A significant Kaipara homecoming u by Paul Campbell
In an emotional ceremony, Kaipara’s Waihaua Marae echoed with karakia and a spirited haka last weekend as the people of Te Uri o Hau welcomed home a collection of Maori taonga, a treasured collection of artefacts collected by a pioneer farmer, which has lain in the Auckland Museum for many decades.

“History was celebrated on Saturday when the Andrew Rintoul collection of Maori taonga was returned to the Kaipara.” said The Kauri Museum general manager, Dr Tracey Wedge. “Twelve-year-old Andrew arrived in Matakohe with his family as part of the Albertland Settlement Scheme of 1862. Kaipara ‘vote for stability’
Dargaville Museum Te Whare Taonga o Tunatahi
Birthday Bash
u by Paul Campbell
With a voting turnout of just above 42 per cent, Kaipara has elected a provisional district council, as with special votes still to be counted, positions could change to the preliminary result released following the local body elections last Saturday. Two Dargaville Ward candidates are separated by as little as two votes, and final results will be announced on Thursday, October 17, followed by an official declaration on Monday, October 21. However incumbent mayor Jason Smith was re-elected for his second term with a huge 5,950 votes — 94.7 per cent of those cast for the post. Dr Smith has served a partial term following his by-election in 2018. Other preliminary results were: Councillors are: Eryn Wilson-Collins, Brian McEwing (Dargaville Ward), Anna Curnow, Mark Vincent (Otamatea Ward), David Wills, Victoria Del La VarisWoodcock (West Coast-Central Ward), Jonathan Larsen and Peter Wethey (Kaiwaka-Mangawhai Ward). Dr Smith said “the people of the Kaipara and the north have spoken and democracy has prevailed.” He said his own re-election was “a very clear mandate from the community for stability” and those of the mayors of the Far North and Whangarei was a vote for “stability and progress.” Provided that special votes result in the status quo, Dr Smith will now lead a council that has four new members including the youngest councillor in firsttime candidate Eryn Wilson-Collins, who is 37, and won a Dargaville ward seat. He says the four new members were “longtime locals with a deep understanding
of the district, its history, make-up and future needs. We have a lot to do in Kaipara, and there will be no time for sitting on the fence.” Dr Smith’s mandate eclipsed his opponent for the council leadership, activist and writer Moemoea Mohoawhenua, who sought Maori language adoption and adherence to Waitangi Treaty issues in council’s consultation with the community. Another new councillor is David Wills, West Coast/Central ward, along with Mark Vincent in the Otamatea ward who has a background as a former council manager and conservationist and Kauri Museum board member. Kaipara’s special votes are now being assessed under the Single Transferable Vote system, and the p district is the only one to use the process whereby voters select their candidate of choice by numbers, one and onwards. Thus if a voter’s first choice has insufficient support overall, the second choice has relevance. This election was also the first time that four wards have been represented after a fourth Kaiwaka-Mangawhai ward was creating to cope with Kaipara’s population growth. The candidates there, Peter Wethey and Jonathon Larsen were elected unopposed in the poll. The new Kaipara District Council will gather at the Dargaville Town Hall at 10am on Friday,

A birthday to remember
LETTER TO THE EDITOR Since moving to Dargaville in 1942, I have lived through and seen many changes, especially the demise of our river system. The silting problem — the river is over 100 metres barrier opposite Mangawhare and Dargaville now. The invasion of ricegrass, the colossal amount of money spent stabilising and stopbanking the foreshore and River Road. The continual cost of keeping the Kaihu and Awakino rivers open. All of which will be wasted if projected sea levels rise with global warming. One metre by the year 2100 predicted at the global leaders’ summit. Most silting occurs at tide changes when for twenty minutes there is little or no tidal rip. In my opinion (unqualified), the only viable solution, environmentally and economically, would be at the narrow stretch between Tikinui and the old Raupo wharf for the Pouto
Peninsular population — cutting up to 50km of transport cost to go south. By stopping tidal flow over time, Dargaville would be blessed with a clear water lake Kaihu and Awakino rivers would be freshwater all the way — eliminating flood risk. Water levels would be under control, for example, a hydro-dam on the Waikato, eliminating flooding. The positives I feel are water for irrigation, Awakino Point, Turiwiri, Naumai and Tatarariki. All possible power generation. Stopbanks wouldn’t have to be raised. Control of flooding pressure on River Road. The time to push ideas and act is now before funds are spent on downtown Auckland or the Whangarei Basin. Before long, I fear, all low lying flat tidal towns will be trying to get government funding. Let’s start now. Dooley Smith

Dargaville’s Museum — Te Whare Taonga o Tunatahi, turns 34 years old next week, and they have planned a party for the entire town on October 20.
p Dargaville locals pitch in, to ‘step’ the twin masts of the Rainbow Warrior in 1986 — the crane truck pictured is still operational today
Opened in 1985, thanks to the collaborative efforts of many locals dedicated to preserving our local history, the museum’s collection has grown during the years to encompass aspects of pre-European settlement Maori history, artefacts and stories of the pioneering settlers, the gumdiggers, the kauri foresters, and our maritime past. All of these aspects are especially pertinent in this, the 250th year since Captain Cook’s voyage of discovery. This week, founding committee member Ron Halliday was busy putting finishing touches on the gardens of the ‘gum diggers camp’, and outdoor display of family life during the kauri gum rush of the 1800s. He emphasised the
importance of preserving our history, to learn from the past. “There are so many stories from around here that would be lost otherwise.” He also recalls moving the Aratapu Library building, now part of the museum, into place, and completing the restoration work with his family and friends, as well as ‘stepping’ the masts of the Rainbow Warrior at the museum in 1986. The museum’s birthday bash will take place on Sunday, October 20, is suitable for the whole family, and is completely free of charge. Museum director, Maree Saunders, the curatorial staff and all of the Dargaville Museum ‘family’ invite the community to come and celebrate with them. ¢

Back from the brink For the past four and a half years, Monique Bradley has spent every day being reminded she is lucky to be alive. Nearly five years ago the carefree teenager was riding a horse on the beach at Whananaki South with a group of girls when her horse suddenly suffered the anguish of two broken front legs, throwing her from its back and rolling on her as it hit the ground. The pain would have been unimaginable for Monique – however she was knocked unconscious and to this day, remembers nothing from her accident. The memories have been filled in by those who were there, who called for help, and kept her still on the sand while they waited for help to arrive – and help came in the form of the Northland Rescue Helicopter. Due to the horse’s condition and the possibility of it getting a fright from the landing helicopter, the chopper landed further down the beach. The horse was lying just beside where Monique had landed and the risk of it hurting Monique further was a real one, especially if it got a fright from the chopper. All safety precautions were taken, and Monique was soon loaded onto a board and taken in the chopper to Whangarei Hospital. Once she was safely off the beach, her horse had to be euthanised to end its suffering.
NORTHLAND PROSTHODONTICS
On arrival, medical staff determined she had a fractured spine and a brain bleed. She remained unconscious and to this day, her memory only resurfaces about four to five days after the accident. After one week at Whangarei Hospital, Monique was transferred to ABI Brain Rehabilitation in Auckland where she stayed for a month before being finally able to return home. Back in 2015, Monique had already started university, studying to be a teacher, while also riding horses, doing a bit of modelling and coaching horse-riding at a pony club. Following her accident, Monique suffered from the effects of having a traumatic brain injury. This meant initially having to learn to walk, communicate and eat again and saw her struggle with her studies and general wellbeing – each day bringing a reminder of what had happened and what was now a “new normal”. Farming tale with a big heart Northland film director Hamish Bennett has released a new motion picture, which tells a story of rural life in our part of the nation. Standing for service A life and times in the Kaipara have placed me in a good position to continue my community service to this vibrant community, and I am now standing for election to the Northpower Board of Trustees. I grew up on the family farm behind Tokatoka and first served on the board of trustees at Ruawai College from 2002 to 2014 and also as chair for eight years. It was a great time seeing this school roll grow in a reducing population and at the same time placing it on a sound financial footing. I have served on the Northland Beef Council as chair and as chairman of the combined Sheep and Beef Council — then Beef and Lamb for a total of 15 years. I also served on Kaipara District Council for two years and had wastewater, planning, youth and education portfolios. Problems we inherited included the huge debt from the Mangawhai sewage system cost overrun and the poor quality of audit reports. This was a time when the council stopped making losses. I was on our local A&P show committee for about 28 years and joined the Northland Field Days committee five years ago. I got married in 1988 to Lurline, and we have three

Getting your head around the package and just how will it impact on your own property is no mean feat. The package’s objectives are worthy; to stop further degradation of waterways, make immediate changes to improve water quality, and bring waterways to a healthy state within a generation. Nevertheless, the time extension is much needed for landowners to properly understand the plan and make meaningful submissions on this important issue. Elevated levels of nutrients and sediment in rural streams are associated with fertiliser use, stock grazing, tillage and other farm practices. The aspects of the proposal likely to have the largest impact on farmers in Northland include new regulations for stock exclusion and nitrogen use. There may also be farmers impacted by new rules in relation to stock holding areas, feedlots and winter grazing. Also proposed are new requirements for farmers to have Farm Environmental Plans and interim controls on intensification. The intensification rules may have major ramifications for land values and long term farm planning,
which is often intergenerational, across all sectors and regions. In our view, aspects of the plan that require further consideration are: what land uses are covered by the catchment proposals, how the regulations will be enforced fairly and the ability for approved assessors to take into account considerations such as science, topography and existing infrastructure with respect to compliance. There has been comment in the media already regarding the love farmers have for their land and their general support of the principles behind the Essential Freshwater proposal. However, as is so common in the law, the devil is in the detail. It’s important that all stakeholders in land and water management, on either side of the debate, provide feedback. We encourage you to educate yourself on the implications of the Freshwater Package and make a submission by 5pm October 31). submissions.mfe.govt.nz/ consultations/essential-freshwaterf483240c-4b48-4713-acaa539915e31f4e/make-a-submission ¢

The season for unwanted kittens and puppies is just getting started, but already one local animal rescue service has had to announce that they are at capacity. Other animal advocates are stressing the need to desex pets as the peak of the season approaches. Across the region, groups such as the SPCA and Humane Society pitch in alongside community initiatives and concerned individuals to help stem the tide. “As kitten and puppy numbers rise space to house unwanted animals is a factor,” says a society spokesman. “Not-for-profit animal rescuers have recently appealed for assistance on social media, and notified the public that they have reached capacity.” Donations are sought including to Whangarei’s SPCA while Dargaville does not have an official animal rescue centre run by a national organisation. The plea from those working in animal care is the same. “Please desex your pets; the spring and summer seasons are at overload. That can be accomplished by any local small animal vet, of which there are several throughout the Kaipara region.” The Humane Society of New Zealand can offer financial assistance to those who are committed to caring for a companion animal but cannot afford

Kaipara KickStart On 3 February it was announced that Kaipara District Council was awarded $28.24 million of funding to complete Kaipara KickStart, which will support social, economic, environmental and cultural wellbeing for Kaipara. The funding was provided from multiple sources, with $20.39 million being awarded from the Provincial Growth Fund. With a kind climate, great soils and the largest harbour in the Southern Hemisphere, Kaipara has rolling farmlands fringed with spectacular bays and beaches. As the perfect gateway between Auckland and the rest of the North, this part of the Northland region is largely unknown and is full of potential. Kaipara’s opportunity is to increase food production by supporting what we grow well already, and exploring other crops that can thrive in our district. A strengthened transport network that will come through money invested into roads and wharves will get Kaipara’s food to market.
Kaipara KickStart will: •
create jobs
•
increase tourism to the district and Northland region
•
increase kai business opportunities in horticulture and aquaculture
•
improve roads for more reliable routes and safer journeys
•
increase wharf infrastructure for communities to connect and enjoy.
Three Kaipara KickStart projects are already underway.
Roads Key roads and bridges need upgrading to support business and community growth, to make our roads safer and more reliable, and to connect communities.
Kaipara Wharves A water-based transport network that connects communities, supports and attracts residents, businesses and tourists to the Kaipara district.
Kai for Kaipara What can we grow in the fertile land and water of Kaipara? Climate, soil and water experts will identify what kai will thrive.

Planning for growth Kaipara KickStart goes hand in hand with current planning for how our towns develop in the future.
The next step will be to complete spatial plans for the entire Kaipara district, when we will consult on our proposed plan.
We’re developing spatial plans, which map out where new housing, industrial, commercial, recreational and agricultural areas may be concentrated in the future. Knowing where the most fertile land is, and which areas are likely to be less affected by water level rise, is a key input. This spatial planning will ensure our high-value fertile land is not built on or fragmented through lifestyle blocks or the expansion of our urban centres.
If you have a view on how our towns should develop, or are interested in finding out more, then you are invited to attend our public meetings at:
The spatial plan will form the foundation for an updated district plan, which will then set new rules for land use and development in the Kaipara district. We’ve already been working with interested community members to establish draft plans for Dargaville, Maungaturoto and Kaiwaka, with Mangawhai to follow next year. We’ll be seeking your feedback on those draft plans at community meetings in November.

•

The consultation document will also be available on kaipara.govt.nz from Friday 8 November and will be open to feedback from the public until 5pm, Friday 29 November.

100 IT’S NOT A TARGET
The taste of new beginnings u by Andy Bryenton
Dargaville’s newest catering service comes courtesy of a recent arrival to the region who is reinventing his career with tasty consequences. Mel Jean-Pierre Huang refuses to back down from challenges and says he is inspired by his love of food. “I love cooking; it’s therapeutic for me,” says the Singapore-born Kaiwaka entrepreneur with the newly launched catering business. “You need a lot of love in your food, to make it tasty and to communicate a passion for cooking to those you’re serving.” Culinary skills are a natural talent for Mel, who, in his first line of work, was a mathematics teacher. Coming to New Zealand, he learned that he’d need to resit all his education exams to teach, so he started at the bottom of the food industry, as a kitchen hand at Ponsonby’s famous Chapel bistro. That passion for cooking shone through — soon he owned his own cafe. Two businesses later, and now in trendy Birkenhead on the North Shore of Auckland, problems with a leaky building and a landlord unwilling to maintain it meant that for the second time in life, Mel had to start from scratch. A love of the outdoors and nature saw him move north. “Dargaville is a beautiful place. So green and surrounded by the natural world,” he says. It was a big move, and to support it Mel worked harvesting kumara, as so

many locals do in the booming season. This influx of workers was to prove a pivotal topic when Mel’s eye was badly injured, and he could no longer work in the fields. His case manager at the Ministry of Social Development noted his 14 years of culinary experience and mentioned that a chance to cater a forthcoming MSD event, focussed on local and seasonal employment, could be the chance to start afresh. The results were,
to quote one patron ‘next level’. Another said ‘this spread would be expected at a red carpet event in Hollywood’. So, with a commercial-grade kitchen to use, Mel has launched his catering business. He’s available for weddings, parties, corporate and sporting events, and can tailor a menu, which blends European, eastern and fusion cuisine elements to fit any taste and budget. A bonfire for dementia
DREAMS
u by Paul Campbell
Gifts & Home Decor
A gala bonfire night along with a flurry of other activity is headed towards the community fundraising target to complete the construction of Maungaturoto’s Riverview Rest Home dementia unit. The 14-bed dementia unit is to cost $3.6 million, and of that amount, local funding of $500,000 was sought, of which $200,000 plus has been raised in community initiatives around Kaipara, leaving a final target of about $300,000. A bonfire night spectacular hosted by Otamatea Marae is set for November 24. “The idea of bonfire night was created by myself and my husband back in 2014 as a fundraiser at our marae,” said organiser Cindy Hempsall. “So it has escalated into a way for our people of Otamatea Marae and surroundings, to support on another level with the dementia unit being the focus.” “Bonfire night is all about kotahitanga (being as one, united). Bouncy castles, merry-go-rounds, lots of stalls and entertainment, with the highlight being the bonfire. “Everyone is allowed to bring their own fireworks. The marae sits on the beachfront of the beautiful, mighty Kaipara, so the setting alone is enough to want to be there.”
Entry is adults $5, child 5 years to 13, $2, under-five free and is a cash-only event. All entry proceeds will be donated to the dementia unit. Meanwhile leading fundraiser, Albie Paton who runs The Den sales of donated goods says with $75,000 raised so far, he expects to make it $100,000 by Christmas. “Other events on the way to Christmas are community breakfasts, at the Mangawhai Club on November 14 with seating for 200 with tickets at $20, and another set for Maungaturoto. There is also a House and Garden tour on February 20 Kaipara homes. Chair of the Maungaturoto Community Charitable Trust, Craig Fergus says “the community response has been fantastic with different community groups coming to the trust and offering to run a fundraising event. From meat raffles at the pub, community bonfires, home and garden tours to the incredible achievements of The Den — every effort is appreciated.” ¢

STEP UP FOR CANCER The power of community u by Andy Bryenton
Ruawai is a small town, which often punches well above its weight when it comes to generosity, and in innovations that catch the attention of the wider public; last spring, in 2018, came an event that brought a new meaning to ‘grass-roots support’. People from Ruawai took it upon themselves to launch a six-kilometre walk against cancer, with all the proceeds going to the New Zealand Cancer Society and their good works. This year, by popular demand, it’s back. As Pink Ribbon month brings the issue of cancer treatment and support into public focus, the little town by the banks of the Kaipara Harbour and Northern Wairoa River is once again rallying. They don’t have a national organisation, a television campaign, or celebrity superstars. However, they do have some very dedicated locals, a whole heap of goodwill from businesses throughout the district, and plans for the kind of festival and fun day you might have thought no longer existed in New Zealand. It does, and it’s here on Saturday, October 19 at the Ruawai Rugby Club. The best part — it’s free to attend! Expect to pop a coin or two in the bucket for the cause, of course. Locals have donated great prizes for a series of raffles. Others are donating

their time to play live music, to paint kids’ faces or to wield the barbecue tongs for a sausage sizzle. There’s even carnival-style rides for the youngsters, thanks to Kidztime, candy floss and shaved ice and lots of activities and games. The centrepiece of the event is a six-kilometre walk, for which attendees are encouraged to make placards and banners with supportive messages for those battling cancer and to dress ‘bright, loud and proud’ as a reflection of the willingness to get this topic out of the dark and into the open. In the spirit of the day, there are prizes for those who come in the most outrageous, colourful costumes and themes. When it comes to feeding the multitudes afterwards, there’s another great local tradition to share. A monster hangi is being sunk into the earth to cook to perfection, and it’s the kind, which proves that food really doesn’t taste better any other way. Pre-sales for a feast from the hangi pit are on sale now at Ruawai Four Square.

STEP UP FOR CANCER
The tight-knit community of Ruawai is exactly the kind of place where cancer and its toll on society are felt most keenly. When everyone knows everyone, it’s natural for grief and even anger at the impact of this disease to be shared. That’s why the idea to fight back didn’t need to come from an organised campaign in this community. It is, however, an idea that the organisers hope catches on elsewhere. “It’s about hope,” says one of the ladies behind Step Up For Cancer Ruawai, Wai Hunter.
“That, and communities coming together. Let’s inspire other towns to do similar things. Together, we can make a huge difference. Imagine if everyone decided to take a stand against cancer like this; the impact it would have on the lives of those coping with cancer, survivors, the families who need help because they have lost whanau, loved ones. The money for doctors to look for a cure.” These sentiments are in line with the work being undertaken day by day in communities nationwide by the NZCF, and other specific organisations such as
Breast Cancer Foundation NZ, Leukemia and Blood Cancer NZ, Prostate Cancer Foundation NZ and more. Not for profit organisations without massive government funding, often spearhead initiatives to educate the public about early detection of cancer, prevention of the disease through healthier living practices, and offer practical support such as driving people to clinical visits, talking to them on the phone when they are scared or isolated, and helping their families understand the fight that they are facing. That’s exactly the spirit in which Ruawai will

The well-respected local business has been an important part of Dargaville’s status as a rural support hub; repairing quad bikes and off-roaders through many generations of technological improvements. The Randell’s name has been associated with some big brands in the business, such as Suzuki and more recently Can-Am, but the skill of the team in the workshop has been a blessing for owners of all makes and models during the years. In addition to bikes with motors, Randell’s were also for many years the source in town for bicycle repairs and service. Perhaps what made this family run business so unique was the way in which husband and wife team Nigel and Donna Randell combined the pressures

An experiment in evolution u by Andy Bryenton
Ford have long had an association with creating compact and powerful cars. Just look at the forthcoming movie in which Henry Ford’s son matches wits with the formidable Enzo Ferrari, leading to the creation of a vehicle only 40 inches tall that wipes the Le Mans racetrack with Italian oil, thanks to a couple of Kiwis, naturally. In more recent years, the blue oval has enlisted some heavyweight help to keep its compact and sporty offerings right at the edge of the curve. From the famous little Cosworth — tuned hot hatches of the late 20th century, through to the recent Focus ST with its input from legendary auto maestro Ken Block, there’s been a willingness to experiment, to let some fresh air and a whiff of punk rock attitude into the design studio and factory. 2020 has proven no different. Let’s begin with the juicy numbers — 276 horsepower. That’s more than you’d get from a sporting Mercedes not so long ago, for the kind of money which billionaires find down the back of the couch. Now it’s crammed into the 2.3 litre engine of the most powerful Focus ever and it hasn’t stopped the Focus from being, well focussed. From the first run of these cars people have been impressed by how they handle and carving through the curves has not been neglected with the 2020 model. There’s also a handy 420 Nm of torque so you can go deep into the corners and power out with a wave of g-force smashing you back into the racing seats like a polite but firm doorman. This is all fine and good, but purists will insist that the inspired insanity of the previous model carries over. It does, with little touches that mean Ford have consulted the tyre-smoke and burning

octane brigade comprehensively. Such as a driving mode which can be selected ‘for race track use only’, and continuously controlled damping which checks the car’s position every 2 milliseconds and adds a little nudge to keep holding down a razor sharp line. Sport mode can be engaged with a single button, and it’s right there on the steering wheel, tempting you to get a little bit crazy. That’s the ST spirit! From the looks outside to the

Win tickets to a ‘big boys’ 21st u by Andy Bryenton
Looking back on 21 years there’s been a lot of expansion at the annual Big Boys Toys expo. The premier event for blokes, with its technology, supercars, motorcycles, power tools and daredevil stunt riders has seen a lot of changes, but now at its ‘coming of age’ — it’s bigger and better than ever. Cars on display for the masses this year include the new GR Supra from Toyota, Mad Mike’s drift racing supercar, the Red Bull ‘Nimbul’ Lamborghini, the General Lee (Dodge Charger RT) from the original Dukes of Hazzard, the allelectric Audi e-Tron, a super-fast bright yellow Ferrari Enzo, and a host of other classics and exotics. There’ll be bikes galore as well, with a live ‘chopper build-off’ going down between two top motorcycle craftsmen, and new machines from the likes of Royal Enfield, Suzuki and Harley Davidson. Enjoying the auto artistry is only one part of this show. There’s also a massive strongman competition pitting true giants of the sport against each other in tests of toughness. You can channel your inner Viking and try out axe throwing, or watch the pros at this lumberjack sport of old. Marvel at the precision of the operators in the construction zone, test-drive e-vehicles on Electric Avenue or relax with some delicious food as the stunt riders of the action arena defy gravity on everything from BMX bikes to full-sized Harleys. In between, there’s plenty of technology to experience, from the
