p Last week Mangawhai Beach School celebrated a group of talented young speakers at the annual School Speech Competition. “Our students were lucky enough to have the whole school term at school, rather than being taught from their living rooms,” says teacher Rebecca Low. “Amongst the ongoing on-site construction, they have been making the most of being together and learning. Sixteen students entertained the school audience with their ideas, musings on life, and hopes of positive change in our world. They spoke about saving rainforests, reducing pollution, teachers with superpowers and the good, the bad, and the ugly of lockdown. The judges were the principal of Tomarata School Cherylene Neels, and Wayne Freeth, a toastmaster, former teacher and principal. Six of the children will now go on to represent MBS at the Wellsford School Speech Championships with the intention, of course, of keeping the trophy for another year.”

p Maungaturoto residents, Douglas and Jean Petch recently celebrated their 70th wedding anniversary. “They were introduced to each other by Jean’s twin brothers one day in 1948 in a park in Wakefield England. Jean was one month off turning 19 and Doug was 22 years old,” says daughter, Kathy Strong. Douglas, 93, and Jean, 91, had emigrated to New Zealand in 1949 and were married on September 16, 1950. The couple raised three daughters and now have four grandchildren and five great-grandchildren.

Candidates from nearly every party contesting the forthcoming general election met in Dargaville for what proved to be a cordial, though lively, political debate, hosted by Grey Power.

With less than a month to go before voting day, the major contenders in the polls were there to put forth their visions for a post-coronavirus economic plan, infrastructure improvements and overarching social concerns. While some of their contemporaries in the minor parties, those currently polling below the percentages necessary to guarantee a place in parliament, impressed the crowd with impassioned rhetoric and strong arguments. The National Party, Labour Party, Green Party, New Zealand First, New Conservative, Social Credit, ACT, Advance New Zealand, The Opportunities Party, Harmony and independent candidate Mike Shaw all had a presence in the ‘round table’ discussion. It allowed potential Kaipara parliamentarians the
chance to share their platform briefly, followed by quick-fire questions from the audience. These ranged from topics of personal rights and autonomy to the referenda on cannabis and end of life choices, immigration, race relations, farming legislation and the environment. A recurring theme was the necessity for strong leadership during and after the pandemic, which currently afflicts nearly every nation on earth. Advance voting by post is due to begin on October 3 ahead of the general election date of October 17. Active campaigning is in full swing up until that point, with billboards and advertising proliferating as candidates manoeuvre for a popular mandate. ¢

A 54,000-hectare predator-free land corridor between the Kaipara Harbour’s Tasman Sea coast and the Pacific Ocean to safeguard kiwi is being funded by $8.5 million, from an extra $19.7 million in kiwi resource funding. “Work by iwi and community organisations such as Kiwis for Kiwi, alongside private landholders and institutions has been essential in protecting kiwi in the wild and in increasing their populations,” said Minister of Conservation Eugenie Sage. The first Kaipara fishing contest of the season gets underway at Pahi next Saturday, coinciding with daylight saving and against a backdrop of work to upgrade the local wharf facilities.
The Dargaville High School Building Academy has almost completed its first home for the government’s social housing organisation, Kainga Ora, formerly Housing New Zealand.
“We are set to go with our annual mullet muster, which is a Kaipara contest that has no real equal, with contestants setting mullet nets to catch the iconic fish instead of the usual hook, line and sinker rigs fishers usually expect,” says Pahi Boating and Fishing Club Commodore, Darren Sheppard. “It is probably the last muster for the current Pahi Wharf set up too, as we are heading into an $864,320 upgrade. The academy’s level three building students started the build after lockdown ended in May. The large, five-bedroom home, which includes full disability access, will soon be heading for Kaitaia in the Far North, where the housing shortage is especially acute. After the launch of the academy’s first private house in late 2019, discussions between the school and Kainga Ora secured a contract to build units that can be transported to sites around the top of the North Island. Academy tutor, long-time professional builder Tim Pratt, says apart from specialised sub-contracting work like plumbing and electrical wiring, the
students have done almost all of the main construction. “The idea is they are learning on the job, but it’s probably at a more accelerated level than a regular apprenticeship. “Importantly, the building programme enables them to leave school with ample and in-depth skills-training for the building industry, and it’s a market that’s crying out for new talent.” Since embarking on the project to build homes that can be uplifted and moved, the academy has built and sold two other three-bedroom homes. Tim says they will keep building houses for the private market, but he is expecting more homes will be constructed for Kainga Ora. ¢

LETTER TO THE EDITOR The Kaipara District Council is playing ‘Russian roulette’ with Kaihu motorists. For decades, residents and passing drivers travelling through Kaihu on State Highway 12, have regularly come across wandering stock on the roads, with near misses and collisions a regular occurrence. Just as my husband did on the night of August 31, he could easily have been injured or killed (the impact wrote off a late-model ute). KDC knows of the severity of the situation. It has watched as the numbers of these feral cattle have grown to an estimated 300 head, and residents’ complaints have reached similar proportions. Yet, the KDC clearly states the requirements around stock control on their website. There is clear legislation in the Impounding Act 1955, covering their obligations when wandering stock becomes a problem or a threat. Ben Hope of the KDC replies: We recognise the danger of wandering stock, and we’re pleased no one was injured on this occasion. To report stock on the highway, you should contact 0800 444 449. Kaipara District Council monitors stock on minor roads, and you can contact 0800 105 890 to report them.

It is criminal that nothing has been done, which is why a petition has been started. Years of passing the buck and being told that ‘people are looking into it’ have to end. Who could blame anyone for taking a vigilante approach and doing the job of impounding these wild cattle themselves? Shame on the NZ Transport Agency for not even erecting a warning sign. Shame on the police for not prioritising the safety of motorists. Shame on the Ministry of Agriculture (now MPI) for allowing these cattle to run with no ear tags, threatening law-abiding farmers with M bovis and TB. Moreover, shame on the Northland Regional Council for saying they have no authority for wild cattle grazing near and degrading the Kaihu River. If you see wandering stock, day or night, call 0800 105 890 and ask for a case number to follow up! Tracy Hayward Stock can move quickly, especially if frightened by traffic and be difficult to find. Please report any sightings as soon as possible and include a specific location, such as a GPS position, or a significant landmark. Wandering stock can present a significant risk, and we continue to work with stock owners to ensure they are meeting their responsibilities.

Funding from Forestry New Zealand — Te Uru Rakau is being made available to Rotary to grow its 100 Forests of Peace and Remembrance centennial programme, as well as other community commemorative forest plantings. Participants across the country are being asked to enhance the environment by planting native trees as living memorials, including in commemoration of past Defence Force members, post-first world war influenza victims and other significant locals and events. “The native trees planted through Rotary’s projects will grow to form a living legacy. A memorial that ensures generations of Kiwis never forget the achievements and sacrifices of other New Zealanders,” says Te Uru Rakau’s deputy directorgeneral, Julie Collins. “In all, 200,000 native trees will be planted to beautify local areas and to help improve the environment. A traditional blessing ceremony has cleared the way for good fortune and a safe work environment, as Dargaville’s new pontoon dock enters construction.
p Local dignitaries gathered under a grey sky to bless the inception of Dargaville’s new pontoon dock, a link in the chain of harbour wharves and piers revitalised by the Kaipara KickStart programme
The early morning karakia and dedication was undertaken as workers began the process of installing the new floating link to harbour transport. The pontoon replaces a previous, defunct construction of a similar type, but with a more robust design that will better endure the flow and tides of the Northern Wairoa River. It is part of the Kaipara KickStart programme associated with the government’s Provincial Growth Fund. Government funding was disbursed to improve maritime transport connectivity for the region. It is one part of a multipronged plan in association with the Kaipara District Council to upgrade and refurbish wharves and piers around the southern hemisphere’s largest harbour.
Plans have recently been announced for a new wharf at Pouto Point, for example, meaning that the Dargaville pontoon, situated in the heart of the town’s commercial district, will play a part in a tourism ‘loop’ for visitors to that locale. The Kaipara District Council has closed off parts of the Northern Wairoa War Memorial Hall (Dargaville Town Hall) on Hokianga Road to undertake remediation work and eliminate traces of mould. The plan is to remove the irritating biological substance and ensure conditions are addressed to prevent its return. He confirmed that not only was the Pouto Road set to be paved, but three positions were in consideration for a Pouto Point wharf, creating a potential new ferry and cycle loop appealing to tourists. “We are at the beginning of a very important time,” he said. “The Kaipara District Council is currently doing amazing things to develop infrastructure to build tourism.” The mayor described these efforts as ‘building a Kaipara contribution to Northland’s tourism story’. Representatives from Northland Inc, the regional tourism promotion organisation, outlined plans to respond to Covid challenges, restart the industry and reimagine tourism and hospitality to adapt to the current landscape and
future opportunities. They confirmed that the government had secured $700,000 for Northland tourism recovery as part of Covid economic countermeasures. Figures are looking up for local tourism despite the pandemic, with the last school holidays delivering a 26% improved spend over the same time in 2019. The challenge, it was accepted, was turning this into bankable results for local businesses. With many ideas shared, and a firm commitment of support from the council, Northland Inc, NorthChamber and Dargaville Community Development Board, the meeting painted a cautious and measuredly optimistic pathway for tourism to gain strength in both the short and long-term. ¢

Work begins on Baylys Beach walkway next month Construction starts on the new Baylys Beach walkway early next month. The work is funded by a $300,000 grant received through the Tourism Infrastructure Fund. With good weather the construction is expected to be finished by mid-December. Dargaville pontoon construction kicks off under KickStart programme Work on the new Dargaville pontoon began last week. The work is part of Kaipara KickStart, an umbrella programme led by Kaipara District Council and funded by the Provincial Growth Fund, to grow the district’s economy and increase community wellbeing. Work onsite is expected to take two to three weeks. There will be traffic management around the site (you can view the plan on our website kaipara.govt.nz/kickstart/kaipara-harbourwharves). During construction a portion of the carpark nearest the pontoon will be cordoned off and used for machinery and materials. The carpark will be fully operational again once the pontoon construction is completed.

LittaTrap installation Our stormwater team has been working on a cool project with Northland Regional Council and NorthTec recently. Together we are installing LittaTraps, four in Mangawhai and four in Dargaville. The traps will sit inside our stormwater grates, and catch rubbish and gross pollutants before they accumulate in our waterways and travel out to our rivers, oceans, and harbours. As part of the project, NorthTec will check the traps regularly, to monitor and learn about the volume and type of rubbish entering our stormwater systems. The sites for the traps have been chosen for their variety – near schools, shopping areas, and busy residential streets, so that we can get a good sense of how the rubbish may differ across the different areas. Initially eight LittaTraps will be installed for the research project, but once this is complete we will continue to use and maintain the traps, and if they are a success, we hope to install more over time. We’ll keep you updated on the findings!

Around 1,500 people in New Zealand die every year without a will. Put off perhaps by the perceived hassle of organising it, the cost or simply not realising the muddy waters left behind if you die ‘intestate’ (without a will). Unfortunately, Maori make up a high proportion of that number. These days families can be complex, meaning previous relationships, children, multiple properties or family trusts all need to be considered when making your will. Your will should detail your personal situation, any debts, assets including property, and what should be done with them, instructions for arrangements when you pass away and instructions for administering your estate. It is your chance to expressly state your wishes, although there are laws your will needs to comply with or it can be challenged. For Maori, there may be further issues to work through regarding multiple ownership of land, or land that has not been succeeded to for generations. While the Maori Land Court is able to administer Maori freehold land, there can be complications if the land is not classified as Maori but rather as General land, or if you wish a particular child to succeed to the land, for example, your eldest son in accordance with tikanga. To be valid, your will must be: • in writing, signed at the end by you
and two independent witnesses, with all three being present together, and with all three seeing each other sign • intended by you to take effect as a will, and completed when you have legal capacity Your will needs to be stored somewhere for safekeeping, and must not be bound by staple, paperclips or anything that leaves a mark on the paper that may suggest a page has been removed by the will. Your lawyer can store your will for you. If you die without a will, your estate is distributed according to the Administration Act. There is an order of priority for who gets what and how much. Without a will, your property may not be distributed as you had wished. Mayor’s Memo Kia ora “Kaipara’s getting hotter” is a perfect phrase for the season – winter is now over but, also, the attractiveness of Kaipara for new residents is reaching new levels of popularity. One measure of this is the number of LIM reports requested of Kaipara District Council staff; at 17 September Kaipara had the same year-to-date number of these property requests as it did on 17 October 2019. Despite the March-April Covid lockdown weeks when no real estate sales could be transacted, Kaipara has surged ahead in property sales. Between the lockdown and the end of July, Whangārei’s residential house sales dropped by 3.2 per cent, Far North 0.2 per cent but Kaipara registered a growth of 1.5 per cent. Increasing numbers of new residents are joining what’s already been for some time the fastest-growing district in the North Island. As the weather warms further this season’s growth could bring even more people between Kaipara’s two oceans and two harbours. Expect to meet new people as you go. Most local people knew him as the ferryman that took them up or downriver when they needed to visit a neighbouring town or perhaps travel further afield. Known everywhere as Captain Pearce of Northern Wairoa, he was a popular man, capable and always willing to help out on the harbour. In 1885 when the Marine Department declined requests to supply tugs for towing sailing ships at the dangerous Kaipara Harbour bar, a young Captain Pearce in SS Durham was given the job. Not everyone was happy with the results as Durham was considered not powerful enough by some critics. Perhaps his worst experience in Durham was colliding with and sinking SS Tangihua in heavy fog off Te Kopuru. Things did not always go well for the captain, but he was often on hand and able to help. In command of SS Minnie Casey later in 1885, he tried to find brigantine Annabel that had run aground late one night in the harbour, but as a newspaper reported: ‘The wind was strong, there was a heavy sea on and Captain Pearce, being short of coal and fearing being nipped by the ebb tide, he was compelled to give up the search’. Early one Saturday morning in 1905, while heading for Helensville from Dargaville with SS Kawau, Captain Pearce saw a display of lights from someone near the Pouto lighthouse. He went over to investigate and found SS Naumai in trouble with a broken propeller shaft and with several important passengers on board. Once again he was able to come to the rescue and tow the stricken ship to Helensville, arriving at daylight on Sunday. However, there were many good times, and his generous nature often showed through. When in September 1900 the foundation stone was laid for the Wesleyan church in Aratapu, he ferried the twenty-five passengers wishing to attend from Dargaville and Mangawhare. He then donated their fares to the church. Earlier that year,

Captain Pearce met with the Northern Wairoa Agricultural Society at Mititai and agreed to run a ferry service from Mititai to Aratapu and Te Kopuru on Thursdays, three trips each way. Fare one shilling return. An insight into the character of the man came from a reporter in 1901 travelling with invited guests to Wairua Falls on Pearce’s boat SS Kaipara. Captain Pearce engaged a guide at Tangiteroria for the last part of the trip and 30-minute walk to the falls. Back in Dargaville, the reporter wrote: ‘Three hearty cheers were given for the genial skipper for the enjoyable time he had provided. The scenery is good, accommodation in the new steamer excellent, the skipper has a thorough knowledge of the river and knows how to please his passengers, sparing no trouble to make things go pleasantly.’ Often in Sydney on business for his shipping company, Captain Pearce died there on December 17 1923, at the age of 66 years old. His wife, Ellen Ann, died in Auckland in 1944. ¢

For New Zealanders of a certain age, the knowledge of how to adjust the household timepieces when daylight saving rolls around is encoded in a handy mnemonic; the lyrics to rock band Shihad’s hit song Home Again. The first lyric uttered by Jon Toogood involves turning the clocks back for the winter, leading to an easy reminder to not sleep in. Daylight saving time is a product of industrialised society, or so they say. In the past, there have been conflicts between the rural sector and townies as to who has the right to meddle with the march of time. Some of the arguments for and against the practice have been wide of the mark during the years. One American correspondent writing to the Washington Post in the 1930s opined that the president was a fine fellow. However, he didn’t have the authority to slow down or speed up the rotation of the earth, as this was the prerogative of the Almighty alone. Others have complained that the extra sunlight would bleach their drapes and carpets, or, conversely, that the extra darkness would be a boon to muggers and burglars. Of course, this reflects the idea that daylight savings is somehow a physical force, perhaps controlled by a large
capstan underground, as in JJ Abrams’ television series Lost. In reality, all we alter is the rate at which we collectively consent to view time. A human-made construction, which helps us agree on when to meet up, start work, finish school or eat dinner. In the high latitudes of Siberia and Scandinavia, daylight saving time doesn’t exist. That’s because for weeks at a time in summer the sun remains in the sky, and in the depths of winter night can last for a Game of Thrones-like 32 days! The ancient Romans took an even more complicated approach to daylight savings, developing water clocks, which were altered month by month to ‘chop up’ the available daylight into hours. That was by decree of the emperor, who was accorded the status of a god and associated with the sun, so there was no use in arguing. An hour in the cold, short days of winter was only 44 minutes

There’s a coveted position inside every single human mind, all across the tangled web of interactions and payments we call ‘the economy’. Those in the know call it position zero, the name that’s at the very top of the list when a person is asked about the best of any given product or service. How important is position zero? Well, when researching the effectiveness of search engine algorithms, marketing gurus from the agency Red C found that no matter which order a range of products was presented, customers clicked on the name they liked best, prejudging the outcome and giving their clicks to their favoured brands. They’d rather scroll off the screen to find their favourites than simply click top spot. Hence, position zero, the ‘go to’ you already have in your head for every single kind of consumer product, from

When Toyota went to Australia, it discovered a landscape where the Land Rover was king. Dust, heat, distance and rough terrain combined to make this army-bred Brit the weapon of choice for hardy outback dwellers. Its market share was absolute, its brand loyalty ironclad. Not long afterwards, the Land Cruiser was born, and all the graphs went south for the Brits. Pretty soon, it was known that the red parts of Oz were Toyota country. Replace the geography with Kiwi farmland, and the big ‘cruiser for the Hilux, and you have a recipe for how things went here in the 80s. However, in the US, it was a little different. There, the king was the Ford F150, a vehicle so popular that one is sold to a patriot of the States every half a minute. It had pedigree, simplicity, a whacking great V8 mill and good ol’ credentials to match Levi’s or Smith and Wesson. Toyota took note, then took notes. Then they answered with the Tundra. This massive ute is, in actuality, a true pickup truck. The current model has the big 5.7-litre, high torque, 381 horsepower V8 to back up its claims. It’s the only full-sized pickup made in Texas; San Antonio to be exact. In fact, Toyota is even more precise in drilling down for some US pedigree for what is the only Japanese/American pickup. Its ‘1794’ edition is named for the colonial cattle ranch which once existed where the Toyota factory now stands. It comes with saddle brown leather seats and all the wild west trim; regular models make do with being as big as all outdoors. There’s the appeal of this monster in a nutshell; it’s immense. If you

need to carry large loads and do so in comfort, there’s nothing quite like a top-spec American pickup. ‘‘It’s fantastic’’ is the view of fertiliser spreader Darren Greening on Prolan. The New Zealandmade, lanolin-based corrosion inhibitor and lubricant that has worked wonders on the vehicles he uses. One of the toughest testing grounds around. ‘‘I always had an A-plus rating at the vehicle testing station without it. Now they want to give me a higher rating,’’ Mr Greening said, describing the fertiliser industry as ‘‘harsh’’ on the gear used. Rust was an ever-present problem. ‘‘I’ve had 20 years in this industry and haven’t found anything that will keep it at bay like this.’’ He has recently tried out the Prolan extreme strength corrosion inhibitor on the fertiliser spreader trucks. When it was washed off after the recommended time, the trucks looked like new. The former shearer was already familiar with lanolin’s properties and distinctive smell. Although there was no total fix to prevent rust, Prolan was effective in shutting off the supply of oxygen to a surface, Mr Greening said. Where he has used it on gear that already had some rust, it retained it at that level, and when applied to a surface coated with old rust, it turned the rusty area black. It could be scraped off once it had hardened. Darren said he would be using Prolan on all its trailers as well as its trucks and urged users to remember it was a natural product that needed time to cure. ‘‘If you do that, it works well.’’ Prolan is becoming increasingly popular with

Kauri Coast Top 10 Holiday Park Guided Kiwi Walk Guide: Ever seen a Kiwi in the wild? That’s what all our guests hope to do when they join our Guided Kiwi Walk which departs each evening from the Holiday Park. Full training will be given but the successful applicant will be friendly and confident with small groups of people (up to 11), have a full clean driving licence, and have an interest and knowledge of wildlife. As a Guide you will take groups of guests to Trounson Kauri Park and lead them on a 2 hour tour through the Park. Hours are 2.5 hours per evening and the rate of pay is $80 per walk. Part Time Handyman / Groundsman This role could be either employed or self employed. Hours would be between 10 – 20 hours per week which would be rostered and generally between 9.00am – 2.00pm. A good level of physical fitness is required, and ideally you will have building maintenance and gardening experience. In the past this role has been filled by someone who was also a Kiwi Walk Guide, and these roles do work well together.
