The request reverses a long running rates strike in the community that led to the association asking for rates imposed to pay for sewage cost overruns to be declared unlawful. This request was rejected by the High Court and the case is now subject to an Appeals Court hearing for which no date has been set.

The MMRA executive last week told its members that Justice Heath’s decision to decline a stay of proceedings while the association’s case is before the appeal court means the situation has changed. ‘The rates instalment that is due for payment in November will attract a 10%

penalty if it is not paid on time. More accurately, up to 10% of that instalment will be added as a penalty, depending on what the outstanding rates arrears are at that time,’ stated a notice to members. continued on page 3 …

“Bouncing off the walls”, “motivated and positive” and “pleasantly surprised” are just some of the comments that came out of a Dargaville Business Forum meeting last week. The breakfast get-together was facilitated by Kaipara District Council community facilitator Darlene Lang, who said she was pleased with the turnout. “The forum has seen a lack of focus, so the idea was to ask business owners what they want and then follow through and make things happen. “The were two overriding opinions — we want to do something about customer service, so that everyone — locals and visitors — always gets a good experience; and we need to work together and share ideas. “The general feeling is that we love working in Dargaville and we know that this is a great place to live but the question is, how can we let everyone else know that?” Local business owners Rhonda and Stefan Neuenschwander, who have recently returned to Dargaville with a wealth of experience, have offered to provide customer service training and Darlene says the forum would really like to take them up on that. Rhonda says she went to the meeting with an open mind and was pleased with the outcome. “There was a lot of new blood in the room, a shared mindset and a good array of skill sets. When we came back to Dargaville, we saw

difficulty in changing their paradigms but we need to. “I’d like to see a campaign to instill Dargaville pride — ‘locally, with integrity and honesty’.” Darlene says the next step is to write a report and make some recommendations. “We will go from there.” 

Illegally charged council rates, which many Mangawhai residents refused to pay, were then ratified by Act of Parliament through a Bill sponsored by Northland MP, Mike Sabin. Association chairman Bruce Rogan said his association’s objections remain as strong as ever. “But owing to the nature of the High Court decision, the council has a legal right to impose 10% penalties on unpaid rates on January the first.” The previous rates impasse arose from the EcoCare sewage treatment system for Mangawhai, which blew out to an $80 million debt, and led to the downfall of the Kapara’s district councillors who were dismissed and then replaced by commissioners.

Dargaville’s Town and Around Passenger Service needs more volunteers. Run by the Anglican Parish of the Northern Wairoa, the vital community resource helps people to maintain their independence — whether they be mums with young children, the elderly or people who are unwell. “Town and Around is an entirely volunteer service and due to demand, it now requires more volunteer drivers,” says coordinator, Lynne Levett. “By becoming a volunteer for Town and Around, you will be helping to make a difference in the community and providing a transport option for people who need assistance. At the moment,

there is nothing else available, so we have a real need for this service locally.” Town and Around can provide transport to medical appointments, the hairdresser, lawyer, supermarket and other services within the town boundaries. It compliments Kaipara Community Health Trust’s health shuttle service, which helps people attend medical appointments, particularly in Whangarei. If you are interested in volunteering, you will need to have a suitable vehicle and be willing to undergo a police check. have marvelled at the artistry of director FW Murnau. As critic Roger Ebert wrote in 1997: “Here is the story of Dracula before it was buried alive in clichés, jokes, TV skits, cartoons and more than 30 other films. The film is in awe of its material. It seems to really believe in vampires.” Friday night’s screening will have a live piano and guitar accompaniment from Auckland-based musician Darryn Paterson-Harkness who star ted improvising at parties to Super-8 and 16mm films. “I did a version of Nosferatu when I was living in the UK. People loved it. I did it at the Edinburgh Festival, in London and I toured the UK.” His Dargaville gig came about after he mentioned it to friend Vern Woods who manages the Anzac Theatre. He says Nosferatu deserves its place as a classic in the annals of cinema. “The characters are wonderful and it’s so beautifully filmed. It’s no wonder it’s become a classic among film buffs.” Nosferatu starts at 8pm and tickets cost $15. With demand likely to be high, phone bookings on 09 439 8997 are recommended. 

Coastguard North Kaipara volunteers are gearing up for a summer of vigilance and have an extra resource to help save lives on the harbour this summer. Kaipara Lifestyler publisher Allan Mortensen has made his Tinopai-based 30-foot-vessel, Hot Metal, available as a ‘vessel of opportunity’ to assist the coastguard with emergencies while plans are drawn up for a permanent coastguard rescue vessel at Tinopai. “It is a wonderful gesture, and one we hugely appreciate,” said Coastguard North Kaipara president, Walter Smith. “It means we have a vessel readily at hand, until a fully dedicated official coastguard craft becomes available in the not too distant future.” Coastguard New Zealand warns weather and marine conditions are unpredictable and constantly changing. “Things can change very quickly on the water, but thorough planning and preparation can make that critical difference between a safe day out and a tragedy,” says Coastguard New Zealand CEO, Patrick Holmes. “We’ve already seen too many boating tragedies this year and it’s imperative to get prepared before heading out. Long weekends traditionally see more people on the water and we encourage anyone in a boat, whether it be a launch, dinghy or kayak, to prepare adequately.” As part of a pilot programme, Coastguard will be launching an

As Council catches up on its road works over this summer season, our contractors will be working on the roads far more so than “normally”. Last year, we deferred capital works, due to some property owners refusing to pay their rates. While some property owners are still withholding rates, the number has reduced considerably, and so we are keen to catch up on the backlog. Working on roads has its hazards. Please look after the road crews by respecting the speed limits and signs of caution. Speed limits on our west coast beaches For a number of years there have been issues identified along Ripiro Beach where a few inconsiderate vehicles users have created safety concerns for those using the beach recreationally. Council began an exercise of consultation with beach residents and users last year to consider whether speed limits should be put in place. Last month Council received and heard submissions. This week, Council will consider options. The option that is recommended by Council staff is to set a speed limit of 30 kmh for approximately one kilometer each side of the Baylys Beach entrance, and approximately one kilometer each side of the Glinks Gully beach entrance.

 Paparoa youngster Ryan Owens (kart 18) is enjoying success in go karting, even though it’s his first year in the sport. On October 18 and 19 he raced in Kartsport Whangarei’s Junior Clubsport Raket 120, an 80 lap event at the club’s Maunu track run as part of its annual Bathurst in the Valley race. The Matakohe Kauri Museum has a major exhibition on display which is well worth seeing. The exhibition was opened by the Governor General on 17 October. “The Extraordinary life of Joseph Gordon Coates” tells of the contribution of this man, decorated Military Cross and Bar for bravery in the First World War, elected to Parliament in 1911, appointed to Cabinet in 1919, and elected Prime Minister in 1925 for three years. His Parliamentary career went on much further. Coates was Minister of Armed Forces and War Co-ordination in 1943, when he died in office.

Storm Events – Debrief At the Northland Mayoral Forum last week, we received a debrief on the July / August storm events of this year. An emergency like this is coordinated through by the Northland Civil Defence Emergency Management Group. Command and control rests with the Fire Service and Police. Some interesting facts include: •

The event lasted three weeks.

Gusts up to 150 kmh were recorded.

At the peak, 400 mms of rain fell in 4 days.

30,000 homes were without power for a period of time.

160 Northland roads were blocked.

Flooding was severe, impacting 90 farms in the region.

To assist with the cleanup, 5,000 hours of Taskforce Green assistance was secured.

In general, the emergency response and relief work in Northland was performed extremely well. Organisations like the Rural Support Trust assisted greatly, as did the utility providers, the various arms of emergency services, Council staff, central government agencies, private sector organizations, and of course the many volunteers and good neighbours. Along with the other Mayors and the Chair of the Regional Council, I was involved in weekly phone calls with the Minister, as we all reported on the impacts and needs of our areas. While the clean-up work is well in hand, repair work on some of Northland’s roads is yet to be done. Tens of millions of dollars of damage to Northland’s road network was inflicted. Commissioners Quarterly Report to the Minister The Commissioners report every quarter to the Minister of Local Government. The September 2014 report will be tabled at the Council meeting this week. It is available on the Council’s website should you wish to view it.

Fright night in Kaiwaka Eighty and out for Northern Wairoa CWI  by Colin Patterson

If you’re in Kaiwaka on Saturday expect to be scared out of your wits.

On Tuesday May 10, 1934 women from around the Kaipara came to the Municipal Chambers in Dargaville to form what became known as the Northern Wairoa Federation of Country Women’s Institutes. At its peak the Northern Wairoa Federation had 17 institutes with more than 500 members. But a decline in the rural population, combined with an aging membership meant just two institutes survive. That led to a decision to close the Northern Wairoa Federation, with Women’s Institute now organised out of Whangarei. “We’re closing the federation because we can’t get anyone to take over,” says outgoing president Christine Low. “Most of us are in our 70s and we are not getting any younger members. ‘ While Ms Low is sorry to see the demise of the Northern Wairoa Federation, it has a lot to be proud of. “Getting to 80 years is quite an achievement.” 

That’s because the Kaiwaka Sports Association is running its annual Fright Night, an event which will provide plenty of thrills for the young and not so young. the chance to consume Halloween inspired-food such as chocolate spiders, the kids get to walk through a haunted house, which is actually the association’s rugby changing rooms, transformed by an enthusiastic and maniacal team of volunteers. While it’s a scary experience, Ms Anderson says the kids have lots of fun. Face painting will be available and there will be a photo booth where the kids can be photographed in their scary outfits and face paint. 

Fonterra’s Director Roadshow comes to Whangarei on November 4, giving farmers the opportunity to meet, question and listen to contenders before they cast their votes. At least one new director will join the Board following this year’s Fonterra Elections and six candidates will be vying for three seats. Local Fonterra Shareholders’ councillor Penny Smart says the Roadshow will provide farmers with a greater understanding of each candidate’s governance ability

Maungaturoto Rotarians are undertaking a major community project that aims to provide skills for building trainees and to raise money for the community.

Big River FM interns Ben Stevens, Hayley Nordell and Jordan Hart are looking forward to a few new challenges in their burgeoning broadcasting careers.

Ben is now enjoying a weekend announcing role on More FM and expects to be called up for the Saturday show once or twice a month. “I’ve had positive feedback from my boss and I will get some hands-on experience in commercial radio. “I’m also enjoying being here in Dargaville and getting out in the community. The Maungaturoto and Districts Rotary Club has bought a threehectare property near Kaiwaka. Over the summer, member Tim Magill of Barnbuilders with help from NorthTec building trainees will erect a barn on the property. Next year the property will be auctioned, with the hope it will appeal to lifestylers wanting to enjoy a rural lifestyle, within walking distance of Kaiwaka. Club president Jim Taylor says the idea came from member Keith Shadbolt who works in real estate. A number

of members provided loans to buy the block, with the vendor agreeing to give the club a year’s grace from paying for the land. By then the aim is to have the barn completed and the property sold. Mr Taylor agrees the project carries some risk, especially if the sale price does not reach expectations or the property does not sell. But he believes the project will be worthwhile and the club will not be left out of pocket. In the meantime, Mr Taylor says the club would welcome offers of labour and donations of materials. We all have our dream cars — whether they are nostalgic glimpses back to the past, stunning visions of the future, or just quirky exercises in design which call to something in our souls. Many folks never go any further than owning a picture book or bedroom wall poster of their favourite example of automobilia, but others are luckier. Well — luckier, in this case may not be quite the right word. They say you should never meet your heroes, and in this case, we’re talking about those people (we’re looking mainly at the blokes here) who have scored a ‘nearly mint’ example of their ultimate ride. Amendments aim to tidy up building act  by Andy Bryenton

The rollout of changes to New Zealand’s building act — the document which governs the standards and practices of the building industry — has changed the landscape within the industry in recent years. The emphasis on responsibility has been passed on to project managers, builders and subcontractors in allied trades in a big way, making it more important than ever to engage only trusted, qualified tradespeople to work on your home or business build. Now another round of amendment changes is set to become law, rolling out in two stages. The first has already been implemented as of October, while the rest come into effect on January 1st 2015. The aim of these amendments, according to the Government’s body responsible for building standards and quality, is to provide peace of mind to customers, and to remove so-called ‘cowboys’ from the construction related

trades altogether, through the provision of hefty fines for working without the right accreditation. Right now, it is illegal for unauthorised people to work on a build — plumbing must be done by qualified plumbers, gas installed by qualified gasfitters, wiring by qualified electricians. If a builder is in charge of the entire project, he must have the right credentials too, and assure the provenance of his subcontractors.

As of January 1st all building work over $30,000 in value must have a written contract. Tradespeople will be required by law to disclose their credentials and current licensing status, or face heavy penalties. There will also be an enforced one year ‘defect repair period’, during which a builder must repair any defects the customer informs them about — ‘no questions asked’. Rules like these place a great responsibility on individual builders, and are rumored by some to be a precursor to changes to the Resource Management Act enabling the fasttracking of local authorities’ role in the pre-build process — a ‘red tape cutting’ move which was a key election issue. Large, organised builders’ associations such as the Certified Builders already adhere to the codes of best practice and strict qualifications monitoring demanded by the amendment. As the onus goes on builders and project managers to provide longer guarantees and more binding contracts, groups such as the Certified Builders and Master Builders have already rolled out considerable initiatives putting them ahead of the curve of what the modern trade and its regulations demand. 

There are a host of factors which make people consider the Kaipara as a perfect destination for the proverbial ‘sea change’ — a clean break with the pressures of city life and a step into a more relaxed way of life. When it comes to reasons, being amongst a more natural environment often tops the list, with access to the ocean, lakes, rivers and forests a big priority. And timing is important too — many families are opting to come north to the places they have enjoyed as holiday destinations, having retired from the jobs which kept them tied to the commuter grind in the ‘big smoke’. problem. It’s a sad but simple one — sometimes the legitimate owner of a vehicle just can’t find their keys. We’ve all been in this embarrassing situation, but with older vehicles the option always existed of having a locksmith change the locks or cut a new key from code. With many modern vehicles — especially those equipped with a transponder — this is simply no longer possible. The transponder itself is often the subject of some confusion, with laymen assuming that this term refers to the two-button ‘clicker’ which primes and de-activates the car’s alarm. Instead, the transponder is a tiny chip or glass tube, no bigger than a thumbnail, buried inside the key itself. It ‘talks’ to the car’s computer in code, and without the correct numerical

It started with one small truck, a vision and an ideal spot on State Highway 1. It became Fred’s Metal Recycling. The Wellsford scrap metal business is the brainchild of Harry and Angel Wood, who say it is a better world if we all recycle and that’s the message they would like to community to hear. With 15 years experience in the industry, Harry believes that most

customers are keen to learn about different metals and their individual value. He takes the time to explain this to customers and teaches them about their load, as they unload. Metal is the eighth biggest export earner for New Zealand and prices are based on the overseas metal exchange and the value of the New Zealand dollar. Fred’s Metal accepts all types of metal, from old cars and whiteware, to high grade copper and stainless steel. A significant part of the business is recycling dead car batteries, which are a large part of the world lead market. Part of their business has also diversified into recycling materials from unwanted houses and buildings and they now have demolition products, such as native timbers, doors, windows and bathrooms, available for purchase.

Fred’s Metal Recycling is open six days, Monday through Saturday, 9am to 12pm. This leaves the afternoons open for processing the metal and doing their regular collection rounds in Auckland.
