p At a recent public event held at the Dargaville Hospital car park, visitors were treated to a trip down memory lane with a display by members of the Dargaville Rod and Custom Club and nearby motorcycle clubs. Vehicles of all vintages had been dusted off and taken out of storage — some of which beautifully ‘rumbled’ into position for the show. They mixed with well-polished motorbikes, also proudly presented by their owners and friends. People attending enjoyed the display, and one local said they would like to see the cars and bikes on show again. In the aftermath of a potential Mycoplasma bovis threat in Northland when wandering stock were placed into a neighbouring paddock for safety, Biosecurity New Zealand has reassured communities that systems are in place to mitigate against the spread of the disease. They advise this type of scenario has been considered and communicated with emergency services and councils nationwide, and the responses national management team has a liaison officer for coordination purposes. Procedures are in place on an infected property to prevent contact with other stock, as well as strict movement controls, so any wandering animals placed in a paddock temporarily should not come into contact with those infected. “MPI’s advice is to impound wandering stock until the owner can be identified and plans made to return them are put in place. Anyone who sees wandering stock
should call their local council,” said a spokesperson for the Ministry of Primary Industries. “The infected property in Northland remains under movement and legal controls with the animals to be culled at a time that works in with the farmer. No animals can be moved on or off the property without MPI’s permission.” All stock should be safely fenced to prevent wandering onto roads, and if impounded the owner may be liable for costs incurred. Anyone coming across wandering stock on the road can contact 0800 105 890, or in the event of an accident already having occurred, call the police via the 111 emergency service.

Every person who can give one hour of their time to donate blood can save three New Zealand lives. Dargaville locals and visitors have the opportunity to help out when the New Zealand Blood Service comes to town on Monday, October 29 at the Dargaville Town Hall, 1pm–6pm.
Popular Mangawhai vocalist, Molly Curnow, will open a show for the award-winning folk band, Albi and The Wolves, at the Otamatea Repertory Theatre on November 3, and she couldn’t be happier.

Donors are required to complete a confidential questionnaire to ensure eligibility and health screening, and on the previous visit, the service was pleased to have new donors drop in as well as see familiar faces. “At the last collection we had 123 people attend and collected 97 units,” said donor recruiter NZ Blood Service, Beth Brannen. “Each donation can save three lives, so please come along and help look after the ones in need.” All blood types are needed, and 3,000 donations are required each week to meet hospital needs — more
than 29,000 patients are treated with blood or blood products each year in New Zealand. Each blood donation can contribute to the making of more than 12 products, all serving a vital function to help patients suffering from disease or trauma. The plasma from a donation is replaced in the body within about 24 hours, and red cells need about four to six weeks, so at least eight weeks are required between whole blood donations. Molly is well-known in the area for her performances at the theatre and considers the show opening to be a huge honour. Lead singer in the band, Chris Dent, is looking forward to returning to home ground after a long time away. “Maungaturoto is my hometown where I was brought up, from preschool right through to Otamatea High, and even though I have not lived there for a long time I still tell people from around the world that this is a place I am proud to be from,” he said. CANCELLED It is with great disappointment and regret that we must announce that for the second year running there will be no races at the Dargaville race course for November 2018. The situation with the track, while not major, is such that there is insufficient time to remedy a problem to the total satisfaction of the people responsible for health and safety within NZ Thoroughbred Racing. We certainly regret the situation and offer a sincere apology to our members and supporters. We also wish to thank the many people and organisations that were prepared to sponsor races or help with the running of the event. Last week, the first of 30 concrete beams for Bridge No 2 over the Matakohe River began arriving from Auckland at the expected rate of one beam each day. “The transporter will depart Ranui in Auckland ahead of morning peak traffic and, traffic dependent, is expected to arrive on-site between 6am and 8am,” the contractor’s spokesman says. “There will be days when no beam is delivered, and the time of day any given delivery arrives to site is subject
to change. All deliveries will be made through the site entrance on the east side of Matakohe River.” The transporter will reverse down the haul road to the bridge site, and then the beam will be lifted into place using the 400-tonne crane erected on-site. “Please expect short delays in the vicinity of Hardies Bridge while the transporter reverses off the highway under traffic management by pilot vehicles and the site traffic crew.” ¢
Please don’t disturb nests It looks like our quiet time is over with many blackbirds and thrush either making nests or feeding their young - so all the other wild birds will start to follow. Please remind children not to remove baby birds from a nest. Some children try and be helpful but looking after baby birds is a full-time job and can get very boring. The next thing we get them delivered to the Nor thpower Native Bird Recovery Centre, so please, all of you adults out there - remind children to leave nests alone. If you have wild ducklings, we will give you a contact number as we don’t take ducklings because we just don’t have the room to have ponds for them to swim in! However, we will take brown teal ducks and ducklings. If you find a baby bird on the ground, first try placing it back into a tree or bush as sometimes they fall of f a branch while learning to fly and don’t actually require any human help. When finding a bird in trouble just keep it in a warm and quiet place.
Don’t feed them food or water because that combined with shock can kill them. From now until Christmas our food and medication bills go sky high so any support means a great deal to us at the Recovery Centre. We are GST registered and will give a receipt which you can claim on.
The Maungaturoto Community Trust is planning a major town fundraising series of events next month in an effort to collect $500,000 towards the cost of building a dementia unit at the town’s Riverview Rest Home and Village. “To kick things off, the Mangawhai Singers will be entertaining at the Maungaturoto Country Club at 7.30 pm on Saturday, October 26,” said organising trust member, Albie Paton. ”On Monday, November 29, we invite all to come to town and mark Dementia Day, or any other day starting with a D.” “More FM will be broadcasting their breakfast show from the St John Station along with various local attractions throughout the morning and breakfast of bacon and eggs will be available from 6am. These can be delivered to businesses who want to shout the staff at a given time.” Mr Paton expects performances from the Otamatea High School Band and the Maungaturoto Primary School Kapa Haka group. Kaipara boaties are being warned by Maritime New Zealand not to become part of the usual “statistic spike” of mishaps and even fatalities at sea as the summer season gets underway at Labour weekend.
Kaipara educator, Margaret Baker, recently reached a milestone in her work by visiting every Kaipara primary school, driving around the district in her electric car. Her most recent visits were to the Tangiteroria and Tinopai schools.
Chair of the Safer Boating Forum and Maritime NZ deputy director, Sharyn Forsyth, says “it’s time for boaties to prepare their boats, check their gear and know the rules. Last summer 1.51 million adults in New Zealand — about 42% of the adult population — took part in recreational boating and records show that 19–20 boaties, on average, die each year (based on last five years) with 19 last year and three this year as at October 1. “There is a pattern of fatalities spiking over the warmer summer months. We know that boaties start getting in the water from Labour weekend and we want to urge them to make sure they are ready for it,” Ms Forsyth says. “Checking lifejackets is something every boatie should do each time before going out on the water. It’s too late if you discover a fault when you’ve capsized and really need your lifejacket.” Manufacturers advise

Matakohe artist, Steve George, was surprised to hear his name called as overall winner at the recent New Zealand National Mosaic Exhibition, for a piece he had just spent around four weeks working on. When the final awards were being announced, Steve and wife, Pat, were sitting in the audience listening to the countdown to the top. Pat knew in advance her husband had won and waited in anticipation for his response. “I had to give him a nudge because he didn’t hear his name,” she said. From a distance, the stunning exhibit stands around half a metre tall, an image of a poised eel nestled on a bed of mossy rocks and stone pebbles. On closer inspection the entire piece is covered in tiny mosaic tiles, all hand cut and placed strategically over the sculpted form. “I made it for my own pleasure, so was very shocked to win,” said Steve. Steve spent around four weeks working on the awardwinning piece, beginning with a coiled steel rod, engulfing it in p Steve George with his winning exhibit — Tuna polystyrene before wrapping it in a fibreglass layer. Robin McLeod knows he is one lucky man. The 65-year-old Northland man was just going about his normal day’s work in July 2017 when he ended up in the wrong place at the wrong time.
A three-week stay in Middlemore Hospital ensued in their specialist burns unit before he was allowed to head home.
He entered a room to carry out electrical maintenance, and just moments later the room filled up with piping hot steam – severely burning his face and hands. “It started steaming and I breathed it in, it just burnt all the way down. I knew I was in trouble.”
“We live too far from the hospital to be able to take quick action so Debera insisted I stay in a bit longer – and within an hour, my throat started to tighten, it constricted and I was in big trouble.” The rest of events that happen next are what he has been told – as Robin was unaware of anything from that point on.
So they are going to close the Kaipara scallop beds? What a crying shame but I guess something has to be done. Long-time local resident Marina Pook says as a young girl nobody would think of dragging for scallops as they lay in little pools at low tide — so plentiful one could walk the shoreline and in moments have sufficient for the family. There were no refrigerators then to keep scallops, so they only picked what they needed for the next meal. Alas, those plentiful days are long gone,
and the availability has been slowly decreasing. There were those who knew better than the rules and made pigs of themselves. Their chickens are now coming home to roost. It is to be hoped that tighter restrictions could lead to an improvement in the number of scallop beds in the harbour. Unfortunately, this could take a lifetime and time is running out. In a season of changes and new beginnings, here are some highlights in what’s just ahead: New Chief Executive of Kaipara District Council, Louise Miller, started in late September and a new breeze is blowing around the organisation. Expect to see fresh ideas, efficiencies and approaches to the business of council coming your way soon. Kaipara People’s Panel is about to ‘go live’. This initiative is a new way for your voice to be heard by council and for fresh ideas to be contributed to making Kaipara District a better place. I found examples of this down-country and am delighted to introduce it to the north. Please check it out at www.kaipara.govt.nz/panel . Membership of the panel is free and it’s open to everyone in Kaipara – from teens to the not-quite-teens-anymore, from east to west and top to toe, it’s a new way for locals to help make a difference here. The more of us who join the People’s Panel the better it will be. I’m hoping for at least 1,000 members from across Kaipara, let’s see if we can make it more.

The strong civic engagement, pride and commitment to Kaipara that’s been shown by the community on this subject was really encouraging. Kaipara voices have been heard loud and clear. The proposal has been declined and Kaipara’s path toward sustainable economic development will need to include other different ideas. A safe haven for native wildlife is being created in the Otamatea area with volunteer groups working together and being supported by Northland Regional Council in their efforts.

The Otamatea Weed Control Group and Pest Free Peninsulas complement each other’s focus and are supporting property owners in controlling pest weeds and animals. “Fenced off areas tend to grow weeds and grass, so we try to encourage residents to plant natives,” said the spokesperson for Otamatea Weed Control group, Jacque Knight, “and roadsides are sprayed for pest weeds — but private property often isn’t.” Residents are also encouraged to set and maintain trap or bait lines to
remove animal pests such as rabbits and possums, which will, in turn, enable birds to return and flourish in the area. The two groups invite members of the communities in Paparoa, Pahi, Matakohe and Whakapirau to volunteer their time when available, for a wide range of duties, including publicity and communications, local property knowledge and fundraising. World Polio Day Rotary clubs in Kaipara district are joining others across New Zealand to mark World Polio Day on October 24. The event was established by Rotary International more than a decade ago, and since then fundraising has been a core activity, and Dargaville Rotary Club has donated more than $4,600 to eradicating polio since 2013. “We’re working together to try and eradicate it completely.” The event was originally held to commemorate the birth of Jonas Salk, who led the first team to develop a vaccine against poliomyelitis. Use of this vaccine and subsequent widespread use of the oral polio vaccine, developed by Albert Sabin, led to the establishment of the Global Polio Eradication Initiative (GPEI) in 1988, reducing the disease by 99 per cent.
Polio vaccine, given multiple times, almost always protects a child for life. Polio has disappeared from New Zealand and most parts of the world as a result of immunisation. The Western Pacific region was declared polio-free in 2000. However, polio is spreading in some overseas countries and could be brought into New Zealand by travellers and immigrants. The Ministry of Health says it’s important that New Zealand children and international travellers continue to be immunised against polio. The current list of polio-infected countries is available on the Polio Global Eradication Initiative website polioeradication.org.

While the accent was on fun, the event had the underlying theme of dog obedience, with a demonstration by award-winning trainer, Laurel Greaves. Canine treats were handed to winners in the agility event, where the Best Tricks winner vied for attention with the dog with the Best Smile or the Waggiest Tail. In all, 30 cute and otherwise canines, with owners on their leads, made the most of plenty of attention at the Paparoa Showgrounds venue.

There’s so much to see and do in the region this spring, with the long weekend offering the perfect opportunity to get out there and enjoy the place where we live! First up, for the petrolheads and off-road riders — it’s time once again for the massive Tangiteroria Trail Ride. This 37-kilometre scenic course will be roaring with the sound of bikes and quads this Labour Weekend, in support of the local primary school. A must-do for those who love motorsport adventure, with alternative tracks for the very bold, the very young and the just-beginning, starting early on Sunday, October 21. Just down the road, the Kowhai Festival lights up the town of Warkworth, this year with a wild west theme. Spanning from October 21 to November 4, expect music, food, fun and more from the nation’s second longest running community festival — there will be something there for everyone. For those who want to really get away from it all, how about a day of top fishing? The Mangawhai Boating and Fishing Club are
set to host a great day for anglers, with their Labour Weekend Fishing Contest rocking the east coast on Sunday, October 21. Check out their website to enter and vie for top prizes and bragging rights! For those who appreciate a fine meal in relaxed company, hit the road this weekend and visit Paparoa’s famous Thirsty Tui — a gem of a country tavern with a menu full of surprises. Early European traders, used to the French or Russian style of service (courses set out one by one, with a plate for each and a clear split between entree, soup and mains with dessert to follow) eagerly embraced the Thai style, where a massive table of very different dishes was laid out all at once. It reinforced the reputation of Thai hospitality — meals were very long social events, lasting hours, as friends shared a little of everything from coconut curries inspired by the ‘Massaman’ or Muslim spice traders through to dishes from the Isan highlands, Cantonesederived sweet-and-sour seafood from the Kra region and many more. Smokefree Policy Review Council is seeking your feedback on a proposed Smokefree Kaipara Policy. Gambling Venues Policy Review The Kaipara District Council’s draft Class 4 Gambling Venues Policy is open for public feedback from 2 October 2018 until 5 November 2018. Local residents and visitors recently attended a blue ribbon prostate cancer awareness event held at the Dargaville Hospital and were treated to a classic car display at the same time.
The extremely popular calendar fundraiser for the Holy Trinity Anglican church has begun for the eighth year, and members of the public are invited to buy their 2019 copy before stocks run out.

Organiser and nurse, Rachael Beech, said the aim of the event was to raise public awareness of prostate cancer, also to have men understand the symptoms and the importance of a health check. Hospital staff were on hand to assist with questions, including a clinical leader to discuss or make a future appointment with. Silver Fern Farms provided a fundraiser barbecue, and a raffle was also included at the event sponsored by many local businesses. The Dargaville Lions Club also manned an awareness table and collected donations, and the combined efforts raised more than $900 for the campaign.
Funds raised from donations and ‘blue’ events are used to support patients and their families, and fund future research. Approximately 3,000 men are diagnosed every year in New Zealand — that is eight every day — and more than 600 of those diagnosed do not survive, making it vital that men, especially those more than 50 years of age, are tested regularly. Early detection is critical, as prostate cancer can be treated effectively if diagnosed early. Anyone wanting further information or wishing to donate to the campaign can visit prostate.org.nz. ¢

Growing up in the rural Kaipara, Wayne Goodall was interested in one major aspect of farming life — the machinery. Taking engines apart and tinkering is a popular pastime for many local folks, but over the years Wayne turned his affinity for machines and internal combustion into both a sporting passion and a thriving business. Now, after being away from the land of his birth for decades, he’s returned to lend a helping hand to Dargaville motorists, along the way re-establishing a garage and workshop in one of the first buildings in town where cars came for servicing and repairs. His new CarMech workshop brings all the skills he’s learned during a 12-year tenure as the boss of his own auto shop in Pukekohe, south of Auckland, the home of the world-famous race track. Wayne also brings to the table — or the workbench — his history as a motorcycle racer, a previous winner of the BEARS formula two national title and an avid fan of the Ducati brand out of Italy. These days his automotive hobbies run more to the restoration and fabrication of interesting classics and hot rods — his green HQ Holden ‘restomod’ looks factory fresh but boasts fuel injection under the hood, while a quirky, custom ‘rat rod’ is coming together with parts from everything from a Jaguar to a Chevrolet. These influences and all that experience with motors big and small make for a whole lot of knowledge when

Prior to 2011, the image in most people’s minds of a best-selling Ford ute was one in line with our automotive history down under — you’d likely picture a V8 powered, low-slung muscle machine like those produced by tuning house FPV. All that changed when 2011’s Ford Ranger came on the scene. In retrospect, it was a turning point for the brand in New Zealand — a milestone pointing to an era of dominance. Now it’s come time to followup the ongoing legacy of what has become not just our nation’s favourite utility vehicle, but our top vehicle overall for three years running. Ford is well aware that the only way to go onwards is to go upwards, and so their 2019 Ranger debuts with a smooth new transmission, a new power options and a new, revised look to deliver more presence on the road. New under the hood is the option of a two-litre, twinturbocharged common rail diesel engine, developing a phenomenal 500Nm of torque for heavy hauling duties and to power the Ranger through rough terrain. With more than 210 horsepower, this compact but mighty engine compares favourably to the established and reliable Duratorq 3.2 litre diesel which remains an option in the new line-up. With the two-litre twin turbo mated to a seriously smooth ten-speed automatic transmission, the ample power on tap delivers a fresh helping of the car-like ride and road manners which made the original Ranger a hit. Even with the familiar Duratorq, the ride seems lighter, more nimble and more accomplished. Other additions are purely futuristic — tech such as road sign recognition, which displays appropriate road signage in the ute’s display. You’ll also be able to choose automatic parking assist,

As finer weather approaches and more people visit Ripiro Beach, local residents are disturbed at the volume of rubbish left in the wake of visitors and what has washed ashore with the tide.
A new sporting programme for youth will start in term four at the Kaiwaka Sports Association complex, providing athletes with an opportunity to develop core skills which will transfer across several different sports.
p A combined effort by local four-wheel-drive clubs resulted in 25 bags of plastics and rubbish collected from Ripiro Beach
To show appreciation to residents for the use of Ripiro Beach, local fourwheel-drive clubs combined on for a beach clean-up drive, between Mahuta Gap and Baylys Beach, and were surprised at the amount collected. The four-wheel drivers were provided rubbish bags from New Zealand charity Sustainable Coastlines, and Kaipara District Council covered the cost of disposal of the 25 bags at the end of the drive. “Although the beach didn’t look too littered from far away, everyone was so shocked at how many little plastics there were along the beach, at least
every metre,” said organiser, Tash Loo. “It was sad to see a coastline could be so littered, and on Saturday night there was a group of people having a bonfire near Glinks — Sunday morning there were glass bottles and rubbish left around the smouldering fire. “The fact that people are so disrespectful to the environment that we all use is disgusting and lazy,” said Loo. Adding to the effort, members of the public were invited to Baylys Beach area to take part in a street clean-up and three bags of rubbish were collected. ¢

Teaching young athletes how to move better, and helping build a passion for fitness, sport and a healthy lifestyle is my goal.” As a qualified personal fitness instructor with varying representative sports

achievements, Nick says he will be utilising other highly experienced former representative players and coaches to run sports specific sessions. Each term athletes will take part in a ‘give back to the community’ day where they assist a community group or project, as a way of recognising the importance of contributing to their community and becoming good people generally — not only good at sports. A number of local individuals and businesses have come forward to provide sponsorship for an athlete who may be limited in their ability to participate due to financial constraints. THELMA AND CHARLIE PARKER EDUCATION TRUST The above education trust was established at the direction of the late Mr Charlie Parker, a wellknown and respected local businessman.
Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, the Kaipara District Council hereby gives notice that the Councils Roading Network Maintenance Contractor; Broadspectrum Ltd has made an application to have the following street temporarily closed on the day and at the time below for the purpose of maintenance to the bridge abutments on Swamp Road Bridge ID 434_569.
The purpose of the trust is to establish and maintain scholarships which will be known as the THELMA AND CHARLIE PARKER SCHOLARSHIPS. Each scholarship is designed to assist any current pupil or pupils of Dargaville High School, who, in the opinion of the trustees, would benefit from further education or study of either tertiary or other nature, or of any recognised course of education or study and who would otherwise be unable to undergo such education or study having regard to the financial resources of that student and/or that student’s immediate family.

Final Proposal for Representation Arrangements Submissions: On 21 September 2018, Kaipara District Council considered the submissions received on its initial proposal regarding the representation arrangements for the Council to apply for the local elections to be held on 12 October 2019. The Council received 81 submissions on its initial proposal: • 28 submissions supported the Council’s initial proposal; • 53 submissions opposed the Council’s initial proposal. Those that supported the initial proposal identified the following issues: • it makes sense; • allows for better and fairer representation; • support for a new Kaiwaka-Mangawhai Ward. Those that opposed the initial proposal identified the following issues: • the east/west imbalance is not adequately addressed; • there should be nine councillors; • the Mangawhai area is not adequately represented; • communities of interest are not appropriately recognised; • initial proposal not democratic; • use of outdated data and other out of scope issues. Final Proposal: Having considered all of the submissions, the Council resolved on 9 October 2018 to adopt its initial proposal as its final proposal. The Council considered all matters raised by submissions. A number of submissions highlighted out of scope issues. These issues raised (use of outdated population data, lack of provision for future growth, rating per head of population and reduction to four councillors) were excluded as they fell out of the scope of factors available for consideration. Reasoning around the decision to continue with the initial proposal are below: . the east/west imbalance: The four ward structure, two in the east (with four councillors) and two in the west (with four councillors) provides balanced representation to the District’s communities and individuals; . the number of councillors: Eight councillors provide fair and effective representation, this was supported by preliminary consultation undertaken prior to the initial proposal, plus significant opposition to nine councillors when considered at the last representation review; . adequate representation of Mangawhai area: The establishment of a new Kaiwaka-Mangawhai Ward (with two councillors) directly addresses the need for representation from the south-east of the District; . recognition of communities of interest: The proposed ward structure adequately reflects the District’s different communities of interest (specifically reflecting community involvement and access to goods and services); . democratic process: The final proposal meets the legislative requirements of identifying communities of interest and providing fair and effective representation.
The final proposal is as follows: (i)
Kaipara District Council to comprise eight councillors elected under the ward system, plus the mayor elected at large;
(ii)
Kaipara District Council be divided into four wards, these being: Dargaville Ward (two councillors) being the existing ward comprising the township of Dargaville (the area delineated on SO Plan 70435 deposited with Land Information New Zealand); Kaiwaka-Mangawhai Ward (two councillors) comprising the southeast area of the district including the townships of Kaiwaka, Mangawhai, Mangawhai Heads, Oruawharo, Oneriri Peninsula, Hakuru and surrounding areas;

Otamatea Ward (two councillors) comprising the State Highway 12 townships from Tokatoka back to the Brynderwyns including Ruawai, Matakohe, Paparoa, Maungaturoto, Taipuha, Ararua, Pahi, Whakapirau, Tinopai and surrounding areas; . West Coast-Central Ward (two councillors) comprising the area surrounding Dargaville through to Waipoua Forest, including Kaihu, Aranga, Donnelly’s Crossing, Mamaranui, Omamari, Bayly’s Beach, Hoanga, Tangowahine, Tangiteroria, Te Kopuru, Pouto, Turiwiri and Aropohue; (iii) no community boards be established; The four proposed wards, the number of councillors per ward, the ward populations (estimated as at 30 June 2017) and the population ratio per councillor are as follows:
