to ensure business sustainability during tough times will allow you to create a great platform to grow from once conditions become more favourable.
What are the steps? The first step is to ensure historical data, which drives the end-ofyear accounts process, is in order. Accounting systems based in the cloud can now store much of what was once paper. The second step will be to ensure that the current data is up to date and ready for you to see where your profit is at a moment’s notice. Systems now have AI-driven coding processes that enable transactions to be coded almost automatically. It cuts down on processing time and means the system can be up to date to the day. Do you have a plan? Really successful businesses make a plan and measure against that plan. It doesn’t have to be too complicated. Simply setting a budget each year and comparing actuals to that budget will highlight areas of success. The real benefit is to identify problem areas that can then be eliminated or mitigated. If you want to get started with improving your business, call in and see Brayden and the team at 47 Normanby Street, Dargaville, for a chat. ¢

A convoy of caring

Ken McLeod shared his generosity with Maungatūroto-based Linking Hands by donating the medical transport service with a car.
On Wednesday, November 29, a convoy will set out bound for Wellsford, carrying fencing supplies to help with the ongoing rural rebuild following Cyclone Gabrielle.
p Fencing relief is set to arrive in Kaipara thanks to the efforts of local RRT members p Ken McLeod handing the keys to Linking Hands Mangawhai branch coordinator Bruce Hunt
“Mangawhai is home to me, and I love it. I have lived in the area since 2014 but have had a holiday house here since 2007. I have used Linking Hands twice to go to Whangārei Hospital,” said Ken. “On the second occasion, I was talking to the Mangawhai coordinator, Bruce Hunt, about the cars. They accepted my offer, and we handed the car over on Wednesday. I used the car to ferry my late dog to and from the vet. “I had the vehicle since 2002 and was due to sell it. I thought the charity might benefit from it. It is a good feeling, and the local community will get value from it.” Linking Hands volunteer office manager Fiona Brljevich, Mangawhai coordinator Bruce Hunt, and board members Karl
van de Water and Owen Fairweather picked up the vehicle from Ken last Wednesday. “Ken got it warranted and registered. It is a lovely car. I drove it from Mangawhai to Maungatūroto on the day, and we are very appreciative. We don’t get something like this very often, and we are all volunteers,” says Owen. The service relies heavily on donations and grants. The car will be used when its regular transport vehicles are being serviced or unavailable. “It was out of the blue and an awesome gesture. Ken donated because he liked what we did, and everyone was blown away. It was a goosebump moment,” Fiona said. ¢

Few are aware that Trounson Park, north of Dargaville, turned a century old from its initial opening in March 1921 — it was the last part of a reserve nearly 20 years in the making.
The Cooperating Churches of Dargaville is hosting Christmas in the Gardens at the Taha Awa Riverside Gardens on Saturday, December 9, from 6–8pm.
p Dwarfed by a kauri giant, holidaymakers in the 1920s pose for a photo in Trounson Park
It started in 1899 when the government set aside 7.75 acres of kauri forest near Mangatu as a reserve. At its heart was a giant kauri, which was later destroyed in a forest fire in the early 20th century. In 1903, James Trounson, with the support of the Hobson County Council, donated 42 acres of standing forest containing more than 200 kauri adjacent to the government reserve. Trounson, like others of his time, had significant milling interests in the Kaihū Valley after establishing a largescale commercial sawmilling operation just north of the current Kaihū township in 1896. Aware of the shrinking timber supply, he had stated to a Forestry Commission
inquiry in 1918: ‘The question, however, is not whether anyone would see the kauri bush now, but whether those who lived 50 years hence would have any kauri bush left to see. If not, they would probably blame the present generation for not conserving the trees.’ A further 12 acres of forest on the western side of the reserve was added in the same year, creating a 75-acre park, later by the then Minister of Lands David Henry Guthrie in January 1919. The Northern Wairoa Scenic Club pushed for further additions to the existing reserve, which Trounson provided, selling the remaining 960 acres to the Crown for £40,000, forming the park we all know today. ¢
p Christmas in the Gardens has been an annual Dargaville event since 2007
“Christmas in the Gardens was started by the churches of Dargaville in 2007. We were doing carols in the town hall. The event was the vision of Warn from the Baptist Church to showcase the meaning of Christmas,” said coordinator Pauline Taylor. Pauline has been on board with organising the event since its inception 16 years ago. She says that the committee always have its purpose in mind. “Our purpose is to serve the community, honour Christ, the true meaning of Christmas and unite the churches. The New Zealand Transport Agency — Waka Kotahi, has indicated that the vital Brynderwyn road link may need to be closed for two months for repairs. Mayor Craig Jepson confirmed that he had been informed of the plan, which would potentially see State Highway One shut down between Waitangi Day and Easter 2024. “With forward planning, we can make this less disruptive,” said Mr Jepson. “If this needs to be done, we will make sure that our p Cyclone Gabrielle damaged the Brynderwyn route significantly, roads can cope, and we will meaning that there could be further closures in 2024 for repairs properly signpost the best routes to use.” miles and hours they are going to have The mayor says that discussions with to put in?” he said. p Road workers in 1940 could not use trucks, trailers and diggers to get to their work site as the road from Dargaville progressed toward Poutō. That’s because the road didn’t exist yet in any form; they had to carve it from the sometimes swampy ground as they went. This vintage photograph shows the hardy trail breakers and their big workhorses taking a break from the labour of connecting West Kaipara’s settlements.
Mayor’s Message Greetings, It’s been fantastic to have so many locals engaging with Elected Members and Council staff at the recent market events. In the last month we’ve had stands at Mangawhai Tavern Market, Dargaville Community Market, and Maungaturoto Night Market. We also hosted a Dargaville Business Meet and Mingle in partnership with Dargaville Community Development Board. Continuing our early conversations as part of the Long Term Plan 2024/2027 process, we had people have a go at our interactive money activity. People were given a small amount of money stickers to place it on activities they wanted Council to focus on.

How can you help?
The results from these conversations told us that roading and footpaths (unsurprisingly) has come out on top with the most investment from participants, but also high up is flood protection and drainage, as well as our open spaces and facilities (parks, reserves, libraries). It’s been fun, and a great exercise in understanding where the community wants to see investment from Council. I love attending these sorts of events and hearing straight from those on the ground. And I know the other Elected Members have too. Your thoughts help to guide our conversations as we build the draft Long Term Plan for 2024/2027. So thanks to everyone who gave us their time. It was a pleasure connecting with so many of you. There is a huge amount to consider, and prioritising
Council’s limited resources is a delicate balancing act. The number one focus is clear – recovery from the extreme weather events is first and foremost. Of note for your calendars, formal consultation for the Long Term Plan in March next year. We hope to hear from as many of you as possible. With your input to help we can drive towards our goal to make Kaipara THE place to be. The new government is still in negotiations that I hope will be resolved by the time this has gone to print. I am looking forward to working with the incoming parties and the new MPs for Northland in partnership to ensure our region gets the support for infrastructure and core services it needs. High on that agenda is ensuring much-needed funding for our roading.

Kauri Museum – what’s behind the new look. Explore the latest transformations at the Kauri Museum in 2023, where a notable shift in marketing and branding strategies has taken place. Building upon the revitalisation of the Kauri Museum precinct and the introduction of the captivating Forest Walkway, the institution has unveiled a series of vibrant communication materials and an entirely new brochure. The freshly released Kauri Museum brochure is a visual feast, capturing the essence of the institution in ways unprecedented over its sixdecade history. Beyond its striking aesthetics, the brochure carries profound messages, prompting readers to delve deeper into the narratives it unfolds. This vibrant marketing initiative marks a departure from convention, encapsulating the spirit of the Kauri Museum’s evolution. Unveiling the story behind the brochure’s creation offers insight into its uniqueness. Crafted with meticulous attention to detail, the brochure stands as a testament to the museum’s commitment to engaging its audience. A deliberate effort has been made to strike a balance between visual allure and
substantive content, resulting in a piece that not only captivates but also educates. The tagline, “Dig deeper here,” serves as a pivotal call to action, urging visitors to explore beyond the surface and immerse themselves in the rich offerings of
the Kauri Museum. This phrase not only sparks curiosity and ignites the imagination but also functions as a clever nod to the region’s gum digging heritage, infusing the call to action with historical significance. As the Kauri Museum continues to redefine its identity, this brochure
stands as a tangible representation of its dedication to helping visitors derive meaning from the heart of the institution. It serves as an invitation to unearth the hidden gems within, promising a journey of discovery and enlightenment for all who choose to “Dig deeper here.”
forest walkway Embark on an unparalleled adventure with the Kauri Museum’s Forest Walkway, a visionary odyssey like never before. Departing from the ordinary bush walk, this unique pathway through the forest unfolds without the presence of actual plants. Visitors are invited to take a daring leap into imagination as the Kauri Museum narrates the story of the kauri tree, commencing at the genesis of time with the Maori creation legend. The tale unfolds in the cosmos where the Goddess of Earth, Papatuanuku, and the God of the Sky, Ranginui, lie tightly entwined in the midst of darkness. Frustrated at being constrained in the dark, several of their children try and fail to separate them before one is successful. God of the forest, Tane Mahuta, takes the form of a kauri tree and uses his legs to separate the earth and the sky – an event known as Te Waonui o Tane. This act heralds the transition from
darkness to light, filling the world with vitality. Visitors to the Kauri Museum now experience this profound journey from the primordial shadows to the radiant light, showcasing the pivotal role of the kauri in shaping the world’s existence. Remarkably, the “trees” along the Forest Walkway are not genuine trees; they are towering light boxes, internally illuminated. Progressing from small and dim at the beginning to large and luminous at the end, these symbolic structures radiate
light, signifying the transformative power within the kauri. Departing from the conventional round columns of real trees, these square lightbox trees foreshadow the squared logs prevalent throughout the Kauri Museum, offering a subtle nod to the historical imperial volume measurement of kauri super feet. Infused with a touch of steampunk aesthetics, the iron-forged appearance of these light-box trees adds a contemporary twist to the Forest Walkway, creating a link with
the industrial era and harmonizing with other elements in the Kauri Museum’s collection. To further kindle the imagination, the walkway resonates with the enchanting melody of birdsong. Keen listeners may catch the distinctive flap of a tui, acting as a herald, guiding visitors through the journey from darkness to light. As the Forest Walkway concludes and light floods the world, a captivating dawn chorus of native birdsong fills the space, creating an enchanted atmosphere. This ethereal journey through the Kauri Museum’s Forest Walkway echoes the essence of forests past and those yet to come, akin to strolling through a Once-and Future Forest.

Seasonal cheer for power users u by Andy Bryenton
Northpower customers will benefit once again in 2023 from how ownership of the electricity company is structured, receiving a share of $14 million as a seasonal discount on their energy bills.
p Santa is returning to Ruawai, a town where he’s been known to trade in his sleigh for a fire engine during previous parades
“We have been in contact with Santa, and he’s getting Rudolph ready for a flight down to visit us for the Ruawai Christmas parade,” said community leader Bruce Crompton. “I’ll definitely be there! Ruawai is one of my favourite Kiwi towns because the people have such incredible Christmas spirit,” confirmed the man in red. The Ruawai Promotions and Development Group has been working hard to put together a parade with floats, festivity and fun, and their parade through town will culminate with the arrival of Saint Nick. With neighbouring Dargaville missing out on a live parade this year, the promotions group and Mr Claus warmly invite Dargaville children and their families to come and enjoy the day.
“We would welcome and accommodate floats or parade entrants from Dargaville groups into our parade. It’s all about having a fun day,” Mr Crompton said. In addition to the parade, December 9 will also be a day for festive decoration around Ruawai, with a competition to pick the town’s best Christmas-themed letterbox. Additionally, the pre-parade entertainment will begin around 9am, with stalls, food and a big community raffle on the village green. The parade itself will set off at 11am. Those who wish to take part in the parade can enter a float free of charge, and all are welcome. Please call 09 439 2221 to express your interest. ¢
This year’s pricing discount is the biggest ever and represents the fifth year that the record has been broken. The Northpower pricing discount is made possible with the support of the Northpower Electric Power Trust, which owns Northpower on behalf of consumers connected to the Northpower electricity network. “We are very pleased to offer this discount back to Northpower’s consumer owners, as we know what a difference it makes to so many households, especially in today’s climate,” said Northpower chairperson Mark Trigg. Most residential and business electricity customers connected to Northpower’s network will benefit
from a discount of $285.41, including GST, this November or December. Those who have only used between 1kWh and 2,000 kWh for the prior year will receive a discount of $106.55, including GST. The discount will be shown as a credit on customers’ November or December electricity bills, regardless of their preferred provider. It will benefit more than 62,000 current customer connections on the Northpower network and add to a total of $278 million given back to electricity consumers in Kaipara and Whangārei since 1993. You can find out more information about the discount and your eligibility by visiting northpower.com/pricing. ¢

Road slips set for repair

Recently, Ruawai Primary School students, staff and parents ventured to Orongo Bay Holiday Park for four fun days of educational activities at Russell.
The end is in sight in Kaipara for the remaining slipped and slumped roadways damaged by harsh weather in early 2023. Kaipara District Council has repaired 245 of the 300 slips caused by back-to-back storms and cyclones in February 2023. The slips remaining are the most challenging, and 71 of the most serious and complex have required detailed inspections by engineers. These investigations have often been hampered by ongoing instability, caused by continued wet weather. However, the majority of these slips will be repaired by the middle of 2024 as part of an aggressive work schedule. “The remaining 28 of the Kaipara’s 71 slip sites require specialised design and will cost in excess of $100,000 each. These repairs will require formal procurement processes before contracts can be let. We visited Pompallier House and had a tour of the printing workshop where the first bibles printed in Māori were produced,” says teacher Adele Slatter. The students also learned about early New Zealand European history at Russell Museum with an interactive display of early contact between Captain Cook and Māori in the Bay of Islands. Campers also had the opportunity to learn about conservation. “We had an afternoon with Project Island Song. We assembled rat traps to bring back to our school to put in our ngahere (forest), flax weaving and did challenge games.

“Paddling a waka ama canoe during our time spent on the Russell waterfront was a highlight. We had fun swimming in the sea and bombing off the pontoon wharf, but it was a bit cold.” Each night included an afterdark activity like a kiwi trail, roasting marshmallows at a campfire and singing around a fire pit. “On the kiwi trail, we walked with torches covered with red cellophane. Unfortunately, we did not see any kiwi, but could hear them at night. On the final day, each tribe had to design and market a new chocolate bar with a presentation. We packed up and arrived back at school on Thursday afternoon, tired but with great memories and friendships.” ¢

The BMW R-18’s name doesn’t refer to anything salacious about its styling, though it’s a classically curvy take on the cruiser aesthetic. The boxer twin was a BMW bike trademark in the years before the second world war, with a 400cc twin making its appearance in 1927. A decade later, Ernst Jakop Henne set a speed record of 279km/h aboard a supercharged BMW boxer bike, with a hardbeaten aluminium aeroshell reminiscent of the one Burt Munro would craft to streamline his salt-flat-racing Indian in later years. Compressed for success u by Andy Bryenton
It’s a happy 100-year celebration for one of the all-time greatest automotive add-ons ever invented, the supercharger. That’s correct. Christmas of 1923 was the first festive season that you could wish for a car with forced induction under the tree. Well, you could if you were part of the upper crust of the motoring aristocracy. That’s because the first two cars to boast this revolutionary technology were top-of-the-line Mercedes-Benz cruisers, which used what the Germans call a ‘kompressor’ to squeeze more power from a small 1.6-litre engine and a bigger 2.6, respectively. In the times of the roaring eightlitre Bentleys and vast, aeroengined racers which dominated early motorsport, such small displacements making upward p Supercharged power came to public roads with the first-ever factory forced-induction motor car, the 1923 of 40 horsepower were seen as Mercedes-Benz 10/40 pure magic. only racing drivers wanted to deal with them. The two Benzes of 1923 changed all of that. Suddenly, the technology that made Alfas, Fiats and Bugattis dominant on the track was reliable enough to add some zest to a roadgoing car, one that you could own. By 1929, when the ‘blower’ Bentley hit the roads, it was the number one performance upgrade for the discerning motorist. Some say the supercharger hit its peak with the huge units bolted to American hot rods or with the latterday Kompressor monsters crafted by Mercedes’ AMG tuning works. However, the song of those whirring belts and rotors stirs hearts everywhere petrolheads are gathered. ¢

Weather further delays wharf Another round of weather events, including ex-Cyclone Lola, has affected works on Poutō wharf and extended the completion out to the end of the summer. These recent delays have come on top of delays caused by the extreme weather events earlier in the year.
Meet Vikrant I feel blessed to be a part of the building team, which is very hardworking, committed, and professional in their services, while being light-hearted and empathetic at the same time. We take pride in working for the Council and never hesitate to go out of the way to support our communities and people in their times of need. In my current role, I work closely with the team to help in upskilling them with the new and upcoming changes in the building industry. This is so they are well equipped to contribute to the successful growth of our district. I also help our customers with queries of technical nature so that their experience of building consenting with Council could be as effortless and valuable (learning wise) as possible. Our intentions are always to build better communities, help and educate our people as much as we can. Sometimes that could even mean hard decisions now to safeguard future interests of everyone involved and achieve best outcomes.
Construction work on the wharf started up again recently, after a brief pause during the winter months. Key structural work, including piling, sleeving, concreting and grouting is dependent on tidal, weather, and swell windows. All of these windows must line up (low tides, good weather, minimal swell) with suitable daylight hours for this work to be undertaken. A run of wet and wild weather in September/October meant there were less opportunities for the team to be working than anticipated. The project team has worked with the contractor to look at programme changes to get the work done faster and completed this side of Christmas, to keep the wharf work on schedule. Any changes (which would have come at additional cost) were found not to have reduced the timeline, only prevent more delay from any future weather events. We know this will be disappointing to the Poutō community, and all our residents and visitors. The majority of the wharf will be completed and will be back open to foot traffic over the summer holidays, with health and safety including clear signage in place. However with some elements still to be installed like fender piles and stairs, the wharf will not be available for boats to moor alongside. Poutō Point carpark improvements, which include sealing the carpark and footpath connections for pedestrians are scheduled to begin after summer, once the wharf work is complete. The programme extension does not have any impact on the wharf funding from central government. There will be a formal opening for the wharf in late February/early March, once all work is completed. The Kaipara Wharves project, which includes the Dargaville pontoon, the Pahi wharf upgrade and pontoon, and the new wharf under construction at Poutō, is led by Kaipara District Council and supported by the Provincial Growth Fund (PGF) through Kānoa – Regional Economic Development & Investment Unit.
Meet more of our people and learn about the mahi (work) they do, their relationship with the district and why they love Kaipara. Head to kaipara.govt.nz/our-council-our-community
