The way we respond to future droughts has come under discussion, as the Kaipara District Council adopted a new droughts policy, putting it in line with other Northland authorities. “After the 2020 drought, all of the Northland councils came together to discuss how we should respond to future droughts,“ said KDC infrastructure spokesperson Donnick Magusto. To this end, a new scale of restriction levels has been implemented, pushing the severity of restrictions further down the scale. For example, level two will now feature stricter sprinkler and hose bans. The top of the scale now represents a legitimate civil emergency. “Level four is a situation where we are unable to treat water, or our treatment is severely affected, such as we could not treat and pump into the network,” confirmed Mr Mangusto. In addition, the government’s National Policy Statement for Freshwater Management 2020 has introduced the concept of Te Mana o te Wai, which changes the priorities for water use and water source protection. This new document puts the environment ahead of the health needs of humans and far ahead of economic and social impacts. Direct from this document; the hierarchy of obligations in Te Mana o te Wai prioritise first, the health and wellbeing of water bodies and freshwater ecosystems; second, the health needs of people (such as drinking water) and third;

the ability of people and communities to provide for their social, economic and cultural wellbeing, now and in the future. Opponents of this legislation say that by putting people second, there may be negative consequences during future dry spells. That it may become significantly more difficult to obtain new resource consents to draw water for civic use, even if the lack of a potable supply endangers the health of citizens. ¢

“We’ve got very straightforward and simple questions, and they have not been answered. They are still not being answered. I do not like what is happening here, with the arc of a political process that is happening here,” said Mayor Jason Smith. “We are all but pawns in this game.” The council has composed a letter described as ‘very strong and very clear’ outlining these questions and concerns. Others were aired in last week’s council meeting. For example, the possibility was brought up that people not connected to reticulated networks would have to pay for those who are. It could include Kaipara residents on tank water paying toward Auckland’s water system under the proposed north-sector Entity A. The mayor and councillors also touched on complex issues such as the level of cross-subsidisation within

Entity A, incorporating the councils of Auckland, Whangārei, Far North and Kaipara; how Kaipara would be heard on any Representative Governance Group that may be established. The approach to debt financing with the Local Government Funding Agency and council’s role as a guarantor, and clarity on the status of land drainage parts of the stormwater network. Additionally, the mayor and councillors questioned the new entity’s means of consulting with Kaipara locals into the future and handling future challenges like climate change. The KDC’s Sue Davidson was succinct on Three Waters: “The indications from our neighbours are that they don’t want a bar of it. The minister of local government has some tough decisions to make.” The council’s full letter to Minister Mahuta is available at kaiparalifestyler. co.nz and details the mayor and council’s position on the proposed reforms. ¢

Annual Report adopted External funding and delivery under pressure were stand out aspects of the 2020/2021 Kaipara District Council Annual Report. Kaipara District Council adopted its Annual Report for 2020/2021 at the September meeting, showcasing a year of challenges amidst lockdowns, boundary closures and forthcoming significant change. Some key highlights from the year include: • $19.21m in external government funding for ‘shovel ready’ projects: • Kaihu Valley Trail — $4m • Mangawhai Shared Path — $2.4m, and a further $3.97m from Waka Kotahi • Kaiwaka Footbridges and Linked Pathways — $750k • Worker Redeployment Package $2.87m — Park vegetation clearance, roadside clearance and footpaths • Three Waters Package — $4.69m • Wood Street, Mangawhai Redevelopment — $530k • 54,492 interactions with customers via telephone, e-mail and face to face • 272 Resource consents processed • 182 new dwellings consented, and 777 total building consents processed with a combined value of $166.89m • Council’s external debt sitting at $44m

Upcoming Roadworks – October Between October and March our team and contractors — Ventia and Downer — will be undertaking sealed pavement repairs in anticipation of the annual reseal programme, closely followed by the reseal itself. Please adhere to the posted temporary speed limits whilst travelling through any of these work sites, not only for your safety, but also the safety of our workers, and to prevent damage to the repairs. We understand that there is a degree of inconvenience caused by these works, however this inconvenience is significantly extended if we are required to return to any sites that require repairing. Thanks for your patience. Routine works planned on Council roads throughout the whole district during the month include pothole repairs both on unsealed and sealed roadways as they are identified, cleaning and painting of roading assets such as bridges, sight rails, edge marker posts and signs. Area specific works planned during October include: • Rural vegetation spraying — network-wide starting in the northern half of the district, working south as the month progresses • Mechanised tree pruning — Maungaturoto, Dargaville and Kaiwaka areas

• Unsealed pavement strengthening — Rehia Road, Golden Stairs Road, Waipoua Settlement Road • Sealed pavement repairs — Mt Wesley Coast Road, Redhill Road, Tangowahine Valley Road, Glinks Road, Scottys Camp Road, Omamari East and West Roads • Sealed pavement rehabilitation — enabling works — Murray Road • Drainage renewals — Nichols Road, Finlayson Brook Road, Mahuta Road, Rangiora Road, Mt Wesley Coast Road • Annual street sweeping — network-wide sweeping of kerb and channel Work is dependent on favourable weather conditions and COVID-19 restrictions. Our Mangawhai Office is closed Tuesday 5 October due to a planned power outage. Dog Report Animal management services continue to improve since the Kaipara District Council brought them back inhouse. The Council’s annual Animal Management Report for 20202021 identifies a 7.4% decrease in requests for service and a 24% decrease in dog attacks overall. Services were brought inhouse in 2019 because of customer dissatisfaction with the contracted service. There was a high number of complaints about owners who did not keep their dogs under control, who did not pick up after their dog, or who allowed their dogs to wander the streets. Over the last year our Animal Management Officers have been proactively patrolling, giving praise to people who are doing the right thing and educating those who need reminding. They also extended their community education to children by holding an event at a local kindergarten. Further events are planned after COVID-19 restrictions are lifted.

The Kaipara District Council has received a petition from members of the public to secure the status of the forested southern slopes of the Brynderwyn Range, and will now consider how to proceed on protecting the area.

Following a delay and replanning, it’s been a hive of activity down at the Pahi wharf recently, where the upgrade has started with local contractors Huband carrying out carpentry and repair work.

Ahead of the monthly September KDC meeting, a petition was submitted entitled Protection for the south side of the Brynderwyn Range. It was instigated by Martina Tschirky and signed by hundreds of concerned locals. They agreed that the area is one of natural heritage significance; a habitat for kiwi, home to many specimen native trees, and not suitable for subdivision, clearance or farming activities. Ms Tschirky and the other signatories took issue with the wording of the KDC’s discussion documents for the formation of a new District Plan, in which they say that the southern slopes of the range of hills is ‘intensively farmed’ and question whether or not it constitutes an outstanding natural landscape. ‘In all other relevant plans and documents, this in-vast-parts-untouched landmark, largely clad in native forest and shrubland, is regarded as one of our area’s treasures,’ states the petition. ‘We urge the council to retain this status and give it the best protection possible from inappropriate subdivision, use and development.’ The Brynderwyns form the natural border between the Kaipara and Whangārei districts and are the backdrop

for the town of Mangawhai, which is growing fast. Efforts to expand and improve the network of walking tracks in the forests on the southern slopes of the Brynderwyns have garnered praise and national-level environmental awards for the volunteers who undertook the work. Some of these walks have considerable status as sightseeing destinations. Now that the petition has been officially accepted and the petitioners heard, the KDC will decide what steps to take and report back to the public at its November meeting. ¢

Under the Kaipara Wharves programme, which saw the new Dargaville pontoon facility, Pahi is next to have a pontoon off the existing renovated wharf with a wharf at Pouto planned in the future. The Kaipara District Council’s project manager for the Pahi upgrade, Jagdeep Singh, says the work crew has stripped all the old handrailing off and is replacing them before turning attention to support structure which will involve replacing some wharf piles. With the change in Covid levels in Auckland, Bellingham Marine will be

able to start the prefabrication of the concrete pontoon and the steel gangway at their shipyard. These will be completed off-site before being transported north. The construction period is expected to take approximately 12 weeks, dependent on Covid-19 restrictions, during which the wharf remains closed, with the adjacent beach area remaining open for launching. The Pahi upgrade is supported by funding from the Regional Economic Development and Investment Unit and will enhance access to private and commercial craft. ¢

Last Friday saw the judging of the 2021 Kaipara Art Awards, a showcase of creative excellence, which attracted work across a multitude of media from a host of talented locals. This year’s judge, Kenneth Adams, spent the day carefully viewing, assessing and contemplating a selection of more than 40 works at the Muddy Waters Gallery before coming through with his choices for the award-winning efforts. After this lengthy judging process, the winners for 2021 were announced as follows. The French Art Shop Award for first place in the two-dimensional artworks section went to Deb HunterWhitlock. The French Art Shop Award for first place in two-dimensional art using other media was won by Zivana Pauling. The Westmoreland Homes first place award for three-dimensional artwork went to Aaron McConchie. The Gordon Harris Art and Graphics Store Judges Award

was taken home by Geoff Ruthe, and the Creative Northland Emerging Artist Award was received by Trista Ecuyer. First to view the exhibition, which is on display to the public now, was the man who would usually have presided over a gala opening night as the representative of our civic government; Kaipara Mayor Dr Jason Smith. His first impressions of the exhibition were an indication of the calibre of work on display this year. “We have not seen the likes of this before,” he said when presented with the vision of a Muddy Waters Gallery brim-full with fresh art. “It’s exceptional to see reflections of the Kaipara like these and the reflections of other places

Mayor’s Message Kia ora, Three Waters Local Councils across New Zealand have been heavily focused in recent weeks on the Government’s Three Waters Reform programme and what it may mean for us all. Thank you to the many people who have taken the time to send emails and your thoughts to me and our Kaipara Councillors about the Government’s Three Waters proposals. It’s good to know Kaipara people are taking note of the change that’s being proposed and want their voices to be heard. From Kaipara, we have sent a clear letter to Minister Mahuta about the position of Kaipara District in the proposals and also the many questions we have which remain unanswered still. When we hear back we’ll make that Kaipara-specific information available. At this point I want to make it clear that Kaipara District Council has reminded the Minister the Three Waters Reforms are a Government proposal, not a Council one, and consequently Government will need to consult with our Kaipara community on what they propose to do here. We don’t have sufficient information to consult with integrity and authenticity on their proposal, in the way we do with proposals we have generated ourselves. More water to flow under the bridge on all this yet. You can read more on this at www.kaipara.govt.nz/threewaters Annual Report The Annual Report 2020/21 of Kaipara District Council has been adopted and our auditor’s report is unqualified – which means no ‘black marks’ against the Council. Our teams worked with

speed, efficiency and accuracy to get complete data together for the Annual Report. KDC didn’t need the extra three months Government has allocated for completing this work, either. In the books Council made a greater financial surplus than expected, too. The document is a great read and is available on the KDC website now. Animal Management In 2019 the service of Animal Management, for Dog Control and Wandering Stock, was brought back in-house after years with external contractors. For the year to 30 June just ended there was a 250% increase in public park, beach and reserve visits by our own Animal Management Officers above the year before. Increased visibility, customer service and efficiency is working – there were 12% more dogs impounded and also 7% fewer service requests. Hard to say we’ve gone to the dogs on this one any more. Keeping up with what’s on in Kaipara as we start October and spring is really starting to roar is the key for the season. Enjoy the brighter days ahead, and keep up with those Covid jabs. My second one will be in a few weeks, just in time for the warmer weather and more chances to get out and about in our wonderful Kaipara open spaces and places. Go well, stay safe. Two enterprising foodies are bringing the Te Kopuru community together with culinary ideas, recipes, treats and inspiration this October, and they’re inviting the wider Kaipara populace to come and have a taste.

Sport Northland is once again bringing top-grade cycling to the Kaipara, this time inviting mountain bikers to tackle a three-part challenge at the Kai Iwi Lakes.

Paula Guy-Stuve and Kiri Taylor had been cooking up the idea for a local festival of kai for some months when their discussions with Community Think and the Ministry of Primary Industries led them to apply for funding. Last week was Mental Health Awareness Week, a time to reflect on helping each other out and how good mates can provide the best assistance in times of trouble.

Dargaville has a new and upgraded Ministry of Social Development office complex, which has reopened officially after a lengthy refitting process spanning the recent Covid lockdown.

Close to 10,000 workplaces, communities, whānau, schools and kura took part in the week, which launched with the slogan ‘Reimagine Wellbeing Together – He Tirohanga Anamata’. This number included Ruawai College, where the emphasis was on standing together. “It’s all about teamwork,” says educator Jay Warren. He supervised students as they teamed up to flip a 150-kilogram tractor tyre from end to end of the school’s netball courts, one of many activities that made up the day. “I have a philosophy when it comes to important things like this; don’t just talk about it — be about it,” Jay said. “We could have a speech in the hall about mental health and wellbeing, but getting out here and flipping tyres, flipping pancakes, reading, mural painting; that’s more inclusive. The students can see me pitch in right next to them.” Students were all issued with commemorative T-shirts in their house

colours. The day was sponsored by Gas & Tyre, Evolve Rotational Moulding and Ruawai Transport and Limeworks, local businesses who stepped up to assist. The entire school took their turn teaming up to shift the giant tyres. A feat which is impossible even for the strongest person alone but can be accomplished with ease by three. Jay says this is a good metaphor for helping each other out when times are tough. Mental Health Foundation chief executive Shaun Robinson says the theme of the week acknowledges that this year has not been an easy one. “Wellbeing is for everyone and isn’t just for people who’ve experienced mental illness. One in five Kiwis experience a mental illness each year, and it’s important to remember that with the right support many people can, and do, live well with mental illness.” ¢

The refit has been undertaken to help make employment and assistance services more streamlined and accessible to Kaipara citizens. “We’re thrilled to be back in our refurbished office following the most recent Covid-19 lockdown. “We are managing the number of people who come through the doors under alert level two, but we are excited to share our new space with our community,” says Dargaville site manager Rae Sowter. “The changes make for a more welcoming office. Our clients will have more privacy when they talk with a case manager, and there will be added security for our people, visitors and staff. “The first thing you will notice when you walk in is that our reception area has changed to include a big open space for the community, comfortable seating areas and private booths for korero with staff.”

A highly visible new feature of the office’s layout is an intricate carving depicting the creation mythology of Māori culture; the separation of Ranginui, the father deity of the sky, and Papatūānuku, the mother goddess of the earth, by their child Tāne-mahuta, the forest god. MSD employment coordinator and former ta moko artist Shane Paul gave the carving a touch-up before doors open to the public, making it a centrepiece of the space and giving the Dargaville office a true sense of local character. Under level two Covid restrictions, it is possible to make an appointment. However, many vital services have successfully shifted to online, telephonebased and remote access platforms. “Our first priority is the health and safety of Taitokerau and while we welcome anyone we need to see in person, limiting contact is crucial to reducing the risk of spread,” says regional director Graham MacPherson. ¢

Dargaville High School will be a mobile phone free zone from next month, following a trend for New Zealand educators to remove the distracting, sometimes trouble-causing devices from the halls of learning.

Te Kopuru is gearing up for the celebration of a significant birthday as locals prepare to invite the wider Kaipara to a gala 150th ball.

In a letter to parents outlining the policy shift, which was unanimously agreed upon by the staff, board of trustees and principal Michael Houghton at a meeting at the end of term two, the school pointed out their issues with the almost ever-present technology. As of term four, mobile phones will be banned from the school, in a move calculated to quell antisocial technological behaviours. These include cyberbullying, inappropriate content, distraction, and what other commentators have called ‘a currency of envy’ surrounding the latest models of phone, which are targeted for theft and vandalism or used to garner popularity. “We have noticed that mobile phones are causing too many problems including

distractions in class as well as antisocial behaviour, including cyberbullying, fighting, theft and increased negative interactions,” said Mr Houghton in a letter to all parents. “Teachers are constantly dealing with students that are on their phones during class time and phones with data enable students to access all aspects of the internet including inappropriate and disturbing material.” Families who need to contact students in an emergency will be routed through the main office. The policy begins on October 18. However, as many schools have found, the lack of a digital distraction and a re-engagement with the real world can prove positive rather than punitive. ¢

The photo accompanying this page shows the town at the height of the kauri timber and shipbuilding boom, which made it, for a time, the most populous and prosperous location in the northwest. ‘A thriving township on the Northern Wairoa River, where is located one of the largest sawmills belonging to the Kauri timber Company’, says the caption of this shot from 1905, clearly showing a profusion of logs and spars, two tall ships at anchor, and the smoke from the mills at Tatarariki in the background. The exposed rocky bluff skirting the road will be familiar to people driving into Te Kopuru today, as atop this promontory sits the old historic hospital. It was the coming of the sawmill which cemented the founding of the town, but it was no easy road. A first attempt was made in 1867 before Joseph Dargaville had made landing further upriver to start his own town. However, the boat sprung a leak and the machinery was too damaged to reassemble. Milling gear had

to be sourced from halfway around the world, and a second attempt was made in 1870. It wasn’t until late the next year that the machines were assembled, the logs came rolling in, and the boom times began. To celebrate 150 years, during which Te Kopuru has seen dramatic change, locals are planning a full immersion Victorian-era ball, of the kind that would have been attended by the settlers and bushmen, sailors and farmers of 1871. It will take place on December 17 this year. Already, people are preparing appropriate costumes, hand-sewing dresses and topcoats, looking up the fashions of the era and preparing for a night of living history. The heritage ball is open to everyone, not just Te Kopuru residents, in the spirit of those long-ago social events where people came by boat from all around the Albertland and Northern Wairoa settlements to meet, mingle, dance and celebrate. ¢

The Breast Cancer Foundation of New Zealand is set to paint the town pink this October, with a fundraising effort underway that deserves our support. Why pitch in and help the pink campaign? Nine women a day, or more than 3,000 every year, are diagnosed with breast cancer. Men are also susceptible, as both chromosomal genders possess tissue that can fall prey to breast cancer. Approximately 25 men are diagnosed each year, too. These could be your relatives, friends, workmates, neighbours and colleagues; no one needs to face a diagnosis alone or without support, thanks to the association founded to make a difference. There are two major fundraisers for the Breast Cancer Foundation of New Zealand each year, and the insignia of the pink ribbon spans both. The first is a breakfast bash in May, where hosts can either stick to a regular, pink-themed breakfast template or add challenges like a run, walk, swim, bike ride or quiz to proceedings. It’s all about being sponsored and raising money, as well as gathering in solidarity with the BCFNZ

message. This year, close to 3,000 Pink Ribbon Breakfasts raised $1,709,455 for the cause, with events all around the nation, from a bike rally in Kaitaia to high tea in Invercargill. BCFNZ nurses travel the highways with Pinkie, promoting the mammogram message and offering advice about checking your breasts, healthy lifestyles and family risk. They visit our country’s smaller towns and places that don’t have access to the variety of health services the bigger cities do. Earlier this year, they dropped into Dargaville to help promote better understanding and early detection of breast cancer. Early detection, via self-diagnosis of lumps and the national mammogram service, is still the best way to get the drop on this disease and promote better results from treatment. However, this has not stopped the BCFNZ from working alongside researchers who are attempting to find a cure. The very nature of cancer makes it harder to defeat than a virus or bacteria, but there are breakthroughs happening in this field all the time. To help make these advancements, the BCFNZ

Obituary: Don Cullen u by Paul Campbell

“The gate is closed, and the farmer has gone home” were the evocative words to mark the life of Maungaturoto identity, Donald Dudley Cullen, who passed away peacefully at home at 91 years of age. “He was a very energetic, generous and benevolent supporter of local projects and causes,” said long-time friend Ablie Paton in his eulogy. “Two of his most notable contributions were to the town’s 150th-anniversary celebrations and to the Maungaturoto Rest Home dementia unit. ”Without his support, the memorial wharf on Bickerstaffe Road would not have been built, and in the last few years, with a very healthy donation, he was the largest private investor in the new dementia unit of the Maungaturoto Community Charitable Trust. “It is a pity Covid came along and delayed the unit’s opening before we could show him what has been created.” Mr Cullen farmed during his lifetime at Lauraldene, the family farm, and at various times was a hay contractor, and he also ran a sawmill. He and his late wife Avis also ran a nursery for a number of years. ”His love of plants led him to a couple of trips overseas,” the eulogy

A good clean vote by Andy Bryenton

Maungaturoto’s newest commercial enterprise has been brought to fruition thanks to some good old-fashioned democracy, of the kind practised by the old Athenians in ancient Greece. Unlike those fellows in toga-wearing times, Maungaturoto citizens were able to vote online for the kind of new business their town needed. However, this is an echo of the marketplace meetings in the old Greek capital where issues were put to the vote among the main street shops. Proprietor Greg Campbell is more known as a photographer than a launderer, but he says that the idea of asking for a customer mandate was an inspired one. “We were looking for something that the town needed, as we’d taken a gamble and bought a commercial building in the middle of town. We posted the question on social media and put it to the public; what do you want, and what would you use?” The answer came back from more than 200 Maungaturoto residents; the town desired a laundromat. Second place-getter, a hunger for Chinese and eastern-style takeaways, held less appeal for Greg, who says he has been in the

restaurant business before and would not chance his skill with this kind of cuisine. Thankfully, Greg’s father is a draughtsman, and he and other local professionals pitched in to make the laundromat dream a reality. Greg and his family sourced machines, oversaw the plan and build, and converted their empty building into a thoroughly modern facility for getting things clean and fresh. There’s even a designated machine for pet owners, where dog and cat blankets can take a spin and come back free of fur. It is the first week of operation for the Maungaturoto Laundromat, which will be open 24/7 thanks to a Paywaveequipped, EFTPOS-capable payment system on every machine. Greg and his family, the locally-based owners and operators, wish to thank all those who made this popular vote into a reality. They invite the public to come and give their new facility a ‘test spin’ soon.

The old cliché of library silence is a thing of the past when you make a visit to the Maungaturoto Public Library in the Centennial Building in Hurndall Street, because likely as not, you will find a spirited exchange between patrons over town politics as they select some reading matter. Long-serving librarian manager Kathy Cullen has been at the helm since 1986, and the 148th annual general meeting was held recently. “So the library has an impressively long history — it must have been established in 1873,” she says. “Since starting as a librarian in 1986 I have seen many changes. The original library was approximately 50 square metres, and later, the floor space was tripled, taking in the old public toilets and adding an extension. However, it is now not big enough for the needs of our community. “I have seen the system change from the use of cards, then to a Kaipara-based computer system, and then on to Kotui, which is a nationwide library system. We also have a unique set-up in this community in that we have four excellent school libraries. Because our focus is to complement them, not compete with them, our collection is mainly adult and preschool books. I buy 15–20 new releases each month as well as replacing old favourites. “We attempt to be the ‘Hub of Useful Information’ for all members. Those who are new to the district are often surprised by the chatter. Our library is not a quiet place, and the sharing of interests and new ideas is what goes on in the library.

It’s the stuff of auto legend, a dusty old barn find, which turned out to be worth a million. What it brings up is a question of legacies. That’s not just a cheap pun due to the fact that the car in question is a Subaru, either. The barn find was one of their WRX rally monsters, the iconic four-wheel-drive, boxer-engined and turbocharged type that slugged it out with the Mitsubishi Evo series of the 1990s.
