As a gallery of some 70 disgruntled ratepayers applauded, and despite protests from Deputy Mayor, Julie Geange, in the absence of Mayor Neil Tiller who had been injured in a farm accident, Cr Larsen delivered a blistering attack. Also at the meeting were representatives of the Department of Internal Affairs, Audit NZ and Greg Gent, chair of the Review Team appointed by the Minister of Local Government, David Carter. Whangarei Probus visits Dargaville Museum

 Whangarei Probus Club members were recently met by the president and secretary of the Dargaville division to tour the Dargaville Museum. The clubs are set up to provide opportunities for retired or semi-retired members to meet others in the same situation, and Whangarei Probus member, Peter Faber, said a highlight of the tour was learning about Kaipara shipwrecks while other members reminisced about forms of early transport from England. The visitors later enjoyed a catered lunch in the museum function centre.

She received the first and third prizes in the adornment section for her jewellery creations. “It was a lovely night and these awards just capped it off,” she said. Jenny was among place getters in four categories in the competition — painting and drawing, adornment, three dimensional and photography and printing. Dargaville artist and member of the judging panel, Collen Urlich, said the standard of entries “is rising every year and it was really hard to make decisions. Because the quality was so high, after the third placing we gave a number of highly commended awards that were really deserved.”

“We now have the entries in the competition hanging in the museum for public exhibition,” said museum CEO, Bet Nelley. “It was a really wonderful evening, and a completely Kaipara event from the judges and the artists down to the food and refreshments for the awards occasion. With artists from Mangawhai through to the west coast, the museum was situated at the half-way point and it was just so positive to be at the centre of the circle so to speak. We would love to host the event again next year as it really fits in with the philosophy of a community-based museum.”

 With an open invitation for all to attend, the next stage of the Kaiwaka Transit Bridge walkway was celebrated recently in the launch of a bridge mural adding a fresh look to under the bridge. In developing the mural local artist Joe Paikea worked with the Youth of Kaiwaka to depict key features of our local community under the bridge. The launch was accompanied by the presentation of appreciation certificates, a free sausage sizzle and refreshments. The ongoing community project is supported by Te Uri o Hau, Kaipara District Council, Kaiwaka Maori Women’s Welfare League and members of the community.

Kaipara ratepayers will have to wait and see when it comes to the amounts they will be asked to pay, following the adoption last week of the Kaipara District Council’s Long Term Plan In the continuing fallout from that watershed gathering, the two major ratepayers organisations in Kaipara are concerned the ‘sacked’ councillors final act was to pass a ‘totally unacceptable LTP that appallingly fails to meet numerous legislative pre-requisites’. From what we have seen it appears there’s an average of 19 per cent on rates coming up, but that would seem to be substantially higher in the eastern part

Once it had gained access to the council stronghold it became a review authority in everything but name.

Their appointment, officially requested by council, was the government-appointed review team’s central recommendation. The government proposes to defer the scheduled 2013 election until 2015 as it is likely the commissioners would be required at council until then. The commissioners appointed are:

“The report from the team is impressive. Those of us who have battled the council for several years have often wondered how such an inept and incompetent group of people could hijack the local government process, ignore the legislation, commit illegality after illegality, make an art-form of incompetence, ignore all concepts of governance, squander tens of millions of dollars, ignore their common law duty of care and their fiduciary obligations, and do so with utter impunity. “The report from the review team highlights the breakdown in governance, the community’s loss of trust in council and the precarious nature of council’s finances. It also itemises issues that need to be resolved by the commissioners and the community such as the illegal rates. That signifies some hope for the future. “There is an awful lot of good will in the community to move forward and get council back to where it should be. However, the commissioners need to understand that the community is deeply hurt and offended by what has happened in the past and that the skeletons of the past must be confronted. There has to be an analysis of what went wrong and an assessment of who is to bear the responsibility for the losses and illegal debts of council. “Ratepayers are suspicious that the promises of the commissioners are all flannel and spin. Let us hope that they are not. The review team has laid some good foundations. All we have to do now is to build on them.”

John Robertson, QSO (chair) is a former MP and a former mayor of Papakura. An accredited company director and chartered accountant with his own business, he has served as chair of a number of organisations including Infrastructure Auckland and the Auckland Mayoral Forum. Richard Booth is a Whangarei-based business owner and farmer with considerable experience in the dairy industry. He is currently chair of Delta Produce and the Northland Dairy Development Trust, a charitable trust that provides funding for dairy farm research projects in Northland. Richard is the farmer representative on the Northland Regional Council Environment Committee. Colin Dale, CNZOM, has extensive local government experience, including 21 years as CEO of Manukau City Council. He has experience in developing iwi relationships and is currently an advisor to Watercare Services Limited. Colin worked on the formation of a mana whenua forum across Tamaki Makaurau. He has also served on the Local Government Commission and as president of the Society of Local Government Managers. Peter Winder is a former chief executive of Auckland Regional Council and Local Government New Zealand. As a director of McGredy Winder & Co, his work with local authorities includes coordinating the national regional councils’ programme to implement the National Policy Statement for Freshwater Management. He has also served as director of transport at the Auckland Regional Council.

Kaipara’s cup connections

Move underway on the main street Dargaville’s main street is in for a change this September as Noise Co. make the move to new premises. The local centre for music, games, movies and more has long been associated with engraving and trophies as well — an aspect of the business which owner Kenny is set to expand after the big shift. Community recycle, refuse, reduce day If you want to buy, sell or swap some of your unused goods so others can use them or simply pick up recycling hints — then head along to the recycle day on September 8 at the Department of Conservation, Colville Road, Dargaville. The recycle day is being held as part of conservation week, September 9-16, and the theme this year is ‘Love your Parks’. The idea for the theme was initiated following an incident this year when a DOC ranger was working at Kauri Bushman’s Reserve in Paparoa and came across a pile of household rubbish dumped at the

reserve — some of which could have been recycled. “The simple message is to keep the parks of our community clean and the recycle day is for the community to get involved in reducing waste while having fun and enjoying the day’s entertainment,” says DOC community relations ranger, Darren Jones. The day will run from 10am to 3pm with 30 stall spaces available free of charge. There will also be live entertainment, spot prizes, competitions and giveaways as well as food and drink stalls. Lily Hosford and Coryn Yorke were awarded trophies for first aid, caring, resourceful penguin as well as the trophy for overall penguin team. The teams were judged on their ability to treat first aid scenarios including burns, head injuries, suffocation and caring for the sick. “It was amazing the way they handled the situations and the way they used their initiative,” adds Mrs Hosford.

“I’m immensely proud of our cadets. It was their first year in the competition and we didn’t expect them to win anything, we just wanted them to go for the experience and they blew us away,” says Maungaturoto St John Youth divisional manager, Jodie Hosford. Three groups of cadets competed — the penguins aged 6-8, the green cadets aged 9-10 as well as the blue cadets aged 11-12 with all Maungaturoto groups walking away with at least one cup. The blue cadets, Erin Ball, Ewan Smith, Kayla Joyce and Lochy Bonasich won the trophy for first aid while the green cadets, Mahina Henry-Campbell,

Young speaker recognised Aria Gent, of Ruawai competed in the finals of the Lions 2012 Young Speechmakers Contest finals recently as a representative of Lions district 202K, having won the regional speechmakers contest in Whangarei Aria, who is sponsored by the Ruawai Lions Club, is a Dargaville High School year 13 student and chose to speak about being the youngest in her family. “I decided to write my speech about birth order, being the youngest of four children and how it has affected my life,” said Aria. Contestants were asked to perform two speeches, a fiveminute speech on any topic and an impromptu speech on a specified subject. “The competition was very strong at the finals with 15 participants from all over New Zealand, and although not placed her speech was of a very high standard,” says club secretary, Dorothy Simpson. In recognition of winning the regional finals, she was awarded a placement at the Lions international youth camp to be held in December at Lake Okataina, Rotorua. “Ruawai Lions are very proud of Aria’s achievements and thank her for being such an awesome representative for our club.” Aria also recently won the zone final of the Rotary Rishworth Cup and will be competing in the upcoming finals in Whangarei.

 The Dargaville National Bank staff took a break from business to fundraise for Daffodil Day on Friday. The day was shared with the Melbourne Cup parade down Victoria Street and onlookers lined up for a tasty sausage before the excitement began with all proceeds going to the Cancer Society. Although she was a dedicated worker for child welfare in this district for twenty-eight years, Doctor Margaret McCahon did not spend all of her life in Northern Wairoa. She came to live here after marriage in 1919 to Dargaville man, Stephen Roper Her early life had been spent in Timaru where she was born in 1882. Educated at Timaru High School, Margaret passed her matriculation examinations at seventeen and carried on to study at Otago Medical School. Deciding to study further in Edinburgh she graduated MB ChB in 1908 before going on for a degree in obstetrics at Dublin University. While there the Canterbury girl was shocked at the poor conditions for mothers and babies in Ireland in those times. Back in New Zealand the direction in which her lifelong interest was heading became clear when she was appointed honorary physician at the General and Children’s Hospital and elected honorary physician to the Wellington Society for the Protection of Women and Children. In the middle years of World War One Margaret was appointed medical inspector of schools for Otago and Southland but that was interrupted by her taking over as Medical Officer at St. Helens Hospital until normal staff came back from overseas. Before the war was over Margaret was appointed Senior Medical Inspector of Schools but more change came when an influenza epidemic swept the world. Doctors were badly needed and she took over an emergency hospital at Northcote. Then, early in December 1918, Margaret was sent to help ‘flu victims in Wellsford and Maungaturoto.

“Her many years of community and child health work were recognised in 1935 with the presentation of the King George Jubilee Medal.” Margaret and Stephen had previously met in Wellington. Jane Wordsworth says in her book ‘Women of Northern Wairoa’, that Margaret was in Dargaville inspecting the school. She remembered Stephen and while staying at Northern Wairoa Hotel called him on the phone. They were engaged a few days before Christmas 1918. Margaret carried on with her school medical inspections until they married in Timaru in August. Back in town, Stephen and Margaret lived in the handsome villa that still stands on the corner of Hokianga Road and Pirika Street.

Stephen Roper had arrived in Northern Wairoa in 1913 to work for land agent Colmore Williams. With Thomas Jones, he started business in Dargaville in 1926 as Real Estate firm, Roper and Jones. Almost an icon of Kaipara history the business still trades in 2012 as First National Real Estate, Roper and Jones. With two daughters life had changed completely for Margaret but when a meeting was held in 1925 to discuss a maternity hospital in Dargaville, she was asked to help make necessary arrangements and knew exactly what was needed. Then with Mrs A E Harding as president, Margaret became a vicepresident of Dargaville Plunket Society. She went into practice again during the 1930’s Great Depression but was often paid only with vegetables, kumara or even blackberries. In her spare time Margaret travelled the district in election years campaigning for Gordon Coates’ Reform Party. When Dargaville Croquet Club was formed in 1921 she was elected first president. Her many years of community and child health work were recognised in 1935 with the presentation of the King George Jubilee Medal. Margaret and Stephen retired to Torbay in 1947, moving north again to Whangarei ten years later. Stephen died soon after the shift and Margaret in 1963 aged 81 years.

Inspired to run After seeing cancer fundraiser Api Theodore in Dargaville, Anneke Cornor was inspired to get behind the cause and run her first ever half marathon. Api is a 65-year old cancer survivor who raised money for Project Promise by running 500km around Northland, stopping off in Dargaville earlier this year. “I followed her journey every day on facebook and I thought to myself if Api can do it, then so can I,” said Anneke. Anneke has been training hard for the upcoming half marathon in Whangarei on September 16th to raise  Anneke Cornor — will be running for Project Promise money for Project Promise, a venture to build a cancer treatment centre in Whangarei. “Every time training gets painful, I just think of all the people I know and have known in the past with cancer.” She has raised $1100 so far and welcomes further sponsors for her run.. Letter to the editor KDC and the crossroads Dear Kaipara community, Kaipara District is at the crossroads and we have the options of sinking further, or by all working together to gradually rescue ourselves from the unbelievable mess that we are in. Please, do not see this as an ‘east’ vs ‘west’ thing, or a ‘rural’ vs ‘town’ thing — though I do appreciate that some of our former councillors did try to cater to very sectional interests. There has been a lot of news and activity lately regarding our district, especially: • The rates notice for the first instalment of 2012/2013 rates is with us. • The Review Team’s report has been presented to the Minister an now released.

• On 29 August the outgoing council voted to pass the Annual Report 2010/2011 and Long Term Plan 2012/2013. • The elected council has been replaced by commissioners. My appreciation of the situation is: • The Review Team’s report vindicates the long standing contention of many that: • Council’s condition was so bad that the elected mayor and council had to be replaced as a matter of extreme urgency. • Audit New Zealand’s actions warrant investigation. • Certain past rates are illegal, and past development contributions may also be illegal. • The use of consultants has been detrimental to the district. • Community consultation has been very poor. • …and more. There needs to be a detailed investigation of ‘illegal debt’ and also ‘recoverable funds’ — and that these are NOT the responsibility of ratepayers to fund. Council is probably insolvent. The current rate demand for many within the district most probably includes illegalities. The now adopted LTP, which will form the basis of future rating for 2012/2013 is almost certainly illegal. Apart from going to court to challenge the legality of the current and future rate instalments (an expensive exercise) the only ‘power’ the general community has is to make it very clear

that rates will be withheld (ie the rates Strike continue and expand) until the commissioners confirm that they will seriously address the community’s concerns — and any penalties imposed already will be removed. (How can one be expected to pay a penalty for a continuing illegality by council?). In summary, the last few weeks have shown mostly very major progress and the opportunity for a new start for Kaipara. The legality of the Long Term Plan, and hence legal authority to strike rates, is a cloud hanging over us all — the community, Central Government and commissioners. We, the community, should show ‘Willingness to work with the commissioners — but only on the basis of mutual respect, respect for the law and not sweeping the past under the carpet. created a three panel mural capturing the departure, journey and arrival of the colonial settlers, the Albertlanders that will be displayed outside the new Wellsford library. The mural was created for the 150 year anniversary reunion of the Albertlanders in Wellsford earlier this year and the sisters consulted with the organising committee about their requirements. “We showed the plans to the committee, who loved them and didn’t change anything, before the girls started painting,” said Miss Lithgow. Felicity and Laura also received a membership for the Friends of Auckland Art Gallery which entitles them to attend lecture series at the gallery as well as entry into new exhibitions. The sisters’ future in the art world is unknown at present but they would like to work together again and “paint as a hobby.”
