“Local councils need to remain accountable to their ratepayers, as any business has to answer to its shareholders,” he said following the gathering held at Maungaturoto’s Centennial Hall. “The KDC’s activities have been underfunded for many years. The reasons are many and historic, and should be confined to history,” he told the meeting. “We have to make sure that huge debt does not happen again and we have a good chance next year of substantial debt reduction. “Roading is the single largest challenge in this area. It has taken years of under spending to get our unsealed network in its current state and it will take years to climb out the other side.” Mr Gent noted that the former council commissioners set a debt reduction budget for Kaipara of $200,000, against revenues of circa $60 million. “We took the view that we had to do better than that, primarily as debt needs to continue to trend downwards. Higher waste water development contributions, land sales and surpluses meant we could repay $2.8m of debt and that still left $11m in working capital. “When we look to this financial year it is quite conceivable that we can get debt down by circa $10 million, driven by the sale of woodlots, unused working capital used to retire term debt, and planned debt repayments of $3.8m.

“This will be fantastic progress if it can be delivered, but even with that reduction we will still have some way to go to get our debt within the average range of a number of other New Zealand councils we compare ourselves to. A debt level of circa $30 million would put us in the average range. “Roading is our single largest cost by a country mile. We get a 61% government subsidy for approved works. We made progress on roading improvements but still have a long way to go with no magic fix. “In the current financial year we will spend more on the network but there is no silver bullet.” Four Community Roading Groups have been formed and will meet this month to help identify priorities as seen through community eyes, and provide feedback
around performance of the contractors. Commenting on council staffing levels, Mr Gent said council finished the year with 111 full-time equivalent staff, due to increased consenting requirements and a move away from the use of consultants to developing skills ‘in house’. “So yes, you see the lift in staff numbers but in many areas there is an offset around costs. Councillors require any permanent increase in staffing to be accompanied by a business case. Mr Gent will return to his farming and business interests when he steps down on November 15. A by-election for mayor will take place in February. Nominations open on Friday, November 24 and close at midday Friday, December 22. Postal voting will be from Friday. January 26 to midday Saturday, February 17.

Rates demand upheld The leaders of a protracted rates battle which arose from the ill-fated Mangawhai wastewater saga have been ordered to pay more than $20,000 in unpaid rates and penalties. A ruling by the Whangarei District Court in 2015 that ordered Bruce and Heather Rogan to pay the arrears the Kaipara District Council sought for the 2011-12 and 2014-15 rating years has been upheld in the High Court with Justice Ailsa Duffy saying the council was entitled to recover $20,449 from the Rogans in rates and penalties for the years 2011 to 2015. In a separate proceeding after the District Court ruling, the Rogans
and the Mangawhai Residents and Ratepayers Association applied for a judicial review in the High Court last year seeking a decision that Northland Regional Council rates for Kaipara between 2011 and 2016 were unlawfully set and invalid. Justice Duffy ruled in favour, but did not order a refund and the NRC has appealed with a hearing set down for next month. The MRRA has set up a ‘givealittle’ page online to help recover legal costs.
Daylight dairy robbery On the morning of Wednesday, October 25, a young male entered the River Road dairy and stole the cash register from the counter, before running from the shop to a vehicle and driving off at speed. Two members of the public observed the incident and were able to provide details to police who located the vehicle at a property on Kai Iwi Lakes Road. Read the newspaper online

A male occupant ran from the address over farmland and was later located by a police dog unit and arrested. A 25-year-old male has been charged with burglary and remanded in custody. The Dargaville Tennis Club will kick off its twilight tennis season on November 7 and is welcoming new players to join in.

The competition will run every Tuesday night until the end of daylight saving in 2018 and caters for all levels of ability with two grades. Club president Peter Bond says he hopes to build on the 12 teams that participated last season and is looking forward to the new Sportsville complex
which is set to get underway next month. “The new courts being built at Memorial Park for the following season will provide a boost for the local tennis community,” he said. Volunteers planted around 3500 cabbage trees, flax and native grasses on the day, with a further 1700 plants going in last week. Tinopai Resource Management Unit’s Mikaera Miru says the planting day was an important step in a community-driven restoration project that began with the retirement of the fenced-off wetland from farmland, and includes an ongoing programme of pest and weed control. “This project started several years ago with the support from landowner Liang Ren Li, the Te Uri o Hau Settlement Trust, Tinopai Primary School, the Tinopai community and the Northland Regional Council,” said Mr Miru.
“The silt management role that wetlands play is essential for the protection of the Kaipara Harbour and the preservation of its seafood.” The Tinopai wetlands are also potential habitat for endangered species such as the spotless crake, banded rail, North Island fernbird and the rare, Australasian bittern, which has been seen recently in the Puapua Wetland. The planting day was supported by Te Arai Nursery and the DOC/Fonterra initiative, Living Water. Tinopai RMU have also obtained funds for a qualified local conservation contractor, Tahi Bishop, to manage the ongoing pest control and maintenance. ¢

Dargaville will now have a greater online presence thanks to a new website driven by the Dargaville Community Development Board which aims to provide a community resource and promote the town to the wider web.
A new Kai Iwi Lakes bylaw which governs the future management of water-based activities on the lakes was formally adopted by the Northland Regional Council last week.

Board manager Lorraine Davidson said the website has been over 12 months in the making. “The idea originated soon after the board was formed as both board members and executives felt there was a need for a really good website to promote Dargaville and act as a community resource, which provided information about local community groups, clubs and volunteer organisations.” While providing a site and access point for a community resource is at the forefront, the board also hopes the website will promote the town to both national and international visitors. “We’ve really tried to create more awareness and promote Dargaville as

a great place to live, do business, and visit. I think the website will make the community feel proud of their town. For those wanting to move here we’re hoping the site will make Dargaville look like a vibrant place to live with lots of opportunities.” A calendar detailing weekly, monthly and annual events is currently a work in progress. “It’s an evolving site and we’re relying on the community to feed back information to make it comprehensive.” The space will be also be a platform for the board to promote ongoing work such as the retirement village. Decisions were reached after a panel of three councillors considered the bylaw submissions and made their recommendations to the full council. Chairman Bill Shepherd said: “The panel accepted council staff recommendations to drop the charges and increase the number of access lanes to four, and this was confirmed by the full council,however, debate over appropriate speed limits at the lakes has now triggered another round of public consultation.” Many submitters suggested the five-knot speed limit be reduced to 100 metres from the shore around the lakes, instead of the usual 200m. Therefore legally, the reduction requires formal approval from the Director of Maritime New Zealand and to make an application to the director, a public consultation is required. This is likely to take place over summer.

Instead, they are decided by the Taharoa Domain Governance Committee. Land-based activities are managed by the Kaipara District Council. Tangowahine local Heather Carrigan is part of New Zealand’s only all female bluegrass band and this year, they were invited to play at ‘Wellyfest’ one of the country’s biggest folk music festivals. The band has also just finished recording its first album.

The five piece band, Hot Diggity, has its members hailing from all over the North Island. Around 80 bands applied for the 12 spots at the festival, so Heather says they were all very excited and happy to be selected. Since forming in 2014, “people have been asking us ‘do you have a CD?’, So when we did finally get our CD done, we called it ‘Worth the Wait’. There is also a track on the album called ‘Worth the Wait’.” Heather describes bluegrass as “country music on overdrive” and the album is mostly original songs written by Heather and bandmate Deborah, from a
female perspective, something not that common to the genre. Heather Carrigan plays the mandolin, Deborah Mackenzie guitar, Jenine Abarbanel double bass, Sue Drake banjo, and Krissy Jackson is on the fiddle. All members sing. “A lot of people say ‘how do you get together to practise, when you live all over the country?’ but it’s funny how if you really want to do something, you find a way to do it,” said Heather. ‘Worth the Wait’ is out on Sunday, October 29. The Donnelly’s Crossing community group have been working with DOC and the Kaipara District Council to restore the area and funds from the car boot sale will be going towards this. “It’ll be a community, social event and good practise for those of us relatively new to the area for next year’s picnic sports day too,” said chair Rick Smith. As well as ‘car boots’ full of secondhand goods, local produce, baking, pickles, chutneys, free range eggs and more, the day will also have a sausage sizzle, live music, a DOC stall and children’s games — including a ‘guy’ making competition and the ‘Donelly’s
Dunker’. The Donnelly’s Crossing spring ride is also on and the day will end with a display of kids’ fireworks and a bonfire. There will also be an opportunity to learn about the area’s history. “There’s an amazing history here. The 2017 Northland Rescue Helicopter fundraising appeal is underway – with the aim of beating last year’s superb total of $200,000 in public donations. W i t h t h e n e e d s o f t h e c hari t ab l e helicopter service constantly in the limelight - and the extraordinarily busy summer period looming - the timing of the appeal is critical. Paul Ahlers, Chairman of the Northland Emergency Ser vices Trust (NEST ), says funds raised contribute to general operating costs of the much-needed lifesaving service. “Donations help cover the costs of fuel, maintenance, insurance and more. The fact is we need these donations and the Trust continues to be humbled by the support of the Northland community in getting behind their rescue service. The service would not exist without their ongoing support,” says Mr Ahlers. Northland’s world-class air ambulance service is considered one of the most cost-effective operations of its kind in New Zealand. By necessity, it operates on an extremely tight budget and despite contending with an annual funding shortfall close to $1.5 million, continues to help people in their time of need – 24/7.

100 Years ago Dargaville Borough: Council Minutes Kaipara Community Health Trust The Kaipara District Council invite expressions of interest to fill a trustee vacancy for the Kaipara Community Health Trust (KCHT). KCHT has the objective to ensure there are health services available locally for people in our community to access. The KCHT has been highly effective over the last 19 years in protecting and enhancing the services available on the Dargaville Hospital site. The new Trustee will be able to build on this legacy by advocating on behalf of all Kaipara communities and ensuring, through good governance, that the Trust’s current assets are well-managed for current and future community needs. The Council are seeking to appoint a trustee from residents in the Dargaville Ward. They will join 11 other members in quarterly meetings of the Trust and other sub-committee meetings as required. This is an unpaid voluntary appointment which is eligible for reimbursement of some travel expenses. We all want to reduce those power bills but are faced by an array of choices which can sometimes be confusing. The home of the future is definitely one which has a reduced energy consumption footprint — perhaps even zero consumption from the grid at all. But how best to achieve this state when you’re working with an existing home and a moderate budget? The place to start is with keeping what you’ve paid for. The energy expenditure in our homes is, to a massive extent, tied up with altering the temperature of air and water. While the eventual replacement of a hot water cylinder with a more efficient califont, augmenting it with solar panels or switching to a heat exchanger system rather than an element are all options, in the short term it’s easy to insulate all accessible pipes and wrap the cylinder. On a larger scale, that’s the plan for the whole home. Insulation is the most cost effective step toward both health and energy efficiency, because it’s passive and always on guard. Stepping
up to better heating and letting it radiate away through poor insulation is also just plainly a bad idea. Ideally you want a complete barrier around your living spaces — deep and fluffy in the ceiling, right up to the floorboards underneath as a minimum. Don’t assume that because your home was insulated back when it was built, or several years ago, that it couldn’t benefit from some TLC in this department, either. With insulation sorted, and the picture finished off with gap-free windows and doors, thermal curtains and draught excluders, it’s more economical to heat your home. Add a heat transfer system
p From sunshine to electricity — modern solar panels are just one energy-smart new technology to adopt
to your fireplace to move excess warmth down to the bedrooms and cut out the need for power hungry fan and oil heaters. Install the right size of heat pump to ensure both warm and cool air on tap — positioning and capacity are vital, so don’t buy in-store until you know what’s right for your space. Another simple fix is to switch to LED lighting — it’s possible to do this on your next trip to the supermarket. A the top end of the energy efficiency scale
we find the holy grail for some — solar power. Solar water heaters work well here in the North, and full photovoltaic systems are already a big part of the rural landscape. More efficient panels are released every year. The change of government may also prove a turning point for solar, with possible new incentives hotly debated. Check the maths — if the system pays for itself in a few short years, it’s worth the outlay. ¢

No matter where you live, the guttering and spouting of your home works to protect your investment from damage during storms, channelling water away from where it’s not wanted. There was a time when a healthy home was anything with a roof — but English designs and architecture were never quite perfect for the climate here. A modern home embraces the best of the old with a range of new technologies which acknowledge the warmer, damper, ex-rainforest conditions of New Zealand. The enemy is in clear view in many of our older homes — those without adequate insulation or ventilation. Condensation breeds toxic black mould, a pathogenic discoloration which often appears on ceilings and walls. Have you ever noticed that the mould sometimes traces the shape of the ceiling beams, not growing where there’s solid wood behind the fascia? That’s because it loves the cold, and even the small amount of insulation provided by that structural wood repels it. The easy answer for a healthier home is to get rid of this stuff altogether — not a bad idea when it’s right up there in the health stakes with cigarettes and car exhaust. Once the existing mould is bleached and cleaned away, top up that insulation. A cozy environment is a controlled environment, and insulation works like the layers in a thermos flask to keep the interior of the home warmer in winter and cooler in summer. Many people have never ventured into their roof space, but it’s a good idea to check. Older styles of insulation deteriorate over the years, and may need
a refill or replacement. While you’re up too, note how dry it is away from baths, showers, kitchen sinks and our own exhalations. The roof cavity contains many cubic litres of dry air which can be harnessed with a ventilation unit. This is also the place to install extractors for those wet areas, piping the damp air away and outside during bathing and cooking. To stop mould and damp damaging your home in those crucial steam and water prone rooms, look at your flooring. Well sealed vinyl flooring, interlocking waterproof timber above a dry underlay, or even tiles could be the answer to damp seeping behind the scenes. Similarly, those with allergies often benefit from new carpets — pure wool can trap dust and fibres out of the air, while there are specific new flooring solutions just for those who suffer from asthma. Add in a efficient source of heating, and there’s no foothold for mould and damp to return. You’ll know you’ve won the war when your windows are dry in the mornings and the air smells fresh. When the internet was first conceived of, back in the mid 1990s, the only guiding figures which computer scientists had to predict its growth came from something called Moore’s Law. This states that computers should double every two-and-a-half years, describing the kind of graph stockbrokers and performance car tuners salivate over. But the truth has been even more astounding. The net has become so intertwined with business, education, banking, shopping and medicine that access to the flow of information has recently been given the status of a human right, like water or shelter. When it comes time to choose a new vehicle for around the farm, the key factor is of course, how hard it can work. That’s the core of the equation that’s seen side-by-side, off-road machines rise in popularity versus more traditional quad bikes. The Dargaville Farmlands store marks 10 years in business on Wednesday, November 1, and to celebrate, there will be three weeks worth of prizes and giveaways. Every week starting on November 6, someone who has shopped at the store will win one of three supplier prize packs, worth around $2,000. ‘Baker Boys Biscuits’ will also been given away, and alongside FMG, the store will be firing up the barbecue in the first week. Current Northern area manager Lew Duggan was the store manager when it first opened and said that over the years it has expanded to have a technical field officer, a technical advisor, and a real estate agent on board. “We’re here to help farmers find solutions. It’s not all about selling — it’s about their best interests.
“Farmlands is committed to being part of the community, so we do a lot of sponsorship and attending events like the Northland Field days and school calf club days where we can.” Business manager Rhonda Kay said that she loves seeing the regulars come in and being able to support what they do. “People seem to enjoy the spirit of our team — I think we’re quite the lively bunch. Within our debt are some commitments and funds that we don’t own but administer. For example the MELA fund of $5.2m sits within that number. We also have reserve contributions that we must pay out of $4.8m. It is Councils plan to spend these funds over the next planning period. Council is currently developing a policy that will form the frame work against which those funds will be put back into our various communities. When we look to this financial year it is quite conceivable that we can get debt down by circa $10m, driven by the sale of woodlots, unused working capital used to retire term debt and planned debt repayments of $3.8m. This will be fantastic progress if it can be delivered, but even with that reduction we will still have some way to go to get our debt within the average range of a number of councils we compare ourselves to. Roading is our single largest cost by a country mile. We get a 61% Government
subsidy for approved works. We made progress on roading improvements but still have a long way to go with no magic fix. 20% of the network has no base structure, we will have over $3m of new slips to deal with this winter, in the current financial year we will spend more on the network but there is no silver bullet. Community I have been humbled getting to know many very hard working people within the various communities that make up Kaipara. I salute you all. We have some fantastic things happening right across the district. Although our resources are limited I would Iike to thank the top staff we have in our community team who work alongside you as much as resources allow. Council continued to support community groups with financial support for their activities and development. We approved $36,000 in operational grants, $9,000 in contracts for service and a further $26,000 in capital grants. In addition $178,000 was granted from the MELA funds. Council has overhauled its community assistance policy to align it with our community outcomes

THELMA AND CHARLIE PARKER EDUCATION TRUST The above education trust was established at the direction of the late Mr Charlie Parker, a wellknown and respected local businessman. The purpose of the trust is to establish and maintain scholarships which will be known as the THELMA AND CHARLIE PARKER SCHOLARSHIPS. Each scholarship is designed to assist any current pupil or pupils of Dargaville High School, who, in the opinion of the trustees, would benefit from further education or study of either tertiary or other nature, or of any recognised course of education or study and who would otherwise be unable to undergo such education or study having regard to the financial resources of that student and/or that student’s immediate family. The trustees of the trust therefore invite applications for assistance from students of Dargaville High School or from any person on a student’s behalf. Application forms are available from the school office, the Dargaville Branch of ANZ or Hammonds Law, Solicitors.
