 Last weekend’s Aratapu Tavern Wild Boar hunt was a roaring success, with winners across all manner of categories — including the kids’ prize for biggest eel, caught by this young angler. The biggest boar on Saturday was bagged by Brad Boniface, a respectable 59.5 kgs. But Shannon Irving took the top prize on Sunday with a 76 kg tusker. Congratulations to the winners, as well as the Southern Netball Club, who raised money by catering the event’s BBQ

In a landmark first, the decision by the Kaipara District Council commissioners to launch legal action over the Mangawhai sewage cost overruns was carried in an inaugural internet television broadcast on the Kaipara Lifestyler website.

“Elected members and the Kaipara community should have been able to rely on the chief executive’s advice. But in a number of areas it was very poor.” He added that in the latter part of Mr McKerchar’s time in charge the council failed to assess and set rates legally, or to manage its finances prudently. “Mr McKerchar should be held to account for his role in those failings.” Commissioners decided not to take action against former mayor Neil Tiller or other former councillors but will ask Ms Provost to reconsider her earlier decision not to use her statutory powers to hold the councillors to account in the light of the High Court confirming a number of council failings. Mr McKerchar and former councillors did not return calls

seeking comment while Mangawhai Ratepayers and Residents Association chairman Bruce Rogan says the decisions are a case of ‘too little, too late’. Meanwhile a week after rejecting more than $550,000 in rates payments from MRRA because they had strings attached, the commissioners have decided to take defaulting ratepayers to court. Finance manager Glennis Christie said about $2.8 million is owed. But Mr Rogan says the decision is premature because the association’s case against the rates has yet to be heard in the Court of Appeal. He says papers have yet to be filed and a hearing date will only be scheduled once that happens. 

Museum exhibition eyes the future

Across the world, centennial commemorations of the ‘war to end all wars’ are taking place over the next four years.

Work is set to begin on Dargaville’s fifth Habitat for Humanity house — the most complex on-site build that the housing charity has attempted in Northland. The four bedroom, L shaped home has been specifically designed for the Jervois Street section and is due for completion by 2015. Himi Ihimaera-Mikahere and Jaimee Epere, and their three children Ky-Mani, Jaydah-Mc and Breez, have been selected as Dargaville’s fifth Habitat family. “Its so special,” said Jaimee. “It’s going to be ‘our home’, I still can’t believe it and I can’t wait for it to start.” Habitat for Humanity is an international housing charity which offers families a ‘hand up’ into affordable housing. Selected families must invest 500 hours of sweat equity in lieu of a deposit, and after an initial trial rental period they are able to purchase the home through affordable repayments. “Habitat for Humanity has made a significant contribution in Dargaville,” says subcommittee member, Debbie Evans. “We are helping low income families living in substandard housing into a healthy, decent and affordable home of their own.” The house will be built in partnership with Ngawha Prison, which offers training opportunities to inmates. Habitat for Humanity Northland executive officer Conrad LaPointe said that each home built is about more than housing a family. “With the prisoners receiving tangible skills and a stronger connection with the local community, we believe this build will support Corrections in their aim to reduce recidivism

Learner driver mentors update

Volunteer mentors are being sought for a new project to help young drivers in the Kaipara. Mentor drivers will be required to dedicate a few hours each week to the project, which aims to help learner drivers gain experience ahead of sitting their restricted license test. An initial training and information evening is being held in Dargaville at 5pm on Thursday, September 25. A light meal will be provided during the 3 — 4 hour session.

You may have received a letter at some time advising you that we would be working in your area trimming and cutting trees that are too close to powerlines. The work that the vegetation department did in advance prevented plenty of powerlines being taken out by falling trees and branches. We are proud to say that the Northpower’s electricity lines distribution network faired really well and our lines staff did a superb job restoring power safely and quickly throughout Kaipara and Whangarei. We still have more work to do to try and prevent further outages due to trees, and some of these have been identified and we’re working on implementing processes to remove the risks. Nevertheless, we still want to hear from you if you are aware of a trees growing too close to lines that should be removed. People are obligated by law to trim or fell trees within close proximity to service lines (that is the powerline from your property boundary to your dwelling/s). Likewise, the cost of maintenance to service lines and power poles attached to those, is the responsibility of land owners. Our preference is to remove the problem trees by felling them – that way no one has to contend with re-growth. Our trained arborists can do the work. Work currently in the pipeline includes: •

Seminar to look beyond retirement

New street lighting saves power and money

New street lights being installed in the coastal settlement of Baylys Beach could save ratepayers thousands of dollars in power costs and maintenance each year, while also reducing light pollution.

Dargaville Cancer Support Group and Hospice Kaipara are hosting a seminar to address the questions that arise during twilight years. To be held at the Lighthouse Function Centre on Tuesday, September 23, the seminar will include a panel of local speakers who will discuss the facilities and services available in the Kaipara for people of retirement age. “As we progress through adulthood, we start looking forward to retirement but when we get there, how much planning has been done? How many of us have planned for this time of our lives?” asks seminar organiser Trevor Donald. “There are many questions, so to help us all to obtain the answers we have

The seminar starts at 1.30pm and to assist with costs, a gold coin collection will be made. 

The initiative is a joint project between Kaipara District Council, local lines company Northpower and KTL Technologies and has seen newly developed LED technology fitted to streetlights. The application of this technology is likely to lead to significant savings, as it is expected that energy costs will be reduced by around 70% and maintenance costs by almost 400%. Roading manager Henri van Zyl says the council has around 1400 streetlights costing $200,000 in power and $90,000 in maintenance a year. “The savings we can make using this technology will have a significant impact on our budgets.

“The technology is innovative and can be installed with very minor site work or disruption for residents.” He says the light is designed to fall where it is needed, so light spill is significantly reduced. “The design also eliminates upward light pollution, meaning the clear night sky over Baylys will remain just that — crystal clear — weather permitting of course.” He says KTL Technologies will fit cartridges which will avoid the need to send existing light fittings to the landfill. KTL Technologies is a New Zealand company designing and manufacturing solid-state lighting and is well-known for its commercial and emergency systems. 

The opening of Countdown’s new store two weeks ago in Dargaville was a significant occasion. This is a large investment, signalling confidence in the western part of our District. Thanks to all the Countdown staff involved for delivering us with a much upgraded store. It looks fantastic. These events do not come often, but when they do our Kaipara communities help make them a time of celebration. Kaumatua from our local iwi and hapu helped officiate. On this occasion Dargaville Intermediate and Te Kopuru Primary school students were involved. The Combined Churches of Northern Wairoa Foodbank were linked in, as was the Garden Trust. Countdown employs some eighty people at the Dargaville store. That makes them one of Kaipara’s largest employers, alongside Silver Fern Farms, our kumara companies and Fonterra’s Maungaturoto Dairy factory. After the larger employers, our region is made up of many smaller manufacturers and retailers, employing up to 20 people. They serve the local economy, and supply markets throughout the country. Some export their products also, no small achievement. Our agriculture and horticulture industries are particularly strong and collectively provide significant employment. Those businesses, which serve our visitors and tourists, continue to grow. Businesses and their owners put their capital at risk. It is important to salute them from time to time. They provide us with jobs. Northland’s Mayoral Forum Northland has a “Mayoral Forum”. Its objective is to share ideas and coordinate activities between the four Councils that cover the region – Far North, Whangarei, and Kaipara District Councils, and the Northern Regional Council.

The Mayors and Chairs of these Councils are meeting quarterly. Local Members of Parliament have an open invitation to participate also. High on our agenda is economic development and the creation of jobs. While Councils do not create business, the way they work, the rules they impose, the infrastructure they build, and the engagement they have with industry does impact private sector investment decisions. The most visible example of where Councils influence private sector investment is with respect to roads. We need our road network to serve industry well. Our products need to get to market. Our roads need to be open and safe, and our bridges need to be able to handle the increasingly heavy loads that trucks carry. Recent storm events tested the ability of Northland roads to cope. The roads in too many areas did not pass the test. The Far North District experienced the largest impact on its roads from weather causing slips and resultant flooding, estimated to be in excess of $20 million. Kaipara’s damage is estimated to be $1 million. The fix-up budget from these storms will come from reprioritising current budgets. Dealing to history Council has resolved to instruct its lawyers to prepare the cases to take legal action the Council’s former Chief Executive and Audit New Zealand. We have secured extensive legal advice over the past eight months to get to this point. A number of property owners, many with holiday properties in the Mangawhai area, continue to withhold their rates. Some have paid no rates for three years now. If you are one of these property owners, Commissioners once again urge you to pay your rates. To not do so puts you at risk of further penalties and legal action.

It might have taken 99 years, but the Maungaturoto Bowling Club now finally holds a senior Northland bowls title as it celebrates its 100th anniversary. In a fitting postmark in time, club member Kevin Robinson recently took out the Northland Champion of Champions Singles title, highlighting other historic club successes in many Junior titles for both men and women. Celebrations for the club’s 100th will include a celebration dinner next Sunday, at which members can look back on a rich and varied history. The club was formed and a green laid in

1914 and with the world heading to war, members chose the boar head emblem of the Northland Mounted Rifles as the club’s own. Debentures raised the princely sum of 167 pounds and two shillings and 20 pounds in donations. With a bank overdraft of 80 pounds, property was purchased for the greens and clubhouse. From those days, the club has developed a rich history, in fellowship

themselves surrounded by water, headed to the second floor of the clubrooms. “There was a fireman who was a club member who found a key to a certain fridge and they were able to enjoy a little refreshment while waiting for the water to recede.” The floods prompted a move to higher ground and discussions with the Maungaturoto Country Club bore fruit and saw a move to Bickerstaffe Road, the laying of Astroturf greens and the enjoyment of enhanced clubroom facilities. Originally, there was a separate men’s and women’s club operating under the Maungaturoto club banner, and it wasn’t in fact until May 15th 2002, that the sexes joined with the inaugural AGM of the male and female clubs. “So 100 years on, there will be plenty to reminisce upon for the men and women gathered for our celebration,” says Mr Paton. “An anecdote that will be repeated next weekend no doubt will be the story that in the early days, our fours tournament prizes were whole frozen lambs. In those days of small cars it was quite a feat for four large men, their bowls and four whole frozen lambs to squeeze into a car that was probably a couple of sizes too small.

It’s been nearly two years now since changes to building law tightened up the responsibilities of those who we trust to construct our homes and businesses. In that time the new laws have been tested in perhaps the toughest crucible of all — the massive rebuild undertaken after the Christchurch earthquakes. Valuable lessons have emerged from this massive construction project, not the least of which is the now crucial role of the project manager in orchestrating a seamless build. The project manager is like the conductor of an orchestra. It’s their job to keep track of subcontractors and

When it comes to choosing someone for this vital role, here are three popular ways to go. A good choice for those who want a stress free but conventional and perhaps conservative design. By far the most popular method is to appoint a qualified builder as project manager. It seems to be part of the Kiwi psyche to trust the man behind the tools to also handle the other tradespeople who must come on site for jobs like gasfitting and plumbing — and under the new laws, it’s a shrewd way to go. Building trade organisations such as the Certified Builders even have specially prepared contracts with extensive coverage when one of their members is in full control of the project. No matter which way you go — even to the extent of hiring an independent specialist project manager, or a BRANZ advisor — this is one role on the building site which requires a huge amount of expertise. Check your potential PM’s credentials and portfolio, and you’ll know you are in good hands. 

What is consent? It has a myriad meanings but in the case of construction it can be put as simply permission to build a structure with the assurance that it complies with the rules. It is the formal approval issued by a Building Consent Authority (BCA) that certain works meet the requirements of the New Zealand Building Act, Building Regulations and Building Code. Some minor work is exempt under the Act, but consent is required for most work including: • swimming pools, spa pools and fencing • retaining walls over 1.5 metres (no surcharge) • retaining walls any height incurring a surcharge • decks over 1.5 metres high • free-standing non-habitable buildings larger than 10 square metres • plumbing and drainage work • demolition • relocation of buildings • additions, alterations to existing buildings • new buildings • change of use (may include an increase in occupant numbers) • heating including fireplaces • ventilation and air-conditioning systems (commercial) • small dams (more than 35,000 litres of water) You can apply online or you will need application forms that can be obtained

from council’s websites, or council office and consents are valid for 12 months from the date of issue. As the building consent authority Council must decide whether to issue a code compliance certificate for building work to which a building consent relates within 20 days after the 2 year anniversary. This anniversary date is the date on which the building consent for the building work was granted. Building consent applications can be complex; Council recommends that you engage a professional person to help with design work and drawings. Fixed fees are available for some types of applications. If your project does not meet the fixed fee criteria, the cost will depend on things like the type of application, cost of work involved and the level of detail provided. Council’s charges are listed on its website and are based on the length of time it takes to process an application. An estimate of the fees involved may be provided, however the final cost will not be known until the application is processed. When your application is ready for issue and all fees are paid, your building consent will be posted, or sent electronically to the contact person nominated on the application form. 

It’s been a harsh winter in the north, at least by our fairly temperate standards. But however you slice it, the flooding, rain, mud and potholed roads our vehicles have had to deal with have all taken their toll. That means the change of seasons is a perfect time to take stock, repair and service all those parts which may very well have been covered in mud for the last few months, ensuring safety and reliability for the busy summer season ahead. Like Spring cleaning the home, the seasonal break is a good aid to memory,

reminding drivers that it’s time to look at all those rarely-seen parts of the car, ute or bike which are utterly crucial. So many parts require oil and lubrication, or are made of perishable rubber, while others, like lights, air filters and oil filters will inevitably wear out some day. Some of these simple checks can be accomplished with as little as a rag and

Inspector gains top marks

 We trust our local warrant of fitness inspectors with our lives — they are the main line of defence against catastrophic mechanical failure in our daily-driven vehicles. It’s no surprise, then, to learn that the people who test the testers are a strict and highly knowledgeable bunch. When they pay a visit to a WOF issuer’s workshop, they bring a checklist of penetrating questions, scrutinising every aspect of the process. Recently one such representative of the Land Transport Safety Authority came to test local mechanic BR Vincent Ltd — and was mightily impressed. Despite having multiple sections, the test allows a mark out of 3, with decimal fractions above 2.5 considered respectable. This time, however, BR Vincent scored 3 out of 3 — akin to scoring 100 percent on a school mathematics exam.

This Policy informs you about what you can expect from the Kaipara District Council regarding community engagement on issues of significance and the ways you can influence and participate in the decision-making of the Council. It also provides Council with a tool that clearly guides the assessment of significance during decision-making. It provides direction on the consideration of community views and the level of community engagement that might be desirable to enable Council to develop a clearer understanding of community views and preferences on an issue or proposal.
