Her winning entry, worn by model Meeha, entitled Hinetakurua (Winter Maiden) also won the Reduce, Reuse, Recycle award. The bodice was sewn from a plastic sack and embellished with snowflakes from Christmas tinsel, the cloak used traditional whatu techniques utilising recycled blind cord and scrap fabrics, the front skirt panel from weaving waste fabric and yarn, and the remaining whatu panels were made from supermarket bags. u A deceased 1.5 metre Risso’s dolphin washed up at Pouto Peninsula recently. Representatives of Whale-rescue.org were coincidentally in Dargaville, and after viewing the animal, stranding and technical adviser, Steve Whitehouse, suggested it was less than six months old. Due to its malnourished condition, he suspected it had lost its mother and starved. “It’s very uncommon to see this type of dolphin so close to our shores; I haven’t seen one in 28 years of being involved in my work,” said Whalerescue.org co-founder, Floppy Halliday. The Department of Conservation is expected to either send the body to Massey for scientific research or give to local iwi.

A large attendance is expected at the public hearing for a new community centre at Baylys Beach, planned for both community use and the surf life saving club. The Pahi Fishing and Boating Club is up to something fishy again with the annual Mullet Muster starting with a splash on Friday, September 28.

The race to catch the biggest mullet under Ministry for Primary Industries’ guidelines with only regulation nets starts on Friday evening. The final weigh-in takes place on Saturday 4pm at the Pahi clubrooms. A whopping $300 prize for highest average weight is up for grabs, and the weigh-in will include a prize-giving, raffles, an open bar and food. Grey mullet were once a prime species on the Kaipara, initially harvested by local Maori, with canning

factories operating in the 19th century supporting many pioneer families and workers. The fish were sold in Auckland and exported before the industry went into decline as other table species became more popular. Tickets are $20 for adults and $10 for children up to 15, available on the day or from Maungaturoto Auto Centre, Maungaturoto Historic Inn and The Thirsty Tui. The competition is open to members and non-members. ¢

September is Fetal Alcohol Spectrum Disorder (FASD) awareness month, and the Northland District Health Board invite members of the public to attend an informative workshop in Dargaville on Thursday, September 20, between 10am and 12.30pm. The workshop, held at the Community Health Building, 77 Awakino Road, will provide attendees with information about why FASD occurs, how it manifests, the important key messages, and advice for those who may have been affected by prenatal alcohol exposure. Caused only if a mother drinks alcohol during pregnancy, it is estimated that up to 3,000 children are born every year with this condition in New Zealand, leading to a range of lifetime disabilities affecting the brain, eyes, ears and other organs. “While we have a focus on mothers who have smoked ‘P’ (methamphetamine) during pregnancy, alcohol use is more prevalent and is a dangerous drug for expectant mothers,” said Northland DHB health promoter, Dave Hookway. “A recent study in the New Zealand Medical Journal reported that one-third of Kiwi women who reported drinking alcohol before pregnancy continued to drink after becoming pregnant.“ Northland school principals have reportedly expressed their concern over what they perceive is an epidemic of

More than $13,600 from the Community Grants Fund will go towards beautifying the patch of land donated to the community by the Kaipara District Council in 2015. The fully fenced space will incorporate road markings and road signs to educate children about road safety at a young age in a fun way. President of the MRA, Terri Donaldson, says the association are very appreciative of the funding after having the plans in the pipeline for three years. “The council have worked with us the entire time and have been very approachable,” she said. The MRA also received a $600 donation from the Maungaturoto Buffalo Lodge for the park.

“Council’s vision is to build thriving communities working together, and these groups are key in delivering that vision,” said Community Grants Fund chair, Anna Curnow. A further $10,000 has been allocated from the Kaipara District Council parks and reserves budget to be used for planting, plant removal and landscaping in the township of Maungaturoto. In 2015, the MRA urged the Kaipara District Council to donate the section to the community and were successful in their application at the end of 2017, when it was granted a licence to ensure the space is kept as a green area. Planting began last week, and the residents’ association will take charge of maintaining, planting and managing the area. ¢

Eight volunteers were thanked for their efforts with awards presented by awards were presented by Coastguard Northern Region officer, Daniel Pearce. The unit began in January 1993, with a meeting held at the Naumai Airstrip between Coastguard New Zealand and four volunteers. “Without the vision of the four people starting off the unit 25 years ago we would have been without radio contact with boaties on the water,” said president, Walter Smith. “Although this is now controlled by Coastguard Northern Region, the unit has progressed to having its own rescue vessel to assist our boaties.” In addition, 20-year awards were given to Helen and Gary Cogle, with Charles Barclay and Christine Herald awarded five-year service pins. ¢

KAIPARA SPOTLIGHT Baylys Beach Public Meeting For some time the community of Baylys Beach has expressed concerns around coastal erosion that has occurred at the entrance on Seaview Road where the road accesses the beach. To seek community feedback Council is looking to hold a public meeting to allow all relevant views and options to be identified, for consideration before a decision is made. Changes to the legislation that governs how Councils make Alcohol Control Bylaws require the Kaipara District Council to replace our existing bylaw with a new one by December 2018. These alcohol control areas (also known as alcohol bans) are designed to create safe public spaces. They are usually introduced because of concern about disorderly behaviour and criminal offending linked to the consumption of alcohol in certain areas. New legislation passed in 2012 means that to create any new alcohol control areas, councils must have strong evidence that the consumption of alcohol in a public place is contributing to a high level of crime and disorder in that location. The definition of a public place for alcohol control areas has also been broadened and can now apply to public places, such as school playgrounds or supermarket carparks. For the fourth consecutive time, Ruawai Kindergarten has been awarded another gold level award from the Heart Foundation, and a lemon tree, in recognition of their consistent efforts towards creating a heart-healthy environment.

The gold level of the award is considered a notable achievement, which demonstrates that a kindergarten is a leader within early learning services. “I am proud of the kindergarten team and whanau for ensuring our tamariki are eating and being healthy citizens,” said head teacher, Teresa Robertson. Ruawai Kindergarten has stood above others in Northland for its commitment towards supporting and promoting sustainable, healthy lifestyles for the children and whanau/caregivers in their community. “I take my hat off to the teaching team, children and whanau at Ruawai Kindergarten. Their ongoing achievement at the top-most level of the award is really very impressive.

“Today the Heart Foundation presented the kindergarten with their award and a lemon tree to add to their already extensive orchard area,” said Heart Foundation nutrition adviser, Abi Alger. “The teachers have found some really fun and exciting ways to teach about eating healthy and being physically active. They are doing a great job of spreading the message.” Teacher, Lisa Matthews, added, “In receiving our fourth gold award it can be seen that Healthy Heart is very much embedded into our daily programme. We are here, keeping it real.” The award lasts for two years, and after that period teachers need to reapply for further assessment. ¢

Electrocution hazard A fallen power line electrocuted 11 grazing cows on a Dargaville property last week, and farmers are being advised to check potential hazards on their properties. Northpower spokesman, Steve Macmillan, said indications were that the private service line, while disconnected from a power source, had sagged onto an active 400volt line.

There was no evidence of how the cows came into contact with the reactivated line in their paddock. "Private service lines are the landowner's responsibility to maintain. It is really important that people maintain the safety of their service lines, which is generally the power line that runs from the roadside of the property to the dwellings or sheds.”

Watch the human visitor numbers increase from now, too. Some good news last week regarding how we support our visitors to Kaipara has seen Council successfully granted nearly $500,000 from the Tourism Infrastructure Fund for toilet and walkway development at Maungaturoto, Matakohe and Baylys Beach. This was 100% of the amount sought, and these projects will be fasttracked with this funding now in place. Getting on with the job of strengthening the connections between the community and Council, we’ll soon be introducing a People’s Panel for Kaipara District. I’m delighted to introduce to you this idea which I first suggested for Kaipara back in March and now will be bursting into life soon. The idea is that at least 1000 self-selected Kaipara residents and ratepayers contribute their voice to local civic decisions through the Kaipara People’s Panel, a kind of online research forum to better connect Council with all our people. Expect to hear more on this innovative idea soon, the first of its kind in Northland. We need you to make this great, get ready to sharpen your pencils!

Dairy Women’s Network is encouraging farmers and those living rurally to leave their gumboots behind and put on their town shoes for an evening of relaxation and mindfulness.

Zone C, an exhibition by Barry Read, opened at the Mangawhai Artists Gallery on September 14. Barry explores the ideas of colonialism and tribalism “because we live in disturbing times and the politics of fear. Where anybody different is ‘stranger’ and ‘danger’.”

The event, run in collaboration with the Rural Support Trust, aims to offer strategies to deal with the struggles that many farmers face and provide support and is open to anyone, not just women in the dairy industry. “Dairy Women’s Network is just that, a network. It’s a chance for people to connect and not feel so alone. Dairying can be a lonely game, so it’s nice to get off the farm and be part of the community,” said organiser Valeria Maw. Qualified yoga instructor, Anna Curnow, will guide people through some simple techniques to untangle those knots and discuss some helpful tips about mindfulness, what it is, what it does and how to do it. p Valeria Maw, organiser of the upcoming Staying Sharp evening run by Dairy Women’s Network, is encouraging Secretary of Northland Rural people to take some time off the farm and focus on Support Trust, Julie Jonker, will their mental health also be on hand to explain what the trust does and how to access their purposes. p Artist Barry Read opened his first solo exhibition at the Mangawhai Artists Gallery recently

Read’s first solo exhibition in the gallery will concentrate on the elements of drawing and painting. He considers his work is about the way something is transformed by light, whether that’s a film or an artwork — a translation of ideas. “I’ve restricted the drawings to pencil on paper. The process is not as important as getting the idea across. With the paintings I carried on an experiment begun ten years ago -much more textural — it’s that thing about light.” “I start by drawing with texture, and it’s an exciting process because things that aren’t obvious in the underpainting

can appear through the layers of translucent paint. So when I start that process I have an idea of where I’m going, but not the specifics.” Barry has exhibited throughout New Zealand. When living in London; he exhibited in the United Kingdom, Barcelona in Spain and St Petersburg, Russia. He states a major influence for him was meeting some great draughtsmen and draughtswomen at the BBC. “Fantastic, beautiful, stunning, unbelievable work. So I learned to draw in a way I’d never drawn before.” The exhibition will close on September 26. ¢

The much anticipated 2018 Dargaville Wearable Arts event was successfully held last weekend at the Dargaville Town Hall, with more than 700 people attending the three shows. Kaipara Mayor, Dr Jason Smith, Northland MP Matt King and show sponsors joined the audience of more than 300 on awards night, and Smith was expressive in his anticipation of the event. A total of 41 creative entries vied for the attention of judges Terri Donaldson, Hinurewa Te Hau and Jeanette Vickers, in four categories plus the Ritchies Year 6, 7, 8 and PGG Wrightson Real Estate People’s Choice awards. The evening was presented by MC Adrian Humm, and each category was introduced by the performances of creative director and choreographer Jayden Rudolph, with his dance troupe Olympus Dance Company. Their creative dance brought a sensational highlight to many, alongside the entertainment from Circus Kumarani, and Margaret Tier presented a display of vintage nightwear courtesy of the Dargaville Museum. “I’m so amazed at the calibre of the costumes, and I love giving my dancers the opportunity to perform in front of a crowd,” said Jayden. “This was a significant event for them.” For each category the judges selected a winner, and two merit awards. The sought-after Kaipara Lifestyler Supreme Award was won by designer Mayhla Howells, with her Dargaville Community Development Board Reduce, Reuse, Recycle entry — Hinetakurua (Winter Maiden). The eye-catching garment was constructed primarily from supermarket bags, scrap fabric and discarded Christmas decorations. “I am so, so pleased. It took around 600 hours to complete, which was a challenge because I also work full-time,” said Mayhla after the show. Jessica McEwing’s entry Belleza Dentro, a Merit Award winner in the

Reduce, Reuse, Recycle section also took out the PGG Wrightson Real Estate People’s Choice Award. The Portuguese Man o’ War Jellyfish entry by Heather Carrigan won the Nelson’s Kaihu Kauri Gallery Moananui section, with beaded and frilled tentacles trailing behind model Jess. In the My Accountants Living off the Land category, designer Paula Guy Stuve won with her entry Queen of Calves, constructing her ensemble from calf meal bags, using her inspiration from Alice p Supreme Winner Hinetakurua (Winter Maiden) designed by Mayhla Howells in Wonderland. Jackie Butterworth created her winning Northpower Avant Garde entry Effervescent from visions of a bubble bath, and model Amy appeared to pose on the catwalk wrapped in froth, foam and bubbles. In the world of building and renovations, there are few bigger names than ITM. A group founded by six visionaries in the timber trade back in 1991, the yellow and black flag now flies over more than 90 locations all over the nation. Now it’s flying proudly in Mangawhai too. It couldn’t have come at a better time, as the once quiet seaside community is experiencing a level of growth hitherto unseen. Spurred by a desire for Aucklanders — and other urbanites from around New Zealand — to seek a sea change and a more relaxed pace of life, building and upgrading existing homes in the region is big business. Mangawhai sits at a crossroads, and the brand new ITM building centre on Molesworth Drive, right opposite the expanding Mangawhai Activity Zone sports park, has come into being to serve the busy tradespeople and handy-folks who are making all that expansion happen. Mangawhai ITM manager Rob Cook is, of course, very positive about what the arrival of ITM means for the town. With 15 years in the industry locally, Rob could definitely be said to have a deep insight into local construction and building. He’s confident that this new endeavour has come at just the right time. To that end, he’s assembled a team with all the skills and experience to fulfil the mission of delivering

personalised service for all kinds of projects. Locals themselves, they know about the unique coastal conditions and our mid-northern climate with its hot summers and rainy winters! From a deck to a retaining wall to a whole street of houses, good advice is the first thing Rob and the team deliver — followed by a gigantic range of top building products and tools. These are the ones which have been tried, tested and given the thumbs up by professionals before they even make the shelves. This repertoire is boosted by working closely with Warkworth ITM just down the highway — where the family-led team of what was once Timberworld are now part of the wider ITM family itself. Already open for a month, and already busy every day, there’s no doubt that this latest addition to the Mangawhai business community is experiencing a warm welcome. Sportsville opens in grand style The Kauri Coast Recreational Society (KCRS) is delighted to announce that the much-awaited Sportsville Dargaville multi-purpose sports facility at Memorial Park will open to the public on Saturday, 29 September. A huge opening day has been planned, with the Hon Grant Robertson, Minister of Sport and Recreation set to open the facility to kick proceedings off. It will be followed by a celebrity game of netball and tennis, before Dargaville’s young people takeover to play a variety of sports under the opening day theme of Play in the Park. Kauri Coast Recreational Society Chairman, Chris Biddles, says that the board was thrilled to have secured the minister to open the facility and added that they wanted to ensure that the day was a celebration of sport and recreation through the involvement of as many locals as possible. “This facility has been a long-time coming for Northern Wairoa, so to see it completed is a major milestone for our hard-working board. We want to ensure it is opened in the appropriate way and believe this will be achieved by focussing on young people and showcasing the many activities that can be played at the new facility” said Mr Biddles.

Those involved in the feature netball and tennis games include the minister, former Silver Fern Bernice Mene, former Black Cap and local Dargaville boy Dion Nash, former All Black and local boy Ian Dunn, Northland MP Matt King, mayor Jason Smith and a host of other prominent local people. Silver Fern Farms has generously offered to put on a barbecue lunch for the public and tours of the facility will be available through the KCRS board members and Sport Northland staff. In the end, the project has made possible through generous grants from Foundation North ($1.033m), NZ Lotteries ($650,000) and Pub Charity ($225,000). These grants were in turn only possible, however, after the initial seed funding provided by Kaipara District Council ($100,000) and local stakeholders ($200,000). The time is here — spring has arrived in full force, and the garden looks like a war zone. Not to mention the paths, the decking, the steps, and all those summer toys like boats, jet skis and offroad bikes, which have just come out of the shed covered in the grime of winter’s neglect. The easiest way to deal with the lot is with a water blaster — a technology, which has become more compact and powerful throughout the years. Many people feel that it’s still necessary to fire up a big petrol powered unit to deal with household cleaning, but just as in the arena of chainsaws and mowers, electric power is making its presence felt with some powerful options. The first piece of good news is that a modern water blaster uses less water than tackling the equivalent task with a bucket and hose. It is one case where the easy way is more eco-friendly, and that’s good news in the summer when water can be at a minimum. All the more reason to deploy the blast of high-pressure water early to roll back mould, discolouration and slime, of course — and secure in the knowledge that you’re not having to deploy harsh chemicals either. When picking a water blaster, choose durability and well-built components, checking the fittings and piping along with the range of options to expand its cleaning power with fittings and nozzles for different tasks. A good water blaster should last a long time, so the cheapest is usually not best. A working pressure around 1,500–1,700 psi is ample for cleaning without damaging the surfaces you’re working on, so a big decision is in the size of the operating surface

One of the best uses for a water blaster is cleaning up decking, but a direct impact from high-pressure water can be a little rough for timber. Rotating brush systems to clip to the end of the nozzle can make this chore disappear.

TSUNAMI SIREN TESTING Northland’s network of tsunami sirens in coastal communities will be tested on the morning of Sunday, 30 September 2018. Please note the new time. The sirens will sound twice: at 10am for 10 minutes, and at 10.30am for 30 seconds. The twice-yearly checks are carried out at the beginning and end of daylight saving. A message will also be sent to users of the free Red Cross Hazard app.

The Guard Of Honour of Bowling Clubs, R.S.A, Kitty Hawks, Lion Club members was a great show of the respect and service that (Bill) gave to Clubs in the Northern Wairoa District. We also appreciate the care and comfort that the Staff of the Kauri Coast Rest home gave him while in there for his last days. Finally we thank all who spoke so well of Bill In Reflections. Each and everyone, near and far made it a day of celebration befitting to a man who had a full life at 94 years. You all helped in giving him a wonderful send off.

KAIPARA DISTRICT COUNCIL PROPOSED AMENDMENTS TO KAIPARA SPEED LIMITS BYLAW 2005 Kaipara District Council is amending its Speed Limits Bylaw. Kaipara District Council is updating part of the Speed Limits Bylaw to ensure consistency with current legislation; provide greater clarity as to the Act that the bylaw is made under; and to ensure consistency with other Speed Limit Bylaws that are operative in Northland. In addition, Kaipara District Council is proposing changes to the current posted speed limit on a part of Moir Street; and approximately 300m of Kaiwaka-Mangawhai Road; and Tara Road, from the Moir Street intersection to Darmah Lane. KAIPARA DISTRICT COUNCIL DRAFT PRIVATE ROAD SEAL EXTENSION POLICY 2018 Kaipara District Council is seeking community feedback on its Draft Private Road Seal Extension Policy 2018. Kaipara District Council does not normally undertake seal extensions without a subsidy from the NZ Transport Agency (NZTA). However, there is an option for developers to undertake seal extensions, either as part of their development, or where it is funded by financial contributions. Local ratepayers and/ or residents can also privately fund road seal extensions in their area. The Private Road Seal Extension Policy sets out, in a clear and transparent manner, Council’s criteria for considering private seal extension requests from ratepayers and/or residents. It outlines how and when Council will enter into arrangements with ratepayers and/or residents to ensure consistency, fairness and equity.
