p A cavalcade of classic trucks hit the streets of Dargaville over the weekend. Around 70 trucks from all over the country arrived on Sunday afternoon carrying 115 people, following a lunch and tour of the Kauri Museum. The truckers had a celebratory dinner at the Lighthouse Function Centre on Sunday evening, with proceeds going to prostate cancer research. Following a get together at the Dargaville Saleyards on Monday morning the trucks, drivers and passengers headed north to Kaitaia via Waipoua Forest.

Entries in the Gilmore Brown Art Awards 2014 have been unveiled in a opening gala at the Kauri Museum and will remain there on exhibition for the next month. The event last Friday gave more than 100 guests a chance to view artworks submitted in five categories, while tasting fine wines and enjoying the best local cheeses. “It was stunningly successful,” says Awards committee chairman John Pickworth.

The categories were painting and drawing, won by Pauline Gough; photography and printmaking, won by Alistair Morrow; three-dimensional, won by Terry Haines; wood, won by Robyn Mitchell; and adornments, won by Susie Petersen. Mr Pickworth says the wood category was created last year and is a tribute to Northland’s timber tradition and the large number of artists in the area who work with wood. The adornments category recognises the artists who create jewellery and body adornments. “There were hairpins and scarves, while there was a cape made of bulrushes and a hand-woven carpet.” Dargaville Arts Association chairman Allan Mortensen said it was a great night for the association, with seven of it’s artists taking away awards.

Mr Pickworth says he was delighted with the support from sponsors, including, Te Whai Bay Wines which supplied wine for the gala opening, Kaiwaka Cheese Shop which provided a variety of cheeses, Echo Valley Olives which supplied olive oil. Part of the Kaipara Lifestyler’s sponsorship supplied fresh oysters from Paparoa’s Zephyr Oysters for the gala opening. He says the category winners received $300, a Kauri rosette, a certificate and a handmade kauri bowl inlaid with paua. Mr Pickworth says all entries will be on display at the Kauri Museum until October 5. Most of the pieces are for sale. They have suffered all sorts of indignities with their Council, and the final blow was when the current MP promoted legislation which was then passed and closed out any chance of real justice for the Mangawhai sewerage scheme. There is no doubt the protection and cover-up was at the highest level. We canvassed shops and businesses and saw no sign of the rock star economy, only disillusioned, struggling business people. Voters in the Northland electorate have nine candidates to choose from in this month’s general election. Sitting MP Mike Sabin is standing for re-election as the candidate for the National Party. He is opposed by David Clendon (Green Party), Craig Nelson (ACT New Zealand), Willow-Jean Prime (Labour Party), Ken Rintoul (Focus New Zealand), Murray Robertson (Independent), Mel Taylor (Conservative), Glen Timms (Money Free Party) and David Wilson (Democrats for Social Credit). Sitting MP Hone Harawira (MANA Movement) has drawn three opponents in his bid to be re-elected in Te Tai Tokerau. They are Kelvin Davis (Labour Party), Clinton Dearlove (Independent) and Te Hira Paenga (Maori Party). Early voting in both electorates opened last week and will finish on

Every branch had a closed sign on their doors as more than 5500 staff nationally spent the day away from their desks. In Dargaville BNZ staff water blasted and cleaned walls on the exterior of the town’s Salvation Army shop, creating a more pleasing and cleaner entrance for customers. The team faced an additional challenge of trying to remove graffiti that had been plastered on the Salvation Army wall and on the wall of a neighbouring building housing Sport Northland. BNZ Dargaville manager Sharon George says the day was awesome. “When we finished cleaning the storefront the staff invited us in for a cup of tea. Then we went to Hal Harding’s

farm and planted hundreds of flaxes and cabbage trees in the wetland.” The BNZ staff were joined by both Dargaville Intermediate School students and the rain. “We got a bit wet. But we had gumboots and coats, so it was OK.” She says the day went well. “We loved it. We had a lot of fun and got a sense of satisfaction from doing something for the community. It was definitely worthwhile. We’ve had a lot of feedback from customers asking how it went.” BNZ will be repeating Closed for Good next year and Ms George is looking forward to helping community groups around Dargaville. “I’d like to see a whole lot more applications.” To apply go to www. closedforgood.org ¢

Penalties for unpaid water bills u by Colin Patterson

Kaipara residents who are slow in paying their water rates are likely to face penalties, after commissioners last month adopted new rules regarding water. They decided the council would charge penalties on unpaid water invoices, although they did not specify what those penalties would be or how they will be applied. Currently the council sends out invoices for water twice a year to residents living in urban parts of the district. The average charge for domestic customers is $360 per invoice or $719 a year. But commissioners were told by finance manager Glennis Christie that the absence of penalties for late or non-payment means the council is owed $300,000 in unpaid bills from 490 domestic and commercial customers and has few options for

obtaining payment from those who refuse to or are unable to pay. While the council has the legal authority is disconnect if water bills are not paid, the Health Act requires that disconnection must not create unsanitary conditions. Commissioners rejected an option for more frequent billing, as they were told that would lead to higher administration costs. Instead they decided to implement a system to encourage users to pay their bills by direct debit; and to implement a penalty regime for late payment. The issue of penalties will go out for consultation as part of the council’s Long Term Plan for 2015/25. ¢

Michael said it was a demanding few days, akin to the cooking shows that have recently taken television audiences by storm. “There was a panel of four sensory judges and three technical judges. Each contestant has a 15 minute time slot and is assessed on everything — grinding and tamping the coffee, timing and how good the milk is. You have to sell your concept to the judges.” In addition to four espressos and four tulip cappuccinos, contestants were required to make a signature drink. Michael called his Tu Meke.

Michael said he will use the experience to help lift the profile of Tulip Cafe and he is considering attending the National Barista Championships in May 2015. “It’s quite surprising how geeky people can be with coffee and if they learn through the grapevine that there is some really good coffee happening in Maungaturoto then they will come and check it out.” ¢

A nationwide initiative to encourage kiwis to give up smoking passed through Dargaville last week.

Last Sunday the young Northerners defeated Bay of Plenty 21-7 in the tournament’s opening match at Ngatea. That means Northland shares the lead on the points table with Auckland West. “We’re stoked to get a win,” says team manager Catherine Stewart from Ruawai. “It sets a precedent for the rest of the tournament. But we know there’s a lot of work to do.” Ms Stewart says the team stayed in Thames on Saturday night before travelling to Ngatea for the tournament opening ceremony. That was followed by the weigh in before kick-off at 12.15. The Roller Mills championship started in 1925. It is the second-oldest rugby

trophy in New Zealand after the Ranfurly Shield. It involves primary school representative teams from most of the northern half of the North Island. Greats of the game such as Colin Meads, Grant Fox, Keven Mealamu, Keiran Read and Sonny Bill Williams all got their start in rep rugby at the Roller Mills. This year is the first for a new format. Previously the tournament was conducted during the school holidays, with all games being played in one area over a short time-frame. Northland’s next game is this weekend in Waipu against Thames Valley, and then against North Harbour in Silverdale the following weekend. ¢

The inspection process What inspections do I need? Council will determine what inspections will be necessary to enable it to be satisfied on reasonable grounds that compliance will be achieved. Each inspection will be identified along with the requirements for that particular inspection. A list of inspections will be attached to your building consent. Inspections by others Sometimes it is necessary for specialists to conduct inspections in addition to the inspections carried out by Council. If a specialist inspection is necessary you will generally be advised before the consent is granted. How do I book an inspection? Building inspections are undertaken by appointment only and are booked through the Customer Services team on 0800 727 059 You will be required to provide Council with the following information when booking an inspection:

• building consent number • site address • name and telephone number of contact person on site • date and time the inspection is required (am/pm) • type of inspection, i.e.; plumbing, drainage, foundation, pre-slab, preline, etcetera What is required for an inspection? All approved building consent documentation is required to be on site for the inspection — no documentation or incomplete documentation will mean no inspection. What if the inspection has not been approved? If an inspection results in a fail, the work required to be undertaken will be recorded on the inspection notice. In most cases another inspection will be required to inspect remedial work. If the work is not remedied to the satisfaction of the Building Inspector,

it is likely that a Notice to Fix will be issued. What is a Notice to Fix? A Notice to Fix is by Council and advises that certain works have not been carried out in accordance with the Building Code. If a Notice to Fix is issued, you are required to address the issues identified within a prescribed time frame to prevent further action being taken. Do I need a Practical Completion Inspection? Yes, all building consents require a Practical Completion Inspection (final). When all work has been completed in accordance with the Building Consent a Code Compliance Certificate may be issued. ¢

A farming view of policies The Green Party election plank that all farmers must fence off rivers, lakes, waterways and wetlands from stock with a buffer zone for vegetation by mid-2017, and the way their policy is worded, would seem to suggest farmers are the biggest polluters in the country. In actual fact, the overwhelming majority of farmers are hugely conscious of the health of waterways and the land. It is good to see Fonterra’s defence that their dairy farmer members now have 95% total stock exclusion from waterways, with more than 23,000 kilometres of fencing and planting complete. The Labour Party and the Greens believe all New Zealand rivers should be clean enough to swim in, not just clean enough to dip your toe in. Well, Northland’s tidal Northern Wairoa River could be very challenging for them if they try and change its reputation of being “the upside down river” due to its muddy silt nature. Still on water issues, their proposed policy of charging irrigation users for the water they use is a matter for some debate. In the majority of cases, freshwater flows from its catchments into the open sea and the general public benefits from the fact that irrigation users contribute to New Zealand’s economic sustainability by way of paying taxes and compliance fees, which would surely decline if the viability of irrigating productive farm land was made uneconomic. Dairying in the South Island has made a huge contribution to the New Zealand dairy

industry and from farmers reinvesting in their communities. We should all remember the story of the goose that laid the golden egg and what happened to the goose after someone had the bright idea of killing the goose with the idea of grabbing more golden eggs. The Labour Party’s Capital Gains Tax and the fumbling of David Cunliffe in explaining this policy has not helped Labour’s cause. New Zealand already has income tax legislation which has detailed and complex provisions bringing many gains into the tax net. This was introduced progressively to counter the situation whereby land developer s and builders became, in effect, untaxed occupations. In broad terms, we tax gains on the sale of land acquired with an intention of resale, gains made by land dealers, developers and builders and gains arising from the rezoning, subdivision or development of land. There are exceptions for private residences, business premises and farmland. In short profit or gains from the sale of property where the taxpayer is a dealer in such property is already taxable.

As a farmer, after listening to some politicians in this election, I get the clear impression that these politicians believe that tax revenue should be increased and the net be spread more widely into New Zealand’s farming industry which is the backbone of the economy. Farmers live with great uncertainty. On one hand we are encouraged to produce more. We are told that China has the capacity to take all of our dairy produce and that our incomes will continue on the up and up. We are well aware that our fortunes can change dramatically as they are currently doing, with Fonterra’s huge reduction in payout performance this current season and the Westland Dairy Company revealing its payout forecast well below Fonterra’s forecast.

History has provided some very valuable lessons. Some of us can remember the then Dairy Board chairman Jim Graham telling dairy farmers that they would receive a record payout, only to have he and his Board later encouraging dairy farmers to take up a subsidy to reduce cow numbers because of a dairy surplus world-wide. We New Zealanders sometimes bemoan our lot, but when we look at the rest of the world currently in the turmoil of revolutions, wars and anarchy, we have got a lot to be thankful for. That includes electoral choice and it behoves the rural voter to look closely at policies which affect their livelihoods, as well as the nation’s bank balance. ¢

The indications of a long hot summer are in the air, and farmers are making plans well in advance to ensure that their livestock are adequately fed with their preferred fodder — grass and silage. This has meant an early start for those professionals who take to the paddocks early to ensure good strong pasture growth. And those who have opted to begin the season early do so with good reason; despite some issues in low-lying areas getting the trucks in, fert spreading companies are already reporting steady business ahead of what may be another dry summer. Barry and Verity Baines of Chapel Olive Oil have every reason to celebrate.

The Paparoa couple scooped three gold medals and one silver in the recent Oliveti awards for olive oil produced in the northern part of the North Island. Producers put forward 41 entries in six categories. Mr and Mrs Baines entered their Chapel Olive Oil in four of them, winning three and coming runner-up in a fourth. Chapel Olive Oil was successful in the Leccino, Koroneiki and Frantoio/ Leccino blend categories and won a silver medal in the Frantoio category. Co-owner Barry Barnes says the awards showed that Paparoa is a good location to grow olives and extract their oil. “We’re right on the edge of the Kaipara Harbour and some trees are

within 20 feet of the high water. There are no wind breaks. That allows the salt air to get in and means we have no peacock spot, which is a fungus that affects olive trees.” Mr Baines says he prunes to create open trees that are easy to pick. But because the local market for olive oil is quite limited, they only pick one-third of what they grow. Mr Baines says most of the oil is sold at farmers’ markets, the Dargaville Market and at Northland Field Days. They also sell online and through retail outlets in Dargaville, Ruawai, Maungaturoto and Waipu. He says the olive trees coped well with the last two dry summers, while the winter weather has had only a small effect on his crop.
