Canterbury Police District Commander Superintendent Gary Knowles attended a recent Selwyn District Council meeting to give councillors a briefing on where policing in the district is headed. According to figures released by Superintendent Knowles there were

1,424 recorded offences in Selwyn in 2011 but by 2013 this figure had dropped to 1,261 (down 11.5%) and he is predicting a figure of around 1,300 for the 2014 year. “You should be proud of this figure as it shows that despite the huge growth

Public input wanted The Selwyn District Council is calling on residents to have their say on its draft Long Term Plan, called ‘Towards ‘25’, which forecasts an average annual rate rises of 4.5% over the next 10 years. Consultation will start on Thursday, April 2 and run until Monday May 4. ‘Towards ‘25’ sets out the projects and activities the council is planning over the next 10 years and how these will be funded. Deputy Mayor Sarah Walters said council is proposing to make substantial investment in roading and develop new community facilities. “In preparing proposals the council aimed to strike a good balance between making investment in key infrastructure such as roading and community facilities and keeping rates at an affordable level. “We would welcome people’s feedback on our proposals — it’s important that we know what projects residents support, and any suggestions for improvements.” She said Selwyn’s strong population growth is creating demand for community facilities and a number of new facilities are planned. “An indoor sports complex is proposed in Rolleston, along with new community centres at Prebbleton, West Melton and Dunsandel. We are also planning to continue developing Foster Recreation Park in Rolleston and are considering developing a new largescale park for recreation.”

The plan includes a proposal to develop a new library at Rolleston which could be used by people across the district, and plans for improvements to roading and public spaces in central Rolleston to implement the Town Centre plan. Synlait loss Selwyn dairy company Synlait Milk has posted a $6.4 million net loss after tax for the first six months to January 31 in the 2015 financial year. Despite an expectation that current market volatility will continue, Synlait remains confident that sufficient committed contracts are in place to achieve a forecast net profit after tax result of $10 to $15 million for 2015. Synlait managing director John Penno said that although the previous 18 months had been challenging for the dairy industry, investing in nutritional capacity and capability is what will create value for the business in the long term. “We are acutely aware of the decline in commodity prices and the impact this is having on our suppliers,” he said. “We have an increased ability to respond well to these pressures, which means in some situations we can offer financial incentives to help ease these impacts on our suppliers.” Mr Penno said this year was a transitional year for the company. “Our immediate focus is on building strong customer relationships that will benefit from our investment in a firstclass manufacturing site.”

Fire causes extensive damage near Burnham  by Kent Caddick

The cause of a house fire near Burnham early Tuesday morning is yet to be determined. Firefighters from around Selwyn were called to the fire on Grange Road, with engines from Kirwee, Darfield and Burnham being assisted by Selwyn Rural Fire Authority tankers from Kirwee and West Melton. It appears the fire may have started in one of the bedrooms of the brick house and spread through the ceiling to other areas of the house which was extensively damaged. New Zealand Fire Service senior communications

officer Daryl Ball said they were alerted to the fire by a passer-by at around 8.30am. “The first responders said the house was well involved by the time they arrived, however, no one was home at the time.” Firefighters using breathing apparatus were used to control the blaze. Rolleston artist Stephen Robinson and Darfield’s Amelia Guild will feature in the latest exhibition at the Selwyn Gallery in Darfield where animals will be the focus. Sculpted, drawn and painted animals will feature in the exhibition which also includes works by Christchurch ar tists Elaine McDonald and Andrew Lyons. “This is an exhibition for the whole family to enjoy over Easter so do bring everyone along,” Malvern Community Arts Council coordinator Ingrid Cole said. Stephen Robinson of Rolleston is a self-taught artist specialising in fish and game. “His realistic depictions of wildlife are mostly in his favoured medium of pencil and pastel,” Ms Cole said. Darfield’s Amelia Guild grew up on a high country station in the Rakaia Gorge where Ms Cole said her fondness for animals was born. “Amelia is committed to developing her style by exploring new ways of bringing her subject matter to life, constantly seeking inspiration from animals and her ever changing interest in colour, texture and medium.” Andrew Lyons is an award-winning

sculptor and works with a wide variety of materials but particularly wood, while Elaine McDonald is a painting whose work is largely realistic in style. The exhibition opens on Saturday, April 4 and will run through until April 30. The gallery will be open daily, except Mondays and Easter Friday and Easter Sunday, from 10am to 4pm for the duration of the exhibition. 

He said despite people’s fears most of the crime is committed during the day and not at night when people feel most vulnerable. He also noted that rural crime makes up a high portion of Selwyn crime. “Those types of figures help us to determine what resources we need and when and where we need to deploy them.” The figures also revealed that in most crime categories the number of incidents had dropped between 2011 and 2013 with a slight increase in the number of burglaries while violent crime grew significantly from 150 incidents in 2011 to 207 in 2013. “However, we are looking at ways we can continue to improve policing in the district and in particular how we deal with the real fly in the ointment which is road crashes,” Superintendent Knowles.

“Our analysis of the crash statistics show there is no one factor in these accidents and there are a multiple number of reasons. “We are really getting hammered in this area and when we look at the risk factors it is not tourists who have a high media profile which feature highly in this but locals.” The number of calls to police from Selwyn residents has risen significantly over the last few years from 7225 calls in 2011 to 17,855 calls in 2013. Superintendent Knowles said part of that increase was due to the fact they were receiving a lot more calls about events on the roads including calls to their *555 reporting number. He said in the coming year they are targeting improving road safety in the district as well as a focus on victimisation and youth crime.

The South Island Agricultural Field Day (SIAFD) is run predominantly by volunteers with the aim of giving farmers and others in the rural sector the opportunity to see the latest in agricultural machinery and services in action. A decision by the SIAFD committee saw the group purchase its own land on the outskirts of Kirwee in 2014 after leasing land near Lincoln for previous events. Committee chairman for the 2015 event, Alastair Robinson, said the move has been a great success. “Our exhibitor numbers are up by over 200 and this year we have over 550 exhibitors,” Mr Robinson said.

“I think the fact we now own the venue combined with the marketing and exhibitor evenings we held have helped to increase those numbers.” He said it was a wee bit harder to tell by how much the visitor numbers had grown as the site is much larger than in previous years. “The land we purchased is around 40.5 hectares with 16ha for exhibitor sites and 9ha set aside for demonstrations, with the balance being used for parking.” Mr Robinson said the support of the local community has been exceptional and really assisted the committee which is made of around 20 volunteers.

“We had the Malvern and Rolleston Lions club helping with catering, the Kirwee Volunteer Fire Brigade dampening down the tracks to prevent dust, the Kirwee School helped with parking and other groups like the Darfield Rugby Club and Christchurch District Young Farmers also provided invaluable assistance.” He said the 15 months the committee spent in getting the grounds ready for the event has paid off. “It will be so much easy to organise the next event in 2017 as all the hard work in getting the permanent facilities organise will not have to be repeated.” 

Malvern A&P Show ‘one of the best yet’

Organisers of this year’s Malvern A&P Show at Sheffield Domain are describing the 2015 event as one of the best yet. Show president Keith Taege said a combination of good weather, an outstanding organising committee and a great turnout made for a fantastic day. “I was absolutely thrilled with the way the day went,” Mr Taege said. “The numbers entering the sheep and wool sections were up on previous years, which seems to buck the trend of the declining sheep industry in New Zealand and is a tribute to the work of the organising committee.” Mr Taege didn’t think the South Island Agricultural Field Day which was held in Kirwee in the days prior to the show played a major part in a slight drop in numbers. “There were pluses and

minuses to having the field day in the same week. Some exhibitors chose the field day over the show but many of those who had either exhibited or attended the field day stayed on for an extra day to come up to the Malvern show.” He said there were a few lessons to be learnt from this year’s show. “Entertainment is always a key to making a show successful and we will be looking at ways to add variety to that. Also we need to encourage some young blood into the organising committee to help those amazing stalwarts of the show in their endeavours.” The Record photographer Peter Walker caught up with all the fun of the show. 

Grass is a wonderful thing but on a lifestyle farm we usually either have too much or too little and the grass that does grow is often not where we need it — on the lawn, not the paddock. One piece of equipment that can help make the task of managing grass a pleasure is the ride-on mower or lawn tractor. So, what is the difference between a ride-on and a lawn tractor? Anything you ride on and mow is technically a ride-on mower but when people refer to lawn tractors they generally mean a ride-on mower with the engine mounted at the front of the vehicle with the mowing deck at the back. Other ride-on mowers have rear mounted engine with a mowing deck below or in front of the driver. A ride-on with a rear mounted engine is very manoeuvrable and has a much smaller turning circle than a lawn tractor. Lawn tractors usually have steering wheels but other ride-ons can have levers or foot controls. The reason these ride-ons are so manoeuvrable is that the rear wheels are independently powered so you can turn really tight circles and mow around obstacles more easily. What you need depends on what you want to do. All ride-ons are not made equal and some are built specifically to cope with slopes, long grass or rough

terrain. It’s important to do your research and talk to a salesperson before making a decision. What to consider when buying a ride-on How often you will use the ride-on: If you are trimming a lawn every few days you’ll need a different machine to the one you’ll need if you plan to use your ride-on to mow a 3 acre paddock when it needs tidying up. You need a ride-on that is robust and powerful enough for your needs. What horsepower engine is appropriate: Generally ride-ons will be between 13 and 20 horsepower. More horsepower is needed for wider cutting decks or machines designed to go over rough terrain. If your ride-on has a catcher it will also need more horsepower to blow the grass into the catcher. What size mowing deck you need: Obviously, a wide mowing deck will mean less time spent mowing but there’s a lot more to it than that. A wide deck is only appropriate on really flat land, on rougher ground it could result in a very uneven finish or even scalping patches of high ground.

What you want to do with your grass once you’ve cut it: If you want to collect your grass then your ride-on will need a catcher of some sort. When you’re looking at ride-ons, you should have a look at how the catcher will be emptied. Fuel and running costs: Almost all ride-ons are petrol driven. Ask about fuel consumption and other running costs. How often will it need to be serviced

and how much will that cost? Safety features: Does the ride-on motor stop if you get off the mower? Your ride-on will be a valuable asset and should be looked after. Keep it in a dry place when not being used or buy a cover for it. Make sure it is serviced when needed. Ride-ons can be attractive to thieves so make sure you have adequate insurance. 

Overcoming the red tape When looking to renovate or add on to your home or build a new one there are a number of steps you must take to ensure the work complies with local and national building regulations. Consumer New Zealand looks at some of those regulations and what you need to do. Project Information Memorandum Make sure you (or your architect, designer or project manager) apply for a PIM early. The PIM is a document issued by the council providing information relevant to your proposed building work. You need to be assured that you can build the proposed house subject to the necessary consents. Resource consent Getting a resource consent is not usually part of the service provided in the architect’s or designer’s fee. But it is something they can do for you (for a fee). The need for a resource consent will become apparent at the initial sketch stage. The architect or designer should be familiar with the district plan and know, for example, how close to the boundary you can build, or whether there are any height restrictions. Any less obvious restrictions should be discovered when the plans are being looked at by the council staff when assessing them for building consent. Using the plans to get building consent To get building consent the design documents must be drawn with sufficient information to show that the proposed house will meet the performance requirements of the Building Code. details, claddings and joinery, flashing details and guttering, etc. Some plans will have to be done or supervised by a licensed building practitioner. It depends on the type of project as to whether this is required. Your council will be able to advise. You also need to provide details of proposed inspections by the designer or project manager. Each aspect of the Building Code requirements has to be covered in detail in the plans and specifications. If the documents are not full enough, the building consent authority can ask for more information which will slow down the whole process. The building consent application forms must be filled in and lodged with your plans. A fee is payable (usually based on the value of the work). The building consent authority has 20 working days to process it. Depending on the scope of your designer’s brief and contract, they can take care of organising the consent for you.

The Building Code is designed so that houses built to the code will be safe and healthy. It is best to aim for a house that will easily meet minimum requirements, taking into account modern construction methods and variations in materials and techniques. The colder months are often to blame for the extra layers of fat people seem to put on over the winter. If you stay fit over winter you will not only feel great but you will look great all year round. Research shows that when people take a break from their fitness routine during the winter months they will experience a 20% decrease in cardio fitness within three to eight weeks of not exercising. They will also have difficulty losing the winter weight (they have gained) even when they start exercising again. Put quite simply, all the effort of exercising over the summer will be completely wasted. Some of the many benefits of continually exercising throughout the year are as follows; positive mood enhancement, weight control, more energy, better sleep, less stress and less depression. I certainly have been guilty of trading my running shoes in for a pair of woollen slippers, over the winter.

The problem is when I stopped exercising I was absolutely miserable. I would gain weight and then experience sadness/negativity along with really low energy levels. When feeling like this, it becomes increasingly difficult to star t exercising again, which causes more weight gain and so the vicious cycle continues. This vicious cycle will be familiar to many, but if you go into winter with the attitude that you are going to stay active, then I assure you half the battle is already won. The problem only worsens when people make a conscious decision not to exercise during the winter months. When advising clients I try to get them to make the decision early to stay active over the winter.

Vintage variation — what does it mean?  by Celia and Hennie Bosman, True and Daring Winery

Vintage 2015 is almost upon us and the winery is a buzz of activity. After almost 10 years in West Melton producing wine we would like to say that we know what we are doing by now. However, although the technical and the artistry skills of winemaking can be honed over years of practice, the one thing that we have pretty much no control over is the weather. The saying goes that great wine starts in the vineyard. Like any great chef you need good ingredients to produce that stunning dish. New Zealand winemaking is what we call ‘cool climate’. When it comes to grape growing, although we are in the Southern Hemisphere our climate is more similar to Europe than our neighbours from across the ditch. Cooler climates tend to have higher variable weather, which leads to a greater variation between vintages. It is however these cooler temperatures that deliver the amazing intense, pure fruit flavours and vibrant acidity that have put New Zealand on the world map for producing distinctive wine. In the South Island we have a fair few climatic conundrums to work our way through before we get to vintage. Frost at the beginning of a season can damage buds and slow development. Rain at the end of the season can dilute flavours and rain together with heat can cause disease. Needless to say there are few fingernails left by the time that

vintage finally arrives. No other food is quite so helpless to these challenges. You don’t often find vintage dated honey or jam. So how do you know which is a good vintage? Firstly if you live in the region where the wine is produced then you will have first-hand knowledge of the season. Secondly contact the producer. Most winemakers are happy to share information about the vintages. Remember we only get one chance per year to get it right so the wines produced are like our children, each one is unique to the year in which it was made. No two vintages are exactly the same. Wine of the week We have a tradition over vintage at True & Daring (borrowed from Germany I have to add) where once the wine begins the fermentation process we like to taste it alongside a traditional German onion tart called zwiebelkuchen. The onion tart works equally well with a finished Riesling, so this week our Wine of the Week is our very own True & Daring Riesling 2011… aromatic, nicely balanced and with fineness in its fruit, showing a touch of class in all departments. Autumn has officially arrived and it’s the exciting beginning of a brand new planting season. But still, those zucchini are coming thick and fast and by now you should have tried almost every recipe known to man to use them up. The tomatoes have slowed a little, but peppers are still peaking and pumpkins are ripening to amazing shades of orange. All the hard work of spring and summer is really paying off. At this time of year the garden is by no means ready to be relegated to the compost heap. But here’s the dilemma. Cool season crops really need to go in now. They need the warmth of autumn to get a head start before the cold weather slows them down. For most of us, space is limited and hard decisions need to be made. There are a surprising number of things that can be grown through the depths of winter, so much so, there is a danger that the winter garden can become larger than the summer one. There are the usual suspects that are synonymous with winter: cabbage, broccoli, leeks, cauliflower, Brussels sprouts, carrot, parsnip and silver beet, all of which will enrich any bowl of steaming comfort food. And even lettuce and peas can be grown all year long if you choose the right variety and protect them from frost.

But there are other ones — unusual ones, ones you would pay a fortune for in the stores — if you could find them at all. • Kohlrabi — this odd looking vege is related to cabbage, but has a multitude of uses, raw or cooked and will add a refreshing change to the standard winter fare. • Kale — this has been hailed as one of the healthiest vegetables around. It’s in the brassica family and has an amazing depth of flavour and is really easy to grow. • Turnips — it is high time these old fashioned crops experienced a revival. They are easy to grow and taste superb. Put your prejudice aside and give them a chance. • Celeriac — Another weird looking plant related to celery, but worthy of space in your garden for what it can do for your soups and roasts. • Witloof — like a lettuce in the winter, only it can also be cooked and will add a delightful variation from all the heavy root crops generally eaten in winter. Despite a garden being full of dirt — hygiene is really important. As the last traces of summer are cleared away, dig over the soil to remove roots and weeds. Enrich the soil with well-rotted manure,

fertilisers and compost to replace all the nutrients used by summer crops, while you consider what yummy winter crops might fill the space. Autumn can be a little damp, while retaining some residual warmth from the fading summer and so it is perfect for fungal disease to make itself at home in your garden. As you clear away your summer crops, be thorough with the removal of dead and decaying material and don’t put diseased plants on your compost heap or leave them lying about or you will make a problem for yourself later on. Depending on where you live, frost can be a constant threat in the autumn. Keep a close eye on the forecast. Plants are most susceptible when they are young and actively growing. These days it’s quite easy to get hold of frost cloth or a frame to make a mini polytunnel to protect your crops. The protection needed depends on your climate and weather patterns, which change from one year to the next. Gardening through the winter months can be rewarding and invigorating, but it isn’t without its challenges. It’s nothing like the heady days of summer when you turn your back and a baby zucchini becomes a marrow. Things grow slower, but good things take time. 

Rural fire restrictions lifted

A restricted fire season for most of rural Selwyn has been lifted although a year round restricted fire season remains in place for the hill and high country areas of the district. A ban on outdoor fires in residential areas remains in place as they are governed by Environment Canterbury regulations. “While rain over recent weeks has reduced the fire risk, we request that people continue to exercise extreme caution about lighting a fire in the open,” Selwyn’s deputy principal rural fire officer Douglas Marshall said. “There is still a moderate risk of a fire getting out of control due to the large build-up of long dry grass and standing vegetation which are dry as a result of below average rainfall of recent months. People need to consider this and exercise caution before lighting a fire.”

Mr Marshall said anyone lighting a fire in the open air must be in attendance and supervise the fire until it is completely extinguished. “Fires can only be lit in daylight hours and should not be lit when strong winds are blowing or forecast and should be surrounded by adequate firebreaks which are clear of any standing vegetation. “People should also make sure there is a water supply available near the fire.” Mr Marshall said fire restrictions may be re-imposed at a later date if weather conditions change to create a potentially dangerous fire situation. “The council is reminding people that legal liability for costs

associated in fighting an uncontrolled fire lie with the person who lit the fire.” The lifting of restrictions applies to rural areas administered by the Selwyn District Council, except for Department of Conservation (DOC) land within Selwyn and high country areas within Selwyn district. “If you are unsure about the fire restrictions in place in your area, please check with the council or DOC,” Mr Marshall said. Council rural fire staff can offer advice on any burning operations or fire permits by phoning 03 347 2800 or 03 318 8338. 
