SOS members, who have recently been joined in their opposition to sand mining by Greenpeace Aotearoa, took to the waters in the Hauraki Gulf last week in full fairy tern costume. The activists displayed banners in front of a newlycommissioned dredging boat designed to harvest large amounts of sand from the Pakiri coastline. This area has been mined for more than a century, leading to erosion and slippage. Critically, it is also home to many endangered birds, including the fairy tern. Recognised as New Zealand’s most endangered sea bird, only 40 remain. For this reason, and wider reasons of marine ecology, locals have taken a stand against two new consent applications sand mining company McCallum Bros has lodged with Auckland Council. If granted, these will see millions more tonnes of sand taken from the embayment. “The sand is the fairy tern’s home, it protects them, and it’s literally being sucked away,” said SOS spokesperson Jessie Stanley. “These two new consents are to continue the sand mining, which has already had a devastating impact on Mangawhai to Pakiri beaches. “Mining is damaging seabed ecosystems, disrupting seabird feeding and nesting habitats, and causing irreversible coastal erosion. “McCallum Brothers has been taking sand from this location for generations, creating great scientific and community concern.”

SOS is a community group with the support of groups such as Greenpeace and the Endangered Species Foundation, is urging New Zealanders to oppose the consents and protect the coastline from further sand mining. “Any form of sea mining devastates seabed ecosystems and disrupts food supplies to our wildlife,” says seabed mining campaigner for Greenpeace Aotearoa, James Hita. “This is a perfect example of why we cannot leave the safety of the oceans up to the systems that are currently in place. “The Mangawhai to Pakiri coastline is a scientifically recognised closed

embayment area, meaning any sand that is removed by mining can only be replaced by sand being taken from adjacent coastal beaches.” McCallum Brothers has now registered with Auckland Council for three new sand mining resource consents that, if granted, would allow them to take over nine million cubic metres of sand, starting at a depth of five metres, out to 30 metres depth. One touch is the collection of Christmas nutcracker toys in the shape of model soldiers; the famous ballet and classical suite of music that made these a holiday icon was written in 1892.

New Zealand’s rarest bird, the fairy tern, has started the 2021– 2022 nesting season early, with the first egg laid at Papakanui on the inner Kaipara Harbour.

The first occupants of the multimillion-dollar dementia unit at Maungaturoto’s Riverview Rest Home are now in residence as staff gear up “a little at a time” towards a full 14-unit occupancy rate.

“We have three residents now and expect to increase our numbers by about two each week,” said rest home manager Tracy Chapman. “This allowed the staff, which has increased in number by six or seven people, to integrate into the new environment and for us to operate smoothly from the start.” The arrival of residents has been the final touch in a four-year saga with the unit construction the focus of a huge community fundraising campaign, coupled with a grant from the Provincial Growth Fund that set the final seal on construction. Final health department paperwork delayed occupancy for some weeks. However, the red tape resulted in a green light for the project that was overseen by the Maungaturoto Community Charitable Trust and is planned as the first stage leading to eventual full hospital care facilities. Staff for the dementia unit section of the rest home are now up and running.

The commercial kitchen in the new build is well underway and providing meals for the unit and also available to wider residents in the extended rest home area. “Staff have been delighted to experience just how we can cater to clients,” adds Tracy. “We have a unit patient, and his wife is now a rest home client resident. She is able to join her husband in the unit for mealtimes — keeping their family unit together.” ¢

Fresh concepts in community learning and recreation have been put forward in a recent survey regarding the future of Kaipara libraries.

However, there was more giving on the calendar as the members of the Dargaville quilters met at Bev Bagby’s art studio and garden. A second quilt is soon to be raffled to generate funds for the Breast Cancer Foundation of New Zealand. There are plans well underway for an outdoor gala event in early 2022. “We’re very grateful,” said Greenways Trust general manager Denise Nicholson. “We’ll use the funds raised toward the purchase of a tandem trike so that our people with higher needs can get out and about with the rest of the group and enjoy some exercise.” The adult-sized trikes are specially built and imported and can keep up with modern mountain bikes and road bikes. With this act of Christmas kindness

achieved, the quilters are turning their attention to the weekend of February 18 and 19, when they will once again meet at Bev’s hilltop garden, this time inviting the public to join them. The long-established trees and flowers, first planted by the previous generation of the Bagby family, have been weeded and restored to a state of natural beauty. They will form the backdrop for Quilts in the Garden, a two-day event blending craft and nature. “We usually display quilts in a hall or a gallery, but this will be unique,” Bev said. Work is in progress toward the event, with members of the Dargaville Quilters enjoying the challenge of creating works, which will be well-framed by nature. ¢

The Northern Wairoa Fund has been described as a ‘living legacy’, a way to do good for the community year after year. Its latest round of disbursements proves the theory. The fund exists to assist local community groups and generates them via the interest on money donated by people wanting to make a long-lasting difference in their own hometown. ‘Traffic lights’ now Covid focus u by Paul Campbell

With the government expected to move to the ‘traffic light’ Covid-19 control system in another week, the border between Kaipara and Auckland remains in question, with a remaining disparity between the number of cases in the city and other urban areas. There were two new cases in Northland, both close contacts of existing cases and already in isolation, in the latest figures as this edition went to press, for a total of 64 active and released cases in the region. The latest cases were in Onerahi and Hikurangi, while Dargaville was clear of new cases. Elsewhere, 36 cases were active, and 35 in home isolation, with one in Whangārei Hospital in a stable condition, and 28 cases have been released from isolation. Last weekend, there was a cumulative total of vaccination doses given in Northland of 247,112. In the wider region, Auckland is awaiting news if this week will be the last of New Zealand’s longest lockdown of 100 days since August. Expectations were that the government was likely to consider moving the whole country away from the alert-level system to the new traffic light system next week. Once in effect, this would leave lockdowns,

When the property market is as tight as it is right now, prospective purchasers often feel pressure to get their offers on the table as fast as possible. However, pausing to get your lawyer to check over the contract before signing is absolutely vital. When contracts aren’t done right, buyers can find themselves involved in costly negotiations trying to amend or exit an agreement, which could have been avoided by taking time at the outset to check the agreement. Solicitor’s approval clause — not the catch-all you might think Some people mistakenly believe that adding in a solicitor’s approval clause into the sale and purchase agreement acts as a get out of jail free card if they change

their mind on the property later. Just ask your lawyer to say they don’t approve, and the deal’s off, right? Wrong. The Court has taken a very narrow interpretation of this clause, and there is, in fact, only very limited scope for the grounds lawyers can use to cancel a contract using this clause. If you’re not sure the property is perfect for you, but you want to make an offer, a well-drafted due diligence clause would be a better solution. A Visionary Future for the Racecourse: Dargaville’s New Neighbourhood

The proposed redevelopment of the Dargaville Racecourse lays out a visionary future for Dargaville. The Racecourse Development Project has made significant progress in 2021, supported by $900,000 of PGF funding granted to the project tripartite group in 2020, namely Dargaville Racing Club (DRC), Dargaville Community Development Board (DCDB) and Te Rūnanga o Ngāti Whātua. The tripartite group commissioned consultants to develop a concept design and plan change proposal for the site to realise their shared vision for it. The tripartite collective intent was to provide quality homes for Dargaville, including retirement living, create local jobs and overall contribute positively to the future of Dargaville and the Northern Wairoa community. The concept development could provide more than 430 homes, 20+ light industrial sections, and more than four hectares of parks and open spaces. Significant investment in infrastructure will be required to support this, including an upgrade to the T-intersection of Awakino Point North Road and SH14 to improve safety, a shared walking and cycling path along SH14 and upgrades to the wastewater network and treatment capacity. If the plan change is successful, future development on the racecourse site could provide for papakāinga, a retirement village, an early childhood centre and community hall or a similar facility. In contrast to a light industrial development of the racecourse site, which is anticipated by the Kaipara Spatial Plan, the tripartite group proposal is estimated to provide net economic benefits of approximately $18.4 million (present value). These benefits include an increase to local housing supply, including affordable housing such as papakāinga, temporary construction employment and permanent ongoing employment in the businesses that would emerge during the next 30 years. It is a complex project, and the site has presented a number of constraints and opportunities. The concept design

process has involved a large number of technical consultants, including planners, urban designers and engineers (civil, geotechnical, traffic), cultural advisers, acoustic, archaeology and landscape specialists, economists and property consultants. In addition, engagement with community and hui with mana whenua representatives through the cultural impact assessment process provided important contributions to the process. The project team has worked together to assess the feasibility of different options and find the right balance and type of development across the site. In May 2021, three early engagement meetings were held. One with racing club members, another with site neighbours, and an open session was held with the local community at The Dargaville Club with more than 50 attendees. A Dargaville Housing Survey received 90 local responses that considered personal housing choices and identified the housing future they wanted to see for Dargaville. Three retirement engagement sessions were also held with 22 Dargaville residents in August 2021 as part of the ongoing process of considering what the best-fit retirement village solution would be for Dargaville. The next steps in this project are a community meeting on November 30 to share the concept plan, and in December, submission of the plan change application to Kaipara District Council. The plan change proposal will be submitted to Kaipara District Council in late 2021. It seeks a change from the current Rural Zoning in the District Plan to a balance of light industrial, residential, open space and neighbourhood centre zone. The proposed plan seeks to enable future development at the Racecourse site. Imagine, as you drive down SH14 and turn into Awakino Point North Road, being welcomed into a new neighbourhood. A community for people of all ages, from active retirees to families, lush open

Plans to transform Dargaville’s racing club into a prosperous new development are advancing, with a team of local organisations, iwi, industry

As the next stage of the project approaches, it’s a good time to take a look at the advantages, both financial and social, which this development is set to deliver for Dargaville and the wider west Kaipara. “The Dargaville Racing Club project is an ambitious and much-desired development for Dargaville and environs. It is said to be one of Northland’s largestever developments, and Dargaville will benefit in many ways,” says Lorraine Davidson of the Dargaville Community Development Board, which has been an integral part of this vision since the very start. “This is an opportunity to make a change for the future and arrest the downward spiral that we may otherwise find ourselves in, which has affected many other small rural towns. Additional housing, with both a retirement village and mixed family housing, will encourage more people to consider Dargaville as a great place to live, play and do business. “That, along with room for light industry in the proposed plan, will provide increased business opportunities and jobs that will grow our economy, and wealth for our town and businesses.” It’s simple arithmetic that more than 300 new households on the site of the now-closed Dargaville Racing Club would translate to more customers for the town’s main street. However, there’s an additional effect over and above the simple spending power of a whole new group of residents and neighbours. “The increased number of residents will also promote change to the affordability of services and infrastructure within Dargaville and its environs,” says Lorraine. “What’s more, this could enable the Kaipara District Council to move forward desired initiatives and projects that we would all like to see.” Economic benefits will flow from the day spades break soil on-site, says project manager Trevor Griffiths. His company, Griffiths Associates, are key advisers to the development.

“It’s certainly one of the largest projects north of the Auckland border, with 47 hectares developed for multiple uses,” Mr Griffiths said. “The investment may be circa $300 million, and for every dollar of that, we will need labour and skills. Three million worker-hours or more, or potentially $150 million in labour, employing local people.” There will be scope to train and apprentice locals and employ tradespeople across many disciplines. Homes and business premises built for the development will require maintenance, future additions and interior decor renovations, personalisation, appliances and personal touches throughout their lives, too. It’s a boon for tradespeople from the day the first foundations are laid. “Right now, it’s just grass growing and buildings getting older,” says Mr Griffiths,

“However, this development could unlock a lot of potential.” That potential also takes the form of room to grow for light industry. The Dargaville Racecourse development includes plans for a new space for makers and creators, entrepreneurs and engineering. Dargaville’s strong focus as a hub for rural support means that the industries that innovate for agriculture and horticulture need space to thrive. With a growing emphasis on changing land use and irrigating to cultivate new and more profitable crops, a light industry precinct is a timely addition. However, this is not the only industry that will benefit directly from a whole new sector of town. Visitors will also play an important part in this new Dargaville, with an increased number of friends and family attracted to the area by their resident families.

“There will be many commercial opportunities that these visitors will require, leisure activities and attractions, accommodation for the discerning traveller, and sustenance from the food and hospitality sector,” says the DCDB’s Ms Davidson. “Tourists play, and tourists often come back to stay, fuelling further development.” It’s not just tourists, either. People want to move to Dargaville now and need space to put down roots. For example, by 2051, there will be 1.18 million people aged 65 and above in New Zealand, representing an increase of 165% since 1999. Increasingly, this population is mobile, leaving the big cities and seeking lifestyle living in the regions. Kaipara is the fastest-growing region in New Zealand partly due to this trend. Recent major developments in Paparoa and Mangawhai have been well patronised by people who would also find Dargaville desirable for its amenities and its position on the Kauri Coast. Infometrics predict that household numbers will grow faster than the Kaipara population, from 10,000 in 2019 to 14,600 in 2051. Now it’s time to make a planned, desirable space for those homes in a way that benefits the community. “This has been a very long journey for the Dargaville Community Development Board and its associated stakeholders,” says Lorraine Davidson. “Now it is close to a reality, and I urge you all to get behind this game-changing development for Dargaville. As our past mayor Sammy Green used to say: ‘Dargaville can do it!’ Let’s make this a slogan for the future.” In recent years trends have seen people returning to Dargaville to enjoy the lifestyle and reconnect with their families. We have also seen that providing opportunities for youth employment alongside opportunities for retirement living can keep whānau together, strengthening the bonds of community. For all these reasons and more, the newest chapter in the history of the Dargaville Racing Club’s grassy acres is one to be welcomed with anticipation. ¢

From pre-colonial times to the present day, the land lying beneath the Dargaville Racing Club has benefitted the community. Now a new chapter is set to open just north of Dargaville, continuing this legacy. The fertile lands bordering the Northern Wairoa river were the home of the Ngāti Whātua people long before European settlers reached these shores. Then, strategic pa sites commanded views over the river, and kauri forests dominated the land. Lakes, river, harbour and sea coasts provided a means of transportation and a source of plentiful sustenance, maintained in balance. The people of Te Uri O Hau were well established to the south and east, while those of Te Roroa settled to the north and west. Trade and commerce, agriculture and artworks speak of a prosperous community utilising the resources of a bountiful environment. After Joseph Dargaville struck a deal with local chief Parore and established his eponymous town, the land surrounding the Dargaville Racing Club was farmed by the Finlayson family. They donated the current club environs to the public good, noting that if horse racing were ever to cease there, the land was to be used for the benefit of the community. It brings us to the present day, as the Dargaville Racing Club, Ngāti Whātua, the Dargaville Community Development Board and a group of dedicated, civicminded stakeholders prepare to fulfil that vision. “As we start to get a picture of what the Racing Club Development is going to look like, and how it has the potential to be a real game-changer for Dargaville and its districts, it’s perhaps opportune to look back on nearly a century of racing history here,” says Dargaville Racing Club president Tim Antonio. Mr Antonio says that it was always a great day when the races were held in Dargaville. There was a wonderful picnic atmosphere, and the whole town

would turn out welcoming busloads from Whangārei. The combination of fashions, the jockeys wearing their owners’ strips, the hospitality tents and the colours — these are some of his most vivid memories. “That, and the pleasure of seeing, smelling and hearing the horses parading, racing, and coming back to the bird cage all sweaty. They were beautiful animals, and watching them on television is just not the same,” says Mr Antonio. The long-serving racing club leader says that he never intended to be the last president of the club, and it wasn’t his or the committee’s decision to stop racing at Dargaville. That decision was taken elsewhere. “However, once we realised that there would never be racing here again, we were determined that this community asset should be used for something that Dargaville desperately needs, and that we should do it in a way that continues to provide benefits for the community in perpetuity,” he said. The racing club president is also reportedly delighted with the way that the development concept is evolving. He says he is particularly pleased with the idea that any proceeds from the project would be invested with the Northern Wairoa Fund, managed by the Northland Community Foundation so they would continue to benefit community groups in the area forever. Tim hopes that everybody in Dargaville gets in behind this project, as the benefits are set to be huge. It will be a fitting legacy for the Dargaville Racing Club and all the people who have contributed to it during the decades, a fulfilment of the wishes of the original donors to build something lasting for their community. ¢

One of the oldest names in Dargaville main street retailing is moving with the times, expanding and growing to meet the needs of the public just in time for the festive season. McKay’s 100% Electrical is a name long associated with appliances and electronics, but, admits co-owner Trudi Woollam, the business was outgrowing its space on Victoria Street after occupying the same four walls since the late 1930s. “We were talking about an expansion for a long time before covid-19 came around,” she says, “However, when the lockdowns hit, we decided to knuckle down, work hard and get bigger, not smaller.” “We had already gotten into stocking beds as well as our big range of whiteware and televisions,” says husband Craig. “Space became a bit tight!” When the neighbouring store closed to go online, it was time to call up some local assistance and reshape the big red-

fronted store. A wall was knocked through into a space that was once the office for veteran parliamentarian Winston Peters. Now a fleet of beds and a row of washing machines and dryers take the space where his desk once stood. “It’s a much more pleasant shopping experience with the extra space to show people around each product,” says Trudi. She understands that people like to imagine big items like beds, refrigerators and flat-screen televisions in their own homes. Samsung came to the party with a new wall of high-definition televisions. Fisher and Paykel refreshed its appliance display, and local kitchen makers got their chance to craft exemplary scenes incorporating the latest whitewares and technology.

In the end, say Craig and Trudi, it’s about creating a good customer experience. Their aim is to make it utterly unnecessary to leave town or leave Kaipara to access the latest technology. They match prices to compete favourably with Whangārei big-box retailers, but still deliver in their trusty van, and still offer proper familybusiness service, for all those small things you might pop into town for. Add

that to a tradition of sponsoring schools, sports teams and the fire brigade, and you have the recipe for a local winner. Groundswell keeps its focus u by Andy Bryenton

Groundswell New Zealand held what they dubbed the Mother of All Protests this past weekend, gathering farmers, tradespeople and rural citizens in Whangārei and Dargaville to protest restrictive regulations. The protests were designed to be Covid-19 safe. Participants remained in their vehicles and thus within their bubbles, listening to a prepared statement broadcast across the nation simultaneously. Authorities were on high alert following other, nonrelated protests ending in arrests. “Police recognise that individuals have a lawful right to protest. However, this should not be at the expense of restrictions that are designed to keep our community safe,” said a police spokesperson. “Breaches of the health order or other illegal behaviour may be followed up with enforcement action.” Groundswell’s message is a direct one to the government. It remains centred on core issues first raised at its Howl of Protest event in July this year. These include the removal or reframing

of rules regarding agriculture’s impact on the environment and climate, an end to the now-mandated Three Waters initiative, no additional taxes on utes and light commercial vehicles, and the rollback of contentious significant natural area (SNA) mapping. “We, the people of New Zealand, want an end to these regulations until genuine consultation takes place that treats all New Zealand citizens in a fair and equal manner, resolving in acceptable resolutions for all,” said the group’s statement, read out at the local gathering on Sunday. “If the government is not forthcoming in addressing these issues, I call on all New Zealanders to join our protest in Wellington in February next year. We say enough is enough.”

The rumen has a critical role in converting plant fibre into compounds that a cow may use as energy and where the best, most cost-effective form of protein for a cow is produced. A rumen allows the production of bugs that are subsequently digested in the cow’s hindgut, providing her with a source of the cheapest protein a cow will get, and it’s also a rich source of key essential amino acids. Anything that enhances the production of microbial protein will contribute to better farm outcomes. At this time of year, there is an opportunity to enhance rumen function by assisting the production of microbial protein. Fibre-digesting bacteria have a non-negotiable need for non-protein nitrogen, and any programme of feeding protein in the summer should take this into account. Providing non-protein nitrogen as part of the summer feeding programme is a very sound strategy. It must, however, be done safely. Spikes in non-protein nitrogen in the rumen lead to spikes of ammonia in the blood of an animal. That is potentially very dangerous and is a risk that comes with feeding straight urea to a cow. However, in trial work using novel technology that

DHS offers year 12 and 13 students a 15 hour per week Hospitality Academy. This provides students with practical skills and experience in food preparation, presentation and service, relevant Service IQ industry unit standards at Level 2 or 3 and prepares them for entry level work or further training. We are seeking a Trade Certified Chef or similar for two full days per week work with our students to provide practical hospitality training in our well-resourced commercial grade kitchen. The tutor would need to work closely with our HOD Food Technology and Hospitality, take students on various trips to explore the Hospitality and Tourism Industry and complete some real life industry experience such as catering for community events. Some out of hours work will be required. Applicants will need to be fully vaccinated for Covid 19 and have a full clean drivers licence. This is a fixed term one year annually renewable role. Change to AGM Notice Due to the government announcement that Vaccination Passes are now available, the Otamatea Kauri & Pioneer Museum Board have decided that the AGM can now safely be held in person rather than virtually as originally planned. The date and time will remain the same, Friday 3rd December at 5.30pm, but the location will now be the Matakohe Memorial Hall, 10 Church Street, Matakohe. The Covid Protection Framework which is likely to be in effect by this date, dictates that in the RED setting, there will be a maximum of 100 people in attendance with 1M social distancing and mask wearing, and attendees will need to present their Vaccination Pass to gain entry. If we are lucky enough to be in the ORANGE setting at this date, there will be no limit on numbers who are able to attend, but Vaccination Passes will still be a requirement. As the AGM is now scheduled as an in person event, this enables us to be able to hold elections for board members as per usual. Nomination forms for eligible board members are available from The Kauri Museum from Monday 22nd November and will need to be received back by 5pm Monday 29th November.
