The survey by the Kaipara Lifestyler covered a representative cross-section of 50 households across the district. It showed that 84% of ratepayers polled are unhappy with their bill and would be paying only to avoid penalty interest. The figure of 16 per cent who said they would withhold rate payment was described as ‘astonishing’ by Mangawhai Residents and Ratepayers chair, Bruce Rogan. “You’d probably expect about one person in a hundred to actually refuse, so this astonishing figure of 16 per cent is a clear sign that the rates increase is not right. Anything over five per cent refusal is hugely significant. And when 84 per cent are ‘upset’ then it shows council got it wrong.” Kaipara Citizen’s and Ratepayers leader, Ron Manderson, is not surprised by the survey, adding, “the numbers withholding payment looks set to increase dramatically if the commissioners do not immediately take action to phase the increases in over a number of years, not exceeding 10 per cent per annum.” He noted  Kaipara Citizens and Ratepayers Association chair, Ron Manderson, suggests a phased rates increase Auckland had a 10 per cent rates rise cap. Kaipara District Council commissioner, John Robertson said, respondents suggested there could be an increase in the “no-one’s ever happy with a rates increase but most recognise rates rebate level. Ruawai ‘gent’ to Gold for black belt attend world summit  by Rose Rees-Owen

Aidan Gent from Ruawai has been selected to attend the One Young World Summit in USA this month and is one of a select group who will be presenting to the summit and rubbing shoulders with the likes of Bill Clinton The meeting draws together the best and brightest young leaders from around the globe to discuss, debate and formulate initiatives that confront the top six issues for the world and are tabled as official agenda items at the G8 and G20 summits. Aidan, who grew up on the family farm in Ruawai is Agricultural Manager at Westpac in Taranaki. “Aidan has shown real leadership and stand-out qualities in his ability to work in a team, his concern about global issues and a passion to make a difference as well as an ability to generate and articulate impactful ideas and a commitment to volunteering,” says communications executive, Luke Parker. He will be among 1,300 delegates attending the summit, all under 30, from 190 countries and is one of 42 selected to present a 6-minute presentation around sustainable development. Having grown up on a dairy farm in Ruawai, Aidan has an interest in sustainable development and says he has ‘a unique viewpoint’ vis-à-vis agriculture. “I strongly believe it must have a commercial framework behind it — a sustainable business leads to a sustainable environment. We are the custodians of the land for future generations but there are economic imperatives within the agricultural sector which need to be met also.” “I’ll be taking the opportunity while on the podium to promote New Zealand agriculture — not bad really for a boy from Ruawai.”

“Bill Clinton is the key-note speaker and, as one of the 42 presenters, I’ll have the opportunity to meet him.” The four-day event is backed by summit counsellors who will lend inspiration and guidance to the delegates and includes well-known names such as Jamie Oliver, Bob Geldof, Imran Khan, Rahul Gandhi, Jimmy Wales and Joss Stone. Aidan says his aim is to take over his father’s farm but laughs, “with three sisters also in the family I will really have to earn my share.”

The Dargaville Sports and Recreation Infrastructure Plan proposes that key sports be situated together and would see netball re-located from the high school and may include the tennis club selling land as a contribution. A covered grandstand would be built on the western side of Rugby Park as well as four petanque courts, a small playground and possibly a gym at a later date.

AN OPEN LETTER TO RATEPAYERS OF THE KAIPARA Council now has more competent governance but it is hard for well paid new people to fully appreciate the damage our last councils have caused, and the ongoing costs to citizens and ratepayers indirectly and now directly, with some massive rate increases. Many have chosen to withhold rates in protest and Kaipara Citizens and Ratepayers Assn (KCRA) will take advice from members regarding a call for a total rates strike if the Commissioners do not promptly either substationally reduce the rates or phase them in with a capped 10 percent increase per year. Advice KCRA has obtained suggests up to $30 million of our current debt has been incurred altra vires, illegally, or without regard to the best interests of ratepayers, and a considerable amount of this may be recoverable. Nothing will reduce our rates more than such recoveries which could save interest and capital of up to $3 million a year. We would expect the Commissioners to fully support this initiative when the Audit Report is available to them. This petition will demonstate to the Commissioners and the Government the absolute necessity to address the Kaipara rates situation, and will enable the KCRA to take independent action on the ratepayers’ behalf if necessary. Please sign the petition below, take it to your friends and neighbours as we seek thousands of signatures to give the KCRA backing for action on your behalf. In addition please join KCRA and if possible support this by donation. Ratepayers may each save thousands of dollars in rates over the next few years through such donations, so invest in your future. We ask that you not retrospectively validate unlawfulness by our Council. We ask this on behalf of all New Zealanders who bear the costs if there is no personal accountability for reckless or unlawful conduct in Councils. We also ask that the Minister ensures that the appointed Commissioners immediately amend the Long Term Plan to limit any rate assessments to a maximum increase of 10% per annum to avoid a massive rates strike. Living ‘tiles’ to tackle erosion Steep banks and roadside cuttings often have erosion problems — washouts caused by unbound soil with nothing to hold it together succumbing to rain and wind. Clay banks can even be affected in this way by good weather as the sun dries and cracks the soil. At the worst end of the scale, these problems can be a landslide waiting to happen Planting vegetation is the accepted method of preventing erosion, as the roots of plants form a dense web beneath the ground, holding soil in place. But on some surfaces digging to plant trees and shrubs can add to the problem, and in very badly affected areas seedlings can be washed away in the next storm. Ian Fox of Alter-Natives Nursery and Landscaping has hit upon a novel idea to tackle this issue — an erosion control and revegetation system he calls ‘plant tiles’. These are very different from your bathroom ceramics — each plant tile is a living thing, a row of pre-grown plants encased in plastic textile. The roots of the plants grow through the textile and form a dense, binding web. By installing plant tiles of such species as New Zealand Flax in contouring lines down a slope, erosion can be held in check effectively — even the erosion of fine particles. And as plant tiles are

already robust and supported by durable textile when they are installed, there’s no chance of them washing away. It’s another great Northland innovation caring for our environment.
