Mayor Dr Jason Smith cast the deciding vote, committing the KDC to a path of resistance. This decision will see the KDC participate in a media and lobbying campaign alongside a large number of other nationwide civic authorities. It came just hours after Auckland Council voted unanimously to reject the Three Waters ownership model and consult with their ratepayers on how to proceed. Mayor Smith was concise in his appraisal of the government’s Three Waters legislation. “I see the entire thing as wretched. It’s a hot mess,” Dr Smith said. He noted the councils behind the anti-mandate campaign are motivated as much by a lack of democratic process and the absence of choice as by infrastructural factors. “This is a very loaded issue for our council, and for every council in New Zealand,” said Councillor Peter Wethey. “It’s about democracy as much as it is about Three Waters.” Opposition to signing a memorandum of understanding and paying $5,000 to opt-in to the campaign against Three Waters centred on the lack of a concrete alternative, should the campaign succeed and abolish the forthcoming legislation. That, and the possible political motives behind the campaign’s organisation, saw fully half of Kaipara’s elected representatives to abstain from participation, voting against the proposal. Concerns were also raised that joining the ‘rebel’ councils in their campaign could

undermine the position of Mayor Smith as the sole Northland civic representative on the committee of Entity A. This proposed monolithic authority would administer all water services north of the Waikato under Three Waters. However, the argument for joining the voice of opposition won out, with councillor Victoria del la Varis-Woodcock opining that the Three Waters mandate breaches not only the second article of the Treaty of Waitangi, but also the Local Government Act.
This opposition Three Waters group is separate from a legal challenge to the mandated legislation, launched by a group of council entities in mid-November. Whangārei District Council, South Canterbury’s Timaru District Council, and Waimakariri District Council filed an application in court against Local Government Minister Nanaia Mahuta and Secretary for Internal Affairs Paul James, seeking a legal judgement over the meaning of the term ‘ownership’ in relation to the Three Waters legislation.

The Dargaville Community Development Board is embarking on a year-long programme to spruce up the image of the riverside town, promoting civic pride.
The Northland Transport Alliance has received a positive report from the Kaipara District Council, which has voted to continue the incumbent roading provider’s contract for a further two years.

At a pair of invitational meetings, Sue Curtis and Lorraine Davidson of the DCDB presented the case for a civic makeover to business people and representatives of other community groups, outlining a bold plan to revitalise Dargaville’s image. The scheme will come to fruition just as the Kaihu Valley Rail Trail is completed. “We’re engaging with business and building owners, individuals and groups who may want to volunteer, and exploring avenues of funding,” said Ms Davidson. At the core of the programme is the concept of beautifying the buildings of Dargaville’s main street. A colour palette is being designed, and preferred suppliers have come on board to offer discounted paint and materials. Clever concepts such
as painting multiple facades under the auspices of a single traffic management plan will create economies of scale for the initiative. “We want those colours to be attractive and applicable to our town, its history and its position on the river,” said Lorraine Davidson. “We will be working closely with colour specialists and designers to develop this.” Other ideas for civic pride and beautification include mural art, new signage leading into town, and the lighting of Dargaville’s ‘harbour bridge’ across the Northern Wairoa. A slogan is being sought, with a prize for the best idea, and other awards will be forthcoming for those who pitch in and make a change to the main street.

Paparoa citizens gave their feedback on the town’s ailing, failing wastewater systems earlier this year, attempting to find an answer to pollution problems and systemic inefficiencies.
The North Kaipara Volunteer Coastguard has made a quantum leap forward in its patrol and rescue ability with the arrival of its new high-spec vessel, Tinopai Rescue, which will extend its patrol range to the west coastal ocean.
When the Kaipara District Council did not have the immediate resources allocated to address concerns, the Progressive Paparoa Wastewater Group (PPWG) was founded. After almost a year of pandemic disruption to many planned calendar events, an iconic Kaipara Harbour ladies-only fishing contest is planned for next Saturday, December 4, by the Pahi Boating and Fishing Club. “We will operate under the protocols of the time and look forward to a good gathering,” says club vice-commodore Robin Cooksey. “We will have to work around the current wharf reconstruction project, but all else will operate as normal, with the blokes assigned to act as boat drivers and bait cutters for the day, as the ladies vie for the winning snapper, kahawai or gurnard.” The club has gathered some excellent prizes and $250 for the average weight snapper, and lucky ticket number. There’s also a prize for the best-dressed fishing crew, and something for the ‘young
ladies’ section. Tickets for the event, where fishing can begin at midnight on December 4, with a weigh-in at 4pm, are available from Maungaturoto Auto Centre, Gas Paparoa and the Paparoa Hotel, as well as from the boating club on the day. Tickets are $25 for lady anglers and $10 for ‘young ladies’ age 12 and under. “It will be all fun after the weigh-in,” said Robin, “There will be an open bar, food and entertainment, live music and raffles. We are looking forward to greeting summer with some fun after many months of restrictions and cancelled plans. Right now, we are forging ahead.”

Mayor’s Message Kia ora, As November turns into December the pace of things quickens around the Kaipara. Many people are feeling exhausted by the year we’ve had, and that’s understandable with the Covid, the lockdown and borders separating families and friends. Everyone’s been doing their best and though some may feel weary there’s lots to celebrate here too. Recent analysis by Infometrics of the economic performance of Northland puts it among the best-performing regions in New Zealand since August’s lockdown started. Kaipara District farmers are a big part of that economic success – as essential workers they’re carrying on and continue to lift the economic wellbeing of us all. Our construction sector is also going gangbusters at present, as anyone who’s tried to get a builder will be able to confirm. These two parts of the economy in Kaipara are leading the way and deserve a shout out. Thanks for keeping calm and carrying on. Carry on is very much the theme for the period we’re in as Christmas approaches and also the new Covid ‘traffic light system’. Government’s new rules for how society will work are due to come into effect in the first week of December. And then two weeks later on 15 December the floodgates will open and the border checkpoint at Te Hana will be removed. After then Covid vaccinated people from Kaipara will be able to go south and people from the rest of New Zealand will be able to come here. We’ve had estimates that between 50,000 and 300,000 Aucklanders will come to Northland
over the summer period. Expect Kaipara to be “full” for the summer. Systems will be at peak capacity across the District. Kai Iwi Lakes Campgrounds are already fully booked, Book-A-Bach places likewise. Mangawhai’s population is expected to swell from a current estimated 2,000 people to 12,000 at New Year. Council contractors are pulling out all the stops to have the two new roundabouts and road realignment in Mangawhai Village ready for the swell crowd, as well as the shared path near the Museum. The Pahi Wharf upgrade with its new pontoon is expected to be opened officially before Christmas. We’re getting ready. In news from around the Council table, Three Waters Reforms continue to dominate thinking. I recently signed a letter joining 30 other Mayors requesting an in-person meeting with the Prime Minister to express concerns about the proposals and their pace which has left most people behind. Kaipara District Council has also agreed to join other Councils in a campaign to persuade the Government to pause and reconsider the reforms. While not all Councils have taken these decisions, Kaipara District Council is decisive here. There’s still plenty of water to go under the bridge and we’re carrying on.

This week is a watershed for Covid-19 policy in the nation, with government eyes on the Omicron variant as more details emerge on its spread internationally from South Africa. Meanwhile, the figures in Northland at the beginning of this week stood at a total number including active and released, of 80 cases with two more cases last weekend, one in Kaitaia and linked to an existing case, and the other in Whangārei and unlinked. There were 24 cases active in home isolation, and 56 cases had been released with no cases in hospital. Wastewater testing is continuing in the region. There were 724 vaccinations given last weekend for a total of doses given in Northland at 252,768. Northland District Health Board is advising anyone with cold or flu symptoms to stay home and to have a Covid-19 test. There were 501 tests done across Northland at the end of last
week. Many of the recent cases in Northland have completed or are nearing the completion of their 10-day isolation period. The Health Navigator site hosts lots of helpful resources for people selfisolating at home with Covid-19 and includes information to help guide caring for a child at home. Hospitals are continuing to operate under alert level two with a revised visitor policy in place, currently screening all visitors at the hospital entrance, which may add a few extra minutes at the beginning of your visit. Two picnic lunches in the past two weeks have brought together families who homeschool their children in the west Kaipara, centred on Dargaville.
A new upcycled furniture and boutique gift store in Dargaville’s main street is a labour of love for a couple who have returned to the area after a sojourn in the deep south.

Kiwi habitat downgrade a map mistake

Representatives of the west Kaipara’s creative groups and industries met to have their say on a new, decade-long arts, culture and heritage plan last week, hosted by Creative Northland.
An environmental crisis has been resolved as a simple clerical error, to the relief of Brynderwyn locals and their elected councillors.
The Kaipara District Council is currently formulating an arts, culture and heritage strategy. Line the bottoms of 3 x 20cm cake tins with baking paper. METHOD: 1. Preheat the oven to 170°C (325°F) Gas 3. 2. Put the sugar, eggs and oil in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) and beat until all the ingredients are well incorporated (don’t worry if the mixture looks slightly split). Slowly add the flour, bicarbonate of soda, baking powder, cinnamon, ginger, salt and vanilla extract and continue to beat until well mixed. 3. Stir in the grated kumara and walnuts by hand until they are all evenly dispersed. Pour the mixture into the prepared cake tins and smooth over with a palette knife. Bake in the preheated oven for 20–25 minutes, or until golden brown and the sponge bounces back when touched. Leave the cakes to cool slightly in the tins before turning out onto a wire cooling rack to cool completely.

For the Cream Cheese Frosting: Beat the icing sugar and butter together in a freestanding electric mixer with a paddle attachment (or use a handheld electric whisk) on medium-slow speed until the mixture comes together and is well mixed. 5. Add the cream cheese in one go and beat until it is completely incorporated. Turn the mixer up to medium-high speed. 6. Continue beating until the frosting is light and fluffy, at least 5 minutes. Do not overbeat, as it can quickly become runny. 7. When the cakes are cold, put one on a cake stand and spread about one-quarter of the Cream Cheese Frosting over it with a palette knife. Place a second cake on top and spread another quarter of the frosting over it. 8. Top with the last cake and spread the remaining frosting over the top and sides. Finish with walnuts and a light sprinkling of cinnamon.

Kaipara’s November roading report November has been a busy roading month for the Northland Transport Alliance and Kaipara District Council, across the Kaipara District. While the roads contain some moisture, but are not too wet or dry, the NTA has completed grading in Kaiwaka, Hakaru, Mangawhai, Dargaville, Te Kopuru, Mahuta, Pouto, Ruawai, Matakohe, Oruawharo and Maungaturoto. Potholes have been repaired on sealed roads in Totara St, Omamari Rd, Scottys Camp Rd, Katui Rd, Aranga Coast Rd and others in Pouto, Hakaru, Pahi, Ararua, Te Kopuru, Dargaville, Ruawai, Matakohe, Maungaturoto, Donnellys Crossing, Maropiu, Mangawhai, Hakaru, Tinopai and Hukatere. On unsealed roads, potholes have been repaired in the Baylys, Tangowahine, Matakohe, Whakapirau, Maungaturoto, Ruawai, Pouto, Te Kopuru, Omamari, Dargaville, Hakaru Paparoa and Kaiwaka areas. Unsealed roads have also had pavement improvements on Golden Stairs Rd, Morgan Rd and Hood Rd, together with pavement resealing on Mt Wesley Coast Rd. Stabilising patches were laid on Rowland Rd, Arapohue Rd, Scottys Camp Rd, Waihue Rd and Omamari Rd. Tree pruning was performed on Pritchard Rd, Carters West Rd, Oruawharo Rd, Settlement Rd, King Rd and Brown Rd, together with a tree removal on Omana Rd and slip removal on Cove Rd plus Mahuta Gap Rd.
Employment opportunities for Kaiwaka locals Work to install the Kaiwaka footbridges will start in early January and continue for around seven weeks. With it comes some great employment opportunities for local contractors. Bridge It NZ, a Tauranga based company, is assembling the bridges off site and will transport them to Kaiwaka for installation. They are seeking contractors for the following aspects of work: 1. Carpenters, to construct raised boardwalks with timber handrails 2. Landscape/civil works contractors, to construct 100m of 2.5m wide aggregate track 3. Piling for the Northern and southern bridges 4. Skilled labour, preferably with carpentry experience, to assist with construction. You could contribute to this great community project and have something to tell your grandchildren. Kaiwaka Footbridges
A tomo (sinkhole) recently appeared on Gordon Street in Dargaville. Our team inspected the site and a temporary road closure was put in place, near the intersection of Parore Street and Gordon. Excavation around the tomo revealed a combination of a wastewater line leak and a stormwater failure as the cause, both of which have been repaired by our contractors. The road will be resealed at a later date.

Pouto Road We’re excited to see the sealing start to roll out for Phase one of the Pouto Road project – the upgrade of the northern portion running down to Ari Ari Road junction. The sealing of close to 10km of road surface is the speediest part of the job and has followed months of physical works to prepare the road – vegetation trimming, installing kerb and channel and subsoil drainage, earthworks, clearing water tables and more. We had hoped to have Phase one wrapped up by Christmas, however COVID-19 restrictions and unseasonably wet weather in recent times have delayed work. Two thirds of the seal will be completed in the next month with the final section of Phase one completed by February 2022. Phase One of Pouto Road is part of Kaipara KickStart, led by Kaipara District Council and supported by PGF funding from Kānoa – Regional Economic Development & Investment Unit. We are close to finalising the detailed design for Phase two – the last ten or so kilometres running from Ari Ari Road down to Pouto Point. Whilst we do not have funding to construct Phase two, completing the detailed design means we will be prepared for opportunities to apply for funding from external partners in the future. Waipoua River Road Fulton Hogan begin works to improve Waipoua River Road this week. The work involves sealing 1.5kms of the Waipoua River Road from State Highway 12 to the Waipoua Visitors Centre and traffic signal installation (completed by Currie Electrical), and is scheduled to be complete by the end of March 2022. During the works period, Waipoua River Road is closed to the public. An alternate route via Waipoua Settlement Road is available. Thanks for your patience while we undertake this work. These projects are part of Kaipara KickStart, led by Kaipara District Council and supported by PGF funding from Kānoa – Regional Economic Development & Investment Unit. The Honda Gold Wing was born out of a desire to break into the mainstream American market, where Indian and Harley-Davidson dominated with longdistance cruisers for half a century. Honda had enjoyed success with its smaller bikes, and an ad campaign that repositioned the motorbike lifestyle as fun and casual, after an era when socalled outlaw biker groups had captured headlines and public imagination. Hence the 1975 GL1000, a smoothriding, torquey flat-four that kicked out more power than that year’s American bikes and included water cooling for reliability. Subsequent models would bore and stroke the flat-four to a whopping 1200cc. Full-dress saddlebags, boxes, stereo systems, heated handgrips, auto de-icing mirrors and batteries of chromed lights turned the original hefty naked cruiser into the two-wheeled equivalent of a Rolls Royce in both luxury and stature. The Gold Wing became associated with the older bike rider and the rider who wanted to cover massive distances in comfort. The old joke is that, after a full day in the saddle, American motorcycles were so American they would even make you walk like a cowboy due to a numb

backside. That is quite unfair in light of some of the very comfy big V-twins from that nation. However, the Gold Wing’s status stuck, and by 2010 when production moved from Ohio to Japan, more than 600,000 units had been sold. The year was 1921, a full two decades after New Zealand’s first-ever motor race, and a crowd had gathered on Muriwai beach, near Auckland, to watch the sport come of age. This month, 120 years ago, in Hagley Park, Christchurch, three enthusiasts of the new sport of motor touring raced a three-mile course to see which was fastest. The Brown motor quad of Mr A Lowry, the Minerva-engined Stella motor bicycle ridden by Mr A Every, or the Star Motor Company Voiturette driven by Mr Noel Oates. Oates won the race, and motorbikes dominated New Zealand motorsport for the following years, up until the post-first world war boom in automobile racing. Hence, the crowd gathered at Muriwai beach that day in 1921, 100 years ago, to witness the inaugural New Zealand Motor Cup. It would be a straight drag race along 40 kilometres of black sand, with competitors designing and tuning their own cars. Ladies in full Georgian finery and men in suits and fedora hats watched inventor and early engine tuner Howard Nattrass blitz the beach aboard his stripped-down, lightweight Cadillac V8, with his time recorded by special equipment imported from Britain. More than 5,000 people came from all across the country to see this event, a crowd that rivalled those at rugby internationals of the day. In those early years, the sands of Muriwai were New Zealand’s version of the Bonneville salt flats in the US, hallowed ground for speed seekers.
the-art Mercedes-Benz SSK special in the New Zealand Beach Championship. The thunderous six-cylinder racer had a seven-litre block and a supercharger. It was one of the first cars designed by Ferdinand Porsche before he founded his own eponymous company. Kidston sledgehammered the opposition with one of these machines at his command. With Mercedes and Bugatti racers, Alfas and Bentleys coming in to replace the home-made stripped-down low horsepower cars of the early days, racing soon moved on track for the top auto racers, though Muriwai was still a haunt for speed seekers well into the postwar years. Today, it would seem sacrilegious to take a million-dollar classic like this Mercedes SSK racing on the beach. In 1935, a car like this stormed down Muriwai beach to victory
Hand-made versions of Cadillacs, Talbots, Meteors and the legendary Bean 11.5-horsepower slugged it out at regular race meetings, and those low horsepower figures did not mean slow speeds. Racers stripped everything from their machines, eschewing modern ideas of safety for lightness and hence velocity. Some race cars were built with no brakes, as they could coast to a stop on the long, flat sands. Motorcycles, too, were out in force on the sands, inspiring the later, legendary exploits of two-wheeled racer Burt
Munro in the South Island. However, one of the highlights of beach racing at Muriwai came in 1935, when Lieutenant RH Kidston deployed the then state-of-
