p It was an occasion to dress for last Saturday when The Kauri Museum opened the doors of Totara House, the historic home of museum co-founder, the late Mavis Smith. The Matakohe matriarch lived to 102, and bequeathed the home where she was born and lived her life to the museum, with the condition that it was preserved intact. The open day attracted a constant stream of visitors, ferried to the house in vintage and classic cars to admire pioneer trappings and expansive gardens. p There was fun aplenty as Aranga School held its annual gala day with a range of stalls and attractions including apple bobbing, tin throwing and speed nailing, while the lolly and toy stalls reported a roaring trade. The gala raised money for the school and for this group of youngsters it was an ideal opportunity to hold an event of their own — a teddy bears’ picnic. Aranga School has about 35 students from year one to eight.

A group of Tangowahine school children have experienced the thrill of getting hands-on with exotic creatures, as well as a look at some of the world’s most dangerous reptiles.

The children from Room 2 at Tangowahine School travelled to Auckland earlier this month where they visited Butterfly Creek near the airport. On the way home they stopped at the reptile park to see alligators and chameleons. Teacher Kahla Topia says the children had been studying natural history with a focus on crocs and critters. They got to touch chameleons and tortoises, as well as seeing New Zealand’s only saltwater crocodiles at Butterfly Creek. The children also went

into the butterfly house and experienced the thrill of butterflies landing on them. “The kids had a blast, they had a great time,” says Ms Topia. Luke Laurie, aged eight, said he particularly liked the chameleon. “It poked its tongue out and changed colour to green.” He also enjoyed seeing the two crocodiles, saying they were scary. “One was happy and the other was playing in the water.” Luke said Auckland was quite different from his rural community of Tangowahine. “It’s a pretty big place.” ¢

Local Government reform: Some questions and answers The Local Government Commission’s proposal to reform local government in Northland could mean big changes that affect all Kaipara residents. Attached to its proposal the commission produced a series of questions and answers to help people understand the background to the proposal, what changes are being suggested and how you can have your say. This week we cover the first six questions and answers. Questions and answers 7 to 12 will appear next week. 1. Why are you doing this? The first proposal for change came from the Northland region. The Far North District Council and an iwi leaders’ forum set the proposal in motion by lodging an application to reorganise local government. Since then the Local Government Commission has identified that current council arrangements are viable in the short term but need major changes to cope with future pressures. 2. Will my rates go up or down? There will be efficiencies and savings which will allow the council to reinvest in Northland and its communities. Rates are unlikely to go down. Rating decisions are made by elected members of council and the Commission has made no recommendations for rates levels. 3. Will I have to pay for another community’s sewerage scheme/flood control works/water pipe renewals? No. Debt will be ring-fenced to the area where it was incurred. There will be targeted rates as is the situation at present.

4. Will I have to travel to Whangarei to get a building consent, resource consent, dog registration, liquor licence? No. The council will have offices in 10 centres: Kaitaia, Rawene, Kaeo, Kerikeri, Kaikohe, Kawakawa, Ruakaka, Whangarei, Mangawhai and Dargaville. Many council services can be accessed online or over the phone. 5. Will my local community keep its special identity and how will it avoid being swamped by the needs of larger towns? Yes. The identities of small communities are preserved through a layer of seven community boards with 42 elected members. Local issues can be dealt with locally. The new council will also have a ward system to ensure it speaks with a region-wide voice. Reorganisations elsewhere do not support the argument that a local area loses its identity. The ongoing viability of local communities is more at risk from economic decline than from council structures. 6. Will I retain access to services or facilities that I currently have in my local area? Yes. Any transition has to ensure continuity of service. This proposal does not involve any cuts to services or functions.

The cadet forces are a nationwide organisation for young people aged 13 to 18 who want to learn life skills and leadership within a military framework. a six-day exercise in Waiouru that is expected to attract 1,000 cadets from around the country. Barbara Gillatt, who is unit commander of Dargaville’s 57 Squadron Air Training Corp, says each unit in the country is limited to sending nine cadets and one officer. Her unit was concerned it might not be able to send its full entitlement. However, Rotary’s contribution has allayed those concerns. Squadron Leader Gillatt says the exercise is a big event for the cadet movement, providing a wide range of activities that could otherwise be replicated in one place. “The opportunities are amazing. All branches of the defence force are pooling resources to make it happen.” The cadets will go on a four or fiveday camp. They will also have a one-day elective where they will have a choice of water, flying or tramping activities. Those doing tramping will walk the Tongariro Crossing, while those doing sailing will get out on the water in rescue boats. Those who choose flying activities will be in simulators before getting up in the air. ¢

‘Make your voices heard’ “This proposal will encourage a higher quality of councillor to stand. If they get paid $150,000 a year, who cares? The goal is to get better value from rates and a better quality of management.” Responding to a question, Mr Shepherd was unable to give an undertaking that the proposal would lead to lower rates. “This will be a new council that I may or may not be part of. There will be efficiencies and less duplication. But none of us can say what a future council might decide.” Mr Robertson said he and his fellow KDC commissioners agreed the LGC’s proposal to ring-fence debt from the Mangawhai sewage scheme was impractical. The LGC would be

better advised to put all the debts from the various councils into one pot, as was done in Auckland. He said the commissioners would address that issue in their submission. Mr Guest said he knew why the LGC had made that proposal. “Nobody in Northland wants to pick up Mangawhai’s debt. Kaipara is the tar baby of Northland. Kaipara has the worst per capita debt in New Zealand. If there is hope for Kaipara, it is as part of a unified Northland.” Mr Ramsay urged everyone to make their views known. “It is important we all make submissions so the final proposal can be the best it can possibly be.” ¢

Twenty talented students will perform with 3,000 youth from 150 schools around New Zealand in the world’s largest ukulele ensemble. The Kiwileles were formed in 2007 and Te Kopuru School’s ukulele club attended the festival for the first time in 2011. The club is open to students from Year 4 and is tutored by bilingual teacher Pere Tahere — or Matua Pere, as he is known to students. “For me, learning the ukulele offers another extension of learning. For the kids that aren’t academically inclined I can say, ‘I’ll teach you to play and then I want you to write a song’ and that helps with their writing,” says Matua Pere. With the help of Ukes in Schools, delivered by the New Zealand Ukulele Trust, students start practicing songs from the Kiwileles Songbook at the

beginning of the year. It contains 16 graded songs in a variety of musical styles, with riffs, chords, words and scales. By the time students gather at the NZ Ukulele Festival they can play songs using several chords and a variety of strums and can sing in harmony. Some may have even written their own songs. The festival is the culmination of the year’s music programme. “On the day of the festival, there is a variety of performances, all ukulele, and also workshops, stalls and songwriting competitions.” The NZ Ukulele Festival takes place at the Trusts Arena Waitakere on Saturday, November 30. It is a day of music and fun for everyone and entry is free. Next month the ukulele club plan to use their talents to raise funds for the relief effort in the Philippines. ¢

Dargaville mum Rose Stirling is well known for her journalistic endeavours and now she is also a published author. Her e-book, Sprinkles, is a colourful children’s story and Rose will donate all the proceeds to cancer research. Rose credits her grandfather, James Cameron Stirling, for sparking her interest in storytelling and his untimely passing is one of reasons she has decided to support the National Foundation for Cancer Research. “My grandfather was a great storyteller and a typical country, farming bloke,” says Rose. He often had people around the table listening to his yarns. “I just remember stories that used to ignite my imagination as a kid and made me think that this world was a fantastic place, with lots of things to dream about. He was just so creative in the way he thought. “He passed away on my seventh birthday from leukemia, so he is part of the reason that I have decided to donate all the profits to research. NZ School of Radio Tauranga graduate Callum Lee spent nine months in Dargaville, finetuning his media skills at community radio station Big River FM. He has now landed the job of promotions coordinator at Mediaworks Tauranga. Callum is one of 22 radio students who have worked at Big River FM since 2010 thanks to a WINZ initiative that provides funding for the internships. Callum was able to have his initial training period extended, which has paid dividends in the long run. “We felt that although Callum had all the requirements to make it in the radio industry, he would benefit from some extra time with us,” says station manager Anaru Tana. “As a consequence of our belief and his persistence, he has been able to secure a job

at Mediaworks and he is also doing promotional work for the NZ School of Radio. We recognised that Callum had the natural ability to do well in promotions and our role was to critique that. “We are thankful to WINZ for extending Callum’s internship because we got results. Our relationship with WINZ is outcome dependent and our outcome rate is sitting at around 75 to 80%.” Current intern Carrick Blacker has recently secured the 9 to 11am Saturday timeslot at More FM Whangarei. Four new Big River FM interns will arrive on December 10.

Relationship property Agreements — do you need one? Did you know that once you and your partner have married, or once you have lived together for 3 years, the home you live in and the chattels in that home, become joint property by virtue of the Property (Relationships) Act 1976. However, the law does give you the right to enter into a written agreement, which can avoid that. A contracting out agreement must be prepared and signed in the presence of a legal adviser. Such an agreement can be signed prior to, during, or after the relationship has terminated. Of course, if you reach agreement at the start of the relationship, you will save a lot of stress and cost by signing such a document, rather than leaving the issue for argument when the relationship fails. There may be inherited or other property, such as heirlooms, farms or businesses which you both want to keep separate from any division. This

may be particularly so if you are entering into a second relationship and you have just managed to resolve property issues resulting from the end of your first relationship. It is never too early to take legal advice on how the law affects your property interests, and on what steps you can take to preserve your assets from future division. Saturday, November 30 will mark the end of an era for Molly West. After nearly two decades, she will close the doors of her Dargaville business, Molly’s Fashion, for the last time. Molly’s Fashion has been a mainstay in Dargaville for 23 years — although when Molly first entered the fashion industry, her clientele was a little different. Initially, she co-owned Kids Patch before a changing demand saw her move into lines for the more mature person. “After Annette’s closed there was a gap in the market for women’s clothing. Then a travelling sales rep asked me whether I’d be interested in selling women’s fashion — it started from there,” says Molly. “What I really enjoy, is meeting new people and I would really like to thank all of my wonderful customers for their support over the years. The business was never a money making exercise,” adds Molly’s husband, Lindsay West. “Molly loves meeting people — it’s been her life. She doesn’t play bridge or bowls but people would congregate at the shop.”

Fresh start a lot to torque about Over the years many novice riders have had their first taste of off road thrills thanks to Honda’s range of small MX-style bikes — the XR series, along with the popular CRF 80 and 100. It’s no surprise that the maker of these tough and versatile little machines didn’t want to tinker too much with a winning formula, and so with minor stylistic changes the recipe has remained evergreen for many years; a reliable, kick-started air-cooled motor wedded to a chassis able to take the off road knocks, and a suspension setup with plenty of travel to iron out the bumps and jumps. But times change, and Honda has changed with them, leapfrogging its competitors with the arrival of a new machine to add some wow factor to the novice off-road experience. And, for the era of push-button everything, the addition of an

electric starter to the new CRF125 makes this new machine as easy to access as the latest Xbox or Playstation. The difference here is that the thrills are not vicarious or virtual. The CRF125 boasts a torquey little 125cc, air cooled single-pot four stroke motor, with enough grunt to push young riders and sharpen their abilities while still building confidence. It’s nowhere near as challenging as a similar sized two stroke, with a more gentle delivery of power. We don’t know when the oil will run out, but when it does, this is the future of your ride to work or play. Toyota’s FCV concept doesn’t run on anything so prosaic as mere petrol — or even on modern lithium batteries. Electric vehicles such as BMW’s new i3 and i8 have taken a step in the right direction, moving toward the possibility of entirely batterydriven transport for the daily commute and beyond. But the holy grail of today’s auto engineers is to break free of the battery entirely, completely bypassing this form of power storage for something far more ‘Star Trek.’ The hydrogen fuel cell is a working reality — it’s not sci-fi, blue-sky thinking at all. Honda have produced working vehicles which run on the hydrogen cell principle, which (in very simple terms) uses the abundant gas to generate electricity. The output — only water. How’s that for enviro-friendly? Over at Toyota, they are taking the whole concept very seriously indeed. The makers of the uber-ecomobile, the Prius, have just unveiled their 2013 FCV concept, and rather than being a futuristic, slightly zany creation, this looks very much like a

Aaron’s a squash champ

Ballet performance puts money into the community

There have been a few occasions when competitors from Dargaville have become national championships. But earlier this month 16-yearold Aaron Randall joined that small group when he triumphed over strong opposition to win the D-Grade title at the New Zealand Squash National Champion of Champions event held in Christchurch. What makes Aaron’s success more remarkable is that he has only played the sport for just four years, following in the footsteps of his mother Kathy and older sister Letesha who was Dargaville club champion in 2006. In the past Aaron has played badminton, tennis and cricket. But squash is clearly his favourite. “The pace of the game is frenetic. There’s also a lot of skill — it takes hours and hours of practice. And it’s the most competitive sport I’ve ever played. In tennis there’s a net separating you from your opponent. In squash there’s no net, so it can get quite physical.” The champion of champions event was a competition between champions in the various grades — A for elite through to J for novice — from regions throughout the country. In the D Grade Aaron was up against 14 other players. In the final he beat Liam Taylor from Wellington by three games to one. Fellow team members Tayla McDonald from Kaitaia and Mirna Manuel from Maungaturoto won the women’s F and D grades respectively. Mirna’s success

More than $2,000 will go back into the Kaipara community as a result of the Royal New Zealand Ballet’s performance in Dargaville earlier this month. The Ballet’s performance as Part of its Tutus on Tour programme was sponsored by the Rotary Club of Dargaville. Rotary president Margaret Bishop says the evening resulted in a profit of $2,500, which she says is an excellent result. “We’re very happy because we didn’t even know if we would break even. “It was not a money-making exercise. The night was our gift to the community. The result means we can put money back into the community.” She says exact uses for the money have yet to be decided. However, the club is active in helping Kaipara youth and has recently donated $500 to help victims of Typhoon Haiyan in the Philippines. Rotary is also holding its annual Christmas raffle to help Kaipara Abuse Prevention, Kaipara SOS and the Dargaville Food Bank. Tickets will be on sale this week outside Countdown Dargaville. Mrs Bishop says Rotary wishes to thank the Kaipara District Council which provided the use of the War Memorial Hall free of charge. ¢

gave Northland a clean sweep of the D grade titles. “That was awesome.” Aaron is home schooled. One big advantage of that is he can usually choose his practice times. “I can play when I like.” He also has musical talent, playing the violin and drums. As to his long-term future Aaron is undecided. “Next year I’ll put a lot of thought into that.” He is unsure whether to pursue a career in professional squash. “The goal is to be the best that I can be.” ¢

Local Government Changes in Northland Call for Submissions Local Government Commission Mana Kāwanatanga Ā Rohe The Local Government Commission has released a draft proposal to change the structure of local authorities in the Northland region. The proposal affects Far North District Council, Whangarei District Council, Kaipara District Council and Northland Regional Council. The Commission is proposing a new local authority called Northland Council. It would replace the existing four councils. Northland Council would be a unitary authority, which has the powers and functions of both a regional council and a district council. Northland Council would be the governing body responsible for the ‘big picture’ across the region. It would develop plans, policies, strategies and budgets for all of Northland. It would set rates and develop bylaws. It would be led by a Mayor elected by the whole region. Northland Council would be supported by a network of seven community boards to represent diverse local communities. The boards would oversee local services and facilities. The Commission is now inviting written submissions on the draft proposal. Copies of the draft proposal will be made available for inspection at council offices or public libraries. Digital copies are available at www.lgc.govt.nz or by email request from info@lgc.govt.nz The Commission will hold public hearings in Northland in early 2014.
