The Wellington-based customer, who has bought a new house in Auckland, has chosen to use the unique and varied art of Pauline Gough to enhance his new property. The one-time primary school art teacher describes herself as self-taught and says she does not consider what she does as work. “I just love it and I always have — and that’s why it’s not work to me. p Northern Wairoa Schools Speech Contest winner Devijon Mikahere is congratulated by Dargaville Rotary president Margaret Bishop. Eight articulate youngsters wowed an enthusiastic audience when the Northern Wairoa Schools Speech Contest was held in Dargaville last week. The event, organised by the Rotary Club of Dargaville was won by Devijon Mikahere, 12, a year 8 student from Te Kopuru School. Devijon spoke about obesity and the harm it causes. The judges said he used showmanship and facts that most people could relate to.

Popular calendar on sale again  The Anglican Parish of Dargaville’s popular pictorial calendar has hit the streets again and this year’s theme is “Kaipara waters.” Organiser and collator Anne Mitchell says the calendar has reproductions of local photographers work from all around the Kaipara. “There were so many wonderful pictures to select from it was really hard deciding on just 12 prints.” The pictures cover water scenes and views on a large print calendar that sells for $15, with proceeds raised going towards Church projects such as always on going parish building maintenance on the church and community hall. Anne says the calendar always sells fast and the 300 copies are available now from Inders Auto One, Gloria’s Flowers and Gifts and from the Dargaville Museum.

Community Spotlight Too late for stage fright now! Spare a thought for Ruawai dairy farmer Greg Scott this Friday when the lights go up at the Dargaville Little Theatre’s opening night of the Broadway smash hit, Annie Get Your Gun. The leading star of the production has never been on stage before and describes himself as always being the shy kid at school. The 44-year-old brought his daughter Kaitlynn to rehearsals back in June — the 12-year-old is also in the cast — and says he thought he’d offer his talent for ‘a small part’. To his amazement, he ended up being cast in the Irving Berlin classic as the notorious womaniser, Frank Butler. “We’ve been rehearsing since the end of June and the pressure to learn the lines, the melodies, stay in tune and just get that confidence has been quite intense, but here we are — just days from opening night.” Greg says he’s enjoyed getting to know all the others in the 34 strong cast, plus the myriad of backstage workers. “I’m a lot more confident than when I started and it’s also been great just getting away from the farm for rehearsals.” His wife Tracey will also be in the wings lending moral support — she’s involved with the show’s costumes. The show has not been performed in Dargaville for 40 years and is the company’s biggest production this decade.

Removing the stigma around mental health On the eve of mental health awareness week which runs from 7th–11th October, the Dargaville branch of Whangarei based Arataki Ministries is seeking to de-mystify some of the common preconceptions. For many people, the subject is either taboo or just ignored, but some of the statistics are hard to ignore. Research indicates 45 per cent of people will have mental health difficulties in their lifetime, 20 per cent will need some help to overcome those issues and three per cent will have disabling mental illness. Thousands of native trees destined for Kaipara Harbour waterways will soon be growing in a new shade-house at Ruawai College, with help from a $1400 Northland Regional Council Environmental Curriculum Award. Ruawai College is using the funding to help pay for a school ground shade-house to grow the trees from locally sourced seeds, and hopes to raise around 5000 trees a year for planting along waterways flowing into the Kaipara. Ballet heads for Dargaville u by Colin Patterson

The country’s best dancers are coming to the Kaipara to perform in November, thanks to an initiative from the Dargaville Rotary Club. Dargaville will be one of 47 stops the Royal New Zealand Ballet will be making as part of its TOWER Tutus on Tutu performances from October 23 to December 6. The tour is part of the Ballet’s 60th birthday celebrations. However, a Dargaville performance was in doubt until Rotary stepped in. “The problem was a lack of a sponsor,” says Rotary president Margaret Bishop. “Previously Kaipara District Council and Hospice Kaipara have been sponsors. But for various reasons neither were able to do that this year. So the Ballet approached Rotary.” Mrs Bishop said the club jumped at the opportunity. “We will have to pay some serious money to host the Ballet. But it’s a wonderful opportunity to do something for the community.” She says Dargaville Rotary is celebrating its 75th birthday this year and bringing the Ballet to Dargaville is an appropriate way to mark the event.

The Ballet will be performing on Wednesday November 6 in the War Memorial Hall, Hokianga Rd, starting at 7.30pm. Mrs Bishop says Kaipara District Council is supporting the event by supplying the venue free of charge. Many details of the Ballet’s repertoire have still to be sorted. But it will include dances from Peter and the Wolf which Mrs Bishop hopes will attract younger people to the audience. “It’ll be a grand night out and there’ll be something for everybody.” Tickets will cost $20 or $25 for adults and $10 or $5 for children under 13. They will be available after October 14 from Distinction Jewellers, 64 Victoria Street, Dargaville. Mrs Bishop hopes the community will get behind the event. “This is New Zealand talent. It’s right here — you don’t have to go to Auckland to see it.” She says any profits from the event will go to Rotary community projects. ¢

You will recall that in August 2012, the Mayor and Councillors stepped aside and asked the Minister of Local Government to appoint Commissioners to govern the Kaipara District Council. Elected members did this because they recognised that the problems facing the District Council required special expertise. The Minister appointed Commissioners. He recognised that the challenges facing the Council were significant and would need time to be met. Commissioner appointments were made through to October 2015. This means that there are no elections for a Mayor or Councillors for the Kaipara District Council this year. However, your vote is important for our regional bodies. Elections are underway for the Northland District Health Board and the Northland Regional Council. Eligible voters should receive their postal voting documents this week. Entering the second year of Council governance by Commissioners Kaipara has four Commissioners governing its Council. As chair, I am fortunate to work with a skilled and experienced team of Commissioners, being Richard Booth, a Northland farmer with governance experience in the dairy and kumara industries; Colin Dale, the former Chief Executive of Manukau City Council; and Peter Winder, the former Chief Executive of the Auckland Regional Council. Our second year of serving the district has just begun. If you have questions over Council or district matters, please do not hesitate to ask us. An invitation to settle Last week the Commissioners invited the Mangawhai Ratepayers and Residents Association (MRRA) to come to the table and settle the issues that they have with the

Council. They chose to take the Council to Court earlier this year, seeking among other things, the return of all rates set across the district back to 2006. The MRRA have unrealistic expectations. Unless they withdraw this action, it will last well into 2014, and be very costly for ratepayers and for those who are funding their legal bills. It is time to move on. Ratepayer monies are best spent on road maintenance and community development, rather than legal and Court costs. And time to end the rates “protest” It is also time that those withholding rates for “protest” reasons rethink their position. Most of those taking this action own properties in Mangawhai, and many of these property owners live in Auckland. They use Kaipara’s roads. They enjoy the harbour that property owners who pay their rates help maintain. Many use the Mangawhai wastewater scheme. Yet they expect others to pay for these services, now for a second year. Many people ask Commissioners why Council is not taking action against these property owners. Once the Local Bill is through Parliament and the validity of previous rates is beyond doubt you can be assured that we will take action. Penalties are being applied to those not paying rates, and so in the end these property owners will pay a heavy price for withholding the rates they owe. September Council meeting This month’s Council meeting will be in the Northern Wairoa War Memorial Hall, Dargaville, on Monday 30 September at 10 am. Commissioners will receive reports from management on a range of policy and operational matters. Please feel free to attend to observe how Council meetings are run. Finally, we are appreciative of the support of the wider community. Kaipara has a tremendous volunteer spirit, supporting community services across the District. Our liaison with communities and iwi has been a great pleasure.

More leaders needed for St John St John is calling for more leaders to help run its activities for its Maungaturoto youth division.

Maungaturoto divisional manager Jodie Horsford said they currently had three leaders but desperately need another two. She says St John in Maungaturoto operates four groups that meet weekly. The first group is the Penguins for youngsters aged from six to eight. The kids do hobbies and learn about healthy living and basic first aid. The Penguins are followed by Green, Blue and Gold groups for older age brackets. Ms Horsford says youngsters and teens in St John learn essential life skills and make new friends. They

undertake many activities including going on camps. But to that they need guidance from adult leaders. “We want people who are passionate for youth and the community. They need to know how to interact with kids.” Potential leaders should not be put off if they feel they do not know it all. “We can put them on a leadership development course. They can do a first aid course. Wedding dresses spanning more than a century will be on show at a special one-off exhibition of wedding gowns and finery at the Lighthouse Function Centre on October 6. Organiser Margaret Tier from the Dargaville Museum said the exhibition was last held six years ago and many calls for it to be staged again had prompted the return of the display. “Dresses and other wedding finery such as mother of the bride and bridesmaids fashions going back to 1905 will be on show, some being modelled and others via static displays.” Margaret said some of the gowns could only be displayed as they could not find models for some. “A lot of women decades back were quite tiny and we just couldn’t find suitable models for all of them.” Visitors to the showing will be able to chart the differences in wedding gown trends over the century from the almost nightwear look of 1905 to the heavy satins of the sixties. The exhibition will run over the afternoon from 1.30, with light refreshments, and tickets are on sale now at $20 for adults and $10 for students at the Dargaville Sewing Centre or from the Museum. ¢

While Kaipara residents won’t be voting for a mayor or district councillors in this year’s local body elections they can still have their say in other elections. Voters will still have to choose one Northland regional councillor from five candidates and elect seven members of the Northland District Health Board from 27 candidates. Community representatives spoken to by the Kaipara Lifestyler say most people will still fill out their ballots despite the absence of mayoral and district council elections. Mangawhai Residents and Ratepayers Association chairman Bruce Rogan says he expects most of his members will vote. “Our members were motivated to

join the association because they are interested in their democratic rights. Although some of those rights have been taken away, people are still interested.” Mr Rogan says it is likely that amalgamation in some form will be foisted on the district by the Local Government Commission or the government. The district needs strong advocates in elected office to ensure its interests are not forgotten in any reorganisation. Federated Farmers Northland Dairy Chairman Ashley Cullen who farms near Maungaturoto says

the people he’s talked to are all keen to vote — especially for the district health board. ‘I’ve talked to a few Whangarei voters and they’re fairly confused. They’ve got 12 mayoral candidates.” Kaipara District Council chairman of commissioners John Robertson says he and fellow commissioners are encouraging people to exercise their democratic right to vote, as they can still have a say in who is elected to the district health board and the Northland Regional Council. “The election of good representatives to both these organisations will ensure that Kaipara has a voice in these arenas.” All elections will be carried out by post. Voting papers were mailed out on Friday (September 20). For votes to count they will have to be returned no later than noon on Saturday October 12.

The popular house and garden safari is on again on Saturday November 2, with a collection of 13 properties around Dargaville and the area opening their homes and gardens for viewing. Organising spokesperson Anne Mitchell says the homes on show will include classic original, art-deco and ultra-modern, featuring kitchens, general interiors and decors and furnishings. “One home even has its own helipad and some of the other decors are amazing including one designed with

impeccable furnishings to compliment sweeping views out over the Tasman.” She says gardens on show will vary from large, spread out rambling estates to small sections in the heart of town, which show that a large space is not always necessary to achieve individualism.

Settlement offer to ratepayers u by Colin Patterson

More court action remains likely over the rates bill for the contentious Mangawhai sewerage scheme; even though Kaipara District Council has signalled it wants to reach a settlement with disgruntled residents. Chief commissioner John Robertson says the council has instructed its lawyer David Goddard to approach the Mangawhai Residents and Ratepayers Association (MRRA) to seek a possible settlement. But at the same time, the commissioners have instructed Mr Goddard to lodge an appeal against the High Court’s decision not to strike out the association’s claim to have illegal rates decisions set aside. “This initiative has been taken in order to try to bring an end to the very expensive legal proceedings underway,” says Mr Robertson. “We prefer to spend rates on road maintenance and community development, rather than legal and court costs. “There are many issues that council and the MRRA agree on that do not need court involvement — the history of poor decision-making is acknowledged by both organisations,” says Mr Robertson. While the council offers a carrot in one hand — the offer of a possible settlement — it has a stick in the other,

with its decision to appeal against the recent court decision. “Council needs the court to provide a determination on the interpretation of the protected transaction clauses within the Local Government Act. It is about whether or not council can set rates to repay the debt incurred by the Mangawhai Community Wastewater Scheme. “Our legal advice is very clear and we are very confident of our position on this issue,” says Mr Robertson. MRRA chairman Bruce Rogan says although the council’s offer is welcome, its substance merely repeats its previous position. “What they say is that is if we abandon our court action they will declare certain rating decisions illegal. But they say we will have to pay all rates and penalties.” He says the council’s submission to the court had already admitted that some of its decisions were not legal. “As far as we are concerned it’s a sham offer. But we are not moving to absolute rejection. We’ll suggest that if certain changes were made to it, it could be acceptable.” ¢

Press headlines, “$150,000 fine for dirty dairy farmer” and another farmer contacting Farmers of New Zealand claiming that Fonterra had suspended his milk collection because of what he had described as feline problems, do not help the many New Zealand dairy farmers who have embraced New Zealand’s clean, green objectives. Environmental Judge, Laurie Newbrook’s decision to severely penalise a Northland dairy farmer with a fine of $157,000 for causing effluent contamination of waterways cannot be defended by any farmer of New Zealand. The farmer, who had his milk collection suspended by Fonterra and was quite critical of the co-op because of what he described as a cat problem, was guilty of having in excess of 144 cats roaming and living around the cowshed. The farmer claimed that this was the result of irresponsible townies dumping pets at his milk tanker driveway. In speaking to Farmers of New Zealand last week the farmer said he had alleviated much of the problem but still had 24 cats converging onto the cowshed milk room when the tanker arrived. One has to question what the farmer’s sense of reality is when effluent fines are given for continued noncompliance of effluent management and the second farmer cannot understand that the production of milk must comply with the Food and Safety Act and also Fonterra’s conditions of supply. We dairy farmers, while being very pleased that Fonterra’s recent scare regarding what they believed was contamination of their milk product which turned out to be completely unfounded, certainly learnt the lesson that our continued access to our international markets depends upon the ability to produce high quality dairy products to maintain customer confidence. Gone are the days where stories like the cream tester at a Northland dairy company taking off a cream can lid found a rat floating in the cream can. He wrote a note, put it on the cream can, replaced the lid and returned the cream to the farmer concerned. The next day the cream tester recognised the cream supplier’s cream can which had a docket tied to the lid. The note said, “in view of your letter received yesterday that there was a rat inside this cream can, I have removed the rat. I hope this is to your satisfaction.” The old timers will remember many other stories of supply to the dairy companies when rules were not so stringent.

Farmers of New Zealand cannot defend farmers who let the dairy industry down and harm our reputation through indefensible acts. Fonterra and Dairy NZ are introducing new codes to meet the requirements of the new Health and Safety Act. Effluent monitors, providing training courses, introduction of warrant of fitness programmes, nutrient budgets, soil profile reports, sustainable milk plans to ensure compliance — these measures will be nationwide. I have stated numerous times before that if these minority non-compliant dairy farmers consistently do not make an effort to meet the New Zealand dairy industry goals they run the risk of not having Fonterra’s Volvo and Scania tankers coming onto their farm to pick up their milk. They will not only become a casualty of their own making but will cause other farmers to pay further compliance costs. A dairy farmer, having to face the payment of a $157,000 fine over a 12 month period in most cases would cause financial ruin. Litigation insurance does not provide immunity where it is proven that a farmer has shown a reckless disregard for previous warnings to improve and comply with dairy effluent management rules. ¢

Today’s fire brigade — a lot more than you think u by Alan Wheatley

To most of us, the fire brigade is that comforting institution that’s always been down the road, the place with really cool, shiny trucks and good people who will come rushing if you need them. While all of that is totally true, there is a lot more about today’s fire brigade than many of us perhaps realise, with a mix of traditional and 21st century hi-tech. When you grab the phone and make that panicked call, it kicks off in Auckland. In Dargaville, pagers carried by every volunteer go off, detailing where and the type of emergency — level 1, motor vehicle accident, bush-fire, level 2 — domestic or commercial fire and so on. By now upwards of twenty or more volunteers are already on their way. Once

Level 1 is just fireproof overalls, but other calls mean the full quick-access, snap-on kit of heavy bunker coat, overtrousers, boots, gloves and of course the all-important helmet with its protective visor and flaps. Within just three to five minutes, the teams are rolling. The trucks — which average around 10 or 11 tons — are quick, but are only allowed to do 25kph over the signed speed limit to a maximum of 105kph on the open road. On a full turn-out, there are six in the appliance. The driver and officer in charge up front, and in the back a ‘branchman,’ brigade-speak for the person who operates the hose. They need a back-up, as when the hoses are blasting at up to 700kpa, one person could simply not hold and it and move forward, so it needs two. No 3 is the standpipe operator, responsible for the big pipe that goes into the street water main which hoses connect to; while the fourth crew member operates the big on-board pumps. Upon arrival, the officer assesses and assigns crew to whatever

They also attend a lot of motor vehicle accidents, unusual emergencies like bomb threats and dangerous goods issues, medical emergencies assisting their ambulance colleagues with hi-tech rescue and cutting gear, down to civil defence like floods and storm damage. This weekend sees a wealth of activities, kicking off on Saturday at 12.30 with a parade of more than 25 fire appliances down Dargaville’s main street, with many of the crews in period costume. The action then moves to Selwyn Park where there’ll be hands-on activities around the brigade’s equipment, with a mock house burning demonstration, a foam tender from the Marsden Point oil refinery, plus kids rides in fire appliances, a sausage sizzle and equipment demonstrations. All of this is ahead of a formal evening event where various area commanders, commissioners, life members and other guests will have dinner. ¢

It’s shaping up to be a month of big themed parties around the Kaipara, with two of the district’s grand old taverns rolling out the red carpet and the wild west sawdust respectively. The Maungaturoto Hotel has had a packed schedule during September, with last week’s comical and astounding magic show by Kiwi magician Mike Lindsay drawing a big dinner crowd. Mike got amongst the audience and performed feats of baffling prestidigitation in the style of international greats Dynamo and David Copperfield, eliciting laughter and wonderment. Just a week beforehand, the historic hotel played host to the Kaipara’s ‘toughest lad’ competition, pitting would-be hard men against such

obstacles as an electrified maze and some truly stomach-churning shots of ‘special’ tequila spiced up with pig’s eyeballs! While the winner of the ‘toughest lad’ turned out to be over 40, it just goes to show that apparently ‘ they don’t make ‘em like they used to!’ Coming up this weekend the Maungaturoto Hotel will host a glamorous red carpet affair — the first annual On Screen party. Patrons decked out as their favourite film characters can

expect a whole week of fun leading up to the big night, with a Hollywood sign gracing the Maungaturoto skyline, and special movie-themed dinners served up by the hotel’s chef. Mrs Joy Keightley Q.S.M. u by Brian Eastwood

An outstanding record of community service and lifelong links with Northern Wairoa have been broken with the recent death in Dargaville of Mrs Joy Cynthia Keightley Q.S.M. Joy Keightley, nee Joy Cates, was born in Ruawai 91 years ago. When her parents shifted to Te Kopuru, Joy worked on their farm until starting nurse training at Te Kopuru Hospital. After

wartime nursing in Te Awamutu, Joy returned to Te Kopuru to marry Norman Clark. As her family grew she became more involved with the Methodist Church, helping with cleaning, f l o we r arranging and singing in the choir. Sharon H u n t e r, eldest daughter of three, remembers her mother joining Country Women’s Institute and

earning a Good Service Badge and Bar in 1966. Nine years later Joy was elected President of Te Kopuru Women’s section of the R.S.A. and remained a member for the rest of her life. In 1989 she was made a Gold Badge Life Member, topped by a Long Service Award in 2012. Norman died in 1967 and six years later when Joy married Norman Keightley, they shifted to Tauranga, Whangarei and finally returned to Dargaville. For Joy it was back to voluntary work with National Council of Women, Northern Wairoa Council of Social Ser vices, Methodist Fellowship and R.S.A. In later years she told how, when asked to take on the task of supervisor at newly formed Te Kopuru Civilian Maimed Association, she said ‘no’. But that night Joy thought to herself, ‘Who

am I to say no, when people out there need my help’. So began more than thirty-five years with Te Kopuru and Dargaville North Civilian Maimed Associations, encouraging people with various disabilities to rehabilitate by creating handcrafts and enjoying each other’s company. Amazingly enough, Joy even found time for her own leisure, knitting, gardening, sewing and spending time with family. A well-merited Queen’s Service Medal was awarded to Joy in 1999. Her reaction was typical when she declared herself ‘dumb founded and very honoured’. But in her lifetime Joy Keightley has shown that it just takes one dedicated person to make life much better for many. ¢
