Auckland-based accountant, Peter Tynan, was welcomed to council on Monday after his appointment was recommended by the Remuneration Committee, to allow business to continue while a recruitment process gets fully underway. Mr Tynan’s last position was as chief executive of Southern Cross Healthcare, and he has worked previously with Kaipara Mayor Greg Gent. “You may be aware I am chairman of the Southern Cross Group so Peter was my chief executive,” Mr Gent said. “It is my judgment, and the committees’ after the interview, that he brings all the skills that Kaipara needs during this interim period other than local government experience. We do however have very capable senior staff who have those skills. “Although used to much larger organisations than KDC, Peter will be paid at the same rate as the departed CEO. We are currently evaluating which recruitment firm we will engage to assist us with a new appointment. Obviously, in the interim, the business of council needs to continue.” Mr Gent said the remuneration committee considered all the interim CEO options. “We could appoint an existing senior member of staff to fill the role until a permanent individual is identified. It is likely we will have at least one internal applicant which is great. From my experience appointing an interim

Mr Gent added that Mr

Jock has enjoyed visiting places around the country like Dargaville since 1970. His traditional means of transport requires taking a bus from Auckland and then hitchhiking from the Brynderwyn turn off with the trusty ‘Dargaville’ sign he uses for every trip.

Making headway with roads Funding for aerial mapping

The Kaipara District Council has started rehabilitation work on the unsealed section of Pouto road, currently up to the Ari Ari road intersection, around 11km from Pouto point.

Government funding of up to $800,000 for 3-D aerial mapping of Northland is set to provide the region with geographical data to make better business decisions.

The technology ‘LiDAR’ is a remote sensing tool which uses laser pulses to generate large amounts of highly accurate geographical terrain data. Economic Development Minister Simon Bridges said the mapping will be the most comprehensive LIDAR exercise ever undertaken in New Zealand. “It will produce data that is ten times more accurate than what is currently used, and can have a wide range of uses from forest inventory, floodplain mapping, urban planning and coastal engineering to its use for the design of power lines, roads, railways, mines, farms and land developments. “The project will be part of Northland’s joint Economic Action Plan with the government supporting economic growth to the area.” Primar y Industries Minister, Nathan Guy said the data will provide authorities with more confidence to progress infrastructure projects and deliver better, more cost-effective planning and a better understanding and ability to plan for sustainable land management. Funding for the Northland LiDAR project comes from the government’s Regional Growth Programme, co-led by

The works form part of the council’s heavy metalling programme for 2017/18. This includes renewing the road layers, including top surface metal and wearing coarse aggregate lost through years of active use. Roading and solid waste manager Henri Van Zyl, said that “we are doing regular work on this road. We spent $155,700 last year and are going to spend $750,000 on the unsealed section this year as well. On the sealed section, we are going to do pre-reseal

repairs to the surface to the value of $505,900 with the reseal works to follow that.” Council says the work was important due to the large number of forestry operations that use it, and road testing which highlighted sections of weak road over and above visual failures. Associated improvement works will follow later this year By the end of this month council aims to have results and information from other roading test sites that have been carried out over the last year. 

The government’s funding has been collectively matched by the four Northland councils. A Cessna twin engine aeroplane, modified for LiDAR surveying, will be used as it can be flown safely at low altitudes over urban areas within the coming months and be completed in 2018. 

‘Voting is a privilege’ Former Kaipara Lifestyler journalist Ayla Miller is currently travelling in Asia, but keeping a close eye on the election campaign back home and writes in from Phibun Mangsahan, Thailand. I have to admit during the last month and a bit my brain has been in New Zealand following the election news. Everyday there have been new campaign promises, policies, interviews, live press conferences, posed photos and opinions splashed across my newsfeed. Some opinions have sparked heated debates between me and my friends and politics has been the topic of most recent conversations. If there is one thing that’s finally sunk in over the last few months, it is the amount of room for improvement there is in New Zealand at the moment, despite us having a comparatively high standard of living. There I was, desperate to get out of New Zealand and volunteer in Nepal,

when there is so much work to be done in our own backyard. Travel has definitely made me glad to call NZ home and the recent conversations have made me want to protect what we have and stop things slipping back any further. When I return I’ll endeavour to harness some of the anger that’s been stirred up and use it as motivation to actually DO something instead of just talking about it. The more you learn about the world and the obstacles people face, naturally, the more understanding you gain. Simply being exposed to people who are different to you can change your perspective, and this is why travel can be so eye opening. At the same time I think empathy is something

Regional Plan open for comment  by Paul Campbell

Public comment is being sought by the Northland Regional Council on what is effectively an updated rulebook for the way water, air, soil and coast are used and managed in the region. NRC chair Bill Shepherd says the council’s Proposed Regional Plan will be formally notified on Wednesday, September 6, with a 10-week window for public consultation. The new document will replace the council’s three existing regional plans which are now over a decade old. “It’s not an understatement to label it one of — if not the — most important documents council has consulted on for many years,” he said. “For starters, despite its significance, this new plan is less than a quarter of the combined size of the three plans it will replace. It has been more than three years in the making, and represents substantial input by numerous stakeholders along the way.” A first draft of the plan was released last year as a ‘road-test’. “The feedback we received from nearly 300 people and organisations as part of that really helped us refine what the plan is today.” Among changes are new limits on taking water from rivers, lakes and aquifers, making it easier to get permission for mangrove removal and new stock exclusion rules for rivers, drains, wetlands and lakes.”

St John Northern Wairoa Area Committee purchased a new ambulance recently due to a substantial bequest from William and Margaret Hyland, and another large donation from an anonymous local resident.

St John relies heavily on public donations as they are not funded by central government. Station manager Sally Parkinson said that the old ambulance had done over 500,000km and the main advantage with the new one is it’s automated stretcher that lifts patients in and out of the ambulance and can carry a maximum weight of 310 kilograms. The ambulance is bright yellow

and has a single stretcher, due to new standards. “It’s very nice to have a new ambulance — we don’t always get them, and it’s great that it has been donated by the community,” said Sally. St John Northern Wairoa say that they are always grateful for the ongoing support and help from the community and they are always looking for more volunteers. Unsealed roads require regular laying of maintenance aggregate. If tyres are low, road users can run the risk of punctures on freshly laid metal. This larger material is particularly prone to puncturing worn tyres, but is a necessary requirement during the winter months to ensure the roads are still safely traversable. Please take caution when travelling on freshly laid aggregate, and check the condition of your tyres — especially if you live on the unsealed network.

Paparoa local Cindy Vincent is leaving the Kaurilands Skills Centre Trust at the end of October, after 16 years.

The Dargaville Parkinsons support group is trialling a new walking group which will begin on September 14.

With a nursing and care-worker background, Cindy saw Kaurilands as a natural progression in her career. She still remembers her initial job interview. “I saw that there was something special going on in this place,” and after starting as a weekend house mother, she is now the vocational manager. “We are privileged to be given the responsibility of ensuring that people’s loved ones are involved in the community in a productive, meaningful way. That’s always been a big thing for me. “You need to have heart for the people, at the same time as managing staff and coordinating activities. It’s a very energising sort of role. Things change from one hour to the next. It’s been an epic adventure — but it’s now

time to move on. I want to be able to spend some quality time with the kids.” She also plans to be part of hospice and offer extra help to schools with disabled children. “Why have all these things you’ve done, then brush them under the carpet. To me it’s about giving a bit more of what I’ve got.” General Manager Karen Duncan said: “Cindy’s length of service has been outstanding. The walk is about getting outside and into the fresh air — it can be something that members build into their routines and is a good opportunity to meet new people,” says community educator, Barbara Leslie. The organisational reigns have been handed over to Dargaville woman Alison Robertson who plans to meet those interested in participating at the Dargaville Boating Club at 10.30am

on September 14. “We’ll walk through the gardens and back along the new footpath walking at our own pace. All of course, weather permitting,” said Alison. Everyone is welcome to join including family members of partners — even if they don’t attend the Parkinsons’ support groups. Te Kopuru swimming club members recently took part in the first session of a stroke development and analysis course, from visiting SwimEd educator Sharon Burger from Whangaparaoa. The course was held in Te Kopuru and Dargaville. Five Te Kopuru members are taking part in the course. The first session involved five hours of theory and two hours of practical training with Sharon, going through the analysis and application of skills for freestyle, backstroke, breaststroke and butterfly. Club member Kaye Moffett said that they now have five assignments to finish before receiving their certificates, and that the course was only made possible, due to a $1,500 grant from the Community Organisation Grants Scheme. “We’re going to have more experienced coaches and it’s going to improve our children’s swimming. It’s also going improve how they look in the water and their competition, because

Dargaville police would like residents to be aware of securing their property after a spike in burglaries has hit the town. “Early on the morning of Wednesday, August 30 residents in the Montgomery Avenue and upper Awakino Road area suffered a series of thefts,“ said Sergeant Garth Mackay. He said police are following strong leads and want to remind the public to secure their vehicles,

The signs have been a collaborative project between the park’s committee, Kaipara District Council and Te Uri o Hou. They tell the story of how Alfred and Margaret Harding came to be one of the key benefactors of the park, of how the Hardings came to be in Dargaville, and the significance of the Northern Wairoa river for the early European settlers. Signs telling the Te Uri o Hau history make up the next stage of the park rebranding plans, which hope to be completed by this financial year. Northlanders and coastal Kaipara residents are being encouraged to familiarise themselves with an updated set of tsunami evacuation maps. The online interactive maps are being labelled as more user-friendly and allow users to enter a specific address to which information can be exported, saved and printed. Rick Stolwerk, who represents the Northland Regional Council on the Northland Civil Defence Emergency Management group has urged Northlanders to update their understanding of the tsunami risk and evacuation routes from the locations where they live, work and play. “All of New Zealand’s coastline is at risk of tsunami, and given that so many Northlanders love spending time on the coast, it’s important to spend some time learning how to reduce that risk. First and foremost is knowing the natural warning signs of a local source tsunami — one that could arrive without time for any official warning. “If people are on the coast and experience a long or strong earthquake, change in sea level or loud or unusual noises coming from the sea, they should move inland or to high ground without waiting for further information.” “It’s also a good time to think about aspects such as having multiple alerting options and sources of information — the free Hazard app for smartphones

Mike Macartney, Sue Palmer and Mark Borich also own and operate the YourVet clinic in Waipu treating small and large animals. such attention in July remains strong as well, with a forecast of good times ahead on those long lazy spring evenings. Finally, it’s great to see some live music in town — this past Saturday the Northern Wairoa Boating Club rocked to the sounds of three great bands, and it may be just a taste of what’s to come over summer. The kitchen’s cranking here as well, with a new hand on the grill set to whip up some favourites by the waterside. Watch this space for more announcements. 

SEPTEMBURGER

• 2 cups Kumara, cut into 3cm chunks • 1 tbls olive oil • 1 tsp sea salt and cracked pepper • 1 cup whole macadamias, roasted or dry pan roasted • 1 big handful of baby spinach • 1 cup mint leaves • 2 spring onions, finely sliced

Dressing:

• ½ tbls white balsamic vinegar

• 1 tbls raw honey

• 1 tsp seeded or Dijon mustard

• ¼ cup fresh orange juice

• ½ tsp sea salt

• 1 tbls olive oil, extra virgin

• ½ tsp white pepper

Method: 1) In an oven tray, drizzle the sweet potato with the oil and season. Roast in the oven at 180C until golden, about 20 minutes. Remove from the oven and allow to cool slightly. 2) For the dressing, place all the ingredients in a jar and shake well. 3) Peel the skin off of the trout and break off the flesh into a bowl with the sweet potato (keep the skin, bones and head to make a stock) and the other ingredients and gently toss. Dress and give a final toss.

With a very wet winter now behind us, the forecast for spring weather is on everybody’s minds — and especially those of farmers and rural contractors. As the soggy season draws to a close there’s lots to do on the land to prepare for what may be a long hot summer. A forecast for all of spring — through to late November — by NIWA, the National Institute of Water and Atmospheric Research, indicates trends rather than definite predictions of dayby-day weather. But by looking at these trends and probability data, it’s possible to paint a broad picture of the coming spring to help determine how the season will shape up. Temperatures are predicted to be warmer than average through spring, while NIWA predict that there will be lower than normal pressure to the west of the country and higher pressure to the south and east. There is a possibility of sudden cold snaps and rainfall despite rising temperatures. On a larger scale, many indicators point to conditions swinging away from what are known as ‘El Nino’ conditions and into the realm of ‘La Nina’. Broadly speaking, La Nina is categorised by lower ocean temperatures which drive weather patterns in the Pacific. Last La Nina cycle saw droughts in south-east Asia, for example.

In Northland, the warmer temperatures will be somewhat offset by normal rates of available soil moisture and river and stream flows continuing through into the start of summer. While it’s still slightly too early to tell with any clear definition how the hottest part of the year will treat us, those who value their water supplies are taking measures to improve storage facilities and broaden their base of options when it comes to sourcing water on the farm. Even a normal summer often comes with restrictions to supply, so it’s a good time to consider expanded dam and tank capacity while there is still solid rainfall on the horizon. It’s been a tumultuous winter, with several large-scale weather events dropping a deluge on the Kaipara. The old folk wisdom of ‘wet winter, long, hot summer’ may have nothing on the advanced meteorological science of modern times, but as nature dictates the calendar for activities such as pasture restoration and maize growing — it’s definitely better to be cautious and plan ahead. 

Deadline for chiller upgrades approaches  by Andy Bryenton

Any experienced dairy farmer knows that producing a top quality product from a healthy herd is only the beginning. But before that hard-earned milk can be sent on to processing and out into the world, there’s a brief time when it has to be stored on the farm. The temperature at which milk is kept during this window between milking and pickup — and how fast it can be chilled — has a direct effect on quality. As of the first of June next year, standards surrounding the temperature and cooling of milk on New Zealand farms are changing. This is largely a push to improve our global brand and to add further leverage to our argument in trade negotiations with foreign nations and companies — we can guarantee that Kiwi dairy products are the world’s

best by a whole variety of metrics. This is one of them. By the first of June, all farms must be able to achieve the following standards. The rules state that raw milk must be cooled to 10°C or below within four hours of the commencement of milking, and also be cooled to 6°C or below within either six hours from

 New regulations for milk chillers mean a busy season ahead for the nation’s refrigeration engineers

the commencement of milking or two hours after it’s finished. Milk will also have to be held at or below 6°C without freezing until collection or the next milking and must not exceed 10°C during subsequent milkings. This should be easy to achieve with the chiller technology now available, though many farms will need to upgrade their equipment to meet targets. The issue may be in fact, not be whether the tech can get the job done, but whether the nation’s refrigeration engineers

can build and install enough units should there be a ‘bottleneck’ in early 2018. With close to zero expectation of the date being further extended, industry insiders urge farmers who are considering the need for a change to contact their local refrigeration team soon, at least to draw up plans. Best case scenario — small changes and additions to an already robust system may obviate the outlay for a whole new set up in the shed. But only a qualified professional can tell for sure. 
