As part of a package of Provincial Growth Fund disbursements announced last Thursday, Kaipara District Council will receive a contribution of $900,000 to contract the Dargaville Community Development Board to explore options for infrastructure projects in the region. These include progressing the development board’s Dargaville Retirement Village project and a proposal to redevelop the former Northern Wairoa Racecourse. Once an issue of contention due to the initial wording of a bill before parliament, this venue is now set to provide fresh opportunities for the community. Regional Economic Development Minister Shane Jones confirmed the intent for the racecourse, property of the Dargaville Racing Club, to be explored as a site for socially beneficial developments beyond the remit of equestrian sports. “I’m proud of the investments made today. The acceleration of these projects is a long-term investment in Kaipara, which the local community and iwi will benefit from economically and socially for decades to come,” Jones said. Richard Alspach, speaking both for the racing club and the DCDB, offered gratitude to the minister for his clear position on the subject and for putting the community first. “There haven’t been races in Dargaville for four or five years, and there never will be again,” he said. “There has been some angst about the future of the club’s assets, but we take the position that the club belongs to the community. “Thank you, minister, for coming up here today and explicitly and unequivocally coming down on the side of ownership by the community.”

Uses for the land, which comprises more than 117 acres and sits in a prime position above the floodplain on State Highway 14 have already been discussed, with reference to the scarcity of residential sections, light commercial expansion opportunities, and the need for retirement community space in a district with an ageing population, boosted by emigration from the city. “We are relatively far along the way with plans for a retirement village to serve Dargaville,” says DCDB chairman, Allan Mortensen. “Moreover, we are really excited about working with the Dargaville Racing Club regarding the

possibilities of their land being used to benefit the community.” The Dargaville Community Development Board has been active in spearheading local business growth projects since their inception, including the Seed co-working space, Dargaville CCTV network, and the promotion of a ‘shop local’ brand post-Covid, among many others. The connections, membership and strategic alliances already formed by the board put them in a unique position to best use this grant via the KDC to realise the potential of Dargaville in the near future.

The teams played exceptionally well this year bringing the culture of netball alive within the school,” says Ruawai Senior A coach, Tyla O’Sullivan. “Both teams, as well as all local teams, did extremely well throughout the ups and downs of the season due to Covid-19. We knew Southern Mana Tangata wasn’t going to give us an easy run, as they were the only team we had lost to during the Championship Round. The girls played with a combination of level heads and flair, making it an exciting game to watch. I’m very proud of their efforts this season.”

The final, highly anticipated announcement of grants from the government’s Provincial Growth Fund in Kaipara was made last Thursday, as the minister in charge of the regional growth stimulus initiative, Shane Jones, came to address stakeholders and dignitaries in Dargaville.

The Kaipara District Council voted at its meeting last week to receive a ‘sign-on’ payment of $2.35 million and continue consideration of a central government Three Waters proposal for an overall Northland water control authority, based on Auckland.

At a well-attended conference at the town hall, Mr Jones confirmed that the PGF will invest no less than $16 million “to accelerate Kaipara infrastructure projects to create jobs and boost economic development in the region”. It’s thought that up to 1,000 new jobs could be created by the long-term benefits of projects announced by the PGF. The five Kaipara projects announced are being funded through the $3 billion set aside for infrastructure from the government’s Covid-19 Response and Recovery Fund. In roading and transportation, the PGF will invest $5 million to accelerate a programme of work to improve prioritised unsealed roads in Kaipara. In agriculture and infrastructure management, $6 million has been disbursed to accelerate the maintenance of Kaipara stopbanks. Another $5 million is to be provided for the construction of a cycling track that will form part of a Maungaturototo-Hokianga Ancient Kauri Trail. The government has announced a funding package of $761 million to provide immediate post-Covid-19 stimulus to local authorities across the country to maintain and improve Three Waters’ infrastructure. Other local bodies have also expressed concern that the government could assume additional service provisions from the regions. NRC LAND MANAGEMENT CHANGES Due to the rapidly changing land management Central Government Policy Statements and Environmental Standards and NRC’s need to be flexible to respond to these changes, a decision has made to stop developing Farm Environment Plans for individual landowners and refocus spending more time engaging with groups of landowners. NRC Land Managers will still available for advice and will continue to provide the normal high levels of service in all other areas of land management best practice. FINANCIAL POSITION The Northland Regional Council formal meeting last month had a significant financial focus. It’s fair to say that financial volatility is part of our new normal. Due to an end of year improved financial position Council was able to re-establish some of their environmental projects that had previously been put on hold. It is really pleasing that due to good financial stewardship a number of projects have had their funding reinstated for the remainder of the financial year which is great news for Northland. It’s time for consideration and consultation of a cycleway project following the old Kaihu railroad say the Kaipara District Council, who have received a Provincial Growth Fund grant to pursue the project. The Kaihu Valley Trail, connecting Dargaville to Donnelly’s Crossing is part of the Ancient Kauri Trail that will eventually extend from the Brynderwyns to the southern headland of the Hokianga Harbour. The trail brings opportunities for the area,” said KDC spokesperson Ben Hope. “It is expected to create 36 new jobs, including 24 apprenticeship roles in west Kaipara, which is an area suffering high unemployment. Apprentices will train in project management, safe working practices, fencing, the environment and tourism.” KDC Infrastructure manager Jim Sephton agrees, saying: “New Zealand is experiencing a surge in domestic tourism and Kaipara currently only attracts around 10% of this market. “That means more local opportunities for employment and business, as well as finding

sustainable ways to share our local environment and culture.” The council said it had started the process of talking with landowners, the Department of Conservation and iwi to plan a route. The recent PGF investment allows more work to be done in this space. The trail will be developed to minimise impacts and disruptions to working farms, large landowners and neighbours of the path, which may include rerouting from the original line where possible. The design will also factor in potential environmental issues such as Kauri Dieback, flooding, and land stability, health and safety for the farms, their animals and cyclists. Following consultation with individual landowners, the proposed route will be designed, and physical works can commence. Construction will commence in November–December this year, this work will be completed in stages.

A meeting was held at the Mamaranui Bowling Club last Wednesday, gathering together landowners affected by a proposed cycleway, which would, if completed, bisect their properties along the route of a disused rail corridor. While not an open public meeting, a turnout of 35 farmers and neighbours attended to voice their serious concerns over not just the planned route of the proposed Kaihu valley project, but also the perfunctory nature of consultation undertaken by authorities before the project moved on to the stage of securing funding. Local farmer Bryce Wyatt convened the meeting to discuss concerns, which range from the safety of bridges and infrastructure on the rail corridor should it be repurposed, to compensation for farm activities disrupted and the effects on the management of milk supply and containment of M bovis. Numerous other affected landowners spoke about the impracticality of the scheme, which would see some lose their main races, tanker loops and even driveways. One of the affected landowners is himself a councillor; David Wills would have the route cut through his dairy farm. However, due to his position, he is sworn to neutrality on the issue in his role. The Kaihu to Donnellys Crossing rail line was abandoned more than 60

years ago. The council authorities of the day, according to farmers, told their forebears to ‘put their fences out’ and save the rail corridor land from gorse and blackberry. That was in the time of the Hobson County and Dargaville Borough Councils. The status quo has persisted for six decades. Many locals support the idea of a cycleway but insist it would be better planned to take in Kai Iwi Lakes, the Kaihu township side of the river or the Ripiro Coast. ¢

One of the core pieces of the recent Provincial Growth Fund round of grants for Kaipara has been about connectivity and safer transport.

With their first year on duty complete, the ever-present camera eyes of Dargaville’s community CCTV network have provided solid support to the police already.

That was seen when the minister in charge of fund announcements, Shane Jones, delivered news of new footpaths and cycleways for Mangawhai and overbridges to connect Kaiwaka’s east and west. At last Thursday’s meeting in Dargaville, Jones once again announced measures to improve transport in the Kaipara. This time, striking at a core issue which has vexed ratepayers and motorists for many years; the state of our roading. As part of a $16 million disbursement covering a plethora of civic and infrastructural improvements, a substantial sum was earmarked for the many kilometres of unsealed roads that require attention in the district. “We’re investing $5 million to accelerate a programme of work to improve prioritised unsealed roads in Kaipara and make them safer. This work will include road widening, corner smoothing, improving bus pullover areas and new signage, as well as drainage and pavement improvements,” said Jones. “This work will benefit locals, visitors and businesses. It will also create an estimated 80 construction jobs.” Mayor Jason Smith was effusive about this opportunity to improve efficient transport and public safety in an area with far-flung settlements and farms relying on unpaved roading. His sentiments were echoed by the

general manager of infrastructure for the Kaipara District Council Jim Sephton, who also praised the decision to release $4 million for a cycleway and walking track in the northwest of Kaipara. “It’s up to us to turn this putea (wealth or emolument) into mahi (hard work). It’s up to us to turn this opportunity into jobs,” he said. Plans are in place to further upgrade the network and ensure its constant maintenance. “The vision of the Dargaville Community CCTV Project is to create a safe environment for residents, visitors and tourists to enjoy our local activities and amenities,” says project spokesperson Sue Curtis. In just the past month, the CCTV cameras have been utilised regularly. They have been instrumental in securing evidence in the cases of a motor vehicle accident, a violent assault where the offender was spotted on camera and apprehended, the capture of a dangerous driver and an incident of public disorder. That’s

only a few examples; the presence of camera ‘eyes’ through the business district allows the police the scope to keep track of what’s happening in Dargaville. Footage from the cameras is of sufficient quality to be used as evidence, should the need arise. Next in line for the system is a clever connection of technologies, which will allow front line officers to access the camera network from their mobile devices when in the field. That potentially game-changing tech is still in development but will be deployed as soon as possible. There’s also a list of new camera sites being worked through to strategically place the next round of ‘electronic eyes’. ¢

September is Bake it Better for Starship month, an initiative for New Zealanders to unite and help raise vital funds for our national children’s hospital intensive care unit. “Whether people bake, buy or simply donate, no matter the alert level, it is still a fun way to connect with your nearest and dearest for a great cause,” says Starship Foundation chief executive Aisha Daji Punga. “This year, we have all seen how important it is to be well-connected to our families and communities, and how baking can bring us all together. Now, is a great time to use the renewed passion for baking and looking out for one another that we all found during lockdown, and help the children and their families facing tough times at Starship.” Edward and his mum, Katy, joined the initiative because Eddie has a number of health challenges. “When our family moved home from South East Asia, Starship quickly became vital in diagnosing things that had flown underneath the radar,” says Katie. “Starship has helped both Eddie and I become more comfortable with his frequent hospital visits. Their patientcentric ethos of care has just been transformative for us as a family. “When we first joined in with Bake it better for Starship, Eddie was at kindy, so everybody got involved. The Mangawhai brigade has been in new modern premises at 191 Molesworth Drive since late 2019. An engineer who undertook an investigation of the old site found leaking, significant structural damage and rotting timber, as well as potential foundation issues. If the building was left in place, the investigation found it would deteriorate further, creating a safety risk and health hazard. After demolition, the site will be part of the Wood Street revitalisation project in which cleared land will be used to create a temporary public space. Mangawhai Programme Delivery manager Tim Manning, says the demolition will be “a huge step forward. “This means we can continue on with our plans to make Wood Street a safe, vibrant and people-friendly

space for the community. The fire station site is a critical part of the overall plan for the area. It will not only create more public space, but it increases accessibility to other spaces.” KDC has been designing the area with the Mangawhai Business Association and community. Early community meetings, a summer trial during 2019/2020, and subsequent multiple co-design workshops with the community have been held to establish a long-term vision. The latest interim design will be in place and tested from December 2020 for 12 to 18 months. Waka Kotahi NZ Transport Agency has awarded funds for the project. Concerns about Covid have overshadowed the preparations for this year’s general election, with the date for the final decision now set on October 17. Coronavirus fears have disrupted campaigning, with public meetings rescheduled for new dates during September. The Mangawhai Business Association’s planned electoral candidates meeting was postponed due to Covid concerns, and will now take place on September 22. While Dargaville’s panel meeting with electoral candidates was also put back, and is now expected to run on September 18. As campaigning goes on, the electoral commission has advised their own schedule for the new date of October 17. “Voting will open two days earlier than usual, and there will be more voting places to reduce queues,” said commission spokespeople. “We encourage you to vote locally and bring your own pen if you can. We’ll provide hand sanitiser at voting

places, and there’ll be space for physical distancing. If you need to stay home, you’ll have other ways of voting, including voting by post.” There is still time left to enrol to vote or to change one’s details on the electoral roll where necessary. The commission reminds citizens that it is compulsory to be enrolled, though it is your personal choice whether to vote or not. Electoral boundaries have changed this year to reflect population growth, and some residents will be new to the Kaipara and hence to the Northland electorate. People are encouraged to visit vote. nz as soon as possible to change their details. Alternatively, vote by post; call 0800 367 656. There is no way I am going to diminish the effects of the Covid pandemic on New Zealand. It is the prevalent and all-prevailing news item at the moment. However, there are other stories out there, good local news stories, and I don’t want those to be forgotten and unrecognised. The first is a Mangawhai nutritionist Clare Seagrave whose twin brands Nutrition by Nature and Ocean Gypsy, have gone from strength to strength. Clare is a true entrepreneur and a brave one, given the uncertainty, Covid has inflicted on retailers. Despite everything happening around her, Clare has taken her products and her brands forward and invested confidently in her product range and expertise. She has a positive outlook on business and life, and I certainly commend her for what she is doing and the success she is having as a local Kaipara good news story. Council revamps land management u by Paul Campbell

The Northland Regional Council is to change its land management strategies to align with central government’s changes to freshwater management policy and better support landowners at a catchment scale. Deputy Chair Justin Blaikie leads the council’s Land and Water Working Party and says there have been some major changes in the policy and regulatory environments nationally. With that, plus ambitious local initiatives like Kaipara Moana Remediation programme, “council wants to be more adaptable and agile”. Kaipara Moana is a $100 million scheme announced recently, that aims to improve the health of the harbour with councils, working with local communities including landowners and the farming sector, to halve sediment loss from the land. “In order to better align with the central government’s changes to freshwater management policy and better support

Northland landowners at a catchment scale, we need to change the focus of the council’s land management team,” Cr Blaikie says. The key message is essentially that the scale of the problem and the amount of work required warrants a new approach and the one-to-one advice model has probably had its day for council. While the exact mechanism and timing are still being determined by the government, Farm Environment Management Plans (FEPs), are expected to become mandatory and enforceable under new central government rules. Moreover, as such, will likely become the domain of a mix of industry-based and private sector certified consultants.

Kaipara Herefords has a sale date Kaipara Herefords on the Pouto Peninsula have been breeding Herefords since the late 1940s with the herd started by Hugh Biddles and continued by Hugh’s son, Kim, from 1982 until 2013. Kim made significant strides during this period and formed what is the nucleus of the herd today, run by Kim’s son Sam and his wife, Kate. The 470ha farm is supported by a 30ha run-off, and the herd numbered 448 at mating last spring. Since the mid-1990s the focus of Kaipara Herefords has been on producing 15/16-month bulls for the dairy industry. “Our whole programme is dedicated to this focus and has enabled us to provide an excellent product for our clients with particular attention on using sires with a low to moderate birth weight, smooth shoulder structure and long carcase length,” says Sam. “Our goal is to produce bulls that limit any human intervention in the calving process. Calving in 2020 has been very successful with only two cows from the whole herd having to be calved due to being presented improperly. “In addition to the structure of the bulls, we have a large focus on temperament. All calves are tagged and weighed at birth in the paddock or walked to yards. Any female that doesn’t have a sound temperament is culled. Working as an engineer in rural New Zealand means being versatile, as there are so many innovative ways in which important farm equipment and machinery can get broken, as well as unique problems that can only be solved by a creative and analytical mind. That’s been the day-to-day reality of Baty Thomas Engineering owner Brian for many years; 40 in all, from his earliest days learning the trade. In those four decades, he repaired just about everything made from metal, from farming implements to boats, dairy shed equipment to ute decks. Along the way, Brian has garnered the respect of a large customer base, who he wishes to thank wholeheartedly, as he prepares to hang up his engineer’s overalls and enjoy a wellearned retirement. “It’s been awesome,” he says of his clients. “They’ve given me the opportunity to take care of them and their work, often season after season. We’ve been involved with some big projects around the town that we can be justifiably proud of, like Fosters’ new building and the community swimming pools. However, the time has come to hand over to a new generation.” That change of the guards is represented by Jay Juretich, who has been engaged with his own engineering business just around the corner from

Brian since early this year. An alumnus of Newman Engineering’s apprentice programme, he’s a Dargaville local and a fully qualified engineer with ties to the rural sector. His father is the town’s water delivery specialist. A versatile fabricator and welder, Jay, like Brian, can work with aluminium and stainless as well as conventional steel, meaning that structural boat repairs are a skill they have in common. For some time, Brian’s range of West Coast Catz were the only power vehicles manufactured in Dargaville. The pair are preparing now for an official handover on September 10. They wish to inform loyal customers of Baty Thomas, be they nautical, pastoral or industrial, that the legacy of Brian’s successful business is in good hands with Jay. The new management will also continue making custom ute decks for those who need serious hauling power on four wheels. ¢

Electors of the Kaipara District Council have a right to demand a poll at any time to countermand the resolution to use the Single Transferable Voting electoral system. Should a valid demand for a poll be received by 21 February 2021 (effective 22 February 2021), a poll will be held by 21 May 2021 on whether the Single Transferable Voting or the First Past the Post electoral system will be used for the next two triennial elections (2022 and 2025) of the Kaipara District Council. If a valid demand for a poll is received after 21 February 2021 (effective 22 February 2021), a poll will be held after 21 May 2021 with the outcome applicable for the 2025 and 2028 triennial elections. A valid demand must be: • made in writing; • signed by at least 5 percent of eligible voters of the Kaipara District Council. This equates to 790 elector signatures; • delivered to Kaipara District Council, 42 Hokianga Road, Dargaville by 5pm, Monday 22 February 2021 (for the outcome of the poll to apply to the 2022 triennial election of the Kaipara District Council).
