PUBLIC NOTICE - TREE REGULATIONS Trees close to powerlines can be dangerous. Falling branches can break lines, causing fire and the risk of electrocution. A person who touches a tree which is in contact with a powerline can suffer an electric shock. In high winds trees can damage powerlines and equipment, causing power failures and danger to the public. The Electricity (Hazards from Trees) Regulations 2003 (Tree Regulations 2003) were introduced to ensure that trees are kept away from powerlines to protect the security of the electricity supply and for everyone’s safety. The risk of property damage (e.g. from fire) is also reduced. Under the Regulations, trees must be kept clear of powerlines as shown here: The Growth Limit Zone is the minimum space surrounding any powerline that must be kept clear of trees and other vegetation. The size of this zone depends on the voltage of the powerlines. The following table shows the clearances needed for the powerlines that have a span of up to 150 metres.

Regional economic development agency Northland Inc has a new chairman, Warren Moyes, and two new directors, Irene Durham and Jeroen Jongejans. Mr Moyes has retired from Northpower Ltd, which he had chaired for the past 21 years. The trio were appointed to their new directors’ roles by the Northland Regional Council in Kerikeri in April, with Mr Moyes subsequently elected chair by the new five-strong board when it met in Whangarei recently. The NRC owns Northland Inc on behalf of its ratepayers and council chairman Bill Shepherd says Mr Moyes has proved he has what it takes to help govern an organisation. “That’s very clearly demonstrated by the fact that during his time at Northpower he was part of a team that helped grow its asset value from $52 million in 1991 to more than $420 million now.” Mr Moyes also owns and operates two deer farms in the Whangarei district and is on the NorthTec council. Mr Shepherd says the council is also pleased to welcome the two other new Northland Inc directors, Irene Durham and Jeroen Jongejans. Tutukaka-based Ms Durham is a successful business owner and member of the Northpower Electric Power Trust. Mr Jongejans is the owner of Dive! Tutukaka and has been involved in adventure and outdoors tourism for more than 20 years. He is also a former Whangarei District Council member. The three new directors join Bay of Islands indigenous event and project management service chief executive Karleen Everitt and Auckland-

Delay on local government proposal

Northlanders will have to wait until after September’s general election to find out whether their local government will be reorganised. Last year the commission put out a draft proposal that would combine the region’s three territorial local authorities and the Northland Regional Council into one council, with a single major, councillors elected by ward and community boards to protect local interests. The commission’s proposal attracted 1685 submissions, with 90% opposed. After a further round of oral submissions, the commission had been expected to release a final proposal by the end of June. However, late last month, the commission announced there would be no decision on Northland until after the general election scheduled for September 20. Its chief executive Donald Riezebos says the commission is now analysing the submissions and feedback from the hearings. It will then decide whether to issue a final proposal,

Several legacies run through the veins of the Child family — most notably, farming, cricket and dog trials. BY JOANNE SPEECHLY
M
aungakaramea sheep and beef farmer, Murray Child has spent thirty years on the dog trialling circuit and is also a former firstclass and List A cricketer for Northern Districts and Northland.
In September, Murray will captain a team of four trialists, heading to the Trans Tasman Challenge in Strathalbyn, South Australia, where he will represent Northland with four-year-old Dice. The top heading dog secured a North Island

long head title in Taumaranui earlier this year. Dice, together with Ace, May and Boy make up Murray’s team of heading dogs. His two huntaways, Frank and Jimmy, are first and second in Northland respectively, after 12 club trials. Competing at the South Island and New Zealand sheep dog trial championships held in conjunction at Geraldine Station in Canterbury during May, Murray and Frank won two major titles — the national straight hunt and the South Island zig zag title. The duo also finished fourth overall in the national zig zag championship, fourth overall in the South Island straight hunt title and are the top huntaway pairing after the 2014 Northland centre series. The Child family has farmed in Maungakaramea for 150 years and Murray and his brother, Neville learned their winning skills from father, Ellis — a stalwart in New Zealand dog
trialling and also a former Northern Districts cricketer. “My grandfather Cyril was also a keen dog trialist and won a placing in the North Island back in 1951, so it goes back a bit further than my father,” says Murray. “My two sons, John and Dean, have run dogs in trials at different times and my brother Neville’s sons, Stuart and Hamish, are also successful dog trialists.” These days, together with wife Kathy, Murray runs sheep and beef on 400 hectares of the original farm. “I couldn’t do what I do without Kathy’s support. She teaches the pups some manners and looks after the farm when I’m away at dog trials. “We have 230 Limousin-Angus cross cows and sell the offspring as yearlings. We also have Romney ewes and fatten all the lambs. “We are one of the few sheep farms around these days. There is one other

up with other dog trialists who have similar interests. We share a great camaraderie and I believe travelling away has probably helped us to be successful. “I also enjoy the farm and believe I’m very lucky because dog trialling and farming go together. I can the work the dogs everyday and it’s part of my job. “Your best dog trial dogs are your best farm dogs because at the end of the day, they have to earn their living before they go to competition. Training dogs is like training children, you have to earn their respect, discipline them, and it’s all about repetition.”

neighbour but it is mostly dairying and a lot of lifestylers. “Dog trialling is still very popular in the south of the North Island and in the South Island — where there are a lot of young shepherds involved on farms. In the North however, we’re struggling a bit as we don’t have those numbers. “Even so, we try to promote it where possible, particularly the good stockmanship and the welfare of working dogs.” This is the fourth time Murray has been selected to represent New Zealand in a test match against Australia, however he was unable to make the journey on one occasion after his dog was injured. He also represented New Zealand against Australia in Ashburton last year. In 2005, Murray joined the first Kiwi contingent to compete in the world championships in Ireland. “The concept is quite different to the dog trialling we do here in New Zealand but we ended up tenth out of 27 countries, which was a good effort.” Murray, who has earned a place in the New Zealand Sheep Dog Trial Hall of Fame, has competed in 20 Island and New Zealand runoffs, gained 35 certificates and won three New Zealand titles.
“It wasn’t easy when we first started — we didn’t have much success for quite a few years but we learnt through watching the experienced dog trialists and listening to what they had to say. “Looking ahead, I plan to continue both dog trialling and farming. We enjoy travelling around the country and meeting

Roger Hutchings believes that if you want to be green you’ve first got to be in the black.
W
ith farmers coming under increasing pressure to improve their environmental practices, some like Mr Hutchings are leading the way in sustainable farming. Mr Hutchings and his wife Jane, own Lodore Farm, a 270ha dairy farm at Okaihau, inland from the Bay of Islands. Their work in restoring part of their farm as a habitat for endangered kiwi has seen them named as winners of the 2014 Northland Ballance Farm Environment Awards. “It’s an award that recognises people who are farming in a manner that takes into consideration the environmental effect of their operations,” says Mr
Hutchings. “It’s great to be recognised for this.” The award is special to Mr Hutchings because he is the second generation of his family on the land. The farm was bought in 1960 by Roger’s parents, Malcolm and Marilyn, who still remain involved in the business. Lodore’s business success drew the judges’ attention, saying the Hutchings showed good awareness of a wide range of key financial performance indicators and had farm working expenses consistently below the Northland benchmark. “There is a clear balance between the financial performance of the operation and the environmental and social aspects.”
Mr Hutchings says his desire to farm sustainably goes back a long time. Even when his father was in charge, effluent management was important. But since taking over, Mr Hutchings and his wife have fenced waterways, wetlands and native bush. “We’ve taken up planting programmes for wetlands. We’ve put kiwi in the native bush area. There’s quite a big push to enhance the area for them.” The Hutchings are involved in a community trapping group that is seeking to decimate local populations of stoats, possums and rats. Having worked so hard to create a good environment for threatened species, Mr Hutchings says he is not about to relax the pressure on predators.

It’s great to be recognised for this. “We’re quite passionate about it. That’s why we have a no-dog policy.” Mr Hutchings says he is not unique, although he has taken a lead. “We are just showcasing how it can be done. A number of farmers in our area are doing similar things — planting, protecting kiwi and controlling pests.” However, allowing pasture to revert to bush — and wetlands to regenerate

— means less land for production. Mr Hutchings agrees that may affect the bottom line. However, he says much of the area now in bush was marginal. Similarly, wetland areas often have drainage issues that limit their usefulness for agriculture. There is a more important reason for being green. “We want to pass the farm onto the next generation in a better state than what it was when we got it.� However, Mr Hutchings is convinced that to be good to the environment, you’ve got to be profitable. “To be green, you’ve got to be in the black.� While tougher rules and enforcement have contributed to his focus on good environmental stewardship, Mr Hutchings is adamant that other factors have motivated him. “It’s a combination

of a number of things. There’s a desire to do things right and to do right for the environment.� Certainly, Lodore Farm’s example has created plenty of interest. An open day in early May saw 135 people come and see for themselves. “The feedback was really positive. My wife Jane — her hobby is pest control and she had a section of the open day talking about that. People commented to me that she’s a natural-born killer.� Mr Hutchings says he and his wife entered the Ballance Farm Environment Awards with few expectations. “We entered to show off what we were doing. It was a bonus to win but a thrill to do so. The awards showcase those who are farming responsibly and encourage others to do so.�

Jo enjoyed the setting — studying on a Wyoming ranch within a vast desert landscape of grizzly bears and buffalo. “The course had lots of theory which was a bit of a stretch,” she admits. Working everyday on four to five of the ranch’s 200 horses (quarter horses, arabs and percherons) wasn’t seen in the same light!

Jo says that keeping calm and focussed is primary to both safety and success. She advises riders check their horses’ mouths, especially grain fed animals. “It’s essential that the feet and teeth of the horse and the rider are all balanced.” Meanwhile, as a truck rolls away with a happier horse aboard Jo goes to her clinic room ready for the next client — a human one with a sore back to be worked on.

Ace lays cards on the table
Speculation as to the properties and abilities of the new Polaris Ace has been rife since the first images of this nimble little machine emerged from the United States.

No, the big surprise here is the market who should seriously — as in right now, today — go and take a spin in an Ace. There’s no doubt that farmers are a tough breed, but many have been working the land for decades now and the rigours of throwing a leg over the quad saddle, then leaning into the turns all day is no picnic. Anyone with a bad back, or prone to aches and pains must take a seat in the Ace, because it’s comfy, the suspension is forgiving, there’s no need to throw your weight around, and there’s a roll cage to grab onto to help get in and out. Overseas, the Ace has been widely appreciated by those who use such vehicles not for work, but purely for recreation. Aces have been seen in large numbers on the famous Rubicon

Trail, where both novice off-roaders and veterans have praised its easy-to-pickup control layout and comfortable ride. Such features definitely transfer across to the farm — and there’s nothing to stop those who buy the Ace for business taking it out for a pleasurable jaunt on the weekend! Spicy, not pricey
It’s a new age for the motor trade. Chinese car firms are now making inroads with their products, and factories in what were once Soviet vassal states produce many of our luxury European cars. So is it any surprise that the latest pickup truck on the scene comes from India? Mahindra have been making off-road vehicles since 1947, when they picked up the plans to the WW2-era Willys jeep and put them into mass production. That's a long history of building tough machines for one of the most driverunfriendly nations on earth — anyone who has ever driven on the subcontinent will agree that the roads, weather, other drivers and even wild animals make a tour through this ancient land anything but soothing. That's why it's no surprise that Mahindra's Pik-up, a rugged, ruralfocussed ute for the budget conscious, is so amazingly tough. After all, a machine designed to tackle monsoon rains, potholes which can swallow small hatchbacks, semi trucks with no brakes and unlit Morris Oxford taxis on the wrong side of the road at night should find farming life in New Zealand a breeze. With a 2.5 litre turbo diesel offering up enough torque to stop an elephant (this test may well have actually been carried out), and a host of creature comforts including cruise control and some of the roomiest back seats in any crew cab — anywhere, this ute packs in a lot for a little price.

Certainly, the on-road handling of the Pik-up is nothing like that of the more expensive Amarok, Ranger or Hilux. Geared up for gravel and mud, the Pikup feels a little less at home on the main highway than pricier competitors. But take it to its natural habitat and that military-jeep ancestry shines through. The Ministry for Primary Industries has recently released Situation and Outlook for Primary Industries 2014, (SOPI 2014), which is an annual report that provides a snapshot and forecast for our major primary sectors over the next four years. Yet again, SOPI makes great reading for New Zealand’s primary industries and our economy. The report shows that primary sector exports will reach record levels of $37.7b in the year to June 2014 — this is around $1.3b more than previously forecast. Export prices increased across most sectors for the year to June 2014. Both dairy and forestry sectors stood out with good increases in both price and production. Meat and wool exports have broken $8b and are expected to increase by 22 per cent over the five years to 2018. These results are all helped by Government programmes such as the Primary Growth Partnership, Sustainable Farming Fund, and the Irrigation Acceleration Fund which all deliver longterm value to the sector, and the New Zealand economy. Farmers need to be acknowledged for producing a quality product that ends up in markets all around the world. Because of farmers’ hard work in growing exports, the Government is able to pay for schools, hospitals, and roads. Of course, this is all great progress towards the Government’s goal of doubling exports to $64b by 2025. It’s important to remember that behind all these numbers are a strong workforce and dedicated support services. And for the first time, we now have a great snapshot of what the makeup of this workforce will look like in 2025. A few weeks ago, together with Beef + Lamb and DairyNZ, I launched The
Future capability needs for the primary industries in New Zealand. The key finding of this report shows that employment in the primary industries is expected to increase by 50,000 by 2025 to reach the export double goal. It’s anticipated that over half of these workers will need a tertiary or Level 4 Qualification. As international markets become more sophisticated and competitive, it is crucial New Zealand’s primary industries keep pace. It’s up to industry and Government to continue working together to attract, train and retain competent, qualified people to work in our primary industries. There’s good capacity in our education system to meet this need. This includes the new primary sector vocational pathway at senior secondary level, the new combined primary sector ITO. I also just launched the EPIC challenge which involves 15-year-olds designing a marketing plan to attract their peers into the primary sector. Dedicated primary sector institutions like Lincoln, Massey, Taratahi and Telford will all play a part alongside the industry in achieving this. New Zealand has a proud tradition in the primary industries — it’s an innovative sector that requires our best and brightest across a range of skills. We now have a good grab on what the future growth and makeup of this exciting sector is beginning to look like. The challenge now is to continue to attract more New Zealanders to work in the sector that so many passionate people have already come to enjoy.

All farms are monitored every year between August and December and all visits are non-notified. A dairy industry compliance strategy, the Sustainable Dairying: Water Accord, formally launched a year ago in July, is overseen by the Dairy Environment Leadership Group, involving farmers, dairy companies, central government, regional councils and other bodies to enhance the overall performance of dairy farming as it affects freshwater.

In concrete terms, the accord seeks the exclusion of dairy cattle from 100% of the length of the country’s waterways and drains by May 2017 and the ‘implementation of measures’ to ensure that 100% of regular stock crossing points are either bridged or culverted by 31 May 2018. In addition, 50% of all farms with waterways were to have a riparian management plan by May 31, 2016, and all to have fully implemented the

These rules apply to the discharge and disposal/management of animal effluent and farm wastewater
riparian management plan by May 31, 2030–100% of all farms with waterways to have a riparian management plan by May 31, 2020. In Northland dairy farms must comply with Rule 16 for animal effluent disposal in the Northland Regional Councils Water and Soil Plan. These rules apply to the discharge and disposal/management of animal effluent and farm wastewater from dairies and adjacent entrance and exit races, dairy yards, holding yards, standoff pads, loafing pads, feed pads, wintering barns, calf rearing facilities, piggeries, poultry farms, stock underpasses, sale yards and transit races if used for standoff and the like.
The regulations are wide ranging and available in detail on the NRC website, which by the way, notes that ‘contingency measures must be in place to ensure no rules are broken due to equipment failure and when ground and/or weather conditions are unsuitable’. The Farm Dairy Effluent (FDE) monitoring programme is the council’s single largest compliance monitoring programme, accounting for almost 25 percent of the total number of activities monitored. All Northland farms are inspected at least once per season. Followup inspections are also made to all farms found to have significantly noncompliant discharges.
The FDE programme is fully documented in the Farm Dairy Effluent Procedures Manual and is subject to both internal and external quality audits. The aim of the programme is to monitor the effects of the approximately 13,000 m3 of farm dairy effluent produced daily during the milking season, and to protect water quality by promoting and enforcing compliance with standards set in resource consents and regional plan rules. Section 15(1)(b) of the Resource Management Act 1991 also states: ‘The discharge of any contaminant to water or to land in any way in which it is likely to contaminate water is an offence under the Act’. The regional council has the following effluent publications available: Farm dairy effluent; Managing stormwater; Managing storage and disposal, as well as Managing farm dairy effluent, Farm management issues, and associated information.

Electrical conductivity is a direct measure of the energy flow in the soil. Energy, measured in ERGS (energy released per gram per second) is a function of the soil’s ion concentration, clay type, moisture content, porosity, salinity and temperature. The energy reading of a soil can also indirectly measure crop productivity, as it is an indication of the quantity of ions surrounding a soil colloid. Albert Einstein taught us that an object’s mass is a function of energy. If you apply this concept to crop production, crops (mass) are simply an expression of energy. In order to produce mass (yield) an initial energy requirement must be met. This energy requirement comes largely from the electrical current in the soil. The energy needed to produce mass (yield) in the form of plant growth varies between 200-600 ERGS. When energy levels fall

People often forget the situation which pertained in earlier times, when water from kitchens, washing, storms and even sewers was often simply sluiced down the middle of the street! Times and technology have changed to make drainage a whole lot more hygienic, better engineered and more productive, but the challenges facing the rural landowner are still far more obvious, and more multi-layered than those which face the builders of urban homes. Chief among them is that drainage on the farm covers a whole variety of interlocking factors, all of which affect the ecosystem and the productivity of the land. Drainage in the rural sector therefore, is a matter of smart water management — too little, and pasture and livestock suffer as in this summer’s droughts.
Too much, and the effects can be similarly catastrophic. The first and most important factor of farm drainage therefore, is the adequate drainage of pasture. Modern farmers are well aware of the implications of waterlogging and the potential for fertilisers (including effluent dispersed by slurry tankers, for example) to run off into waterways. Pasture is the engine room of the farm, and a waterlogged
pasture is more easily pugged up, harder to resow and regrow, and excess water fills the aeration space under the surface of the soil, ‘drowning’ the roots and tillers of feed. Things to look out for include pooling of water on top of pasture, especially water which doesn’t evaporate or go away even on sunny winter days, a distinctive ‘rotten eggs’ smell coming up out of the soil, excessive pugging

Drainage a Problem? the need for upgrades as inevitable, but savvy farmers have factored in the use of tankers to help manage their holding volumes with good results. Finally, it pays to consider the drainage issues which exist much closer to home, because in the wet months the farmhouse itself is assailed by the weather too! This is the season in which a robust water tank, pump and guttering system is really put to the test, and also the season during which your septic system has to handle the extra load, especially if, like many Kiwi tanks, yours combines ‘grey water’ and ‘black water’ in a single unit. Systems now exist to remove the grey water component from
damage caused by relatively light livestock coverage, and of course the obvious tell-tale of feeder drains which can’t or don’t run, even after storms. A good drainage plan is essential, but it is surprising that even in these times of GPS and satellite mapping, some people don’t know where all the drains on their properties run! Pasture drainage is a costly but very necessary ingredient in the recipe for maximum pasture growth, so a good balance must be struck between the cost and the final benefit gained. The best place to begin is with a drainage plan drawn up by a seasoned professional, but don’t forget during this process that your land and that of your neighbours are part of a wider water table — a co-operative plan is always best, and shared information can mean less headaches for everyone in the long run. Your local council is sure to have resources on hand to help you with this kind of planning, as does the Ministry of Agriculture and Forestry. Water management doesn’t stop with simply dispersing any excess which falls from the clouds. This summer has shown with brutal clarity that a good store of water is also worth its weight in gold, so now that the rains
have come prudent farmers are working smart, with new dams filling up and new water catchment investments set to pay off in years to come. As dams fill with water, so too do effluent ponds — at a time of year when stricter regulations on the spreading of slurry mean that many applicators have one eye on the forecast and the other on the depth gauge of their ponds. Effluent is still a huge issue, environmentally and politically in the public eye, so many see
your septic system or to keep it running sweetly through natural methods — likewise, innovations in water storage, tank purification and guttering mean that these ‘backbone’ systems of home drainage can be inexpensively tuned up to handle the worst which nature can throw at them. No matter what kind of drainage and water maintenance tasks you have to undertake this winter, there are plenty of experts you can turn to for assistance. Dairy farmers need to know they can ask for help to deal with stress and depression, says Waikato sharemilker Lisa Lile.

Lisa made the call for her husband Hamish, who has recently shared his experience with mental health advocate, Sir John Kirwan as part of an awareness campaign. “He was in a slump and he wasn’t getting better but when we asked for help, doors slammed in our faces. Mental distress still tends to be a taboo subject among farmers.” The couple decided to go public with their struggle in the hope that they may help others in similar situations and Lisa says work needs to be done on two fronts. “Farming communities need a better understanding of mental wellbeing and there needs to be more help available from specialists who can relate well to farmers.” The sharing of farmers’ stories is part of a Farmer Mental Wellness Strategy and Action Plan, which has been developed by a group of farming and health agencies. Dairy Women’s Network project manager for dairy farmer wellbeing, Lynda Clark, is chairing the group. “Our joint aim is to make it easier for farmers to talk about and adopt behaviours that increase mental wellbeing and reduce anxiety, depression and suicide,” says Lynda. “Each agency has their our own programmes and funding streams, so co-ordination between us ensures that these are welldesigned and more effective.” In the past year, a series of 12 free Mental Health101 workshops have been delivered around the country to dairy farmers and rural professionals and Lynda says now that the strategy is in place, activities for farmers are gaining momentum. Health PitStops, which include a physical health check and emotional wellness screening, are also
being offered at dairying events across the country. Hamish’s story is one of several that have recently been added to the depression.org website, which also features The Journal — a free, online self-help programme designed to support people with mild to moderate depression.

Helping Polymyalgia I was speaking with one of my Hawke’s Bay clients last week who had been really struggling with Polymyalgia Rheumatica (PMR). This is an increasingly common inflammatory auto-immune disease causing muscle pain and fatigue. The standard treatment for PMR is based around the powerful anti-inflammatory steroid medication prednisone. Many make a full recovery, usually over 12-18 months but others do not. It is of course the second group that often come to me for help. In my client’s case, each time he reduced medication doses below a certain level there would be a relapse of symptoms. For these people it is like a barrier that they cannot get through. I put him on my standard PMR nutrition programme of diet and supplements and after six months he has been able to completely come off prednisone and is now symptom free. My PMR recovery plan involves adoption of a strongly antiinflammatory diet and an intensive supplement programme. Our goal is to help shut down production of inflammatory chemicals called prostaglandins and cytokines. Research (Alvez-Rodriguez et.al, 2010) shows that affected muscle tissue releases these chemicals and causes the inflammation of muscle fibres. We reduced inflammatory foods such as saturated fats, omega 6 oils, sugars especially high fructose syrup in fizzy drinks and refined carbohydrates. We balance this with lots of anti-inflammatory foods such as oily fish, green and low starch vegetables, whole grains, avocado, olive oil, and some nuts and seeds, especially almonds, walnuts and flax seeds. The supplement regime needs to be initially quite aggressive with a cocktail of minerals, antioxidants, vitamins (especially B complex and vitamin D) and energy nutrients such as co enzyme Q10 and acetyl-l carnitine. While human nutrition is a constant source of care and planning, there should be little difference looking across the farm fence to the livestock that is the backbone of our national economy. A balanced diet and water supplied in adequate amounts is a key to good stock nutrition and therefore crucial for optimal performance and to sustain fitness. The farming industry is vitally concerned with options promoting sustainable animal feeding that enhances animal welfare, animal productivity, animal product quality and profitability. Feeding is the most important factor in successful animal care. An animal will only perform at its potential if it is fed well. Being ‘well fed’ does not imply being ‘over fed’. An animal that is fed well is given just enough (but not more) of the correct foods so that it can realise its production potential. To feed more than necessary would be wasteful and uneconomical and could lead to health problems in animals. A successful farmer will feed at the level needed for optimum health or production. It requires skill, knowledge and practice to be able to feed animals optimally. The first step is to gain a good understanding of the different types of food that can be fed to livestock. Forestry — a dangerous occupation by Paul Campbell
The recent release of the Independent Forestry Safety Review panel’s public consultation document highlighting industry health and safety concerns has made sober reading in the industry and for the wider public the length of the country. Northland, with its timber harvest of some five million tonnes each year was bound to come under the panel’s scrutiny and findings showed that forestry operations in the region have received 22 health and safety enforcement actions in the past 10 months alone. That’s the word from WorkSafe New Zealand, after the review highlighted the fact that forestry is the country’s most dangerous workplace with a staggering 28 fatalities since 2008. Enforcement notices since August last year to Northland operators have included written warnings, improvement notices, infringement notices and prohibition notices.
Of the 22 enforcement actions, four prohibition notices were issued for offences such as an insufficient breaking out plan to manage a hazard of stems crushing employees, and evidence of no-falling plans to identify all hazards to feller and breaker out during extraction. But Northland of course was not alone and a look around the country shows that the Bay of plenty forestry ‘heartland’ received 60 notices — Manawatu-Wanganui 30, and in the Wellington-Wairarapa, 17 were handed out. convened in Whangarei as part of the six stop national tour to gather forestry information and they gained this from some 70 Northland forestry operaters, owners, and industry workers. What emerged should be of huge concern, with suggestions to the panel that WINZ was sending workers into the industry with little skills or inclination for the work, as a fallback position when they couldn’t find jobs elsewhere. First Union general secretary Robert Reid says a safety crisis had been unfolding in the forestry industry in the past five years and in that time one man had died and more than 100 workers
had been injured in forestry accidents in Northland. Mr Reid was pleased the consultation document recognised forestry health and safety problems were driven by multiple factors and not just worker behaviour. “The combination of inadequate wages and conditions for this extremely physical work is experienced by many workers as grinding fatigue, affecting both their mental and physical well-being.” The panel’s discussion on worker participation and representation was critical, he said. Without a voice in the industry the crisis would persist and workers would continue to pay the price.

Promoting an efficient flow
Delegates from across the forestry industry gathered together this June to pool their ideas, discussing ways to streamline the logistical movement of wood products — from primary production through to processing and export. The 2014 Wood Flow Logistics Expo brought together such disparate disciplines as transport, harvesting, information technology and ecosustainability, with conference attendees meeting in Rotorua, amidst the central North Island’s forestry heartland. Representing Northland and international Finnish company Nokian, with whom they have helped develop a new range of hard-wearing forestry tyres, was Dargaville business — Gas and Tyre Services. Along with representatives from international forest management and logging companies, logistics firms, IT developers and technology innovators, representatives from Gas and Tyre Services’ team presented a seminar to bring fellow forestry industry supporters up to date on advances in transport technology. Other standout innovations included a twin-processing head for
de-limbing and accurately cutting downed trees into logs, a new wi-fi communications networking solution for far-flung work sites and, perhaps most importantly, international evidence that forming strong partnerships in the primary production sector — even between apparent rivals — is key to efficiency and progress for the future. Knowledge from ‘in the field’ was shared from far-flung corners of the globe, from the icy pine-forested mountains of Alaska and Canada through to the tropical jungles of equatorial America, and of course, the tough-as-nails conditions found right here in New Zealand. All eyes are on products deployed for testing here, as our deceptively beautiful landscape can be rough and tough on both men and machines working in forestry.

Armed with knowledge and ideas from the Wood Flow conference, forestry operators are heading back to work with new plans to implement greater productivity. These ideas — from new machinery to deploy, through to more durable parts such as Nokian’s Forest King tyres, and more efficient harvest planning and log movement tracking systems in cyberspace — will be put
into place to boost one of New Zealand’s most vital sources of export earnings. And that’s not all. Another key point of the conference was bringing post-harvesting production back on shore through greater efficiency — a challenge that, if met in a timely fashion, could create even more jobs for Kiwis and increase our export capital by a considerable factor.

Slip into a money rich stream With rules, regulations and compliance issues being raised in most rural magazines in recent years, I believe that it’s time to take a more positive view toward the direction these issues will take our agricultural and horticultural industries. Although it appears that the main issues are nutrient leaching, soil erosion and affluent run-off, I see that these issues can be easily fixed. The true agenda is the rising affluent consumer markets world-wide. When you look and listen to these consumers their call is for safe, centralised, nutritiously dense food, produced in an on-going sustainable and environmentally friendly way. Our current agro-chemical production methods cannot and will not ever be able to satisfy this new consumer call. We are missing out on these revenue rich markets due to the domination of chemical production practises taught in our society. We are not the only country with this problem. However, the future is with those countries that can reject this quick fix chemical production system and hook into the rhythm of natural food production, reaping the benefits of healthy nutritiously dense food and the return that such food can generate. Our world is changing and we need to be at the forefront of the change. I believe that out of all the countries on our planet New Zealand is ideally
placed, with our good weather, our soils and most probably most importantly, our isolation. If we supplied safe, certified nutritiously dense food in a sustainable and eco-friendly way, we would never be able to meet the worldwide demand. A huge bonus would be the added spin-off for our New Zealand tourism industry. Can we do it? Yes we can and should! All the ingredients are here. We really need a new system, maybe a NZ Inc, involving all New Zealand Export Companies to drive us into those affluent markets, establishing a leading brand like a “Roll Royce Badge”. I know that this was tried 20 years or so ago, but the market really wasn’t ready then, I believe the market is ready now and this is extenuated by all the rules, regulations and compliance controls which are esculating on the global scene. We have our beautiful country, we have our hard working, entrepreneurial people and I believe the timing is right now. A change in food production methods will take us there. transfer the excess weight back to the inner claw so they both carry the same amount of weight. This means that if the outer claw is trimmed thinner it would be more vulnerable to stone bruising. So, if it is more vulnerable, why is it less likely to become lame? According to the stone bruise theory it should be more likely to become lame. It doesn’t really make sense, does it? Next month I would like to look at how tracks impact on lameness, if it is not the stones that are causing the problems. Trimmed cows less likely to go lame Last month I talked a little bit about diet contributing to lameness in dairy cows. There is a lot more I can say about that and I will come back to it, however I am keen to get into some of the other issues. In my original article I asked for some solid evidence of stones being the cause of bruising and sole penetration. Some people replaced the word stone with track. I did not ask about tracks. I asked about stones. I know we find most of the stones on the tracks but that does not mean that they are the same. I too, believe that tracks have an effect on lameness, so if you have just spent a lot of money on your tracks, or you are about to, then I am sure you will see an improvement. But I don’t believe it is the stones that do the damage to cow’s hooves. Therefore, I want to show you some evidence on which I base my conclusions. First, have a look at the haemorrhage in a cow’s feet. If you compare enough
claws you will soon find a pattern in the haemorrhaging. Very often the most severe haemorrhage is in the typical area (see photo). If those red spots came from stones then would it not be unusual that the same pattern keeps occurring? It happens too often to be a coincidence. Do you also notice that often the opposite foot has the same haemorrhage pattern but in mirror image? There are not many cows that have no haemorrhage at all in the hoof — even among the ones which are in the cow shed first and go straight back to the paddock. I agree that with some cows you really have to look for it, but most cows have some haemorrhage — even beef cows that don’t see any stones because they never go on a track or hardly go into cattle yards.

Secondly, here is another piece of evidence. We did a trial a few years ago where we trimmed 1,500 cows and we compared them to 1,500 cows that were not trimmed. The trimmed cows were less likely to go lame than the nontrimmed cows. Let me explain why this is evidence. When we trim we do so according to the Dutch method. In this method we trim the outer claw thinner so it will be closer to the same height as the inner claw. We do this because the outer claw will carry more weight than the inner claw if it is higher, so by trimming the outer claw we

The National government is 22% ahead of their rivals Labour, but that majority can erode and disappear altogether by election day. History has shown that where voters are lethargic and don’t bother to take an interest, the outcome can be quite different to pre-election polling. Examples in the British election of Harold Wilson’s government against polling odds, the election of Jim Bolger’s National government in spite of prior poor polling where Jim Bolger declared, ‘bugger the polls’, demonstrates that in this year’s forthcoming election, everyone should make an effort to exercise their democratic right to vote. In Australia the law requires all eligible voters to exercise their democratic right
and maybe it’s time for New Zealand to have the same requirement. The rural community have much to lose in the coming election if the majority of urban voters support the Labour party’s proposed policy of expanding the current capital gains tax law, which currently is paid by developers and individuals who make their living by buying and selling properties, other than the family home.
