Ups and downs – this year’s bull sale could not match the highs of last year, despite new buyers

Chris Biddles’ Te Atarangi Farm south of Te Kopuru held its 26th annual sale recently. Mr Biddles says the outcome was understandable, given lower confidence in the rural sector. “It was OK. But it was a tough sale. It was nowhere as good as last year.” He says the sale grossed just under $200,000 compared with $270,000 in 2013. The number of bulls sold dropped from 100 to 88. “A lot of people didn’t

need a bull this year. They’re volume buyers who will need one next year.” He says there were still lot of new buyers, with the total number on a par with last year. But they made fewer purchases, at lower prices. “The downturn kept people away.” Mr Biddles says the state of the rural economy and the lower Fonterra payout had an impact, even though they are different markets. But he expects the 2015 sale will rebound with the return of volume buyers.

Milk return 'challenging'

Northland's dairy industry, along with the rest of the country's Fonterra affiliates, will be anxiously eyeing the calendar for September 24 in anticipation of the dairy giant's annual result announcement. It comes comes against a background of the most recent fall in dairy prices and a warning to farmers of belt-tightening. “Current prices would indicate that a $6 milk price would be quite challenging,” says Rabobank’s director of dairy research, Hayley Moynihan. Since her comments however, tension in Europe has brought even more pressure to bear on commodity prices. Prices fell six per cent at the latest Global Dairy Trade — or GDT auction, the fourth fall of 4.9 per cent or more in the past five auctions, and a week after Fonterra held its farm-gate milkprice forecast at $6 per kilogram of milk solids for an overall payout of $6.20 to $6.25. Ms Moynihan predicted that forecast would be unsustainable if prices fell at the next trading event, which is just a week before the September 24 announcement. The decline is indicative of the huge amount of dairy products still to come

on the world market between now and the end of the year. “The big question mark is still the impact of the exchange rate, but I think it’s unlikely we will see any weakening of the exchange rate offsetting what has been a substantial decline in commodity prices,” she added. Federated Farmers has indicated that farmers need to watch their budgets as closely as possible because it was going to be a tight season financially.

ctually, Veterinarian Jenni Petersen, based at Okaihau, is looking for another vet for the practice and is quick to point out her view of the job’s advantages — the variety of travelling to different farms and no day being the same as another. She works mainly with large animals, particularly cattle within the dairy industry.

“It’s largely problem solving. Being rural you have to do whatever comes at you — it’s full on. Although perhaps not every woman’s life, if it’s you there’s nothing like it.” Jenni has practised for 17 years. She took over Norvet at Okaihau two years ago. Alan Clarkson established the service in the 1980s when dairy herds in the district averaged 200 cows. Alan

still works and small animal vet Maren Newport comes in to the practice part time also. Both Alan and Jenni explain that there is a shortage of vets wanting rural work in New Zealand. “At Okaihau there’s a good range of work, and I prefer the rural based practice,” says Jenni. Her job is mainly on-farm. At the clinic desexing makes up around five percent of the work. As well, Jenni helps the local community by working in with the nearby dog pound. “Every vetting day is different.” Jenni is finding that there are not so many callouts as when she worked in a multi vet practice. She appreciates this since she has little ‘home time’. Her horses and the two pups she’s raising to working dogs take a fair amount of it. She lives next door to her clinic in the old Okaihau bakery building and enjoys the situation — “It’s a cool little community and not too big.”

Becoming a vet wasn’t an obvious call for Jenni. She grew interested through peers going into it. After six years at Massey Vet School she was off to the United Kingdom where she worked as a locum for two years, mainly in small animal work which included less familiar pets such as gerbils and chinchillas. The foot-and-mouth outbreak saw her employed looking for infected animals. As the epidemic grew she was accompanied by slaughter teams. The hours were tortuous as authorities struggled to control the disease. Later, arriving back in New Zealand Jenni worked in the Bay of Plenty. While visiting family in the Bay of Islands she began working out of Kawakawa before the opportunity arose to have her own practice at Okaihau. A typical day might begin at eight with a dog with ear problems and end at seven after dehorning a shed of young calves on a dairy farm out in the district.

During the day spent with her she conducted a postmortem on a dog which couldn’t recover from ‘Go-Slow’ — a disorder first seen in pig dogs in the mid 1990s. Jenni has a strong interest in identifying cause. Muscles are directly affected and dogs show sudden exhaustion after eating meat or organs from wild pigs.

Jenni works with the owners of affected dogs and advises management. She also sends tissue samples to Massey towards a case control study and is in contact with other vets encountering the disease. “It’s an interesting yet challenging environment,” Jenni says. “It’s up to you — with a cow down, for example, you have to sort it, there’s pressure to solve it, and you must run with your decision to the outcome.”

T

he local Four Square store offers the groceries and supplies that locals and passers-by need. There’s also a petrol station, a hall and not much else. Just beyond its southern boundary a non-descript road appears on your left and heads up the valley. Most motorists give it little attention, as it is similar to thousands of other rural roads the length and breadth of New Zealand. But for those who live up the valley, the road — called Wekaweka Road — is a lifeline. It’s 14km long and there is no exit, meaning for local residents it is their only route to the outside world. The road is 100 years old. At one stage it went all the way to Waima. Now it ends at a Department of Conservation park. However the severe storms that struck in June and July put that lifeline

Rising river waters in June caused sections of the road to be swept away creating a hazards for motorists

at risk. First, there was a downpour on June 10. A month later the valley was hit by the floods that ravaged all of Northland. Errol Mason, who has lived in the valley for all his 65 years, was one of the worst affected by the June storm. “A hell of a lot of water came through my house. It wasn’t very deep. But it left mud everywhere.” Fortunately, most of the damage — including replacing all his carpets — is

covered by insurance. But in July he had four days without power in his sodden house. “It wasn’t a major problem because I cook with gas. But when there’s no power, there’s no phone. For a while we went back to the third world.” Cathy Sangster is another local who drives the road most days on her way to work at Hokianga Hospital. She says that most valley residents share common characteristics. “We’re mostly Pakeha. Most of us are quite alternative.”

Apart from the condition of the road, the area has other communication challenges. “We have very good Internet. But there’s no mobile coverage. That can be quite frustrating. But if we need food we ring up the Four Square and the postie delivers it.� Ms Sangster lost mains power for 10 days after the July storm. But like most of her neighbours she coped. “I had to get ready for work in the dark. I also had to cook in the dark. “ Local fire and civil defence chief Bill Keir who has lived in the valley for 37 years says the June storm deposited 125mm of rain between 9am and 4pm, causing the flash flood that flooded Mr Mason’s home and causing a washout on the road. A digger was called in to

divert the course of the river, meaning the road closed for just three hours. The July storm lasted for several days, worsening the state of the road. But its main effect was to cause a big landslip. “It was one of the biggest land movements I’ve ever seen. It buried 40 to 50 hectares and squashed the power line.� Having to build a new line in a difficult-to-access location meant that valley residents were among the last Northlanders to get their power back, with some in the dark for 10 days. However, Mr Keir says residents made good use of generators, gas heaters and wood fires. “There were no serious human problems.�

Clint Meyer, who lives 11km up the valley, runs a chilli-making business from his home which is rebounding after July’s storm. “The tunnel house in which I grow chillies is gone. We lost power for 10

days. We used lots of candles and the showers were cold. With no power, I had to go down the road to do emails.� However he is happy to keep living — and working in the valley. “There was no major disruption. We soldiered on.�

Rik Walstra has recently been appointed care home manager at Kauri Coast Rest Home and Hospital in Dargaville. After being a paramedic in the Royal Dutch Navy, Rik completed his Registered Nurse training in the Netherlands. He then emigrated to New Zealand where he worked as Nurse Manager at both Lady Allum and Ons Dorp care homes in Auckland. Rik’s most recent role has been with the Waitemata District Health Board (DHB) where for the past 15 years he has worked as a Needs Assessor and Service Coordinator. For the past six years he has been Team Leader at the Needs Assessment service. Rik’s expertise and passion is in the care of older people and we are very fortunate to have him join our team at Bupa. Barry and Verity Baines of Chapel Olive Oil have every reason to celebrate.

T

he Paparoa couple scooped three gold medals and one silver in the recent Oliveti awards for olive oil produced in the northern part of the North Island. Producers put forward 41 entries in six categories. Mr and Mrs Baines entered their Chapel Olive Oil in four of them, winning three and coming runnerup in a fourth. Chapel Olive Oil was successful in the Leccino, Koroneiki and Frantoio/Leccino blend categories and won a silver medal in the Frantoio category. Owner Barry Baines says the awards showed that Paparoa is a good location to grow olives and extract their oil. “We’re right on the edge of the Kaipara Harbour and some trees are within 20 feet of the high water. There are no wind breaks. That allows the salt air to get in and means we have no peacock spot, which is a fungus that affects olive trees.” Mr Baines says he prunes to create open trees that are easy to pick. But because the local market for olive oil is

quite limited, they only pick one-third of what they grow. Their olives are har vested mechanically and sent to Wellsford for processing. Under the name of Chapel Olive Oil they produce three varieties of olive oil. Mr Baines says most of the oil is sold at farmers’ markets, the Dargaville Market and at Northland Field Days. They also sell online and through

retail outlets in Dargaville, Ruawai, Maungaturoto and Waipu. He says the olive trees coped well with the last two dry summers, while the winter weather has had only a small effect on his crop.

limited volumes of new season’s wool on offer during July and August. Local wool exporters representing mills based in mainly Europe, Asia and Australia competed fiercely at wool auction sales held in Christchurch and Napier and a similar market trend to last season began to emerge (albeit earlier this season than last) with prices being pushed close to the highs experienced during October and November 2013. Crossbred wool offered drew good interest and buyers’ comments were positive towards the very good wools presented for sale. The majority of prelamb shorn fleece types were extremely well grown and tensile strength was superb. However, a number of lines, although visually of good scouring colour, did

reflect some degree of slight yellowness in the colour test result, probably due in the main, to a wetter than usual autumn experienced in some regions and with lesser than usual wind to dry the obviously heavy fleeces on the sheep’s backs prior to shearing. Having said that, a few lines of fleece which tested slightly poorer for colour, had not been prepared well enough in the wool shed and too many first pieces were evident within the grab samples, not only affecting base colour but also contributing to a more mixed length of fibres than desirable by many in the trade. A handful of fleece lines also contained some vegetable contamination which, while unavoidable in most cases due to the nature of foraging and pasture availability, may have contributed to a slightly lower price than that received for some of the better vegetable matter contaminant-free fleece lines. While buyers obviously ‘average’ their purchases to achieve their forward sold orders, they definitely, however, prefer the better wools ahead of those carrying any degree of fault, and discounts apply accordingly. A good quantity of second-shorn crossbred types was also on offer at recent wool auctions also commanding widespread interest. Prices remained solid for the longer second-shear/

early-shorn types, however, demand seemed rather limited for shorter genuine second-shear (five to six months’ growth) types and an unusually larger than expected price gap between the two types emerged. A small quantity of long lamb’s wool (probably more correctly referred to as ‘wooly hoggets’) also met with enthusiasm from the export trade with prices for these types often reaching extreme levels. Finer wool types were also well represented at the July and early August auctions in Christchurch with a few very nice lines of Halfbred and Corriedale wools on offer as well as a small number of very attractive Merino types. Halfbred/Corriedale wools measuring finer than approximately 28 microns, well grown and well prepared, drew good interest from the exporting trade. That’s my view.

Is science missing the point? Our experience of late is that if data is not from a science fraternity initiated project, collected by trained technicians, and evaluated by scientists with the same belief systems then the information is invalid. Our focus has been on measuring pasture growth rates and Nitrate N under grazed pasture on intensive dairy properties applying total nutrient programmes where fertiliser N for the last 10 years has been almost entirely replaced by increased beneficial fungi and bacteria activity. The measures show that the two monitored properties grow around 30% more total pasture than conventional properties relying on regular applications of fertiliser nitrogen. The measures from the property monitored for Nitrate N indicate that losses are around 30% (70% less) of those from a neighbouring property regularly applying urea. The concentrations from the biological property are close to the acceptable Ministry for the Environment standard. An independent performance analysis

of these properties stated: “Based on the 2011–12 season it appears the Biological farm had an advantage over the Conventional farm in all areas analysed. The Biological farm had a lower stocking rate and grew more pasture per hectare therefore had a reduced reliance on grazing off and applying nitrogen … It also had a significantly smaller environmental footprint in terms of nitrogen leached from the farm and nitrate concentration in groundwater. Nitrogen conversion efficiency was also elevated’. Both properties produced in excess of 1300kg milksolids per hectare. The Biological property grew 19’300kg DM/ha based on Overseer, while the Conventional property grew 14’800kg DM/ha based on the same model. We’ve been told that the Overseer figures for pasture grown are not

accurate, however, with regular upgrades we’re confident they will be become increasingly precise. Overseer was never developed as a regulatory tool, but with standards rapidly becoming tighter a useful model is required. A single analysis of one season isn’t proof but its only one part of the jigsaw. It’s easy to dismiss the validity of any single piece of data that has been shared however when viewed collectively the independent report makes sense. The science approach to date has been to ask for the analysis of the inputs so judgement may be passed on the likely outcome. The resultant finding has been that any improvement can be attributed to better management. The refusal of the scientists we’ve approached recently to become involved in any part of the monitoring process is based on analysis of the inputs. Because current models don’t explain the performance it is deemed there is nothing worth investigating. Science is about measuring, and in order to measure firstly there has to be observation. With the refusal to be involved in that part of the exercise the decision to dismiss is sound, but what if there is something of value. Our work over the last thirty years has been based on observation first and foremost and reworking our understanding to incorporate fresh information before measuring to see if the effect is real.

Some people may be thinking that the money they spent on their tracks over the winter is already paying off. Maybe it is, but I would like to direct your attention to another possibility. Last month I talked to you about the effects of the track and how it can put a lot of stress on cows by reducing their resting time. Let’s go with that train of thought for a bit. Did your cows get the rest over the winter that they needed? Many of you may think this to be a ridiculous question as all the cows did was spend time in the paddock, so of course they got all the resting that they needed. Is that true? When cows are in the paddock for a whole day, does that mean they can automatically get the rest they need? I would argue that they don’t. This is especially true when cows are on winter crops. Have you noticed that cows do a lot more standing in crop paddocks than on dry grass paddocks? If you drive through the country-side in the winter

after a shower of rain, you will see most cows standing up in crop paddocks. Fair enough. I wouldn’t like to lay down in the mud either. So if you look at this winter where the weather was a lot warmer and dryer, cows would have had more resting time.

And I believe that this is what we are seeing. So what can we learn from this? I believe we need to farm in a much

more cow friendly manner. It is my belief that most farms are not set up or managed in a particularly cow friendly way. I don’t have a problem with feeding cows winter crops. They are probably good food for them and cheaper for the farmer but we do need to keep the basic needs of the cows in mind. One of the basic needs for a cow is to have sufficient laying down time. If we have cows on winter crops then we need to be prepared for the times when we do get rain. This may mean that we could harvest some of the winter crops and feed it out in a paddock of grass that is dry enough for the cows to lie down in. I know it costs more money to dig up the fodder beet but if that means less lame cows in the milking season then that money will come back. Even if it didn’t, is it not our responsibility to look after our cows? If we want to keep our cows then let’s be proactive in ensuring their basic needs are provided for.

Pay attention to young stock Honing the genetics of dairy cows only goes so far in raising a healthy productive milking herd. The impact of the external environment can temper the best genetic make-up. Hence regardless of exemplary breeding efforts, events encountered early in life (including pre-birth) can have short and long-term consequences which will influence an individual animal’s predisposition to disease, its resilience combating disease, growth patterns, fertility and milk production. Scientists studying early development in animals, humans and agriculture refer to this as ‘epigenetics’ and it presents the opportunity to change what we might have considered to be hardwired. For example, factors such as nutrition (how much an animal eats, what its mother eats when in-calf, what it eats in the early growth stages to a yearling) and mating weights can affect how

effective and efficient that animal will be at converting feed to milk throughout its entire lifetime. It can affect ability to get in-calf, length of gestation, and the health of its offspring. This translates to treating your girls well and paying particular attention to them when they’re young, when they are mated and when they’re in-calf. Therefore farmers who are able to exercise control over the nutrition of their cattle and track target weights for mating have the potential to reap long-term rewards. These rewards will include better milk production and disease resistance and may even carry over positive effects which flow on to the next generation of milkers.

Soil biology is crucial for humus production by Rachel Sorley, Environmental Fertilisers

Humus is created by beneficial microbes at root surfaces — bacteria, fungi, protozoa, algae, nematodes. These are your hidden workforce, crucial to your bottom line. The carbon in humus comes from atmospheric carbon dioxide incorporated by photosynthesis into sugars, translocated to the roots and exuded to root surfaces where beneficial microbes feed on it and incorporate it into humus. The most rapid pathway for humus creation is via mycorrhizal fungi, which form huge networks in the soil as they increase nutrient fossicking ability but are decimated by soil cultivation. The next (much slower) process is the carbon cycle in which beneficial bacteria and fungi at root surfaces play the key role. Beneficial soil microbes also recycle key soil minerals (N, P, K, C, Ca etc) into plant-available forms and fix free N from the atmosphere and release locked-up nutrients. Without beneficial soil biology, humus would not be created and soil would not sustain plant growth.

It behoves all farmers to take a serious interest in the welfare of their livestock below-ground. A good soil should contain the equivalent of up to five cows per ha biomass and ignoring these underground stock units leads to their demise.

Win the battle for greener pastures

With spring well and truly here, farmers are turning their attention to raising a bountiful crop of grass to fuel milk production. It’s all about maximising that all important DM or dry mass (pasture minus water) — the crucial tonnage of feed which keeps the herd healthy and productive. But green pastures have many enemies, and this time of year it’s time to take the offensive to these pests, guaranteeing good pasture growth. Pests take two major forms — insects and weeds. Weeds can be insidious — many were in fact introduced species, and still flourish in country gardens, spreading their seeds via wind and birds to ruin paddocks. Knowing how weeds such as gorse, thistle and ragwort spread is key to eliminating these plant pests from your pastures. As well as being windblown or carried by water, the seeds of noxious plants can also sometimes be found amongst benign grass seed — check the certification of any seed you’re planting to make sure it’s weed free. Another vector pertinent this time of year is the very machinery used to destroy weeds. The tractors, harrows and rollers visiting your land may be carrying weed seeds in like the old ‘trojan horse’. To stop weeds, take care of the land from the ground up. Cultivate with

deep tines and harrows to aerate the soil, then seed a certified weed-free, hardy form of grass appropriate to the moisture content and drainage of your pasture. Pugged paddocks won’t grow the best crop, so the roller may come into play as well, before nitrogen is spread for maximum soil fertility. Regular grazing throughout the season and the year helps too — your herd can do their part by nipping some of those shoots literally in the bud, and by preventing overgrowth. Insect pests, such as weevils (these attack clover, and as such are high on the hit-list), grass grubs, army worms and the like are also best managed by taking care of the pasture from a ‘grass roots’ level. Chemicals can be effectively used to quash infestations, but even better is the more natural approach as practised since the middle ages. Consider planting a ‘break crop’, especially in summer. Valuable dry mass for feed can be gained from, for example, a turnip crop in summer, breaking the pest’s life cycle by depriving it of its favourite food — and as a bonus, alternative cropping and rotation of the paddock has been proven to help reduce pugging damage and fix soil nutrients.

Management trials including planting rates are also included. “All our commercial hybrids have undergone at least three years of testing in over 30 trials across multiple regions targeted to their maturity. Results are independently analysed so growers can have the utmost confidence in their performance capabilities”, said Barry. Dealing with silted pastures A wet, stormy winter has left a legacy of silt on many Northland farms and coming into spring, the rains aren’t over yet. Farmers of New Zealand operations director Bill Guest has already commented that layers of thick silt on many riverside flats will provide regrowth opportunities in the future. Now the farmer-owned co-operative Ravensdown has made a $20,000 donation to aid flood affected farmers and is advising that soil testing should be an integral part of pasture recovery. “The make-up of silt deposits and nutrient content in flooded pastures can vary widely,” says Northland regional manager Mike Wilson “You need to know exactly what you are dealing with as you plan for successful regrassing or work to patch up moderate damage.” He recommends collecting larger soil samples than normal, as much of the sample will consist of flood debris. Tackling regrassing on a flooddamaged pasture requires careful

planning and consideration. “There are so many variables a farmer must consider, such as how long pastures were underwater, how deep the silt deposits are and how wellgrazed a paddock was before the flood,” Mike says. “As a farmer-owned cooperative, we’re mindful of the stress that farmers will be under to get their soils producing again. With tighter payouts farmers will need to look for opportunities to save money and keep the farm moving forward. A big percentage of farming operates on natural capital such as topsoil, rain, sunshine, carbon dioxide, oxygen, hydrogen and nitrogen. These gaseous elements make up 97.5 percent of the pasture’s mineral requirement, so a shift to accessing all the farm’s nitrogen directly out of the atmosphere for free, would be a good move to reduce one of the major spends on farms, today. Agrissentials’ customers have been doing this for years. This atmospheric nitrogen has always been there for plants. Once you install this natural system on your farm, clover will become abundant and you can’t beat clover for production of milk and meat. Ruminant animals thrive on it and it doesn’t damage our environment. So you save money, your production increases, your animals are more content and healthier, soil and animal fertility increases, so you won’t be concerned about next year’s ban on inductions and the Regional Council will love you. What a fantastic deal! Another cost saver is not to grow maize. Grain is for birds. Ruminant animals are grass converters. The top price for beef in the USA is all grass

fed beef and the top money for milk in Europe is all grass fed milk. Ruminants are good at it. Agrissentials’ system encourages you to increase the mineral content and microbial mass in your soil. This is paramount for production. The less you interfere with your soil, the better the soil operates. You will get far more nutrition from your grass on our system than growing grains, which is a cost that doesn’t make sense when you’re farming ruminants. Another money saver is not to regrass. The trials on ten irrigated dairy farms in Canterbury and North Otago were carried out to determine the value of regrassing on long-term production and persistence of new pastures. After three years, the average production over all farms, surprisingly, showed the ‘new’, ‘control’ and ‘good’ paddocks all reproduced the same amount of grass. (Trial work was led by Lincoln based Anna Taylor and funded by Dairy NZ). From Agrissentials’ point of view, the grasses that grow well and have adapted to their particular environment are the ones to go for, as we believe that the most important part of the plant is its

mineral make-up. Discrim nation Discrim nation NZ: A bicultural nation?

There was a time when New Zealand was predominantly made of just two cultures – Maori and European. We were bicultural and we took faltering first steps to make it work. But bicultural is not who we are any more. Who we are is a nation of peoples from all over the globe. Maori. Europe. Asia. Africa. The Pacific Islands. Australia. The Americas. We all call New Zealand home – the place where we raise our families, where we watch our kids play sport, where we work and vote and try our best to do right by each other. New Zealand is our country. We are a multicultural nation of equals.

Stuck in the past?

How do we honour New Zealand’s historical past without being continually defined by it? How do we shape a better future? There are no easy answers. But fundamentally, we must live by the principle of equality that underpins all human rights and underlies the Treaty of Waitangi: “he iwi tahi tatou – we are now one people.”

The Maori seats

New Zealand’s Parliament contains a number of seats reserved especially for people of Maori descent. These seats guaranteed Maori a direct voice in Parliament. The Maori seats were first introduced in 1867 and for good reasons. Despite the Treaty promising full equality in terms of the rights, privileges and duties of citizenship, the land ownership requirements of the day denied many men – both Maori and European – the right to vote. To address this, protected Maori seats were created as a temporary measure to give parliamentary representation to Maori men until they were able to vote on the common roll. Although full voting rights for men were

granted in 1879 and for women in 1893 – giving all New Zealanders of age equal rights to vote – the reserved Maori seats were retained.

Parliament, a law change is needed to abolish the Maori seats and establish a common electoral roll.

This continues even though Maori representation in Parliament now disproportionately exceeds their relative national population.

The process must involve every voter – not just those who enjoy the present constitutional privilege.

Unintended discrimination

Only if enough New Zealanders help persuade politicians that doing so is in the best interests of the country, and that our future must be ‘One people. One nation. Together.’

As a result, the seats that once preserved equality are now a form of discrimination based on race. By reserving this privilege for Maori alone, it suggests that one race is worthy of more consideration than all the others. As New Zealanders, do we truly believe this is right?

The Royal Commission

To ensure that our Parliamentary system provides fair and effective representation for all New Zealanders, the 1986 Royal Commission on the Electoral System made a series of recommendations. In their report “Towards a Better Democracy” the Commission recommended our First Past the Post voting system be replaced with MixedMember Proportional representation, or MMP. They also proposed that the Maori seats and the Maori electoral roll be abolished on the basis that separatism is not the answer to Maori advancement. Equality is. Their recommendation was ignored.

One people

The time has come to reshape things to reflect the many races-one people-all equal nature of our nation. If we want that change, one common electoral roll for all is an essential starting point.

Focus on policies!

The general election, over the last few weeks, has turned into a fiasco since the release of the book Dirty Politics by Nicky Hager. Prior to this it looked as if the National government would sleep walk back into power. We remember the fortunes changing for the Rt. Hon Helen Clark when such a book was released prior to those elections. Forty years ago the Watergate affair toppled President Richard Nixon or tricky Dicky as he was referred to by his critics. The smugness of the smiling Minister of Justice Judith Collins has certainly not helped National in this election in expanding and publicising their policies. While this sorry saga has clouded the election, it is important that the farming community focus on the policies that are being expanded by all political parties, because they are going to affect the ongoing viability of the majority of farms in New Zealand. The campaign

by the Greens against ‘dirty dairy farmers’ is not helping the New Zealand dairy industry, in spite of spending millions of dollars in reducing carbon footprints at Fonterra manufacturing sites and dairy farmers making a huge effort in complying with new effluent standards and bringing milking dairies up to Fonterra’s management standards which will include the introduction of water filtration where necessary for the washing of milking plants. The National government in July 2014, released its National Policy Statement for Freshwater Management. It is accepted by the overwhelming majority of New Zealanders that freshwater is essential to New Zealand’s economic, cultural and social well being. Fresh water is essential to our primary

production, maintaining its competitive advantage in the global economy. New Zealand has 420,000 kilometres of waterways. The overwhelming majority are regarded as not being problematic and problem areas have been identified. While the Greens and the left have attacked National’s Freshwater management policy as being too soft, Farmers of New Zealand accepts that the policy is pragmatic, that it states the gover nment’s bottom line and allows communities to set the targets in regards to water quality. This is important because if a community sets a target that a par ticular waterway must be brought up to swimming standard up and above the current regional standard, it must accept that it has to pay for it. This will make communities think regarding matters of affordability, because in the end it is the community that will pay for improvement. The Government’s Freshwater policy statement also acknowledges that improvements in freshwater quality may take generations depending on the characteristics of each freshwater management unit. Overall freshwater quality within a region must be maintained or improved. This will also seriously affect urban dwellers, many of whom are a party to their district council’s pollution

problems, caused by inadequate sewerage plants and stormwater runoff from tar sealed roads. The Freshwater policy statement also requires the development of monitoring plans, stating that monitoring plans are intended to be practical and affordable. What could this mean? The Northland Regional Council recently in the press, stated that councils now will be required to set water application limits and meter water use to account for the allocations. Seventy five percent of dairy farms have wastewater discharge consents and only a handful have consents to take water. The Regional Council has signalled that it will require a $818.00 deposit for a new resource consent application to take water and that council will require installation of water meters and that will attract an annual monitoring charge of $250.00. On many farms the expense of meters and the introduction of annual monitoring charges will have a huge impact on farms with multiple bores. The Northland Regional Council proposes issuing a consent with an interim daily maximum volume on each farm until the actual volume is known. It is my opinion that these changes will lead to the setting of farm stocking rate numbers and this could be prescribed in your water allocation resource consent.
