The Mangawhai-based surf school is a success, which is the sum of its place and the people involved. With more than 14,000 visitors taking to the water with them each year, this grassroots endeavour has introduced hundreds of locals to the pleasure of surfing. It has come about with a lot of hard work and commitment, building for several years thanks to the input of a team of passionate surfers with the skills to teach.

“We provide a life-changing experience in a safe and fun environment,” said Mr Burnett. “We do surfing and beach education days for about 7,000 students, and we also do paddle boarding and kayaking. We stretch far and wide — Dargaville, Mangawhai Maungatūroto and Ruawai. We are doing a project at

the moment for all the west’s schools out here.”

Mr Burnett also expressed an interest in helping the district directly.

“How can we help Kaipara’s council? That’s one of my questions to you guys today,” he said. “We’re happy to do anything, free of charge for the community. Can we do an annual surf gala event that promotes the area? Can we have some more programmes that focus on central and west coast communities, or a lowsocioeconomic programme for people who could not usually afford to attend, for example?

“Please think about those people who come to you. Is it troubled youth? Is it schools that can’t afford such programmes? Think about it, get in touch

with us; we can make that happen at no charge. We want to change people’s lives.”

Mr Burnett’s words echo a tradition of his company giving back to the community through free events and donations to local causes and charitable groups. Councillors were informed of the $2,500 annual donation granted to local schools and the hosting of free Have a Go — Learn to Surf days, as just two examples. The Have a Go initiative introduced more than 130 youngsters to the sport the last time it was run.

Additionally, ‘surfing for good’ is the name and aim of Aotearoa Surf School’s team-up with Sustainable Kaipara in an environmental programme tackling pollution, plastic recycling and other threats to the maritime environment.

Tourism fund fuels upgrades

A grant of $1.1 million has been delivered to the Kaipara District Council from a central government fund intended to boost tourism.

“Upgrading the Taharoa Domain day visitor toilet facilities, improving drainage in Mangawhai Community Park, and completing the awardwinning Baylys Beach boardwalk are all on the cards for Kaipara District Council’s work programme thanks to a cash injection from the Tourism Infrastructure Fund (TIF),” said council spokesperson Ruby Mitchell.

Delivered now to enable work to progress in time for the busy tourist season of summer, the money will be split across three projects. The first involves a large refit to guest facilities at Kai Iwi Lakes, focussed on the ablutions block at Pine Beach, Taharoa Domain. Portable public convenience installed to cater to guests will be replaced with a custom-built permanent toilet and ablution block. The details of this improvement will be finalised when the Taharoa Domain Governance Committee next meets to discuss the park’s management. The cost for this project comes to $607,000.

A further $206,500 will be spent on Mangawhai’s large community park area, containing the MAZ activity zone, skate park and emergency services facilities. Storms and wild weather showed that this area is susceptible to flooding, so drainage improvement works will be undertaken to ensure that the park is usable for more days in the year and will not be damaged by future weather events.

Finally, Baylys Beach will receive a $310,000 upgrade to its boardwalk. It will be the second TIF grant the project has received and will connect the boardwalk to the car park area. ¢

Mangawhai Museum representatives have petitioned the Kaipara District Council to cancel historic debt and a new targeted rate to support their preservation of history.

Christine Bygrave addressed councillors last week with the request to forgive two $50,000 loans made to the museum during its development and construction phase a decade ago. The museum has diligently paid interest on the debts but stated that they cannot afford to finalise them.

“The museum has no way of paying,” Ms Corkin and Ms Bygrave said.

They said the KDC’s investment has been aptly repaid in the value of the building, which now stands on council land and carries a valuation of $4 million. Both board members also reiterated the museum’s social, historical and cultural importance, which is visited by more than 4,000 guests each year and holds a similar number of irreplaceable artefacts.

“It has proved to be a much-admired tourist attraction. Please help us move forward debt-free for our exciting future developments,” they said.

In addition to the forgiveness of the two loans, totalling $100,000, the Mangawhai Museum also seeks a targeted rate specific to the Mangawhai area, which would amount to approximately $20 for each property annually. With major new projects planned, including work on the internationally significant preserved shipwreck of the Daring, this rate would cover roughly one-third of museum costs each year.

The mayor and councillors will consider this proposal, and return with a decision at a later meeting. ¢

Tinopai trio makes treats Smart and spooky quiz event

Kalinda Hole, Kristeen and Josh Prangley channelled their love for community and culinary creations into their food trailer business — Harbour’s Edge.

“Josh and I were born and raised in Tinopai,” says Kristeen. “Both of our families are from the area, and that is one of the reasons why we wanted to move home.”

“We moved back here from Auckland nearly three years ago after the first Covid lockdown. We isolated here with Josh’s mother and decided to move home.”

Kristeen and Josh have been good friends with Kalinda for six years when she moved to the area from Australia.

“At the start of the year, Kalinda and I did a food stall at the community markets, and we had great fun. I told Josh that it was amazing to use my brain on something that wasn’t teaching or being a mum.”

Kristeen says Josh’s uncle sold a trailer to the trio for a good price and they opened their business a fortnight later.

“There are no other shops in Tinopai. We love creating beautiful food and providing our community with a place to catch up or meet new people.”

For the second year running, the team behind a new mountain bike facility in Babylon Coast Road is hosting a quiz night, this time with a Halloween theme.

Dargaville’s Kauri Coast Mountain Bike Park is being formed track by track, with hundreds of volunteer hours already poured into creating the outdoor complex of trails. Despite this substantial donation of time, plenty needs to be accomplished with financial assistance. To raise money for more expansions, the not-for-profit crew supporting the endeavour has chosen to run a quiz night.

“It’s a fun way to help this big attraction become a reality. This year should be bigger than ever, with a new venue,” said Des and Sadie Cogan. They have been behind the initiative to build a multi-trail mountain bike park since it was first discussed.

This year, the quiz night moved to the old post office building in central Dargaville, under the clock tower. The month of October is associated with spooky fun and frights, and with the date set for Friday, October 13, there’s a theme of Halloween horror and hijinks. There will be prizes for the bestdressed team of six, a major mystery

auction and a quiz packed with brainteasing questions.

All proceeds will go towards the creation of further trails at the Kauri Coast Mountain Bike Park, which is open for riders to visit now. Several trails already offer a variety of grades and skill levels for the novice through to the seasoned downhill cyclist.

Taharoa Domain and the Kai Iwi Lakes will provide the venue for the forthcoming Silver Fern Farms Three Lakes Trail Festival, a major sporting engagement for runners and cyclists.

Described as a ‘thrilling and unique experience’ by event organisers Sport Northland, the festival takes place on October 14. It features running events between 5 and 21 kilometres, and cycling events covering up to 40 kilometres, around the picturesque dune lakes.

To, Dargaville’s local cycle specialist store, competed in the trails challenge last year and said the course provides excellent views and a true test of endurance.

“It’s not only the trail around the lakes, it’s also an extended loop through neighbouring farmland, with lots of changes of elevation. It’s a challenging day but a rewarding one,” says Sadie.

Last year, mountain biker Ben Hawkins conquered the 40-kilometre trail in a time of one hour and 52 minutes, while Ruth Hutchinson clocked a time of two hours 21 minutes. In the half-marathon running race, Shiloh Rumbal crossed the finishing line in one hour 26 minutes, with Clare Cook not far behind in one hour 48 minutes.

This year, there are three cycle events and three running events spaced across

the day, which will mean the closure of Domain Road on October 14 from dawn until 6pm. The longer courses take in the shoreline of lakes Waikere, Kai Iwi and Taharoa, providing a scenic backdrop for the action. There is even a category for those who wish to tackle the trail on electrically assisted e-bikes, a popular choice for those new to cycling.

At last week’s Kaipara District Council meeting, Deputy Mayor Jonathan Larsen tabled a motion to cancel the KDC’s emissions accounting contract and halt the development of a council climate change policy.

Councillor Larsen noted it would make a saving to ratepayers of $33,000. His notice of motion indicated his belief that these funds would be better spent on tangible benefits for the district.

The debate was robust on this topic and began before the notice was tabled, in time allocated for public addresses.

“If the KDC fails to take action now, there will be additional costs to ratepayers,” warned Peter Bruce Iri of Climate Change Action Tai Tokerau.

Anna Curnow, former deputy mayor of Kaipara and current Ruawai climate change adaptive pathways panellist, also urged caution, citing the work Ruawai citizens have already put into a pilot scheme for climate adaptation, potentially to be replicated nationwide.

In introducing the motion, Councillor Larsen said it would not affect flood and storm repair or mitigation works in progress, the Raupo Drainage Scheme or the Ruawai Adaptive Pathways programme.

“Financial times are tough,” he said. “We need to deliver our budgets more effectively.”

He noted that, if utilised to improve roading resilience to flooding and weather events, Waka Kotahi would add additional funding to turn the $33,000 he had identified into $87,000. Another alternative was to put the money into the Raupo Drainage Scheme, which was proven successful at mitigating flooding.

Councillor Williams noted that previous carbon audit documents had gone unread and had not been acted upon. These audits only cover the council’s activities and are not mandated by national rules and laws on climate preparedness. ¢

A classic tale reimagined

Ruawai Primary School staged its first school production in many years last week, returning to the stage with a show specially written for the school by Deborah Steele, along with co-producer Julianne Parkinson.

The musical was a topical Ruawai spin on the traditional tale of Jack and the Beanstalk, called Haki and the Kūmara Vine.

“As well as being very entertaining, it touched on relevant local issues such as how this year’s weather events have affected the local farmers and kūmara growers,” said Ruawai Primary School principal Wayne Steele.

“We all put in a lot of time, and sometimes we wanted to give up, but we didn’t,” said Karakia Bistow, the play’s narrator. “We could feel proud when they were clapping because we had worked hard to create a good play.”

All 135 Ruawai Primary School pupils were involved in the production at all levels. The faculty report that it was a very positive experience for everyone. Ruawai College even helped by providing the venue for the play on their larger stage.

Twilight market revived

The Northern Wairoa Boating Club is restarting its Twilight Market on Friday, October 27, at 4.30pm to showcase local talents.

“Tamariki spent time this term getting ready by learning songs and dance routines, and those playing the main characters had to put in extra effort to learn their lines,” said Mr Steele.

“It’s really fun doing a show, and I liked how they put Ruawai stuff in it. It felt scary at first, but I felt really brave after I did the first show,” said Teilli Pua, who played the tale’s hero, Haki.

The best praise, however, came from Stevie White, who played Haki’s mum.

“It took a lot of practice, but then I didn’t want it to end, and I really want to do another show next year.” ¢

“My husband and I have been members of the boating club for more than 40 years. Our family enjoy all aspects of the club, including cruising on our boat and fishing,” says organiser Sue Crump.

“The markets started three years ago by Roxanne Kelly and Janice Cleaver to encourage and promote the artistic flare of the community and the boating club.”

The markets were an all-year affair but Covid and weather put a stop to them happening in recent times.

“We are looking forward to our new start. It is a wonderful way to get everyone together, and it attracts local people you don’t normally see. Our aim

is to create a festive atmosphere on the foreshore. Community groups who want to fundraise can come to the event to sell goods or have a sausage sizzle. We encourage anyone who can create a craft or art is welcome.”

The markets will be held on the last Friday of each month. It costs $10 for a site. Current confirmed dates are October 27 and November 24, with an early end-of-year market scheduled for December 8. Call Sue on 021 268 7006 for more information.

Sue Curtis of the Dargaville Community Development Board addressed the Kaipara District Council as part of its Long Term Plan deliberations last week, asking for the continuance of a targeted rate for CCTV.

Currently, a special rate, amounting to only cents a week, pays for the network of 37 cameras protecting Dargaville’s central business and civic districts from crime. This targeted rate is only paid by people for whom Dargaville is their primary hub for commerce and services. Other Kaipara citizens do not pay it at all.

“We have talked to Reuben Cohen and staff at the Dargaville police station, and they have said that they don’t know how they could do their job without it,” said Ms Curtis. “The purpose of the system is to deter and prevent crime in the Dargaville area, and anecdotal reports from police say that it works.”

There’s proof of this in the arrests made after Dargaville CCTV footage has been made available to officers. Criminals have been caught after their vehicles and their faces have been snapped by the hidden cameras. One of these alleged offenders was even a murder suspect on the run.

Sue Curtis says that the targeted rate is a small price to pay for a successful community roll-out in Dargaville, and has extended to Ruawai.

“Many community groups and businesses have contributed to the system,” she said.

Continuing the targeted rate in the new LTP would mean the system is future-proofed, with enough funding to cover its maintenance, upkeep and insurance even if more cameras are planned. Schemes are in the process of placing CCTV at locations such as Dargaville’s skatepark and museum. ¢

Local farmer Murray Mortimer is urging his fellow farmers to check poles with st ay wires on their properties after recently attending a cow which had become distressed.

The cow was subsequently electrocuted, when it cont acted a guywire which had become live due to an unexpected failure on the cross arm. It was identified that the lack of an insulator on the guy wire played a role in that outcome.

A cycle and walkway project for residential, town and school areas in Dargaville has been approved by the Kaipara District Council for the Transport Choices programme.

“It is an exciting project, and I am keen to see it go forward. We have to get it right. The footpaths are pretty much the same in Dargaville as when I walked to school,” said Councillor Eryn Wilson-Collins.

Recent updates informed the KDC that the finance and transport minister granted some timeframe change extensions to the Transport Choices programme. There is a month’s extension on refining scopes and funding agreements and a 12-month extension of the construction timeframe for these projects to June 2025.

There were questions raised about design details such as the design, route and crossing placements. Changes can be made, and a tour of the areas has been suggested to assess the plan better.

“It is a good idea for older children but not for younger ones. I wouldn’t let my girls on or near the roads because of

some of the car drivers, and many young people don’t have great road sense, especially during pick-up and drop-off times,” local parent Gordon Reynish said.

The KDC Transport Choices programme seeks to give schools and residential areas access to footpaths or shared pathways to town. It is externally funded and the council consensus supported the project.

“It could mean that there are fewer pick-ups with cars if children can cycle or walk more safely,” Councillor WilsonCollins said. ¢

History marked in museum appointment ‘Mega sale’ to fund community

Dr Jason Smith has been appointed to the permanent position of director of The Kauri Museum, cementing a historic family connection with the institution.

The museum’s trust board made the appointment immediately. Dr Smith has been acting director since August following the resignation of the previous director, Barbara Hilden, who returned to Canada for family reasons.

“We believe Jason is the right fit for leading The Kauri Museum following its recent successful redevelopment and rebranding,” the board said. “He brings a highly suitable combination of experience and understanding of the cultural sector and tourism business in Northland, The Kauri Museum and the place of the kauri in the New Zealand story as the busy visitor season approaches.

“With his wide networks, trusted relationships and the mana we believe is necessary for The Kauri Museum now and ahead we believe Jason brings exciting leadership to this important institution. We look forward to his leading the museum forward.”

Dr Smith is a fifth-generation descendant of Matakohe Albertland pioneers who helped found the museum and, in fact, it features the Smith Wing dedicated to his forebears.

He ran a Matakohe-based small ecotourism business called Kauri Country, a New Zealand Tourism Award finalist for Eco-tourism in 2000. His doctorate is about New Zealand’s creative economy and the importance of non-city places inspired by The Kauri Museum as a success ‘in the middle of nowhere’.”

In 2011, Dr Smith was a senior policy adviser at the Ministry for Culture and Heritage, and most recently, he was a two-term Kaipara District mayor until 2022. ¢

The big election issues — law and order

As the general election draws closer, we once again asked local political hopefuls to talk about their core policies, this week with a focus on law and justice.

Question

Currently, too many people see crime as a viable source of income, and our prison system is an expensive failure at rehabilitation. What do you propose to change in social services, the courts, prisons, and support for the police, to reduce crime in our community?

Grant McCallum, New Zealand National Party

I recently attended two public meetings at the Kaihū Rugby Club after the local GAS station was robbed twice in three weeks. The second robbery was a particularly nasty one as the owners and their young family were home. The community has had enough. They want to feel safe in their homes.

This is why we absolutely need to end the soft-on-crime approach. National’s plan will strengthen consequences for crime by reducing judges’ ability to reduce sentences, providing more support to victims through increased funding for counselling and mental health services, and expanding rehabilitation to prisoners awaiting trial. We’ll also crack down on serious young offending by establishing boot camps for repeat young offenders who need serious discipline, mentoring and intensive rehabilitation to get their lives back on track. We’ll also back our police to tackle gangs with new powers like a ban on gang patches in public and

dispersal notices to stop gangs gathering in public.

Shane Jones, New Zealand First Deterrence is a critical feature in preserving law and order, and policing must be more robust and visible. Sadly, a growing number of younger offenders carry out serious crimes. The most intransigent of these offenders will need to be removed from the community. The majority, however, should be compelled to undertake remedial programmes as mandated by the court.

Gangs will be declared domestic terrorist organisations. This abrupt shift in designation reflects the community’s fear and aversion to gangs and their culture. NZ First believes work and training are essential to offering options to offenders. Mental health services should be expanded and not just focussed on clinical delivery. More frontline services, respite centres and residential locations for those living on the street are needed.

Inmates’ life skills cannot be improved unless the options in front of them are practical and meaningful to their families and whānau. Programmes that focus on literacy, numeracy, emotional growth and mental resilience ought to be boosted in rehabilitation services. Faithbased organisations that understand the mindset of inmates and can teach better decision-making will be supported

by NZ First. Willow-Jean Prime, New Zealand Labour Party

Every community should be a safe place to live, work and raise a family. Labour is working harder and smarter to keep New Zealanders safe, break the cycle of offending and tackle the root causes of crime.

We have delivered the country’s largest-ever police workforce, putting 1,800 extra officers on the frontline. We have introduced tougher consequences for crime, taken more than 60,000 guns off the street and established a firearms register. We are addressing the complex causes of crime, including reducing poverty and delivering better mental health and addiction services. We are getting people back on the right track with wrap-around support and a focus on education and training.

We have also taken action to better support and empower victims of crime. We have tripled the funding to the Victim Assistance Scheme, introduced greater protections, and we are improving the court system.

There is still more to do. Labour’s record stands in stark contrast to the previous National government, which saw more than 30 community police stations shut and reduced the number of front-line workers, and we cannot put our progress

at risk. We will continue to put in place practical solutions that are proven to keep New Zealanders safe. ¢

Pink October makes a positive impact

October is Breast Cancer Awareness Month across New Zealand; with a general election also scheduled for October 14, support for the doctors and nurses who identify and treat this condition is under the spotlight.

One of the core messages from the Breast Cancer Foundation of New Zealand (BCFNZ) is mammograms save lives. That is because early detection of breast cancer, as with all cancers, increases the ability of doctors to bring effective treatment to bear. If a cancer can be detected before it grows and spreads, the outlook is better now for the patient than ever. In fact, during the past 43 years, initiatives championed by BCFNZ and medical advancements have seen breast cancer mortality drop by 43 per cent.

Hence, the current push by those fighting breast cancer to increase the age of those eligible for free screenings to 74. It’s a programme which would help all three of the BCFNZ’s core strategies — awareness, support and medical science.

“Raising the screening age to 74 is the one thing the government could do right now that would have the most impact on saving lives and cost less than $10 million a year,” said BCFNZ chief executive Ah-

Leen Rayner. In the time since the promise was first made, we estimate that every month, one woman has needlessly lost her life because she couldn’t get the mammogram that would have made her breast cancer treatable.

“We’ve now had two different parliamentary committees recommend the government do it, we have cross-party support for the issue, we’ve had a health minister and health officials accept the evidence that it would save lives, and yet we keep being told it’s not a priority.”

Making this one of the discussion points in the contentious area of health policy in the lead-up to a crucial election is just one way BCFNZ is advocating for

The second in our two-part series on the big issues facing the rural sector this election, ones which could swing the balance of power on voting day.

Designed to protect indigenous species and areas of natural beauty, the SNA mapping process sparked controversy when it was revealed that it could involve inspectors effectively ‘locking down’ parts of privately owned farms and banning their use for agriculture. The concept of ecological credits to be given to landowners thus impacted failed to sweeten the proposition enough to take it off the list of concerns for farmers this election and also raised the question of rewards for those who do voluntarily undertake to protect natural taonga on their land, as with the QEII Trust.

Carbon Afforestation

As a result of a drop in profit for farmers, increasing regulatory pressures coupled with a lax carbon credits regime allowing full offset by foreign polluters, many farms are being sold off to become unproductive carbon-sink pine forests. It’s seen as a symptom of a broken system and corrosive to rural communities.

International Trade

Farmers are keen to see a newly formed government take a proactive stance on trade, busting tariffs and getting Kiwi produce out to the rest of the world. There’s a sense that the post-Brexit opportunities in the UK could have come

to greater fruition, but other markets are also ripe for the high-quality protein and fibre products we offer.

The cost of farming

Farmers are feeling the squeeze of the cost of living as keenly as their urban counterparts, but, as primary producers, the pressure runs both ways. Farmers feel pressured to accept low prices for their production while watching supermarkets rack up huge profits. They are constrained by set prices for commodities such as milk but prey to the vicissitudes of rising costs on necessities such as diesel fuel. Anything which adds to the cost of farming drives inflation for the whole nation, and this includes extra taxes on new utes just as much as it does ‘big picture’ policies like the ETS.

Hunting, fishing and gun control

While not a core part of the farming business, gun ownership is necessary for the operation of many farms. It also forms part of the traditional hunting and outdoor culture of the Kiwi countryside. Fish and Game has expressed concerns over the recently announced changes

“Well Dog, so how did ya enjoy that?,” seda Boss as we sat ina farm ute drivin’ back up the main road to the proppity from Orkland. Yes readas, Boss took me ona big ride ter a place called Avindale ware lots of his farmer mates were havin’ a big meetin’ ter tell tha govinmint wot they want in tha ‘lection that’s comin’ up soon.

Many of his farmer mates come alla way from a place called Gore, driving tractas and quod bikes an’ stuff. Well, I hada stay ona back of Boss’s ute but I saw plinty of stuff, an’ sum pollytishins, too. Ole Winnie an’ Mister Seamore, an’ some I didn’t see before. There was lotsa talkin’ going on, an’ sum farmers spoke ina microfone thingy.

Anyway, wen we got back ona farm, Boss’s gerlfren’ Sharlene was waiting with sum cuppatees an’ scones. An’ she musta seen that I was a bit puzzild about what it was all about. She give me a pat, an’ half a scone, an’ sed in her skoolteecher voice: “It’s all about Groundswell NZ Billy. They are farmers seeking to fix unworkable regulations, which unfairly impact farmers and rural communities.”

Boss chimed in ter Sharlene then. “Yep, well the blokes sure had the pollys lissening ter them, all ‘cept for poor ole Chippy Hipkins, who was crook with a

Covid bug. Hada stay home for a few days witch must muck-up his plans a bit. Mine you, if tha voters change tha’ govmint, he cood say it was ‘cos he was under the whether eh?”

Sharlene told Boss he was unkind, but gived a giggle, too. “At least Chippy didint haveta wurry about the traffic holdups ina big city, utes, tractors, lorries and vans all slowed everthing down,” seda Boss.

Sharlene went on tellin’ me more wot it was about. “The farmers just like me and your Boss here are wanting to raise awareness that things are bad and you need to vote for change.” (I meen she nose I don’t gotta vote, eh readas?). “We mean that Emissions Trading Scheme is causing farmland being planted in pine trees ruining jobs in rural communities.’’

“Yep,” seda Boss. “An’ don’t fergit the blimmin’ water rubbish Deah.” Sharlene gived him ‘her look’, an’ Boss slurpt more cuppatees.

“Yes Billy,” she went on. ”The Three Waters Reforms are another ill-considered

plan like the takeover of community assets without a referendum.”

Well readas, ya no I am all for the Boss an’ Sharlene, but I rekin wile it was fun goin’ ona big trip, we seem ter have missed sumthin’ much more ‘portant. Tha rugby. Boss suddinly remembered, too. “Deah,” he said. “Yer didint happen to ‘member to tape tha game wiv the Eytalians atta Werld Cup didja?”

Sharlene give me a big smile. “You bet Deah,” she tole Boss. “I no wot’s reely importint in the scheme of things.”

Good ole Sharlene. Gets her priorities right. TV footy time. See ya.

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, the Kaipara District Council hereby gives notice that the following road will be closed on the day and at the times set out below for the purpose of the Silver Fern Farms 3 Lake Trail Festival.

Important Notice - Dog Registrations

In New Zealand, every dog owner is legally required to have their pet dog registered and microchipped.

Dogs in the Kaipara District should have been registered by 31 August 2023, therefore after 31 August a penalty fee was applied.

All Dogs are required to be registered under the Dog Control Act 1996.

Dog registration payments made after 31 August incur an additional penalty fee. The standard late registration fee for a non-working dog is $107, but for some dog classifications, it may be higher. An infringement notice, which carries a $300 penalty, may be issued when the dog is found to be unregistered after 31 August. This infringement fee does not include the dog’s registration fee.

We acknowledge that circumstances may have changed, for you i.e. may have a deceased dog, or are experiencing financial difficulties, however we do encourage that you do enter in to some form of discussion with the council so that we can update your information.

The quickest and easiest way to pay your dog registration and to save time, you can pay online www.kaipara.govt.nz or in person at either Council office; 6 Molesworth Drive, Mangawhai Village or 32 Hokianga Road, Dargaville.

The successful applicant will be student-focused and lead in providing inspiring teaching and learning opportunities in line with our innovative curriculum. They will be expected to contribute to the co-curricular life of the school and have an excellent understanding of the New Zealand Curriculum and NCEA changes.

Public notice

Absolutely Fab Tokatoka Ltd of Ruawai, has made application to the Kaipara District Licensing Committee for the renewal of an on and off license in respect of the premises situated at 5370 State Highway 12 Ruawai 0592 known as Tokatoka Tavern

The general nature of the business conducted under the licence is Tavern with across bar off license

The days on which and the hours during which alcohol is sold under the licence are:

Monday to Sunday 9am to 1am on license. Monday to Sunday 9am to 10pm off license. The application may be inspected during ordinary office hours at the Kaipara District Licensing Committee at 32 Hokianga Road, Dargaville or 6 Molesworth Drive, Mangawhai.

Any person who is entitled to object and who wishes to object to the issue of the licence may, not later than 25 working days after the first publication of this public notice, file a notice in writing of the objection with the Secretary of the District Licensing Committee, Private Bag 1001, Dargaville 0340.

No objection to the renewal of a licence may be made in relation to a matter other than a matter specified in section 131 of the Sale and Supply of Alcohol Act 2012.

Linda, Norma, and the Families of the late Stephen Cathro wish to extend their heartfelt thanks for their condolences and support during a devastating time. The cards, flowers, groceries, baking, meals, endless phone calls, and support of our beloved Stephen were truly appreciated. Gratitude and appreciation to our local ambulance, police, and fire brigade teams. Special thanks to Beryl White and Gail King for their neighboring love and support. Blessed with Pastor Edmonds and the wonderful church volunteers. A big shout out to Craig Rowlands for Stephen’s ride to the church in style.

The overwhelming kindness from all those that attended the service, travelling from Australia and within NZ. The tributes from family and friends and memories shared by so many. Forever grateful.

Private Plan Change 83 The Rise Limited – Further Submissions

Council has received a Private Plan Change request (PPC83) from The Rise Limited. The purpose of the private plan change is to:

• Rezone 56.9ha of land at Cove Road and Mangawhai Heads Road from Rural Zone to Residential Zone, including consequential amendments to the Operative Kaipara District Plan Maps;

• The creation of a Precinct over top of the Residentially Zoned land with core provisions that, to protect ecological features, promote high-quality urban design, provide open space and connectivity; and

• Any necessary consequential amendments to the Operative Kaipara District Plan provisions. Submissions have been received by the closing date of Wednesday 23 August 2023 from 69 submitters. These submissions have been summarised with the best interpretation of each submission. The submissions can be viewed on the Council website at www.kaipara. govt.nz/the-rise under the Submissions heading at the bottom of the page. The Summary of Submissions can also be viewed in person at the Dargaville and Mangawhai Council offices and via computer access at libraries in the district.

Further Submissions

Further Submissions can now be received by Council for PPC83 between Tuesday 3 October 2023 and Tuesday 17 October 2023.

Further Submissions can only be made in SUPPORT or in OPPOSITION of matters raised in the original submissions. No new matters can be raised

Anyone can make a further submission if they:

• represent a relevant aspect of the public interest,

• have an interest in the Proposed Plan Change greater than the interest that the public, or,

• are submitting on behalf of the local authority.

Further Submissions should be set out in the same format shown on the Kaipara District Council Form 6. Form 6 can also be completed online where you can upload any supporting documents.

Please note that Further Submissions are open for ten (10) days and must be received by 5.00pm on Tuesday 17 October 2023.

You must also send a copy of your further submission to the original submitter within five (5) days of submitting your Further Submission to Council.
