Selwyn Mayor Sam Broughton said the latest results show Selwyn’s economy is growing at a steady rate, and prospects look good over the coming year. “Job creation and economic optimism is high in the district at present,” Mayor Broughton said. “Increasingly, Selwyn people can live and work in

the district as our economy forges ahead. Our continuing population growth and the number of new homes being built is testament to the lifestyle and opportunities that are available in Selwyn.” He said future district growth is expected to be driven by the

primary sector, taking the place of residential construction. According to the Infometrics report, residential building activity has remained steady in Selwyn during the year to the end of September, despite a downturn in other parts of Canterbury. continued on page 7 …

sense

Help Selwyn get through the dry season with enough water for everyone Top tips for using your water sense: ∙ Consider letting your lawns go brown, or water overnight (9pm–6am) to avoid evaporation during the day. ∙ Avoid unnecessary water use during peak demand times (6am–9am and 4pm–9pm) to help maintain water pressure for everyone. ∙ Use a watering can or hand-held hose instead of a sprinkler and avoid watering in hot or windy conditions. Thank you for doing your bit to help conserve the district’s water supply.

p Kirwee residents took some time out to spend time together at the first Kirwee Community Christmas Picnic. Held at the Kirwee Domain on Friday, locals enjoyed catching up with neighbours for a bite to eat, some entertainment and of course a visit from Santa. One of the organisers Sue Robinson said they couldn’t have had better weather for the inaugural event and it was great to meet new people as well as connecting with old friends. She said with the positive feedback they received from the event they are intending to make it an annual occasion.

Household recycling in Selwyn has been steadily increasing in volume from 4,982 tonnes in the year to June 2016 to 5,385 tonnes in the year to June 2017, according to Selwyn District Council Solid Waste Manager, Andrew Boyd. “It’s great to see the increase in recycling taking place. The summer holidays are a time when people generate more recyclables than throughout the rest of the year,” Mr Boyd said. “All recyclable items must be loose in the yellow bin so they can be easily separated for recycling, not placed inside a plastic bag as the machinery that sorts recycling rejects bagged items as rubbish. “Soft plastics including newspaper wrap and cling film can’t be recycled through the kerbside recycling system, only empty supermarket plastic bags are accepted.” Mr Boyd said recyclables must be emptied and cleaned before being put into recycle bins. “Takeaway coffee cups have a thin plastic coating on the inside so that they can hold liquid, and for this reason they can’t be recycled and

THE RECORD December 20 - 2017

Local hero a modest man  by Mike Isle

The remarkable thing about a conversation with Chris Martin is how unremarkable Chris thinks he is. It is not false modesty. It is just a belief Chris has that his work with youth, as an advisor, mentor, facilitator and friend, is something which comes naturally to him. “And it is not about me, it is about the young people doing it for themselves,” he said. Chris Martin, who lives in Prebbleton, has been working with youth for over three decades. Currently it is centred around Selwyn and most in a voluntary capacity. Previously it was a paid role with, first, the Christchurch City Council and then the Selwyn District Council. He is currently an active board member with the Canterbury Youth Workers’ Collective, Ara Taihoi, Selwyn Parenting Network, Generation House, Selwyn Creative Network and founder and lead consultant for 4YP, a Selwynbased community care network for young people. This month he became the first South Island member of Korowai Tupu (Cloak of Growth) —The Professional Association of Youth Workers, and recently he was presented with a Kiwibank Local Hero Award. But again, it not about Chris, as he sees his role as a conduit. “Right from the beginning I had the firm belief that the most positive thing you can do with young people is give them the confidence and belief in themselves,” he said. “And one of the best ways of doing that is to give them the opportunity to use their passion and initiative — to create their own events, programmes and projects, and to reach goals that they themselves set. “it is important that they have that belief in themselves.” Chris recalls one young person, one among many, whom he mentored through one of his youth programmes. “That young man had issues, what some may call ‘an attitude’, but now his life has turned around and he is back

with us, this time as a volunteer helping other young people.” That sort of turn-around is not new to Chris. In fact, something similar happened to himself. As a teenager, he saw himself going down the wrong track. That was until he met a youth worker who set him on a different path and then a school principal who diligently set about keeping him on that path. “It was then and there that I think I knew what I wanted to do with my life, initially as a teacher and then as a fulltime youth worker.” Today, Chris is doing just that. The most satisfying aspect, he said, was having young people grow that belief in themselves, and seeing them develop as leaders. Being one of three Selwyn recipients of this year’s Kiwibank Local Hero Awards is also clearly satisfying to Chris. He is humbled by it and proud of it. But again he shares the credit, this time with his family, his wife Miriam, a local doctor and their two adult boys. “It is something I could share with them, and some consolation for all the times I was away from them working in the community,” Chris said. “As Miriam said she didn’t know that I did all that, so I think we can all be proud of winning that award and of what we have done.” ¢

Be kind to yourself  by Amy Adams, Selwyn MP

It is now that hectic part of the year when we struggle to complete everything on our to-do lists before Christmas, juggling work commitments with end of year functions, Christmas shopping and holiday preparations. of the highlights of 2017 for me were performing the role of Chieftain at this year’s Hororata Highland Games in November and getting to shave Selwyn Mayor Sam Broughton’s hair off as part of Darfield High School’s ‘Shave for a Cure’ fundraiser back in April. Other events that I enjoyed attending in Selwyn during the year were the local A&P Shows and October celebrations to mark Darfield Hospital’s 90th anniversary. It was also exciting to attend the openings of Rolleston College and Lemonwood Grove School at the beginning of the year. It is fantastic to have these excellent new facilities to cater for our growing population of families in Selwyn. Be prepared for the holidays Police are asking Selwyn residents to report any suspicious activity over the festive season. Detective Sergeant Regan Boucher said with many people heading away for the Christmas and summer holiday period, thieves are likely to take advantage of homes being empty over the next few months. “Our staff are committed to working with our community to prevent these types of crimes and victimisations occurring, and holding those responsible to account,” Detective Sergeant Boucher said. “It only takes one phone call and we encourage the public to help by sharing any information they might have, no matter how trivial it may seem, as it may help police prevent a crime from taking place. “If the opportunity presents, and it’s safe, taking a video or photo on a smart phone can also be helpful to police.” Detective Sergeant Boucher said any information can be reported either to police directly, or Crimestoppers anonymously. “Anyone who does witness anyone acting suspiciously is advised not to approach them, and record any relevant details including identifiable clothing and registration numbers to pass on to police.” He said there are a number of signs

which may indicate illegal activity that people should look out for. “People repeatedly visiting specific locations at unusual times during the day and night or strange vehicles parked in rural or residential areas and the offer of a cheap item either in person or through social media or the internet for instance.” Police are also advising Selwyn homeowners to follow this advice if they are heading away: • Always lock up, as burglars usually enter through unlocked doors and windows or they take advantage of weak locks • Install good quality locks • Lock away tools and ladders, because burglars could use them to break in • Lock garden sheds and garages Detective Sergeant Boucher said sensor security lights are a great way to deter thieves. “They are an excellent security device because they light up automatically if somebody moves nearby.” He also said if people are going away for the holidays they should ask a neighbour or someone else to keep an eye on their home, business or property and arrange for someone to collect the mail. ¢

Leeston-Southbridge on top  by Kent Caddick

Leeston-Southbridge heads into the Christmas break at the top of CRV Ambreed Country Premier one day cricket competition standings after a win in its final match of 2017. Leeston-Southbridge, which has lost just once this season, won the toss and piled on 218/7 against Oxford-Rangiora at Southbridge Domain. Opener Liam O’Sullivan batted well to anchor the innings with 94 off 129 balls, and was well supported by skipper Chris Beatson who made 69 off 99 balls. In reply, Oxford-Rangiora found themselves in early strife on with Dougald Munro taking three top-order wickets including the prized scalp of David Fulton for a golden duck. Part-time off-spinner Toby Doyle picked up two wickets for just one run as Oxford-Rangiora collapsed to be all out for 122. Meanwhile, an unbroken seventh wicket partnership of 62 between Tim Harrison and Callum Simpson in 51 balls got second placed Sefton home over Lincoln at Lincoln Domain. Batting first Lincoln posted 190/4 in their allotted 45 overs but it wasn’t enough to keep the defending champions at bay. At Southbrook Park, the home side posted 216 which proved just enough to elude Darfield-South Malvern. In reply, Darfield-South Malvern fell short of the total despite 66 from Michael Pauling and Andrew Inch scoring an unbeaten 48.

p Oxford’s star batsman Dave Fulton, seen here batting against Weedons, had no luck against Leeston-Southbridge on Saturday being dismissed for a duck

At Cheviot Domain, Weedons continued its winning ways with a 54 run win over Cheviot. Short scorecard: Leeston-Southbridge 218/7 (L. O’Sullivan 94, C. Beatson 69; M. Power 4/35) beat Oxford-Rangiora 122 (B. Hansen 36; D. Munro 3/13, A. Hooper 3/23, T. Doyle 2/1); Lincoln 190/4 (R. Clark 45, A. Paterson 45, H. Paterson 26; A Laffey 1/17) lost to Sefton 192/6 (T. Selwyn growth remains steady It shows a total of 410 new residential building consents were issued in Selwyn during the June to September quarter, 53 more than in the previous quarter, and 70 more than in the same quarter last year. On an annual basis to the end of September the number of consents issued in Selwyn was the same as the previous year, compared to an 18% drop over the wider Canterbury region. Selwyn also continued to record strong results in retail and tourism spending. In the year to September 2017 tourists spent around $101million in Selwyn, an increase of 13% over the previous year, which follows a 7% increase in the year to June. A strengthening retail sector saw spending increase by 10% over the year to September, well ahead of the national figure of 3.8%. The report identified Selwyn’s sustained population growth as a key driver of the increase. Overall, Selwyn’s economy is continuing to perform better than most of its neighbours in many key indicators. The district Gross Domestic Product (GDP) showed growth at 1.6% for the quarter, up from 1.1% in the previous quarter. This is ahead of the Canterbury regional average of 1.3%,

p Selwyn Mayor Sam Broughton says the prospects for further economic growth in the district look good

but below the national average of 2.5%, however Selwyn’s GDP growth over the past 10 years remains the highest of any city or district in New Zealand. Unemployment in Selwyn now sits at 2.2% for the year, down from 2.3% a year earlier and well below the New Zealand average of 4.9% and the Canterbury region at 3.8%. Infometrics estimates that the total dairy payout in the district will be $26m higher this season than in 2016-17, with beef and lamb prices also high. Mayor Broughton said the new Southern Motorway extension, which will be completed in early 2020, will also enhance the district’s prospects for longterm economic growth. ¢

Being together over Xmas

Time to reflect

Christmas is a wonderful opportunity to gather together with family and friends we love.

It’s hard to believe another year has gone and it is almost Christmas.

It’s a time when life often slows a little and we are able to take stock of the year that has been and look forward to the things to come. For some of us this Christmas, we welcome new members

into our family through birth or marriage. For others of us Christmas will be tinged with sadness as we remember those who have been lost to us this year. Whatever your plans make sure you remember to say ‘I love you’ to those you care about, to smile and say hello to strangers, to take opportunities to heal past hurts, and to sing a few carols and remember the reason for Christmas. I trust whatever your plans are, that you travel safely, that you find peace in the mayhem, and you have a wonderful feed. Merry Christmas, Sam, Liz and Elliott Broughton ¢

A highlight for me personally was the Christmas Picnic in the Park which provided an opportunity for families to get together and celebrate the year. It was a privilege to be able to have such a great event at no cost to families. Giving back to communities is especially important at this time of the year when many people may feel lonely and sad. I trust that you and your family and friends will enjoy the Season’s festivities and come back safely and refreshed to take on yet another year full of promises. Merry Christmas to you all. ¢

Pets & Equine ADVERTORIAL

Grooming Pets by Yolande Howell BVSc(HONS), Selwyn Veterinary Centre

Many people take their pets to professional groomers but to ensure that it is a stress free event it is prudent to start getting them used to being groomed at home at an early age, although you can also achieve this with older animals. All pets need to be groomed, some pets are better at grooming themselves than others. Even with the cleanest pets, grooming them on a regular basis would improve their overall health and appearance. Best starting when you first acquire your pet and practise with them daily. Play with their toes a lot, press on them gently and expose the nails as if we would normally when we trim them. Treat and praise them for calm behaviour or if they ignore what you are doing altogether. For older animals, you may need to do this one toe at a time to get them used to it. Spread their toes to check in between — we often see grass seeds embedded between the toes during spring and summer. These are checks you should do daily and especially during grass seed season so you can remove any vegetation and prevent them from burrowing into the skin. Play with their ears, massage them, get them used to their ears being handled. Brush

them gently with a pet brush. Brush their fur preferably daily, this goes for short haired animals as well. It improves their coat quality and comes in handy during moulting season. For the long hair breeds it is essential. This helps to prevent knots and matts developing and keeps your pets’ skin healthy. If your pet doesn’t like the brush or comb initially, I would keep trying small amounts each day and build it up. In some cases it is just a matter of the sensation and they may like being groomed by a different type of brush or comb. Get your pets used to bathing when they are young — most cats dislike baths and it is rare that you have to bath them. But if you get them used to it whilst they are young just with a shallow warm water bath, you are more likely to succeed later when a bath is needed for any reason. Same with dogs, start small and shallow and then work your way up with time. Just use

warm water to get them used to it and only shampoo when they are dirty. For dogs and cats especially, if they will end up going to the groomers, get them used to the sound of electric clippers and hair dryers. You don’t have to use the appliances on them at the start, just have them running to get your pet used to the noise. Rabbits, guinea pigs and rodents do have very delicate skin, so get them used to gentle brushing early, this helps prevent matts. Once a matt starts developing it is very hard to remove them without damaging their skin. And they are more likely to get fly strike if their coat is

unkempt. For birds, just running your hands over the feathers gets them used to contact and handling. This enables you to check their blood/ pin feathers during moulting also. Make sure if you have caged birds to provide a bird bath regularly and you can also use a misting spray of water to help them keep their feathers clean. Once your pets are used to grooming and are not afraid of these things, it makes life more comfortable for them and easier for you, your groomer and veterinarian.

Advice for irrigators over a dry summer IrrigationNZ is advising Selwyn farmers and lifestyle block owners to ensure their irrigation is working efficiently ahead of a predicted hot and dry summer. According to NIWA, several areas in the South and North Island came close to or broke low rainfall records during November, with rainfall well below normal for much of Canterbury. IrrigationNZ Chief Executive Andrew Curtis says that during extended dry spells such as this, irrigation plays an important role in ensuring Kiwis can continue to have access to affordable local produce, but irrigators will need to manage their water allocation carefully over this period. “Checking your irrigation equipment is well maintained and performing to specifications will minimise down time, leakage or delivery problems,” Mr Curtis said. “Some systems may be 20% to 50% out and using more water than you need. Simple early season calibration checks can save a lot of water over the season and are easy to carry out.” Mr Curtis says that as the irrigation season goes on, regular maintenance checks are essential. “Checking pressure and sprinklers is recommended. Re-nozzling might help stretch out water for longer but this should be done under the advice

p Selwyn farmers are being urged to ensure their irrigation systems are working efficiently

of a qualified irrigation designer,” he says. “Irrigation scheduling is also critical when your water supply is likely to be limited. With water meters in place, you should be keeping a close eye on how much water is being used, and regularly reviewing soil moisture levels and crop requirements. “Sitting down and planning water budgets will enable irrigators to work out how best to allocate water over the coming months.” Mr Curtis says that farmers who operate a number of irrigation systems should think about using their most efficient irrigation systems more than their least efficient systems to help make the best use of their water

allocation. “They should also consider limiting irrigation during high winds or extreme daytime temperatures, to make every drop count. “Investing in good soil moisture monitoring technology is also important and farmers should check this every day so they know when to irrigate and how much water to apply. “Understanding which soils are the least productive and which are the most productive can help farmers identify which areas would benefit most from irrigation if water is limited. “Placing the most productive animals on good pasture makes sense, while less productive stock could be put in areas without irrigation or with less pasture.” ¢

The fruits of a heritage industry

100

 by Andy Bryenton

When settlers first arrived here in New Zealand from Europe, their preferred drop was usually a cold beer — or a dram of whiskey or rum for the hard-bitten sailors who dared the long trip here by tall ship. But decades of hard work and skill have built up a burgeoning wine industry here in Canterbury, and summer is the perfect time to enjoy this labour of love. With abundant free-draining alluvial soils and unique climatic conditions, the Canterbury region was a perfect match for grape varieties sourced half a world away. Another great fit was the people who have come together to establish a strong voice for the local industry in the form of Wines of Canterbury. Their mission to support local growers and promote the fine selection of vintages cultivated here is backed up by an annual award for the best of the best — this year gold medals were won by Waipara Hills 2016 Pinot Gris, and Whistling Buoy Kokolo Pinot Noir 2015. As the world comes around to a new way of thinking and further appreciates cool-climate wines, Canterbury and the nearby Waipara region are becoming famous for their production. So forget having to travel to the Loire Valley or Bordeaux to enjoy a wine, food and culture safari — it’s literally all just around the corner. Wines of Canterbury lists 21 vineyards as members, with far more going on behind the scenes than just the careful cultivation of fine vintages.

Farmers asked to report sightings of Saffron Thistle Selwyn farmers are being encouraged to look out for and report sightings of the yellow flowering thistle — Saffron Thistle, to Environment Canterbury. The Biosecurity team at Environment Canterbury is working with the farming industry to eliminate Saffron Thistle (Carthamus lanatus) from the region. Saffron Thistle competes with pastures species forming large dense stands and, when it gets established, can reduce stock carrying capacity, which in turn impacts production. Its sharp spines can cause injuries to the eyes and mouths of stock and get stuck

in wool. ECan’s Resource Management Principal Biosecurity Advisor Laurence Smith says anyone who suspects they have Saffron Thistle should let us know as soon as possible. “It will be flowering and easily identifiable with its yellow flowers from December to April,” Smith says. “We want to eliminate it to protect their property as well as to protect the rest of the region which is at risk of it spreading further afield.” Saffron Thistle is currently only known in a few localised areas of Canterbury and Smith says this gives the region a good opportunity to eliminate it before it becomes established and widespread like scotch and nodding thistles. “Biosecurity staff have been monitoring and controlling all known Saffron Thistle sites in our region since the 1970s. Last season, we controlled around 22,000 plants over 23 known properties in the region,” Smith says. “We need to do more searching to make sure we are aware of all sites and landowners and the public are an important part of finding new sites. With 14 biosecurity staff and 45,346

square kilometres of land in Canterbury to cover, every extra set of eyes that report suspected pests, helps to protect our region’s economy and biodiversity.” Saffron Thistle is identified by its yellow flowers with purplish veins (most other thistle species have pink/ purple flowers). It flowers from December to April, growing up to 1m tall. The leaves are glossy, dark green with sharp-tipped spines, and grow out from a centre point to form a rosette. From late spring to early summer, a single stem grows from this rosette. Over time, the rosette leaves disappear and the stem divides into many branches with

flowers. Seeds germinate in autumn. Saffron Thistle spreads via stock, soil contaminated machinery and footwear, and contaminated feed. Its seed is heavy, so it mostly drops close to the parent plant, however the whole plant can also break off at the base and be blown for long distances. Seed remains dormant in the soil for at least eight years, and seed buried more than 10mm deep may remain dormant until cultivation, or other soil disturbances bring it to the surface. Report sightings of Saffron Thistle to Environment Canterbury by calling 0800 324 636 or send them a message at ecan.govt.nz/contact. ¢

Auto & Marine

Taking it to the top  by Andy Bryenton

On December 12, AA Motoring and the New Zealand Motoring Writers Guild came together to make a very tough decision indeed. With a menu of wildly different vehicles placed before them as a ‘top ten’, judges had to choose just one to become 2017’s Car of the Year.

Check out the new Sportsman 470 Range TODAY!

p Skoda’s Kodiaq may be named after a bear, but it’s agility and poise make it anything but grizzly

It’s fair to say that this process is never easy, but this year the scope of vehicles in the top tier was wider than ever. From Hyundai’s electrically powered Ioniq through to Suzuki’s tiny, retrofuturist Ignis, to the aggressive styling of the new Civic hatch from Honda, it was a field of opposites and extremes. This just makes victory even sweeter for the overall winner, the cleverly designed Skoda Kodiaq. A large, seven seater offering from the eastern European marque took on the new Land Rover Discovery in the top ten and won, with critics praising its refinement and reasonable price as well as its smooth power and handling. The Kodiaq joins other award winning skodas such as the Superb and the Yeti in cementing the place of this brand as a top contender, and doing away with

the very outdated view of Skoda as an ‘Eastern Bloc’ car maker. With the cold war a distant memory, Skoda’s clever thinking and reputation for customer satisfaction are helping put the company in the frame with other top Continental manufacturers, and rightly so. There were no real surprises in the other awards snapped up this year — the Suzuki Swift returned to the throne of ‘people’s champ’, taking home the people’s choice award, and Ford’s Ranger ute continues its reign as boss ute — not only holding onto the crown it’s held since 2011, but also entering a third straight year as the best selling vehicle in New Zealand. The hotly contested small SUV prize went to Toyota’s CH-R, while NZ’s top luxury car is the new BMW 5 Series — the latest of a lineage of champions. ¢
