As a follow-up to the Dargaville Community Planning project in March, the Kaipara District Council is to further engage local people to help review suggestions for community improvements. “We are establishing an advisory panel made up of a cross section of people in the community to help work towards positive outcomes on some of these initiatives,” said community facilitator, Darlene Lang Gent. “There were discussions on the pedestrianisation of a part of the CBD and we are investigating options available. “We cannot extend carparks on intersections as there are certain requirements regarding safety and engineering.” Freedom camping was raised as a concern and Council was investigating
putting a bylaw in place within the Kaipara District. There is insufficient evidence to warrant establishing a bylaw. Darlene says that concerning the mobility scooter issues with footpaths and roading, a council roading engineer has been chatting with scooter users working on ways to improve concerns they have. “Other suggestions have been to remove the concrete boats on Victoria Street. These are in place to calm traffic and ease pedestrian access. Council is going to spruce them up but they will not be removed. To place lights on the Northern Wairoa bridge, the New
Zealand Transport Authority regulations are currently being investigated to make the process easier for a community group to lead. “Things are progressing positively,” said Darlene. “We are looking forward to working with the community on some of the initiatives they have suggested. “With Spring and Summer approaching, now is a good time to spring clean our town before Christmas.” If you would like to receive a copy of the Action Plan Update please email Darlene Lang Gent at dlang@kaipara. govt.nz.

Holly Anderson and Jessika Grigg know what it’s like to lose a loved one to cancer and are organising a kids disco at the Kaiwaka Sports Complex from 7–9pm on Saturday, October 17 to raise money for the Cancer Foundation.

The Otamatea High School students shaved their heads along with friend Cheyanne Craft earlier this year and were encouraged by the support they received from their community and peers. “When we shaved our heads for ‘Shave for a Cure’ we probably raised close to $3,000 and raised over $360 through a bake sale. We also went around classes at school and people were really willing to donate,” says Holly. “I feel a lot of people have lost someone through cancer or known someone who has had cancer and
survived. The money will go toward people who are suffering at the moment who just need a bit of a hand. It is going towards something that is a really big problem especially in New Zealand.” The event is targeted towards primary school aged children and the $3 entry fee will go towards to the Leukaemia and Blood Foundation with adults and preschoolers free. The girls are hoping to organise games such as a dance version of spin the bottle, a lolly scramble and there will be glow items for sale.

I like the town, it is very friendly and working at Carters means I get to meet a lot of locals — they are a good friendly bunch.” Simon says there is definitely a lot of potential for growth here and it is growing. “I have seen a few shops close but I have also seen a few shops open. “There always seems to be people starting up new ventures here in Dargaville and that is good to see. I am excited to be back on the coast and am planning to get back into sea fishing.”

“I was made redundant due to a small town cutbacks,” said Simon. “My aunt and uncle live here in Dargaville and saw a job advertised. They suggested I apply for it so I came up here. Unfortunately I came second for that job so I handed my CV in to businesses all over town. “A couple of months later Carters called and I got this job and have been here ever since with no intention of leaving. I rented in Te Kopuru for a few months until our finances settled and then we purchased a few acres locally where we have a few sheep, fruit trees and a vege garden. “We enjoy the climate, it is so different to Turangi. The students then went to the Liggins Institute to learn more about physiology and biology. Kate was interested in the structure and the meaning of DNA analysis,” said teacher Eileen Parsons.

“Hannah Mills and Natalie Birt, along with 14 other students attended a ‘livein’ three-day course in conjunction with NorthTec in Whangarei.” They participated in activities including freshwater ecology — where they judged the water quality of the Raumanga stream, forensic science where the students had to find the ‘criminal’ using hair sampling, fingerprinting, blood analysis and shoe prints. They worked with liquid nitrogen to solidify leaves and other items and make ice cream as well as participated in dry ice experiments. “One evening was spent at the observatory which they also found interesting.” The students attended a Maungaturoto and Districts Rotary meeting to give thanks to the club and spoke with enthusiasm having enjoyed their experience. “Not only do these courses enable our students to socialise with many other students but now all three have a better idea of what is involved if they want to pursue a career in science,” said Ms Parsons.

New energy for local arts Locals off to Rainbow’s End by Ann Morgan
The Dargaville Arts Association has elected Peter Boyd as their new chairperson to carry the organisation forward, with Allan Mortensen who has been chairman for the last four years, moving to deputy chair.
School holidays are here, and for one lucky Dargaville family it’s going to be a break to remember. Kelly Bradley has won a family super pass to New Zealand’s biggest theme park, Rainbow’s End, after entering a contest here in the Kaipara Lifestyler. Kelly and her family will be able to choose whether to enjoy the park by day, or dare to venture into the realm of ghosts and goblins which comes alive each Saturday night through October at the popular attraction, leading up to Halloween. Keep your eyes on the pages of your local newspaper in the coming weeks for more great giveaways, including passes to Big Boys Toys at the Auckland Showgrounds.

The association was established in 2010 to provide a platform for artists in the area to have a place to come together, the Muddy Waters Gallery, and to encourage, support, and showcase the arts in the district. “We are in a strong place with a solid foundation and it is time for new blood and energy to take us forward and achieve our vision. Peter has all the attributes needed, and we are excited about him leading the association forward,” said Mr Mortensen. Gay Reed was voted to the position of secretary. She brings a wealth of experience and knowledge from her extensive art involvement in the Wairarapa. “The arts association were initially given the use of the Muddy Waters dining room at the Central Hotel to use, which is where the name of the gallery came from. With the support of Warren and Mavis Suckling, we then moved to the corner of Kapia Street and Parenga Street. This has been a bit of a success story, but we are always looking out for

more volunteers to help keep the gallery open five and a half days a week,” said committee member and retiring secretary Patricia Mortensen. Embracing both visual and performing arts, the Dargaville Arts Association also run an acoustic music night on the first Thursday of every month at the Commercial B&B on River Rd. “Although a long term plan, we are now investigating the feasibility of creating a Community Arts Centre in Dargaville”, said Peter Boyd. The DAA work very closely with other arts groups in the Kaipara, and together with the Mangawhai Artists Inc founded the very successful annual Gilmore Brown Kaipara Art Awards. “We are always looking for new people to partner with our team, particularly as we move forward with strategic planning to create the arts centre. This Tuesday 29 September our monthly Council meeting will be held in the Northern Wairoa Memorial Hall in Dargaville at 10 am. If you wish to attend, please do so. It is likely to take about an hour, during which time we will be conducting Council’s formal business, including tabling the Council’s just completed Audited Annual Accounts. Sale of surplus land. Over many months now, Council officers have been identifying and researching the background of parcels of land that the Council owns but which have no public purpose today, nor indeed able to be contemplated in the future. From time to time, the Council will prepare such land for sale. On the agenda for the upcoming Council meeting are two parcels of such land which officers are recommending for sale. Both are in Mangawhai. One was vested in the Council as a potential area for a roundabout, which the Council no longer requires (211 Thelma Road), and one a vacant lot which was once given by the Council to the police for a possible police station, but then was not required by the police. They subsequently gave it back to the Council (264 Molesworth Drive). Should these properties be sold, it is intended the proceeds of sale be applied to pay down Council debt. Ratepayers benefit from the reduction of debt, but also the district gains from the generation of rates from such properties once no longer held by the Council. Footpath upgrades. The Council is currently carrying out minor upgrade work to certain footpaths across the district. Kaiwaka is the first town to receive this work so far, but this will be followed by footpath work in Maungaturoto and Dargaville. Some of this maintenance is a result of community feedback asking that footpaths be more accessible and easier for mobility scooters. Every year we will be undertaking such work, so that over time we
lift the quality of our footpaths. Speed limits and pedestrian safety in our towns. It is important for safety reasons that we keep to the speed limits in our towns, on our beaches, and through our school zones. We have passed a bylaw to lower the speed limits on some of our west coast beach entrances. Please stick to these, and be cautious if driving on beaches. Speed limits are imposed for safety reasons. There are some speed limits that communities have asked the Council to review. In Kaiwaka, the Council is working in partnership with the New Zealand Transport Agency and the community in order to address speed and pedestrian crossing concerns in the township. The Council does not have the authority to impose restrictions alone. The national transport agency is involved on such matters for both state highways and local roads. Community meetings. Following the Community Planning week in Dargaville earlier in the year, staff are now working to implement a number of suggestions made. The next round of community planning activities will be be held in Mangawhai Village and Tangiteroria. Court of Appeal The appeal by the Mangawhai Ratepayers and Residents Association was heard in the Court of Appeal in Wellington last month. The Association appealed against the judgment made by Justice Heath in May 2014 in the High Court (Mangawhai Ratepayers and Residents Incorporated versus the Kaipara District Council). Two days of Court time were taken up. Three judges sat on the bench. Defending these proceedings is costly for ratepayers. We await the judgment.

A tale of transformation Somersaulting towards Nationals Tragic, intrepid and amusing tales recounting the lives of sailors in the New Zealand and British Merchant Navies will soon be told with the launch of ‘The Last of a Salty Breed’ at the Mangawhai Museum on Sunday, October 18 at 1.30pm.
The book tells the history of the British and New Zealand Merchant Navies including the rise and fall of the Merchant Navy from Viking times to the introduction of large container ships in the 1970s, as well as exploring the slavery and convict voyages to Australia and the United States from Britain. “I spent about seven years at sea followed by 20 years in journalism at the New Zealand Herald. When I left the sea to join the Herald I became a maritime reporter. I covered the waterfront, the Port of Auckland and shipping,” says author Roy Vaughan. “It was an extension of seafaring, instead of giving it up, I was writing about it. Having been born and raised in Dargaville, Grant Low of Grant’s Gas and Plumbing knows how important it is to support the local community. With 25 years in the plumbing industry, the experienced tradesman returned to his hometown, after 20 years away, to help on his parent’s farm. He took over the reins of the already well-established business Comber and Seymour in February, renaming it and giving it his own flavour. Munns Flooring have moved to 17 Gladstone Street, Dargaville. The business has been running for 77 years with Lorraine and Gerard Munn owning it for the past four years. Gerard has been a flooring installer for many years and was born and bred in Dargaville and Lorraine moved here when she was 14-years-old when her parents bought a farm at Kaihu. “We have an apprentice and are planning on employing more in the future. We would like to get people that may be interested in the profession and see if they enjoy it. Flooring is a forgotten trade that isn’t really talked about and we would like to teach people and give them a reason to stay here,” said Lorraine. Lorraine says there is a lot involved preparing floors and the job gives variety as well as a different work location every day. “Jarod Gilligan is our current apprentice — he enjoys the job and I think he will be here for a while. It has been great helping him to establish
himself in the trade locally so he doesn’t have to leave town. “We like to support those who support us, and if everybody kept it local and supported each other, the small businesses would survive and town would grow. We love it here, it’s a relaxed way of life and our children have enjoyed it too. Our daughter is now in Queenstown working but our son Daniel has purchased a house here and is planning on sticking around. “To us, keeping things local and helping the community is really important and necessary. If we didn’t support each other and keep the dollar in town we wouldn‘t have a town. “We’ve moved premises but are still local and look forward to providing the same friendly service that is known within our community.”

People were using truck and trailers or tractors and trailers and they are just not practical for the jobs that the dumpers can do. “Thwaites have been going for over 70 years and
we believe they are the best make. They have been around the longest and have got it sussed as this is what they specialise in. “They are good for farmers if they are clearing a paddock and have got rocks to move. They can put them in the dump truck with a digger and then move them to the corner of the paddock.”

In 1953, New Zealand, personified by the legendary Sir Edmund Hillary, conquered Everest. Now, in 2015, in a strange role reversal, the new Ford Everest looks poised to conquer New Zealand. We’ve been awaiting the arrival of this big seven-seater since its unveiling in Australia last year, and were tantalised by the sight of the impressive beast in the flesh, so to speak, at this year’s National Fieldays. But getting behind the wheel of Ford’s latest offering is something else again. In size, the Everest is a replacement for the Explorer, and in theory it faces off against the formidable Land Cruiser Prado in the market. But in reality this machine is styled like a Ranger, equipped like a luxurious Range Rover, handles off-road duties like a mountain goat and packs literally more computing power in its dash than the original space shuttle. Based on the wildly successful Ranger platform, the Everest shares the same beefy torque and power. In an age of sanitised appliance-like SUVs, it’s good to hear the powerful rumble of the Everest’s motor at idle. Even better to know that it promises to travel over 800 kilometres on a single tank. Step up on the running board and you’ll find a dash and binnacle easily the equal of anything out of Europe — a result of Ford’s world car programme bearing fruit. Out on the road, the Everest manages its seven-seater size with taut grace, never wallowing or feeling underpowered. The Ranger’s strength over other utes was its sedan-like manner on the tarmac, and the Everest follows up on this design philosophy.

from the air,” he says. “In the mix we applied per hectare was 80 kilograms of fine lime, 20kg of sulphur prills, 25kg of magnesium sulphate, 40kg of urea, 80 millilitres of gibb acid and 10ml of Biostart N.” The first pasture measurements showed average daily growth rate has increased from 19 to 57kg of dry matter per day. Total DM production over 20 days increased by 1,000kg of DM/ha. More importantly crude protein in the pasture increased from 20.2 per cent to 25.3 per cent DM and ME increased from 11.1 to 11.9MJ/kgDM. “What surprised me was the size and health of the clover over the farm. We’ve seen the cows really respond to all this quality grass with both total litres and milk solids increasing.
“We’ve managed to get four grazings off the one application so far with it looking likely we’ll get a fifth grazing. At this rate our cost of dry matter is sitting around 1c/kg/DM. “What’s also been nice is that we haven’t had to follow the cows with urea.” Graeme’s plan for the spring is to re-treat the farm with a modified mix. Since the soil tests are showing soil pH is in the ideal range, he will reduce the lime down to 25kg/ha and increase the sulphur to 40kg/ ha as he anticipates the soils will respond to sulphur, to avoid locking up some of the trace elements. “The spring application should set the farm up for the summer. The mix should encourage a deeper root structure so when the dry hits the plants can tap into whatever moisture that’s there.”

Questions for Fonterra by Ian Walker
One of the advantages of a few grey hairs and a long involvement in the dairy industry is a reasonable memory of contemporary history. From the days of the NZ Dairy Board and nearly thirty dairy companies in the early 1980s to today with a dominant processing and marketing company there have been many promises or predictions made that have not been, or have yet to be, delivered Being large and dominant can provide opportunities of scale and more efficient decision-making. However, the converse is also true. Companies the size of Fonterra risk diseconomies of scale through poor lines of internal communication and weak command and control within the corporate entity. The handling of recent food safety issues, inflated costs of labour and other overheads, a drive for greater milk supply, investment of capital at a rate that some have considered reckless, and the inability to understand or accurately predict international dairy trade dynamics are examples that lead to a perceived weakness in governance. The days of blindly supporting our company because that’s what we do in the spirit of the co-operative has long since past. All suppliers have a serious investment in Fonterra and we need to focus our brains rather than our hearts when it comes to who governs. A board of directors has two main responsibilities. One is to understand
and manage risk and the other to add value to the company on behalf of its shareholders. The Board cannot simply excuse the current low payout and poor company performance as the vagaries of commodity cycle and geopolitical events. This has always been the most significant risk to the business and any responsible Board should have addressed and had a strategy to mitigate this potential threat. Clearly they failed. It is common knowledge that Fonterra has rapidly grown its workforce and overheads including paying well above the market rate for many employees. Why is this? How is this adding value to the shareholders, some of who are now having to ask their bank’s permission to buy weekly groceries? Market forecasting in Fonterra is deplorable. Questions need to be asked and answered. The geopolitical events of the last 18 months cannot be used as an excuse. The auction system is a cheap way of selling commodities. It is not a good method to build customer relationships or markets. Fonterra is not a family it’s a business, and we all have a serious shareholding investment. This should be the core consideration when we all vote in October.
