The private member’s bill was put forward by National MP Todd Muller. Sunscreen is currently classified as a cosmetic. Manufacturers aren’t required to regularly test these products and the sunscreen standard is voluntary. In Consumer NZ’s 2020 sunscreen test, 5 of 10 products didn’t meet their SPF label claim. Two of those, also failed to meet the requirements for broadspectrum protection. In Australia, sunscreen is subject to a mandatory standard and regulated by the Therapeutic Goods Administration. “New Zealand has one of the highest rates of skin cancer and melanoma.

Kiwi consumers should be able to buy sunscreens knowing the products have been tested and meet their SPF label claims,” said Consumer NZ chief executive Jon Duffy. In 2019, Consumer NZ wrote to the then Minister of Health urging for priority to be given to a mandatory sunscreen standard. “Whether progress is made through a private member’s bill or through other regulation, it’s time for action. Regulation will need to include requirements for regular testing, so manufacturers can’t rely on historical tests.”

Climate change joint committee gets green light Horizons Regional Council’s newly formed Joint Climate Action Committee is set to hold its inaugural meeting on Tuesday, March 30. The new joint committee, approved during a council meeting on Wednesday, February 17, includes representatives from iwi, Horizons and seven territorial authorities. Committee members will oversee action on climate change across the region. Horizons Regional Council chair Rachel Keedwell said climate change is one of the biggest environmental challenges to face. “While we are uncertain about the pace and scale of climate change, we do know that the Horizons region is already being affected by increasing temperatures, changes to rainfall patterns, river flows, increased drought and ongoing sea-level rise. “This joint committee has been established to ensure an effective local government response to climate change in our region. The committee’s objectives include the development of a regional climate action plan for adoption by the member councils. “A changing climate affects our economy and way of life. By working together, we can make our communities

more resilient and reduce the overall costs associated with climate change.” Horizons, and the region’s city and district councils, signed a Memorandum of Understanding in September 2019, undertaking to work together in response to climate change. A regional risk assessment to identify climaterelated impacts is currently underway. The joint committee will receive the risk assessment’s findings later this year. Responding to climate change touches most of Horizons’ activities. Horizons’ work in this area to date includes managing the use of natural resources and effects of development on freshwater, land, air and our coasts, pest management, land and passenger transport initiatives, and avoiding further risks from natural hazards such as flooding. Horizons proposed 2021–31 Long Term Plan is due out for consultation shortly. It includes a proposed new activity for climate change and recommendations for a significant increase in resourcing to tackle climate change in the region.

It also ended more than 30 years living overseas. “I’ve spent most of my life in big cities, including London, Boston, New York, Sydney and Melbourne, where I met Jude,” said Brent. “My experience has been working in technology within the media industry, mainly publishing and advertising. Interestingly, Jude’s early career was as a cellist, where she played for many Australian symphony orchestras before ending up as an executive at ANZ bank in Melbourne.” With a Masters in Business Administration from the Macquarie

The couple ran a successful management-consulting business while living in Melbourne. Following their move across the Tasman, Brent and Jude transferred the business and continued servicing a small number of clients in New Zealand. “We didn’t want to continue our lifestyle in big cities,” said Brent. Brent and Jude were both townies, so they had absolutely no idea about horticulture or farming life in general. “The idea of growing mushrooms came to me when a friend and I were

discussing the mysterious world of fungi.” After diving into researching mushroom growing, Brent made some fundamental strategic decisions. “As a child, my first love had been biology, so I found the scientific nature of mushroom growing quite natural and an absolute joy.” In January 2018, in the bedroom of their small rental flat in Raumati Beach, the couple founded their gourmet mushroom business. Within two months, they had outgrown that rental and found another at Lindale Village in Paraparaumu. During this first year, Brent and Jude’s focus was on building the business. Two years ago, the couple bought their dream property in Ohau. Hundreds of varieties of trees had been planted by the previous owners, along with an established orchard, hazelnut grove and small garden. As Brent and Jude’s business was mobile, they moved their mushroom farm, which was housed in insulated shipping containers, on to the property. The business was also named Ohau Gourmet Mushrooms. “The main mushrooms we grow are the Phoenix and Pink Oyster and a small amount of Shiitake. We are also trying to grow the Coral Tooth mushroom and Turkey Tail.” Tissue cultures of mushroom mycelium on petri dishes are cultivated in a laboratory clean room. This process takes about eight weeks. The cultures are then grown out on grain and finally into bulk substrate, a mixture of pine and soy plus water, which is put into grow bags. After close

to two weeks, the mycelium have fully colonised the bag, and the mushrooms start to grow. “We then move them into our grow rooms to be harvested four to five days later.” Brent said when the mushrooms start growing, they need fairly high humidity, plenty of fresh air and a little warmth. “Oyster mushrooms are fairly aggressive, so will generally grow all-year-round. We also control the environment so we can maintain steady production. For this, we use recycled, insulated shipping containers for grow rooms. The pinks are a tropical variety, and the Shiitake like it cooler, so they are more challenging to grow in summer. “Mushrooms never sleep, so it’s a daily activity. As we sell mainly at farmers’ markets, we aim most of our production in the summer months where market attendance is higher and slow it down over winter.” Brent and Jude take care of the bulk of the work required but often have Wwoofers stay on the property to help. “I do the lab and production work, where Jude handles harvesting and customer care. We both share working at farmers’ markets. We really enjoy meeting people and sharing what we do.” Introducing Turkey Tail and the Coral Tooth mushrooms as regular products are among the couple’s short-term plans. They are also aiming to make more investment into solar and other forms of alternative energy. “Our main focus is to become fully self-sufficient, so we are slowly chipping away at achieving that.”

PRODUCING THE PERENDALE BY DENISE GUNN The late Sir Geoffrey Peren played a leading role in the development of the Perendale sheep breed, in addition to the establishment of Massey Agricultural College.

B

orn in Surrey, England, in 1892, Sir Geoffrey took a keen interest in nature from a young age. He was just 14 when he chose to leave England to go farming in Canada, moving to a small mixed farm in southern Ontario. Two years later, he took up work as a teamster in British Columbia and also gained orcharding experience. On winning a scholarship to the Ontario Agricultural College in 1911, Sir Geoffrey’s agricultural academic studies began. Four years later, after graduating with a Bachelor of Science

in agriculture, Sir Geoffrey enlisted in the Canadian Field Artillery, serving in France during the first world war. He rose to the rank of major and was awarded the Croix de Guerre. At the end of the war, Sir Geoffrey worked at the Ministry of Agriculture and Fisheries (MAF) research station in Kent, England as an assistant then as a MAF inspector. From 1920 to 1924, he lectured at the University of Bristol’s agricultural and horticultural research station. Sir Geoffrey, and his wife Violet, moved to New Zealand in 1924

following his appointment as the new chair of agriculture at Victoria University in Wellington. With much ongoing discussion about the need for an agricultural training institution in the North Island, Sir Geoffrey joined forces with the professor of agriculture at Auckland University College, Professor William Riddet. The two professors travelled to assess potential sites, settling on land near Palmerston North. Massey Agricultural College, named after former prime minister William

Ferguson Massey, was officially opened in March 1928. Sir Geoffrey was appointed principal of the agricultural college, and Professor Riddet became the chair in agriculture. On returning to Massey after serving in the second world war, where Sir Geoffrey commanded the Manawatu Mounted Rifles and other units, he furthered his interest in research and teaching. The areas of sheep husbandry and wool, and the development of fleece testing, particularly interested him. Sir Geoffrey began looking at the

development of a sheep breed that would particularly suit the North Island’s steep hill country. It followed on from earlier attempts by a handful of North Island sheep farmers crossing Romneys with Cheviots. The Perendale, named after Sir Geoffrey, was produced from the offspring of a Romney ewe and a Cheviot ram. In 1959, he was also a key figure in the formation of the Perendale Sheep Society of New Zealand. Horowhenua sheep farmer, Gilbert Timms, is a former president of both the Cheviot and Perendale Sheep Societies. His involvement with Perendales stretches back more than half a century. It was while working for sheep farmer David Law as a teenager that he met Sir Geoffrey. “He was a very enthusiastic man with sheep and did a great job for Massey, the Perendale breed, and every breed really,” said Gilbert.

“He had a saying ‘keep the water dripping on the stone’. Just keep improving all the time.” Gilbert said Sir Geoffrey was very encouraging, particularly towards new breeders. “Romneys and Southdowns were the main sheep breeds 60 years ago. Sir Geoffrey encouraged and helped people to get started and ensure they registered with the breed society. He would tell them what to do to improve. “The Perendales are really good dual-purpose sheep, really hardy and adaptable. “When things get tough, they don’t die. They might lose condition, but they hang in there and bounce back very quickly. They are a good breed, and the Perendale Society has worked hard to keep the standard up, right through the years.” Perendale Sheep Society of New Zealand president Warren Ayers said

Sir Geoffrey was the father of the breed. “He was very forward-thinking for his time, not only with Perendales but with other genetics as well.” Sir Geoffrey was awarded a CBE in 1953 and a KBE in 1959. In 1977, Massey University awarded him an honorary Doctor of Science degree (DSc).

Rob Darby began raising free-range chickens to provide his family with good quality eggs 40 years ago, and his hobby turned into an international egg supply experience.

“A

s a child, I always had battery hens to care for, but they often had walking issues. I brought my farm in 1979 and discovered I couldn’t get hold of any free-range chickens,” says Rob. “I started raising my own, and suddenly everyone wanted chickens and eggs. I had to grow more chickens, and in the early 80s, I started supplying my true free-range eggs to Harvest Whole Foods in Grey Lynn, and that is how FRENZ began. The goodness of freerange wasn’t very known then. They classed an egg as an egg. I was getting

calls from the authorities saying I needed a licence for each bird over 99 birds but you couldn’t buy licences unless someone was leaving the industry. “Robert Muldoon lost the election, and Roger Douglas listened to our story, and he then deregulated the industry. One day a visitor told us to sell our product to America. We did this for 20 years, and now we supply Hong Kong, Singapore, Macau and a few other islands in Asia. “We realised we had to get eggs overseas at the same price as it costs us to send them to Hamilton, and we

had to pack them according to the USDA standards. They also need sanitising because they come from a hen’s backside, and cross-contamination can make you sick.” Rob says it is like not washing a fruit or vegetable before eating when it has been sitting on a shop shelf. “We had to figure out how to get chilled eggs to anywhere in the world and looked at how Captain Cook did it 200 years ago. He covered eggs in duck wax, and they stayed fresh at the right temperature. “No one made good sanitisers, so 10 years ago we bought an egg grader machine and designed a machine that washes, sanitises and oils each egg. Our technology uses UV and shows us internal imperfections as well. We also produce 50kW per hour of our own power with solar panels. “America changed their organic rules, and the dollar got too high, so now we focus on Asia. “They like to know what they are eating and try their best to put what is good into their bodies. “We use non-GMO grains and utilise mussel waste for our hens. This puts more omega and higher proteins into our certified BioGro organic eggs. We now have around 14 farmers supplying us from Waikato, Bombay, Pukekohe and Kaipara. “Our farmers usually have brown shavers or hyline hens. A truck is constantly going up and down the motorway collecting eggs. They come to our plant for processing.”

Rob helped the SPCA write their standards back in the 90s. ”They have since switched to European standards. True free-range means hens are never locked up. The hens’ house door is left open 24/7. We have fences around our properties and rodent control, and there is a ratio of hens per acre. They go out every day and have fresh paddocks to run around. “They go out in the morning and get nice dewy grass and grubs. The hen gets the shell, salt, protein and goodness and includes it in the egg. “In the past, it was always said an egg is an egg, but it is not. Ag Classes from across the lower North Island competed in the ‘Clash of the Colleges’ at the Rural Games in Palmerston North on Friday. Tasks such as throwing fence posts and milking a fake cow were completed by teams from each college. Southern North Island Wood Council contributed with our Tree ID quiz, and we managed to confuse quite a few students who didn’t know the difference between a Totara, Rimu or Pittosporum. Congratulations to New Plymouth Boys High School who won the ‘Clash of the Colleges’ competition on the day with Wairarapa College second.

Million dollars for Forestry Rail Hub in Marton The large future contribution of forestry to the economy in the Rangitikei district is being recognized by the development of the Marton Rail Hub. This Hub is the cumulation of 3 years of work between Rangitikei District Council, Te Runanga O Nga Wairiki Ngati, Ministry of Business, Innovation and Employment and Rangitikei Forestry Holdings. Marton is central to significant forests in Rangitikei, Manawatu and Horowhenua that are set to mature and will continue to produce increased and significant volumes for the next 15 years at least. Rangitikei Mayor, Andy Watson welcomed last year’s announcement, and says that appointment of a governance board and planning consultant mark exciting milestones in the project moving forward. Up to 80 full time jobs are expected to be created directly by the hub, but it is expected more commercial developments will be attracted to the area. Many of the jobs and industries associated with forestry are high paying and there are hopes this infrastructure will attract many more people to the district. Forestry company John Turkington Ltd has their main office in Marton employing 22 people and are substantial contributors in their community including sponsoring part of the 1.3-million-dollar playground currently under construction in Marton. Rangitikei District Council has committed $225,000 to a District Plan Change process, which will allow the industrial build to take place on former farm land.

Forestry Futures Strengthened Through Training And Jobs The forestry sector continues to provide career opportunities for New Zealanders, with Te Uru Rākau delivering $1.5 million into training and employment projects to help the sector meet labour and skills gaps. Acting Deputy Director General Henry Weston says the Forestry and Wood Processing Workforce Action Plan, developed in partnership with the sector, identified up to 5000 more forestry and wood processing workers would be required by 2025. “The food and fibre sectors are a key driver for the New Zealand economy and it’s a priority for the Ministry of Primary Industries to invest in projects that attract people to the sector. “As New Zealand continues to recover from the economic impacts of Covid-19, we need people taking up careers in this important sector. The forestry and wood processing sectors already bring in between $6 and $7 billion each year, employ 35,000 people, and we want to keep helping New Zealanders find exciting and rewarding training and career opportunities. “It was great to see ten trainees graduate from a 17-week Taranaki-based course at the end of 2020 and go straight into jobs. The training built the silviculture skills of young people, enabling them to work within the iwi land development program and within the wider Taranaki region.” The course, run by Treemachine Services for rangatahi from Ngāti Maru and other Taranaki iwi, was funded by Te Uru Rākau with support from North Tec, Taranaki Regional Council, Department of Conservation and Ministry of

Social Development and forestry companies. In Masterton, KTM Silviculture Limited ran a programme for 24 trainees to gain Level 3 NZQA silviculture training qualifications. “This will help address a labour/skills gap in Wairarapa, which is currently holding back forestry activities in the region,” Mr Weston says. “Funding provided to Tāne Mahuta in the Bay of Plenty enables 20 Tairua (students) to do an eight-week Te Whakatō Rākau training programme, and we are also supporting a programme for 12 local rangitahi aged 18-29 run by Mohaka Kingz Contracting Ltd for their E Tu Kahikatoa project in Wairoa. “The students will not only gain NZQA Level 2 and Level 3 forestry credits, they will get work experience in a commercial planting environment, nutrition advice and kaihautū mentor support within a kaupapa Māori framework.” Te Uru Rākau is also supporting the education of younger students and a grant has been provided to the Southern North Island Wood Council to deliver the Wood is Good education programme. RURAL CONTRACTORS & SUPPLIERS Technology offers a helping hand The days when a farmer needed to walk the paddocks to check on pasture growth and see where a renewal programme was needed are still valid and a part of normal farm operation. Technology is also at hand, which makes the job quicker and less tiring perhaps. Technology is opening up handsfree pasture assessment. DairyNZ has established that in the past few years some 50 per cent of farmers are using this for pasture measurement, with the balance surveyed still using visual examination on the land. There are improvements on the old favourites: plate meters, sward sticks, and tow-behinds with Bluetooth connectivity and apps to automatically upload paddock data to software. Some of these tools come with global positioning systems (GPS), so you can link paddock pasture data to your farm map. Also, emerging recently has been pasture measurement by satellite or using a robotic tow-behind to populate your feed wedge or farm map with the data without slipping on the gumboots. Drones have also been found increasingly effective in remote assessment of far-distant paddocks. Of course, that doesn’t mean getting into the paddocks to check pre-grazing covers and post-grazing residuals are any less important.

While grasses can grow indefinitely, factors such as drought, pests, and pugging damage will cause deterioration. Total DM production drops, weeds increase and feed value is therefore reduced. Renewal can see increased total pasture yield (one–eight tonnes DM/ha/ yr) and gives control over seasonality of production. It makes pasture management easier by using late heading varieties to minimise the drop in pasture quality as seed heads appear in late spring. New pastures produce, on average, 0.5–0.9 MJME/kg DM more. Reasons for this include higher proportion of desirable species, later and more uniform flowering, leafier sward, with fewer seed heads produced and less dead leaf material. Most new perennial ryegrass cultivars are available with new endophytes developed to solve particular problems in different regions. Thus animals are fed better. Cows on new pasture graze more grass, and that grass is leafier, higher in ME and more palatable. That will be reflected in more milk solids production, faster live-weight gains, higher stocking rates, and at the end of the day, much more contented cows. Replacing poor-

Renewed pasture has benefits

producing pasture is profitable. It is one of the simplest ways to invest on-farm for a significant and relatively predictable rate of return. Although the rate of pasture renewal is often set by historical practices or the budgeted levels, the most profitable rate of renewal for an individual dairy farm is best determined by an analysis of paddock performance, and from this, the cost/benefit for gains through renewal. Analysis of your pasture growth data will help you plan the most profitable renewal programme. While you may instinctively know your best and worst paddocks, without measuring or assessing pasture growth, paddocks cannot be accurately ranked to identify worst performance. The best paddocks to renew are the poorest producers as these have the

potential for the greatest improvement. For example, where the yield can be increased by two tonnes of DM/ ha, the return is around 130kg MS/ ha. The return will be greater if the extra growth occurs at a time of the season when animal demand exceeds pasture growth. The highest producing paddocks on a farm indicate the property’s overall potential. Under-producing paddocks highlight the opportunity for extra pasture growth. Use grazing and yield records to identify your best and worst paddocks. The more measures and assessments you have to compare, the better (and easier) the decision will be. If records are unavailable, use the Pasture Condition Score Tool and walk your farm at least six months before the sowing date.

Farmers need competent spreaders by Paul Campbell

Drive through rural New Zealand anywhere from North Cape to Bluff, and you will soon see fertiliser spreading, by land or air, as farmers boost the productivity of soils often deficient in nutrients. The work is almost always carried out by contractors, specialists in the business of getting the best spread for the farm they are engaged on. Today, contractors must be skilled in many facets of their operation, abiding by increasingly tight regulations in several areas of their business, so it is incumbent on their employers to make sure they are fully accredited. WorkSafe New Zealand provides the ground spreading industry with guidelines in a specific manual aimed at doing the job well. It says that when working with fertiliser, you can be exposed to a number of potentially serious hazards. Farmers, contractors and workers need to be aware of the risks when using fertilisers and know how to use them safely. This material can be dangerous to work with, especially in adverse weather or if it isn’t stored properly. “With the Groundspread Fertiliser Association, we have produced guidance for farmers, contractors and workers on how to safely use fertiliser on the farm,” a Workplace Safety spokesman says. “This covers general health and safety, job planning, storage and maintenance, pre-start checklist, dealing with hazards and emergency planning.” Another area where contractors need updated qualification is in following the government’s vision to see a noticeable

improvement in freshwater quality. New regulations to effect this came into force last September. These are aimed at reducing the amount of pollution — nitrogen, phosphorus, sediment, E coli and other contaminants — entering waterways from our cities and our farms. These contaminants can be harmful to human health and damaging to freshwater fish and other aquatic species. Higher nitrogen levels contribute to the growth of slime and other harmful plants. The government is committed to supporting farmers to make the further changes needed to stop water quality from getting worse and starting the process of reversing past damage. MPI says it will continue to

work with the primary sector through the transition to more sustainable land and water use. Many farmers are already following good practice and taking action to reduce their impact on freshwater. It also sounds a warning on excessive nitrogen loss into water catchments for fertiliser contractors to be aware of, saying other options to address excessive nitrogen loss is a cap on fertiliser use or requiring nitrogen to be managed under farm environment plans from 2021.

Winter is time for stock care New Zealand’s codes of animal welfare generally require that livestock have access to areas that are free of surface water and mud, have protection from adverse weather and are able to lie down and rest comfortably for sufficient periods to meet their behavioural needs. Of course, it goes without saying that stock requires feeding. As winter approaches, farming thoughts are concentrating on good feed sources. Two main risks with winter cropping are that animals can get sick from changing their diet from pasture to crops too quickly, and paddocks can quickly get muddy during long, wet periods. These problems can quickly become welfare concerns. Mud happens. However, it can be managed; some resources to help are available online. The Winter Grazing Action Group, established in early 2020, is made up of 15 representatives from industry organisations, government, vets, farmers and other rural professionals. It’s tasked with implementing recommendations to improve animal welfare in winter grazing systems.

The group has put together guidance for farmers. Short-term expected outcomes for animal welfare will help farmers understand what they’re doing well, highlights where improvements can be made, offer advice around planning during the year and has some important winter grazing management practices. Following the guidance will be good for the animals’ welfare. The group says the practice changes are realistically achievable by spring 2021. Action group chair Dr Lindsay Burton said it’s important everyone worked together to ensure farmers had the right tools to get through winter on MPI’s website. “Ensuring you follow a gradual transition plan when moving your animals from pasture to crop and back again will help prevent issues. Experiment in biodiversity by Andy Bryenton

Three large German companies, famous for their machinery technology and biological science expertise, are joining forces to undertake a long-term trial of a new form of farming. Controlled Row Farming or CRF is a change in agriculture that the participants say is unprecedented since the dawn of agriculture in prehistoric Turkey some 10 to 12 thousand years ago. Rather than intensively cropping a field with one cultivar, new seed drilling, mechanical hoeing and cultivation, aeration and fertiliser technology means that a large area can be efficiently established with different crops in different rows. Amazone, makers of some of the world’s most advanced seed drills, has worked in collaboration with Agravis Raiffeisen AG and Schmotzer Hacktechnik, beginning a six-year trial on a 10-acre plot near their industrial base in the European Union. They call CRF ‘a completely new arable farming system’. It promotes biodiversity and allows plants with complementary mineral and nutrient needs to work together, being planted, cared for and harvested by machinery that can fulfil many roles at once. “The aim is to actively promote biodiversity and achieve sustainable

agricultural returns at the same time. Both goals should not only be met but ideally also support each other,” says the CRF project’s media liaison, after the initial planting was laid out in 2020. All crops are grown at a row spacing of 50cm in the CRF concept, whereas cereals are sown in double rows. Depending on the crop rotation, the row can be offset by 25cm, in order, for example, to make use of the agronomical effect of the preceding undersown crop. Sowing will be carried out in combination with row-oriented fertilisation. Each pass is always carried out with high-precision track guidance via GPS and camera control. This advancement may pave the way for the old, pre-industrial method of growing complementary plants together in the cottage garden to become fully mechanised and productive. The upshot? More biodiversity in the field, better yields, less need for artificial fertilisers and a more varied crop an acre.

The plan is in from the central government; no new natural gas connections to the network or bottled LPG connections after 2025. Ailing gas heating and hot water systems may have to switch to electricity or biomass when replaced, and existing natural gas supplies might be phased out as early as 2050. The story of natural gas begins millions of years ago, with the mass extinctions that ushered out the dinosaurs. The end of that story looks likely to be written by government legislation, starting in the present day. Proponents are in favour, for green reasons, preventing what is being called the Anthropocene extinction, the climate shift that could wipe out life as we know it. Detractors point to the almost universal use of natural gas for barbecues, restaurants, welding and more. The end of gas is part of the Climate Change Commission’s report on how New Zealand could go carbon neutral by 2050. While many of the suggestions made in the report are focussed on agriculture and transport, the gas phase-out came as a shock to small businesses in the hospitality industry, where 95 per cent

of restaurants are gas-powered. It’s also prompted a rethink by building firms looking at future-proofing their designs, and consumers considering the end of califonts, gas hot water heaters and gas fires, gas ovens and hobs. “We can’t continue to postpone what we need to do to reach our goals,” said Prime Minister Jacinda Ardern. “The government will not hold back,” she reiterated, saying that future generations should not foot the bill for current inaction. The cost of this is estimated at one per cent of our national gross domestic product each year, or roughly $2 to $3 billion. What will replace the RMA?

The minister in charge of dismantling the RMA and replacing it with three new, streamlined laws has concurred that healthy and affordable housing had become ‘no longer a reality’ for many New Zealanders, agreeing with multiple commissions that the RMA was beyond its usefulness. Now the spotlight is on what will replace the old legislation, which had been kept ‘alive’ since the early 1990s with more than 150 amendments and new clauses. “Housing problems are a complex mix of demand, costs, financing, capacity and supply, and there is no silver bullet. This reform will help by improving how central and local government plan for housing and urban development. This includes better coordination of future infrastructure with land use, development and urban growth,” said Environment Minister David Parker, who is overseeing the transition “The existing 100-plus RMA council planning documents will be reduced to about 14,” he confirmed, in a move which will be welcomed by builders and civic planners. It’s been hinted that individual councils may not wield resource management power alone but amalgamate into larger regional bodies to homogenise the same rules across a larger area. The Strategic Planning Act will integrate functions

under the RMA, Local Government Act 2002, Land Transport Management Act 2003 and the Climate Change Response Act 2002 to enable clearer and more efficient decision-making and investment. “New spatial strategies will enable regions to plan for the wellbeing of future generations, ensuring development and infrastructure occurs in the right places at the right times,” says Parker. He indicated that the National and Built Environments Act, as the core piece of legislation replacing the RMA, will be progressed into law first. “Given its significance and complexity, a special select committee inquiry will consider an exposure draft of the NBA bill from mid-year. It will include the most important elements of the legislation, including the replacement of Part 2 of the RMA. I expect that the complete NBA and the SPA will be formally introduced into parliament by the end of 2021.”

Home security’s new tricks by Andy Bryenton

When building a new home or updating a current one with extensions and renovations, the time is right to install an integrated security system. There are multiple levels of protection to choose from, however, and these days the sky is the limit. With wireless cameras becoming less expensive all the time, the main determining factor behind how much visual coverage you’ll want and need is twofold. Firstly, check to see what kind of quality of video the cameras produce. Blurred, grainy images are of no use to the police as evidence and might not even be admissible in court if they show nothing but a vague outline. Then there’s placement; for the best chance at capturing the features of an intruder, pair up cameras with good light sources and capture angles on points of possible ingress. We’re fast approaching the point where the number of devices a security system can maintain outstrips the capability of the average ‘hub’ unit computer. Different kinds of Z-Wave and Wi-Fi signals converge on the main controller, and in some models, video and data is uploaded from here to a monitoring company or to the cloud. In this way, even if burglars smash the

security system CPU and hard drive, they will still be on camera. Some camera systems have gone fully autonomous and can be placed in unexpected areas away from the house. With solar panels for electricity, batteries for night use and Wi-Fi transmitters, they can be placed in trees or on outbuildings with no power. Another new trick is the activation of home automation systems when an infra-red tripwire across the driveway is activated. Devices like televisions and stereos can be switched on by the security system, and lights activated or turned off to simulate someone being up and about at night, even when the whole family is out. Perhaps the ultimate security measure, albeit not yet seen in New Zealand, is the concept of the security drone. Mounted in a rooftop ‘nest’, this quad-rotor resembles a rugged fishing drone but is armed with bright, blinding lights, an alarm and cameras. When

the camera system detects an intruder, it flies into action, filming, illuminating and harassing burglars from the air.

Under this kind of assault, even the most determined thieves would usually give up.

An effective and efficient vaccination strategy is vital. To date, around 260,000 doses of vaccine have arrived in New Zealand. Yet, just under 10,000 Kiwis have received their first dose since the first batch of 60,000 arrived on February 15. The vaccine, which is coming in at the rate of about 60,000 a week, is tricky to manage with a strict use-by date and temperature control requirements. However, it’s doable. Moreover, the numbers tell us this government is not doing a very good job. There’s a lot of talk, but those numbers don’t lie. Recent announcements reassure us that New Zealand has secured enough doses to vaccinate every person living here. So, let’s get on with it. I can’t help but think the government is being hamstrung by its own strategy. Why is it a priority to vaccinate a GP in Gore over someone who works at KFC

or Kmart in South Auckland? Why can’t we run parallel vaccination programmes, front line workers and their families, health professionals, and everyone in South Auckland? School holidays are coming up. Throughout the country, most people live in reasonably close proximity to a school. Why not set up school halls or gymnasiums as vaccination stations, open to all comers? Let’s get moving! One more thing, New Zealand’s national cricket team, the Black Caps, are getting a hard time in the media for suggesting they’re keen to receive the vaccination prior to embarking on an overseas playing tour. Good for them. Let’s be flexible in our strategy. Surely, a bunch of professional, fit, and highlyrespected sportspeople signing up for the jab will send a great message to some of those New Zealanders who are sceptical about receiving it themselves.

Inflammation

(Part one)

Is your body hot, cold or lukewarm? I am not talking about your actual body temperature but the degree to which unwanted inflammation is affecting your body. Some inflammation we can feel and see. There is also silent inflammation that has no symptoms but can cause disease. Inflammation is an amazing part of our body’s healing systems. It is an essential part of how we fight infections and heal against damage caused by injuries. It is always associated with fighting infection. Without inflammation, our first infection or injury would have probably ended our lives. The signs of inflammation are heat, swelling, redness and pain, including loss of function. Inflammation is a process where our immune (white blood) cells produce a wide range of chemicals that coordinate the process of removing the cause of the problem and then clean up the mess to complete the healing process. These processes are incredibly complex and involve a wide range of cell types and a variety of messenger compounds. Many inflammatory problems are caused by overactive messengers triggering unwanted inflammation. The inflammatory process is like your kitchen tap. When working well,

you get cold water when you turn the cold tap and hot water when the hot is on. Unwanted inflammation is like turning the cold tap and getting warm or even hot water instead. A common cause of unwanted inflammation is when our body tries to repair a problem that it cannot fix. That is typical of osteoarthritis. The problem is caused by cartilage erosion. However, most of the pain is caused by immune cells inflaming joint tissue in an attempt to repair it. All this does is cause unnecessary pain, swelling and loss of function. If you are affected by arthritis or any inflammation, I recommend following an anti-inflammatory diet with supplements that can help reduce unwanted inflammation. Although this represented a 14 per cent drop compared with January 2020, there was exceptionally strong demand for beef in China a year ago ahead of the Covid-19 lockdown and African Swine Fever decimating Chinese pig herds. It resulted in a surge in demand for other protein. “Red meat exports hit record levels of $9.2 billion during 2020,” said MIA chief executive Sirma Karapeeva. “The January 2021 results compare favourably with January 2019 under more normal market conditions. Compared with that period, exports were six per cent higher. Our industry continues to provide a strong result for the New Zealand economy and for farmers, despite the ongoing global challenges.” Overall, January saw a drop in export value to most major markets, but values to Korea increased by four per cent to

The volume of beef exports remained similar to last January, down by two per cent, but 35 per cent higher than in January 2019. Co-products exports rose by 16 per cent, to $128.7 million. The increase in co-product exports was largely driven by major growth in tallow exports, up 600 per cent to $21.8 million. China was the major tallow importer, with $14.1million, followed by Singapore with $6.7 million.
