Harbour clean-up task begins u by Paul Campbell

A multimillion-dollar 10-year programme of work to restore the health of the Kaipara Harbour and create hundreds of jobs has been signalled with the signing of an agreement at Waihaua Marae, Arapaoa, on the Tinopai peninsula.

The Memorandum of Understanding (MOU) between the government, councils and Kaipara Uri last Friday recognises the Kaipara Moana Remediation Programme that aims to halve sediment loss from land to sea. At the current rate, 2,000 tonnes of sediment flow each day from the land into the waterway. For the 10 years, costs are estimated at up to $300 million, with the programme kickstarted by the government committing $100 million and a matching $100 million contribution from local councils and landowners.

Kaipara Mayor Jason Smith said the signing was a historic event. “There have been some big hauls caught on the Kaipara Harbour, but they don’t come much bigger than a $100m catch of taxpayer money. I’m delighted the mighty Kaipara is getting recognition of this scale. There is much work ahead, but if ever there was a day when the tides turned for the Kaipara it was last Friday.“ Kaipara District Council was not a signatory because the Northland Regional Council has responsibility

for waterways, farm environment plans, riparian planting and soil and water monitoring. The programme is predicted to create around 300 new jobs; 200 for direct farm work such as fencing streams and wetlands, establishing water reticulation systems, preparing and planting land, weeding, and hill country stabilisation. A further 100 will be in the rural sector for nurseries, fencing manufacture, and farm advisory services. continued on page 3 …

p He’s quested through the South Island, visiting all the small towns along the way, and now he’s doing the northern leg of an epic journey, which will see him circumnavigate the nation. Charlie, the travelling cat, came to Dargaville last Thursday for a walk down Victoria Street, visiting select shops and meeting the locals. His ‘driver’ and best friend Saskia is on a year-long tour of New Zealand and decided to bring her long-haired ragdoll feline along for the ride. Charlie was destined to be a therapy cat in retirement homes. However, his curious and feisty nature made him long for more adventure. Now, he’s serving as an ambassador of goodwill, while Saskia helps tidy up roadsides and parks to keep NZ looking great along the way.

p Mysterious shapes have appeared on the hillside opposite Baldrock Road where it joins the Kaiwaka-Mangawhai highway. These giant glyphs resemble the mysterious crop circles which UFO spotters insist are evidence of intergalactic graffiti. However, the geometric shapes, in this case, are an artistic expression of a more down to earth nature. Inscribed in the spring growth of grass and pasture using agricultural implements it remains to be seen if the series of ‘alien’ patterns expands or changes along with the season. Until then, it may just count as the Kaipara’s largest art exhibition.

Minister for the Environment David Parker signed the agreement along with Conservation Minister Eugenie Sage and guests representing the community, conservation, hapu and marae groups, as well as the agricultural sector and philanthropic organisations. Auckland Mayor Phil Goff describes the agreement as “a turning point for the restoration of the Kaipara Harbour. It’s a shared commitment to stop the erosion of the land which is devastating New Zealand’s largest harbour, and to begin to restore and preserve the harbour as a major fish-spawning and recreational asset.” Nor thland Regional Council chair and deputy chair of the joint committee, Penny Smart, says it is

important to recognise that landowners and community groups are already working to improve the environment. “However, resourcing has been a constant struggle. “The government funding of $100 million for the first six years will help bring us together and enable large-scale and targeted progress to be made.” The Crown’s $100 million funding for the first six years of the programme is contingent on matched funding from councils, landowners and potentially other sources. Auckland Council and Northland Regional Council will consult on how council funding will be found through their respective Long Term Plan processes. ¢

The historic building has been granted $162,000 for renovations including bell tower repairs, reroofing and painting. The PGF says the project was supported by MP Kelvin Davis, and the work will create seven jobs for from three to six months for locals and workers redeployed from elsewhere who might have lost their jobs through Covid-19. The church dates from its foundation stone laid in March 1902, and it was built for the cost of 247 pounds sterling — which would equate to some $60,000 today. The church grant was included in $12.4 million for upgrades of town halls, war memorials and other community facilities around the country. Charity-minded musicians from Dargaville and beyond have banded together to organise a special concert, benefitting the Northland Rescue Helicopter.

p Local musicians have joined forces to present an all-star Dargaville country concert for the Northland Rescue Helicopter appeal p Motorcyclists from the Ulysses Club gathered in Mangawhai to present a generous donation to the area’s St John ambulance service

The group of motorcyclists, with their collection of classic two and three-wheelers by brands like Harley Davidson and Triumph, were there to deliver a $1,000 cheque to the area’s hard-working ambulance crews. Funds, which will go toward helping keep the fleet of lifesaving vehicles rolling. Mangawhai businesses pitched in to help welcome the travelling motorcyclists, who came from as far away as Auckland to support the team in green. Mangawhai ambulance officer, Davis Prescott, expressed special thanks

to The Dune, Olives on the Hill, Flaming Fires, Bammas Surf Shop, Mangawhai Meats, and the Wood Street Pizzeria for helping make the event, which included a buffet barbecue lunch, run smoothly. A raffle was held as the Ulysses riders relaxed in the ambulance station’s freshly constructed garden area, with prizes going to lucky club members. After presenting their donation, the Ulysses Club fired up their machines and headed back on the highway home, promising to return again in the spirit of community giving. ¢

Election 2020 — business and economy u by Andy Bryenton

One of the biggest challenges faced by the incoming government after October 17th’s election will be to power through the Covid-19 related economic slump. How will each of the major parties boost business, and our most vital sector currently, farming? The National Party promised a Future of Farming Fund, which will invest $20 million a year into agricultural science and innovation, as well as committing to the target of doubling the agritech industry’s value by 2025. In business, they are all about cutting red tape,

making it easier for businesses to deal with the government, and reintroducing 90 day trial periods for new employees. The Labour Party wants to help out those studying agribusiness, while on the ground, they aim to promote ‘best practice’ land use. They’ll also require improvements to farm practices to minimise the environmental burden caused by livestock, fertiliser and effluent. To boost business, they will introduce a research and development tax credit at the rate of 12.5%, to promote innovation, and reform withholding tax, to let businesses meet their tax obligations at a rate of their choosing and on their own timetable, rather than the current rigid system of provisional tax. New Zealand First focus on Kiwi ownership. It aims to only permit farm sales to those privileged to be, or become New Zealanders, and to end foreign vertical integration in the primary industries, meaning more up-value processing onshore. NZF wants to establish a lower tax business environment, but also wish to clamp down on big payouts to CEOs such as the infamous ‘golden

parachute’, and encourage smarter foreign investment. ACT is strongly in support of farmers as primary producers, and oppose the change of land use from profitable dairying and livestock to pine plantations for reasons of carbon sequestration. They plan to aid business growth with an overhaul of the Resource Management Act, cutting it down to size, and they also pledge to scrap the ‘charitable cause’ tax loophole and cut the company tax rate. The Green Party plans to extend the Sustainable

Farming Fund by an extra $20 million annually. Money which will, in part, be raised by a levy on nitrate pollution. Their goal is to help identify foods that are grown in a sustainable fashion and to market these products globally for a better export price. In business, they promise to investigate tax breaks for spending on research and development that promote sustainability, while simplifying compliance requirements for small businesses. ¢

Supporting farmers’ health u by Ann van Egnelen

Perfecting the art of speech

This week is Ag Mental Health Week, a week to raise awareness and support of mental health in families in the farming community. “The mental wellbeing of our farmers is getting worse at every turn. This includes farmers in Kaipara,” says Ruawai farming wellness advocate, Mark Cameron. “I am an advocate and rural sector spokesman for farmers’ rights across New Zealand. Stress in the industry is felt every day. I also organised the Rural Pride tractor rallies to raise awareness of farmers’ mental health needs. I did a bus tour across New Zealand, especially looking at small towns and have heard many grievances at a personal level. “It would be great for people to thank farmers when you see them in the street. Be outspoken and part of p the solution. Put your hand over the fence and offer help. Don’t be afraid. “Farmers identify who they are by what they do. They are at odds with what is going on, and unfortunately, a lot of this is driven by bad government policies. If you are a farmer and need help, be honest with yourself, it is OK. “Don’t run and lock yourself away, come forward and tell someone. You are a farmer and a good person, male or

female, and Kaipara is a fantastic place to live. I love this place, and you would be very hard-pressed to get me to move. I am proud of the farmers here. If you or someone you know needs help, you can call the Rural Support Trust on 0800 787 254 or call me on 021 513 328. “Never be shy about putting one foot forward, because that one foot is the right direction toward recovery.” ¢

p A group of six nervous and excited Mangawhai Beach School students joined Wellsford School’s top speech winners for this year’s Interschool Speech Competition recently. “The competition was tough, and both schools are very proud of their contestants,” says teacher Rebecca Low. “Year three student Brydee Dixon passionately spoke on why people should eat less meat. Deacon Mathers from year four entertained the judges with a hilarious insight into a day in the life of his lunchbox. Year five’s Coco Henry shared a thoughtful and witty speech on her thoughts around school speeches. Sophie Higgins from year six spoke confidently and sincerely about her principal Mr Kemp, and year seven student Jorja Gibson amused the judges with her speech on the pros and cons of making excuses. Finally year eight student Bella Jackson urged her listeners to consider that Mangawhai Beach School teacher Mr Proud is actually a superhero. The competition had a happy ending for all, with judges declaring our first-ever tie.”

Busy law practice expands

Dargaville’s WRMK Lawyers is feeling comfortable and ready for a summer season of hard work, now that it is ensconced in the new premises on Victoria Street.

A new club for young people in Dargaville is providing opportunities for extracurricular fun and development outside of the usual realm of sports this summer.

The difference is that these days you can play and modify directly in the world of computers and smartphones.” Nine to 13-year-olds will find a fun environment where it’s not all numbers and equations, but instead, a workshop of creative ideas put into practice through easy-to-grasp code. Two sides of circus at Fringe Festival

It’s that time of year again, when keen off-road riders tune up their engines and get prepared for the legendary Tangiteroria Trail Ride.

Whangarei’s forthcoming Fringe Festival will feature two distinctly different performances featuring Dargaville’s Circus Kumarani entertainers and artists this month. The circus arts have a long tradition stretching back to classical times, and provide not just entertainment and wonder for the young, but social insight and commentary for adults as part of the scope of their performance. On Saturday, October 17 and Sunday, October 18 two aspects of this heritage art form will be on display as part of Fringe in Whangarei. ‘Perfect storm’ a windfall waiting

Norfolk Court

u by Andy Bryenton

Norfolk Court Home & Hospital Ltd

Northland house prices are up, but available property numbers are relatively low for this time of the year according to the latest reports from the real estate industry. That means we’re entering a time when it’s profitable to sell, as unexpected fallout from the Covid crisis spurs housing investment by two north-focussed sectors. Year-on-year, house prices are up more than 16% compared to this time in 2019, despite Covid. Despite this, aggregators such as realestate.co.nz report that 10 out of 19 regions in New Zealand have limited supply to meet the demand for house hunters. Interestingly, two of the big groups who have shown a traditional desire for settling here in Kaipara are overrepresented in the figures of those searching for a new home. Demand from older people resettling in sunnier northern climes, and taking advantage of what is still a large-scale difference between sale prices in Auckland and Kaipara, is undiminished. If anything, there’s been a bump up in the number of people quitting the metropolis. However, there’s a second group who are adding their voice to the argument for coming north, and they are at the other end of the demographic curve. According to the latest REINZ figures,

there were 7,652 residential proper ty sales in August, which was up 25% compared to August last year — the highest number of sales in the month of August since 2015. Out of this number, many are first home buyers, and many of these are looking to the regions to get a hand on the first rung of the ladder, not to mention seeking a ‘healthier’ environment for young p First home buyers join retirees and older citizens seeking the good life in Northland; this summer will provide the perfect families. Sunshine hours give a boost u by Andy Bryenton

The official advice is in from NIWA, and it seems that during the last segment of 2020 we’re in for a hot one. Beyond all the statistics compiled by the busy climate and atmospheric scientists sits the assurance that temperatures will be up as spring moves into summer, and that’s great news for holidaymakers coming north. It’s also good news for those who have moved to Kaipara for the lifestyle. We’re batting even with Nelson for sunniest spot this year. Thus it’s good to hear that in addition to the simple pleasures of surf, sand, and a bit of relaxation, the long sunshine hours of Northland are good for your health in a variety of ways. Aside from the perennial reminder to utilise sunscreen and shade during the most fiercely bright parts of the day, there are definite health benefits to living in the sunny Kaipara, and they go beyond the purely psychological. The first is vitamin D, the chemical, which helps form stronger bones and combats the onset of diseases like osteoporosis. Vitamin D is formed in the skin as cholesterol is metabolised, and it only takes 15 minutes or so to get a healthy dose. The funny thing is, we can’t readily get this vital vitamin any other way. Pills like cod liver oil supplements can bolster supplies when

the weather is gloomy. Still, nothing beats a walk in the sunshine to get your vitamin D reserves recharged. Vitamin D also plays a part in your immune system’s rapid response to viruses. This mechanism is one of many reasons why the cold and flu season corresponds with dark and rainy weather in winter. Sunshine also helps you sleep, by reinforcing the diurnal sleeping and waking cycle and stimulating the production of melatonin when the sun finally sets. A good night’s sleep is vital to good mental health and also has been shown to aid in maintaining a healthy weight. While exposure to the summer sun, especially in the early morning, also has a statistical correlation to weight loss, perhaps the most important benefit of getting out in the sunshine is the production of serotonin, the brain chemical, which elevates your mood and makes you feel calm and focussed. The opposite effect, when grim weather and

PT A D E 2 B ROM F

dark days elicit a feeling of fear and depression, is recognised as seasonal affective disorder, and the summer sun is the best cure. Add all these factors to the fact that sunny days are a great motivation for swimming, fishing, hiking and sports, all great forms of exercise, and you can see why our part of the country can lay claim to the title of ‘best place to live’. The only downside? Finding a great space on the beach when a nation full of holidaymakers have also found out about the therapeutic benefits of basking in the Kaipara sun. ¢

SUNWISE Solar builds just got easier u by Andy Bryenton

Solar power is a technology that has been teetering on the edge of massive uptake for the past decade, with pros and cons relating to its payback time and cost to benefit ratio filling kilometres of columns like these. Now, it looks like a decisive point has come down in solar’s favour, with building consents removed from ground-based solar arrays. It may have a much larger impact in rural areas than in urban environments, and not just due to space constraints. The new amendments to building rules, which came into effect at the beginning of September, make it clear that there are no consents required for groundbased, ie not mounted on a roof, solar arrays up to 20 square metres, or double this if the design and build is undertaken by a qualified professional.

However, that sized restriction is struck off for those building solar in rural areas. To be fair, that’s also where the open space is there for the taking, in areas, perhaps, too steep for livestock which conveniently face north. Not that a single gigantic solar array may be needed for some of the most popular rural applications. Farms have been early adopters of solar for milking shed applications. Still, there are just as many

p New building consent rules could slash the cost of installing solar arrays in rural areas, putting the tech within financial reach of more citizens

ways in which the power of the sun can be used to make off-the-grid baches or cabins a viable proposition. Solar power is a perfect source of energy for those running minimalist, low-tech homes in tune with nature, where cooking and other energy-intensive tasks are given over to gas. One area where this new lack of building consent will make a big difference is in remote water pumping stations. Far-flung bores and wells were once exclusively serviced by rattly old generators and pumps that required supervision, fuel and usually earplugs. Substitute this approach for a solar unit which pumps when the sun shines and has panels no longer encumbered by

consent costs, and it’s a definite win. That is doubly true when combined with another amendment to the building regulations, which allows ‘small pipe supporting structures’ and flexible water bladders up to 200,000 litres capacity to be installed with no building consent either. For those who were on the fence as to whether solar adds up financially, this little extra cut to the cost of installation may be a push to act. For many, staring down the prospect of a long, hot summer again for 2021, the combination of savings suggested by solar pumps, pipes and flexible irrigation water storage will seem like some longoverdue common sense. ¢

A significant new piece of independent research released by Beef + Lamb New Zealand this month, shows the woody vegetation on New Zealand sheep and beef farms is offsetting between 63 per cent and 118 per cent of their on-farm agricultural emissions, meaning these farms are close to being carbon neutral. The report will help us make a case to have on-farm sequestration recognised, so farmers are incentivised to do more. It’s also part of B+LNZ’s strategy of telling the story of New Zealand’s worldleading and environmentally sustainable red meat production. Many sheep and beef farmers have been doing significant work over the last few years to enhance their biodiversity. The research was led by Dr Bradley Case, Auckland University of Technology, and raises some interesting points for lawmakers to consider. For example, if the midpoint in the report’s range is used, woody vegetation on sheep and beef farms is absorbing about 90 per cent of onfarm agricultural emissions. B+LNZ will continue to advocate at a political policy level for farmers to have recognition for this sequestration. In a twist which seems counterenvironmentalist from a Kiwi point of view, most native trees on sheep and beef farms do not qualify for inclusion in the ETS because of international rules. However, if farmers are ultimately to face a price for agricultural

p Many beef and lamb operations in New Zealand are approaching a carbon-neutral state if vital sequestration figures are taken into account

emissions; it is vital they get credit for their sequestration. “We hope that this study will broaden understanding of red meat’s climate change impact,” say B+LNZ spokespeople addressing the new findings. “The study should reassure consumers that New Zealand beef and lamb are among the most sustainable in the world. There has been a huge amount

of focus in the last couple of years on red meat’s climate impact. Most of the focus has been on emissions, but with any product, it makes sense to consider the whole business.” Absolute emissions from red meat production in New Zealand have already reduced by 30 per cent since 1990 while maintaining similar levels of production. New Zealand has one of the lowest carbon footprints for each

kilo of production in the world. Beef + Lamb has gone further, and wants to bring even more facts to the table. It has commissioned research by Dr Stewart Ledgard at AgResearch to calculate a net carbon footprint of New Zealand beef and lamb using this latest research. This research will feed into the red meat sector’s strategy to support farmers to continue to restore and enhance the biodiversity on their farms. ¢

Mycotoxins can make cows sick by Alltech (NZ) Limited

Mycotoxins are poisonous compounds produced by mould, and a brief review of symptoms that can be produced by various mycotoxins reveals a broad range of effects. Virtually all mycotoxins will weaken the immune system in animals. It can be the underlying cause of other diseases starting to show. Acidosis, retained placentas and metritis can all arise secondarily to a weakened immune system. Early embryonic mortality, abortions and a high number of services each conception can also be symptoms of mycotoxin challenge. Diarrhoea, which can have a number of causes, can also be due to contamination by a group of mycotoxins known as trichothecenes. Some mycotoxins can cause lesions by direct contact with the gut lining. Loss of appetite is associated with mycotoxins, particularly a compound known as DON. This compound is typically the most common mycotoxin found in many surveys and is in the top three most commonly detected mycotoxins in New Zealand. Further symptoms of mycotoxins include irregular oestrous cycles, lack of response to veterinary therapy, udder oedema, presence of ulcers/abscesses in the digestive tract, high somatic cell counts, lethargy, low milk production, gangrene, swelling of feet and lameness. Further investigation is often necessary when the above symptoms are showing.

A common practice to help identify if mycotoxins are influencing the herd is to include a broad spectrum mycotoxin binder in the feed, such as Mycosorb® from Alltech. In summary, mycotoxins can produce a very wide

range of symptoms in animals and are often overlooked. For help and support with your on-farm challenges call Nigel Meads, Innovations Sales Manager. Phone 021 892 561 or email nmeads@alltech.com.
