Considering he’s only been riding motocross bikes for six years and racing for three, Ivan Lumby has racked up a truly impressive record of achievement. The St Joseph’s student is a member of four clubs from Whangarei down to North Harbour, but also races at Taupo and Pukekohe and already has sponsorship from local bike dealer, Kaipara Motorcycles. Dad, Patrick says the sponsorship is important as the sport is not cheap. “Fuel, maintenance, spare parts and travel all mount up so the sponsorship is important, as racing every weekend gets very expensive, and Kaipara Motorcycles are a huge help.” Patrick says the high energy sport requires constant time, energy and money. “With engine speeds usually around 14 to 15 thousand rpm during racing, we have to re-build the engine every 25 hours and that, plus parts all costs.” Ivan’s trophy cupboard is bulging. He won his age group for the season at the Maungaturoto Motocross Club, was rookie of the year, and regularly finishes at the top of the field at Whangarei and Dargaville clubs. Those results are especially impressive as Ivan races a KTM 65 — that’s 65cc — while races he enters at Whangarei and Dargaville are against juniors on bigger, faster 85cc machines. “There’s not much competition in my class, so I race with the juniors and

their bigger bikes, which I can’t quite ride myself as they are a bit tall.” At the North Harbour club, Ivan races minis for riders up to 12 years of age. “These are all 65cc bikes too, but with guys up to 12 who are more experienced and in fields of up to 25, I am happy to come in the top ten of those events.” The little two-stroke bike is feisty, but it’s not a monster. With 65cc, it will top
out at 90kph, but they still need a lot of skill and heaps of practice to fully master and they come with all the dangers and thrills of the big boys’ machines. Patrick says despite the size, their performance is impressive. “With me on board, it will do a wheel stand in second gear and they have enormous power in their mid-range and top end, so they fly.” continued on page 5 …

p Dargaville Police are once again turning to the community for help in tracking down two offenders who allegedly stole wine from the Countdown Supermarket. Constable Wendy McDermott says the two offenders pictured above, went into the liquor section of the supermarket on August 3rd and allegedly stashed a cask under their hoodies before fleeing from the store. “Last time we ran photos like this, members of the public came forward and helped identify the person, so we hope we can do the same thing again and apprehend these offenders.” Constable McDermott says anyone can also anonymously identify the two shown by calling the Dargaville Police Station on 09 439 3400, speaking to her directly, or by phoning the crime stoppers hotline — also anonymously — on 0800 555 111.

Last week’s bull sale at Te Atarangi Farm continued an unbroken quarter of a century run of success for owners Chris and Karren Biddles.

“I was looking at going to Singapore or Dubai. But I saw an ad for a job in Sierra Leone. I applied and was accepted.” The job was at a football academy run by a foundation set up by Welsh international Craig Bellamy. Mr Wills, a qualified physiotherapist, was engaged to provide his professional expertise for the academy’s contingent of promising young footballers. He admits he had little idea of what he was putting himself in for. “All I knew about Sierra Leone was what I had read or seen online.” The country had also been the scene of a brutal decade-long civil war over control of the lucrative diamond trade, documented in the movie Blood Diamonds. While the civil war has been over for several years, its legacy remains. Sierra Leone remains one of the poorest countries on Earth, with widespread poverty and little access to the services that most kiwis take for granted. “Most villages have wells and no running water. Most have no
electricity, although the odd place has a generator.” When he arrived in Sierra Leone Mr Wills had to pay a bribe to an airport customs officer to get his passport returned. “I wondered what on earth have I got myself into?” His job was unpaid, although the Craig Bellamy Foundation provided board and meals. Mr Wills says the work was similar to what he had done back home — treating pulled muscles, hamstring strains and other sports-related injuries. A special highlight for the former Dargaville High school student was acting as physio for the Sierra Leone national team after the academy manager was chosen as national coach. He was one of 45,000 excited spectators who witnessed their team draw 2–2 with Tunisia. “Tunisia equalised two minutes from fulltime. People were disappointed. But it was a pretty good result against a better team.” Mr Wills has no regrets about his time in Sierra Leone. “I’m so happy I went. It was a great experience.” ¢
The farm has become legendary for its success in breeding bulls. In 2007 Mr Biddles and his wife won the Steak of Origin, a nationwide competition run by New Zealand Beef and Lamb. Last year they won a trophy for producer of the decade, while earlier this year they also enjoyed a second success in the Steak of Origin. This year 10 bulls sold for more than $4000 with a top price of $7200. The average price was $2694, slightly down on last year. But Mr Biddles was happy. “That was an extremely good average. And we sold 14 more bulls than last year.”

Artists tempted by new prize There is such a thing as a free lunch! The 2014 North Kaipara A and P Show at Paparoa will have an exciting extra art addition this year, thanks to Gerard Sullivan who has opened a new seafood shop in the town.

The indoor section will now feature the Zephyr Oyster Farms ‘local seascape in any medium,’ with a prize of $250. Indoor section organiser Dorothy Simpson, said the committee was delighted to have the new addition, which she said was for an art work in literally ‘any medium.’ “There is no restriction around materials, format or size — just a representation of local seascape, and
already several local artists are getting their thinking caps on.” The annual show features a wide range of art including craft, photography, garden produce, childrens’ arts and crafts, cooking and floral works. The show attracts wide interest from all over the Kaipara and will be at the Paparoa show grounds on February 1st next year. There’s very little that’s free these days, but free was the price tag on an excellent range of books being given away at the Dargaville riverside markets to encourage reading and literacy. Known as Travelling Books, the concept — now in its third nationwide year — is jointly sponsored by Literacy Aotearoa and NZ Post, with the simple aim of getting people to read — and pass on the joy. Tara Williams and Errol Hutchens from Dargaville based Te Roroa Learning Assistance were enthusiastically giving away the brand new adults and childrens books at the markets, often to the puzzlement of customers, whom Tara said could not believe they were free. “The idea is you read the book and then you pass it on, sharing the joy of what you’ve just read and enabling someone else to experience it too.” She said they had given away more than 300 books at selected stores in Dargaville and were heading for Maungaturoto to do it all over again. “Kids think it’s a really neat idea, but some of the adults are a bit puzzled by the free part, but once we explain what we are doing and why, they all think it’s just great.” Each book has a unique code inside, and the reader is invited to log on to the

Health board a vital part of elections by Alan Wheatley
Along with the five candidates standing for the single Kaipara vacancy on the Northern Regional Council, there are also two standing for the Northland District Health Board. There are 11 seats on the health board, seven of which are filled by elections and the other four candidates are nominated by the minister of health. The board’s jurisdiction covers the council districts of Far North, Kaipara and Whangarei. The two candidates standing for the Kaipara representation are Debbie Evans and Libby Jones. Debbie Evans says she served on the board from 2007–2010 and would like to use that experience again. She is currently CEO of the Kaipara Community Health Trust and has NZ Institute of Directors training. She sits on several Northland funding boards and says she is passionate about social housing. “I’ll dedicate my energies to ensuring maximum value for taxpayer’s dollars, with a goal to seeing Kaipara people have access to the best health care as close to home as possible.” The other candidate, Libby Jones, says she is seeking re-election to the

board because she believes her work to date has been positive and she wants to continue it. “I have worked as a health professional in Northland over many years. My health services knowledge, governance experience and community networks assist the board in positive decision making. Patrick says he and his wife Cindy realise there is a danger, but says doing it as a sport is the best way “At any one time he has around $1,200 worth of safety gear on protecting knees, neck, body, and of course his head. Yes it has got risks, but he loves it and he is good at it, so we would rather him do it this way, than hooning around somewhere on some poorly maintained bike in an area that is not controlled and does not have the huge safety emphasis.” For the past two years Ivan has only missed one weekend of racing and says he has his sights set on some lofty ambitions. “I’m going to the New Zealand nationals in November, where there

will be riders from Australia and America, and my goal is to finish in the top ten.” Between now and then, he’ll be powering around the dirt in the Battle of the Dunes over three consecutive weekends beginning at the start of October. The event is held at both Whangarei and Dargaville tracks. And how do the women in the family feel? Mum is obviously a keen supporter, but Patrick says Ivan’s sister Tamara is not so excited. “She has a horse. BENEATH THE SURFACE Commissioners have just passed the one year mark since they were appointed to Kaipara. For us, time seems to have flown. We have appreciated the support provided by the people of the District as we have gone about our work. We have tried to be open and engaging with you, to explain the challenges, and to be clear on the goals we needed to accomplish. Council is in far better shape than a year ago. The picture looks as follows.
Is Council revenue covering operating expenditure?
Yes, the books have been balanced for the first time since 2010. The net deficits for the 2011 year ($5.7 million), and the 2012 year ($10.6 million), have been replaced by what we expect to be a small surplus for the 2013 year. The Annual Report for this year is being audited at present, after which time we will release the Annual Report and Accounts.
Is debt still increasing?
No. Commissioners capped debt at $80 million when they were appointed. It has now begun to move down. By 2022, we expect debt to be $50 million.
Is Council complying with legislation?
Yes, the rates set by Commissioners are valid, and Council is meeting the timetables set down by law for our Annual Report and the Annual Plans of Council.
What is the Local Bill about?
We have had to ask Parliament to help us fix up some of the past rating errors. The Bill before Parliament, called the Kaipara District Council (Validation of Rates and Other Matters) Bill, does this. The Bill is a Local Bill, sponsored in Parliament by local MP, Mike Sabin. We are hopeful that Parliament will pass this Bill in the next few months.
Will there be large rate increases in the future?
No, unless a future Council decides to increase the services it provides, there will be no need to increase rates above the level of inflation.
What about the legal action we hear of?
While good progress has been made to fix Council’s finances, the history of the Mangawhai Community Wastewater Scheme still haunts us. The Auditor General has not yet completed her Inquiry into this scheme, and so we are unable to pin down accountability for what went wrong. Stemming largely from dissatisfaction around this matter is the Court action being taken by the Mangawhai Ratepayers and Residents Association (MRRA). We regret this action, and the withholding of rates by many who are behind the action. We have not yet been able to convince MRRA to withdraw, and so we are having to defend the action at a significant cost to ratepayers. We lodged an application to “strike out” part of the proceedings, to do with Council debt, so as to narrow the matters that need to be considered and reduce the costs for ratepayers. The application was declined as the Judge indicated that he wanted to hear further evidence. The legal advice that we have received is clear that the debt is enforceable and that Council needs the ability to service its debt. If the Court were to determine that we did not have that ability, as is being sought by the MRRA, then the financial implications for Council would be serious. We do not expect such an outcome.

Technology has come a long way since Granddad’s rotary push mower was the last word in yard care — modern mowers have eliminated most of the back-breaking, swearing, frustrating work from the manliest of outdoor chores, replacing it instead with lighter, more powerful machinery. Port future linked to local government reform The Local Government Commission has held further meetings throughout Northland to discuss the future Under new procedures anyone is able to apply for reorganisation, so long as they can demonstrate there is community support, identify the rationale for change and explain how the proposed approach promotes good local government. The commissioners must work with communities in deciding which options promote good local government in a particular area. The commission’s preferred option will then be turned into a draft proposal and issued for consultation of councils
and communities. The new Act also introduces wide-sweeping powers for mayors who will have the power to appoint deputy mayors, establish council committees and appoint chairpersons. The Local Government Commission stated last week during its meetings that it does not see the break up of Northland’s port as being in the best interests of Northland. Northlanders could be shocked if they knew that the 50/50 shareholding ownership agreement between the Northland Port Corporation and the Port
of Tauranga could be at risk. In most commercial partnership agreements any change in ownership of significance does have consequences. I believe any dissolution of the Northland Regional Council, which holds a majority shareholding in publicly listed Northland Port Corporation, who in turn owns fifty percent of Northport Limited, would need to be handled very carefully. The reason we are having this debate at all is due to successive Northland councils simply not working in the best interests of the ratepayers. If we had good leadership and governance, councils would be sharing services and achieving economies of scale without any need for expensive structural reforms. The commission has stated that it must consider an enhanced status quo of Northland local government, before travelling down the path of other major reform and could be the most cost effective solution with least risk. The Northland Port Corporation has its origins from the Whangarei Harbour Board which merged with other harbour authorities in Northland in September 1965 to form the Northland Harbour Board under the chairmanship of the late Ralph Trimmer, which commenced the establishment of port facilities that
enabled the oil refinery, a glassworks and a fertiliser works to be built and this led to the development of a large number of subsidiary industries. In 1963 Ralph Trimmer’s then Whangarei Harbour Board prepared a case study for submission to Comalco Aluminium in Sydney, Australia showing it would be a better economic and social proposition if it established its smelter at Marsden Point rather than at Bluff. The board sent its chairman and its general manager to Sydney to meet with Comalco who reported that the Whangarei board’s study appeared to be very sound. The problem was that although there had been no legal contract binding the company to where its smelter should be established, Comalco felt there was a moral obligation not to alter the arrangements that it had made with the then New Zealand government to build the smelter at Bluff. Northland must retain its ownership of its Northland port. We must demand full disclosure as to whether there are any risks and ramifications that would cause Northland to lose its share of the Northland Port through local government reform. ¢
