The zone, more commonly known as the MAZ, is at heart a community project. The volunteers who have helped guide its inception are very thankful to KDC donations and assistance along the way. Disbursements, such as this recent one from the council’s Reserve Contributions Contestable Fund, are a vital part of the funding plan, which has led from a patch of empty land to a facility described as ‘the treasure of the whole area’ by its patrons. “We started out for one reason; we listened to young people who had no place to play and enjoy the outdoors,” says MAZ supporter Colin Gallagher. “We’d like to thank the funding committee for investing in the next stage of growth here.”
Fellow MAZ stalwart Ken Rayward confirms that the next project to break ground will be a three-on-three basketball court of the type used in the fast-paced street jam variant of the popular sport. Kaipara Basketball is in full support. It plans to incorporate the new court facilities into its official tournament and play structure as soon as it is complete. “This is a facility, or a series of facilities now, planned, devised and maintained by volunteers,” says Mr Rayward. “It’s become the envy of every local town, even Auckland, and who knows what we will end up with? The community is behind us, and there are plans for more future growth, thanks to generous funding grants such as the one we have just received.”
Next on the list after specialist construction firm Contrax lay in the basketball courts is an expansion to the already world-recognised skate park at MAZ. It aims to make it the only Olympic level skate facility in New Zealand, in time for skateboarding to become an official Olympic sport in Paris 2024. Such an upgrade would make Mangawhai home base for NZ Olympic skateboarders. A fact not lost on their team when they brought the top Kiwi athletes in the sport to town this year, accompanied by the world’s biggest skateboard, a promotional prop. Both Colin and Ken would like to offer their sincere thanks to all those who have helped bring MAZ to the point where it is today and are helping plan for expansions in the future. ¢

u “Ruawai College celebrated Te Wiki o te Reo with a knowledge-based approach,” says Māori culture and language educator Keanu Townsend. On Monday, the origins of te reo out of the Pasifika diaspora were explored, and the history of the great navigator Rongomai, who sailed the Māhuhu-ki-te-rangi waka to Kaipara was shared. Tuesday saw a photo scavenger hunt for 20 items named in te reo Māori. Wednesday came with a quiz in te reo, while Thursday was all about exploring the pepeha (identity) of students and the school, along with a feast of fry bread from Annissa Thompson of The Well Cafe. Friday saw classes on the design, use and martial arts associated with the taiaha, along with haka and waiata, to end a week of fun and learning.

A report by Kaipara District Council’s auditors has declared that the 2021–2031 Long Term Plan provides a ‘reasonable basis for accountability to the community’ but also highlights issues that could affect the plan delivery. Deloitte has completed a rigorous review of KDC plans, financial and infrastructure strategies, evidence, rationale and assumptions. Required under the Local Government Act, the report gives the council and the community confidence that the council is on the right track. Mayor Jason Smith says the audit report also draws attention to other issues outside the council’s control that may affect delivery of the plan. “The government’s Three Waters and local government reform could result in significant changes, which would affect the information the decade-long plan is based on. We can’t know what that means for us yet. “Other things like labour or supply shortages could have an impact too. Some of this is due to Covid, and some relating to the construction boom. It has already delayed some projects, like the Pahi wharf,” Dr Smith says. The report also says the council needs to continue to monitor the growth of Mangawhai and the subsequent impact on development contributions likely to be received. It is because it plans on using development contributions to repay debt from the Mangawhai wastewater scheme expansion. “It’s most efficient to develop the scheme just ahead of the growth. The number of resource consents issued gives a good measure of what is required. If growth is slower than anticipated, we can slow down the expansion to match the need. On the other hand, if Mangawhai grows faster than expected, we’ve already done the planning and can ramp up quickly,” he says. The council will respond to these issues as they arise by doing an amendment to the Long Term Plan, if needed, which would be consulted on, or through the Annual Plan, which would be consulted on if changes are considered significant. The role of the independent chair is to provide different and independent perspectives on the risks, issues and challenges councils face. As the Kaipara District Council gets underway with a public consultation on our stormwater drainage and wastewater drainage bylaws, issues of both storm and wastewater have been put in the spotlight due to extreme weather events.

With the realisation that the existing consolidated general bylaw was unwieldy, the KDC began the task of segmenting it for ease of understanding. Pertinently, the first items out the gate for a standalone reshuffle include wastewater and stormwater. These relate to part 11 of the bylaw; land drainage. The KDC aims to make the new bylaws easier to understand and work with while still protecting wastewater networks. By an accident of nature, this review began after a week of inclement weather delivered rain and flooding to several areas, prompting questions about the efficacy of the district’s stormwater infrastructure. “The recent flooding in the lower-lying parts of Dargaville is due to a confluence of specific weather-based events, and similar issues that many older towns suffer from, a lack of investment in
infrastructure,” said KDC’s operations manager of Infrastructure Services, Donnick Mugutso. “In the recent Long Term Plan, the council has set aside funds this year to commence investigations into the upgrade of the Dargaville flood defence. This will provide clarity on the level of investment required to address current and future problems.” Details on the proposed changes can be found on kaipara.govt.nz/haveyoursay. Hard copies will be available at KDC offices and libraries. Instead of holding a hearing, the council invites people who want to share their thoughts to book a Chat with a Councillor session. These sessions will be held in early November. Written submissions are open from September 20 to October 20. Alongside a contribution to the Mangawhai Activity Zone, this month’s Kaipara District Council round of grants from the Reserve Contributions Contestable Fund has helped other community and civic groups achieve their goals.

The fund, which disburses grants to community development and beautification projects from monies collected from the sale of new properties, has a strong history of supporting community works. This round saw $107,310 divided between four major projects. The Ruawai Promotion and Development Group received $9,770. It will enable the riverside town to expedite some of the many civic and town centre improvements envisioned for the future. “We have several projects in the formative stages,” says RPDG member Bruce Crompton. “There will be a chance for the public to have their input at one of our two annual meetings, coming up on October 5.”
While Ruawai residents help shape the future of their town and the use to which these funds are put, the Mangawhai Historic Zone, recipients of $10,920, is also celebrating. Mangawhai’s history is on display where colonial-era classic buildings have been gathered next to the town’s museum. Earlier this year, the preserved hull of the vessel Daring was brought home to this area, amid plans to turn it into an educational tourist attraction. Another $970 was awarded for riparian planting in the area, protecting waterways from erosion and run-off. The projects funded by this round of grants will begin construction and implementation soon, with some requiring extra consents and input from neighbours and other stakeholders. ¢

With a new management plan in the works, it’s time for the public to tell the Kaipara District Council what they envision for the future of one of Dargaville’s major landmarks, Pou Tu o Te Rangi and Harding Park.
Northland and the Kaipara’s rugby clubs are banding together to promote Covid vaccination, leveraging their community reach and involvement into opportunities for people in rural areas to opt-in to the medical roll-out.

“If you’d like to make a suggestion for the new plan, we’d love to hear it,” said Kaipara District Council’s media liaison. “Tell us what you value about the parks and how you’d like to see them managed and developed in the future. Your suggestions will be considered when drafting the new plans.” The Kaipara District Council last reviewed the future path of the historic area, incorporating the Mount Wesley Cemetery, downhill bike tracks, Dargaville Museum, Dargaville Heritage Machinery Club facilities, pre-European pa site and parkland, back in 2007. At the time, a mandate from the public to improve, beautify and enhance the entire multi-use zone was sought and obtained.
The document drawn up in 2007 prioritised enhancing the experience of visitors to the site, developing the park as a venue for heritage, culture and recreation, and providing better, clearer signage explaining the many places of significance within the park area, from the masts of the Rainbow Warrior through to the historic cemetery, resting place for many of Dargaville’s founders. The KDC wants to know what has gone well since then, what could be improved, and what should come in the future. Submissions on a new 2021 plan are open now and will run until October 4. The region’s rugby heads, including Southern Rugby Club’s Chris Fife, have teamed up with Māori health providers in an effort to see Northland become the first province to have at least 90 per cent of its population fully vaccinated. “We’re all about our communities, and this is a way to give back while strengthening those ties,” said Mr Fife on the day the Take 2 For the Team programme was launched last week. At the core of the programme is a donation system under which rugby clubs help make it easier to access vaccination and receive a $10 payment for each shot administered. Take 2 for the Team is being led by Rugby for Life. The programme uses the networks and influence of the Northland Rugby Union and the Northland rugby community to create health, education and employment opportunities for communities across the region. The donations will be earmarked
for upgrades to playing fields, facilities and sports amenities at all levels of rugby and in towns big and small. Meanwhile, there’s great news for local rugby as three young up-and-coming stars of the sport find their place in the Blues Super Rugby team’s under 18 squad. Lucas Payne of Dargaville High School, Jack Bradley from the Western Sharks and Blake Paxton of Southern Rugby Club all made the grade to compete in this high level of competition. In the same age category, a strong women’s team has been assembled for Northland, featuring noteworthy local players Pohutukawa Kakara and Harmony Covacich. With games back on the field following lockdown, local rugby’s top strata are now looking toward early 2022, when the Harding Shield will return in a historic match-up that’s been long in the planning. ¢

After 2020’s Covid-19 lockdown, Dargaville’s Anzac Theatre cinema made an appeal to patrons to come out and support the local home of big-screen movies. That first return to the cinema after last year’s prolonged lockdown was a slow process. However, community spirit saved the day, preventing the Dargaville owned and operated movie venue from closing. Chess player Tahir T’eo is a member of Dargaville’s chess club and a foundation member of the school’s team. His teachers say he took a leadership role in helping develop the strategy and tactics of his peers in the ancient tabletop sport, forming a team who made a spirited challenge in the 2021 interschool Northland tournament earlier this year. This October, chess players will gather in Rotorua for a nationwide tournament, in which regions put forward their best to win bragging rights as ‘New Zealand’s home of chess’. Tahir will represent

Students and teachers adopted the black and white theme to reference the two miniature armies on the chessboard. They took a donation from each participant to assist in travel and accommodations expenses for the trip. Why should you do your own research? It’s simple, really; you get the answers you are looking for. Let's stop using social media as a credible place for information. When Facebook, for instance, first came to light, it was a great way to keep in touch with what friends and family were doing. I have a lot of family overseas, so it was lovely to connect with them like this. Like everything, there is an evaluation period. The platform became a space for those to put everything up online, such as what they eat at a restaurant or what they were thinking at that moment. Unfortunately, some of that evaluation has become toxic in the extreme; radical content and just so many untruths that people seem to believe. Ask someone where they got their information from, and you can just about guarantee they will say social media. Community groups have become the playground for vehement opinions rather than what they were actually designed for. I go to a community group to see what is happening in the area, not to be told I’m an idiot because I choose to
be vaccinated or I support a particular political view. Social media is a great tool when used properly, but if you are relying on it to get well-rounded and considered advice — that is never going to happen. Social media is fed by individuals with their own agendas. The research will always be slanted to their viewpoint and often bears no resemblance to real life. I am often amazed about how abusive people get on Facebook should someone disagree with their particular viewpoint. If you put a point of view up for the public to see, why are you then so offended when some disagree with that point of view and why does it have to become abusive? Then get even more offended when that post with all of its radical commentary is taken down by the administration for being found untrue. In order to get good quality research make sure that it has been peerreviewed by people qualified in that field. It’s more likely to be a wellrounded document when others have looked at it.

Maungaturoto will have a new physiotherapist from October 1, as long-serving and well-respected local physio Lyndey Bargh hands over her duties to new practice owner Caitlyn Bloxham. Lyndsey’s decision to sell her Maungaturoto practice and concentrate on the people of Dargaville, after two decades of serving both towns, was not an easy one. However, the pressures of securing highly qualified staff coincided with the offer from Caitlyn, herself an experienced physiotherapist. Lyndsey assures the people of Maungaturoto that they will be in good hands. “I’d like to thank all of my clients from over the years, who have come to me for assistance. It has been rewarding working with you all, and I’m pleased to be able to introduce Caitlyn to Maungaturoto to continue caring for its people,” says Lyndsey. Caitlyn has lived in the mid-north for slightly more than a year now, having moved here with her partner and child to practise physiotherapy in the nearby town of Ruakākā. Having been captivated by this part of New Zealand, she plans to stay, and investing in a local business is part of that long term plan.

Spring is a good time to give yourself a warrant of fitness, making sure you’re ready for a fun and active summer. 1. Sun smart readiness. It’s never a bad time to get checked for suspicious moles, spots and lumps that could be caused by too much sun. Doctors recommend a regular mole map, and getting one in before the hot sun strikes is a great idea. Don’t forget to stock up on sunscreen for the season to come, and get ready to greet the sun safely. 2. Spring diet and exercise. There’s no need to go to extremes, but as the seasons change our dietary needs can shift, making this a good time to honestly assess good and notso-good habits. For those who plan on diving headfirst into summer sports or recreation, consider some warm-ups now to get out of that winter lethargy. 3. Allergy alert. Spring can be a time of tribulation for allergy sufferers, but there are ample solutions to be found when you consult your doctor or chemist. Natural anti-allergy options are becoming increasingly popular, so it’s possible to find a balance that’s right for you and
lets you get outdoors to enjoy the season. 4. Stay Covid safe. It’s the health topic of the hour. Despite criticism from some, New Zealand has weathered the pandemic better than many of our international neighbours. Remember that precautions such as face masks and social distancing are for others more vulnerable than you, such as the elderly or ill, and those who cannot take the vaccine. If you have queries about the vaccine roll-out or concerns about interactions with medical conditions or other medications, please consult a qualified doctor and have a frank and honest discussion. 5. Feed your mind this spring. The government is investing in the future of beef cattle herds, with a financial shot in the arm of $16.37 million, set to return a $400 million-plus result in years to come. The seven-year project, in association with the Sustainable Food and Fibre Futures Fund, brings Beef + Lamb New Zealand onboard in a focussed approach to improving cattle genetics. By collaborating with farmers, the aim is to assist biological scientists and animal breeders to identify and maximise traits that allow for cattle to thrive in uniquely New Zealand conditions. “This investment will be used to develop a New Zealand-based genetic evaluation, which will ultimately result in more efficient beef animals, which generate less greenhouse gases and are more profitable,” says programme governance group chair Helen Anderson. In the Kaipara, this might mean hardier, dry-summer resistant beasts who can get the most out of pasture when it’s plentiful, for example. It’s also a chance to do away with the current, Australian-based model. “The new evaluation is groundbreaking because bulls of different breeds can be directly compared. Currently, each beef breed has its own evaluation, which makes genetic selection unnecessarily complicated for the farmer.” It’s not just beef cattle farmers who will benefit. Dairy herds will also be able to be adapted through specialised breeding
to match the environmental conditions of the farms where they live and grow. With a new suite of production-focussed genetic selection tools, dairy farmers will be able to select semen from beef bulls for artificial insemination. Experts opine that dairy farmers will experience shorter gestation times, easier calving and more valuable calves thanks
