The government decision to go ahead and create four publicly owned water entities to provide control of drinking, waste and stormwater infrastructure across the country, thereby wresting control from 67 councils, has been roundly criticised by Kaipara Mayor Jason Smith. “I don’t get the need for such a come hell or high water approach, especially right now during the Covid pandemic when people have more than enough other matters on which to focus,” he says. Dr Smith added he hopes for “better information soon” following confirmation from Local Government Minister Nanaia Mahuta that the government will create four entities “to ensure every New Zealander has access to affordable, longlasting drinking, waste and stormwater infrastructure without ballooning costs to households and families. “The case for change is too compelling to ignore. It is clear that without the establishment of these publicly-owned entities, we will continue to see a frail network and contaminated water in many communities. To delay will only push the problem on, increase future household costs and put livelihoods at risk.” Dr Smith said Kaipara people deserve to hear what’s happening and why. “Under the proposals, Kaipara ratepayers go from 100% ownership to somewhere between zero and a one per cent share of a bigger entity, but have no control over what happens. “Government forcing this on to us in my view makes these radical reforms. This year organiser Josephine Nathan has issued a challenge to all with a 17km walk or bike excursion to the iconic lighthouse at Pouto, or combine the disciplines into a duathlon. There’s even a warrior challenge, which adds a tough sand-dune climb to the test. The Ruawai Promotions and Development Group (RPDG) sent local businessman and engineer Bruce Crompton as its delegate to address the Kaipara District Council last week, raising concerns of lost opportunities. Recently, New Zealand was announced as one of the wasteful countries on the planet in terms of rubbish sent directly to landfills.

The Kaipara Community Health Trust (KCHT) welcomed Jayne King and David Underwood to its board of trustees last week, highlighting how the trust seeks to represent all parts of the Kaipara fairly.

On an individual basis, Kiwis produce more than 3.6kg of waste for each person daily, adding up to a shocking 734kg total annually, a 20 per cent increase from three years ago. David Underwood will complete his first three-year term at the end of November 2021, representing the

Central ward. David holds the position of chairman of KCHT and sits on the Kaipara Joint Venture and Finance Subcommittee. Jayne King is currently serving her second term as the Otamatea ward representative, which is due to conclude at the end of November 2021 and will now be renewed. Mayor Jason Smith officially confirmed these appointments last week. Other trustees are selected for their background in professions such as law and accountancy and from significant community organisations such as Te Runanga o Ngāti Whātua, local business association and the Kaipara Care Committee. ¢

Plan to tame future floods Council vote for better roading

Last week, an ambitious $3.5 million project was tabled before the Kaipara District Council’s externally funded projects committee, aiming to build a stopbank along the Northern Wairoa River.

The stopbank is planned to run from Dargaville to Te Kopuru, protecting the fertile lowlands of Aratapu from flooding in light of potential climate change storm surges and king tides. A report presented to the meeting by KDC Delivery Manager Joanne Reid noted the current stopbank protecting the area was constructed in the 1940s and early 1950s. It has settled and subsided during the intervening decades. ‘The existing 10.7-kilometre system of stopbanks along the western side of the Wairoa River between Dargaville and Te Kopuru are now considered to be inadequate for the currently required flooding protection level,’ the report stated.

‘With the likelihood of flooding events increasing, the KDC has indicated that the existing stopbank should be upgraded to meet the target protection height and width.’ The council called in WSP Consultants in August 2020 to make an assessment, and they proposed an upgrade to the existing structure rather than a tear-down replacement. In the same month, the Ministry of Business, Innovation and Employment approved a budget of $3.5 million to research, design and build the new stopbanks. Work is set to commence in January 2022, with a two-year construction timetable. ¢

Road maintenance will receive a boost from next year, as more cash flows into the upkeep of Kaipara’s traffic network, due to the Northern Transport Alliance and the New Zealand Transport Agency. Additional funding of $2.18 million from the NZTA was revealed for Kaipara via the NTA. SOS Kaipara offers two enlightening and collaborative programmes this November, covering the topics of women’s empowerment and parenting. Both programmes are free. Each spans 12 hours of face to face learning in a supportive and friendly environment covering a range of skills and positive actions to assist people to live a more fulfilled and balanced life. “This is not a class that’s graded or marked; it’s cooperative, with lots of participant engagement,” says programme facilitator and registered social worker Bonnie Wiremu, who brings a wealth of experience to SOS. “We try to identify and enhance people’s strengths, unpacking ideas in ways that let people see the tools and techniques they already have in a new light. This can also help them see how to build on them.”

The parenting course sets out with the goal of building effective and peaceful families and acknowledges the challenges of parenting children and teens while sharing effective ways to build self-confidence and learn new skills in communication. The women’s empowerment programme promotes self-esteem, selfunderstanding, managing stress and the ways in which we can support others, among a wide range of prosocial and propersonal skills. “There’s a lot of camaraderie within the programmes,” says Bonnie. “What is shared by others can be just the thing you need. We’ve seen friendships form here, and some

In 1965, Ford’s Lee Iacocca saw a market niche for young people who wanted the freedom of their own car. Not a second-hand version of dad’s sedan, but a car made for cruising. The Mustang was brought to life on a shoestring budget, and many thought it would fail. However, it sold 22,000 units on the first day it was available, and still remains the fastest-selling car ever. Souping up this versatile and goodlooking machine for the track or the drag strip was common, and in the 1960s, street racing between the stop lights in American cities was something the police would turn a blind eye to. Sometimes, the ‘boy racers’ were Ford, GM and Chrysler engineers testing new models. That led to a problem, however; not everyone could afford a mustang, but

everyone wanted to race one. Enter Carroll Shelby, the man who would go on to help Ford beat Ferrari with the GT40. He managed to convince the normally cautious and sedate Hertz rent-a-car company to buy 1,000 specially tuned Mustangs, fettled by his own tuning firm, and put them out on the streets for $17 a day. This was in a pre-computer era when anyone with a licence and that small sum of cash was welcome to drive off in what is now a six-figure-valued classic. Hot rodders hired the cars to take them to bits and see what the famous Shelby had done. Some never put all the parts back, either. Others, with more courage than skill, took the cars out racing and ended up having to explain dents and dings to Hertz. The big winners were Ford and Shelby. The carmaker found

that those who’d had a taste of the renta-racers were motivated like never before to save up for a Mustang of their own. Shelby’s already substantial reputation as the high-speed king of custom cars went stratospheric. The 306-horsepower rent-a-racers were an audacious move, not to be repeated by Hertz for several decades after. A second edition of the legendary rental cars was launched in 2005, under the name GT-H. These were kept on a tighter

leash than their 1960s counterparts. Only 500 were made; 496 with automatic gearboxes alongside four with a manual transmission, one for Shelby himself and three more for the top brass at Hertz. While other cars have brought high horsepower to the rental fleet since then, nothing has yet replicated the sheer audacity of the original plan; to let loose a top tuner on the hottest car on the market, then let any teenager with a licence and $17 take it racing. ¢

It’s the season for picking Christmas presents for the family, and many young Kiwis are enthusiastic about unwrapping a new motocross bike on the big day. Riding off-road is part of the fabric of rural life, and it’s no surprise that friendly competition and race day fun appeal to youngsters full of energy. However, is it possible to tell if the investment needed to hit the track is a lifelong sport or a fad based on watching YouTube clips of famous motocross heroes? Dargaville MX and ATV Club spokesman Colin Rowse said that the best way to know is to come along and meet the locals. He says that the Redhill-based track near Dargaville, with its mixed group of juniors and veterans, provides riding opportunities for everyone from preschoolers to self-confessed ‘old blokes’. “We’re a lot less strict and a lot more welcoming than those clubs who require everyone to have a racing licence, for example. The club is made up of

volunteers, from a bunch of about 25 who established the club back in 2011 to the present day, and we’re very grateful for their help. “For those who want to get the family into riding, we invite you to come and take a closer look. Young people can get a proper idea of the sport, and mums and dads can talk to members about the kind of fun we have.” Colin says many of the dads of young riders have taken the plunge and got out on to the track. You don’t need the latest and greatest technology to have a blast, just the requirements of rider safety like boots, gloves and a helmet. While the high-flyers of the sport catch big air and rocket through the jumps, others are there to beat their own lap times and not the front runners. It’s all a lot of fun, and this goes for the juniors too.

Having a spectate and talking to young would-be riders about the responsibilities of looking after a motorcycle is a good place to start. It’s not often that we get to observe the evolution of a living thing in the wild; the process takes millions of years of natural selection. However, we can apply the theories of old Dr Darwin to machines and watch them improve. A look at Husqvarna’s auto mower history, for example, shows a similar pattern to that of the ambitious fish that first fancied a bit of a stroll on land and eventually gave rise to the herbivores. As a matter of fact, the very first stab at the concept had more in common with plants, as it photosynthesised. To confuse matters further, this 1995 model was called the turtle mower. It was the first machine of its kind, barring that old chestnut of tying your roller-mower to a rope and the clothesline, to have it mow the lawn in ever-decreasing circles. The turtle was spindly, slow and lacking in power, but it was a glimpse of the future. Three years later, in 1998, the rise of the machines was well underway. Filming of The Matrix movies was underway, but a less threatening autonomous kind of robot was deployed by Husqvarna; the first automower. People were amazed that this mower could navigate simple obstacles and return to its own base station. Another

evolution came after customer feedback. In 2003 the automower had more charge, was more robust, gripped the turf better and could manage more complex manoeuvres. Inspiration came from nature, too. The 2008 automower was a solar hybrid, while the 2009 model copied echolocation from bats, using ultrasonic sensors to detect and avoid roadblocks. It could also mow the equivalent of an entire football field in one go. In 2013 GPS satellite navigation came to the automower. Later, in 2015, a new app for a new generation of smartphones allowed for truly remote mowing. From anywhere with reception, a user could deploy their automower and let it take care of the lawn, even on holiday or from the office. 2015 saw the 450x gain the ability to tackle steep and sloping sections with incredible traction. A few years later the automower was ready when home automation helpers like Alexa came along, integrating right in. Today, the top of the range incorporates

We all enjoy the sense of freedom that holiday living brings, getting out on the boat, out into the wilderness or off to the beach for a few days or weeks cut off from the ties of modern civilisation. However, some go beyond snipping the power cables and utility mains for a holiday break; those who, with a combination of skills old and new, have gone completely off the grid. Daniel Boakes, Dargaville’s Solar Boss expert, has helped many families, farms and individuals get off the grid. He says that the technology has now reached a point where it’s stable, scalable and can sustain all the modern conveniences of a 21st-century household. Daniel has been installing systems for more than half a decade and said the only constraints on generation now are space and budget. “We have a lot of family and friends coming around to check out our solar system,” says one such alternative power adopter, Billy from Opononi*. “We tell them it’s a good choice; we haven’t had to use the old generator since we got it!” Billy’s house is on family land. However, he decided early on to get off the grid and become self-contained, in a move that has slashed living costs and benefits the environment. It’s also a way to enjoy technology like television and computers in an area of non-cosmopolitan natural beauty.

So do off-road racers like the Can-Am Maverick and Polaris RZR. Now it’s a formula that’s been reclaimed for the water, with the success of the SeaDoo Spark. Maungaturoto raw watermain renewals Kaipara district to have a say on Pahi Work has started on raw watermain renewals in Maungaturoto. Over the Norfolk Pines next few months, our team and contractors are replacing approximately 3,000m of ageing raw watermain pipes, starting at the Fonterra factory and moving towards the east on SH12. The work started last week and aims to finish in February 2022. There will be some stop/go traffic management during working hours to keep our team safe as they work along the road. Thanks for your patience as we complete these works. These renewals have been funded as part of the Three Waters Reform process, after Council signed a Memorandum of Understanding (MOU) in August 2020. The Government-led programme provided incentives for councils to take part in initial discussions of the Reform Programme. Baylys Beach access open Baylys Beach vehicle access way is back open for use. An extreme rain event in early October majorly eroded the stream and exposed several retaining structures. The footpath and road leading to the access were also damaged. Our contractors and team worked hard to have the access repaired quickly and back open for the long weekend. Kaipara communities are to have a say on whether the two Norfolk Pines in Pahi should remain protected or be removed, as part of the District Plan review process. A petition to have the trees removed was brought to Council by the Pahi community, stating the trees had become dangerous. At its October meeting, Council determined that the current District Plan review process would be used to review the trees’ status and confirm their protection or removal from the District Plan. The pines are listed as having historic, scenic or scientific significance to the district, in the operative District Plan. They have been regularly checked by arborists for health and safety since 2014 and are still considered in good health. The trees may be removed by either applying for a resource consent, or by reviewing the District Plan. Through the District Plan review, Council will holistically view how notable trees are defined and identify trees that should be considered notable. The review will be carried out by arborist consultants Arborlab and the draft plan will be consulted on with Kaipara communities in May 2022. Alternatively, a resource consent application would need to be supported by an arborist’s report stating that the trees require removal. If the trees were removed, the District Plan would be updated accordingly. A resource consent application would also duplicate some current processes under the District Plan review, including the arborist’s report and the consultation. Council noted that through the upcoming District Plan consultation, they can assess community sentiment for these trees. They also made it clear that public health and safety would be prioritised. The expected cost of tree removal would be betwen $18,500 and $45,400. It would need to be budgeted as part of the 2022-2023 Annual Plan.

Pahi wharf Local contractors are building the steel structures that connect the new gangway to the wharf. This is close to completion with a protective coating and other finishing touches being applied offsite. Huband are also preparing the timber repairs to the stairway. This will take place during the extra low tides that are forecast for early November, when the crew are able to access the lower parts of the stairs. Please steer clear of the wharf, which is closed to the public during construction. The boat ramp remains open for launching. The wharf upgrade is part of Kaipara KickStart, supported by PGF funding from Kānoa – Regional Economic Development & Investment Unit.

Town and country pride

Last Friday saw a crowd of proud parents and students bringing the countryside to town at Dargaville Primary School, as they joined forces with Dargaville Intermediate School for their annual Calf Club Day. The first step toward recognition at the regional finals, this event is celebrated as part of a long tradition of friendly rivalry between farming families in the west Kaipara and a way of teaching good animal care to a new generation. Final Proposal for Representation Arrangements On 12 October 2021, the Kaipara District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council to apply for at least the 2022 triennial local authority elections. The Council received 64 submissions on its proposal, of which 38 (59.4%) were in favour of and 26 (40.6%) were opposed. The opposing submissions related to: creation and basis of the Māori Ward (these rejected as being outside of the representation review process); the naming of certain wards (rejected as proposed ward names are either existing or well known); fewer or more councillors (rejected as nine councillors are considered to provide most effective representation to the district); Kaiwaka-Mangawhai General Ward split into two separate wards (rejected as proposed ward maintains existing communities of interest); certain ward boundaries (rejected as proposed ward boundaries considered best to reflect communities of interest in the district). Final Proposal Having considered all submissions, the Council resolved on 27 October 2021 to adopt its initial proposal as its final proposal for at least the Council’s 2022 triennial elections, ie. that: (i) Kaipara District Council to comprise the mayor elected at-large and nine councillors elected under the ward system, specifically eight general ward councillors and one Māori ward councillor;
